It was close, but the final result? Game, set and match to the towing industry and business community. Gov. McAuliffe on April 26 approved legislation that limits the ability of the Arlington government – and other localities across Northern Virginia – to impose what critics said are draconian regulations on owners of commercial properties who contract with towing firms to remove improperly parked vehicles. The measure, patroned by Del. Tim Hugo (R-Fairfax) with a companion bill sponsored by state Sen. David Marsden (D-Fairfax), aimed to prohibit Northern Virginia localities (but not those in the rest of the commonwealth) from imposing a so-called “second-signature” requirement on property owners. Such a requirement was enacted by the Arlington County Board in December, requiring that owners of commercial properties provide authorization for every tow off their property, rather than grant towing companies blanket
