Gov. McAuliffe on April 26 approved legislation that limits the ability of the Arlington government – and other localities across Northern Virginia – to impose what critics said are draconian regulations on owners of commercial properties who contract with towing firms to remove improperly parked vehicles.

The measure, patroned by Del. Tim Hugo (R-Fairfax) with a companion bill sponsored by state Sen. David Marsden (D-Fairfax), aimed to prohibit Northern Virginia localities (but not those in the rest of the commonwealth) from imposing a so-called “second-signature” requirement on property owners.

Such a requirement was enacted by the Arlington County Board in December, requiring that owners of commercial properties provide authorization for every tow off their property, rather than grant towing companies blanket

There’s No Slowing Down 95-Year-Old Art Teacher SCOTT McCAFFREY Staff Writer

Blanche Kirchner thinks back to the time when she first began to teach art classes to senior citizens.

“That was a riot,” she says. “They had their hats, their silk dresses, their gloves. It was fun, really fun.”

Hats? Silk dresses? Gloves? What was that: 50 years ago?

Indeed it was.

Kirchner, who turns 95 later this week, has served as an art instructor in Arlington’s Department of Parks and Recreation for more than a half-century.

And she has lost none of her zest for the classroom/studio.

“I am just as excited today as I was when I started. It’s so rewarding; it just keeps you going,” Kirchner said May 1, perched on a easy chair as her students celebrated her upcoming birthday with a luncheon at a North Arlington home.

“I don’t know how to stop; I wouldn’t know when,” she said. “That’s why I’m still alive.”

A 2009 profile of Kirchner noted that she probably the longest serving employee in the Arlington government ranks. Eight years later, it’s probably safe to remove the “probably.”

for the county government. Among her students is Katherine Christophe, who travels in from Clifton but whose lilting accent betrays her North Carolina roots.

Why schlep over the highways and byways of Northern Virginia to take a class with Kirchner? “I just fell in love with her.

She is so cute and so witty,” said Christophe, who dabbles in a variety of artistic media.

“She gives constructive direction in a humorous way. She’s very candid – that’s the only way to improve,” Christophe said.

In the 1960s, Kirchner was recruited not only to teach art classes to Arlington seniors, but also to the community’s Afri-

can-American population, at a time when segregation was only slowly receding into the background of daily life.

She recalled being asked if she would be willing to teach aspiring minority art students. “I said, of course I would,” Kirchner said, even today showing irritation at the assumption a white woman would have qualms about teaching black students.

Those who came to pay homage to Kirchner on May 1 said she has made their artistic efforts rewarding in many ways.

“It’s Blanche, her style and it’s the people in the class. Everybody has a good time,” said Jean Hurley, who has been taking instruction for eight or nine years.

“It’s a high-class class.”

The students can be somewhat mischievous, too. Kirchner makes it known she doesn’t cotton to a particular color of green in student art. So her students – “like kindergartners,” Christophe admitted – make a point to pick up knickknacks, baubles and tchotchkes in just Continued on Page 27

County Republicans Laud Pebley for Activism

Civic Leader Got Engaged After ‘Nasty and Insulting’ Interaction with County SCOTT McCAFFREY Staff Writer

Take a DNA sample of Arlington leaders, and as many times as not, you’ll trace their civic roots back to a time they were [hacked] off by something to do with sidewalks, street-calming or stop signs.

For Jim Pebley, is was the third on the list.

Pebley recalls, years back, writing to the County Board asking for help in adding four-way traffic stops to his neighborhood. The pro-forma response from the then-board chairman, he said, was “so nasty and insulting” that it spurred him to get involved.

Quite the résumé resulted: In addition to service as president or chairman of the Arlington County Civic Federation, Committee of 100 and Waycroft-Woodlawn Civic Association and membership in the Planning Commission, Fiscal Affairs Advisory Commission and Emergency Preparedness Advisory Commission, Pebley joined with former county treasurer Frank O’Leary to head local efforts in connection with commissioning of the U.S. Navy’s USS Arlington. (Pebley is a retired U.S. Navy aviator; O’Leary served as a U.S. Army officer.)

It was his love of the underdog that led Pebley to get involved with the Arlington County Republican Committee, which on

April 26 honored his service with a resolution of thanks. Pebley and his wife, Cecile Rogers, will be headed to retirement in North Carolina over the summer.

“It is safe to say Jim Pebley is one of the most active citizens in Arlington, and has been for decades,” said Republican Committee policy director Eric Brescia.

“If you have an issue in Arlington, you come to Jim. [He is] extremely well-respected across the political spectrum.”

“When Jim speaks, people listen,” said Scott McGeary, a former Republican chairman whose own civic bona-fides go back decades.

“Anything in which he’s become involved, he’s become a leader,” McGeary said.

Pebley never ran for office – although many tried to convince him to – but served as a consigliere to those who did.

“Jim was always there with an answer for me and all the help he could give me,” said Michael McMenamin, who made three runs for County Board under the Republican banner.

In McMenamin’s first attempt at office, when he had limited experience with the ins and outs of major issues, Pebley proved “a great help to me in making me not look like a fool,” McMenamin said.

ernance, he recalls some years back being asked by a Washington Post Arlington reporter-du-jour to point out the crooks in local elected office. He set the reporter straight.

“You’ve got Boy Scouts and Girl Scouts, and they’re all wonks,” Pebley said.

How can Republicans claw their way back to a position of relevance in Arlington politics? Pebley repeated the mantra of many a GOP leader: “You all need a farm team,” he said.

People need to get involved in their civic associations, community groups and county-government advisory panels, Peb-

ley said. “‘Arlington’ is really the Latin translation for ‘many meetings,’” he said.

As he prepares to depart the community after 29 years, it has been awards season for Pebley. Recently, he was inducted into the Civic Federation’s Order of Distinguished Meritorious Service, becoming just the 25th community leader to be so honored since the award was instituted in 1936 and the first since 2013.

Pebley’s final verdict on civic activism?

It’s the best show in town.

“Why would you stay home and watch reality TV when you have Arlington?” he asked.

The Arlington County Democratic Committee next week holds three days of caucus voting to select its nominee for County Board and endorsee for School Board.

Voting will take place on Tuesday, May 9 from 7 to 9 p.m. at Key Immersion Elementary School; Thursday, May 11 from 7 to 9 p.m. at Drew Model School; and Saturday, May 13 from 11 a.m. to 7 p.m. at Washington-Lee High School.

Voting for both County Board and School Board will take place at all three venues. Results are expected the evening of May 13.

seat, while three (incumbent James Lander, Maureen McMahon and Monique O’Grady) are seeking the School Board seat.

Absentee Voting for Statewide Primaries Starts: Absentee voting for the June 13 Democratic and Republican primaries opened April 28, with a handful of Arlington residents stopping by to cast ballots on the first day.

By 2:30 p.m., four Democratic voters and one Republican had cast ballots, said Cheryl Scannell, absentee-voting manager for the Arlington elections office.

Under Virginia law, voters do not register by party and are eligible to cast ballots in any state-run primary, although they cannot vote in primaries of different parties held on the same day.

Both Democrats and Republicans are choosing their candidates for governor and lieutenant governor via the primary.

While voting on primary day will be held

in the county’s election precincts, absentee ballots will be cast either by mail or at the county government’s elections office on the third floor of the government headquarters, 2100 Clarendon Blvd.

(Under Virginia law, absentee voting is not an automatic right; those wishing to vote prior to the election must meet at least one of about 20 state-designated criteria. For information, see the Web site at http://vote.arlingtonva.us/elections.)

Seventeen-year-olds can register to vote if they will be 18 on or before the Nov. 7 general election, and those who are registered by May 22 will be able to cast ballots in the primary.

Republicans Detail Plans for Choosing Candidates: When it comes to having a candidate in the upcoming County Board race, will the Arlington GOP turn out to be a group of Republicans – or Republican’ts?

The party rank-and-file on April 26 approved a May 10 filing deadline for candidates seeking the party’s nomination for the County Board seat being vacated by

Democrat Jay Fisette. If more than one candidate expresses interest, Republicans have slated a mass meeting on June 10 to select their nominee.

Earlier this year, Arlington County Republican Committee chairman Jim Presswood said candidate recruitment would be one of his top priorities for 2017. But thus far, no Republicans have publicly taken the plunge. Democrats will select their nominee from among four contenders in a mid-May caucus, and independent Audrey Clement has qualified for the Nov. 7 ballot.

Republicans in recent years have had challenges finding candidates for County Board races; when longtime Republican John Vihstadt in 2014 successfully won a special election and then the general election over Democrat Alan Howze, he did so as an independent with the backing of Republicans and the Arlington Green Party.

Republicans also potentially could endorse a candidate for School Board, but no contender has yet come forward.

Culling the County Board Field from Four to Two

Only two times in the past 44 years has the Arlington County Board seat that is up for grabs this year turned over: Ellen Bozman won the post in 1973 and served for a record 24 years, being succeeded by Jay Fisette, who has been in office the past 20 years.

Such long-serving elected officials are likely to be more rare in the future, but voters need the occasional reminder that the choice they make in 2017 could impact the community for years to come. And while there is a general election to get through in November, it’s looking like the real decision will come May 9, 11 and 13, when Arlington Democrats hold caucus voting to select their County Board nominee.

Time is getting short, but we are not quite ready to endorse just year. Yet we can start winnowing the field.

Vivek Patil, the lone first-timer among the four candidates seeking the Democratic nod, has youth and enthusiasm on his side. But his short tenure as a county resident, and his limited exposure to the basics of the Arlington Way of decision-making, suggest it’s a little too early for voters to take a chance on him. We’re guessing his current run may be to give Patil some name recognition and set him up for something down the road. We don’t think 2017 is his year.

When Peter Fallon ran in the 2015 Democratic caucus for County Board, we endorsed his candidacy in a qualified way, saying “If he can tame his self-described ‘prickly’ personality and the tendency . . . to get stuck in the weeds on matters where big-picture thinking is required, he has a great deal of promise.” (For the record, we endorsed Fallon and James Lander in the six-way 2015 caucus; voters opted for Katie Cristol and Christian Dorsey.)

This time, there’s been something almost pro-forma about Fallon’s bid. He got into the race late and hasn’t burst forth with major proposals to move the county forward. And to be blunt, we view experience on the Planning Commission from the era in which Fallon served to be almost as much liability as strength. The tendency toward self-aggrandizement by some on that body over much of the past two decades had a negative impact on economic-development efforts. (Fortunately, the situation appears to be improving.)

Fallon has the civic bona-fides, but this time around, he does not make the cut for us.

That leaves Kim Klingler and Erik Gutshall, each making a second bid for local office. Each offers pluses and minuses, to which we will return next week.

Caucus Not Most Democratic Selection Method Editor: In 1989, the Berlin Wall came down.

Several years later, I read the story of a young woman who had been a highschool teacher in East Germany, teaching the material she was given.

The next year, she taught the new curriculum, and her students (highschool students are utterly heartless, we all know this) said to her, “Miss, are you lying this year, or were you lying last year?”

How am I going to tie this affecting tale to Arlington? In February 2015, the Arlington County Democratic Com-

mittee voted to have a primary rather than a caucus to select its candidates for County Board. At that time, party chairman Kip Malinosky said, “We’re Democrats; we want more people to vote. We believe a county primary will result in greater voter turnout as it provides more citizens with easier access to the ballot box.”

Democrats also held a primary to select their County Board candidate in 2016. But this year, the party has reversed itself, and has voted to have a caucus.

It’s clearly true that primaries get

more people into the nominating process. I didn’t find a total for voters in the six-way 2015 primary which selected Christian Dorsey and Katie Cristol, but 19,975 votes were cast, which suggests about 10,000 voters. The 2016 GarveyGutshall Democratic primary attracted 15,240 votes. Caucuses, on the other hand, tend to attract 2,000 to 4,000 voters in Arlington.

Can it be that the members of the Arlington County Democratic Committee no longer want “more people to vote”?

Editor: I have worked with Erik Gutshall since the fall of 2015, when he was appointed chairman of a working group charged with determining whether athletic field lights should be installed at Williamsburg Middle School. I served on the working group as a representative from the Environment and Energy Conservation Commission.

Over two years of lengthy, sometimes fractious, meetings and debates, Gutshall impressed me greatly with his patience, good humor, fair mindedness and commitment to hear all sides of an issue. At the same time, he never hesitated to ask tough questions or to insist that proponents of an action – whether county staff or residents – support their positions with sound data and evi-

dence.

His calm presence, willingness to listen and strong leadership inspired trust and encouraged participation.

Based on his work in this difficult and often contentious public setting, I am certain that Gutshall’s election to the County Board will promote the collegiality on which a five-member board so heavily relies, as well as careful, dispassionate and well-reasoned decisionmaking.

Lander Deserves a Third Term Editor: I strongly support James Lander for re-election to the Arlington School Board.

Now more than ever, we need his experienced, knowledgeable leadership.

His seven years of dedicated service prove his ability to get difficult things done, which is crucial as we face continued challenges due to rapidly increasing enrollment and the need to continue evolving and improving instruction to meet the needs of the whole child.

As a parent and APS volunteer, I also see that he is accessible to constituents, listens carefully to all voices in our community, and cares about our kids and families.

Lander is also the only candidate who actively supports strong neighborhood-school programs, which make up more than 80 percent of our schools.

He staunchly supported both the new middle school that will open at the site of the former Stratford Junior High School and the conversion of Drew Model School to an all-neighborhood school.

Lander also has proven himself a careful steward of our taxpayer dollars.

As a member of the APS Facilities Advisory Committee, I understand that the issues that ensue from our rapidly growing student population do not have simple answers.

Lander, who has served on the School Board for two terms, understands the complex nature of every decision made by the School Board, and how every decision also has impacts across the rest of Arlington.

From early on in my involvement with APS issues, I have advocated for decisions to be made in the best interest of all of Arlington – not just a singular school, neighborhood or program.

Student Achievement Lauded in Word and Song SCOTT McCAFFREY Staff Writer

Music filling the air on a Sunday at Mount Zion Baptist Church in Nauck is a regular occurrence. But on the evening of April 30, the uplifting sounds emanating from the sanctuary were aimed at saluting the achievements of young people.

That night, Arlington Lodge No. 58 of Free and Accepted Prince Hall Masons and its affiliated Bee Hive Club presented their annual songfest and scholarship program, designed to provide the honored high-school seniors with a sense of purpose and inspiration as they transition to college.

“We certainly could have put the checks in the mail. We have the stamps,” said Neville Welch, worshipful master of Arlington Lodge No. 58, noting that an evening of music and fellowship was a far more appropriate send-off.

Receiving scholarships were Dominique Bynum, who is headed to Towson University; Danielle Gilliam, Old Dominion University; Ashley Jones, Hampton University; and Vittoria Valentine, College of William and Mary.

(Valentine, a senior at J.E.B. Stuart High School, earned a full-tuition scholarship at William and Mary, and returned the Lodge No. 58/Bee Hive Club scholarship to the club, to be distributed to another student next year.)

More than 60 local high-school seniors have received scholarships over the past 20 years. Recipients have gone on to positions ranging from teacher and social worker to pastor and chemist, according to organizers.

“They’re excellent in their grades, but they are excellent in their community, as well,” said Charles Aaron III, president of The Bee Hive Club.

Welch encouraged the four 2017 scholarship recipients to remember their roots and their foundation as they move on to the next stage of their lives.

“Now, more than ever, you’re going to need your family – the values that your family has cultivated in you,” he said.

The evening offered performances by men’s choirs from Mount Zion and Macedonia churches, neighbors in the Nauck community.

James Gibson couldn’t help but remark, “If you live in Arlington and don’t get saved, you aren’t trying really hard.”

Gibson, long a presence at Macedonia Baptist Church and now interim pastor of First Baptist Church of Chesterbrook, said the combination of music and students couldn’t help but serve as an inspiration.

“I like to be around blessed folks, but I especially like to be around blessed folks who are blessing others,” he said.

In addition to choirs, performances also featured younger performers – several with connections to the scholarship program.

award in 2007 while his sister Dominique earned it this year. Olivia Green, who lifted attendees up with her sister Elana, was a 2012 scholarship recipient.

“I’m feeling blessed to sing at this today,” Olivia Green said.

In delivering the equivalent of a commencement address, Welch told students that, thus far in life, they had been sheltered from some temptations and major decisions, but as they move forward, they will face hurdles to overcome.

Welch encouraged students to ensure they “confer with your heart” before major decisions.

“Simply doing the right thing is not good enough. You’re going to have to do the right thing the right way,” he said.

TOP PARK VOLUNTEERS LAUDED:

Paul Holland and Yu-shin Hsu have been honored as the annual recipients of the Bill Thomas Outstanding Park Service Volunteer Award.

The two “represent the best of Arlington’s many strong park volunteers,” County Board Chairman Jay Fisette said when the honors were announced.

Holland has served for nearly a decade on the Park and Recreation Commission, and has donated more than 500 hours to local parks. He had advocated for urban parks and for land acquisition, and served as co-chairman of the Mosaic Park Planning Task Force and as the park commission’s representative to the Realize Rosslyn planning effort.

Hsu has volunteered with Long Branch Nature Center, the pollinator garden at Central Library, Arlington Master Naturalists and the Natural Resources Management Unit.

Margaret Brown, a division chief in the library system, said Hsu “brings to the [Central Library] garden a spunky energy and perseverance, as well as a similar passion for educating others about the critical importance of pollinators and native plants. She is tireless in her efforts and selfless in her generosity.”

The annual award is named in honor of lifelong parks volunteer Bill Thomas.

COMMITTEE OF 100 TRAVELS TO HOMELESS-SERVICES CENTER: The

May 10 monthly meeting of the Arlington Committee of 100 will feature a field trip to the Arlington County government’s homeless-services center, operated by the Arlington Street People’s Assistance Network (A-SPAN).

Events begin with a social hour, dinner and tours at 7 p.m., followed by a presentation including a client speaker at 8 p.m.

Five finalists are in the running for the name of the new elementary school to be built adjacent to Thomas Jefferson Middle School.

Among them: “Patrick Henry,” the current name of a nearby elementary school whose students will be moved to the new facility when it opens in 2019.

A naming committee set up by the county school system winnowed more than 500 responses and heard “compelling arguments both for keeping and for changing the name of the school,” committee members said in sending the five finalists out to the community for review.

“Some felt that keeping the name would provide continuity and maintain a connection to the school’s history, while continuing to honor one of our nation’s founding fathers,” the committee said.

“Others thought that the school name should be changed in order to avoid confusion between the new and existing school, or to reflect the creative design of the new building. Some also felt that Patrick Henry’s name should no longer be used since he owned slaves.”

One of the four other finalists – “Liberty Elementary School” – would remove Henry’s name but still pay homage to him,

since Henry’s famous “Give me liberty or give me death!” speech was an iconic moment of the 18th century.

(School officials used a similar rationale in accepting the name “Discovery Elementary School” for a new facility several years ago. The school pays tacit honor to astronaut John Glenn, who returned to space in 1998 in the Space Shuttle Discovery after first orbiting the Earth in 1962, when he and his family lived in Arlington.)

Other options on the table include “Alice West Fleet Elementary School,” after a longtime Arlington teacher who was the first African-American educator to teach at an all-white school in the county, and “Grace Hopper Elementary School,” after a longtime Arlington resident and U.S. Navy officer famous for her work developing computer programming.

“Journey Elementary School” also is on the list of finalists.

A final decision rests with the School Board, which will take into account the results of an online survey now being conducted within the school community and surrounding neighborhoods.

County Board members in April approved final plans for construction of the 750-seat elementary school.

Ground is expected to be broken in several months.

County Set to Digitize Records Now Held in Richmond SCOTT McCAFFREY Staff Writer

It was a good idea at the time: Allow the Library of Virginia to serve as repository of Arlington County government d o c u m e n t s, COUNTY from land-use data to coroner NOTES records.

But, after decades boxed up in Richmond, the voluminous collection is about to enter the digital age.

Arlington officials are planning to retrieve the documents, scan them and make them available to the public, County Manager Mark Schwartz recently told County Board members.

“This news is pretty exciting,” said Schwartz, who noted that it took “a couple of years of hard work fighting through the bureaucracy” to get access to the materials.

“They are our records, but they’re down in Richmond,” he said.

(Officials with the Library of Virginia did not immediately respond to a Sun Gazette query about the current effort.)

So far, 40 boxes of materials have been shipped the 90 miles north to Arlington.

“Currently, we are primarily looking over coroner records and the correspondence of George H. Rucker, Clerk of the Court in the early part of the 20th century,” said Judith Knudsen, director of the

Center for Local History in the Arlington library system.

The current Clerk of the Circuit Court, Paul Ferguson, said he was glad the documents will again see the light of day.

“I appreciate Arlington County’s commitment to preserving history and making it available to the public,” Ferguson said. “I am especially interested in correspondence where the neighboring courts/ jurisdictions are coordinating. My dealings with neighboring courts and others in Virginia are one of the many things I enjoy about my position as Clerk of the Circuit Court.”

County Board members have appropriated $50,000 a year for digitalization of records. Library officials already have worked on materials related to the desegregation of county schools, and also have digitized much of the print archives of the Northern Virginia Sun, predecessor of the Sun Gazette.

Schwartz said land records going back more than a century have been unearthed, with coroner records dating back to 1865 also available.

Even earlier papers might be discovered. “We keep digging,” the county manager said.

County Board member John Vihstadt, who serves as the board liaison to the Historical Affairs and Landmark Review Board, said the initiative “sounds exciting.”

He asked the county manager if Arlington continues to send records to the Library of Virginia for safekeeping. The answer was no, Schwartz said, as the county government in recent decades has archived its own materials.

“Other than large amounts of money, we are not shipping anything down to Richmond these days,” Schwartz said.

Delay in Aquatics-Center Project May Provide More Energy-Efficient Options: Delays in construction of the planned Long Bridge Park aquatics center could mean the project will be able to incorporate more energy-efficient design at a lower cost, County Board Chairman Jay Fisette believes.

“The whole country, in terms of energy-efficiency, is further along than it was two or three or five years ago, so hopefully we will benefit from that,” Fisette said as County Manager Mark Schwartz announced a new timetable that could see a downsized aquatics center completed by 2021.

The desire of some county leaders, including Fisette, to incorporate cuttingedge efficiency efforts into the design of the aquatics center helped push costs beyond expectation, leading then-County Manager Barbara Donnellan to put the project on hold in 2014.

Last year, current County Manager Mark Schwartz returned with a downscaled plan, designed to allow construc-

tion with funds on hand covering the estimated cost of between $63 million and $67.5 million.

The current plan is to give teams of architects and builders a list of both “musthaves” and “nice-to-haves” to see what they can design within the budget. That process is expected to be completed by the end of the year with the selection of a design/build team.

Fisette, who will be leaving office in December and is arguably the most passionate swimmer among Arlington elected officials, said he was pleased that the base design plan incorporates some, if not all, energy-efficient options.

“We will see . . . what other features the designers are able to work into the system beyond the base,” he said.

Transportation Notes BOARD MEMBER PUSHES CORPORATE LOGO ATOP AQUATICS CENTER:

Say you’re flying into or out of Ronald Reagan Washington National Airport.

Look down and, atop the Long Bridge Park aquatics center proposed for just north of the airport, the gleaming logo of a corporate sponsor comes into view.

Maybe it’s Nestlé, which is moving its corporate headquarters to Rosslyn. Boeing would be appropriate, both because of its aviation business and its major office compound in Crystal City. Or perhaps Chico’s Bail Bonds (little humor for fans of “Bad News Bears” on that one).

Offering to sell, rent or lease space for a corporate logo might be a good way to make money off a captive audience – at least those sitting in window seats – one local elected official believes.

Arlington County Board member John Vihstadt hasn’t given up on his desire to have the county government try to recruit sponsors and partners for the planned $60 million aquatics center and fitness facility.

“What about selling naming rights on the roof?” he mused at a recent meeting, suggesting that any funds brought in could be used to help defray construction costs.

Vihstadt brought the idea up last year, then revived it when County Manager Mark Schwartz brought back the aquat-

ics-center proposal on April 25.

“He really didn’t have a good answer [about possibilities] – that’s a little disheartening to me,” Vihstadt said of Schwartz’s response. (The county manager did seem a little sour when asked about sponsorships, but didn’t rule out the possibility.)

Vihstadt also is pushing for consideration of advertising on Arlington Transit (ART) buses, at transit stops and at Capital Bikeshare stations to help raise a little cash that would be used to support transit matters.

“This needs to be seriously considered,” he said, noting that a progress report on the matter from county staff was due by June.

IMPROVEMENTS ON HORIZON FOR VRE STATION IN CRYSTAL CITY: Rid-

ers using the Crystal City stop on Virginia Railway Express can expect improvements to existing facilities, once officials with the regional transportation body decide which option for the station they plan to move forward on.

Busiest in the VRE system – which stretches from Union Station south to Spotsylvania and Broad Run – the Crystal City station is held back by a platform that is just 400 feet long, only about half as long as an eight-car train requires.

Plans for the reconfiguration include a

longer platform with two tracks (and the ability to expand to more) and easier access to Metro’s Crystal City station and to the Crystal City-Potomac Yard Transitway bus service.

The project remains in the public-input phase, said Arlington County Board Vice Chairman Katie Cristol, who serves as the county’s representative to the VRE operations board.

“The conversation continues: VRE staff is eager to continue to receive input,” Cristol said.

The three options already have picked up feedback from riders on the weekday commuter service. Residents in Crystal City also are beginning to weigh in.

Cristol said plans are for a community meeting in June to present further refinements of existing proposals, with additional public input to be taken through the summer.

LOCAL LEGISLATORS ASK COLLEAGUES NOT TO MEDDLE WITH AIRPORTS: It’s like trying to negotiate with a

3-year-old (or a 13-year-old, for that matter): You know they aren’t going to listen, but you have to give it a shot, anyway.

Members of the Washington region’s delegation to Congress again have put pen to paper, asking their counterparts from areas outside the local area to keep their hands off Ronald Reagan Washington National Airport.

“No member of Congress appreciates another representative meddling with the assets in their state or district,” the local lawmakers wrote. “We, too, strongly oppose any attempts made by other members to dictate operations at these airports for their own personal convenience.”

The letter, signed by a bipartisan group from both houses of Congress, was sent to leaders of the committees that have jurisdiction over the Federal Aviation Administration.

It is through FAA reauthorization bills that Congress has removed previous restrictions on flights at Reagan National, allowing more take-off and landing “slots” and mandating exceptions to the once iron-clad “perimeter rule” that prohibited long-distance flying out of the airport.

Local members of Congress are joined by the Metropolitan Washington Airports Authority (WMAA), many local-government officials and the business community in the view that congressional meddling has led to growth stresses at Reagan National while imperiling the economic viability of Washington Dulles International Airport.

But the local congressional delegation – vastly outnumbered by those from out-

side the region, many of whom want nonstop flights back to their districts – often finds itself playing defense on the issue.

While Congress has ceded operational control of the two airports to MWAA, the federal government retains both ownership and the power to enact, or dismantle, regulations relating to them.

Until 1966, the federal government prohibited jet service out of National, part of an effort to aid the then-new Dulles. For several decades more, non-stop flights from National largely were prohibited beyond, first, 650 miles and then 1,250 miles.

Today, however, while the perimeter rule remains on the books, there are exemptions allowing some non-stop flights as far as Los Angeles and Seattle.

INFLATION-ADJUSTED AVERAGE AIRFARE DECLINES IN 2016: It’s not ex-

actly an apples-to-apples comparison, but it’s the best the federal government puts out, and new data suggest that when adjusted for inflation, domestic airfares in 2016 were near their lowest levels since record-keeping began in the 1990s.

The average domestic round-trip airfare of $349 last year was down 8.5 percent from an inflation-adjusted $382 the year before, and is the lowest in the 22 years of record-keeping except for 2009, when the average fare (in 2016 dollars) was $347.

National figures were reported April 25 by the Bureau of Transportation Statistics. Airport-specific data will follow.

‘Portfolio in Motion’ Offers Striking Student Designs

Whether serving up stunning evening gowns with floral designs, elegant formal outfits perfect for the ballroom or vividly colorful earrings guaranteed to make heads turn, designers at Marymount University’s fashion-design program put their best works forward April 27 at the annual “Portfolio in Motion” show.

This year’s program, which carried a theme of “Reverie: A Daydream,” began by having models, covered in translucent white cloth, dance like ghosts.

Marymount officials honored Lela Rose as the 2017 Designer of the Year. Rose, who is based out of New York City, is known for her eponymous collection of designer clothes worn by celebrities such as Sofía Vergara, January Jones and former First Lady Michelle Obama.

Other award winners this year were: Monique Casimiro, Portfolio in Motion Award; Taylor Fitzgerald, NAMSB Foundation Arthur H. Taylor Award for Excellence in Menswear Design; Shatha Abulohom, Best of 2017 Award; and Trailblazer Award recipients Odalys Ihrig (first place) and Isabella Ricci (second place).

Marymount also betstowed the following Sister Gabriele Berg Awards: Shatha Abulohom, Fashion Design; Rachel Keenan, Fash-

Existing-home sales took off in March to their highest pace in over 10 years, and severe supply shortages resulted in the typical home finding buyers more quickly than usual, according to the National Association of Realtors.

Only the West saw a decline in sales activity in March, according to the data.

Total existing-home sales – counting single-family homes, townhomes, condominiums and co-ops – ascended 4.4 percent to a seasonally adjusted annual rate of 5.71 million in March, the strongest month of sales since February 2007.

Lawrence Yun, NAR chief economist, says existing sales roared back in March and were led by hefty gains in the Northeast and Midwest.

“The early returns so far this spring buying season look very promising as a rising number of households dipped their toes into the market and were successfully able to close on a home last month,” Yun said. “Although finding available properties to buy continues to be a strenuous task for many buyers, there was enough of a monthly increase in listings in March for sales to muster a strong gain.”

The median existing-home price for all housing types in March was $236,400, up 6.8 percent from a year before. March’s price increase marks the 61st consecutive month of yearover-year gains.

“Until we see significant and sustained multi-month increases in housing starts, prices will continue to far outpace incomes and put pressure on those trying to buy,” Yun said.

Total housing inventory at the end of March increased 5.8 percent to 1.83 million existing homes available for sale, but is still 6.6 percent lower than a year ago (1.96 million) and has fallen year-over-year for 22 straight months.

Properties typically stayed on the market for 34 days in March, which is down significantly from 45 days in February and 47 days a year ago.

Inventory data from Realtor.com reveals that the metro areas where listings stayed on the market the shortest amount of time in March were San Jose-Sunnyvale-Santa Clara, Calif., 24 days; San Francisco-Oakland-Hayward, Calif., 25 days; Seattle-TacomaBellevue, Wash., and Denver-AuroraLakewood, Colo., both at 28 days; and Vallejo-Fairfield, Calif., 31 days.

The Democratic field already is beginning to bubble up, as the party seeks to oust two-term U.S. Rep. Barbara Comstock (R-10th) next year. The district runs from Great Falls and McLean west and south, incorporating parts of Fairfax and Prince William counties and all of Loudoun, Clarke and Frederick counties, plus several independent cities.

Comstock, a former member of the House of Delegates, defeated Fairfax Supervisor John Foust (D-Dranesville) in 2014 to succeed U.S. Rep. Frank Wolf (R-10th). She defeated Democrat LuAnn Bennett to hold the seat in 2016, even as Republican Donald Trump trailed Democrat Hillary Clinton among 10th District voters.

8th District Democrats Taking Policy Suggestions: The 8th District Democratic Committee is accepting proposed policy positions from the public, to be voted on at the committee’s annual convention on May 20.

The policy-position process is a way for “everyday citizens to have an opportunity to communicate policy concerns to

their elected officials,” said Bob Platt, who is helping to coordinate the process.

“The goal of the resolutions is to advocate for good government – in the process, they will define the policy differences that separate Republicans and Democrats,” Platt said.

Lopez Challenger Aims to Find Route to an Upset: Unlikely? For sure. Out of the question? Probably. But the Republican challenger to Del. Alfonso Lopez (D-49th) is pressing forward in his quest to pull off an upset-cum-miracle in November.

“People say it’s impossible,” Adam Roosevelt said at the April 26 meeting of the Arlington County Republican Committee, acknowledging that dislodging Lopez from his Democratic-centric district is “one of the hardest challenges across the state” for Republicans.

So far, Roosevelt – who has been active in local Republican circles for about 18 months – is the only challenger taking on any of the four Democratic incumbents who make up the Arlington House of Delegates contingent. The filing deadline for all candidates is mid-June.

“We’re putting our feet on the ground,” the 25-year-old said of his campaign efforts making calls and knocking on doors.

“We will be out there, we will be fighting.”

At the April GOP meeting, Roosevelt said his campaign focus would be on jobs, education, transportation and veterans.

The 49th District includes much of Arlington along the Columbia Pike corridor and to its south, plus an adjacent portion of Fairfax County. Lopez has represented the district for three terms totaling six years.

In addition to the Arlington Chamber, the legislation had the support of the Apartment and Office Building Association; the Virginia Restaurant, Lodging & Travel Association; and other regional business organizations.

Members of the Arlington County Board, who voted unanimously to impose the second-signature requirement, came away disappointed. County Board Chairman Jay Fisette called the bill “patently unfair.”

“Arlington’s ability to require an authorization at the time of the tow has been taken away while localities in other parts of the state can continue to successfully do this,” Fisette said.

His colleague, John Vihstadt, also was critical of the Northern Virginia-centric tilt to the legislation.

“The towing industry went hat-inhand to Richmond and, unfortunately, got what they wanted,” he said. “The ‘second signature’ was not some wild and crazy idea concocted by Arlington, but rather an existing legislative tool all localities could have invoked – and that was unfairly taken away from us and other Northern Virginia jurisdictions.”

After the General Assembly passed Hugo’s bill by large margins, the governor made two recommendations to amend the measure. One, a matter of wordsmithing, was approved by the legislature. The second, which would effectively have gutted the bill’s intent, was rejected by the House of Delegates, sending the matter back to the governor for either approval or a veto.

Business groups, which had lobbied hard in support of the legislation, expressed delight at the outcome. Kate Bates, president of the Arlington Chamber of Commerce, called McAuliffe’s action a “huge win” for the business community.

“This legislation returns the decision-making power about the removal of illegally parked vehicles back where it belongs: in the hands of private-property owners and business owners,” she said.

The state measure doesn’t take effect until July 1, but since implementation of Arlington’s second-signature requirement already had been delayed in an effort to have all sides come to a consensus, it’s likely a dead issue.

Hugo’s bill also took aim at Arlington on a second front. Currently, the chair of a locality’s Trespass Towing Advisory Board is the panel’s lone public representative. Under the new law, the chairmanship will now rotate among that member, the three public-safety personnel and the three towing-industry representatives on towing bodies.

Arlington’s Trespass Towing Advisory Board currently is chaired by veteran civic activist and Planning Commission member Nancy Iacomini.

Members of the Arlington delegation to the General Assembly, who unanimously opposed Hugo’s measure, introduced bills this session in an effort to expand the size of towing-advisory panels to include more members of the public, but those measures went nowhere during the 46-day session that wrapped up in late February.

if any is needed, that Virginia localities enjoy only limited autonomy, often at the whim of the legislature.

When Arlington County Board members a decade ago sued the state and federal governments over high-occupancytoll (HOT) lanes on Interstates 95 and 395, a bipartisan coalition in the General Assembly retaliated by refusing to renew the county’s ability to levy a surtax on hotel stays to fund tourism promotion, and also cut some of the county’s transportation funding. It took the Arlington government and Chamber of Commerce (working in tandem on that issue) several years to get the tourism tax returned.

Fisette, who over the years has been critical of both the local towing industry and of drivers who park with impunity and then complain when they are legally towed, said that he hopes all sides recognized further reforms in towing practices are needed.

“The Arlington Chamber worked hard to pass this bill, and should now step forward to help find reasonable protections for consumers from aggressive predatory towing,” he said.

A resident of Arlington since 1936 and graduate of Washington-Lee High School, Kirchner spent the entirety of World War II working in communications at Fort Myer.

After the war, she met her future husband Vince; they had five children who since have produced a growing brood of grandchildren. Vince Kirchner – “Vinny” to many – died in 2012.

Although she did not start studying art in earnest until she began to raise her family, the avocation (and talent) runs in

the family: Kirchner said her father, sister and late brother all showed artistic ability.

Her children? “They go after their father, for sports,” she said.

It might be seen as slightly patronizing, if well-meaning, to say someone doesn’t look anywhere near his or her true age. But in the case of Kirchner, it’s true – she’d pass for decades (plural) younger than her near-century lifespan.

“The cab driver [who took her to the party] said I looked like 75,” she said. “I gave him a big tip.”

Schwartz said that staff time in recent months has been spent on the construction side of the proposal.

Under the current timetable, potential bidders for the project – both the design and construction – would be sought in coming months, with three or four firms or consortiums selected by August to compete on a fixed-fee contract. The goal, Beach said, is to get the community and the competitors to bring back enthusiasm for a project that has sat on the shelf for years.

“Hopefully, they will build some excitement,” Beach said of those who compete for the design/construction contract.

County Board members seemed optimistic, if a tad subdued, as the plan was rolled out for their inspection. Vice Chairman Katie Cristol said the plan “largely

looks positive.”

“I’m looking forward to that design competition,” she said.

Vihstadt, who catapulted to office in 2014 largely due to voter dissatisfaction with high-ticket capital spending projects, asked what happened to Schwartz’s plan of last year to get corporate and philanthropic sponsors to pick up some of the costs. The county manager backed away from that idea – calling the possibilities “limited” at this point – but held out some hope.

“I’m not going to say ‘never,’” Schwartz said.

County voters in 2004 gave thumbs up to a bond referendum that, they were told at the time, would cover the entire cost of the Long Bridge Park complex, including sports fields, an esplanade, aquatics center, fitness center, parking and other amenities. But eight years later, there was not enough funding remaining, and county

officials were forced to go back to the voters in a second referendum.

The verdict from the electorate was a split decision: The 2012 park-bond referendum won support of 63 percent of voters, a landslide by traditional accounting, but ran 20 percentage points behind a school bond on the same ballot.

Critics derided the ballooning cost of the aquatics center as another example of a county-government vanity project, a list that included the Artisphere arts center, “million-dollar bus stops” on Columbia Pike and the South Arlington streetcar project.

In the years since, the streetcar has been shelved, the Artisphere shuttered and the transit stops on Columbia Pike scaled back to about half the original projected cost.

Police Beat ATTEMPTED MALICIOUS WOUNDING ON LAW ENFORCEMENT: n On April 26 at 11:41 p.m., officers responded to the intersection of 23rd Street South and South Eads Street to check on the welfare of an individual in a vehicle.

Upon arrival, officers observed a vehicle, matching the description provided by the reporting party, leaving the area.

According to police, the vehicle was traveling without its lights on, and officers attempted to conduct a traffic stop, but the driver refused to stop and struck a police vehicle.

Following a vehicle pursuit in which police say the suspect again attempted to strike officers’ vehicles, the driver was taken into custody.

Deidre Sullivan, 42, of no fixed address was arrested and charged with three counts of attempted malicious wounding of a law-enforcement officer and one count of felony eluding, and was held without bond. n On April 30 at 2:58 p.m., police were called to the 4200 block of 2nd Road North for a dispute in progress, possibly involving a firearm.

According to police, arriving officers arrived at the location and located an individual inside a parked vehicle, matching the description provided by the reporting party.

As officers were conducting the inves-

tigation, the suspect placed the vehicle into reverse in an effort to flee the area, police said. The suspect then placed the vehicle in drive, accelerated toward an officer and intentionally struck the officer, police said.

A pursuit was initiated after the suspect fled the scene traveling southbound on Glebe Road. According to police, the suspect turned onto Columbia Pike, then struck a vehicle at the intersection of Columbia Pike and South Walter Reed Drive, police after.

After a foot pursuit, the suspect was apprehended.

The suspect – 32-year-old Brian Williams of no fixed address – was arrested and charged with attempted malicious wounding on law enforcement, felony eluding, felony hit-and-run, misdemeanor identity theft and driving while suspended.

According to police, at the time of the incident Williams was wanted for various charges in Arlington and in Anne Arundel County.

ASSAULT-AND-BATTERY ON POLICE: n On April 24 at 12:25 a.m., an officer on routine patrol conducted a traffic stop on a vehicle being driven on a flat tire in the 1300 block of North Stafford Street, police said.

According to police, the driver of the vehicle was arrested for suspicion of driving under the influence. While being booked at the Arlington County Detention Facility, the suspect became combative and assaulted an officer by scratching the officer in the face and kicking the officer in the chest, police said.

The suspect – 38-year-old Marilyn McBay of McLean – was arrested and charged with two counts of assault-andbattery on police, driving under the influence and refusal of breath/blood test. She was held without bond.

ROBBERY BY FORCE: n On April 24 at 1:30 p.m., police responded to the 4200 block of Pershing Drive for a report of a robbery.

Upon arrival, police determined that, as a male victim exited his vehicle, he was grabbed from behind by another man, who stole the victim’s belongings and fled the scene in a nearby vehicle.

The suspect is described as a black male, in his 40s, 5’9” to 6 feet tall, with a heavyset build.

NAME TO BE ADDED TO POLICE MEMORIAL: n For the first time since it was dedicated in 2005, the Arlington County Police Memorial will see a new name added to the ranks of fallen officers during a ceremony to be held on Wednesday, May 10 at 8 a.m.

Arlington Police Cpl. Harvey Snook died on Jan. 14, 2016, likely as a result of cancer contracted while working recovery efforts at the Pentagon in the way of the 2001 terrorist attack.

Cpl. Snook, a U.S. Army veteran, spent 27 years on the local police force.

The memorial, located in the plaza between the Arlington County Justice Center and Arlington County Detention Facility at 1425 North Courthouse Road, also includes the names of other Arlington police officers who died in the line of duty: Special Police Officer Louis Shaw (1935), Detective Russell Pettie (1954), Officer Arthur Chorovich (1964), Officer Israel Gonzalez (1972), Officer George Pomraning (1973) and Officer John Buckley.

Arlington County Civic Federation Stefanie Pryor, who herself lives along the Columbia Pike corridor, in January pressed County Board members to use their influence to get the street name correct.

County officials responded: According to the federation’s most recent newsletter, “ORM” is now the norm on both Metro and ART buses.

County Celebrates Efforts to Support Tree Canopy: Arlington’s efforts to protect the community’s tree canopy are limited only by restrictions placed on localities by the state government, County Board Chairman Jay Fisette said at an April 25 ceremony honoring the newest crop of “notable trees” in Arlington.

The local government fields lots of requests from “people wishing we had more authority,” Fisette said at the ceremony, in which 10 trees were honored for their uniqueness in size, age, species or community importance.

The new inductees are among 310 – out of an estimated 750,000 in Arlington – that have made the cut as notable since the program began in 1987. While county officials cannot require that trees on private property be permanently protected, they hope that providing special status to them will help lead to their preservation . . . and to greater awareness of the role of trees in the community.

“When we plant trees, we are giving future generations a gift,” said Brian Keightley of the county government, who presented awards at the ceremony.

Trees that made the cut in 2017 include southern red oaks at 317 North Thomas St., 416 South Wayne St. and 3556 North Abingdon St.; a pin oak at 409 North Thomas Street; a scarlet oak at 6223 Lee Highway; a pignut hickory at 2608 North Harrison St.; a European linden at 313 South Cleveland St.; a cedar of Lebanon at 5701 18th Road North; an American elm at 5524 4th St. South; and a persimmon at the suitably named 1101 North Evergreen St..

The Arlington government slated its Arbor Day celebration for April 27 at Nottingham Elementary School. For 21 years, the community has been designated a “Tree City USA” for its stewardship.

Aquatics Booster Honored for Service to Community: He wasn’t on hand for it, but Doug Ross can pinpoint when Arlington’s love affair with public aquatics centers began: November 1969.

That was the month county voters – albeit narrowly – approved $900,000 in funding for construction of indoor community pools adjacent to the community’s high schools.

Nearly 50 years and numerous rebuilds

later, the community continues to support what Ross calls a “lifelong recreation activity.”

Ross on April 25 was honored by County Board members for 20 years of service to the community on the Sports Commission and other bodies, including a decade’s worth of service as chair of the county government’s aquatics subcommittee.

“You would be hard-pressed to find an individual who has made a greater contribution,” said County Board member Christian Dorsey, describing Ross as “an incredible contributor . . . in pushing us to think creatively and comprehensively” about aquatics facilities.

The community’s willingness to provide the funds for aquatics facilities continued through two bond referendums (in 2004 and 2012) aimed at funding a facility at Long Bridge Park in Crystal City.

The proposal was temporarily shelved due to funding concerns in 2014, but a scaled-back version is again in play.

Ross continues to serve on the community advisory panel for the Long Bridge Park facility, and told County Board members he has high hopes it will open “within my lifetime.” Its completion would cap “such a productive time” for improvements to aquatic facilities in the county, he said.

County Board Chairman Jay Fisette, himself an avid swimmer, said Ross’s temperament gave him the stamina for the long haul in civic leadership.

Ross is “very easy to work with and committed to the task,” Fisette said.

While the nationally-ranked Bishop O’Connell Knights finished regular-seaplay with SOFTBALL son an undefeated 21-0 record, the young Washington-Lee Generals, a girls high school softball team that has four freshmen and five sophomores and only two senirs included on its roster, remains winless.

“I like some of their young talent, and their coach does a good job. They play in a very tough conference, so they will get better,” O’Connell coach Tommy Orndorff said about W-L, a team his Knights defeated earlier this season.

Washington-Lee’s seniors for head coach Leigh Winstead are infielder Sara Brown and outfielder Eleni Zervos.

O’Connell, ranked fourth in week seven of USA Today’s national poll, ended its regular season with a 6-2 victory over La Plata on April 29. The result snapped a shutout streak of 13 straight games for O’Connell, which has 18 shutouts this season. Of the five runs Continued on Page 32

It was very much deja vu all over again for the Yorktown Patriots on April 28.

BASEBALL ROUNDUP For a second-straight Friday night on their home field, the high school baseball team got a clutch three-run homer from leadoff batter Tanner Wall and a strong pitching performance from starter Michael Lowen in a key Liberty Conference victory. Yorktown rallied to defeat the McLean Highlanders, 5-4.

Wall smacked his homer, a line drive

to left field, in the bottom of the sixth to give Yorktown (7-9, 4-7) the 5-4 lead. Josh Jones pitched the seventh to earn his first save, allowing a leadoff single, then retiring the next three in order with two strikeouts and a comebacker.

Lowen (3-0) pitched the first six innings with four strikeouts.

On Friday, April 21, Wall hit a threerun bomb to right center, and Lowen hurled a complete game in a 6-2 win over Washington-Lee. With the April 28 victory, Yorktown moved ahead of McLean (3-8) and W-L (3-9) in the conference standings.

“The pitch that I hit out was defi-

nitely on the inside half, and when I hit it I had a pretty good idea it was gone,” Wall said of his second homer this spring. “That was a big moment, and I got the pitch I needed. The guys in front of me had great at-bats to set the table for me.”

Wall also doubled and scored earlier in the win. Yorktown’s other hits went to Lowen, Vince McGean, Carson Wood and John Merlene. McGean (diving catch) in left field and Merlene at third on a ground ball made good defense plays to save runs.

The Bishop O’Connell Knights and Madison Warhawks continue to be the long-standing standard-bearers of outstanding play. Each annually challenges, and in the case of O’Connell, often wins postseason tournaments.

Both are among favorites this spring to fly conference, region and state championship banners.

Undefeated O’Connell is ranked high nationally in USA Today and No. 1 in Virginia’s Division I state privateschool poll. Madison was undefeated early last week and was ranked highly in local polls.

There are other teams that have had strong programs in recent years and, continue to remain that way.

One is the McLean Highlanders, a past state champion and perennial postseason tourney contender. The McLean vs. O’Connell and Madison showdowns are must-see softball.

Another improving public-school team in recent years has been the Marshall Statesmen. The Langley Saxons and Yorktown Patriots are up and down.

Like O’Connell, private-school teams Flint Hill and Potomac School are ranked high in the state this spring and have long had sound teams. Last week, Flint Hill was ranked second, which is thought to be the Huskies’ highest such rating in the program’s history. Potomac School was ranked in the fourth position.

The things the winning teams have in common are perennial standout pitching and other talented players, experienced coaching and strong youth feeder programs. Even the three private-school teams, which can draw players from anywhere, benefit from those local youth leagues.

Fans of softball hope they continue being spoiled by such excellent play.

A pair of 1-0 victories were recorded by the Yorktown Patriots in boys action the WashingtonSOCCER and Lee Generals in girls play when the Arlington rivals met last week in Liberty Conference high school soccer games.

In the boys game, Sam Dokken scored the goal for Yorktown (4-3-2) and goalie Hayden Kickbush made 12 saves. Washington-Lee, the defending 6A North Region and state champions, has a 6-2-2 record after defeating Fairfax in its next game.

In a prior contest, the W-L boys blanked Hayfield, 6-0. Andrew Kamian, Marty Hockey, Abdullah Al’Rubaiy, Alex Bobeczko, Jose Argueta and Tan-

ner Smuthkochorn scored goals. In a 3-1 win over West Springfield, Kamian, Al’Rubaiy and Hockey scored goals.

In the win for the W-L girls over Yorktown, Colleen Norton scored the goal for the Generals (6-1-3). WashingtonLee is unbeaten in their last seven games after a 2-2 tie with Fairfax following the win over Yorktown.

“Their center back played a ball that was a little slow to their keeper,” Norton said about the goal. “I snuck in and took a touch around and scored. Everyone gets pumped for Yorktown.”

In Washington-Lee’s 2-0 prior win over Hayfield, Erica Vicente and Ava Singh had goals and Isabella Corry added an assist.

Goalie Cayla White earned the shutouts.

lowing a 2-0 loss to McLean on April 27.

Against Fairfax in the tie, Washington-Lee led 2-1 at halftime on goals by Norton and Maggie Stoker on an assist from Singh.

“The ball was bouncing around. Annabel Campbell kicked it over the back of their defense, I settled the ball, took a touch around their last defender and slotted it in right footed from about 10 yards out,” Norton said of her fifth goal of the season.

In the final minutes, Norton was just high on a shot that could have given W-L a 3-2 lead and goalie Cayla White made a big save, her ninth of the game.

“Cayla played very well and was a big reason we didn’t lose,” WashingtonLee coach Eddy Matos.

Fairfax had a couple of shots either

hit the crossbar or goal post during the game.

“They’re a tough team but we had our moments,” Matos said. “The first half was pretty even. In the second half, we matched their intensity but they did a great job dictating. We got more comfortable in the second half. Cayla definitely played out of her mind.”

Matos said his team had a good week, despite the tie.

“We have a good mixture of younger and older girls,” he said. “Considering how much we had to put out against Yorktown, I’m pleased with tonight’s outcome [against Fairfax]. We need to clean things up and play more possession.”

Added Norton: “We need to work on getting the kinks out if we are to advance deep in the region playoffs.”

The event is the team’s annual fundraiser for The Sharon McGowan Breast Cancer Health Fund in memory of the

former Arlington resident. The team’s effort has raised more than $20,000 over the years.

Other Yorktown spring teams, including baseball, lacrosse, soccer and tennis, also participated in the April 28 event, which included a raffle.

The softball game was tied at 1 after the first inning on an RBI double by Kate Cressey, but McLean went on to win, 7-3. Yorktown’s overall record fell to 6-7 and 4-6 in the Liberty Conference. Freshman right-hander Marisa DeFranco, a 2016 Wakefield High School graduate, helped Emerson College edge Clark University, 5-4, in recent women’s softball action.

For DeFranco, the start on the mound was her first this season.

Clark evened the score in the fifth inning when center fielder Olivia Barksdale, a 2015 Bishop O’Connell High School grad, singled and scored. After that, Clark continued to fall prey to DeFranco’s dropball. She recorded 13 ground-ball outs and four strikeouts.

Coast Guard Academy and Emerson split a double header the following day.

Julia Ferris, a 2016 George Mason High School graduate, went the distance in the first game, allowing three earned runs.

She has pitched in 29 games and 134 innings for Coast Guard this spring.

graduate Kyle Davis had a productive junior season for the Division II men’s basketball team at Ohio Valley University this past winter.

The 6-foot-2 junior guard averaged 13.5 points and 3.3 rebounds per game and 31.8 minutes of playing time per contest, playing in 24 games with 23 starts. He led the team in three-point baskets with 36 and steals with 56, was the second leading scorer and was second in assists with 52.

Players from H-B Woodlawn finished well at a recent Ultimate Frisbee tournament, taking second place in the competition.
