Uncertainty Over Metro Clouds County Budget

Under ordinary circumstances, it would be almost the perfect scenario for a veteran budgeteer like Arlington County Manager Mark Schwartz.

Anticipated county-government revenue for the next fiscal year is likely to just about match projected spending. That would mean no big community or staff fights over new initiatives (since there’s not enough money for them) and also no angst over prospective cutbacks (as the

government has enough money to pay its bills). And that’s the scenario facing Schwartz as he gazes toward the fiscal 2018 budget process that already is under way but will speed up in coming months. He’s projecting a $5 million budget gap – peanuts for

a county spending package that now tops $1 billion a year. It should be a great scenario. But looming over it all is the future of the Metro system, and how the transit agency’s budContinued on Page 16
