Under ordinary circumstances, it would be almost the perfect scenario for a veteran budgeteer like Arlington County Manager Mark Schwartz.

Anticipated county-government revenue for the next fiscal year is likely to just about match projected spending. That would mean no big community or staff fights over new initiatives (since there’s not enough money for them) and also no angst over prospective cutbacks (as the

government has enough money to pay its bills).

And that’s the scenario facing Schwartz as he gazes toward the fiscal 2018 budget process that already is under way but will speed up in coming months. He’s projecting a $5 million budget gap – peanuts for

a county spending package that now tops $1 billion a year.

It should be a great scenario. But looming over it all is the future of the Metro system, and how the transit agency’s budContinued on Page 16

Housing Advocates Laud Success, Look to Future SCOTT McCAFFREY Staff Writer

Though born in controversy, Arlington’s Affordable Housing Study Working Group managed to win over most critics during its three-year effort, and on Dec. 4 was among the honorees at the eighth annual Ellen M. Bozman Affordable Housing Awards, presented by the Alliance for Housing Solutions.

“It’s great to live in a community where affordable housing is a bipartisan issue.

Arlington can serve as an inspiration to the country as to how we can make it work,” said Michael Spotts, who served as vice chair of the 18-member task force.

The body’s work evolved into an Affordable Housing Master Plan, adopted unanimously by the County Board last year.

Two others were honored with Bozman Awards in connection with adoption of the plan: Mary Hynes, who served on the County Board and helped shepherd the process, and Marsha Allgeier, a longtime county staff leader who helped to oversee development of the plan.

It was “one of the most gratifying experiences of my life,” said Allgeier, who praised what she called the “perfect marriage . . . [of] the realism and idealism” that resulted.

Lander Aiming for Third Term on School Board If Other Democratic Contenders Materialize, Party Will Hold Caucus Voting in May SCOTT McCAFFREY Staff Writer

Arlington School Board member James Lander kicked off his bid for a third term on Dec. 7, pledging to serve as a “passionate advocate for high expectations for all our students” while also being an “effective steward of our tax dollars.”

“I’m encouraged, I’m engaged, I’m ready to confront the challenges in front of us,” Lander said at the monthly meeting of the Arlington County Democratic Committee, which backed his bids for School Board in 2009 and 2013.

“I’m as excited today as I was seven years ago,” Lander said to the assemblage, announcing he had picked up the support of his four School Board colleagues as well as incoming board member Tannia Talento.

Whether he will attract any opposition within the Democratic ranks remains to be seen. The party on Dec. 7 adopted rules for a School Board caucus to be held in May if more than one candidate emerges for Lander’s seat. Prospective opponents will have until Feb. 27 to decide.

“We’ve got rules, we’ve got a filing deadline . . . and now we have a candidate,” said county Democratic chairman

Kip Malinosky.

Even if he emerges from the Democratic caucus unscathed, Lander could still face opposition in the November 2017 general election. But no non-Democrat has won election to the School Board since David Foster’s dual victories in 1999 and 2003.

After running unsuccessfully in the 2008 Democratic Committee School Board caucus, Lander won election in 2009 (succeeding Ed Fendley) and was re-elected in 2013 after surviving a caucus challenge from Barbara Kanninen, who a year later would garner a School Board seat herself.

Lander and School Board colleague Emma Violand-Sánchez have been “real mentors in terms of how to serve,” said current School Board Chairman Nancy Van Doren.

Lander’s announcement starts the ball rolling on what likely will be several months of campaign kickoffs at the Democratic Committee, even if no more School Board candidates materialize.

Seats for County Board and House of Delegates will be on the ballot next year.

“This is Arlington; we have elections every few months,” chuckled Matt Weinstein, the Arlington County Democratic Committee’s parliamentarian.

“I have seen him working closely with educators,” said Davis, who serves as president of the student body at the elementary school. “Many projects were in support of men of color, just like me.”

Lander last year signaled he probably would seek a third term, but then thought it through. “I needed some time to re-

flect,” he said.

During his seven years on the School Board, Lander has had something of a political roving eye: He considered but opted against a run for state legislature, and in 2015 was unsuccessful in the Democratic County Board primary won by Christian Dorsey and Katie Cristol.

Earlier this year, Lander (like a number of elected officials past and present) backed the wrong horse in the contentious Democratic primary for County Board, endorsing Erik Gutshall in his unsuccessful challenge to County Board Chairman Libby Garvey.

During his years on the School Board, Lander has been critical of what he sees as not enough effort being placed on closing the achievement gap between students of different races and ethnicities. He has been perhaps the most willing among board members to publicly criticize both the board majority and Superintendent Patrick Murphy on issues where he is in disagreement.

Lander also has been critical of what he sees as the modest pay (less than $25,000 a year) for School Board members, which he believes does not match the workload required.

In 2014-15, Lander served as School Board chairman, a post that rotates among members. With the retirement of Emma Violand-Sánchez at the end of the year, he will become the board’s senior member.

“We’re not going to have turf battles, we’re not going to be factionalized,” he said.

“We’ve got to show up every time there is an election,” Malinosky said of voter identification and turnout efforts. “In Arlington, everyone is a Democrat until proven otherwise.”

Charley Conrad, a veteran of campaigns through the years, said Malinosky deserved much of the credit for the party’s ongoing dominance in Arlington.

Pointing to his own days on ships in the U.S. Navy, Conrad said, “it took all the crew, but there was one person who was responsible for the whole thing: our captain.”

Since Clinton’s defeat, Malinosky has been vocal in saying Democrats across the U.S. need to regroup and refocus on person-to-person contact, and need to expand efforts in parts of Virginia (and the

nation) where Republicans dominate.

“We went to sleep after making history in 2008,” he said. “We did not do the watering of the grass roots we needed to do.”

If there’s a small silver lining to Clinton’s defeat for Democrats, it has brought out new faces eager to ensure there are no such surprises next year. County Democratic leaders say they’ve been contacted by at least 90 people seeking to help in the weeks after the election, and the Dec. 7 meeting had a slew of first-time attendees.

To bring them into the fold, the party has planned three orientation meetings in coming weeks.

“We’re very excited to hit the ground running,” Maggie Davis, president of Arlington Young Democrats, said of planning for 2017.

County Democrats are next set to meet Jan. 4 at an event that likely will include candidate announcements.

They did everything right, and yet for the Arlington County Democratic Committee, the Nov. 8 general election turned out oh so wrong. But the party’s leadership and rank-and-file are working to put the experience in the rear-view mirror and move forward.

“We’re all picking ourselves up,” said Chris Gray, who serves as the Arlington Young Democrats’ representative to the county Democratic committee, on Dec. 7, as party members gathered for the first time since Donald Trump defeated Hillary Clinton for president.

day gathering, was expected to be a celebration of Clinton’s ascendancy to the White House, coupled with preparations for a U.S. Senate special election to fill the seat of Tim Kaine, who was anticipated to be the next vice president.

It was not to be, even though Clinton won Virginia and, in Arlington, set an all-time high in terms of votes received by a presidential candidate. Arlington Democrats also ran the table on every local race.

“We broke a lot of records,” said Carrie Johnson, who parses data for the Democratic Committee and promised to be back with a full analysis at the January meeting.

With the calendar flipping to 2017, new campaigns – for statewide office, House of Delegates, County Board and School Board – are set to be waged.

Rules Put in Place for Short-Term Home Stays SCOTT McCAFFREY Staff Writer

Acknowledging that their action was something of a work in progress, Arlington County Board members on Dec. 10 approved a measure legalizing short-term residential stays, such as those brokered online by Airbnb and Craigslist, but put off several key decisions until later.

“The fact is, we have lots of Arlingtonians doing this, and it’s illegal – we’re catching up and we need to move quickly,” County Board Chairman Libby Garvey said after the 4-1 vote. “I think the compressed schedule is actually healthy. I do view this as a sort of a pilot.”

The ordinance changes set out a regulatory framework for those who rent out rooms or their entire homes for short periods. Board members heard from those who already do so; from those who want to do so; and from those concerned about the impact on residential neighborhoods.

“The challenge, as always, is implementation, keeping our eyes on the ball and putting ourselves in the shoes of our residents,” said board member Katie Cristol.

The lone dissenting vote on the measure came from John Vihstadt, who urged a one-month delay to flesh out details.

Other board members wanted to get the action on the books in time for the start of the General Assembly session, which begins prior to the next board meeting, in hopes legislators will not attempt to strip the power of localities to regulate shortterm stays.

State legislators in their 2016 session voted to do just that – to prohibit localities from exercising any regulatory oversight – but Gov. McAuliffe sent the measure to a study commission. It likely will be taken up again in the 2017 session.

Arlington officials say their new rules, which will take effect Dec. 31, are not oppressive.

“There’s not a whole lot of regulation we’re imposing,” said County Board member Christian Dorsey, besides the requirement that homeowners fill out paperwork

There won’t even be a fee for applying, at least until the start of the county’s fiscal year in July.

County Manager Mark Schwartz said it would be necessary to provide a revenue stream, which he would suggest as the fiscal 2018 budget process moves forward.

“We have staff . . . who will be very, very busy working on this,” the county manager said. “That will take them away from other work they do.”

Dorsey and Vihstadt pressed Schwartz to consider a multi-tier fee schedule, depending on how many times a homeowner plans to rent out space in a given year.

Schwartz said he would consider it. “I haven’t ruled anything out yet,” he said.

The county government’s action does not infringe on the rights of condominium associations and homeowners associations to impose their own requirements, including a prohibition on short-term rental of units.

Getting the regulations on the books now also allows homeowners get meet legal requirements prior to the inauguration of Donald Trump as president on Jan. 20, an event that is expected to bring a large number of visitors to the Washington area. (Which might make for interesting interactions, since Trump garnered only

16 percent of the vote in Arlington.)

The Arlington Chamber of Commerce acknowledged its membership was split on the issue, and took no formal position. The Arlington County Civic Federation launched an extensive questionnaire, which drew more than 600 responses and helped county officials fine-tune the proposal, Garvey said.

Keeping with the not fully baked nature of the Dec. 10 action, the county manager requested leeway as staff members move into uncharted territory.

“Give us an opportunity; I’ll come back at some point, maybe three months out,” with an update, Schwartz said.

Highs & Lows THUMBS UP: To Arlington County Civic Federation delegates, who last week wisely sent back for further refinement a resolution calling for decriminalization of marijuana in the Old Dominion.

The measure – which was proposed by the National Organization for Reform of Marijuana Laws and presented by the Civic Federation’s legislative committee – had a number of fatal flaws. The facts it used to promote its case were debatable, and more troubling, the resolution (either intentionally or inadvertently) conflated the issue of marijuana used for medical purposes with a broad-based decriminalization.

The federation will take up the matter again in early January. But let’s be honest: It’s not going to sway the General Assembly, which has been asked since the late 1960s to repeal criminal penalties for marijuana possession and has declined to do so.

THUMBS UP: To those who continue to work their way through the stages of political grief over the election of Donald Trump.

The Republican nominee garnered only 16 percent of the vote in Arlington, even lower than we expected, meaning tens of thousands of county voters were shocked and dismayed as the national election

results became clear.

Our advice to those angered by the election result of 2016 is the same we gave to those unhappy with how things turned out in 2008 and 2000: Quit complaining and get to work so it doesn’t happen next time.

We’re pretty sure the Arlington County Democratic Committee, Arlington County Republican Committee and Arlington Green Party will welcome new members with open arms.

After all, it’s grass-roots activism, not social-media angst, that wins elections.

Crazy as it may seem, now’s the time for all sides to start planning for 2020.

Boundary Adjustments Harm APS Diversity

Editor: Arlington Public Schools maintains in its vision statement that it is a “diverse and inclusive school community.”

Surely the leaders of a school system that proclaims it values diversity so much would be horrified by high levels of segregation, both racial and economic, and would take every opportunity they could to right this wrong. However, this is not the case.

With the School Board’s passage on Dec. 1 of Option No. 4 to redistrict high-school boundaries, board members voted to move a student cohort, of which 57 percent qualify for free and reduced lunch, from Washington-Lee High School to Wakefield High School, while moving a separate cohort of just four-percent free and reduced lunch from Washington-Lee to Yorktown High School.

Based on the school system’s own data, the redistricting will remove 27 percent of black students from Washington-Lee and send them to Wakefield, despite the fact that Wakefield’s a black population already is larger (20.7 percent to Washington-Lee’s 9 percent).

school system’s data, Wakefield will have twice as many black students as Washington-Lee and Yorktown combined. If the projections are correct, Yorktown will pass James Madison and Langley high schools to host the highest concentration of whites in one high school inside the Beltway.

Let’s move from racial diversity to economic diversity. A recent Fairfax County report identifies a statistically significant tipping point: If 45 percent of the student body is living in poverty, schools are very unlikely to achieve expected standards for achievement.

The redistricting plan approved by the School Board will push Wakefield further over that point.

Furthermore, the socioeconomic makeup of a school has a profound impact on the opportunities students of that school are afforded. Just take a look at the PTA budgets of the three high schools: Yorktown boasts $54,110, Washington-Lee spends $40,147 but Wakefield has only $17,610. This level of inequality should concern all of us.

This brings me to my last and most personal point.

Throughout the entire redistricting

process, the school system used a photograph of students at the beginning and end of every single presentation on boundary changes, aimed at highlighting the diversity school leaders claim to value so much.

School Board members probably don’t know this, but the black student at the left in the photo is Jordan Hinkson. I know this because I’ve been good friends with his younger brother since seventh grade.

I find this image ironic and symbolic, because he lives in Washington-Lee’s only historically black neighborhood – the one that is being moved to to Wakefield.

If the recently adopted boundaries were in effect when Jordan attended high school, this photo – which was used by school officials to symbolize the diverse and inclusive community they claim to cherish – would never have been possible.

Arguments No Decisions Made on High-School Site for Historic District Faulty Editor: John Reeder’s arguments [“Historic Districts Good Things for Local Communities,” Letters Nov. 24] ring as hollow as the empty logic behind them.

First, let us look at his claim that property values increase. If so, why aren’t owners of the property requesting the historic designation? As to Buckingham and Colonial Village, I believe the owners of the property participated in the request for the historic designation after a deal was cut to allow development of some of the property to help recover the value given up for the units declared historic.

Next, as to “historic,” that designation should be reserved for special circumstances and not just old buildings that have served their useful life. What event of historic significance occurred in each and every garden-apartment unit in Westover to make them so special?

We should not abuse the “historic” designation. The Historical Affairs and Landmark Review Board seems to have lost its way and forgotten its true mission.

It appears to have become a political tool with diminished value and credibility as a result.

Density and building-height restrictions (if justifiable by the facts of the case), not historic designation, are more appropriate routes to go for preserving affordable housing.

The historic designation appears to be unjustified and will likely be overturned in the courts as a taking of property without reasonable cause for eminent domain, and without proper compensation to current owners.

Editor: A recent Sun Gazette article on upcoming boundary changes to Arlington’s high schools ends by saying that the move of administrative offices from the Education Center building means “that building (adjacent to WashingtonLee High School) [will be] either razed or renovated to serve as a high school.”

At December’s meeting of the Arlington County Civic Federation, Superintendent Patrick Murphy emphasized that while “some” would draw the dotted line between the anticipated 1,300 new high-school seats and the

Education Center site, the fact is that no decision has been made about either the location or program intended for the 1,300 seats, nor the future use of the Ed Center site.

The School Board has asked for community input on these decisions. There is a broad range of options yet to be evaluated. The Facilities Advisory Council is planning a subcommittee to explore what possibilities exist from a facilities perspective in January. This group will help inform the board and the staff in their decisions.

Comstock Is Partisan Editor: A postscript about the ComstockBennett congressional race. Rep. Comstock perpetuated a lie, and the Sun Gazette bought it and spread it through its editorial and selection of letters.

Comstock’s claim that she represented the 10th District in a bipartisan way was bogus. The record of her votes shows just the opposite.

There were 425 votes in the last Congress, and she voted 404 times with her party. That is 95 percent of the time. So much for being bipartisan.

I tried to tell the Sun Gazette about that record, but you ignored my letter.

I hope in the future, to protect the veracity of the Sun Gazette, even though there is a bias, at least there be a better job of vetting the facts.

A year after work began on the pilot for the new FOX Broadcasting series “Star,” the public will have a chance to render a verdict.

And no one will be awaiting the decision of the viewing audience more than Brittany O’Grady of Arlington, who has a key role in the musical-drama conceived

by Lee Daniels, best known as the creator of “Empire,” and Tom Donaghy.

“I’m very excited to see how people react,” O’Grady said as the days ticked down to the Dec. 14 debut.

The yearlong period from pilot to airing, with production of additional episodes in between, has “been pretty crazy . . . and it’s still all crazy,” O’Grady said.

“Star” is a headline vehicle for Queen Latifah, but puts its emphasis on the lives of young women with aspirations of success in the cutthroat world of show business. O’Grady, the daughter of Mike and Monique O’Grady, portrays a youngster who dreams of the day her sister (played

by Jude Demorest) will rescue her from the abusive life she has lived. Ryan Destiny portrays the third of the three young women the plots revolve around.

“The show touches on a lot of real issues that are going on in the lives of women,” O’Grady told the Sun Gazette, “with a magical twist – that Lee Daniels magic.”

The pilot was shot in late 2015; Fox later commissioned 12 episodes, of which eight currently are completed, to air in 2017. The series is being produced by 20th Century Fox Television.

In between completing the pilot and returning to Atlanta to film the series, O’Grady spent time in China.

The eight-day-per-episode shooting schedule is “really hectic” with long hours, but O’Grady praised the working environment.

“Queen Latifah is incredibly patient and focused . . . very reserved, in a good way,” she said. Benjamin Bratt “is very passionate, open to working with newbies.”

O’Grady has been acting since age 4.

Her breakout year was in 2007, when she segued from a role on “Twelve Dancing Princesses” at The Children’s Theatre (now Encore Stage & Studio) to a featured performance in Signature Theatre’s musical “The Witches of Eastwick.” A review of the latter in the Sun Gazette called the sixth-grader “both polished, and a hoot.”

O’Grady is a product of Arlington Public Schools, having attended Drew Model, Thomas Jefferson Middle and Washington-Lee high schools. Her academic prowess was saluted on several occasions by the Civic Coalition for Minority Affairs.

After graduating from WashingtonLee in 2013, O’Grady ventured to Los Angeles, but is happy to be working in the Southeast. “I love Atlanta. It’s close to home, a quick flight away,” O’Grady said.

She will have a little time back in Arlington over the holidays before returning to Atlanta to wrap up filming on “Star” for the season.

The show will take its place on the FOX lineup on Wednesdays beginning Jan. 4 at 9 p.m., replacing “Empire” (which will return to that time slot in the spring). Featured guest stars on the show include Lenny Kravitz, Naomi Campbell and Tyrese Gibson.

For O’Grady, 2017 is shaping up to be a busy year; she will appear in her first feature film, the thriller “Above Suspicion,” slated for release in the new year. Filming took place earlier this year in Kentucky.

O’Grady adds to the list of Washington-Lee graduates who have found success in the entertainment world. In addition to the “big three” that the school helped produce – Warren Beatty, Shirley MacLaine and Sandra Bullock – there have been others who carved out careers in Hollywood, including Academy Award winner Gena Rowlands; Forrest Tucker (a veteran in westerns who enjoyed a run in the TV comedy “F Troop” in the 1960s); Nancy Dussault (who acted on TV and Broadway and was the original co-host of “Good Morning America”); and Pat Priest (who played daughter Marilyn in “The Munsters”).

There was a changing of the guard but no significant shifting of priorities as the Arlington Chamber of Commerce held its 92nd annual meeting Dec. 9.

“This has been a tremendous year,” said outgoing Chamber chair Todd Yeatts before a crowd of about 200 business and civic leaders who had descended on the Sheraton Pentagon City Hotel for the end-of-year event, which also included the presentation of the 2017 leadership team, to be led by Tina Walker of BAE Systems as chair.

“I’m looking forward [to the upcoming year] with great anticipation,” Walker said. “This organization is making an impact – connecting government, businesses and residents.”

Walker will make her formal debut as chair in January; for Yeatts, a government-affairs official with Boeing Co., the annual meeting served as a valedictory.

“My involvement with the Chamber began the week I moved to Arlington,” he said. “The Chamber is more than a business-advocacy organization to me. I don’t belong to the Chamber to sell airplanes; I belong to the Chamber to make a difference.”

Among the highlights of 2016, Yeatts noted: • Working to secure from the General Assembly the resurrection of taxing authority to support the county’s tourism industry, which had been stripped in 2011.

• A total of 122 new members and an 88-percent retention rate of existing members.

• A successful “Opportunity Works” capital campaign, which exceeded its goal

of $255,000.

• Revision and streamlining of the organization’s bylaws, including a change in how members of the board of directors are recruited and installed.

• A new-generation Web site and upgraded social-media presence.

• A successful annual “Volunteer Arlington” initiative, which connected 180 business-community volunteers with nonprofit organizations across 17 sites in the county.

Yeatts said many Chamber members understand the need of “giving back as you grow your business.”

“Service to this community has been its own reward,” he said.

The Arlington Chamber of Commerce and county government are “tremendous partners,” said Victor Hoskins, who heads the government’s economic-development apparatus and served as keynote speaker at the luncheon event.

While avoiding direct mention of Arlington’s biggest economic-development challenge of the moment – a stubbornly high office-vacancy rate – Hoskins said there were many positives to report.

“We had some big wins in the last year,” he said.

“We are trying to be as active and broad-thinking as possible,” Hoskins said of economic-development efforts.

At the annual meeting, Walker announced that Lindsey Rheaume of Eagle Bank would serve as chair-elect in 2017, positioning him to rotate in as chair in 2018.

“Maintaining our animal-lab building, providing fun recreational opportunities at Champ’s Pond and caring for our six miles of hiking trails takes money,” said Nardolilli, who noted that residents also could support the effort by purchasing T-shirts, hats and hoodies featuring the Outdoor Lab. The facility in 2016 was designated a “Virginia Treasure” by the state government, and received the first-ever “Community Impact Award” from the Arlington Community Foundation.

gathered Dec. 6 at the Cathedral of St. Thomas More to welcome Rev. Michael Burbidge as the fourth bishop of Roman Catholic Diocese of Arlington.

Burbidge, 59, had been serving as a bishop in North Carolina when he was tapped by Pope Francis in October to lead the Diocese of Arlington, which includes all of Northern Virginia and areas to the west and south.

Bishop Burbidge succeeds Bishop Paul Loverde, 76, who led the diocese since 1999. The Diocese of Arlington in 1974 was carved out of the Diocese of Richmond, and today is home to more than 600,000 Catholics.

Civic Federation delegates likely will outnumber county officials at the meeting, but fears of a coup are unfounded.

“It’s only a one-time shot; we don’t get to take over,” Pryor said with a chuckle.

Number of Special-Needs Students Is Rising at APS The percentage of special-needs students in Arlington’s classrooms is staying steady but rising along with overall enrollment, which is providing both budget and instructional challenges, Superintendent Patrick Murphy told delegates to the Arlington County Civic Federation on Dec. 6.

About 3,600 students require some type of special-education services, which as a percentage of the overall student body of 26,000 has stayed “relatively consistent” in recent years, the superintendent said in his annual report to the Civic Federation.

But as the overall student body grows – it is expected to top 30,000 by 2022 – the number of students receiving a broad range of special-education services is likely to increase, too.

“The community isn’t aware of the enormous number” of students who receive special-education services, said Michael Beer, who chairs the Civic Federation’s schools committee.

Murphy said the school system – which like many districts across the country is not immune from criticism on its handling of students with special needs – works hard to address every student’s specific circumstance.

“The School Board as well as the staff

is very focused,” he said. “There are a whole variety of strategies. We monitor very closely the success of those students.

We’re making progress . . . [but] we need to make sure we have the right resources in place.”

At the meeting, Murphy was pressed by activist and consultant Juliet Hiznay on efforts to bring achievement levels for special-education students to a par with other students.

Murphy said the gap between groups was shrinking, but has not been eliminated.

“Is there a gap? Absolutely,” he said.

“We’re making progress.”

Uncertainty Over Metro, Schools Is Clouding Budget Continued from Page 1 get woes will impact the localities, like Arlington, that a half-century ago agreed to fund the system through good times and bad.

The Metro budget mess makes him “very anxious,” Schwartz acknowledged during a Dec. 6 presentation before the Arlington County Civic Federation.

At the meeting, Schwartz – not a man known for throwing verbal punches in public – whacked around the board of directors of the Washington Metropolitan Area Transit Authority, who these days seem more invested in interjurisdictional tinkling matches than hunkering down and addressing core problems – safety and finances – of a system more local residents are fleeing every month.

Yet the county manager laced up his boxing gloves before the crowd of about 100 civic activists at Virginia Hospital Center. The Metro system is approaching a “spiral” (the adjective “death” being implied) and its board of directors is “dysfunctional on a good day,” Schwartz said, exempting Arlington’s representative (County Board member Christian Dorsey) from that evaluation.

But, he said, the region will have no option but to pony up, at least to a point.

“We have an obligation,” Schwartz said. “We can’t afford to let Metro fail.

We simply can’t.”

The ultimate additional cost to Arlington taxpayers won’t be known until spring, when the WMATA board adopts a budget, and Dorsey – finishing his first year on both the County Board and the WMATA board – has pledged to find ways of sparing localities from budgetbusting increases.

Until he knows for sure, Schwartz is working under the presumption of the $5 million overall county-government budget gap, even though not only is there a need for more transit spending, but the school system is looking to plug its own $25 million budget gap and will be seeking county-government support to do so.

The school budget, $581.9 million for the current year, is “just going to have to go up,” School Board Vice Chairman Barbara Kanninen. Although just in the planning stage, preliminary estimates suggest expenditures of $611 million to $617 million will be requested for county schools in the fiscal year that starts next July, with about $12 million of the increase solely due to rising student enrollment.

“We are calling it a ‘needs-based’ budget . . . and we’re looking for efficiencies,” Kanninen said.

For the most part, Arlington has managed to avoid the battles royale that have pitted Boards of Supervisors against School Boards in jurisdictions such as Fairfax and Loudoun counties. As in Arlington, those jurisdictions have elected

School Boards, and, also like Arlington, the School Boards do not have taxing authority, relying on the local government for the vast majority of funding.

Yet Arlington in recent years has been plagued with skirmishes among interest groups, including those backing education, affordable housing and parkland.

School leaders say they don’t want collaborative efforts to degenerate into parochialism.

“There are going to be other pressures on the county budget [besides schools], we’re aware of that,” School Board Chairman Nancy Van Doren said.

But the school system has to find seats for the growing student body, she said.

“We are going, I’d say, at light speed,” Van Doren said. “We don’t really have any choice.”

Superintendent Patrick Murphy says he believes the ultimate shortfall on the schools side will be less than now projected. “If history is any indication, that gap continues to shrink” as budget season progresses, he said.

(Both Murphy and Schwartz will roll out their proposed budgets in February, kicking off a intense two-month community process that will lead to School Board and County Board adoption of budgets, and the setting of tax rates, in mid-spring.)

The Arlington government relies heavily on real estate taxes to fund its annual

spending plan. Updated assessments will be mailed out in January; currently, county budget staff are anticipating only modest increases on both the residential and commercial sides.

Property owners’ tax bills reflect a combination of the assessment and the tax rate, with the latter decided in the spring by County Board members.

“We really don’t like to raise taxes,” said County Board Chairman Libby Garvey, although the average tax burden on county homeowners has risen progressively over the past two decades.

Without either a higher bump up in assessments or an increase in tax rates, “It’s very unlikely there’ll be anything new” in terms of major initiatives when he unveils his proposed fiscal 2018 budget, Schwartz said during the 40-minute briefing before the Civic Federation.

But the county manager downplayed any looming sense of panic, saying he saw no reason to put his department heads through “the torture” of coming up with potential budget cuts.

County leaders will get an additional piece of information in a few days, when Gov. McAuliffe unveils proposals related to state funding for localities.

Other financial indicators will continue to be refined in coming weeks and months, before the formal budget proposals are unveiled.

“This is a fluid process,” Murphy said.

Business Briefcase ARLINGTON STILL NEAR THE TOP IN WEEKLY WAGES: Even though its year-

over-year increase fell well short of the national average, Arlington in the second quarter of 2016 retained a high ranking in wages, according to new federal data.

The average weekly wage of employees in Arlington (no matter where they live) was $1,559 in the April-to-June time frame, according to data reported Dec. 7 by the federal Bureau of Labor Statistics.

That’s up 1.4 percent from a year before, and puts Arlington seventh nationally among the 344 largest U.S. counties in weekly wage.

The average Arlington wage was 59 percent higher than the national average of $989 in the quarter. The national average rose 2.2 percent, while increases in wage levels were reported in 291 of the 344 largest counties.

The highest weekly wage recorded during the quarter was turned in by Santa Clara, Calif., at $2,252, followed by San Mateo, Calif. ($1,871) and New York County (Manhattan), N.Y. ($1,866).

Rounding out the top 10 were San Francisco County, Calif. ($1,806); Washington, D.C. ($1,623); Suffolk County, Mass. ($1,571); Arlington; Fairfield County, Conn. ($1,535); Somerset County, N.J. ($1,508); and Fairfax County ($1,492).

Among the largest counties, the highest percentage increase in average wage was reported in McLean County, Ill., at

21 percent, buoyed by increases in the trade, transportation and utility sectors.

Data are derived from reports submitted by every employer subject to unemployment -insurance laws, representing about 143 million workers.

FAST-GROWING FIRMS HONORED BY ARLINGTON: The Arlington County

government has honored rapidly growing businesses in the 2016 “Fast Four” competition, which recognizes year-over-year growth.

Winners were saluted Dec. 7 during a networking reception in Crystal City. It is the second year of the competition.

Receiving honors were Clarendon retail startup Nicecream Factory; Ballston-based Deep Learning Analytics; information-management consulting company Enterprise Knowledge; and Ballston-based software company Convoke.

“All of our winners represent Arlington’s culture of innovation,” said Victor Hoskins, the Arlington government’s economic-development director. “They saw a need, created a product and are finding success here.”

To be eligible, companies had to be privately held and based in Arlington, showing year-over-year revenue growth over a three-year period.

ARLINGTON CHAMBER STALWART BECOMES TWO-TIME AWARD RECIPIENT:

It’s a first for the Arlington Chamber of Commerce: One member receiving the annual President’s Award twice.

Todd Ihrig, an investment counselor with H.D. Vest, became the first two-time winner of the award at the Chamber’s annual meeting, held Dec. 9.

The award is bestowed by the Chamber president (its top staff member). Ihrig first earned it during the tenure of Rich Doud, and this year received it from Doud’s successor Kate Bates.

“Todd is a great ambassador; he has a real passion for our Chamber,” Bates said at the meeting. She praised Ihrig’s willingness to have “taken on some of the least glamorous jobs,” such as board of directors’ orientation and an update to the organization’s bylaws.

Ihrig has been a Chamber of Commerce member since 1999, and is active in other community-service organizations, including service as board chair of the Arlington Street People’s Assistance Network.

Also at the Chamber of Commerce’s annual meeting, Crystal City Sports Pub was presented with the Chair’s Award, and the Community Action Committee was named Committee of the Year.

Entering this week’s action, Arlington’s eight girls and boys high school basketball teams amassed a combined record of 28-11. That’s the best collective start in many years.

BASKETBALL ROUNDUP The four boys squads are 15-5, with the Bishop O’Connell Knights 4-1, the Washington-Lee Generals and Yorktown Patriots 4-1, and the Wakefield Warriors 3-2. Yorktown has won four straight, including three wins last week.

On the girls side, Wakefield and Yorktown are 4-1, Washington-Lee is 3-2 and O’Connell 2-2.

In recent boys action, O’Connell defeated the host Episcopal Maroon, 73-55; Yorktown nipped the visiting Mount Vernon Majors, 54-52, then Westfield, 57-54; and Wakefield went 2-2.

W-L Boys Team Enjoys a Three-Victory Week MATT DELANEY For the Sun Gazette

The Washington-Lee Generals went on the road and came out on top, 59-41, in a physical boys high school basketball game against the Jefferson Colonials on Dec. 9.

The victory was the third in a row for W-L, which has started strong this season and had a busy week with three wins to improve to 4-1. That start is the team’s best in years.

“It was definitely ugly, but a win’s a win,” Washington-Lee coach Bobby Dobson said. “You don’t always play like you want, but as long as you win, that’s what’s important.”

At halftime, the Generals held a sizeable 34-18 advantage. However, after a

free throw from junior forward Colin MacCullough and a three-pointer from senior guard Nick Miller early in the third quarter to BASKETBALL up the lead to 38-20, W-L lost its rhythm on offense.

Jefferson found an opening and began to chip away at the Generals’ margin, hitting shots from inside the paint and beyond the arc, in addition to some trips at the charity strike.

Junior guard Chris Ozgo found fellow backcourt mate and sophomore Alex Simmon in transition for a basket to end W-L’s five-minute scoring freeze. But Jefferson nailed a three right before the quarter ended to pull the Colonials within 40-30.

“The third quarter is usually our best quarter,” Dobson said. “Just missed shots,

didn’t get in the flow. When you miss shots right at the basket, it messes your timing up.”

The Generals shook off a six-point third quarter by responding with a 19point effort in the fourth. Miller got it going with a two in the lane from an Ozgo feed. Osgo added two points from a technical foul on Jefferson. Minutes later, Miller hit his fourth three, and senior guard William Wallace followed with a three as well, putting the Generals up 53-35 and allowing Dobson to pull the starters.

The first half saw Washington-Lee in total control. A torrid pace earned the Generals an 8-2 lead early, while a 2-3 zone defense was able to stymie the Colo-

For years, there had always been a couple of teams making such trips, but the numbers have swelled. The reasons vary from getting an invitation with some of the expenses paid, to competing in what is projected to be better competition, a chance to travel and bond as a team, an opportunity for the players to see a different part of the U.S. or world, and maybe even a bit of one-upmanship to out do and impress rivals and attract attention.

The majority of teams still play in local holiday tournaments throughout Northern Virginia and the D.C. areas.

Certainly those travel times and expenses are significantly lower.

For teams that trek to tournament in states like Arizona, Utah or South Carolina, months of big fund-raising efforts are undertaken to earn the money for such trips. Usually that’s a two-year project if not longer – play locally for one year or two, then travel far away the next.

Among local basketball teams leaving the area for tournaments this month are the Wakefield boys (Orem, Utah), Bishop O’Connell boys (Myrtle Beach), Potomac School boys (Coral Springs, Fla.), Oakton girls (Phoenix), Madison boys (Hilton Head, S.c.) and Langley girls (Sanford, Del).

Wrestling teams heading out of town are Madison (Disney World) and O’Connell (Baltimore).

Wakefield boys coach Tony Bentley explained that his team was invited to participate in the multi-team FreeTaxUSA Shootout in Orem.

“We talked about it, got permission from our administration, made the decision to go and started raising money by doing all kinds of things,” Bentley said. “It will be a great opportunity for our players. Some have never been on an airplane.”

finishers from an Arlington school in the NOVA Classic at Fairfax High School on Dec. 10 were WashingtonLee’s Tysheem Legrand and Bishop O’Connell’s Chris St. George. Legrand was fourth at 185 pounds, helping his team place 18th. St. George was fourth a 126.

Also for W-L, Sebastian McCoy was sixth at 170 and Gage Backstrom seventh at 182.

ello eighth at 145. Wakefield was 23rd as a team and Yorktown finished 32nd YORKTOWN WINS IN ICE HOCKEY: The Yorktown High School club ice hockey team improved to 3-0-1 with a 5-0 victory over McLean. The shutout was the team’s second in a row.

In goal to earn the shutout was Noah Whittington, facing 16 shots while Yorktown peppered the McLean net with 35 shots.

Scoring goals for Yorktown were Matt Neuman and Bobby Wells with two each and Zach Stropes. Assists went to Lily Harp with two, Liam Wells, Frank Lackey, Bobby Wells, Rhett Styles and Stropes.

WASHINGTON-LEE FOOTBALL: The Washington-Lee Generals (5-6) own the distinction of having lost during the fall football season to the 6A state champion Westfield Bullodgs, who won their second-straight title with an overtime victory over Oscar Smith on Dec. 9 in Hampton.

Washington-Lee was blanked by Westfield, 45-0, in its second game during the 2016 regular season. Defense was Westfield’s strong point all season.

Generals coach Josh Shapiro noted Westfield’s strong defense after his team’s loss.

In 2015, Washington-Lee lost to state champion Westfield twice, once in the playoffs.

Baseball Players to Face Pitching Limits This Coming Spring DAVE FACINOLI Staff Writer

The Virginia High School League has released its pitch-count rules for the upcoming 2017 baseball season.

The maximum pitches allowed per day by one pitcher is 110, but a player can exceed that total to BASEBALL finish pitching to a batter if the 110 mark is reached during that particular at-bat.

“I think 110 is fine for the regular season, but is a little shy for the end of the regular season and playoffs,” Madison coach Mark Gjormand said. “I was hoping for maybe a 125 total for the playoffs.

Following are the VHSL’s rest totals necessary for a pitcher to have, depending on one-day pitch totals. n If a pitcher throws 101 or more pitches in a day, four calendar days of rest

must be observed. n For 76 to 100, three days of rest are needed. n For 51 to 75, two days. n For 26 to 50, one day. n For 1 to 25 pitches, no rest is required. n No pitcher may throw more than 51 pitches over two consecutive days. If so, one calendar day of rest is needed.

The question now is, how the pitch counts will be monitored, because there is no system in place.

“Those are the discussions we are having,” Grove said.

Added Healy: “Do you bring it up during a game if there is a conflict over the pitch count? And who do you tell?

There could be awkward situations.”

In an earlier game last week, the Yorktown boys topped the Jefferson Colonials, 53-41. Van Kirk scored 21, Patterson 12.

For the Wakefield boys in a 78-47 victory over Battlefield earlier last week, Amari Cooper had 19 points, Alan Treakle 17

and Halil Parks 15.

Then in a tournament in Orem, Utah, Wakefield finished 1-2, winning its first game of the host Orem team, 79-60.

In that victory, Treakle scored 28 and was 12 of 13 from the line. Parks had 23 and was 8 of 8 on free throws.

Treakle added five steals and three assists. In addition, Mahmoud Elther had 16 points and seven rebounds. Cooper had six points, eight boards, four assists and two blocks.

Wakefield took control by outscoring Orem, 23-5, in the fourth quarter.

“The third quarter was one of the best I’ve seen, and we closed the game,” Wakefield coach Tony Bentley said.

Washington-Lee is scheduled to open its 2017 spring season on March 14. Its season includes a game against O’Connell.

“I am excited to be working with kids and have the chance to impact the lives of young people,” Winstead said.
