Tax-Delinquency Rate Hits Another Record Low Treasurer’s Office Aims for Further Reductions

The Arlington treasurer’s office achieved a new record-low tax-delinquency rate in the fiscal year ending in June, with plans to push that rate even lower over the coming year. “I cannot believe what we’ve been doing – it’s been amazing,” Treasurer Carla de la Pava said at a celebration held Aug. 17 to announce that the tax-delinquency rate had declined to 0.24 percent for fiscal 2016, down from 0.27 percent a year before and below the office’s target of 0.25 percent. The rate represents the total amount of real estate and personal property tax unpaid as of early August. In the last fiscal year, approximately $830 million flowed through the treasurer’s office, with about $2 million delinquent. “I have never seen a team work so hard together,” said Carolyn Meadows, the deputy treasurer for compliance. “We had some ups and downs, but we pushed through it.” “We set the standard,” said Stephanie Hyman, Meadows’ deputy, of collection efforts. “It can be maddening and frustrating [to collect money owed], but you stick to it.” The effort to reduce Arlington’s delinquency rate began with the election of Frank O’Leary as treasurer in 1983. Inheriting a rate that totaled upward of 8 percent, O’Leary and his successor de la Pava have applied both the carrot and the stick to collect funds.
