Historic Status for Education Center?

Proposal Could Complicate ON THE HUNT FOR EASTER EGGS!

A proposal to grant historic status to the 1960s-era Arlington Education Center need not upset the timeline for determining the location of the county’s next high school, the proposal’s chief proponent says.

But it certainly throws a wrinkle into what school officials had hoped would be a well-oiled effort to pick where the new school will go.

Planning Commission member Nancy Iacomini on March 30 formally asked the County Board to consider bestowing historic status on the five-story structure, located on North Quincy Street adjacent to Washington-Lee High School.

“The building’s a great building. Let’s keep it,” Iacomini said in an April 9 interview. Her request also includes the adjacent David M. Brown Planetarium, a single-story domed structure.

Under Arlington historic-preservation guidelines, Iacomini’s nomination is required to be reviewed by county historic-preservation staff. Because it is school-system property, the nomination will bypass the Historical Affairs and Landmark Review Board Continued on Page 18

WWI Task Force to Look at Segregation of Memorial SCOTT McCAFFREY Staff Writer

As Arlington undertakes an 18-month effort to commemorate the transformative impact of World War I on the local and world communities, the most complex challenge may be deciding the future of the 13 names on one side of the community’s war memorial.

They are county residents who died in Europe in 1917-18 in service to the nation – men who, in death as in life, found themselves segregated along the color line.

The community will need to confront the “racial legacy” of the war and the memorial that honors Arlington residents who died in it, said Alison Finkelstein, an historian who has been tapped as chairman of the county government’s World War I Commemoration Task Force.

In remarks launching the commemorative effort, Finkelstein said her aim was to develop a solution to the issue that wins broad support.

“We need to work together . . . to find hopefully a consensus,” Finkelstein said at an April 6 ceremony – held 100 years from the day Congress formally declared war on Germany, ending the nation’s neutrality in what would become known as the Great War and would claim the lives of an estimated 18 million people, including 116,000 Americans.

The war memorial, which now sits in a prominent location in Clarendon, was an initiative of the American Legion. Like many such memorials of its time, including virtually all in the South, names were segregated by race, with Arlington’s two “colored” war casualties (Arthur Morgan and Ralph Lowe) listed below the white personnel who were killed.

In the run-up to the commemoration, the head of the Arlington branch of the NAACP called on the community to see what could be done to more equitably honor the community’s dead of World War I. (The names of those killed in World War II and subsequent conflicts are not segregated by race.)

Whether the status quo can be changed remains a question without a clear answer.

Virginia law states that once a memorial is erected, there can be no effort to “disturb or interfere with” it – a phrase that may be subject to interpretation.

Fallon’s Arrival Sets County Board Field at Four Democratic Contenders to Square Off in 3 Days of Caucus Voting in Mid-May SCOTT McCAFFREY Staff Writer

And then there were four: Former Planning Commission chairman Peter Fallon officially tossed his hat into the ring April 5 for the upcoming Arlington County Democratic Committee County Board caucus.

“I know that I have something valuable to offer,” Fallon said in kickoff remarks. “I am known as someone who gets things done – focusing on the results and impacts.”

Fallon joins a field that includes Vivek Patil, Kim Klingler and Erik Gutshall. The foursome will face off in caucus voting held in mid-May, with the winner moving on to the Nov. 7 general election.

A Donaldson Run resident, Fallon thrice before has sought elected office.

Most recently – in 2015 – he fell short for the Democratic nomination for County Board, although he picked up the editorial support of The Washington Post, the Sun Gazette and Blue Virginia in that race.

A longtime civic activist, Fallon also has served on the county government’s Transportation Commission and was cochair of the 2016 school-bond campaign.

“Peter is the right candidate for the issues we face in Arlington today,” said School Board Vice Chairman Barbara Kanninen, who is supporting Fallon’s candidacy. “He has the depth and the breadth – he carries our values.”

In remarks to the Democratic rankand-file, Fallon said he would focus on four priorities: school capacity, affordable housing, Metro and transparency. The community can, he said, “find common ground” on major issues while also protecting the social safety net.

“It’s everyone’s job to stand up for the most vulnerable in our community,” he said.

The County Board race opened up when incumbent Jay Fisette, who first was elected in 1997, opted against seeking a sixth term.

School Board Ballot May Soon Get Its First Name: A 2016 aspirant for Congress may end up being the first name on the ballot for the 2017 Arlington School Board race.

Michael Webb, who was unsuccessful in his bid for the Republican nomination for the 8th Congressional District last year, has filed the requisite petition signatures to get on the ballot for School Board, county election officials say.

Peter Fallon joins Kim Klingler, Erik Gutshall and Vivek Patil in seeking the Democratic nomination for County Board.

That doesn’t mean Webb is on the ballot just yet; he also must file a formal declaration of candidacy and statement of economic interests, which have yet to be filed, county elections chief Linda Lindberg said.

Webb, a U.S. Army veteran, lost to Charles Hernick in the 2016 race for the GOP congressional nomination. Hernick

went on to lose to U.S. Rep. Don Beyer (D-8th) in the heavily Democratic district.

Three Democrats – Maureen McMahon, Monique O’Grady and incumbent James Lander – are participating in the May Arlington County Democratic Committee School Board caucus, which will determine that party’s endorsee for the general election. (Political parties in Virginia can’t formally nominate School Board candidates, but can endorse their candidacies.)

If he follows through with the requisite paperwork in a timely manner, Webb will find himself listed first on the Nov. 7 ballot for School Board. Candidates are listed on the ballot in the order of filing, and traditionally, Democrats running in a contested caucus do not file petition signatures until after they learn whether they will be the endorsed candidate.

There’s nothing to stop Lander, McMahon and O’Grady from compiling signatures and filing paperwork in advance of next month’s voting, Lindberg said, but if they did so, then lost the caucus and forgot or declined to file a formal notice of withdrawal, county election officials would be obligated to put them on the ballot.

In addition to Webb and the Democratic threesome, there could be others emerging to run for School Board, as the filing deadline does not occur until June.

The two challengers to School Board member James Lander passed on the opportunity to weigh in on the location of Arlington’s next high school in a recent candidate forum hosted by the Arlington County Democratic Committee.

Neither Monique O’Grady nor Maura McMahon voiced a preference among sites for the proposed 1,300-student specialty school currently under consideration by county school officials.

“It’s most important for us to listen to our community [and] think about the instructional focus first,” O’Grady said at 4

the Democrats’ monthly meeting, which drew about 125 people April 5.

The sites under consideration “all offer opportunities,” McMahon said.

Lander affirmed that he was “leaning toward” using the Arlington Education Center site, adjacent to Washington-Lee High School, for a mid-size high school to ease a crowding crunch that already has packed elementary schools and is quickly moving its way through middle and high schools.

School Board members expect to determine both the site and location of the school by the end of this school year. Voters last year approved funding to move forward.

The five-story, mid-1960s Education Center building long has served as the seat of school-system operations, but school officials recently signed a long-term lease to move those operations to a building on Washington Boulevard, freeing up the Ed

Center land for other uses.

“We have to utilize our limited resources,” Lander said.

Lander is seeking a third four-year term on the board, where he currently is its most senior member. Democrats will choose their endorsee in caucus voting to be held in May. The debate proved a no-fireworks affair, with the challengers only subtly challenging Lander’s record. Perhaps unsurprisingly, all three contenders recited a similar litany when it came to addressing student growth: long-term planning, creative thinking, working better with county officials.

Lander defended the School Board’s efforts to stay ahead of the wave of students as the school population grows from 26,000 today to an estimated 30,000 in five years – then could keep growing.

“We have a plan; we’re implementing a plan,” the incumbent said. “Every child

will have a seat.”

All three contenders suggested that the school system erred in its efforts to put taxpayer-funded electronic devices in the hands of students as young as their early-elementary-school years, and all three said they would be committed to protecting all students, including those in undocumented families.

Quizzed about the chronic achievement gaps between students of various racial, ethnic and socio-economic groups in Arlington, all three candidates acknowledged it was a persistent problem.

McMahon suggested a specialty program for students in need, placed between kindergarten and first grade, to address the situation early, while O’Grady pressed for more pre-school programs and Lander said the school system was working toward a “more personalized” assessment of each student’s strengths and weaknesses.

Civic Federation Salutes Leaders in Local Activism

Jim Pebley and Stefanie Pryor were honored for their years of community leadership and activism at the Arlington County Civic Federation’s 101st-anniversary dinner, held April 7 at the Holiday Inn Rosslyn.

Pebley was inducted into the Order of Distinguished Meritorious Service, becoming just the 25th community leader to be so honored since the award was instituted in 1936 and the first since 2013.

An Arlington resident since 1988, Pebley – a retired U.S. Navy aviator and currently an engineering manager at Engility Corp. – has served on a host of countygovernment bodies, including the Planning Commission, Fiscal Affairs Advisory Commission, U.S.S. Arlington Commissioning Committee and Emergency Preparedness Advisory Commission. He also has been active on the Committee of 100, and served as Civic Federation president in from 2000-02.

Pebley and his wife Cecile will be moving to North Carolina over the summer.

“When many of us heard this man was leaving, we were devastated,” Pryor, the Civic Federation president, said at the annual banquet, which drew about 160 local leaders.

Highs & Lows THUMBS UP: To delegates of the Arlington County Civic Federation, for calling (by a lopsided majority) on the County Board to use some of the excess cash it has to eliminate the proposed 2-cent tax-rate increase that will further bump up the tax burden for homeowners.

This was not a call to reduce the proposed $1.2 billion budget, nor does it suggest dipping into reserve funds. Instead, as the federation’s revenues-and-expenditures committee noted, county coffers are awash in cash left over from previous years (were it a business, it would be called profit).

Unfortunately for taxpayers, most members of the County

The community leader from Penrose has led the federation over the past two years, and the honor – the highest in local civic leadership – is well-deserved.

So, too, was the presentation of the Order of Distinguished Meritorious Service to Jim Pebley for his long civic career.

That Civic Federation award is so rare, it has been presented only 25 times since its inception in 1936. Pebley joins a pantheon of THUMBS UP: To Stefanie Pryor, big names in community service who was honored last Friday with across Arlington.

Board would rather spend cash that is left over after the budget year ends on new projects – one activist calls it “Christmas in July” – than cobble away the excess and refund it to taxpayers.

Given that local tax bills have increased in recent years at a rate far exceeding inflation, and given what is likely to be a huge tax bill coming due soon to pay for Metro, schools and infrastructure, it would be nice to have the County Board look out for the taxpayers just this one time.

Who knows? It might become a trend!

Arlington Needs to Prioritize Fundamentals Editor: There is a lack of attention to the fundamentals of managing an urban environment, tedious as they may be, in our county government.

A gondola service between Rosslyn and Georgetown, a trolley, an aquatic park, a soccer stadium – Arlington clearly has a local-government staff with too much time on its hands.

Lots of imagination, agreed, but too little leadership.

On a daily basis, the streets around my neighborhood become very busy with the traffic flowing to and from Bishop O’Connell High School. On Sunday morning, we are “blessed” with a smaller number of cars, as a large congregation uses the school for its services, but the neighborhood-only parking restrictions aren’t in effect on Sundays (or evenings).

Recently, in addition to the O’Connell students, we – the neighborhood – hosted visitors to the Marymount University baseball game played at the O’Connell and perhaps a field hockey game (forgive me if I can’t keep up with all the teams there, plus the buses parked on the street and visitors/opponents from as far as New York, judging by license tags of cars).

Every day there are large numbers of cars flowing into O’Connell, using 28th Street North and the westernmost parts of Little Falls Road – roads designed in the 1950s for traffic and cars known at that time.

That section of Little Falls Road has no sidewalks, by the way, but that does not deter today’s traffic.

In the afternoon, an equal number of cars wait on Little Falls Roads for students, two deep. How these cars do

not present an impediment if not an outright obstacle to emergency vehicles is a mystery to me.

Mercifully, country staff recently took the bold and decisive action to turn the intersection at Underwood and Little Falls from a two-stop-sign one to a four-way stop. Now, instead of two stop signs being ignored, there are four.

How about a gondola from Georgetown to Bishop O’Connell? At least the local homeowners and taxpayers might get around their own streets more easily, and safely, as well as emergency vehicles.

We’d have to ask the Sunday-morning congregation if that transportation link would help them. Perhaps the county staff could investigate providing free lattes as an inducement to ride.

Editor: I’m writing to raise a problem in the way Arlington County handles parking tickets.

A family member recently was ticketed, in spite of the fact that she had made the correct parking payment, because the payment receipt was not visible to parking-enforcement staff.

Even though she could produce a receipt for the payment, Arlington police advised she could only contest the ticket by going to court, with a $66 court fee assessed if the appeal were unsuccessful.

These rules arbitrarily limit citizens’ ability to appeal a ticket. Although it has the effect of raising revenue for the

county, it is not a fair or efficient means of doing public business.

The District of Columbia, for example, allows electronic submission of evidence to dispute a parking ticket in cases like this one. Arlington should do the same.

NOTES “I just don’t think it would be worth the time and effort . . . there’s too many variables,” Richard Grip of Statistical Forecasting told School Board members on April 6, suggesting that a 10-year time frame was about the longest that would make much sense.

“If we’re looking out 25, 30 years, those kids haven’t been born yet,” said Grip, who has been reviewing Arlington Public Schools’ forecasting efforts for a year. “Fertility rates change over time, the number of women that come in of childbearing age changes. You can’t forecast housing growth or housing conversions that far out.”

After years of a relatively stable student population, Arlington has seen a boom in recent years, largely from singlefamily neighborhoods. The current enrollment of 26,000 is expected to top 30,000 by 2021 and, while estimates have varied, the potential of eventually hitting 40,000 has not been discounted.

School Board member Reid Goldstein said Grip had presented a “comprehensive and fascinating” report, but wondered why recent projections of enrollment trends at individual schools had been more significantly off.

Grip responded with a common-sense answer: Because individual schools have smaller populations than the district as a whole, smaller changes have a bigger impact.

“Just a few students . . . will create a lot of havoc,” said Grip, who opined that projections are considered pretty good if they get within 1 percent for the district as a whole and 5 percent for an individual school.

Unless it’s a case of sheer luck, “there’s not ever a chance you’re going to get this on the money,” he said.

School Board Set to Salute ‘Honored Citizens’: The Arlington School Board on April 20 will salute its 2017 crop of Honored Citizens for their volunteer support of local students.

The awards program was established in 1975 to recognize those who have made extraordinary contributions to Arlington Public Schools over at least a five-year period.

A reception for recipients will be held at 6:30 p.m., followed by a ceremony at 7 p.m. preceding that night’s School Board meeting.

“That is a really wonderful event; please either come or tune in,” School

Board Chairman Nancy Van Doren said.

‘Outdoor Lab’ to Debut New Facilities for Teachers: Teachers who accompany students on programs to the Arlington Outdoor Lab in Fauquier County will now have less rudimentary accommodations awaiting them.

The Arlington Outdoor Education Association announced at the April 6 School Board meeting that it has built and furnished two “Tiny Houses” that will host teachers when fifth-graders visit the Outdoor Lab on overnight camping trips.

“These facilities are by no means spacious, but they are a marked improvement,” said Michael Nardolilli, president of the non-profit organization that owns and operates the facility in collaboration with Arlington Public Schools.

“Up until now, teachers had to spend the night on couches in the cramped and spartan spaces [of an old cottage],” Nardolilli said.

The Tiny Houses will be dedicated at the Arlington Outdoor Lab’s spring open house, to be held Saturday, May 20 from 1 to 5 p.m.

Nardolilli told School Board members that the organization is looking for donors interested in obtaining naming rights at the new facilities. “There’s still time,” he said.

The Arlington Outdoor Education Association is celebrating its 50th anniversary. Each year, the association’s 225-acre Fauquier facility hosts 9,000 students for science learning in an outdoor setting, including the overnight camp for fifth-grade students.

Keeping Social Helps People Stay Sharp During Aging Process ccording to a new AARP survey of more than 2,500 Americans over age 40, those with larger social networks rate their brain health higher, and those same survey respondents averaged 19 family members and friends in their social networks.

Women tend to have larger networks than men, and survey respondents ages 60+ tend to have more friends than other groups over 40.

The survey also suggested that those who are satisfied with their social engagement and relationships (over 80 percent) are likely to learn new things

Key Findings from the AARP Social Engagement and Brain Health Survey: • Brain Boosts: Adults over 40 who are satisfied with their social networks are more likely to rate their overall health and brain health as excellent/very good (75 percent).

Conversely, adults who experience loneliness and isolation report lower mental well-being scores, and are significantly more likely to report a decrease in their cognitive functioning in the previous five years.

• Barriers to Socializing: Among

those who say it is hard to engage with others, the most common reason was lack of time (40 percent), followed by lack of desire (32 percent) and shyness (27 percent).

• Furry Friends: 92 percent of people with pets agree that their fourlegged friends offer them companionship.

Arlington Players picked up seven awards – tying with Little Theatre of Alexandria for the highest total – in the 2017 Washington Area Theatre Community Honors (WATCH) competition, taking home one of the two big honors of the night.

The troupe’s production of “Nice Work If You Can Get It” was honored as Outstanding Musical, while John K. Monnett was doubly honored (Outstanding Choreography and Outstanding Direction of a Musical) for his work on the show.

The Arlington Players also picked up four awards for the musical “Man of La Mancha,” including Outstanding Set Design and Outstanding Set Decoration (both for Jared Davis), Outstanding Properties (Brenna K. Carlson) and Outstanding Set Construction (Tom O’Reilly).

Another Arlington troupe, Dominion Stage, walked away with one award as Gayle Nichols-Grimes was honored as Outstanding Lead Actress in a Play for her work in “’night, Mother.”

A total of 27 Washington-area community-theatre troupes are part of the WATCH competition; 103 productions (69 plays and 34 musicals) were adjudicated in 2017.

After 12 years living on the streets, Jim Fay met Kasia Shaw.

Shaw is a nurse practitioner for the Arlington Street People’s Assistance Network (A-SPAN). To her fell the responsibility for helping to address some of Fay’s accumulated medical woes.

“She doesn’t take ‘no’ for an answer,” Fay deadpanned.

With his medical issues stabilized, ASPAN then went to work finding Fay housing and a degree of security he hadn’t known for years.

It worked: Fay is now one of more than 225 local people who have found permanent housing through A-SPAN efforts.

“I consider myself a success story,” he said. “I couldn’t have done it without all the kind people at A-ASPAN. I feel like each one of them is a family member.”

It was the kind of message that warmed the hearts of the 300 political, business and civic leaders in attendance April 6 at the homeless-services organization’s fourth annual Coming Home Breakfast, held at the National Rural Electric Cooperative Association conference center in Ballston.

A-SPAN aims to provide “a solid path from street to stability,” said Todd Ihrig, the organization’s 2017 board chairman.

“Homelessness is a condition people experience; it does not define them,” said Ihrig, a local investment adviser. “It’s all too easy to . . . stare straight ahead, try not to make eye contact [with those on the streets]. That was me for a very long time.

I wanted to be compassionate, but I didn’t know what to do.”

The annual event is part retrospective of the past year, part push for financial support.

“It’s time to do your part; you have the power to change a life today,” said Pinkie Dent Mayfield, vice president of corporate affairs at Graham Holdings and the event’s keynoter.

Mayfield relayed her own story growing up in a working-class community in Oakland. Her stable life was interrupted with her parents’ divorce, coupled with the economic decline of the neighborhood.

“Life changes in the blink of an eye, Mayfield said. “All of us are one situation away from a dramatic change that could derail our lives forever.”

“In no way am I embarrassed or ashamed,” she said of her experience. “My experience is my lens - it’s why I care. My life as I know it today is nothing short of a miracle.”

A-SPAN operates the Arlington County government’s homeless-services center in Courthouse, and also provides a variety of services to support the homeless population.

In its most recent fiscal year, 92 cents of every dollar of its $3.6 million in expenses went to direct client support.

Kathleen Sibert, the organization’s CEO, voiced concern about the federal government’s commitment to support for the homeless.

“These are very uncertain times,” she said. “I don’t think anyone really knows what’s going to happen.”

With the homeless-services center up and running and its housing programs finding their stride, A-SPAN is putting a new emphasis on finding employment for its clients – many of whom are disabled and/or have been out of the workforce for a substantial period of time.

In the 2016 count conducted for the Metropolitan Washington Council of Governments, Arlington’s homeless population totaled 174, a drop of 27 percent from a year before and a decline of 61 percent from 2012 – both the largest reductions in the region.

Regionwide, the 2016 count recorded 12,215 homeless individuals, an increase of 592 (5 percent) from 2015.

Figures from the 2017 count, conducted in late January, are expected to be released in coming weeks.

Solid Jobs Picture Benefits County Real Estate SCOTT McCAFFREY Staff Writer February’s unemployment rate was little changed in Arlington, but the county’s overall jobs picture remained strongest among Virginia’s 133 localities, according to new state figures.

With 144,654 county residents employed in the civilian workforce and 3,839 looking for work, Arlington’s jobless rate of 2.6 percent was a tick better than the 2.7 percent reported in January, according to figures detailed April 5 by the Virginia Employment Commission.

Arlington’s lack of significant movement in either direction mirrored trends across the region. In February, the jobless rate in the city of Falls Church dropped from 2.8 percent to 2.7 percent, while Alexandria’s jobless rate fell from 3.1 percent to 3 percent and the rates in Fairfax and Loudoun counties dipped from 3.2 percent to 3.1 percent. In Prince William County, February’s jobless rate of 3.7 percent was unchanged from a month before.

Across the region as a whole, February’s unemployment rate was 3.3 percent, down from 3.4 percent and representing 1.55 million employed in the civilian workforce and 52,250 looking for jobs.

Maricopa County, Ariz., has supplanted Harris County, Texas, as the county with the nation’s highest annual population growth, according to new U.S. Census Bureau population estimates.

Harris County was the largest numeric gainer for eight years in a row, but Maricopa County gained 81,360 people between July 1, 2015 and July 1, 2016 – or about 222 people per day – while Harris County fell to second with a gain of 56,587 people, or about 155 people per day on average.

Maricopa County, home to Phoenix, primarily grew through the addition of 43,189 residents from net domestic migration, a measure of how many people move to or from an area versus other parts of the United States.

The county also added 25,428 people from natural increase (more births than deaths) and 10,188 people from net international migration.

“In the early 2000s, Maricopa County was in the top one or two counties by numeric growth. From 2009-2011, Maricopa County saw much lower net migration than in the years before

or after, which caused the county to drop out of the top population-gaining counties,” said Peter Borsella, a demographer in the Census Bureau’s population division.

Harris County, home to Houston, saw changes in net domestic migration, going from a net gain of more than 17,000 to a net loss of more than 16,000. Despite this, Harris County had the second largest gain in population due to high natural increase (46,412) and net international migration (27,922).

In terms of overall population, Harris County remained the third-largest county with 4.6 million people, and Maricopa County remained the fourthlargest county with 4.2 million people.

Los Angeles County (Calif.) and Cook County (Ill.) remained the largest and second-largest counties.

The statistics released by the Census Bureau provide population estimates and components of change for the nation’s 382 metropolitan statistical areas, 551 micropolitan statistical areas, and 3,142 counties, as well as Puerto Rico’s metro areas.

Civic Federation: Hold Line on Real-Estate Rate

by Tapping Into Funds That Already Are at Hand SCOTT McCAFFREY Staff Writer Delegates to the Arlington County Civic Federation voted overwhelmingly on April 4 in calling on the County Board to enact no increase to the real estate tax rate for 2017.

Boosters of the proposal said the county government has enough funds sloshing around from surpluses in previous years to support County Manager Mark Schwartz’s entire budget request without resorting to the

manager’s proposed 2-cent increase in the tax rate.

Dipping into excess leftover funds would fund Schwartz’s request in full, give the taxpayers a break and wouldn’t place the long-term health of the county government at risk, said Burton Bostwick, a member of the federation’s revenues and expenditures committee.

“The county has reserves on reserves, contingencies on contingencies,” said Bostwick, who presented the committee’s recommendation to

the entire membership. It passed, 309, with six abstentions.

To fund the billion-dollar county budget, Schwartz proposed raising the tax rate from 99.1 cents per $100 assessed valuation to $1.011 cents, with the extra two pennies on the tax rate going to support a growing school system and needs of the Washington Metropolitan Area Transit Authority.

Each penny added to the tax rate results in a higher tax burden of $7 million for county property owners.

“The county could easily fund the $14 million for Metro and schools out of existing funds,” Bostwick said.

Why, then, would county staff propose a higher tax rate rather than be more creative? “They probably aren’t trying hard enough,” Bostwick said.

Not everyone within the Civic Federation embraced the idea of no increase in the tax rate. Sarah McKinley, a delegate from Columbia Heights, said it was “unrealistic” to take that route.

“I don’t feel comfortable this is the right way to go,” she said.

Peter Olivere worried aloud about the potential impact of federal budget cuts, saying it would be prudent to ensure reserve funds are protected for a truly rainy day.

“We’re going to need every penny of that,” he predicted.

But Suzanne Sundburg, a Civic Federation fiscal hawk, countered that even during the economic meltdown nearly a decade ago, the county government still ended its fiscal years with budget surpluses, so there was little to fear.

The real estate tax bill of an Arlington homeowner would rise about 5 percent to an average of $6,240 under the proposed $1.24 billion fiscal 2018 budget proposed by Schwartz on Feb. 23. Under the proposal, which also includes modest increases in trash-service and water/sewer rates, the total local-government tax-and-fee burden on a typical homeowner would rise to $8,613, up $308 from currently.

Even without an increase in the tax rate, many Arlington homeowners would pay more due to higher property assessments related to the generally healthy real-estate market.

County Board members are slated to adopt the fiscal 2018 budget and set tax rates on April 22.

Taxes on real estate are due in equal installments payable in June and October.

Home of Late Comedic Legend Rickles Is for Sale After decades of abrasive stand-up comedy, acting roles in both teenage-beach-girl and serious movies and contributing to making the “Toy Story” films huge box office successes as Mr. Potato Head, Don Rickles left the world stage at age of 90 when he passed away suddenly on April 6 at his home in Los Angeles.

Known as the King of Insult Comics and the Merchant of Venom and one of Hollywood’s last old-guard stars, Rickles was a regular guest on latenight TV talk shows and continued his nightclub tours that were scheduled into 2018.

Don drew a comparison of the feeling he got when going on stage to that of a fighter. “ . . . The bell rings and you come out and fight. My energy comes alive. And I still enjoy it.” Due to his active schedule, he was unable to enjoy his charming beach house in the celebrity-studded enclave of Point Dume in Malibu, California, which he had put on the market shortly before his death.

From a barren-topped promontory jutting out into the Pacific Ocean at the end of Santa Monica Bay in the 1930s to the lushly planted oasis of beach mansions today, Point Dume offers some of the best ocean views and celebrity sightings on the West Coast.

Many celebrities, who could afford to enjoy ocean life anywhere in the world, have chosen Point Dume for their home. Johnny Carson was a longtime resident, buying his beach home in 1984 for about $9.5 million; it sold two years after his death for $38 million. Other celebrity residents have included Robert Duvall, Cher, Dick Clark, Rob Lowe and Julie Andrews.

Here are their answers: Kelly Tierney, Re/Max Distinctive: “I’d say psychology, because you deal with so many different personalities and so many different circumstances.

You need to know the stress and emotions of your clients. It’s not a business transaction for everyone. It’s an ‘I’m OK, you’re OK’ type of attitude.”

Billy Buck, Buck & Associates: “‘Everything’ is really my answer. There is not a class you could take in college that wouldn’t somehow help you in real estate. Agents need to be well rounded. A business degree covers a lot of the particulars touched on in real estate. A close second would be technology-related. Whether we like it or not, the whole real-estate industry is becoming more and more technology-based, and that can’t be ignored.

So get technology certifications.”

Julia Avent, Re/Max by Invitation: “You should take the following

classes: communications, marketing, finance, statistics, psychology, architecture, ethics and business management. Many colleges and universities offer majors and minors in real estate.

The best education in this industry is boots on the ground, with supervision. A great mentor is a key, but you also have to be willing to work hard.”

So they should get a double major in finance and marketing (social media), with minors in interior design, law and psychology. Nashville, Seattle and Utah Cities Among Hottest Markets Nashville tops Zillow’s list of the hottest housing markets for 2017. Seattle, Orlando and Denver also make the top 10 along with three Utah markets.

To determine which markets would heat up over the next 12 months, Zillow looked for places with quickly rising home values, low unemployment rates and strong income growth.

The result is a list that includes (from No. 1 to No. 10): Nashville; Seattle; Provo (Utah); Orlando; Salt Lake City; Portland (Ore.); Knoxville; Ogden (Utah); Denver; and Sacramento.

Provo – one of three Utah markets on the list – has the lowest unemployment rate of the 10 hottest markets at

2.7 percent. Home values in all three Utah markets are expected to appreciate more than 4 percent in 2017.

Nashville has moved beyond its country music roots to become a major health-care employment center, helping drive the metro to the top of Zillow’s list.

California’s capital, Sacramento, is one of the more affordable large metros in the state. Home prices are rising quickly, but are still 58 percent less expensive than the median Bay Area home. Zillow forecasts Sacramento home values will appreciate almost 5 percent over the next year.

Although Nashville is ranked number one, Zillow’s list is largely made up

of Western cities.

Portland reported the strongest home value growth in 2016 among the 100 largest U.S. metros, with home values up almost 15 percent over the past year. Housing experts predict that Portland, Seattle and Denver will continue to outperform the average national home value growth in 2017.

Nationally, Zillow expects home values to appreciate 3 percent over the next year.

“Zillow’s 2017 list highlights that jobs and opportunities are increasingly growing in smaller markets away from the coasts,” said Zillow chief economist Dr. Svenja Gudell. “Mid-size cities like Salt Lake City, Portland, and Nash-

ville are desirable places to live, with good employment opportunities and steady economic growth. The growth and demand for housing will drive up home prices in 2017, and these hot markets are experiencing change as more people discover them.”

Three variables influenced Zillow’s hot market predictions: Zillow’s Home Value Forecast, which forecasts the change in the Zillow Home Value Index over the next 12 months; recent income growth; and current unemployment rates. Those three variables were then scaled for the 100 largest U.S. metros and combined to form a “hotness score,” producing the Top 10 list.

Nationally, housing inventory hit its lowest level on record in the first three months of 2017.

The number of homes on the market dropped for the eighth consecutive quarter, falling 5.1 percent over the past year, according to the Trulia Inventory and Price Watch of the 100 largest U.S. metropolitan areas.

This quarterly look at the supply of starter, trade-up and premium homes on the market nationally found that markets with the biggest gains in home values since 2012 are facing the tight supply of for-sale homes.

“Recovering home values have proven to be a double-edge sword,” said Ralph McLaughlin, chief economist for Trulia.

“While homeowners across the country are thrilled to regain equity in their homes, many have not been in a hurry to trade up,” McLaughlin said. “This has added to the inventory gridlock that ties up would-be starterhome inventory from ever coming on to the market.”

Across different housing segments, starter and trade-up home inventory fell 8.7 percent and 7.9 percent year-

over-year nationally. Meanwhile, the stock of premium homes remained relatively unchanged since last year, having fallen just 1.7 percent, according to the report.

This persistent and disproportional drop in starter and trade-up home inventory continues to make home ownership less affordable – especially for first-time buyers.

A typical starter-home buyer would need to dedicate 38.3 percent of monthly income to buy a starter home – a 2.9-point increase from last year.

Trade-up and premium homes are still relatively affordable despite being more expensive.

Among Virginia localities outside the Washington area, jobless rates in February were down from a year before, standing at 3.4 percent in Charlottesville; 3.7 percent in Harrisonburg, in Winchester and in Staunton/Waynesboro; 3.9 percent in Roanoke; 4.1 percent in Richmond; 4.2 percent in Blacksburg; 4.4 percent in Lynchburg; and 4.5 percent in Hampton Roads.

Statewide, the jobless rate of 4 percent in February was down from 4.1 percent a year before, representing 4.27 million in the civilian workforce and about 169,000 looking for jobs.

2016 Home Purchases: Millennials Post Decline, Gen X Rises An improving economy, multiple years of strong job growth and the notable increase in home values in most markets fueled a greater share of purchases from Generation X households over the past year.

This is according to the National Association of Realtors 2017 Home Buyer and Seller Generational Trends study, which evaluates the generational differences of recent buyers and sellers.

The survey additionally found that a growing number of Millennials and younger Boomer buyers have children living at home; student debt is common among Gen X and boomer households; more Millennials are buying outside the city; and younger generations are more likely to use a real estate agent.

Much of the spotlight in recent years has focused on the several challenges Millennials are enduring on their journey to homeownership. According to Lawrence Yun, NAR’s chief economist, lost in this discussion are the numerous Generation X households who bought their first home, started a family and entered the middle part of their careers only to be rattled by job losses, falling home values and overall economic uncertainty during and after the Great Recession.

This year’s survey reveals that debt and little or no equity in their home slowed many Gen X households from

buying sooner. Recent Gen X buyers delayed buying longer than Millennials because of debt, were the most likely generation to have previously sold a distressed property and were the generation most likely to want to sell earlier but couldn’t because their home was worth less than their mortgage. Furthermore, Gen X buyers indicated they had the most student loan debt ($30,000).

“Gen X sellers’ median tenure in their previous home was 10 years, which puts many of them selling a property they bought right around the time home values were on the precipice of declining,” said Yun. “Fortunately, the much stronger job market and 41 percent cumulative rise in home prices since 2011 have helped a growing number build enough equity to finally sell and trade up to a larger home. More Gen X sellers are expected this year and are definitely needed to ease the inventory shortages in much of the country.”

The uptick in purchases from Gen X buyers this year (28 percent) was the highest since 2014 and up from 26 percent in 2016. Millennials were the largest group of recent buyers for the fourth consecutive year (34 percent), but their overall share was down slightly from a year ago (35 percent). A combined 16 percent of younger and older boomer buyers also had student debt, with a median balance of over $10,000 for each group.

Among the share of buyers who said saving for a down payment was the most difficult task, Millennials were most likely to cite student loans as the debt that delayed saving (55 percent), followed by Gen X (29 percent) and younger boomers (9 percent).

“Repaying student debt also appears to be slowing some current homeowners who went to graduate school and now can no longer afford to sell and trade up because of their loans,” added Yun. More Millennials moving to the suburbs . . . with their kids: Similar to previous years, roughly two-thirds of Millennial buyers are married. One aspect of their household that has changed is the number of children in them.

In this year’s survey, 49 percent of Millennial buyers had at least one child, which is up from 45 percent last year and 43 percent two years ago.

With more kids in tow, the need for more space at an affordable price is increasingly pushing Millennial buyers outside the city. Only 15 percent of Millennial buyers bought in an urban area, which is down from 17 percent last year and 21 percent two years ago.

Younger Boomers increasingly consider adult children when buying: This year’s survey also brought to light how the soaring cost of rent in many areas is likely influencing the decision of middle-aged parents to buy a home with their young adult children in mind.

Younger Boomers were the most likely to purchase a multi-generational home (20 percent; 16 percent in 2016), and the top reason for doing so was that children over 18 years old either moved back home or never left (30 percent; 27 percent in 2016).

“The job market is very healthy for young adults with a college education, but repaying student debt and dealing with ever-increasing rents on an entry-level salary are forcing many to either shack-up with several roommates or move back home,” said Yun. “This growing trend of delayed household formation is one of the main contributors to the nation’s low homeownership rate.”

Student debt is not just a Millennial problem: Debt, particularly from student loans, appears to be a portion of the household budget of buyers in every generation.

While Millennials were the most likely to have student debt (46 percent), their typical balance ($25,000) was lower than Gen X buyers ($30,000).

Consumer Confidence Higher in Large Parts of the Nation – Which Will Have a Positive Impact on Real-Estate Sales Multiple years of uninterrupted job gains and hope that the best is yet to come in 2017 are igniting consumer confidence across the country, and especially in rural and middle America, according to new consumer survey findings from the National Association of Realtors.

The survey additionally found a growing disparity among renters who think it’s a good time to buy and homeowners who think it’s a good time to sell.

In the first three months of 2017, the share of households believing the economy is improving soared to its highest share in the survey’s fivequarter history (62 percent), and is up from 54 percent last quarter and 48 percent in March 2016.

In an extraordinary reversal from previous quarters, NAR’s chief economist, Lawrence Yun, says the surge in positive sentiment about the economy is primarily from respondents living in the Midwest (67 percent; 51 percent last quarter) and rural areas (63 percent; 43 percent last quarter).

Last March, only 49 percent of Midwesterners and 35 percent of those living in rural areas thought the economy was improving.

“Confidence levels generally rise after a presidential election as the na-

tion hopes for the best. Even though it is a highly polarized country, consumers for the most part have upbeat feelings about the economy right now,” Yun said. “Stronger business and consumer morale typically lead to even more hiring and spending, which in turn encourages more households to make big decisions like buying a home.”

Higher confidence in the economy is also translating to better feelings about households’ financial situation.

The survey’s monthly Personal Financial Outlook Index 2 showing respondents’ confidence that their financial situation will be better in six months, jumped to its highest reading in the survey, climbing to 62.6 in March from 59.8 in December 2016. A year ago, the index was 58.1.

Affordability and inventory challenges dimming renter optimism: On the cusp of the busy spring season, most households believe now is a good time to buy a home. However, confidence continues to trickle backwards among renters.

Fifty-six percent of renters said now is a good time to buy, which is down both from last quarter (57 percent) and a year ago (62 percent). Eighty percent of homeowners (78 percent in December 2016; 82 percent in

March 2016) think now is a good time to make a home purchase. Younger households, renters and those living in the costlier West region – where prices continue to spike – are the least optimistic.

“Inventory conditions are even worse than a year ago, and home prices and mortgage rates are on an uphill climb,” added Yun. “These factors are giving many renter households a pause about it being a good time to buy, even as their job prospects improve and wages grow. Unless there’s a significant boost in supply levels this spring, these constraints will unfortunately slow or delay some prospective buyers’ pursuit of purchasing a home.”

Led by the West, more homeowners view selling favorably right now: One promising trend that could alleviate supply shortages is the notable bump in the share of respondents this quarter who believe now is a good time to sell a home.

Sixty-nine percent of homeowners think now is a good time to sell, which is up from last quarter (62 percent) and a year ago (56 percent).

Continuing the trend over the past year, those in the West continue to be the most likely to think now is a good time to sell (77 percent), while also being the least likely to think it’s a good

time to buy (61 percent).

NAR President William E. Brown, a Realtor from Alamo, Calif., says homeowners looking to trade up or move down this spring could find themselves in a tricky spot without careful planning and a reliable expert on their side.

“Demand far outpaces supply in many parts of the country right now, which means homeowners will likely sell their home much quicker than the time it takes to buy another,” he said.

“Before listing, it’s best to have a carefully crafted plan in place.”

Survey methodology: In January through early March, a sample of U.S. households was surveyed via random-digit dial, including half via cell phones and the other half via land lines. The survey was conducted by TechnoMetrica Market Intelligence.

Each month, approximately 900 qualified households responded to the survey. The data was compiled for this report and a total of 2,698 household responses are represented.

Inclusive-Theater Troupe Finds Success in Two Shows SCOTT McCAFFREY Staff Writer

The cash has run out for a museum, and greedy real-estate developers have swooped in and are trying to grab the land for redevelopment ON into condos.

Meanwhile, out at STAGE sea, somewhat fading stars of the entertainment world are working to rejuvenate their bodies while also coming to grips with their past.

Welcome to ArtStream’s spring double bill, featuring original works that star an inclusive troupe of actors with intellectual and developmental disabilities and mentors who help them craft and stage the shows.

“Every day, I study the script – an hour, two hours,” said Steve Corn, a veteran of six years’ worth of productions and a key player in “Out of Monet,” the story about the endangered art museum that opened in tandem with “A Stacked Deck” last weekend at Gunston Arts Center. Performances continue this weekend.

“All of our shows are completely original. You will not see them anywhere else,” said Maggie Haslam, a member of the ArtStream board of directors.

“It’s a lot of work and a lot of time,” acknowledged Elizabeth Cronin, director of “A Stacked Deck,” during a talk-back

session with cast and staff after the April 8 matinee.

In the playbill, Cronin elaborated: “We begin each season by asking our actors, ‘Give us 100 ideas for a show.’ This year, we came up with ideas like traveling through famous novels, a house party gone wrong, body swaps, murder aboard a cruise ship, drama about a pirate ship ending in a courtroom trials, and a hospital comedy.”

The premise for “A Stacked Deck” ultimately revolved around people finding that medical science doesn’t have all the answers to overcoming the aging process.

“Our culture is so obsessed with being and looking perfect these days,” Cronin said. “Sit back, have a few laughs and realize that what you look like isn’t what’s important in life.”

Xandra Marel reported that she’d been in a lot of productions before, “but I’d never played a doctor.” She had the chance as “Dr. Strangelove,” who like all the medical personnel on the “Stacked Deck” cruise, was a little questionable.

In the cast of “Out of Monet,” Jill Arnott portrays Maisey McGuire, the museum’s party planner who sees thing after thing go awry as the deadline to raise needed cash approaches.

“It’s fun,” Arnott said of the experience. “I like the costumes, I like to make new friends.”

Each show relies on a corps of mentors, who ensure that the performers are comfortable on stage. They step in during the occasional flubbed line, and are integral parts of the shows themselves.

“I’m a rookie this year. I really enjoyed it, especially the improvisation [during development],” said Lockie McKinna, who served as a mentor in “A Stacked Deck.”

ArtStream started in Maryland, but has become a fixture in Northern Virginia over the past decade. Its productions on this side of the Potomac are developed in collaboration with Educational Theatre Company.

“When we come together to collaborate and design a show, we are making art

that transcends ourselves and connects each person our story touches. That’s why I love ArtStream,” said Carolyn Ricks, who directed “Out of Monet.”

Martel said the shows build camaraderie and allow participants to enhance their skills and confidence. She composed a poem for the talk-back session, ending with the line: “There’s a place for each of us to have a full life.”

Performances continue Thursday and Friday, April 13-14, at 7:30 p.m. and Saturday, April 15 at 2:30 p.m. at Gunston Theatre One, 2700 South Lang St. in Arlington.

Transportation Notes TOWING BILL BACK ON GOVERNOR’S DESK: The ball is now back in the gov-

ernor’s court when it comes to legislation that would limit the ability of local jurisdictions to impose more restrictions on the towing industry.

Meeting on April 5, both houses of the General Assembly approved one of Gov. McAuliffe’s two recommendations on a bill patroned by Del. Tim Hugo (DFairfax), but the House of Delegates rejected the more substantive recommended change from the governor on a 67-33 vote.

That action sends the measure back to McAuliffe, who at this point can either sign the bill or veto it.

Hugo’s measure, aimed at the Arlington County Board but affecting all Northern Virginia localities, prohibits local governments from imposing a socalled “second signature” requirement on property owners who contract with towing companies to remove illegally parked

vehicles from their property.

The requirement, imposed by the Arlington board in December (although its implementation was delayed to July), would require towing firms to obtain authorization in real-time when removing each vehicle, rather than relying on blanket authorization from property owners.

The Hugo measure passed the House of Delegates 68-28 and the state Senate 39-9.

DULLES OFFICIALS MEET WITH CHINESE COUNTERPARTS: Washington

Dulles International Airport on April 10 hosted a delegation of airport executives from Beijing, and unveiled an exhibition promoting tourism to China.

The gathering was part of a “sister airport” arrangement between Dulles and Beijing Capital International Airport.

Regional economic-development officials also were on hand.

Dulles and Beijing are connected by

nonstop service on United Airlines and Air China. According to officials with the Metropolitan Washington Airports Authority, visitor spending by international tourists coming to the national capital region from China is second only to that of tourists from Canaida.

AIRPORTS AUTHORITY AIMS TO LEASE OUT PARCELS AT DULLES: The Metro-

politan Washington Airports Authority is on the hunt for a real estate broker that will assist in marketing property at Washington Dulles International Airport.

Three parcels – ranging in size from 45 acres to 416 acres – on the airport grounds have been identified as being potential revenue opportunities. Airport officials are looking not to sell the property, but to offer long-term ground leases that could generate revenue and enhance airport activities.

Several other parcels have been identified as potentially leasable down the

road.

The initiative is among several designed to improve the bottom line at Washington Dulles, which has among the highest charges to airlines among its peer group.

“Maximizing the revenue from airport assets helps hold down costs to airlines and passengers, which puts Dulles in a stronger position to compete for international and domestic airline destinations to better serve the traveling public,” said Jerome Davis, executive vice president and chief revenue officer of the airports authority.

The airports authority agreed to find cost efficiencies as part of a deal with the Virginia state government, which is providing $50 million over two years to help lower costs to airlines serving Dulles.

While the airports authority operates Dulles and Ronald Reagan Washington National airports, they remain owned by the federal government.

Candidate Clement Says County Budget Should Include No Tax-Rate Hike Were she sitting on the County Board, candidate Audrey Clement says she would not vote for an increase in the Arlington government’s real-estate tax rate.

“Rising real-estate assessments will push the average 2017 tax bill up 2 percent even without a tax-rate increase, and taxes have gone up 16.8 percent in the past four

years,” Clement said in an April 3 e-mail to supporters.

County Manager Mark Schwartz has proposed increasing the county’s real estate tax rate from 99.1 cents per $100 assessed value to $1.011 per $100, with one of the two extra cents on the rate dedicated to Arlington Public Schools and the

other to the Washington Metropolitan Area Transit Authority.

“While both schools and Metro are major priorities, these operations should not be balanced on the backs of Arlington taxpayers,” Clement said, noting that the county government has plentiful surpluses that could be retained rather than

spent, offsetting the need for a tax-rate increase.

Clement already has qualified for the Nov. 7 ballot. She is waiting to see who Democrats select as their nominee in May caucus voting; Republicans are looking for a candidate, but, as yet, none has materialized.

Police Beat MALICIOUS WOUNDING: n On April 5 at 8 p.m., officers responded to the 3200 block of 24th Street South after a verbal assault turned physical.

According to police, a man was assaulted by a known woman, who then fled the scene.

Warrants were obtained for malicious wounding and criminal trespass. The victim was transported to a local hospital with non-life-threatening injuries.

ASSAULT-AND-BATTERY: n On April 3 at 9:52 p.m., officers were dispatched to the 4700 block of Lee Highway for a report of a disorderly subject inside a restaurant.

According to police, the individual was escorted outside and, as the investigation was being conducted, he became combative. Once in custody, the suspect bit the finger of a fire-department staff member who was trying to evaluate him for injuries.

The suspect – 28-year-old Jorge Luis Quintero-Amaya of Temple Hills – was arrested and charged with five counts of assault-and-battery on law enforcement, assault on medical personnel, resisting arrest, obstruction of justice and failure to ID. He was held without bond.

MISSILE INTO OCCUPIED DWELLING: n On April 2 at 6:35 p.m., officers were

dispatched to the 500 block of 12th Street South during a dispute between two drivers. According to police, one of the two threw a coffee cup at the other after his vehicle was cut off.

The mug struck the vehicle. No injuries were reported.

The suspect – 33-year-old Ghassan Odeh of Falls Church – was arrested and charged with throwing a missile into an occupied vehicle and misdemeanor damage to personal property. He was released on bond.

BURGLARY: n On April 1 at 2:04 a.m., officers responded to a building in the 700 block of South Highland Street for a report of an active alarm.

Responding officers cleared the building, and did not locate anyone inside. It is unknown if anything is missing. n Sometime between April 2 at 3 a.m. and April 3 at 12:20 a.m., a home in the 700 block of South Greenbrier Street was burglarized. Cash was taken. n On April 3 between 4:30 a.m. and 3:30 p.m., a home in the 2700 block of North Fillmore Street was burglarized.

Numerous items were taken. n Sometime between April 3 at 9 p.m. and April 4 at 9 a.m., a home in the 4600 block of 3rd Street North was burglarized. Items of value were taken. n On April 4 between 9:30 a.m. and

12:25 p.m., a home in the 600 block of South Taylor Street was burglarized. An item of value was taken. n On April 6 at 6:05 p.m., officers responded to the 5900 block of 1st Street North for a report of a late residential burglary. Items of value were taken.

LARCENY FROM AUTO: n On March 31 at 1:46 a.m., police responded to the 2200 block of North Tuckahoe Street for a report of suspicious suspects.

Police established a perimeter and stopped two individuals matching the description of witnesses. During the investigation, officers located approximately 12 vehicles that had been entered and rummaged through, police said.

The suspects – 27-year-old Randolph Tyler of Temple Hills and 26-year-old David Moody of Morningside, Md. – were arrested and charged with a variety of theft, tampering and drug charges. They were held without bond.

UNLAWFUL ENTRY: n On April 1 at 9:27 a.m., police responded to the 900 block of North Lincoln Street, where a woman reported that a subject entered the home without permission. Nothing was reported missing.

As president of the Civic Federation, Pryor worked to inject “new vigor and diversity” into programs, the awards committee noted, while also strengthening behind-the-scenes work to make the organization relevant to delegates and the broader community.

Last year, Pryor presided over the Civic Federation’s centennial celebration. “May our second century be as spectacular as our first,” she said in remarks on April 7.

The Sun Gazette Cup has been presented annually since 1936, originally as the Washington Star Cup and later as the Journal Newspapers Cup before getting its current name in 2005.

With victories in their past two baseball games as this week began, the Washington-Lee Generals evened their overall record at 5-5 and gave longtime head coach Doug Grove his 275th career victory.

BASEBALL ROUNDUP In those high school contests, the Generals edged the McLean Highlanders, 2-1, by scoring both runs in the bottom of the seventh inning April 5, then routed the Lee Lancers, 14-4, in a fiveinning “slaughter-rule” contest April 8.

Both games were at Quincy Park.

In the victory over Lee, Luis Alguacil homered for the Generals. Alguacil’s father, Jose, is a an assistant coach for the San Francisco Giants. During spring training, Jose Alguacil was seriously injured when he was hit in the head by a line drive, and has been sidelined since, but expected to return sometime this season.

Luis Alguacil is visiting his father this week.

Sage Softball Teams Earn Tourney Crowns Two Arlington Sage girls fastpitch softball teams won tournaments on consecutive weekends.

The 12-and-under team won the Kickoff Klassic “C” division in Elkridge, Md., on the strength of SOFTBALL four straight victories that followed an opening-round loss in pool play.

Strong pitching throughout the tournament by Meijin Patil and Mary Connor and tight defensive play by Madison Keelen, Laura South, Nora Roche, Anna Smith and Maya Anbinder kept opponents off the base paths. In the championship game, the Sage downed the Loudoun Inferno Black, 5-4, on a bases-loaded walk to Milena West.

Keefe fanned 10, and key RBI hits came from third-baseman Kelly Chmiel and catcher Eleni Guerrera. Outfielders Sophia Giambalvo and Lucy Kenny played good defense.

Bob Slade, a parent of McLean High School athlete and a supporter of the school‚ is no longer there. Slade died this past December from cancer at age 64, and his presence at those events and venues is missed.

Slade’s son, Jack, is a senior on McLean’s baseball team this spring and the ace of the pitching staff. He played football for McLean during the fall. The younger Slade said his father is still “here in spirit” watching anytime he takes the baseball field for the Highlanders.

Bob Slade, a Washington-Lee High School graduate where he was a multisport standout, had other children play sports at McLean, and he was very proud of each and there watching. His daughter, Nikki, played basketball and softball.

Slade also was known locally because, for some 30 years, he was in the local restaurant business. He started Quincy’s in Arlington and Slade’s in the Tysons area.

Since he participated in high school athletics, Slade understood the action better than many, and he was a student of the game, offering very intelligent insight.

He’d sometimes call or e-mail the Sun Gazette sports department to promote one of his children’s teams or individual performances, or simply pass along information. His contact and opinions were always welcomed.

Yes, Slade’s opinions were sometimes strong, which always made for fun, good conversations.

When he attended games, Slade most always stood somewhere near the bleachers, but rarely did so alone. He often attracted a crowd, because others enjoyed his passion for the game and listened to his evaluations of the action, no matter the sport.

Bob Slade’s presence made local athletic events a better time.

He is missed.

home Bishop O’Connell High School baseball game April 1, members of the 1963-65 Knights baseball teams returned to the school’s field to be honored in a pre-game celebration.

Between April 9, 1963 and May 3, 1965, those O’Connell teams won three Catholic-conference championships, while racking up a 42-game winning streak.

In attendance were Bart Steib (Class of 1963), Clarke Campbell (1964), Tom Conaty (1964), Greg Gibadlo (1964), Michael Herrick (1964), Charles Jackson (1964), Dave Kirchgessner (1964), Philip Thomas (1964), Ron Gilbert (1965), Chuck Hines (1965), John Hickey (1965), Joe Kirchner (1965), Michael Lubeley (1965), Mike Martz (1965), Timothy McPherson (1965), Richard Kramer (1966), Patrick Noble (1966), and family members of the late Bobby Becker (1963) and Pat Laing (1965).

The group was joined by Brother Daniel Coleman (head of the boys’ division during that time), as well as family members of the late Al Burch, who coached the teams.

The teams’ former faculty moderator, Leonard Lubbehusen, joined the ceremony by phone.

Before the start of the April 1 game, the 2017 edition of the O’Connell baseball team stood in line to shake the hands of the baseball alumni. Inspired by the O’Connell baseball legacies, the Knights routed St. Mary’s Ryken, 10-0.

BOYS SOCCER: The Wakefield Warriors

got their first victory of the season with a 3-0 win last week over the Lee Lancers.

Carlos Farias netted Wakefield’s first-half goal on a 35-yard shot. In the second half, Nico Lopez made it 2-0 on a 25-yard shot, then Farias scored again from 15 yards.

Wakefield goalie Armando Polio earned the shutout with some big saves and received help from defenders Erwin Delgadillo, John Ruiz, Javier Paniagua and Sergio Ferrufino.

Williams and Mila Sampson broke a 44 tie by winning the deciding doubles match, 11-9.

Other players contributing wins for Yorktown included Sophie Sampson, Isabel Tate, Rebecca Joskow and Julie Brewer.

Yorktown coach Heather Sutphin said the Patriots have been playing good defense.

“We know these strong teams will hit our pitchers, so we have to minimize errors, which we have done a great job of the last three games,” she said.

HOCKEY: In its second match in the club Reston Spring Ice Hockey League, Yorktown (1-0-1) blanked South Lakes, 8-0, outshooting the team, 51-12.

Scoring goals were Matt Neuman and Rhett Styles with two each and with one apiece were Frank Lackey, Braeton Oliver, Joseph Ramos and Jeremy Marino. Victor Kelley and Corey Wells each had two assists. One each went to Styles, Neuman, Oliver and Liam Wells.

Sharing the shutout were goalies Sam Levy and Noah Whittington.

“We threw strikes, we hit the ball and we made no errors. We did what we want to do,” Yorktown coach John Skaggs said.

Yorktown broke the game open with eight runs on four hits in the second inning. Jefferson helped Yorktown in that inning, by making four errors, walking four and misplaying other balls.

Against Hayfield, Merlene had three hits and scored twice, Carson Wood

homered and scored three times, Josh Jones doubled, and Wall and Dierkes each singled.

On the mound, lefty Henning went 52/3 innings to get the win with five strikeouts and Jones went 11/3 innings in relief, including a pickoff of a Hayfield runner at second.

In left field, McGean made a diving catch, then later caught a low line drive and threw to first base to double off a runner. In right field, Dierkes threw out a runner trying to stretch a single into a double.

Yorktown took advantage of multiple Hayfield defensive mistakes.

“Aiden and Josh both pitched well and we hit and we kept scoring,” Skaggs said. “Merlene continues to hit well.”

Hayfield led 2-0 in the top of the first. The win snapped a four-game losing streak.

The night before, Langley nipped Yorktown, 5-4, scoring multiple runs on balls that got away from the catcher.

had two hits, and Wall and Simmons had one each. Wall had a two-run single in the top of the sixth.

Lowen started and went five innings with four strikeouts.

“He pitched great,” Skaggs said. “We could have won that game.”

Merlene scored from second on a passed ball for one of the runs. n The Wakefield Warriors (2-3) defeated the Jefferson Colonials, 10-8, as Ethan Heckler went 51/3 innings, then Colton Poythress got the win in relief.

The proposal might throw a monkey wrench into consideration of using the Education Center footprint for a new, 1,300-student specialty high school.

The parcel it sits on is one of three being considered by school officials for the new school, with a final decision slated in June.

Both Superintendent Patrick Murphy and County Manager Mark Schwartz had little to say when queried about the proposal over the past week. Schwartz said there was no timetable in place for getting a recommendation from staff to the County Board.

School Board member James Lander, who with other board members has sparred with historic-preservation advocates several times in recent years, voiced concern that giving the building historic status – which would put restrictions on exterior changes and would prohibit its demolition – might tie the school system’s hands during an era of rising student enrollment.

“It comes down to competing priorities – we have to prioritize instruction,” he said. “Our priority has to be providing enough seats for our students.”

In her request, Iacomini pointed to a number of reasons historic status is warranted, including the architectural firm (Ward and Schneider), the innovative steel construction and the era in which the facilities were built.

“The Education Center and the planetarium are physical embodiments of the forward thinking of Arlington and our county’s hope for the future,” she said in the nomination. “They should stand as reminders of our accomplishments and goals of the past as we continue to provide for the future.”

If the designation process moves forward, it could become the third tug of war in as many years between the school system and preservation community: • In 2015, the School Board beat back an HALRB effort to declare part of the Wilson School in Rosslyn an historic district; school officials said they needed to raze that century-old structure to make way for new construction.

County Board Vice Chairman Katie Cristol said those past contretemps may help County Board members move expeditiously on the Ed Center request.

“This is not our first rodeo,” said Cristol, who said that while the Stratford fight was “ugly along the way,” it produced a result all sides seemed able to live with.

Iacomini, who is as plugged in to local governance as just about anyone, acknowledged that her request for historic status might trip up the school system’s efforts to pick a site for the new school.

But she thinks competing priorities can be balanced.

“Is it my hope the two can meld? Yes. If they needed to attach an annex [to the existing building] or add something on . . . we could still do it,” she said.

Would the County Board still move forward with historic designation over the objections of school leaders? “I’m a realist,” Iacomini said about the prospects, but added that history shouldn’t be bulldozed because school leaders didn’t adequately anticipate the growth spurt now in full force.

early as the 1930s. Arlington voters in 1965 approved $1 million in bond funds to pay most of the cost of the Education Center’s construction. The building’s design won praise from the American Association of School Administrators.

Arlington Public Schools is in the process of moving its central-office function from the Education Center to leased space at a Washington Boulevard business campus.

The adjacent planetarium narrowly survived an effort by school leadership to shut it down in 2010, being saved when the community rebelled and raised funds for renovation. That episode represented a rookie mistake by Murphy – then relatively new as superintendent – in putting cost-savings over the community’s attachment to a facility generations of students had grown up with.

A composite image of the Education Center, planetarium and a full moon submitted by Wakefield High School sophomore Amy Kohan earlier this year won the county treasurer’s decal competition, with the design appearing in vehicle tax stickers beginning in the summer.
