Ground Broken for Affordable Housing on Columbia Pike SCOTT McCAFFREY Staff Writer

With the half-dismantled Arlington Presbyterian Church sanctuary serving as the backdrop, ground was broken July 27 for a new 173-apartment, $71 million mixed-use complex that aims to help stem the exodus of affordable rental units from the Columbia Pike corridor.

“This is without a doubt the most complex project we have ever undertaken – it takes many hands joining together to get it done,” said John Milliken, board chair of the Arlington Partnership for Affordable Housing (APAH), as he presided over the ceremony.

APAH will build the apartments on land in Alcova Heights that had been occupied for generations by the Presbyterian church.

In 2012, church leaders approached the affordable-housing organization with a proposal to use the land for affordable housing.

“Here was a group of people who really cared about this community,” said APAH CEO Nina Janopaul.

The ensuing five years proved to be a “long and twisting and sometimes rocky – sometimes seemingly impossible – journey,” said Susan Etherton of the church, which received $8.48 million for the 1.3acre parcel it had occupied since the 1930s, according to county-government

The project won County Board approval in December 2015, then APAH and its partners spent another year building a financing package. State and county funding, housing trust funds, tax credits and a host of other sources were cobbled together in a package that totaled 220 different documents at closing.

“This is the most complex deal we’ve ever worked on,” said Art Bowen, managing director of rental housing for the Virginia Housing Development Corp., an arm of the state government. Perseverance of the interested parties through the

process proves “Arlington County, by far, does more than any other locality in the state” in its efforts to create and retain affordable housing, Bowen said.

The parcel is located on the north side of Columbia Pike, a block west of South Glebe Road. Among the units will be nearly 70 of two and three bedrooms, plus 11 designed specially to meet the needs of residents with physical disabilities. The six-story, 165,000-square-foot project was designed by Rosslyn-based KGD Architecture.

Katie Cristol Starts Thinking Toward Next Year

Likely Co. Board Chair Says Middle-Class Housing, Child Care Are Key Issues SCOTT McCAFFREY Staff Writer

Assuming they do not get solved by the end of 2017 – and nobody’s expecting that – housing and child-care for Arlington’s middle class are likely to be among the key issues facing anticipated 2018 County Board Chairman Katie Cristol.

And in each situation, Cristol appears eager to ease the local regulatory burden to help spur improvements.

“We hear you loud and clear: It’s too hard,” the board’s current vice chairman said of administrative hoops during a July 26 breakfast meeting with members of the Kiwanis Club of Arlington.

On the housing front, Cristol detailed county-government efforts to jump-start so-called accessory-dwelling units, apartments incorporated into single-family homes to provide a stream of income for homeowners and a lower-cost housing option for tenants or family members.

A decade ago, the county government went through an extensive and contentious effort to craft accessory-dwelling regulations. The rules won County Board

passage, but the overall effort bombed: Only a handful of such units have been approved.

Jacki Brown, a member of the Kiwanis Club, said the reason for the failure can be traced to rules that are too cumbersome and not enforced equitably.

“The consistency is not there right now,” she said. (“You’re completely right,” Cristol replied.)

Regulatory burdens also limit the ability of day-care providers to operate within the county, and have led to a situation in Arlington where “child care is more expensive than rent in many cases,” Cristol said.

Expensive, and, at times, impossible to find. That has been the experience of Linda Chandler, CEO of Linden Resources, which attempts to secure short-term, drop-in child-care services for the clients it serves.

Providers are “very difficult” to find, Chandler said.

“It really creates a problem; it really is a barrier,” she said.

This past January, on a 3-2 vote, Cristol was selected as the board’s vice chairman over independent John Vihstadt.

That puts her in line to succeed Jay Fisette for a one-year term as board chairfor calendar-year 2018.

If her colleagues tap her as chairman, Cristol will have the opportunity to lay out her priorities during the board’s annual organizational meeting in early January.

Between now and then, she’ll be visiting with local groups and gathering input on what the community thinks.

“It’s a nice opportunity for me to know what’s going on,” Cristol said.

The red meat was music to the ears of many in the audience. Morton Blackwell, a longtime conservative activist who serves as a Virginia member of the Republican National Committee, called the presentation “a breath of fresh air.”

Presswood said one of his goals as chairman is to spend more time at meetings on guest speakers of high caliber and less time on organization minutiae. Quality speakers “increase the value” of meetings, he said.

Republicans Cut Required Number of Meetings: The Arlington County Republican Committee’s membership has approved bylaws changes to scrap a requirement that 12 monthly meetings be held each year.

The change lowers that requirement to at least one business meeting every quarter, although party leaders say they likely will fill in the gaps with social events and programs featuring speakers.

Republicans can battle back to relevance in Arlington politics by engaging the electorate POLITICAL and convincing POTPOURRI voters that the GOP’s message is a positive and productive one.

So sayeth Del. Nick Freitas (R-Culpeper), whose July 26 visit to the Arlington County Republican Committee may have been a precursor to a possible bid for statewide office.

Acknowledging that, for Republicans, Arlington qualifies as “deep, deep, deep behind enemy lines,” Freitas urged the GOP rank-and-file to present an unapologetic defense of the party’s guiding principles.

“We need to equip our people to explain our philosophy . . . and why it is truly compassionate,” Freitas said at the local GOP’s monthly meeting.

He said Democrats have been successful in caricaturing Republicans as uncaring – “either evil or ignorant” – something the GOP has to tackle head-on.

“It’s not that we don’t want to help people,” Freitas said. “We want people to be happy, independent, prosperous. There 4

should be ways to talk about it that will appeal to everyone. It’s time we flip the debate.”

Getting out in the community for discussions is something Arlington Republican chairman Jim Presswood said is doable. “We love talking to our Democratic friends,” he said.

Freitas, who has served in the General Assembly since 2016, is among those being mentioned as a possible Republican candidate to take on U.S. Sen. Tim Kaine (D-Va.), which may help to explain his dropping by for a 30-minute chat with Arlington Republicans.

Freitas, whose district voters went 62 percent for Donald Trump last November, said he was gratified that some are talking up a prospective candidacy, but that Republicans have to focus first on the 2017 statewide and legislative races.

Given the audience, and the fact that he skews conservative even by Virginia Republican standards, it’s no surprise Freitas dumped on Democrats. He said the party was interested in only four facts about any given individual – skin color, ethnicity, sexual orientation and income.

“You answer those four questions, they’ll tell you what victim group you belong to,” he said.

And he belittled those who swore they

Arlington Greens Opt to Support Independent McCullough SCOTT McCAFFREY Staff Writer

An independent candidate for County Board has picked up the endorsement of the Arlington Green Party.

Charles McCullough, an attorney who lives in Nauck, swayed the Greens to support his cause during a meeting in June.

John Reeder, who heads the party, called McCullough “a young progressive who will bring new ideas” to county governance.

Having started his quest in the spring with no campaign cash, no political infrastructure and no name recognition, McCullough is likely to have tough sledding against Erik Gutshall, who has the backing of the well-oiled Arlington County Democratic Committee campaign apparatus. Perennial candidate Audrey Clement is on the ballot as an independent; Republicans did not field a candidate.

Will support of the Green Party help?

The party takes credit for helping independent John Vihstadt win a County Board seat in 2014, although Vihstadt brought together a broad coalition that also included independents, Republicans and some disaffected Democrats.

In years when Greens have fielded candidates for County Board, the performance of their contenders generally have depended on the presence, or lack of presence, of a Republican on the ballot. When the GOP has fielded a candidate, Greenbacked contenders usually have been kept to single-digits on Election Day. But when there is no other challenger to a Democrat, the party has managed to pick up 30 percent, sometimes slightly more, of the total vote.

Gutshall, McCullough and Clement will square off in early September at the Arlington County Civic Federation debate, which serves as the unofficial start to the fall campaign.

Republican Banking on Countywide Help in Legislative Race: Could the dearth of candidates fielded this year by the Arlington County Republican Committee actually end up helping the lone local GOPer on the ballot?

That’s the aim of Adam Roosevelt, the Republican nominee taking on Del. Alfonso Lopez (D-49th).

Roosevelt told GOP rank-and-file on July 26 that if he can get countywide financial and volunteer support, he could upend Lopez, even though the district is seen as solidly Democratic.

“I don’t believe in ‘impossible.’ I am out there every single day. We’re going to hit every door with a positive message,” said Roosevelt, a first-time candidate.

The 49th District includes much of Arlington along Columbia Pike and points south, along with adjacent areas in Fairfax County. Two years ago, Lopez was unopposed for re-election, although 4.4 percent of the electorate cast write-in votes.

Arlington is carved up into four House of Delegates districts, but Lopez’s is the only one to have fielded a challenger. Dels.

Patrick Hope (D-47th), Rip Sullivan (D48th) and Mark Levine (D-45th) are unopposed.

Republicans this year have not fielded candidates for County Board or School Board, so when it comes to local races,

the 49th is the only one they have to focus on this fall.

Roosevelt is “running a real highenergy campaign,” Arlington County Republican Committee chairman Jim Presswood said. But the candidate has been hampered by anemic fund-raising that likely will prevent him from sending out campaign mailers to offset the large Democratic get-out-the-vote effort.

Roosevelt asked Republicans at the meeting to provide volunteer hours or financial contributions. “I want to ensure that all of you are involved in some way or form,” he said.

Highs & Lows THUMBS DOWN: To a proposal, no doubt well-meaning, from Arlington Public Schools staff to purchase a single-family home adjacent to Glebe Elementary School, tear it down and use the land as an emergency-vehicleonly access point to the school.

Call us fiscal reactionaries if you will, but given all the current and pending capacity needs the school system must contend with, spending $575,000 on this seems decidedly in the “nice-to-have” category rather than the “musthave” category. Student safety will not be endangered if the purchase doesn’t take place, and will be only marginally enhanced if it does.

School Board members are slated to vote on the matter on Aug. 17. It will be a very good test to

see whether board members simply talk the talk of pinching every penny, or will walk the walk of tough decisions.

THUMBS DOWN: To the way the county government threw a curve into the planning process for the new Lubber Run Community Center.

That timetable long had called for a County Board vote on the final concept design in September. At the (relatively) last minute, county staff proposed that board members instead vote in July.

(On a 3-2 vote, with Libby Garvey and Katie Cristol dissenting, the board opted to wait until September before taking action.)

We commiserate with those in the community who were infuri-

ated by the scheduling switcheroo, which even County Board members seem to agree was an error of judgment. And there is an argument to be made that the vote should have been returned to September, just on principle.

At the same time, we find it hard to disagree with board member Garvey, who noted that giving the OK to the concept plan in July did not mean everything was set in stone; board members long had planned to tie up loose ends on the plan in the fall, anyway.

We fear that some in the community will view pushing the vote back to September as reopening broader and contentious issues related to the design. If so, that could only lead to more community discord over the next six weeks.

Traffic-Calming Is a Net Plus for Residents Editor: Never felt the necessity, until now, to respond to one of your letters to the editor, but the premises of Chris Opciones [“Use Common Sense on Traffic-Calming Measures,” July 27] are so faulty, I feel I must.

Few drivers I have observed (and I live

on a street with multiple speed bumps) wildly accelerate and brake from 35 to 15 mph between bumps.

Most, like me, drive steadily at the usual speed limit of 25 mph in these areas, or slightly below that; I can’t believe carbon-dioxide emissions are significantly affected.

Removing the speed bumps would undoubtedly cause many drivers on these streets to drive at excessive speeds, endangering not only children, but also grandparents, such as Mr. Opciones.

Why the Double Standard on Regulating Noise?

Editor: In 2014, the Arlington County Board approved a new noise-control ordinance to comply with a 2009 court ruling. It changed from allowing no dog barking to permitting an “animal or bird to create a noise that is audible [up to] at least once per minute for 10 consecutive minutes.”

Yet the Arlington County govern-

ment continues to find it illegal to “sound a vehicular horn or other audible signal device except as an emergency warning signal.”

In other words, at any time, don’t use your fob to lock your car without disabling the horn accompaniment.

(I can attest that people are far more likely to let their dogs bark unimpeded than lock their cars repeatedly for 10

minutes at all hours.)

Who read this ordinance before passing it? Why have the majority of residents been “thrown under the bus” to the advantage of those dog owners who will not, or cannot, take responsibility for their dogs’ behavior?

Most Arlington students still have some time left before the 2017-18 school year begins. Not so for those at Barcroft Elementary.

Other Arlington students will be back in class Sept. 5. “A little bit of summer [is] left, so enjoy it while we have the time,” Superintendent Patrick Murphy said at the July 27 School Board meeting.

School Board Members to Mull PhoneIn Attendance: Arlington School Board members will be playing a game of catchup if, as is expected, they vote Aug. 17 on new rules that will allow board members to participate in official meetings electronically – if they meet certain criteria.

“We’re a bit behind. Other school boards do this, and it’s one we keep saying we’re going to get to,” School Board member Nancy Van Doren said at the board’s July 27 meeting, where the proposal was formally introduced.

The state legislature has provided enabling legislation, and County Board

members already have a similar version of the policy, which has been used this year by several members, including Libby Garvey, who has been recovering from kneereplacement surgery.

Under the School Board proposal, members would have to be away due to a personal issue, medical condition or disability to be eligible to participate by phone. Such participation would be limited to two meetings (per member) each calendar year.

Under the proposal, requests by board members to dial in will be routed to the board chairman (currently Barbara Kanninen) the day of, or day prior to, a particular meeting.

Should the chairman deny the request, a board member can appeal to the full body.

The requirement that a quorum – at least three of five members – would need to be present in person in order to meet would not change.

School-system staff has proposed purchasing the home at 1721 North Culpeper St. for $525,000, while setting aside an additional $50,000 for closing and demolition costs.

Currently, the only vehicular access to the school is via an easement from Capital Life Church, which funnels traffic to and from North Glebe Road.

If the home is purchased, the land would be used only for access by emergency vehicles, school officials said.

The prospective purchase drew some pushback during a public-comment session, in part because the school system

plans on spending nearly $125,000 more for the property than it sold for this past January, when a Falls Church-based investment firm purchased it for $403,655, according to county-government records.

John Chadwick, the school system’s assistant superintendent for facilities, said the purchase made sense, since the school system has no vehicular access outside the church easement.

“It would not work as a main entrance . . . but it does allow us that emergency access, and pedestrian access, as well,” Chadwick said of the proposal.

Funding would come from the school system’s capital-reserve fund.

began volunteering with the Arlington Food Assistance Center (AFAC) in mid1990, the organization was serving about 90 families per week.

Fast-forward to 2017, and on a typical week, AFAC will provide needed groceries to 2,000 or more.

Despite the growth, “we never once had to turn away a client because we didn’t have the resources – that is a testament to the community of Arlington,” Lee said when, on July 25, he accepted the first Lifetime of Service Award presented

by Volunteer Arlington.

Lee represents “an example of a life lived for his community,” said the Rev. Dr. Leonard Hamlin Sr. of Macedonia Baptist Church, who presented the honor during a celebration of volunteerism held at the National Rural Electric Cooperative Association conference center in Ballston.

“He genuinely is interested in and cares for AFAC clients, for client dignity,” Hamlin said, and “always goes above and

Lee said he would accept the award on behalf of all Arlington Food Assistance Center volunteers. “They are some incredible people,” he said.

The rate represents the total amount of real estate and personal-property tax unpaid. In the most recent fiscal year for which figures are available, approximately $830 million flowed through the treasurer’s office, with about $2 million delinquent – most of it on the personalproperty-tax side of the ledger, and most of that from unpaid taxes on vehicles.

The effort to reduce Arlington’s delinquency rate began with the election of Frank O’Leary as treasurer in 1983. Inheriting a rate that totaled upward of 8 percent, O’Leary and his successor de la Pava have applied both the carrot and the stick to collect funds.

After announcing the 2017 goal of 0.22 percent last August, de la Pava said she had considered asking the staff to shoot for 0.23 percent, but decided to make the target a little more challenging.

“They seem to do whatever we put in front of them,” de la Pava then said of her compliance staff.

Once the announcement of the 2017 rate is made, de la Pava will set her office’s goal for 2018.

Distribution of New County Tax Decals Is on the Horizon SCOTT McCAFFREY Staff Writer

The 2017-18 Arlington County tax decal is beginning to make its appearance on windshields across the community, with most vehicle owners set to have them in hand by the end of the month.

The Arlington treasurer’s office began distributing the decals to newly registered vehicles on July 1, Treasurer Carla de la Pava told the Sun Gazette. For those owning existing vehicles, decals will be included in tax bills that are slated to go out Aug. 21, she said.

A photo montage featuring the David M. Brown Planetarium bathed in the light of a full moon is the centerpiece of the new car decal, selected in a community vote that featured record turnout.

“It’s an iconic part of Arlington,” said Wakefield High School student Amy Kohan, when her depiction of the planetarium was selected in January from among more than 200 submissions by Arlington high-schoolers.

Kohan’s design will be displayed on a total of 160,000 vehicles garaged in Arlington. While decals have been phased out by some Virginia jurisdictions, de la Pava says they remain a vital enforcement tools that help the treasurer’s office keep delinquency rates low and pull in $80 million in personal-property-tax revenue per year.

The planetarium, which was constructed in the 1960s, memorializes David M. Brown, a 1974 Yorktown High School graduate who went on to earn a medical degree, serve as an officer in the U.S. Navy and become an astronaut. Brown was among those killed in the February 2003 crash of the Space Shuttle Columbia as it re-entered the Earth’s atmosphere.

When the county school system nearly a decade ago proposed closing the planetarium, the community rallied to keep it alive, and it has prospered under a private-public partnership.

The planetarium’s future appears safe for the short term, but could fall victim to Aug. 5 since areneed closed on Augu the county school we system’s for additional space. The adjacent Arlington Education Center is being repurposed into a small high school, and any future expansion of that facility could encroach on the planetarium’s nearby footprint.

Local Intersection Upgrade Will Aid Disabled Veteran BRIAN TROMPETER Staff Writer

Motorists and pedestrians for years have faced a tough time negotiating the oddly angled intersection of Old Dominion Drive, Linway Terrace and Birch Road in south McLean.

But imagine how much harder it would be to do so as an Army veteran badly wounded by a sniper’s bullet a decade ago in Iraq.

Retired U.S. Army Capt. Patrick Horan suffered brain damage, hearing and vision loss and neurological problems after being shot in the head in Baghdad in

Horan and his wife, Patricia, moved to their house in the 6400 block of Old Dominion Drive in McLean in 2012 and were dismayed by how hard it was to access buses at the road’s crossing with Linway Terrace and Birch Road.

The intersection’s former westbound bus stop was located on a mall patch of poorly mown land right near the rushing traffic. Patricia Horan called the bus stop the “Island of Death.”

The Fairfax County Board of Supervisors on July 9, 2013, authorized a series of intersection and pedestrian improvements at the crossing.

The $400,000 project, paid for with revenues from the county’s commercialand-industrial tax, should be completed in August, apart from some traffic-signal work that must be performed by the Virginia Department of Transportation.

Work crews from D&F Construction Inc. were busy at the site when the Sun Gazette visited the site on July 19.

On a map, the intersection resembles tree branches sprouting up from Birch Road in the south and ending with a Yshaped terminus at Linway Terrace.

Old Dominion Drive, a key thoroughfare also designated Route 309, runs eastwest directly through this, connecting Arlington and McLean.

Patrick Horan ventures out into the world with the aid of a service dog named Wilson, who wears a high-quality leather harness crafted by a saddle maker.

The 90-plus-pound black Labrador has a sleek coat, a bowling-ball-sized head and an intimidating physical presence, but

actually is quite gentle and curious about visitors.

Horan, who will turn 45 in August, is undergoing physical and cognitive therapy and uses an electrical neuroprosthesis device on his right knee to walk, but given the nature of his wounds, his recovery is borderline miraculous.

He has no memory of being shot and has not experienced a seizure in the last five years.

“The brain is an incredible thing,” Horan said.

Police determined that 81-year-old Masao Matsumoto had killed himself after killing 82-year-old Terry Lynn Matsumoto. Police said the event was an isolated incident with no indication of a larger threat to the community.

ROBBERY: n On July 19 at 8:38 p.m., officers responded to the 2400 block of Jefferson Davis Highway for a report of an assault.

Officers determined that an employee was assaulted after confronting two individuals attempting to steal merchandise, police said. The suspects then fled with the items, police said.

The first suspect is described as a black male, in his 50s, 5’7” to 5’11” tall, 200 to 250 pounds. The second suspect is described as a black male, in his 30s, 5’5” to 5’8” tall, 180 to 200 pounds.

ELUDING: n On July 15 at 12:13 a.m., an officer on patrol noticed a vehicle driving in the 1800 block of North Dinwiddie Street without headlights.

According to police, the officer acti-

vated her emergency lights to conduct a traffic stop, then the male occupant of the vehicle got out and fled on foot. Units responded but did not apprehend the suspect.

Warrants were obtained for possession of cocaine, driving on a revoked license, eluding and contributing to the delinquency of a minor, police said.

MISSILE INTO OCCUPIED DWELLING: n On July 26 at 12:38 a.m., police responded to the 5100 block of 8th Road South for a report of a burglary in progress. Upon arrival, it was determined that an individual threw a rock into a window of the residence.

INDECENT EXPOSURE: n On July 24 at 10:37 a.m., a woman told police that a man had pulled his vehicle alongside her in the 3500 block of 2nd Street South and exposed his genitals.

The suspect is described as an Hispanic male, in his late 20s. He fled the scene. n On July 26 at 11:30 a.m., a reporting party allegedly saw a man masturbating in his vehicle near the intersection of Wilson Boulevard and North Rhodes Street.

The suspect – 37-year-old Otman El Garras of Burke – was arrested and charged with obscene sexual display.

n Sometime between July 13 and July 18, a home in the 1900 block of North Cleveland Street was burglarized. Items of value were stolen. n Sometime between July 19 at 11:30 p.m. and July 20 at 7 a.m., a home in the 900 block of North Edgewood Street was burglarized. Items of value were stolen. n Sometime between July 19 at 2:16 p.m. and July 23 at 6:08 p.m., a home in the 1800 block of North Lynn Street was entered. Personal items of the resident were moved, but nothing was reported missing. n On July 21 at 1:24 a.m., a tenant living in the 800 block of 22nd Street South contacted police after hearing footsteps in the attic.

Responding officers located a suspect – 60-year-old Anthony Jones of no fixed address – who was arrested, charged with unlawful entry and held without bond. n On July 21 at 7:02 p.m., police responded to the 2600 block of North Pershing Drive for a report of suspicious certumstances.

Police determined that a window had been tampered with, but entry had not been gained.

LARCENY FROM AUTO: n Between July 25 at 10 p.m. and July 26 at 6 a.m., at least seven vehicles were entered in the 4400 block of 31st Street South. Airbags were stolen.

The case occasionally has resurfaced as Robertson has worked to keep it in the public eye. Media attention related to the donation will shine a spotlight on it again.

At the time of his death, Zeller had been traveling home from his job at a car dealership in Maryland. Like many members of his family, he had served in the military, including a stint in Iraq with the U.S. Army’s 82nd Airborne Division.

The 2006 murder of 24-year-old Paul Zeller in Pentagon City has remained unsolved, and family members acknowledge closure might never come.

But they have made a decision to ensure that other Arlington crimes will successfully be closed.

The family donated the $5,000 that had been in a reward fund for Zeller to Arlington County Crime Solvers, which will use it to provide money to tipsters who help close cases.

“I appreciate the work you and your group group [are] doing,” Lydia Robertson, Paul Zeller’s sister, told Crime Solvers president Andres Tobar during a ceremony held July 28 at Washington Workplace in the Columbia Pike corridor.

“We really hope [the contribution] has an impact on the community,” Robertson said, “to help others get through their tragedies.”

Virginia Beach tops a new ranking of the best large cities to live in, as it combines relatively high scores across a number of subject areas.

The city ranked tops among the nation’s 60-some largest in a new survey

by Wallethub, which looked at 50 key indicators ranging from quality of local schools to availability of good jobs to tax rates.

Seattle was second in the ranking, followed by Pittsburgh, San Diego, Colorado Springs, Austin, Minneapolis, Las Vegas, Denver and San Jose.

Virginia Beach ranked second overall in safety and third in both affordability and quality of life, while scoring lower in several other areas, ranking 22nd in economic strength and 43rd in education and health.

According to experts, finding a community to call your own depends on a variety of factors.

People who relocate solely because the cost of living was cheaper or they could make more money in a new place often end up unhappy, said Jason Luger, a lecturer in city and regional planning at the University of California-Berkeley.

“There are so many other factors that impact quality of life in a particular place, from schools and recreational opportunities to overall culture and vibe,” Luger said. “Smaller, less-expensive markets are often populated with people with different world-views than larger, more expensive metro areas.

Those thinking about moving need to do their research and be honest with themselves, said Derek Stimel, a lecturer in the department of economics at the University of California-Davis.

“Thinking about a couple of different locations to move to, rather than just one, can be helpful in allowing for a more complete reflection on alternatives and trade-offs,” he said. “In weighing different areas against each other, you should think not just about whether they will fit your criteria now, but whether they will continue to.”

“Definitely visit before moving,” added Patrick McNamara, a professor of political science and international affairs at the University of Nebraska at Omaha. “Wander off by yourself and check out the vibe of the community. This will tell you more about whether you want to move there than any job interview can.”

Transportation Notes IF YOU CAN AVOID FEES, AVERAGE AIRFARES ARE DOWN: For those who

managed to avoid pesky add-on fees charged by airlines, the first quarter of 2017 proved to be an inexpensive time to fly, both from the local region and nationally.

New data from the federal Bureau of Transportation Statistics pegs the average domestic round-trip airfare during the first three months of the year at $352, the lowest (when adjusted for inflation) since the survey began in 1985.

The 2017 total was down from the previous low of $370, recorded last year, and was more than 28 percent below the highest first-quarter, inflation-adjusted fare of $491 reported in 1999.

Data come from a sampling of approximately 10 percent of domestic trips taken during any reporting period.

The lower airfares are the good news; the bad news is that they do not include extras, from checked baggage to priority seating. Many of those fees used to be bundled into the ticket fare, but are now priced à la carte.

A single checked bag, for instance, often adds $25 to $35, each way, to the cost of a journey. (It added up to $1 billion in airline revenue on domestic flights in the first quarter, according to government data.)

Trying to compare airfares over various historical periods can be tricky business, because carriers, routes and the overall level of competition at any given airport can change over time.

How can these factors impact the data?

At Washington Dulles International Airport, for instance, inflation-adjusted fares were lower than today in the early 2000s, when now-defunct Independence Air was competing against United Airlines in a fare war at the airport.

Fuel costs also are a major factor: Since 2000, airlines have paid an annual average of anywhere from 69 cents (2002) to $3.17 (2013) per gallon of aviation fuel.

The average cost was $1.46 in 2016 and for the first five months of 2017 was $1.65.

Locally, year-over-year airfares in the first quarter followed the trend downward: • At Ronald Reagan Washington National Airport, the average airfare in the first quarter was $340.36, down from $352.29 a year before.

• At Dulles, the average airfare of $439.98 was down from $469.85.

• At Baltimore-Washington International Thurgood Marshall Airport, the average airfare of $313 was down from $334.84.

For the region as a whole, counting all three airports, the average airfare of $349.21 was down from $367.11.

Ahern is a community “rock star” for her service, said Betsy Frantz, CEO of the Leadership Center for Excellence, which a year ago took over volunteersupport efforts from the Arlington County government.

The age of honorees spanned a half-century; the youngest, Molly Byrne, was presented with the Youth Volunteer Service Award for her work with the therapeutic-recreation program at the Langston-Brown Community Center.

“I’m so grateful for the opportunity,” Byrne said of volunteering. “I’ve so loved the past three years; I truly can’t wait for many more.”

The awards celebration, which drew about 200 people to the National Rural Electric Cooperative Association conference center in Ballston, was a chance to celebrate the (almost)

one-year anniversary of Volunteer Arlington’s transition to a community-based program, as well as laud those who are aiding social-safety-net organizations countywide.

“It’s been an amazing year,” Frantz said. “We are a better community because of the nonprofits. It’s the underpinning of all healthy communities.”

Volunteer Arlington is overseen by Lisa Fikes, who said the local effort has been aided during its transition year by support from neighboring Volunteer Fairfax and Volunteer Alexandria. Those organizations “have been so supportive of our mission,” she said.

Among those on hand to share in support of volunteerism were County Manager Mark Schwartz, County Board members Katie Cristol and Christian Dorsey, and a host of advocates, including Rev. Dr. Leonard Hamlin Sr. of Macedonia Baptist Church.

Cristol, the County Board’s vice chairman, said after the event that volunteerism is an important component to making Arlington the place it is. “Government actually can’t build a community,” she said.

Also taking home awards during the evening were Sara Santner, who volunteers teaching citizenship classes to immigrants through the county government.

So, too, did the volunteer corps at PRS CrisisLink, which pro-

vides 16,000 hours of service annual to support those going through crises.

Bloomberg BNA was honored for its ongoing partnership with the Arlington Food Assistance Center.

“AFAC plays such an important role in the community,” said Jean Lockhart, chief of staff of Bloomberg. “Our employees are truly able to have an impact where they live and work.”

The event also paid homage to the scores of county residents who donated more than 100 hours of service volunteering

over the past year. Combined, that contingent contributed more than 37,000 hours.

Those who might still be doubtful about the importance of giving back should just speak with volunteers, Fikes said.

“Ask them how they do what they do, what energizes them,” she said. “There is power to giving to others, power in caring.

There’s magic that happens when a need is filled.”

In the San San Pond Sak wetlands, on the Caribbean coast of Panama, Machion and her group participated in a multi-day service project to help the endangered leatherback sea-turtle population, “I really liked talking to the locals because I got to practice my Spanish,” said Sydney. “And the community service project, it was hard but I felt really accomplished afterwards.”

With a 5-0 record, the Arlington Forest Tigers diving team won the Division 3 summer championship of the Northern Virginia Swimming League.

DIVING ROUNDUP Arlington Forest capped the perfect season with a 42-29 victory over Hayfield in its final meet.

The 5-0 record completes a turnaround from a year ago, when Arlington Forest was 0-5 in Division 1.

Top divers this summer for Arlington Forest were Addison Hans (freshman girls), Alex Hans (freshman boys), Charlotte Weir (junior girls), David Alves (junior boys), Ava Smialowicz (intermediate girls), Christine Siegal (senior girls) and Justin Clark (senior boys).

The two Arlington Senior Babe Ruth baseball teams participating in Southeast tournaBASEBALL Regional ments finished with 1-2 records and were eliminated after pool-play competition.

Both teams won district and state championships to qualify for region play.

At the 13-under regional tournament in Ocala, Fla., Arlington lost to Lawenceburg, Tenn., 8-6; blanked Greenville, N.C., 5-0; then fell to Sarasota, 4-3, on July 28.

In the win over Greenville, James Tallon (six innings, nine strikeouts) and Bobby McDonough combined for the shutout.

(one RBI) and Ketz Murray each had two hits. Arlington had eight hits and scored five runs in the top of the sixth inning.

In the see-saw game against Lawenceburg, errors hurt Arlington. Murray started on the mound and fanned four in five innings.

Against Sarasota, the score was tied at 1 after three innings, then Sarasota led, 41, entering the bottom of the fifth, when Arlington scored twice. Landon Thomas had two RBI for Arlington and McDonough pitched a complete game with two strikeouts.

The Arlington 15-unders held off South Orlando, 11-8, in their first game behind 11 hits in Greenville, N.C. “We managed to survive,” Arlington manager Mike Krulfeld said. “We put together some timely hits to drive in runs

and we got some key pickoffs on defense.

We walked too many batters. We didn’t play well but notched a win, and that’s a good day at the region tournament.”

Arlington catchers picked off and threw out runners.

Neil Carroll had three hits and two RBI, Will Porter had two hits and Miles Rusco had four RBI for Arlington.

Will Fineman pitched five innings, and Josh Jones closed.

In its second game, the 15s had just four hits and made three errors in a 9-2 loss to Nash County, N.C. Hunter Spicer and Miles Rusco pitched.

Arlington lost to Tallahasse, 12-2, in five innings in its third game, getting just three hits.

The region tournament ended the summer seasons for the teams.

Its three Arlington Senior Babe Run all-star teams under the age of 15 have won scads of district tournament championships as the proof – including two this summer.

At states, Arlington teams have been very strong, winning two titles last month, nine overall since 1999, with a number of seconds and thirds, including one this year. The teams also make competitive showings at regionals, as was the case this summer.

What are the reasons for success?

There are more than one.

Mainly, while summertime travel baseball teams have attracted many of the top players from rival Babe Ruth leagues Vienna, Great Falls, McLean and Springfield, significantly weakening those programs, Arlington has managed to keep its core players, keeping its teams strong.

Arlington loses a few players to travel, but nothing like the mass defections of other leagues.

Vienna, McLean and Great Falls teams used to be like Arlington, regularly winning district and state Babe Ruth crowns. Now, such titles are few and far between. Those leagues sometimes struggle to even field teams.

Arlington all-stars certainly have taken advantage of the decline of their local rival leagues.

Another reason is coaching. Led by longtime managers Mike Krulfeld (and Pat Tarr before him) and coach Steve Kouril, Arlington Senior Babe Ruth has kept some top coaches in the program, while adding others like Dan Pototsky this summer. Krulfeld (15under) and Pototsky (13s) managed their teams to state championships in July. That’s six state titles for Krulfeldled teams, most at 15-under level, and nearly a dozen district titles.

There should be more to come in years ahead for Arlington teams.

Washington Golf Divers Add Yet Another Championship

For the 20th straight year, the Washington Golf and Country Club diving team is the champion of the Country Swimming and DIVING Club Diving Association, recording a 6-0 record this season, then winning the league-wide title with a 128.5 point total, with Manor second with 84.

In dual meets, Washington Golf defeated Bethesda, Congressional, Manor, Chevy Chase, Kenwood and Army Navy under the direction of Amy Kress, who has been the team’s coach for 22 years.

Since 1970, Washington Golf has won 22 league diving titles.

Three of four relays also were won by Lightning swimmers. n Weathering threatening rain and cool temperatures, the Arlington Forest Tigers completed their season with a strong showing at the Northern Virginia Swimming League’s Division 7 July 29 at Orange Hunt pool in Springfield.

individual medley, David Gallion in the 15-18 boys fly, Eli Martin in the 11-12 boys IM and Emmy Gallion in the 1314 girls IM and back stroke, where she is seeded first.

NOTICE OF PROPOSED CHANGES TO WORKERS' COMPENSATION INSURANCE RATES CASE NO. INS-2017-00059 The National Council on Compensation Insurance, Inc. ("NCCI"), on behalf of its member insurers, has applied to the State Corporation Commission ("SCC") for approval to change voluntary market advisory loss costs and assigned risk market rates and rating values for new and renewal workers' compensation insurance policies becoming effective on and after April 1, 2018.

NCCI proposes advisory loss costs that its members may use along with their own expenses and profit and contingency factors in establishing rates for policies written in the voluntary market. The proposal would change the overall average pure premium level for the voluntary market as follows: Industrial classifications: 1.1% increase "F" (Federal) classifications: 9.7% increase Coal classification 1005: 16.0% increase Coal classification 1016: 16.0% increase NCCI proposes the following changes to the overall average rate level for the assigned risk market: Industrial classifications: 5.0% increase "F" (Federal) classifications: 10.8% increase Coal classification 1005: 17.7% increase Coal classification 1016: 17.3% increase Information filed by NCCI in support of its proposals, including the exact assigned risk rates and advisory loss costs for individual classifications, which will vary by classification and may be higher or lower than the overall changes stated above, may be seen at the SCC's Bureau of Insurance or the SCC's Office of the Clerk, both of which are located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219.
