Monty Hall may have ascended to that great game show in the sky back in September, but it likely still will be “Let’s Make a Deal” time as the General Assembly in early 2018 considers transportation measures.

Members of the Arlington County Board and Arlington legislative delegation seem to agree that a united local front on transportation and transit must be coupled with flexibility in working with legislators from other parts of the commonwealth.

“They may be different transportation issues, but we all have transportation issues,” County Board member Libby Garvey said as local leaders on Nov. 30 met with six of the seven members of the Arlington delegation.

Once lawmakers convene in Richmond, “we’re going to have to do deals” to win support for transportation issues important to the region, said state Sen. Janet Howell (D-34th), the senior legislator representing Arlington.

Northern Virginia localities will be pressing for more, and dedicated, funds for transit. The Hampton Roads area has its own set of asks lined up for the 2018 session. And other corridors of the commonwealth each have their own interests.

“There’s nothing more important than all of us working together,” County Board Chairman Jay Fisette said.

Westover Effort Honored with ‘Bozman Award’ Allliance for Housing Solutions Lauds Work of Two Non-Profits, a Civic Association SCOTT McCAFFREY Staff Writer

A coordinated, cooperative effort to retain affordable housing over the long haul in Westover has been honored by the Alliance for Housing Solutions.

The Arlington Partnership for Affordable Housing (APAH), Arlington Street People’s Assistance Network (A-SPAN) and Westover Village Civic Association were jointly presented with the 2017 Ellen M. Bozman Award at a Dec. 3 ceremony held at Unitarian Universalist Church of Arlington.

The effort to preserve affordable housing in the neighborhood was launched in 2016 after several older, market-rate-affordable apartment complexes were razed for redevelopment. So far, the initiative has led to purchase of 68 apartment units, which will be renovated and maintained at affordable rates for decades.

“We’re very proud of having been able to jump in quickly,” said APAH CEO Nina Janopaul, whose organization found funding from a variety of sources to pay for the purchases and renovations.

The initiative was “something really unique” and will serve as “a model going forward,” said A-SPAN CEO Kathy Sibert. Her organization will provide services

to residents of the preserved units, which will include eight apartments for those transitioning out of homelessness.

What had the potential of becoming a contentious community battle in a neighborhood that straddles Washington Boulevard in western Arlington was calmed by efforts of the local civic association, which gathered feedback and provided

input as efforts moved forward.

“We’re really proud to be here, partnering with APAH and A-SPAN,” said Lisa Garcia, secretary of the civic association.

“We love having this mix of people and really feeling like a neighborhood. We’re really excited.”

The annual award was named in honor of the late Ellen Bozman, a 24-year vet-

eran of the County Board and one of the founders of the Alliance for Housing Solutions.

Despite some progress in stemming the loss of affordable-housing units in Arlington, “there’s a lot of work for all of us to keep at,” said Mary Margaret Whipple, the alliance’s board president.

The buffet-style recognition ceremony proved a somewhat melancholy event, as the Alliance for Housing Solutions in recent months has lost of number of its most cherished supporters. Among those who have died: Jim Shea, Rev. Gerard Creedon and Ellen Bozman’s husband, Bill Bozman.

“It’s kind of the end of an era,” said Whipple, praising “these amazing members of the community” for their service.

Democrats on the Hunt for a New Chairman Two Contenders Emerge to Succeed Malinosky, Who Has Served 4 Years SCOTT McCAFFREY Staff Writer

The Arlington County Democratic Committee’s second-ranking officer will face off against the party’s deputy chair of precinct operations in the race to succeed party chairman Kip Malinosky, who will depart the post in January after four years.

Steve Baker and Jill Caiazzo formally launched leadership bids at the party’s Dec. 6 meeting, each promising to build on past success while taking the county’s dominant political organization in innovative directions.

Caiazzo, who is the party’s No. 2 for precinct operations and served as a cochair of the 2017 Democratic Joint Campaign, said she would use the leadership post to “look beyond business as usual” and “fight for the values that make Arlington great.”

“I am so proud to be part of this great team,” said Caiazzo, who is looking to the party’s grass roots rather than its leadership for her support.

Baker, who serves as deputy chairman and has managed a number of countywide political campaigns, said he had the

experience to get the job done.

“I will lead by listening first,” Baker said, promising to “cultivate the best people with the best ideas.”

“We must reach out to our younger voters,” Baker said, and provide “a higher level of outreach to all communities in Arlington.”

The party will choose its next leader – plus a host of other steering-committee positions – on Jan. 10. Members of the Democratic leadership, including all precinct captains, will be eligible to vote, but under party rules the balloting is not open to the rank-and-file.

Among those backing Baker is Charley Conrad, a veteran party activist.

Baker is “a workhorse, showing up everywhere and doing everything,” Conrad said.

Among the boosters of Caiazzo is Carol Fontein, the party’s precinct-operations chair.

“What an incredibly hard worker,” Fontein said of Caiazzo. “She brings the skills that we will need going forward. She brings new ideas and fresh thinking.”

chairman, and was re-elected in 2016.

“I don’t plan to fade away, but definitely it’s the time to give up the microphone,” Malinosky said at the Dec. 6 meeting, held at the Fairlington Community Center.

“I feel really good about whoever is going to replace me,” he said. “We have two outstanding candidates.”

Under rules of the Democratic Party of Virginia, local affiliates must reorga-

nize every other year. Perhaps the biggest challenge for Arlington Democrats in 2018 will be defeating independent County Board candidate John Vihstadt, who won elections in 2014 to end a 15-year Democratic monopoly on board seats.

The Arlington County Republican Committee also will hold a reorganization near the start of the year. Party chair Jim Presswood is expected to be re-elected.

States in addition to Virginia that have not ratified the amendment: North and South Carolina, Florida, Georgia, Alabama, Mississippi, Arkansas, Louisiana, Missouri, Illinois, Oklahoma, Arizona and Utah.

Nevada ratified the constitutional amendement earlier this year, becoming the first state to do so since 1977.

Virginia law gives the legislature the power to pass federal constitutional amendments without going to the voters, something that is required for state constitutional amendments.

Some supporters of the measure say the congressional time limit on passage of the ERA is not enforceable, although if that turns out to be the case, it’s possible some states that ratified the measure decades ago could rescind those actions.

Lopez offered no opinion on whether that might happen.

At the end of the day, it perhaps is all about symbolism. But there is some precedent for that in the Old Dominion.

Even though the 19th Amendment to the U.S. Constitution, which gave women the right to vote nationwide, took effect in 1920 without Virginia’s imprimatur, the General Assembly ultimately voted in sup-

port of it in the 1950s – about the same amount of time that has passed since the ERA’s ratification deadline expired.

Legislative Hearing Draws Single Speaker: Members of the Arlington County Board could have counted on one hand the number of people showing up to testify at their public hearing on priorities for the 2018 General Assembly session.

And still had four little piggies left over.

A lone resident – Bernie Berne – braved the late hour on Nov. 28 to offer his opinions on the draft legislative package, to be acted upon by County Board members in December.

Berne had two quibbles: • A proposal seeking authority from the legislature for localities to tax singleuse plastic and paper bags was half right and half wrong, he said.

“Plastic bags are bad. Paper bags are not,” Berne said. “Get rid of the paperbag thing [in the package]. It’s a loser.”

• A request of the legislature to allow Arlington to rename its portion of Jefferson Davis Highway is divisive, Berne said.

“Don’t mess with it,” he said. “Don’t erase history.”

Could Equal Rights Amendment Have New Lease on Life?

Could Virginia end up ratifying the federal Equal Rights Amendment after all? It may still GENERAL be a longshot, ASSEMBLY but much less of one in 2018 than in previous sessions of the General Assembly.

Del. Alfonso Lopez (D-49th) is among a number legislators who have introduced, or plan to, resolutions providing for ratification of the federal constitutional amendment, which died in 1982 when it failed to secure support by the requisite number of states.

“It’s important that Virginia takes this step,” Lopez said in an interview. “We need to be in a state that says the ERA is important.”

The delegate said he also had a personal attachment to the issue.

“I put [the bill] in to honor my mom.

She fought tooth and nail on this in the 1970s,” Lopez said, recalling an instance where his late mother carried him to a White House rally attempting to boost fortunes of the amendment.

Previous efforts in recent years have seen ERA-ratification measures get out of the state Senate only to die ignominiously in subcommittees of the House of Delegates.

But Democratic pickups in the lower house of the legislature – and the remote but still plausible possibility that the party will end up controlling it for 2018 – could make ERA ratification more than just an exercise in symbolism.

The wording of the ERA is either broad or vague, depending on your view of it: “Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex.” The amendment also delegated to Congress the power to enforce it.

The measure was introduced in Congress every session from 1923 to 1972, when it passed and was sent to the states for ratification.

The original seven-year ratification deadline set by Congress was later extended by three more years, but the clock ran out in 1982.

Initially seen as almost assured passage by the three-fourths of states as mandated in the Constitution, the measure hit headwinds by the mid-1970s.

Average Weekly Wage Posts an Increase Those who are employed within Arlington’s boundaries earned the seventh highest weekly wage among the nation’s 346 largest counties in the first part of the year, according to new federal figures.

The average wage of $1,609 weekly for those employed in Arlington (no matter where they live) compares to a national average wage of $1,020 in the first quarter of 2017, according to data reported Dec. 5 by the federal Bureau of Labor Statistics.

Arlington’s weekly wage was up 3.3 percent from a year before, slightly ahead of the 3.2-percent national increase, based on data that covers about three-quarters of all workers across the U.S. Three California counties reported

the highest weekly wages for the quarter: Santa Clara ($2,392), San Mateo ($2,093) and San Francisco ($1,941). Rounding out the top 10 were New York County (Manhattan), N.Y. ($1,907); the District of Columbia ($1,675); Suffolk County, Mass. ($1,651); Arlington; Fairfax County ($1,542); Morris County, N.J. ($1,525); and Middlesex County, Mass. ($1,522).

Of the 346 largest counties, 325 had year-over-year increases in average wages, while 19 posted declines. The remainder showed no change.

Fairfax County’s average weekly wage was up 3.5 percent, according to the data.

Among other jurisdictions in Virginia, average weekly wages for the first quarter of 2017 were $1,389 in Alexandria, up

3.1 percent; $1,165 in Loudoun County, up 2.6 percent; $1,087 in Richmond, up 3.3 percent; $1,029 in Norfolk, up 5.8 percent; $975 in Newport News, up 7.4 percent; $972 in Henrico County, up 1.7 percent; $880 in Prince William County, up 2.4 percent; $862 in Chesterfield County, up 2.5 percent; $806 in Chesapeake, up 1.9 percent; and $786 in Virginia Beach, up 3.8 percent.

(Alone among the 50 states, Virginia cities also are included in the ranking, because they are independent from the counties adjacent to or surrounding them.)

The measure had been introduced by U.S. Rep. Al Green (D-Texas), and was denounced as “pathetic” by a White House spokesman.

In the end, 238 Republicans and 126 Democrats voted to kill the measure, with 58 Democrats voting to move it forward, according to a tally reported by the Associated Press.

Our View: On I-66, a Mixed Verdict for VDOT With the first week of operation of the Virginia Department of Transportation’s tolling effort on Interstate 66 in the history books, it’s time both to castigate and defend the transit agency.

First, because it’s more fun, the castigation.

We’re hard-pressed to remember any time, during all our coverage of the planning for the implementation of tolling, when any VDOT official or local transportation planner happened to mention that the top fee for single-occupant vehicles entering the roadway at rush hour would be unlimited.

Maybe they did, but if so, it sure was mumbled, because all anybody seems to remember about fees is the pronouncement that it’d peak at about $9 per ride. Of course, the actual number has, at times over the past week, been more than four times that amount.

It would have behooved VDOT to have stated, early and often, that dynamic tolling means just what it says: When traffic gets congested, the prices go up, up, up until prospec-

tive drivers give up, up, up and opt for another way to get from Point A to Point B at that very moment.

And that transitions us to our defense of VDOT. As part of the toll plan, state transportation officials promised the carpooling users of the highway (who ride for free at rush hour) that they’d not be stuck in gridlock. And so far, that promise seems to have been kept, as average speeds have been close to, or above, the posted speed limit during tolling hours.

Were state officials to set an artificial cap on toll rates (pick your poison: $5? $10? $20?), the result almost inevitably would be congestion. There’s simply no way to get around the basic laws of supply and demand.

Our verdict is a split decision: VDOT is doing the right thing by letting tolls rise to the stratosphere, if needed, to keep rush-hour traffic moving, but did a poor job of communicating this reality to the driving public over the months – actually, years – it has been prepping the plan.

Del. Lopez No Champion for Immigrants Editor: Recent coverage from the Richmond Times-Dispatch and Telemundo around La ColectiVA’s campaign against Del. Alfonso Lopez (D-49th) regarding his direct ties to Immigration Centers of America (ICA) has forced him to respond.

La ColectiVA, along with several migrant-rights organizations, leaders, community members and allies, do not accept his statement. As a delegate who claims to a “champion” for migrant rights, it is 100-percent unacceptable to be working, either directly or indirectly, with the largest immigration-detention center in Virginia, ICA-Farmville, which has the capacity to detain up to 851 migrants daily.

We urge Del. Alfonso Lopez to cut all ties to ICA, to publicly apologize to the migrant community and to reinvest money made from his work with ICA to pay reparations in the form of a bond fund for those stuck in detention.

It is now, more than ever, that the migrant community looks for leaders who strongly oppose the relentless attacks of local and federal administrations and

who uphold their values. Del. Lopez’s history of progressive immigration bills has been thanks to the hard work and support of the same organizations disgusted by Lopez’s ICA ties. While his overall progressive agenda is commendable, it is nonetheless overshadowed by the fact that he still profited at least $15,000 from the incarceration of migrants.

For far too long, private prison companies have traded people’s lives for profit in the mass-incarceration system.

Their shameful financial incentives have stripped people of their dignity, leaving a trail of abuse in their wake.

Yet despite this, Lopez began to do “federal consulting” for ICA in 2014 and continues to do so to this day.

From the time Lopez started consulting for ICA to this year, Farmville’s average daily population of migrants in detention has grown by almost 200 people.

Now the detention and deportation machine that Lopez has contributed to has been handed over to an outright racist administration. The current administration has endangered the Deferred

Action for Childhood Arrivals and Temporary Protected Status programs, putting millions of more migrant lives at risk of detention and deportation.

ICA-Farmville is a direct threat to the very lives Lopez claims to “champion.”

La ColectiVA has met with Del. Lopez and his staffer several times to express our outrage and to demand that he cut all ties with ICA. These attempts have been fruitless. He gave us a myriad of excuses, none of which justify how his relationship with ICA began or why it has continued for so long. He sees no wrongdoing in working for a detention center that feeds off the migrant community.

It is essential to have people of color in office, but when their practices or policies harm our families, we must hold them accountable.

Del. Lopez is not a champion for migrant rights. It is time for him to truly stand up and fight to protect the migrant community, but he cannot do so while directly working towards their incarceration.

Editor: The Arlington County government and school system have been following a trend of poor spending choices in the past few years. Most noticeably, the purchasing of laptops for the incoming freshman classes.

This money instead could have been used to aid struggling families, similar

to how the money allocated to the Long Bridge Park aquatics center could be.

It is my opinion that this is another facet of what appears to be an intentional move to segregate the community.

During the fall of my senior year, there was a vote to reorganize highschool boundaries, which would have the direct effect of lumping minorities

into the already crowded school that is known for its statistically-significant minority population.

I view this as a direct effort to maintain the status quo by members of the local government to hold on to the power they already have.

of Arlington has been awarded the Leonardo da Vinci Space Safety Award for Lifetime Achievement, the highest accolade of the International Association for the Advancement of Space Safety.

The award was presented at the ninth annual Conference on Space Safety, held in Toulouse, France.

During a lengthy career, Pelton has worked at NASA and the Communications Satellite Corporation, served as director of strategy planning for Intelsat and headed the Interdisciplinary Telecommunications Program at the University of Colorado-Boulder. Most recently, he headed the Space and Advanced Communications Research Institute at the George Washington University.

Pelton also played a key role in the formation of the International Space University, where he served as dean and vice president for academic program as well as chairman of the board of trustees.

Pelton also led the formation of the Arthur C. Clarke Foundation/Society of Satellite Professionals, now known as the Space and Satellite Professional International. In 1983, he served as managing director of the World Communications Year Committee for the United States, a presidential appointment, and recently led a project to organize and fund the new space exhibit at the National Electronics Museum.

Locally, Pelton served as president of the Arlington County Civic Federation and has headed its environmental committee, while also chairing the federation’s centennial gala. He also has played a major role in the redevelopment of the Shirlington area; chaired the county government’s Information-Technology Advisory Commission; and was a candidate for County Board in 1978.

Arlington County government’s naming of its headquarters building in honor of the longest serving County Board member in history will be held in the spring, likely in April, county officials said.

County Board members in November designated the headquarters building at 2100 Clarendon Blvd. as the “Ellen M. Bozman Government Center.” Bozman won six consecutive terms to the County Board, serving from 1974 to 1997.

Bozman “proved how much can get done without raising your voice,” said County Board Chairman Jay Fisette, discussing the renaming at the Dec. 6 Arlington County Democratic Committee meeting.

(Fisette succeeded Bozman in 1998, and is set to retire himself on Dec. 31, to be succeeded by Erik Gutshall.)

A county spokesman said a commemorative plaque is in the process of design, and signage is being ordered.

ANNUAL CHAMBER NOTES SUCCESSES, PREPS FOR 2018: The Arling-

ton Chamber of Commerce celebrated achievements of the past year while looking toward the future at its 93rd annual meeting, held Dec. 8 at the Sheraton Pentagon City Hotel.

Arlington Jobless Rate Still Lowest in Commonwealth Arlington’s unemployment rate remained lowest in the commonwealth in October, as most jurisdictions across Northern Virginia saw little change in joblessness from the month before.

With 146,002 county residents employed in the civilian workforce and 3,587 looking for jobs, Arlington’s non-seasonallyadjusted unemployment rate of 2.4 percent was unchanged from a September, according to figures reported Nov. 30 by the Virginia Employment Commission.

The region’s jurisdictions saw little monthly change, with unemployment rates remaining steady at 2.6 percent in Falls Church; rising from 2.7 percent to 2.8 percent in Alexandria; declining from 3 percent to 2.9 percent in both Fairfax and Loudoun counties; and dipping from 3.3 percent to 3.2 percent in Prince William County.

Across the region as a whole, the jobless rate of 3 percent was unchanged from a month before, represented 1.57 million in the workforce and just under 48,000 looking for jobs.

Statewide, October’s jobless rate of 3.5 percent was down from 3.6 percent, with job gains

in construction, private education, health services and information but declines in other categories, including government.

Nationally, the October unemployment rate was 3.9 percent, down from 4.1 percent.

Among Virginia’s 133 cities and counties, the lowest jobless rates for the month were found in Arlington, Falls Church, Greene and Madison counties (2.7 percent) and Alexandria.

The highest were reported in Petersburg and Buchanan County (6.9 percent each), Martinsville (6.5 percent), Dickenson County (6.3 percent) and Wise County (6.1 percent).

Among metro areas, Northern Virginia had the lowest jobless rate, equaled by Winchester (3 percent) and followed by Charlottesville (3.1 percent). The highest were found in Hampton Roads and Lynchburg (4 percent each).

Nationally Virginia had the 20th lowest unemployment rate for the month, tied with Alabama and Texas. The lowest rates were reported in North Dakota (1.9 percent), Hawaii (1.9 percent) and Nebraska and Vermont (2.3 percent each). The highest rates

Metro Area Sees Lower YearOver-Year Jobless Rate: The Washington metropolitan area was among a large majority of metro corridors across the nation that saw lower year-overyear joblessness in October, according to new figures.

With just under 3.4 million people in the civilian workforce and 123,500 looking for jobs, the region’s unemployment rate of

3.6 percent was down from 3.9 percent in October 2016, according to figures reported Nov. 30 by the federal Bureau of Labor Statistics.

Washington was one of 341 of the nation’s 388 metro areas to see lower year-over-year unemployment, according to federal figures. Jobless rates were up in 33 areas and unchanged in 14 others.

Nationally, the non-seasonally-adjusted unemployment rate of 3.9 percent was down from 4.7 percent a year before.

Among all metro corridors, the lowest jobless rate was found in Ames, Iowa, at 1.4 percent,

followed by Columbia, Mo., at 1.5 percent. The highest jobless rates were reported in El Centro, Calif. (20.9 percent) and Yuma, Ariz. (18 percent).

Among metropolitan areas with populations of 1 million or more, the lowest jobless rate for the month were found in Minneapolis-St. Paul and Nashville, 2.3 percent each. The highest were found in Cleveland (5.2 percent) and Las Vegas (5.1 percent).

In Virginia, year-over-year jobless rates declined in all metropolitan areas, and ranged from lows of 3 percent (Winchester) and 3.1 percent (Charlottesville) to a high of 4.5 percent (Lynchburg and Newport News).

“The economy has come a long way back since the Great Recession,” said AARP senior cice president Jean Setzfand in discussing the AARP study. “Industries are growing, and experienced workers are attracted to new job opportunities.

“For employers with a labor shortage or skills gap, they should always consider turning to the experienced workforce,” Setzfand added. “Experienced workers have higher levels of engagement, motivation and applied skills.”

Survey: Baby Boomers have the urge to vacation in 2018 new survey from AARP Travel finds Baby Boomers report fewer vacation barriers heading into 2018 (20 percent report no barriers compared to 12 percent in 2017) with a stronger urge to relax and rejuvenate (up from 38 percent to 49 percent).

The annual AARP Travel Trends survey also finds that international travelers want to see things from a local’s perspective with nearly half reporting interest in touring with a local (49% compared to 40% in 2017).

“2018 travel plans are all about connecting with family while getting away from our daily stressors,” said Stephanie Miles, AARP senior vice president of integrated marketing and member benefits. “A vacation is often one of the best ways to renew and recharge ourselves and it provides an opportunity for us to connect with others and build stronger relationships.”

Additional findings from the survey include:

Stuck in the middle: What you need to know about caregiving s the population ages, more people (particularly women) will be “sandwiched” in between taking care of their parents or other family members in need, and their children.

Take telenurse and nurse educator Kathie Wells, RN, BSN, CCM. At age 55, she is juggling full-time work, while raising school-age kids and caring for her husband Robert, 64, who was diagnosed with Parkinson’s disease (PD) in 2002.

As a nurse, Wells understood the onset and progression of PD, which often includes motor symptoms such as tremor, rigidity and balance issues.

But her husband’s disease progressed in a surprising way when he began to see and believe things that weren’t real.

PD is a neurodegenerative brain disorder often involving both motor

A

and non-motor symptoms, including hallucinations and delusions. When those symptoms appear, it may be Parkinson’s disease psychosis (PDP) and it occurs in more than half the people with Parkinson’s during the course of their disease. Yet, only 10 to 20 percent of patients will proactively report their hallucinations and delusions to their doctor.

When Wells’ husband began to experience delusions, she found his behavior frustrating and alarming. For example, Robert would spend hours in the yard digging up garden stones, convinced he’d found valuable “treasure.” Neighbors remarked on Robert’s behavior and his children wouldn’t invite friends over to avoid them seeing their dad relentlessly digging. Robert’s delusions combined with his other PD motor symptoms were hard for Wells to manage. She struggled to get enough sleep caring for Robert, and

their children were hesitant to go out in public with their father because he shared his treasure hunting stories with strangers all the time.

While there’s currently no cure for PD, there are different treatment options to address both motor and nonmotor symptoms. Wells says it was a relief when her husband’s neurologist suggested an FDA-approved medication indicated for the treatment of hallucinations and delusions associated with PDP. Wells recommends the following to caregivers of people with Parkinson’s.

• Consider talking to a professional, as caregivers are more likely to experience relationships or social life suffering and emotional stress than non-caregivers. Likewise, caregiving can take a toll on physical health. Take time to sleep, destress, eat well and exercise.

• Seek logistical and emotional help from family, friends, support groups and advocacy groups, who often have free resources available. For example, the Parkinson’s Foundation has advice for caregivers and a helpline staffed by nurses, social workers and therapists.

• Even if you understand your loved one’s condition, report new symptoms or concerns to a healthcare provider as they arise. “I now know that delusions along with hallucinations are telltale signs of Parkinson’s disease psychosis, however, I didn’t recognize those symptoms immediately,” says Wells.

government enters snow season with 9,300 tons of salt, 45 plows and a slightly revised attitude about how to tackle the white stuff after a storm.

Having studied the successes and failures of previous years, county officials in the winter of 2017-18 plan to provide more attention to neighborhood streets earlier in the removal process. In previous years, those streets largely had been left until last, as officials worked to clear main roadways first.

to the transit agency’s operating budget for the next fiscal year beyond a 3-percent rate of growth agreed to earlier.

That’s contained in the first sub-paragraph related to Metro spending that is part of the guidance. The second assumes that increases for capital spending beyond that growth rate “will come from a new state or regional source.”

Exactly how that rabbit will be pulled out of the hat was not explained, and may be a false hope: state leaders have shown only limited interest in helping localities with Metro funding, and the Trump administration is not proving itself a champion of public transit.

In the current fiscal year – July 2017 to June 2018 – the Arlington government will funnel about $70 million in cash to the Washington Metropolitan Area Transit Authority. About half of that funding comes directly from taxpayers, the other half from state and regional sources. Total fiscal 2018 funding to the Metro system from Arlington was up 25 percent from a year before.

County Board members earlier this year added three-quarters of a penny to the real estate tax rate to provide more funds to the Metro system, an increase that added roughly $56 to the tax bill of the owner of a single-family property.

Schwartz is scheduled to submit a proposed fiscal 2019 spending plan to County Board members in mid-winter, with adop-

$1.44 million for snow-removal efforts this winter. A corps of 92 drivers, supplemented by contract workers, is available to fight the impact of storms.

The county government shares responsibility for roadways in Arlington with the Virginia Department of Transportation.

The latter services most highways and primary roads, while the local government is responsible for secondary roads, including neighborhood streets, as well as bus stops, shelters, sidewalks on public spaces, pedestrian bridges, overpasses, bicycle lanes and trails.

Arlington’s snow-clearing ordinance, enacted after the winter of 2009-10, remains in effect for 2017-18. Residents are required to clear sidewalks on or adjacent to their properties within 24 hours if less than 6 inches of snow has fallen or within 36 hours if more than that amount had been deposited.

ARLINGTON OFFICIALS BANKING ON STATE, FEDERAL HELP FOR METRO:

monwealth Transportation Board on Dec. 6 approved an $85.7 million contract to add a through-lane on eastbound Interstate 66 between the Dulles Connector Road (Route 267) and Fairfax Drive (Route 237).

Lane Construction Corp. of Chantilly was the successful bidder on the four-mile project. It was one of four contracts valued at just under $375 million for transportation projects statewide approved by the panel.

The project includes ramp modifications at Exits 69 and 71; rehabilitation and/or repairs to bridges; construction of noise barriers eastbound and westbound; and widening bridges and constructing a new grade-separated crossing of the W&OD Regional Trail at Lee Highway.

Additionally, an auxiliary lane will be added to the existing I-66 eastbound exit ramp and a slip ramp will be constructed from the I-66 eastbound exit ramp to the Route 7 southbound entrance flyover ramp, providing more direct access to the West Falls Church Metro station parking garage, state officials said.

The additional eastbound lane will be open to traffic in fall 2020 and the overall project is expected to be complete in fall 2021, officials said.

Leading the Generals has been senior guard Chris Ozgo. He had nearly a triple-double against West Potomac with 22 points, 11 rebounds and nine steals.

Dobson, who has been W-L’s coach for 25 seasons, mentioned that senior center Colin MacDullough and sophomore guard Anthony Reyes have been leading the way, as well.

In its most recent game, WashingtonLee defeated the Stuart Raiders on Dec. 8, building a big lead and crusing to victory.

Yorktown High School senior football standout Tanner Walls was chosen first-team All-Northern Region D on offense and defense as a result of his performances this season.

HIGH SCHOOL ROUNDUP On offense, Wall was a first-team wide receiver. On defense he was a firstteam defensive back and an honorablemention punt returner.

Wall caught 57 passes for 857 yards this past season en route to amassing 1,664 all-purpose yards.

On defense, Wall had two interceptions and led Yorktown in tackles with

131, including nine for losses. He was chosen as the Liberty District’s Defensive Player of the Year.

“It was nice to get that kind of recognition because we all worked so hard this season,” Wall said.

Wall wants to play in college but where has not yet been decided. He has drawn interest from some Division I colleges.

A few other Yorktown players received all-region recognition.

Senior wide receiver Davis Patterson was chosen second team offense.

Junior lineman Nathan Strickland was chosen honorable mention on offense, as was senior running back Adrian Alvarez.

On defense, senior lineman Clay

Chadwick and junior linebacker Jack McCool were honorable mention.

Yorktown finished 8-3 this past season and earned a region playoff berth, losing in the first round.

Anyone who has ever worked the 10-foot-by-3-foot scorers table area at high school basketball games understands those references well.

The work is not for the faint of heart. For 90 minutes or so, strict attention to detail and total concentration are huge necessities, especially when the games are close.

Those at the table are responsible for keeping a correct score, most of all, but also the accurate number of personal fouls on each player as well as a team’s timeout total, substitutes and the proper foul-shooting bonus situations. If the game has a shot clock, that’s an added burden.

There can be as many as five people at the crammed table – an official scorekeeper for each team (usually students or adults), a scoreboard operator, an announcer, and a shot-clock worker. There’s always a lot going on at the table. Those there have to work quickly, with players and balls constantly passing by at close quarters, sometimes invading their work space.

Occasionally, the pressure-cooker can get a bit heated, especially if there is any kind of mistake or conflict. In that case, the contest can be stopped while game officials huddle with those at the table patiently trying to settle any issue or disputes.

It’s common for annoyed fans to holler at table workers if the score is wrong. Every so often, a frustrated coach may bark as well, yet not that often because they understand the difficulty of the task. Fans who have never worked a mission-control hoop counter have no clue of the pressure and intensity involved.

Some can’t handle the responsibility, giving the hot box a try, then yielding to others. Those who are good table workers are valuable commodities, and are kept around for years.

O’CONNELL GRAD RECEIVES RECOGNITION: Prior to this year’s Army-Navy football game during a pregame broadcast on ESPN, the name of former Bishop O’Connell High School standout player Jeremy Trimble was mentioned as Army’s all-time leading receiver during his career from 2004 through 2007.

Trimble caught 176 passes for 2,330 yards for Army, both career-leading marks for the program.

Yorktown coach Joe Reed said the Patriots will improve as they get more experience. n The Wakefield Warriors (2-1) defeated the Mount Vernon Majors, 47-33, on Dec. 8.

For Wakefield, Jami Tham had 25 points, Hannah Foley had five points and six rebounds and Olivia Aboud scored six.

The Wakefield Warriors (3-2) played three games in Utah in a tournament in boys action, finishing 1-2.

Wakefield lost to Wasatch Academy, 79-57, in their first game after trailing just 53-49 after three quarters. Ben Horsford had 16 points to lead Wakefield and Chris Warner and A’Mari Cooper had 10 each.

Wasatch was ranked 15th in the country in one poll.

“We ran out of gas against them,” Wakefield coach Tony Bentley said.

In its second game, Wakefield defeated, Timpview, 75-70, in overtime. Warner had 24 points, Horsford scored 13 and Cooper had 12 points and nine rebounds. Also, Mahmoud Eltaher scored 12. Warner’s three-point play in overtime gave Wakefield a 73-70 lead, then Lukas Hatcher made a key foul shot.

In its final game of the tournament, Wakefield lost to host Orem, 59-55, in a contest in which the Warriors trailed most of the way. Cooper led Wakefield with 23 points and six rebounds. He was chosen to the all-tournament second team.

Police Beat MALICIOUS WOUNDING OF LAW ENFORCEMENT: n On Dec. 2 at 5:16 p.m., police responded to the 2100 block of 15th Street North for a report of a larceny in progress. According to police, the suspect fled from officers and was pursued on foot.

While apprehending the suspect in the 2200 block of Wilson Boulevard, a struggle ensued and the suspect bit an officer, police said.

The suspect – 51-year-old Michael Pressley of the District of Columbia – was arrested and charged with shoplifting, obstruction of justice and malicious wounding of a law-enforcement officer.

He was held without bond.

MALICIOUS WOUNDING: n On Dec. 4 at 7:28 p.m., a verbal dispute in the 1200 block of North Utah Street escalated when one of the participants was stabbed by another.

The suspect was taken to a local hospital with non-life-threatening injuries. A warrant for malicious wounding was obtained for the female suspect.

ATTEMPTED MALICIOUS WOUNDING: n On Dec. 3 at 8:16 p.m., four juveniles were walking in the area of 24th Street South at Shirlington Road when they were approached by a vehicle. One of the occupants of the vehicle brandished a firearm and fired shots in the direction of the suspects, police said.

The victims were uninjured.

The suspects are described as three black males. The vehicle is described as a

large black van or SUV. ROBBERY: n On Dec. 2 at 9:15 p.m., a suspect entered a business in the 5500 block of Columbia Pike, approached an employee behind a counter and implied he had a gun, then forced his way behind the county and stole cash before fleeing on foot, police said.

Following an investigation, police arrested 54-year-old Donnell Cook of Arlington. He was charged with robbery and providing false ID to law enforcement to avoid arrest.

In a separate case, Cook was charged with attempted grand larceny auto, destruction of property and possession of burglarious tools. n On Dec. 4 at 1:17 p.m., a man approached two individuals entering a vehicle in the 4500 block of Lee Highway and displayed a knife. The victim were able to leave the location, and the suspect fled on foot.

The suspect is described as a black male, 30 to 40 years old, 6 feet tall, 200 pounds, with a beard. n On Dec. 8 at 8:44 p.m., a man entered a business in the 4800 block of Columbia Pike, brandished a knife and demanded money from the cash register.

According to police, the victim resisted and suffered a minor laceration during a brief struggle.

The suspect was unsuccessful in attempting to force entry or remove the cash register from the business, and fled on foot. The victim was treated on the scene.

Gutshall Swearing-In Prepped

A swearing-in ceremony for new County Board member Erik Gutshall will be held on Tuesday, Dec. 19 at 5 p.m. in the County Board room, on the third floor of 2100 Clarendon Blvd.

Gutshall, currently chairman of the Planning Commission, was elected Nov. 7 to succeed Jay Fisette, who did not seek a sixth four-year term.

Gutshall will formally take office in early January.
