Arlington County Board members may not like the Confederate-themed names of several highways running through their midst, but apparently have decided not to go to war with the state legislature over the matter.

Instead, County Board Chairman Jay Fisette said, Arlington officials would try to change the hearts and minds of General Assembly members, convincing them to allow localities the power to name major thoroughfares within their boundaries.

“Arlington is committed to seeking the authority from the School names also taking General Assembly to flak – coverage, Page 10 rename both Jefferson Davis and Lee highways within our boundaries,” Fisette said on Aug. 17. “Arlington believes that local governments should have the authority to name any roadways within our borders.”

That could be a tough sell in the legislature, which both in the years it was dominated by Democrats and now in an era where Republicans hold majorities in both houses has shown little inclination to devolve more power than absolutely necessary to localities.

Moratorium Is Put in Place on Parking-Permit Process SCOTT McCAFFREY Staff Writer

The Arlington County government has imposed a moratorium on creation of new residential-parking-permit zones across the county, along with any changes to existing zones, in order to pave the way for a two-year study of the 35-year-old program’s strengths and shortcomings.

Though divided, a majority of County Board members on Aug. 15 backed County Manager Mark Schwartz’s recommendation to call a halt to approval of new zones for the duration of the study, which is expected to run through mid-2019.

As a result, 16 requests from the community currently in the pipeline will be put in cold storage. Schwartz said there was not enough staff time both to evaluate incoming requests while also working on the upcoming study.

“This is a workload issue,” he told County Board members during a twohour work session, acknowledging that not everyone would be happy.

“There is an element of unfairness to it,” Schwartz said. “You’ve got to draw the line somewhere.”

County Board member John Vihstadt thought that line was being drawn in the wrong place. He pressed to have the 16 community requests – one already in the county government’s hands and the others awaiting collection of signatures from residents –- to be considered before a moratorium went into effect.

“I don’t think it’s fair to pull the rug out from under them,” Vihstadt said of the impacted communities.

But while Vihstadt’s proposal picked up some encouragement from board vice chairman Katie Cristol, the trio of Libby Garvey, Christian Dorsey and chairman Jay Fisette backed Schwartz’s recommendation.

“It’s the only way that makes sense,” Dorsey said.

Existing parking zones will not be affected during the study period, but residents living in them will be unable to petition for changes in the times of restricted parking. Other rules, including who gets parking passes and how much they cost, will remain in place for now.

Parking restrictions in residential neighborhoods were first imposed in Aurora Highlands in 1973, a response to commuters using single-family neighborhoods as daytime parking lots. The program has expanded to 24 different zones across the county, mostly in areas where neighborhoods abut commercial or retail areas.

The program last was reviewed during a two-year period from 2003-05. The upcoming review will occupy a similar amount of effort.

“This is a process that will take a significant amount of time and work,” Fisette said.

The board chairman said the park-

ing-permit program was a benefit to the community “when it works,” but said it also has led to inequities that could pit neighborhoods against neighborhoods, single-family residents vs. those in multifamily buildings, and residents of one street against another.

Fisette, who is leaving office in December, said he hoped the staff review and community-engagement process would first focus on developing overarching principles to guide a revamped parking program. “Then you get the meat on the bones,” he said.

Garvey acknowledged that a moratorium – particularly one sprung on the public with little advance notice – may not be entirely fair, but believes the time has come to stop the process and take a bigpicture look at what the parking restrictions are attempting to accomplish.

“I know people will be upset,” she said.

“And I’m sorry. But we need to do what’s right for the community and not cause any more harm.”

County transportation officials say their goal is to have between 60 and 85 percent of available on-street parking filled at any given time. Under existing rules, petitioners have to prove that at least 75 percent of spaces are taken up, Continued on Page 16

Activist Leni Gonzalez Lauded for Her Efforts SCOTT McCAFFREY Staff Writer

When Leni Gonzalez departs Arlington next month to open a new chapter in her life, the loss will be felt across the region, state and nation, her friends and colleagues say.

“This is a sweet and very sad time for all of us,” acknowledged Beatriz Amberman, one of about 120 community leaders who turned out Aug. 15 to wish Gonzalez well as she prepares to move to El Salvador, where her husband, Lee Niederman, has accepted a new job. Gonzalez’s last day in the local area is set for Sept. 2.

“She’s impacted everyone in this room,” said Sindy Benavides, scanning the Salsa Room on Columbia Pike, where the celebration was held. “She’s our fearless leader – [an] example of selfless love and commitment.”

“She’s a friend, a colleague, a partner, a trusted confidante,” said former Arlington County Board member Walter Tejada, whose political career was launched in Gonzalez’s basement, when she and others convinced him to seek elected office.

Tejada joked that he concocted the job title “special senior adviser to the candidate” for Gonzalez during that first run, and said he relied on her throughout the campaign to be honest with him.

“Leni would always tell me what I needed to do better and where I could improve,” said Tejada, a native of El Salvador.

ate-school studies, flying in the same day as the 20th anniversary of the 1963 March on Washington.

She did not anticipate staying for the long haul, but became immersed in the community both through activism and her eventual marriage.

Tejada called her the godmother of the immigrant-activism movement in Virginia. “Not just in the Latino community,” he said. “She has worked for everybody to make their life better, providing a voice for the voiceless.”

Honors for her work came in from the Mexican consul’s office and Washington Hispanic newspaper, and both of Virginia’s U.S. senators – Mark Warner and Tim Kaine – sent greetings to the assembly.

Gonzalez was particularly active in

Kaine’s political career, dating to the time when the Richmond mayor ran for lieutenant governor.

“It’s like breaking up the best team ever,” Kaine said of Gonzalez’s pending departure, praising her “strong voice for Latinos and all new Americans.”

“I’m very happy, I’m very humbled,” Gonzalez said of the outpouring of support, calling it “this wonderful shock of seeing so many of my friends, so many people I love.”

Over the past nearly 35 years, Gonzalez has been active in organizations ranging from the League of United Latin American Citizens to the Virginia Coalition of Latino Organizations, and helped nurture a Sister City relationship between Arlington and the Mexican city of Coyoacán.

We were listed as communists, as people who would leave the county with a big debt and leave in a year or so,” she said.

“Well,” she said with a twinkle in 2011, “some of us are still here.”

Miller was a math teacher at Stratford Junior High School in 1959 when that school became among the first in Virginia to be racially integrated under court order. Four black students began attending classes on Feb. 2 at the previously allwhite school.

Miller, who didn’t recall knowing any black people while growing up in Indiana, was one of those who took the moment in stride.

“To me, [the black students] were just human beings like everyone else,” she said in 2013. “It was a wonderful day, and it was due to all of the planning.”

Born as Martha Ann Riggs on the family farm on Aug. 6, 1911 – eight months before the Titanic’s fateful voyage, three summers before the assassination of Archduke Franz Ferdinand triggered World War I. “The doctor came in his horse and buggy. We didn’t have water or circulating heat, telephone, electricity, none of those things that people think are so terribly important right now,” she recalled.

Miller was heavily involved with the

4-H Club in 1925 when, at age 13, she won a baking contest at the Indiana State Fair that earned her a four-year scholarship to Purdue University.

“A little angel must have been hovering over that loaf of bread to put that ribbon on my loaf,” Miller said, recalling the incident 86 years later.

After earning the scholarship, she and other winners were given a trip to Washington, D.C., where Miller had her picture taken with President Calvin Coolidge. (“He was a quiet, slim man,” she said.

“Never had a lot to say.”)

At Purdue, Miller captained the women’s field hockey team and graduated in 1934 with a degree in home economics.

Only one of the 51 people in that major – she was not the lucky person – found a job, owing to the Great Depression.

Gonzalez also was a founder of the Shirlington Employment and Education Center (SEEC), which supports day-laborers, and served for years on the board of the Arlington Community Foundation.

“She’s a human being who’s left such a mark,” said Rosalia Fajardo, a local activist, who noted Gonzalez’s efforts with SEEC to promote entrepreneurship among Latina women. The effort gives women the opportunity “to start their own businesses, to start their own dreams,” Fajardo said.

(It was Gonzalez who connected Patricia Funegra, who dreamed of opening a catering business that would provide training to immigrants, with the Arlington Community Foundation, said its former executive director, Wanda Pierce. The foundation supported a grant to aid the effort, which has turned into La Cocina VA, a thriving initiative.)

Andres Tobar, the executive director of SEEC and himself a longtime civic activist, said funds raised at the Salsa Room event would go to support scholarships for women entrepreneurs.

And while Gonzalez may be leaving the local area, he said, she still will be accessible to those who have come to rely on her.

“This is a celebration, not a farewell,” Tobar said.

As for the guest of honor? She told those in the audience that their work was not done.

“Don’t stop fighting – continue the search for justice,” Gonzalez said.

Celebrated Centenarian Martha Ann Miller Dies SCOTT McCAFFREY and BRIAN TROMPETER Staff Writers

Martha Ann Miller, an Arlington resident since the late 1930s who gained local fame after publication of her autobiography while approaching her centennial year, died Aug. 16. She had turned 106 years old 10 days earlier.

“I think it’s the most marvelous century to ever have lived in,” Miller said at a 2013 presentation, where at age 103 she held court (standing nearly the entire time) to detail her life story and encourage the purchase of her book, “The First 100 Years – and Not Ready for the Rocking Chair Yet.” Miller’s work chronicled her upbringing in Indiana and events since her marriage and move to Arlington in the mid1930s. Then, the county was a sleepy, rural backwater with “such poor schools.”

“It took time, a lot of humps to get over” in order to improve the quality of education in the county, Miller said.

The push in the late 1940s by Arlington newcomers for better schools caused a backlash among the existing political and social order, with plenty of discord and name-calling, Miller recalled.

“There was a real fight that went on.

Miller came to the local area seeking employment and was hired by Washington Gas Light Co. as a gas-range demonstrator. She met her future husband, attorney Malcolm Miller, while attending Foundry Methodist Church in northwest Washington. After marrying, they moved to Arlington, raising three children (a fourth died young of scarlet fever).

Since 1944, Miller had been a parishioner at Clarendon United Methodist Church, which held a 106th-birthday celebration for her earlier this month, attended by Attorney General Jeff Sessions.

Arlington in the immediate aftermath of World War II was a community of divided loyalties. Some wanted it to retain its sleepy Southern roots, others envisioned a more forward-thinking agenda.

Those seeking improvements won a key battle when the General Assembly in 1948 permitted Arlington to elect its School Board, a first for the commonwealth and a decision that brought a stream of bond referendums (and tax increases) to pay for schools to house a booming student population.

Arlington’s tax-delinquency rate has been cut to its lowest level ever, with the dollar value of unpaid taxes now at the smallest since Richard Nixon was battling to hold onto the presidency.

The county treasurer’s office on Aug. 15 reported the 2017 delinquency rate as 0.226 percent, down from 0.243 percent last year.

“I’m just really thrilled,” said Treasurer Carla de la Pava, calling the final result “an amazing accomplishment” by her staff.

The treasurer’s office handled nearly $870 million in transactions over the past year; the delinquency rate represents the percentage of real-estate and personalproperty tax as yet uncollected.

“The vast majority of taxpayers pay on time,” said Carolyn Meadows, the office’s assistant deputy treasurer of compliance.

But when they don’t, the treasurer’s office has both carrots and sticks to encourage payment, from low-cost loans to help those who temporarily are unable to pay, to bank liens and seizing license plates off vehicles for those who just don’t want to.

Like her boss, Meadows said she was happy with staff efforts to reduce the delinquency rate.

“This has been a fabulous year,” she said. “I’m happy with the [delinquency] number – this is the best we’ve ever been.”

According to the treasurer’s office, the last time there was less than $2 million in tax revenue outstanding was in 1974.

Given the growth in county government (plus the impact of inflation) since then,

$2 million would equate to nearly $37 million today, the equivalent of the county government’s entire annual transportation budget.

A year ago, de la Pava set a goal of 0.22 percent for delinquencies. The office ended up just $15,000 in collections short of hitting it, nearly half of which was brought in the day after the deadline.

Staff members take the goal seriously, and collaborate to get the job done, said Steve DiVecchia of the treasurer’s staff.

“It’s a great environment and great people,” he said.

De la Pava used the Aug. 15 party – which had an Academy Awards theme, complete with paparazzi and miniature Oscar statuettes – to announce her goal for next year’s delinquency rate.

“What would you say to 0.16 percent?” she said, with tongue planted in cheek. (If she’d meant it, “I’d have a mutiny,” de la Pava predicted.)

Instead, the treasurer set a goal of 0.21 percent. “We’re going to make it,” she predicted.

Few jurisdictions in Virginia publish their tax-delinquency rates, but in recent years none has ever suggested its is lower than Arlington’s. Reducing unpaid accounts was a mantra of venerable Treasurer Frank O’Leary, who when he won office in 1983 was confronted with a delinquency rate of about 8 percent and set to work whittling it down.

In 2014, O’Leary retired and was succeeded by de la Pava, his chief deputy, who has continued efforts to reduce the rate.

“I don’t know how low we can go. But what I do know is we can always do better,” she said.

Highs & Lows THUMBS UP: To the news that the Arlington Treasurer’s Office has again reported a recordlow tax-delinquency rate.

The 2017 rate of 0.226 was down from the previous record low of 0.243 percent last year.

Currently, less than $2 million of the more than $870 million that flows through the office each year is delinquent.

Say, just as an example, that the delinquency rate was 3 percent, which is probably par for the course (maybe better) for many jurisdictions. That would mean about $26 million that was owed to the county government – in realestate taxes, personal-property taxes and the like – had not been collected. As a result, either services would have to be trimmed, or taxes on those who actually do pay would go up.

Kudos first to Arlington taxpayers, who may not like all that it costs to live here, but who accept it as a fact of life and pay when tax bills come due. Further kudos to Treasurer Carla de la Pava and her staff, for doing the grunt work required to ensure low rates of delinquency. And yet more kudos to retired Treasurer Frank O’Leary, who during his tenure made a reduction of the delinquency rate one of his top priorities, and has seen it carry over to the de la Pava era.

THUMBS UP: To civic leader Leni Gonzalez, who will be departing Arlington in early September to join her husband, who has taken a job in El Salvador.

Gonzalez, who came to the local area from Mexico in the early

1980s for graduate-school studies, has been a major factor in issues related to immigrants for decades.

She’s plugged in to power-brokers at the local, state and national levels, and serves as something of a central clearinghouse (godmother, as one person put it) to a wide swath of activists.

Are we always 100 percent in agreement with her on the issues?

Not necessarily. But we’ve always appreciated her commitment to what she believes in, and that she subscribes to the view that you will be able to pick up allies if you give them reasons to support you, and that you can disagree without being disagreeable.

In a world of Facebook, e-mail, Twitter and the like, Leni Gonzalez will remain a role model in the local area even though she’ll be about 1,900 miles away.

All Voices Need to Be Heard on Housing Editor: Thanks to John Reeder for his letter on the county government’s subsidy of low-income housing, and thanks also to the editorial staff for an accurate headline [“New Affordable Housing Will Do Little to Help,” Letters Aug. 17].

To my wife and I, the term “affordable housing” in Arlington is an oxymoron. When transferred here in 1999, living in Arlington was important because of our work locations. However, it took a healthy second mortgage to make it happen, and one result was our 1993 Volvo had to last another decade plus before we could afford to replace it (thanks Don Byer Volvo!), Even as I write this letter, our kitchen calendar still has pay days marked. Paying our monthly mortgage, and the notinsignificant county taxes, is an activity around which our financial life still re-

volves after almost 20 years later.

Reeder’s letter brings up important and useful facts. Regardless of how I feel about his letter, I can address his points – because he made some. Agree with this one, disagree with that, but his letter is coherent and based in facts or analysis, not emotion.

One sad, recent “housing” development is, as my wife and I walk our pleasant neighborhood, we have stopped asking some neighbors “how are you?”

Doing so risks receiving a torrent of emotional commentary on some controversy of the day, typically ending with something like “I’m sure you agree!”

Well, we might, or we might not. In the first place, we were out for a walk, not in search of a political discussion, thank you very much. In the second place, we have essentially concluded that if we don’t agree, we’ll be called or

thought of as “stupid” – anyone who doesn’t agree is, by definition, stupid because there is only one “smart” answer to contemporary problems. All the others are “stupid” – all of them. So much for diversity.

Reeder’s letter makes a lot of sense to me, but in all honesty it represents about all I know on the subject, except my empirically derived opinion that there already really seems to be a great deal of effort by the county government to help lower-income people with their housing. Sorry, I can’t be more specific.

I ask that my fellow Arlingtonians give his letter sober consideration, and publish your thoughts here. I’d like to hear them.

But please, leave out the “anyone who disagrees is stupid” part.

An Easy Fix Can Keep the ‘W-L’ in High School Editor: Surely someone’s thinking about renaming Washington-Lee High School, which someone will point out was named that way because it’s between Washington Boulevard and Lee Highway.

So rename Lee Highway “Lincoln Highway” and Washington-Lee becomes Washington-Lincoln, and it’s still “W-L.” It saves some money over rebranding, although there still will be some needed. And yes, Lee-Harrison

Church’s Departure Damages Social Fabric of Columbia Pike

Editor: John Reeder’s Aug. 17 letter [“New Affordable Housing Will Do Little to Help”] showed that using the Arlington Presbyterian Church property on Columbia Pike will not replace the lowrent housing being lost in the county.

What it did not say was that the demolition also was a loss of a social hub that once supported many services (clothing bank, Boy Scouts, etc.) to the Pike community.

Church membership declined for decades when the services waned; leadership was not held accountable for the losses. Member attention was diverted by the offer of a “warm fuzzy” project, a one-time gift to the poor or immigrants

of the county, funded by the Arlington Presbyterian Church property, built up over nearly 100 years by thousands of members.

The church endowment was a giftforward to the community of the Pike, an investment in the future. It is unlikely that another county-subsidized apartment complex can provide the social supports that are needed.

What is unsettling is that the actual property owner of church, the Presbytery of Washington, bought the same illusion, and allowed the resource to be redirected without a comparable community benefit being received.

It was another year of growth for the “Safe at Home” tournament, which began in 2006 with nine teams and has grown to 27 representing a variety of community organizations coming together to battle homelessness.

“The funds raised from this event are critical to ensure housing and stability for more than 120 families here in our community,” said Sam Kelly, executive director of Bridges to Independence (formerly the Arlington-Alexandria Coalition for the Homeless).

A team representing Paradigm Management took home the “kickball champion” crown, with second place garnered

by DCGreeks.com. The festive day featured music from DJ Regy Reg, barbecue from Bootheel Catering, a vendor area featuring a number of tasty treats and local businesses, and games of cornhole rounding out the fun.

This year’s tournament was managed

by DC Fray, a local sports league that hosts recreational sports and activities for local residents.

Crescendo, which places secondaryschool students in chamber-music quartets and gives the exposure to both instruction and performing, is expected to field between six and eight quartets after auditions are complete in September, said Elizabeth O’Hara Stahr, its artistic director.

“We’re seeing this vast growth; it’s wonderful,” said Stahr, speaking Aug. 16 at the Kiwanis Club of Arlington.

The effort began three years ago, the offshoot of another student-music program called Prelude. The chamber-music quartets are compose of two violins, a

While there are plentiful musical opportunities for Northern Virginia students, “you don’t find chamber programs,” Stahr said. “Options for kids are very limited.”

Members of the program, who attend schools in Arlington and Fairfax counties, pay a fee that covers tutoring costs. Quartets perform about four times per year in venues across the region, and members of some past quartets have continued to play together throughout the run of the program.

Stahr said the philharmonic is working to raise funds that would provide scholarships for students with talent but lacking financial resources.

The Crescendo initiative is part of the Arlington Philharmonic’s mission “making this kind of live orchestral music available to anybody,” said A. Scott Wood, its music director and conductor.

The non-profit, professional philharmonic has slated a three-date 2016-17 season, starting Oct. 30 at Kenmore Middle School with a performance featuring works by British masters in a collaboration with Bowen McCauley Dance.

Foreign Investment in U.S. Properties Sees Big Bump Fueled by a substantial increase in sales-dollar volume from Canadian buyers, foreign investment in U.S. residential real estate has skyrocketed to a new high, as transactions grew in each of the top five countries where buyers originated.

This is according to an annual survey of residential purchases from international buyers released today by the National Association of Realtors, which also revealed that nearly half of all foreign sales were in three states: Florida, California and Texas.

NAR’s 2017 “Profile of International Activity in U.S. Residential Real Estate” found that between April 2016 and March 2017, foreign buyers and recent immigrants purchased $153 billion of residential property, a 49-percent jump from 2016 ($102.6 billion) and surpassing 2015 ($103.9 billion) as the new survey high.

Overall, 284,455 U.S. properties were bought by foreign buyers (up 32 percent from 2016), and purchases accounted for 10 percent of the dollar volume of existing-home sales (8 percent in 2016).

“The political and economic uncertainty both here and abroad did not deter foreigners from exponentially ramping up their purchases of U.S. property over the past year,” said Lawrence Yun, NAR’s chief economist.

“While the strengthening of the U.S. dollar in relation to other currencies and steadfast home-price growth made buying a home more expensive in many areas, foreigners increasingly acted on their beliefs that the U.S. is a safe and secure place to live, work and invest.”

Although China maintained its top position in dollar volume for the fourth straight year, the significant rise in foreign investment in the survey came from a massive hike in activity from Canadian buyers. After dipping in the 2016 survey to $8.9 billion in sales ($11.2 billion in 2015), transactions from Canadians this year totaled $19 billion – a new high for Canada.

Yun attributes this notable rise in activity to Canadians opting to buy property in U.S. markets that are expensive but still more affordable than in their native land. While much of the U.S. continues to see fast price growth, home price gains in many cities in Canada have been steeper, especially in Vancouver and Toronto.

Perhaps aiming to buy time to allow passions to cool and Americans’ short attention spans to drift elsewhere, Arlington School Board SCHOOL members on Aug. said they would BOARD 17 engage in a commuNOTES nity dialogue about appropriate names for schools – but would not be targeting individual schools for renaming, at least not now.

“It’s time to talk about the values these names reflect and the messages we are sending to our children,” School Board Chairman Barbara Kanninen said in a statement she said reflected views of the five-member board.

Kanninen said school officials would not be rushed. “No decisions have been made – or will be made – on any school name quickly or without extensive community input and discussion,” she said.

The lengthy comments appeared an effort to tamp down demands from what at present appears to be a small group of activists who want name changes, including at Washington-Lee High School.

Demands to change the name have bubbled up before in recent years, but

have never gained traction in the broader community. Whether that will change based on recent events in Charlottesville, and whether there will be pushback from those who don’t want to change the name of 90-year-old Washington-Lee – the county’s oldest existing high school – remain to play out.

SOL Pass Rates Relatively Stable in 2017: The movements were relatively small, but pass rates for Arlington Public Schools students on Standards of Learning tests taken last spring were up in 11 cases, down in 12 and unchanged in six from a year before, according to new state data.

The county school system met or exceeded statewide passing rates in all but one of 29 exams, and exceeded the statewide rate by 5 points or more on 17 of the assessments.

State-mandated SOLs test student learning in coursework including math, reading, writing, science and social studies. Students are tested beginning in third grade.

In recent years, the Virginia Department of Education has been ramping up the difficulty level on some tests; there were no major changes but some tweaks made to tests from the 2015-16 to 2016-17 Continued on Page 11

Statewide, students met or exceeded minimum scores on 80 percent of reading tests (unchanged from a year before) and 79 percent of mathematics tests (down from 80 percent).

The pass rate on writing tests was 79 percent (up from 77) and in history/social science it was 86 percent (unchanged). In science, the pass rate of 82 percent was down from 83 percent.

State Superintendent of Public Instruction Steven Staples said year-overyear changes were less important than the “long-term, upward trend” state officials were seeing.

School Officials Keeping an Eye on Enrollment Data: With the start of school drawing ever closer, Arlington’s student body currently is running nearly 600 students above last year. But the chief of the county school system says there’s not a whole lot to read into that figure.

“This is a fluctuating number, and will continue to monitor that through Sept. 30,” the date school systems across Virginia submit their official attendance counts to state education officials, Superintendent Patrick Murphy told School Board members on Aug. 17.

Murphy said school officials were monitoring enrollment “very, very closely,” but that the current figure of 580 more students than last year might be somewhat

inflated, because some students were still counted even though their families had moved out of Arlington.

“This number kind of ebbs and flows,” Murphy said.

At the start of the 2016-17 school year, the school system reported 26,193 students in pre-kindergarten through 12th grade.

The official Sept. 30 count was 26,152, up 914 students from the year before and up 23 percent from the student body at the start of the 2010-11 school year.

School Board OKs Rules for Phone-In Participation: Arlington School Board members on Aug. 17 approved a new policy allowing board members to “phone it in” – literally.

Under the new rules, individual board members will be able to participate in board meetings by calling in, rather than attending in person. The General Assembly has given local elected bodies the power to be part of meetings electronically.

Under the adopted rules, individual board members must obtain the chairman’s permission to use the phone-in option. And the option will only be available to individual board members two times in any given calendar year.

“It’s not going to be that [we’re] going to be sitting at home watching this on TV and calling in all the time,” said board member Reid Goldstein.

The measure passed on a 5-0 vote.

What the Bishop O’Connell Knights want to do is begin the new high school football season as they ended the last – winning games.

The Knights built big momentum last fall with victories in their final three conto finish 5-5 FOOTBALL tests after an 0-2 start.

Those last three triumphs came after three straight lopsided losses.

“I like what I have seen so far, from this group,” O’Connell coach Colin Disch said. “We lost a lot of good players, but we have a lot back and they are learning to gel as a complete unit.”

O’Connell kicks off its 2017 campaign Saturday, Aug. 26 at 5 p.m. at home in Arlington against the public-school John Champe Knights from Aldie in Loudoun County. O’Connell lost its season opener the last two seasons.

Arlington Swimmers Shine at All-Star Meets A Staff Report

Donaldson Run’s Charlie Greenwood was the top performer from an Arlington pool SWIMMING thanks to winning two races at the Northern Virginia Swimming League’s individual all-star meet Aug. 5 at Sully Station pool in Centreville.

Greenwood won the boys age 910 breaststroke in 37.28, setting a new league record. He also won the 10-under individual medley race in 1:13.9.

The only other winner from an Arlington pool was Emmy Gallion of Arlington Forest. She was first in the girls 13-14 backstroke in 30.83. Gallion had a second in the 13-14 IM. Both of her 14

What’s interesting is, many pools are tucked away at the end of streets or on the back of col de sacs. In all, eight of the pools are located with addresses on courts, like Hamlet, Oakton and Old Keene Mill. Two more each are located on “places” and “ways” and another on a “circle.”

Many others are hidden on whatever streets they call home, sometimes at the ends of those roads or down or up a hill some place, often secluded by dense tree lines. Kent Gardens in McLean is atop a hill overlooking the McLean Little League complex, but is concealed by trees and not visible from Westmoreland Street.

In contrast, Holmes Run Acres on Gallows Road in Falls Church is situated well out of sight, way down a hill in basically a forest.

Arlington’s Donaldson Run on Marcey Road is difficult to find, as is Cottontail in Springfield.

Of course, others – like Dunn Loring, Overlee, Chesterbrook, Sideburn Run, Hunt Valley and Lee Graham – are right there on main thoroughfares, easy to see.

Overlee in Arlington is kind of a statue-like venue the way it is welllighted and located, tucked into a hillside as passersby get a glimpse from Lee Highway.

McLean’s Tuckahoe is on a main road – Great Falls Street – but motorists and pedestrians have to look hard to see the pool, which is set back 100 yards or more off the road.

Ravensworth Farm is one of the most visible, off Braddock Road in Springfield, hidden by nothing.

Centreville’s Sully Station, the site of this summer’s heavily-attended individual all-star meet, is pretty much out of site behind one of the league’s biggest clubhouses.

ktown High School golf team has been busy during the month of August, playing in multiple tournaments.

Yorktown finished fifth with an 18hole 321 total at McLean High School’s George Pavlis Tournament at Hidden Creek in Reston. At its own 24-team Patriot Invitational, Yorktown was ninth with a 331 total.

Yorktown’s top golfers have been seniors Jack Ogden and Michael Muth and sophomores Chris Rita, Charlie Finn and Patrick Brien.

Ogden and Brien shot 82s at the Patriot Invitational, Finn shot 83, Muth 84 and Rita 87. Washington-Lee’s Max Clegg shot 87.

At the Glory Days Grill Charger Challenge, Yorktown shot 332 to place eighth. Rita had an 81, Ogden 84 and

Muth 87.

Yorktown coach Chris Williams believes the Patriots should be in the hunt for a top-two finish in the Liberty Conference this fall.

“Our players are aware of that and it motivates them,” Williams said.

Yorktown has a unique non-conference dual-match scheduled on Monday, Sept. 18 at 4 p.m. against the Potomac School Panthers at the Robert Trent Jones Club course in Gainesville. It will be a 9-hole match, with Potomac School being the home team.

The well-known course has hosted multiple professional President Cup competitions as well as hosted Tiger Woods’ tournament in July of 2016.

“Our players are very excited about this opportunity that doesn’t come along often,” Williams said.

“We have no easy games on our schedule,” Disch said. “That’s what we want.”

The Knights end the 2017 campaign in Arlington against the Paul VI Catholic Panthers, in what for years has been the traditional final regular-season contest for both teams.

The Knights ended the 2016 season with a victory over Paul VI on the road in Fairfax.

NOTE: Private-school O’Connell is not in a football league for the second straight season, but plans to rejoin the Washington Catholic Athletic Conference next fall in a two-division football alignment. O’Connell will be in a division

Miller lived the longest of any member of her family, although her mother and a brother both lived to be 96. She kept up a healthy daily regimen – paying attention to exercise and diet, supplemented with Vitamin B. She tried smoking only once, and limited her alcohol intake to the occasional glass of wine at dinner.

Jo Allen of Arlington, a niece-in-law of Miller, once described the centenarian as “thoughtful, frugal and tenacious.”

“When she wants something, it will happen,” Allen said. “She’s a very determined individual.”

Marilyn Carney, Miller’s bridge partner and neighbor, once described Miller as friendly – and outspoken.

“She’s like so many successful women: She’s opinionated,” Carney said.

A funeral service will be held on Friday, Aug. 25 at 11 a.m. at Clarendon United Methodist Church, 606 North Irving St. A reception will follow.

During a brainstorming session that occupied half of the Aug. 15 meeting, several County Board members pressed staff to allow limited parking (say, of two hours) for those without stickers, particularly in the daytime when fewer vehicles are occupying spaces.

It is foolish in “not allowing people to come on a block that has nobody on it for an hour to clean a house, to care for a child, to pick up an elder or to do something else that’s just routine business,” Dorsey said.

Two years ago, the state attorney general’s office issued an advisory opinion that Arlington does not have inherent power to change the name without approval from either the legislature or the Commonwealth Transportation Board.

Members of the county’s legislative delegation did not introduce measures in the 2017 session either to change the name or give county governments more leeway on names, saying the timing was not right.

That same attorney general’s opinion said the city of Alexandria did have the power to rename its portion of Jefferson Davis Highway, although the reasons were less clear-cut than simply one jurisdiction being a city and another being a county.

(Like all formal opinions of the Virginia attorney general’s office, this one does not quite carry the force of law, but few such opinions are successfully overturned through court or legislative action.)

The Alexandria City Council late last year approved a resolution authorizing removal of Davis’s name from the highway; a panel (which includes two Arlington residents) currently is studying options for a new name.

Fisette said Arlington likely would be willing to go along with whatever name Alexandria picks; the front-runner appears to be Richmond Highway, the name informally but broadly used for the highway in Fairfax County.

Members of the Arlington delegation to the General Assembly privately have expressed cautious optimism that they can win legislation allowing the highway’s name to change in Arlington. But events

of the past few weeks may end up hardening opposition to allowing localities more independent authority. A press release put out the same day as Fisette’s, by Democratic candidates on Arlington’s Nov. 7 ballot (including House of Delegates incumbents), calling for renaming Jefferson Davis and Lee highways could well doom the prospect of authorizing legislation, if Republican lawmakers view the effort as being a partisan political one.

Other options? As Del. Mark Levine (D-45th) last year suggested they should, County Board members could unilaterally announce a name change and dare the state government to do anything about it.

However, past cases where Arlington has gone up against the will of the General Assembly have ended badly for the county, and state reaction to a unilateral name change could make previous battles-royale pale in comparison.

Arlington does control the naming of most county secondary roads; in 2012, the County Board changed the name of a separate portion of Jefferson Davis Highway in Crystal City as Long Bridge Drive.

That decision had less to do with controversy over the name of the lone president of the Confederacy, and more to do with spotlighting development of Long Bridge Park.
