Transportation, taxes and the role of government in daily life took center stage as the four Democratic candidates for Arlington County Board squared off in

preparation for caucus voting this week.

The four contenders – Vivek Patil, Kim Klingler, Peter Fallon and Erik Gutshall – are seeking to succeed County Board Chairman Jay Fisette, who is not seeking re-election after 20 years in office.

At the forum, there were few fireworks, perhaps because of the caucus’s instantrunoff process, which rewards candidates who not only win support of their own backers, but are the second choice of those backing other candidates, as well.

Voters “are looking for substance . . . and real solutions,” said Fallon, who like Klingler and Gutshall has unsuccessfully sought the Democratic nomination for County Board in past years.

Two Enshrined Into Arlington Business Hall of Fame The addition of John Milliken and Rich Doud to the Arlington Business Hall of Fame on May 2 brought the total number enshrined into the pantheon to 24.

“I’m humbled and honored,” said Milliken, a former County Board member and Virginia Secretary of Transportation, during installation ceremonies held as part of an Arlington Chamber of Commerce dinner event at the Key Bridge Marriott.

“I know the people who have preceded me [as inductees] – if I can live up to their records, I would consider it a success,” said Milliken, who long served as a landuse and transportation-planning attorney for Venable LLP. Beyond his professional capacity, “John has given back to his community – our community – and his state,” said Bob Hawthorne, market president for United Bank and inductor of Milliken and Doud.

Hawthorne pointed to Milliken’s efforts as chairman of the Port of Virginia board of commissioners; as a member of the Metro board and Northern Virginia Regional Park Authority board; and as chair of the recent Arlington Community Facilities Study.

In his remarks, Hawthorne said Milliken’s crowning achievement may have been his work to shepherd Metro’s Silver Line from conception to completion of the first

“It took a great coalition . . . to make that project happen,” Hawthorne said.

In acceptance remarks, Milliken noted that the business community was “central to Arlington’s success,” in part because it provides the tax revenue that allows for high-quality schools and recreation, as well as providing “the helping hand that we offer to people that need help in our community.”

Because of revenue from the business sector, “Arlington has been able to do the host of things that make it such a desirable place to live,” he said.

Doud headed the Arlington Chamber of Commerce from 1990-2013, during a period of major growth in the organization and the county.

A 60-plus-year resident of Arlington, “Rich has immersed himself into the community,” Hawthorne said, pointing to his efforts helping to spearhead Leadership Arlington (now the Leadership Center for Excellence), Volunteer Arlington Day and the Arlington Business Hall of Fame, among others.

“This is a special event for me, because John Milliken precedes me,” Doud said at the induction. In remarks, he praised the Chamber’s staff, the 24 chairs he worked with during his tenure and the members who “spend countless hours making the Chamber vibrant.”

County Board Candidates Try to Seal the Deal

Debate Focuses on Issues from Towing to Transportation . . . to Exotic Pets SCOTT McCAFFREY Staff Writer

Three of four Democratic aspirants for County Board engaged in some political tapdancing, with a side order of waffling, when asked whether they supported or opposed Gov. McAuliffe’s recent approval of legislation handcuffing Arlington’s efforts to rein in what county officials characterize as predatory towing.

After first attempting to amend the bill, patroned by Del. Tim Hugo (DFairfax), McAuliffe ultimately allowed it to pass into law. The measure restricts localities in Northern Virginia from imposing, as the Arlington County Board attempted last December, a “second-signature” requirement on towing from commercial properties across the county.

McAuliffe sided with the towing industry and a coalition of business groups, who complained that the Arlington action was overreach that took away the rights of property owners to control access to their land.

But only one of the four candidates competing in the upcoming Democratic County Board caucus directly answered the question, posed at a May 3 forum sponsored by the Arlington County Democratic Committee.

“I disagree fundamentally with the governor,” said Vivek Patil, the only firsttime candidate in the field.

Each of the additional three candidates – Kim Klingler, Erik Gutshall and Peter Fallon – offered a more vague take on the matter, declining to either support or chide the Democratic governor.

• “We need common sense here,” said Klingler, although she didn’t suggest what

that might look like.

• Fallon pressed for “more enabling legislation” from Richmond to give localities power to regulate towing, which is exactly the opposite of what the General Assembly has been doing in recent years.

• Gutshall said “the owners of the lots have the right to protect their rights,” but suggested that small businesses were hurt by what critics describe as predatory towing.

The second-signature requirement imposed by the County Board mandated that property owners authorize every tow off their property, rather than simply provide blanket authorization for towing of improperly parked vehicles.

The Arlington measure, which was approved on a 5-0 vote, never went into effect, since County Board members had delayed its implementation to July in an effort to have the towing industry, business leaders and the community develop implementation plans.

Instead, the towing industry and Arlington Chamber of Commerce turned to the legislature, which has the power to overturn local ordinances.

Candidates Critical of Exotic-Pets Endeavor: Arlington County Board members may have boxed themselves in and taken time away from more important issues when agreeing to consider a ban on exotic pets, several Democratic candidates seeking to join the board ranks said at a recent forum.

“This is not the biggest priority in the county – I am concerned about the board at times getting distracted,” said Peter Fallon, one of four candidates vying for the party’s nomination to succeed County Board Chairman Jay Fisette, at a May 3 forum sponsored by the Arlington County Democratic Committee.

place for uncommon pets. Pushback to certain proposals both locally and nationally caused board members to retrench, send staff back for more work and push off a decision until June.

Arlington is one of a number of Northern Virginia jurisdictions that had gotten along for decades without major ordinances deciding which pets were proper and which for not. Fallon was not alone in suggesting the matter may have proved a distraction from more pressing business.

“This is not necessarily the prime responsibility of the County Board, I’m sure we can all agree,” candidate Kim Klingler said.

Pop quiz: Given the contentiousness of the issue, was it likely any of the candidates risked raising the ire of potential voters by taking a solid stand one way or the other on the issue? For the most part, hedging bets was the order of the day.

“I am all for a process where we listen to our citizens,” said Erik Gutshall. “Listen to our subject-matter experts and our community,” said Klingler. “I would support a ban on most of these,” said Fallon, without getting specific.

Vivek Patil, a first-timer in the political arena and, as a result, perhaps more willing to throw caution to the wind, said he was “absolutely” in favor of a ban on exotic pets.

Final Tally of Endorsements by Electeds: Whether it winds up making a lot of difference, a little or none at all, Democratic County Board candidate Erik Gutshall won the battle of endorsements from elected officials in the run-up to this week’s Democratic caucus.

Gutshall has been endorsed by Arlington County Board Chairman Jay Fisette, whose announced retirement has led to the caucus race among Democrats hoping to succeed him. Gutshall also has been endorsed by state Sen. Barbara Favola and Dels. Alfonso Lopez and Rip Sullivan, and by Clerk of the Circuit Court Paul Ferguson.

Kim Klingler has been endorsed by Commonwealth’s Attorney Theo Stamos and by Commissioner of Revenue Ingrid Morroy.

Vivek Patil has the support of County Board Vice Chairman Katie Cristol; Peter Fallon has the backing of School Board Vice Chairman Barbara Kanninen.

Gutshall did hold a unity event, and Gutshall did support Garvey in the general election.

This year, Gutshall is running in a four-way caucus that also includes Kim Klingler, Vivek Patil and Peter Fallon.

Voting takes place May 9, 11 and 13.

Housing Group Releases Candidate Questionnaires: The Alliance for Housing Solutions has released transcripts of questionnaire responses from candidates seeking the Democratic nomination for County Board.

The organization solicited responses from County Board contenders Erik Gutshall, Vivek Patil, Kim Klingler and Peter Fallon, which are presented on the organization’s Web site at www.allianceforhousingsolutions.org.

Opinion Our Pick for County Board

Last week, we removed Peter Fallon and Vivek Patil from consideration, narrowing our choices in this week’s Arlington County Democratic Committee County Board caucus to Kim Klingler and Erik Gutshall.

While neither is a flawless candidate and neither has run a flawless campaign, we believe both Klingler and Gutshall are qualified to fill the County Board seat of Jay Fisette, who is retiring after 20 years in office. It is not an easy decision.

Each has experience as a civic-association president, which provides realworld perspectives on Arlington governance. And each has been involved in Arlington’s advisory-body hierarchy, with Klingler more in the publicsafety and emergency-preparedness arenas and Gutshall in planning and economic development.

Klingler’s background on publicsafety issues would be a boost to the County Board; she would fill a niche that would complement other board members. That’s a point in her favor.

We also have been impressed with a slightly more specific and commonsense set of policy goals and objectives that have emanated from Klingler’s

campaign, compared to some others.

What Gutshall has in his favor is his experience as a small-business owner, something missing (for far too long) from the County Board.

Gutshall is well-versed in the frustrations that can be felt when interacting with the government bureaucracy, and has promised to work on improvements.

Gutshall has picked up the majority of endorsements from current and former elected leaders and the civic cognoscienti who have taken a stand, but that can be a double-edged sword, suggesting he is the choice of an in-crowd that often comes across as too insular and unwilling to look outside its bubble to improve life in the county. But it also suggests Gutshall has worked collaboratively through his years in civic life, picking up more friends than enemies along the way.

The Democratic caucus asks voters to rank the candidates 1-2-3-4 in an instant-runoff format. It’s a tough call for us, with only a small separation between the top two, but our recommendation is that the Democratic electorate rank the contenders in this order: Gutshall, Klingler, Fallon, Patil.

Groupthink Has Made for Poor Public Policy in County Editor: How does a county like Arlington end up with a County Board that thinks it is a good idea to build gondolas where there are no ski slopes; bring back trolley cars, a relic of the past; and unanimously approve an increase in property taxes, a tax increase that will greatly affect middle-class families and small businesses?

The answer: Groupthink.

We all know and have learned about the risks of groupthink in our education and professional training. Lack in diversity of thought and worldview, in any organization, can lead to perverse outcomes and bad policy.

Apparently, there is almost no diversity of thought on our Arlington County Board. This is a problem, given the complexity of challenges we face today.

That is why I was heartened to see that the Arlington County Republican

Committee chairman, Jim Presswood, recently announce that he intends to focus on candidate recruitment during his tenure as chairman and bring strong candidates into the elective process in Arlington.

Arlingtonians are a thoughtful, highly-educated group. They expect diversity of thought, analytical reasoning and challenging of assumptions. Not groupthink.

So, while we must demand more from our County Board, we also must support new candidates with new ideas who focus on the actual needs of Arlingtonians.

This how we, as citizens of Arlington, can end the groupthink of the Country Board. Otherwise, I fear a zip-line or a waterslide to Georgetown will be next.

The Choice for Schools

This week’s Arlington County Democratic Committee caucus for School Board is likely to be a referendum on the eight-year tenure of James Lander, who is seeking a third term.

Supporters contend Lander has proven to be an independent thinker; has pushed his colleagues and staff on matters they might well wish to publicly avoid; has been an advocate for neighborhood schools; and provides institutional knowledge on a board whose current members are relatively new to the job.

Critics say Lander often seems disengaged; frequently fails to do his homework on issues; shoots from the hip (and the lip); can be dismissive of student concerns; and bears some responsibility for the school system’s falling behind in meeting the needs of a growing student body.

Two challengers taking on Lander in this week’s caucus – Monique O’Grady and Maura McMahon – each offer experience within the school system’s advisory-body ranks and as PTA leaders through the years. Of the two, we believe O’Grady is probably the superior choice, as McMahon seems somewhat unschooled in the governance of the school system. (That said, McMahon strikes us as someone who could be a valid contender in years to come.)

Perhaps hoping not to alienate uncommitted voters – a byproduct of the Democrats’ instant-runoff voting process – neither Lander nor O’Grady has taken overt shots at the other during campaign season.

We have supported Lander in the past, yet we concede some (though not all) the points made by his opponents. As a result, O’Grady deserves a serious look from Democratic voters headed to the caucus.

Each candidate is a viable option.

Democratic caucus voters will have to decide which route to take.

In a sense, it’s a simple choice: Those who see Lander’s eight-year tenure as a cup half-full should vote for him; those who see his tenure as a glass half-empty should opt for O’Grady.

Fallon Best Option for C. Board Editor: My husband and I have known Peter Fallon for more than a decade, and strongly support him for County Board.

Fallon offers a combination of features unmatched in other candidates: • As the Arlington Education Association has recognized with its endorsement, parents and Arlingtonians who value good schools will appreciate that Fallon will be a strong champion for our children and schools. As an APS parent and civic leader, he brings clear-eyed understanding and focus on schoolcapacity needs and an ability to work well with Arlington’s School Board and County Board members. Fallon is the only County Board candidate who has unequivocally called for a fourth comprehensive high school, which will require the County Board’s help.

As school let out the afternoon of May 5 at Barrett Elementary School, a group of youngsters and adults came barreling toward Ana HernanSCHOOL dez.

Fortunately, as a BOARD crossing guard, Hernandez knows crowd NOTES control. But this group, which included the school’s principal, plus students and parents, wasn’t there to cross the street; they were there to celebrate Hernandez’s recognition by the Virginia General Assembly.

Legislators in this year’s session passed a resolution saluting Hernandez, who in February had been named one of six statewide “Most Outstanding Crossing Guards” by the Virginia Department of Transportation.

“You’re a rock star,” said one parent of a Barrett student during the ceremony, which had been kept secret from the guest of honor.

Hernandez splits her time between Barrett and Ashlawn elementaries. She has been a crossing guard, employed by the county police department, since 2014.

“I like working with children,” Hernandez said. “I’m thinking [of my own children] when I’m doing my job.”

At Barrett, Hernandez makes sure elementary-schoolers, their parents and community members can safely cross Park Drive, a narrow strip that divides the northern part of the school from Lubber Run Community Center.

“She super makes sure everyone crosses before she gives the OK” for cars to continue, said Del. Patrick Hope (D-47th), who patroned the resolution in the General Assembly and is the parent of three daughters who attend Barrett.

Keeping pedestrians safe is only part of the reason Hernandez was honored by the General Assembly. The other part?

Hernandez “goes above and beyond in her duties as crossing guard, taking time to teach students about the importance of pedestrian safety,” the resolution noted.

And she does so with a “cheerful disposition and sunny smile,” legislators noted.

Discovery Elementary Lauded as ‘Green Ribbon School’: Discovery Elementary School in Arlington is one of two Virginia schools honored in the 2017 Green Ribbon School awards competition, sponsored by the U.S. Department of Education.

The school was saluted for both its “net energy zero” footprint and for several outdoor-learning environments.

tives, including a geothermal well, the school’s energy cost is about one-third traditional elementary schools on a persquare-foot basis, county school officials said.

Also honored in the competition was Centreville Elementary School in Fairfax.

“By going green, students, faculty and administrators can make a difference – students also develop critical-thinking and problem-solving skills, and the ability to collaborate with their classmates,” Virginia Superintendent of Public Instruction Steven Staples said.

Nationally, 45 schools, nine school districts and nine post-secondary institutions are being honored through the Green Ribbon School initiative.

Arlington Students Headed to Governor’s Schools, Language Academies: Twenty Arlington Public Schools students have been selected to participate this summer in Virginia Governor’s School and Foreign Language Academy programs.

Students were announced after a competitive selection process, which for visual and performing arts included an audition at the local level followed by statewide competition.

Governor Signs Bipartisan Bill on Birth-Control Access

Gov. McAuliffe used an April 26 appearance in Arlington to sign legislation allowing women enrolled in health-care plans to purchase up to a year’s supply of birth-control pills at a time.

The measure, patroned by Del. Eileen Filler-Corn (D-Springfield), won bipartisan support on votes of 94-1 in the House of Delegates and 34-6 in the state Senate.

The measure supersedes current law, which does not permit the dispensing of birth-control measures for such a long pe-

riod of time.

“Access to safe, reliable birth control will benefit many throughout the commonwealth,” Filler-Corn said. “This is a major victory for Virginia women.”

McAuliffe signed the legislation at the Warren G. Stambaugh Human Services Center, which houses the Arlington Department of Human Services. The late Stambaugh represented Arlington in the General Assembly, where he focused on health and human-services issues.

‘STAMP OUT HUNGER’ ARRIVES THIS WEEKEND: The Arlington Food As-

sistance Center (AFAC) is participating in the 25th annual “Stamp Out Hunger” food drive, a nationwide effort organized by the National Association of Letter Carriers with the goal to collect more than 80 million pounds of food door-todoor and to bring awareness to the issue of hunger.

Arlington residents are asked to leave non-perishable food donations in a bag next to their mailboxes by 9 a.m. on the morning of Saturday, May 13. Local letter carriers will collect the food on their normal routes, donations will be delivered to AFAC for distribution to the community.

This year, AFAC hopes to collect 30,000 pounds of healthy non-perishable foods from Arlington residents.

VOLUNTEERS BEING SOUGHT FOR ‘CLEAN THE BAY DAY’: Volunteers are

being sought for the 29th annual Clean the Bay Day, to be held on June 3, sponsored by the Chesapeake Bay Foundation.

Last year, more than 6,000 volunteers participated at more than 260 sites, removing 138,000 pounds of litter and debris along 440 miles of shoreline.

“Thousands of people working together can make a huge difference in just a few hours,” said Tanner Council, coordinator for the initiative.

Chief Deputy Sheriff to Retire; Veteran of Force to Take Place Arlington County Sheriff’s Office Chief Deputy Paul Larson will retire in June, to be succeeded by a veteran member of the office.

Larson joined the sheriff’s office in 2008 and “had a tremendous imLarson pact on this office during his tenure,” Sheriff Beth Arthur said.

Prior to joining the sheriff’s office, Larson was a sworn officer with the Ar-

lington County Police Department from 1988-2008. Among his commands were the Third Patrol District, Internal Affairs Section and Criminal Investigations Section.

Arthur announced that Dave Kidwell, who retired as a major in 2015 during a 25-year career with the sheriff’s office, would serve as next chief deputy.

Upon his retirement, Kidwell was serving as director of corrections for the sheriff’s office.

“His experience, character and loyalty to the sheriff’s office will make this transition as seamless as possible,” the sheriff’s office said in a statement.

n Mark Yates, a student at Yorktown High School, is one of three Virginia recipients of the National Federation of Independent Business (NFIB) awards for entrepreneurial spirit.

Yates will be honored with the NFIB/ David and Diane Guernsey Young Entrepreneur Award.

To qualify for the awards, students must be high-school students who own and operate their own small businesses.

Applicants are screened by NFIB members across the nation.

A total of 110 high-school students nationally won awards and $2,000 scholarships in the 2017 competition, sponsored by VISA and other small-business supporters. n Arlington Career Center students earned 19 gold medals at the SkillsUSA State Championships, held in Fredericksburg at the end of April.

Virtual Poster Showcase is an effort to reduce the funding and travel barriers that limit traditional research-presentation opportunities for Earth and space science students. Participating students undergo a preliminary review, and the top-ranked submissions in each division are evaluated by a panel of experts.

The American Geophysical Union is a not-for-profit, professional scientific organization representing 60,000 members in 137 countries.

The Kiwanis Club of Arlington will award scholarships for four local highschool seniors.

Recipients include Clara Gudiel of Arlington Community High School and Shawal Tariq, Margaret Hirschberg and Qurratul Ayn Choudhry of WashingtonLee High School.

Students will be honored at an upcoming meeting of the Kiwanis Club. n

than 10,000 communities nationwide in suitability to start a new business, according to a new survey.

The financial-services Web site LendEDU.com ranked localities based on the cost of transportation and utilities; percentage of the population in the workforce; average household income and expenses; and the anticipated population growth over the next five years.

Arlington found itself nestled in between Springfield, Ill. (hometown of Abraham Lincoln) and North Myrtle Beach, S.C. (hometown of Vanna White) in the ranking. Finishing 1-2-3 at the top were West Hollywood, Calif.; North Druid Hills, Ga.; and Marina del Rey, Calif.

About a dozen Virginia localities finished ahead of Arlington in the rankings, including Cave Springs, a suburb of Roanoke, which topped all Virginia locales in seventh place nationally.

Decent winter weather, the threat of rising mortgage-interest rates and a generally solid economy helped spur the Virginia real estate market to a strong first quarter.

With a total of 22,859 transactions reported by Virginia Realtors, the January-to-March sales period represented an increase of 7.8 percent from the same time frame a year before, with sales up 25 percent from the first quarter just three years ago.

Transactions were up in every corner of the commonwealth, with the year-overyear changes ranging from 2.2 percent in the Shenandoah Valley to 28.3 percent in Southside Virginia.

In Northern Virginia, sales for the quarter totaled 8,313, up 7.1 percent from 7,762 a year before. (Virginia Realtors’ definition of “Northern Virginia” is somewhat broader than others, as it incorporates areas as far south as Fredericksburg as well as the inner and outer suburbs of D.C.) The median sales price of all homes that went to closing from January through March statewide was $260,000, up 4 per-

cent from $249,900 a year before. “Price rises have been spurred by increased buyer confidence, with demand consistently exceeding supply,” the state Realtors’ group said.

For the quarter, median sales prices were $399,900 in Northern Virginia, up 2.5 percent; $228,950 in Central Virginia, up 8 percent; $220,000 in Hampton Roads, up 4.8 percent; $197,450 in Eastern Virginia, up 15.4 percent; $189,000 in the Shenandoah Valley, up 5.1 percent; $162,000 in West Central Virginia, up 4.7 percent; $115,000 in Southwest Virginia, up 14.7 percent; and $90,000 in Southside Virginia, up 1.1 percent.

Total sales volume for the quarter of $7.29 billion was up from $6.5 billion a year before, a boost generated by the combination of higher sales and more robust sales prices.

For the quarter, the average number of days a home spent between listing and ratified sales contract was 74 days, down from 83 days in the first quarter of 2016.

Democratic contenders for governor, lieutenant governor and attorney general are expected to be on hand Saturday, May 20 when the 8th District Democratic Committee holds its annual convention.

Events will run from 10 a.m. to 5 p.m. at Hammond Middle School in Alexandria, with registration beginning at 8:30 a.m., said Margo Horner, the 8th District Democratic chair.

In addition to remarks from candidates, the event will include the once-every-four-years reorganization of the committee and election of the district’s 20 members of the Democratic State Central Committee, including seven (four men and three women) from Arlington.

The meeting also will be a chance to build enthusiasm for the upcoming statewide and legislative races, Horner said. “This needs to be our year,” she said.

Police Beat MALICIOUS WOUNDING: n On May 1 at 1:20 p.m., officers responded to the 2400 block of South Kenmore Street, and determined that a subject attempted to strike a woman with his vehicle while she was walking across the street with her child.

According to police, the victim fell to the ground during her attempt to move out of the way. The suspect then fled the scene.

LARCENY FROM AUTO: n On April 29 at 10:26 a.m., officers responded to the 6200 block of 12th Street North, where they determined that at least five vehicles had been illegally entered and rummaged through. Items of value were taken. n On April 30 at 11:34 a.m., officers responded to the 2400 block of Columbia Pike, where they determined that at least five vehicles had been illegally entered and

rummaged through. Two vehicles sustained significant damage, police said. n On May 1 at 6:30 a.m., police responded to the 600 block of South Stafford Street, where they determined that at least 18, mostly unlocked, vehicles had been rummaged through.

PUBLIC’S HELP SOUGHT IN ALLEGED SEXUAL ASSAULT: n The Arlington County Police Department is seeking the public’s assistance in identifying and locating a suspect in the sexual assault of a woman at a residence in the 1500 block of Key Boulevard on May 7.

According to police, at approximately 9:45 a.m., the male suspect entered the residential building and began knocking on various apartment doors claiming to be a maintenance worker. Once the female victim opened her door, a physical struggle ensued between the victim and the suspect. During the attack, the suspect sexually assaulted the victim, police said.

The suspect then fled the scene on foot.

The suspect is described as a black male in his early 20s, approximately 6 feet tall with a slim build.

Crime Solvers Spotlights Crime Against the Elderly SCOTT McCAFFREY Staff Writer

It’s the fear of many: An elderly family member is preyed on by scam artists, who drain their savings and, perhaps just as important, rob them of their sense of security.

Such was the case in Arlington last year, when “contractors” convinced two local residents they needed home repairs. Over the course of several months, they bilked their victims out of more than $60,000 – all of it in cash.

Into the breach stepped Arlington County Police Department Detective Kevin White, who has spent 19 of his 28 years on the force in the financialcrimes unit. Working off a single fingerprint found at one scene, the unit was able to arrest two suspects, who were convicted, sentenced to prison and ordered to pay restitution.

It is because of the “relentless commitment” to help county residents who find themselves in similar predicaments that White was honored as Law Enforcement Officer of the Year by Ar-

lington County Crime Solvers.

“I am very humbled,” White said during a luncheon held May 4, praising the efforts of the community to play its role in the fight against crime.

“It’s just really important that we keep working together,” White said.

Crimes targeting seniors get special attention by Arlington police because of the damage they can do, Chief Jay Farr said.

“This, to me, is one of the most insidious of them all,” Farr said of crimes against seniors.

“These cases bring an immense amount of stress on the victims.”

The theme of working together was emphasized during the lunch by Crime Solvers president Andres Tobar.

“It’s not ‘us-against them,’” Tobar said of the police/public relationship. “It’s ‘us.’”

Arlington Crime Solvers was founded 17 years ago. Its first president, former Arlington Chamber of Commerce president Rich Doud, was honored at the May 4 ceremony.

“Great folks have kept this going over the years,” Doud said.

Noah Simon, a former Arlington School Board member and currently district director for U.S. Rep. Don Beyer (D8th), said the local community benefits from a foundation of trust between the public and the police.

“In some parts of the coun-

try, it’s a fractured relationship,” Simon said. “It is very clear that, in Arlington, it is not.”

Farr said all community assistance was invited.

“We can’t do our job if you don’t help us,” he said.

Aging-in-Place Remodeling, Modifications Gain Popularity The past five years have seen increases in the number of remodelers engaged in aging-in-place home modifications and home owner awareness of these types of remodeling projects, according to a survey by National Association of Home Builders (NAHB) Remodelers, the remodeling arm of NAHB. “Low-cost, simple modifications to help people be safer and more comfortable in their homes, such as installing grab bars and higher toilets, continue to be the most popular aging-in-place remodeling projects,” said 2017 NAHB Remodelers Chair Dan Bawden, a remodeler from Houston. “A professional remodeler can make recommendations to homeowners that meet both their lifestyle and budget needs.”

According to the survey, 80 percent of remodeling companies are doing aging-in-place projects, up from 68 percent in 2013.

Remodelers reporting that “most” of their customers were familiar with the aging-in-place concept increased from 11 percent in 2013 to 17 percent in 2016.

The five aging-in-place remodeling projects that saw the largest increases since 2013 were: • Added lighting/task lighting increased 12 percent.

• Curb-less showers increased 9 percent.

• “Grab bars” increased 7 percent.

• Non-slip floors increased 7 percent.

• Widening doorways increased 5 percent.

While those projects were up, more complex and costly projects saw minor decreases in popularity since 2013, according to the survey.

Adding an entry-level bedroom dropped one point to 33 percent, and installing ramps or lowering thresholds decreased two points to 49 percent.

When Zoe Rocchio switched high schools, it proved a good move academically. But her aspirations for being on stage took a hit, as the new school was too small for a major drama department.

Into the breach came Encore Stage & Studio, where Rocchio (soon set to graduate and head to drama school in New York) was able to take multiple classes and participate in eight shows. “I wanted the challenge of its more sophisticated productions,� she said, praising the “truly amazing community� that the Arlington-based theater-for-youth troupe provides. “Encore helps you learn about yourself and others – collaborate and build friendships,� Rocchio said at a fund-raising breakfast May 3, which helped to kick off Encore’s 50th anniversary. “Any organization that’s been around, successfully, this long deserves a celebration, a standing ovation,� said Katie Boone, who is chairing 50th-anniversary activities that will include a host of events running through mid-2018.

Then known as the Children’s Theatre, Encore presented its first effort – “A Pocketful of Preposterous Poems� – in 1967 at Lubber Run Park. Since then, the nonprofit organization has produced more

than 210 shows that have involved more than 8,500 young people in roles on stage and behind the scenes. Since the early 1990s, more than 310,000 people have attended its performances.

Surveying the audience at the May 3 Washington Golf & Country Club fundraiser, poised young emcee Xander Tilock (himself a performer in Encore shows) told the audience that many had arrived too late to get on stage. “Some of you look like you might be a little old to audition – no offense,� Tilock joked. But he told the assemblage there was another way they could make sure Encore thrived for the next half-century.

The organization has launched its Theatre for All Fund capital campaign, designed to raise cash both to provide a permanent home and to ensure theater access to under-served populations in Northern Virginia.

With a goal of $250,000, the effort already has brought in $81,500 in pledges, including $25,000 from former Encore board chairman Jerry Gidner and his family. “Encore did great things for my daughter, and continues to do great things for the community,� said Gidner, calling the capital campaign “the first steps� toward building support for a community performing-arts center.

Schindler, who flew back from Canada to accept the award, said her family had been involved in at least two dozen shows

through the years. “The Encore experience for my children has been truly priceless,� she said.

As a volunteer, “I worked side by side with really talented people,� Schindler said. “Encore draws a group of people who are of a caring spirit.�

Like others who took to the microphone, Schindler said supporters of the organization should use the occasion of its 50th anniversary to spread the word about Encore throughout Northern Virginia. “If somebody doesn’t know about Encore, they need to know,� she said.

Arlington Joblessness Still Lowest in Commonwealth Arlington’s jobless rate improved a tick from February to March, as the county retained its pole position with the best jobs picture in the commonwealth.

With 145,709 county residents employed in the civilian workforce and 3,773 looking for jobs, Arlington’s unemployment rate of 2.5 percent in March was down from 2.6 percent a month before, according to figures reported May 3 by the Virginia Employment Commission.

Jobless rates generally were down slightly or unchanged across Northern Virginia in March, standing at 2.7 percent in Falls Church (no change); 2.9 percent in Alexandria (down from 3 percent); 3 percent in Fairfax County and in Loudoun County (each down from 3.1 percent); and 3.5 percent in Prince William County (down from 3.7 percent).

Across Northern Virginia as a whole, the jobless rate of 3.1 percent was down from 3.3 percent, representing 1.57 million in the civilian workforce and 50,700 looking for jobs.

Women’s-Leadership Conference Urges Audacity, Integrity BRIAN TROMPETER Staff Writer

GloveStix inventor Krista Woods did not go into business for money and glory.

She just was determined to keep her children’s shoes and athletic equipment from being so malodorous.

Calling the young athletes’ lacrosse gloves “bacteria-filled pits of disgust,” Woods invented a product that absorbs moisture and eliminates nearly all odorproducing bacteria within 24 hours. She had to persevere to find a company to manufacture the items, telling one recalcitrant prospect, “I’m not an entrepreneur.

I’m just a mom trying to invent something!”

Her efforts paid off and even earned her an appearance on “The Today Show.”

“Stink got me here, so I’m going with it,” she told attendees at The Women’s Center’s 31st Leadership Conference on April 22.

Woods and other presenters offered the audience plenty of advice on how to succeed in an increasingly competitive world.

In addition to Woods’ views, conference attendees heard perspectives from two other business women interviewed

by Karen Cleveland, CEO of Leadership Fairfax.

Brittany Perkins, CEO of disaster-recovery firm AshBritt Environmental, re-

counted her reluctance to take the helm of parents’ business when they retired, thinking instead she should try to attain success independently.

Perkins advised the crowd to celebrate daily successes and set attainable, smallscale goals. Woods, her irrepressible copanelist, went in the opposite direction.

“Go big or go home,” Woods said.

“Let’s do this. It is our world. It is our time. You have to be willing to fail in order to win.”

Ann Ratner, president of upscale brands with Ratner Cos., recalled founding the Hair Cuttery chain with her former husband, having written the business plan on a paper napkin at a restaurant. She later another salon after they divorced.

“In low times, I found my greatest strengths and grew the most,” said Ratner, who came to the United States from England in 1967 and later became a U.S. citizen.

The conference, held at the Hilton McLean Tysons Corner, drew more than 700 attendees.

Janet Hill, a principal with Hill Family Advisors, talked of growing up in segregated New Orleans and befriending Hillary Rodham, the future First Lady, U.S. senator and Secretary of State.

Hill described herself as candid, direct and analytical, with a soft spot for the campy new “Hawaii Five-O.” She talked of her service on several corporate boards

and said it was important for board members to act ethically and investigate companies beforehand to ensure they follow proper procedures.

“I look for integrity, integrity, integrity,” she said.

Entrepreneurs should consider taking on a partner for their enterprises, Hill said. While this means splitting the profits, a partner also shares the company’s debt, broadens the idea base and supplies complementary skills, she said.

Working mothers should not feel guilty about devoting time to developing their businesses, provided their children are cared for, Hill said.

“Guilt is a full-time job and absorbs all the positive energy,” she said.

Hill also told the women present that if they decided to marry, they should wed someone who supports their dreams and achievements and provides balance.

Among Hill’s other wisdom: • “Don’t fear failure, because success is far more dangerous to the human condition.”

• “Don’t wrestle with a pig. Both of you will get dirty, but the pig likes it.”

• “Don’t be a passenger in life.”

Deborah Rutter, president of the John F. Kennedy Center for the Performing Arts, recalled the moment in school when she got to choose which instrument to play and the bodily joy she felt while making music.

“You follow your heart, instincts and nose and it takes you on a great journey,” she said.

Rutter took German-language classes at the University of California-Los Angeles before spending her junior year in Austria studying music. Falling in love with the language and that culture, Rutter later snagged a job at the Hollywood Bowl by writing its director a letter in German.

Rutter initially felt at sea in management posts, but compensated by taking business classes at night to learn practical skills that complemented her artistic bent.

During the question-and-answer session, Rutter advocated for more arts education in schools, saying it’s been shown to improve students’ overall success rates.

She also fondly recalled touring Europe with famed cellist Yo-Yo Ma, noting that in a moment of mischief they once crawled under a table at a restaurant and tossed up rolls at the diners eating above.

Not all experiences with performers have been so pleasant, she added.

“Female opera singers aren’t the only divas in the world,” she said.

The winner of the caucus is almost assured victory in the Nov. 7 general election. Currently, veteran independent Audrey Clement is on that ballot; Republicans have until June to field a contender.

Those who fall short in the Democratic caucus have 2018 on the horizon. Next year, the party will be ramping up efforts to unseat independent County Board member John Vihstadt, who embarrassed the long-dominant Democrats with a pair of victories in 2014. Currently, Vihstadt is the only non-Democrat serving in local office in Arlington.

At the same time as the County Board caucus, Democrats will be selecting a School Board endorsee. Two-term incumbent James Lander is being challenged by Monique O’Grady and Maura McMa-

hon. In Virginia, political parties cannot formally nominate School Board candidates, but can “endorse” candidacies, which often amounts to the same thing.

Like the County Board nominee, the School Board endorsee advances to the Nov. 7 general election. Both the County Board and School Board consist of five at-large seats, elected on a rotating basis.

Given the two races and the instantrunoff voting rules, this could be the most complicated candidate caucus the Arlington County Democratic Committee has ever undertaken. But the head of planning efforts says things are well in hand.

“We’re ready. We’ll be good to go,” caucus chair Matt Weinstein said.

As days ticked down to the caucus, volunteers were being given assignments, and election tellers – who will count the ballots – were receiving instruction.

“We are in the thick of it,” Weinstein said.

The Yorktown Patriots opened play with first-round home victories over seeds LACROSSE lower in the Liberty Conference boys and girls lacrosse tournaments on May 4.

The boys (5-10) defeated the Fairfax Rebels, 8-4, and the girls (8-7) routed the Washington-Lee Generals, 18-4, in the high school action.

In the boys game, Yorktown rallied from a 2-0 deficit to take the lead for good by halftime at 5-3. J.T. Dolan and Tyler Stowell scored goals four and five to give Yorktown the lead at the break.

“We started out flat, but once we picked up the pace things got rolling,” Yorktown senior attack Blake Elliot said. “We still need to put together four good quarters.”

Elliot led Yorktown with three goals.

Ethan Chase scored two and Dolan, Stowell and Luke Helfgott had one each. Dolan and Helfgott each had an assist.

The second-place Wakefield Warriors (9-6, 7-3) have scored 46 runs in their last four high school baseball games, which includes a three-game winning streak against Capitol Conference opponents.

BASEBALL ROUNDUP In order, Wakefield lost to Washington-Lee, 13-11, in non-league action, then defeated Edison by 14-6 and 8-7 scores, then downed Jefferson, 13-7, in its latest game on May 4.

Against Jefferson, Jaime Segui was the winning pitcher, with four strikeouts.

With the bat, Colton Poythress (double) had two hits and five RBI, David Baron had two hits and two RBI, Noah Sampson had a hit and three RBI on a three-run triple, Brody Karton had two hits, Jake Karton (double) had a hit and two RBI, and Ethan Heckler, Alex Lane and John Petrich had hits.

Nothing is guaranteed, but a large number of teams have the opportunity to advance far in various sports.

In boys tennis, the McLean Highlanders, Madison Warhawks, Oakton Cougars, Marshall Statesmen and Potomac School Panthers have statechampionship potential. In girls tennis, watch out for Oakton, Marshall and the Langley Saxons, which all have the same capabilities.

Madison, Oakton, Marshall and maybe Potomac School are the best bets on the baseball diamond to do something special.

In girls softball, the undefeated and nationally-ranked Bishop O’Connell Knights in the private-school ranks could finish with a perfect record and win another state crown. In publicschool action, Madison, Marshall and McLean have conference, region and state potential.

In soccer, there are a number of squads with talent to keeping winning in the playoffs. For the boys, Langley, Oakton, the Yorktown Patriots and defending region-and state-champion Washington-Lee Generals possess those possibilities.

The best girls soccer teams are Madison, Marshall, McLean, Oakton, Yorktown and Washington-Lee. There are many, as well, in lacrosse.

Langley, Madison, McLean, Oakton, Potomac School and the Flint Hill Huskies are all good boys teams.

Langley, Madison, Marshall and Oakton are the powers for the girls.

In track and field, there are multiple individuals who could win championships or finish high in events.

The playoffs last for a few weeks, ending in early June on the publicschool level.

At the end of all the competitions, there is a strong chance state champions will have emerged.

Knights Stay Perfect by Winning Conference Tourney DAVE FACINOLI Staff Writer

This year on the first Saturday in May, the Bishop O’Connell Knights and the Derby winSOFTBALL Kentucky ner had something in common. Each proved good mudders by winning notable championships in sloppy conditions.

In rain, wind and cold on May 6, undefeated and top-seed O’Connell (24-0) blanked the St. Mary’s Ryken Knights, 9-0, at Holy Cross in Bethesda in the title game of the Washington Catholic Athletic Conference girls softball tournament.

The league tourney crown was the second straight and 19th overall for O’Connell.

The high school game was scoreless until the bottom of the fourth inning when the O’Connell bats came alive for five runs on five hits. The big blow was a three-run homer to left by freshman catcher Meadow Sacadura.

O’Connell, ranked No. 4 nationally by USA Today, added a run in the fifth and three more in the sixth. Every starter had a hit for the Knights, who had 11 total.

“The weather didn’t affect us, and the second time through the lineup we pretty much started busting the ball,” said O’Connell left fielder Patty Maye Ohanian. “That’s what we can do.”

On the mound, junior right-hander Kathryn Sandercock (23-0) dominated by hurling a two-hitter with no walks and 18

strikeouts. She fanned every Ryken starter at least once, her first 11 pitches of the game were strikes, and during one stretch retired 11 straight batters. She also said the rain wasn’t much of a factor, using a towel on her belt to wipe the ball.

“I just threw my normal pitches,” she said. “My riseball and curveball were really working, and the umpire was giving me the corners.”

Sandercock had a two-run single with the bat. Also, Caitlin Jorae had an RBI

single; Elizabeth Hoeymans had two RBI singles; Sacadura had two hits; and Leah Hammes, Kayla Turner, Lyndsay Flippin and Julia Jones had hits.

“For three innings, things weren’t going our way, so you begin to wonder,” O’Connell coach Tommy Orndorff said.

“This team knows how to win, so it worked out.”

O’Connell was 3-0 in the tournament, routing St. John’s, 27-1, and McNamara, 14-0, in its other games, with Sandercock dominant in both. See details about those wins at www.insidenova.com/sports/Arlington.

Next up for O’Connell is the Division I private-school state tourney next week.

The defending champion Knights are the top seed.

Wakefield Point Guard Will Play Division II College Hoops DAVE FACINOLI Staff Writer

Wakefield High School senior point guard Alan Treakle, the Sun Gazette’s OfBASKETBALL 2016-17 fensive Player of the Year, will play basketball in college for the Division II University of Mount Olive Trojans in Mount Olive, N.C., located east of Fayetteville.

During the 2016-17 campaign, the 5foot-10 Treakle was the Capitol Conference Player of the Year and made the all-conference defensive team.

Treakle also was chosen first-team all-region and all-state in the Group 5A classification.

He averaged 16.5 points per game to lead Wakefield in scoring during this past season, helping the team to a 22-6 record, a conference-tourney champion-

ship and region-and state-tournament berths. Treakle shot 85.3 percent from the foul line and averaged 3.7 assists per game.

During his three-year career at Wakefield, the Warriors amassed a 71-11 record, with Treakle scoring 1,113 points and having 347 assists and 152 steals.

“I have always wanted to play college basketball, so my dream has come true,” Treakle said. “They need a floor

general, so my role will be to get all of the other players involved in the offense.

That’s what I can do.”

Wakefield coach Tony Bentley said Treakle should do well at Mount Olive, especially because the team needs a point guard.

“Alan is a playmaker, a winner and he can score when he needs to,” Bentley said. “He’s one of the best players I’ve had come through Wakefield.”

Picot and Cleaveland were awarded scholarships while also being recognized for being two of the four athletes who also maintained straight As through their high school careers. In addition, Cleaveland was named the Eastern Regional winner.

Picot was a running back, wide receiver and defensive back for Yorktown.

Cleaveland was a lineman. Both were

all-Sun Gazette players for their performances in 2016.

Picot will attend Dartmouth in the fall and Cleaveland the University of Virginia. They are considering trying out for football as walk-ons.

There were 45 athletes from the metro area recognized for their athletic, academic and community contributions.

Seven received $1,000 college scholarships.
