Reactions have been positive – with caveats applied – to the Arlington Partnership for Affordable Housing’s effort to purchase, renovate and preserve rental apartments threatened with demolition in the Westover area of the county. APAH has reached agreement to acquire nearly 70 units from private owners in the corridor at an average price of $215,000, and plans to spend about $75,000 per unit renovating them. The organization is headed to Saturday’s County Board meeting, seeking a loan of about $11 million from the county government’s Affordable Housing Investment Fund (AHIF) to support the plan. The proposal will help to “change the dynamic” of modestly priced real estate being razed for redevelopment, said APAH president Nina Janopaul. “Watching [previous] units being demolished . . . was a bit of a visualization of what’s been happening in Arlington in recent years. It helped mobilize the community,” Janopaul said. “We hope it will be a bit of an anchor for that community.” As of Sept. 20, neither the full funding proposal, nor a recommendation from County Manager Mark Schwartz, was available from the county government.
