As expected, the field firmed up at four for the Arlington County Democratic Committee (ACDC) County Board caucus next month.

Vivek Patil, Erik Gutshall, Kim Klingler and Peter Fallon each qualified for the ballot by last week’s deadline. They will compete in three days of voting – May 9, 11 and 13 – at venues across the county, with the winner moving on to the Nov. 7 general election.

With the exception of Patil, all the candidates have sought the Democratic nomination for County Board, unsuccessfully, in the past. The seat opened when County Board Chairman Jay Fisette, who was first elected in 1997, announced plans not to seek a sixth term.

Fisette has endorsed Gutshall; other Arlington elected officials are in the process of choosing up sides, although some will likely remain neutral.

Gutshall, Klingler and Patel each kicked off their candidacies at the March ACDC meeting; Fallon is expected to do so at the monthly meeting that is slated for this week. The filing period, which closed March 30, brought no surprise entries into the race.

Immediately after the filing deadline, Arlington Democratic leaders drew positions for the caucus ballot, which will run Fallon, Patil, Klingler, Gutshall.

The Democratic rank-and-file in February opted for a party-run caucus, rather than the state-run June primary, as the method of nominating their County Board candidate. The decision reversed a recent trend, which saw the party turning to primaries, including in Continued on Page 23

The Renaissance Arlington Capital View Hotel may seem like an unusual place to find a homemade meal from Thailand awaiting guests and staff members.

You can credit Narong Muangchan, described by hotel management as the “heart and soul of the banquet kitchen – the ‘ace in the hole’ for the many cultural menus prepared for events.”

Muangchan was among more than 80 front-line workers across venues in Arlington honored March 28 at the Arlington Chamber of Commerce’s 13th annual Hospitality Awards.

Arlington benefits from the most tourism and business-travel spending among all Virginia localities, and workers at area hotels and restaurants “are crucial in continuing the success of the industry,” said Kate Roche, president of the business organization, at the breakfast ceremony.

Many of the stories touch at the heartstrings. Consider the tale of Fayssal Samaka of the Ritz-Carlton, Pentagon City.

As he was checking in a family, Samaka overheard that the father was recovering from cancer treatment. He sprung into action, arranged for the family to stay in the hotel’s presidential suite and made sure they got a special tour of the local area.

Unfortunately, that story did not have a happy ending, as the father died a few months after the visit. But the family told the Ritz-Carlton’s general manager that, because of the generosity and sensitivity of Samaka, his last trip was a very special one – and they planned to come back to the hotel every year on vacation.

Then there was the matter of postage that helped Maria Suyat of the Hyatt Regency Crystal City at Reagan National Airport qualify as a 2017 Hospitality Superstar.

A guest coming from Italy let the hotel know that he would need some stamps.

Seven hundred, to be exact.

Suyat took it upon herself to phone up five different local post offices to ensure they had enough supply on hand, then arranged for a fellow employee to transport the guest to all the different locations to purchase them.

The guest “was stunned by the care she provided for this unique request,” hotel officials said in their nomination.

Then there are the tales of working behind the scenes to ensure customers have a seamless experience.

Komi Assogba of the Crowne Plaza Washington National Airport gave up a weekend to make sure renovation to the hotel’s coffee shop was completed on a Monday morning, when hotel guests would be expecting it.

“Who needs Superman when you have him?” Assogba’s manager said.

Special requests seem to be a fact of daily life in the hospitality business.

Among those who never flinches is Henri Rabezanahary of the Residence Inn by Marriott Arlington Ballston.

A family of four staying at the hotel all were vegetarians, and found the options at the breakfast buffet limited for their dietary needs. Rabezanahary made several trips to a grocery store during the course of their stay, picking up vegetarian food to ensure the family always had something that filled them up and tickled their palates.

In addition to the Hospitality Superstars, the ceremony included the induction of 12 individuals into the Bob Klein Legendary Service Award pantheon – presented only to those with more than a quarter-century of exemplary service in front-line roles in the Arlington hospitality industry.

Twenty-five years is just the starting point of those honored; two recipients, Philip Chao of the Holiday Inn Rosslyn and Ping Sangthong of the Crowne Plaza Washington National Airport were saluted for more than four decades on the job, with Ching Chao of the Holiday Inn Rosslyn, JoAnn Jansen of the Holiday Inn National Airport/Crystal City and Tommy Ellis of the Hyatt Regency Crystal City at Reagan National Airport all having logged more than 35 years.

Others presented with the Bob Klein award – named to honor a late general manager of the Holiday Inn National Airport/Crystal City who was instrumental in establishing the Hospitality Awards, included: Ofelia Lopez of the DoubleTree by Hilton Hotel Washington D.C.-Crystal City; Derrick Gaston of the Crystal Gateway Marriott; Jose De La Cruz of the Crystal City Marriott at Reagan National Airport; Marina Rodriguez of the Crystal Gateway Marriott; Ana Quintanilla of the Holiday Inn Rosslyn; Michael Lee of the Renaissance Arlington Capital View Hotel; and Mary Fon of the Holiday Inn Rosslyn.

As he works to fend off two challenges from within the Democratic ranks, School Board member James Lander has picked up the endorsement of the Arlington Education Association.

Lander “has been a strong partner in assuring that [Arlington Public Schools] continues to serve all students in our community,” said Jeffrey Elker, chair of the association’s politicalaction committee, in an announcement distributed by the Lander campaign.

Lander is vying for his third term, but if he is to get to the Nov. 7 general election, he needs to defeat challengers Maura McMahon and Monique O’Grady in the Arlington County Democratic Committee caucus, to be held in mid-May. (School Board seats in Virginia officially are nonpartisan, but political parties have the ability to “endorse” candidacies rather than formally nominating candidates.)

Lander first sought elected office in a crowded Democratic School Board caucus in 2008, finishing fourth in a field of six. A year later, he was the only Democrat to file, and went on to win the general election without opposition.

In 2013, Lander narrowly defeated Barbara Kanninen in the Democratic caucus, garnering 51 percent of the vote.

He was unopposed in the general election.

A year later, Kanninen was elected to a School Board seat.

The Arlington School Board consists of five at-large members elected to staggered terms. Lander’s seat is the only one on the ballot in 2017.

The Arlington Education Association political-action committee has been a fan of Lander, endorsing him in his battle against Kanninen in 2013.

Because collective bargaining and strikes among state-government and local-government workers are illegal in Virginia, groups such as the Arlington Education Association act more as professional organizations than as traditional unions.

School Board Candidates to Square Off in Debate: The Arlington County Democratic Committee will hold a School Board candidate forum as part of its monthly meeting on Wednesday, April 5 at 7 p.m. at Founders Hall on the Arlington campus of George Mason University, 3351 Fairfax Drive.

Democratic School Board contenders James Lander, Maura McMahon and Monique O’Grady have been invited to participate. Lander, a two-term incumbent, is being challenged in May caucus voting by McMahon and O’Grady.

Arlington Young Democrats has held County Board candidate forums each of the past several years. The event “often serves both as a barometer of community issues, and an early insight into the state of the race,” officials with the organization said.

The four candidates are vying to succeed County Board Chairman Jay Fisette, who announced earlier this year he would not be seeking re-election. Fisette has held the seat since 1998.

The winner of the May Democratic caucus will move on to the Nov. 7 general election. To date, independent Audrey Clement is the only candidate to have qualified for the ballot.

The community is invited to the debate; parking is available in the building’s garage.

Del. Lopez to Host Straw Poll: Del. Alfonso Lopez’s third annual Democratic straw poll is a go for Wednesday, April 12.

The event “is a fun activity for local Democratic advocates and activists to participate in, and share their views on, who should represent Arlington in upcoming elections,” said Lopez (D-49th).

Those attending will be able to cast ballots for County Board, School Board, governor and lieutenant governor. Proceeds will support efforts to elect Democrats to the House of Delegates.

Highs & Lows FOR ALL INTENTS AND PURPOSES, this week kicks off a 45day sprint that will determine who ends up succeeding Jay Fisette on the County Board, and whether James Lander retains his seat on the School Board.

Yes, the general election on Nov. 7 looms in the far distance, but it’s looking like voters in the Democratic caucus, to be held over three days in mid-May, hold the real power.

Both the County Board and School Board caucuses should be interesting and competitive. In general, we like the field of candidates that has emerged in each.

Some have experience in past campaigns, others do not. Some come with baggage that accumu-

lates through years in the public arena; others are more or less unknown.

And as we consider our options for endorsements next month, we are going to start every candidate with a clean slate. It will be how the contenders comport themselves, and how they address key issues, that will be uppermost in our minds – just as it should for voters who will be participating in the caucus voting.

Our recommendation to those who want a say in the direction of the county government and school system? Get engaged now, because the likelihood is, once the dust settles and the caucus winners emerge, the general election might not be particularly relevant.

THUMBS UP: To recipients of the Arlington Chamber of Commerce’s 2017 Hospitality Awards, which recognize the excellence of front-line staffs in the local hotel, restaurant and tourism worlds.

The stories that are told at the awards breakfast can be funny, poignant and inspirational, and it’s the exceptional interaction between hospitality workers and customers that helps keep Arlington at No. 1 in the commonwealth for spending by tourists and business travelers.

Kudos to all the award recipients, and thanks for your hard work. The effort pays dividends for your employers and the entire community.

Consider Resident Curator for Reeves Home Editor: Having been involved with every initiative to preserve the Reeves farmhouse and adjoining property since the Arlington County government acquired it in 2001, I’d like to offer a proposed solution not mentioned in the Sun Gazette’s coverage [“Reeves Farmhouse Heads to Market, But Will It Sell?” March 30].

In 2011, the General Assembly passed a bill authorizing local governments to create and manage what is called the resident-curator program. Under its provision, an historic property is leased on a long-term basis, typically 10 years or more, for free, to anyone who will live in the property and assume all maintenance, upkeep and repair costs.

If the building is lived in and occupied by a private resident, Americans with Disability Act requirements do not apply. (This has always been a concern of Arlington officials.) Only if the building is used for public purposes is ADA compliance required.

Leases are typically written, however, to allow for occasional public access to an historic property.

Fairfax County has a very active resident-curator effort; they currently have three properties for which applications have been received and are under review.

Four additional properties are expected to be available under the program in the near future.

Although I suggested the option to

the county government for consideration for Reevesland, I’m not sure how thoroughly it was explored, if at all. I hope it’s not too late to reconsider, as I believe this could be the best win-winwin (resident, county and community) solution for the Reeves farmhouse.

The Reeves house and property are unique treasures, and therefore extremely valuable historic assets in Arlington.

I firmly believe every measure should be thoroughly explored to ensure permanent preservation of the Reeves farmhouse, for present and future generations to know and appreciate Arlington’s agricultural past.

Editor: It seems to be that the Arlington County government does not have the money for the upkeep and repairs of the Reeves farmhouse; it is an historical home the county would like to preserve, and it will be difficult to find a buyer for [“Reeves Farmhouse Heads to Market, But Will It Sell?” March 30].

So why sell it? Preserve it.

As a long-time resident of Arlington, it is breaking my heart to see all these old homes being torn down and replaced with McMansions. Not to mention the waste; no one can afford to build a brick or stone home today, yet we throw the old ones in a landfill.

Solution? The contractors! After all,

they are tearing down these old homes and making a lot of money.

Why not require the contractors, for every house they tear down, to donate their time and supplies to preserve the historic ones? Give back to the community you are destroying.

School Board Is Set to Adopt a Preliminary $616M Budget SCOTT McCAFFREY Staff Writer

Arlington School Board members on April 6 are expected to adopt a proposed fiscal 2018 budget of just over $616 million – a spending plan that asks the County Board to fill in a budget gap of just under $13 million.

The package that heads to preliminary approval on Thursday is slightly less than the budget request sought by Superintendent Patrick Murphy in February, but would still be a record-breaker.

School officials aim to save just under $1 million because of a decrease in students in the special-education and English-as-a-Second-Language populations.

Officials also anticipate slightly higher state revenue than had been projected when Murphy submitted his budget plan.

At their March 23 meeting, School Board members will consider two budget amendments that, collectively, would knock about $1.8 million from the proposed spending plan. That would lower the budget gap to $11.1 million.

While County Board members are all but assured of providing most if not all the funding needed to meet that gap, School Board members also will consider additional potential cuts, including increasing class sizes and postponing implementation of pay raises by six months while

eliminating about 60 staff positions.

Unlike many school boards across the country, those in Virginia do not have independent taxing authority. The County FREE In-Home Consultation Board funds about 80 percent of the school system’s operating budget.

Census Bureau, County Staff Differ on Population Estimates SCOTT McCAFFREY Staff Writer

Varying methodologies and different staffs have led to an 8,250-resident gap in Arlington population estimates.

The U.S. Census Bureau on March 23 came out with COUNTY its official estimate of the NOTES county’s population – 230,050 – as of July 1, 2016.

That’s 3.7-percent higher than the Arlington County government’s own estimate of 221,800 residents as of the same date.

Why the difference? County-government officials say it’s because they use a model based on housing units, which a consultant found to be “especially effective in areas with high-quality data on housing development and changes.”

“Arlington County incorporates the Decennial Census count into our population estimates,” said Elizabeth Hardy, a demographer for the county government, but also “analyzes actual development activity and applies demographic factors at sub-county level geographies to produce an estimated population.”

A consultant working with the county government on its recent Community Facility Study opined that, given the mobility of Arlington’s population, particularly in younger age categories, the county’s method of estimating population may be equal or superior to that of the Census Bureau’s.

While the county government’s estimate may be lower than that of the federal government, Arlington demographers expect the growth trend to continue, expanding until the county’s population reaches 280,000 or more by 2040.

The Census Bureau’s figures peg Arlington’s year-over-year growth rate between mid-2015 and mid-2016 at 0.9 percent, about double the statewide rate.

Based on the estimates, Arlington retained its position as ninth largest, by population, of Virginia’s 133 cities and counties.

Chairman Tapped for WWI Commission: Arlington County Board members have named Dr. Allison Finkelstein to chair the county’s World War I Commemoration Task Force.

Finkelstein is an expert on World War I, and will be among the speakers at an April 6 commemorative event marking the 100th anniversary of the U.S.’s entry into the war.

The event, which runs from 5 to 6 p.m. at the Clarendon War Memorial (close to the Clarendon Metro station escalators), also will feature remarks by National Park Service chief historian emeritus Ed Bearss, an Arlington resident and a featured storyteller in the Ken Burns documentary “The Civil War.” The event will be the first activity planned by the county government’s World War I task force, which will contin-

ue its efforts until wrapping up its work in November 2018 – the 100th anniversary of the armistice that ended the fighting.

Thirteen Arlington residents – 10 in the U.S. Army, one in Army aviation and two in the U.S. Navy – were among the 116,516 Americans killed in action during World War I. Their names are inscribed on the Clarendon War Memorial.

‘Women of Vision’ Nominations Open: Nominations are being sought for the 2017 Women of Vision Awards, sponsored by the Arlington Commission on the Status of Women.

Awards are presented annually in categories of business, non-profit and government. This year, they will be handed out at an awards ceremony that is slated for June 27.

The awards program dates back to 1988; until 2010, it was known as the Person of Vision Awards, although only one man (then-Superintendent of Schools Arthur Gosling] received the award in its history.

Arlington Finishes 3rd in New Statewide Ranking of Health Arlington finished third among Virginia’s 133 cities and counties in “health outcomes” in an updated ranking.

Only Loudoun and Fairfax counties scored higher in the updated scorecard published by the Robert Wood Johnson Foundation. In recent years, Arlington has generally ranked first, second or third in the annually updated survey.

The rankings are an effort “to mobilize local communities, national partners and leaders across multiple sectors to improve health and increase health equity,” according to a release from the foundation and its study partner, the University of Wisconsin Population Health Institute.

Albemarle County ranked fourth and the city of Poquoson fifth in the updated survey. Among nearby jurisdictions, the city of Falls Church was sixth, Alexandria

ninth and Prince William County 11th.

To determine rankings, researchers looked at quality of life, including selfreported claims of poor health on statebased surveys and reports of low birthweight to a national registry. The rankings also use data on premature deaths – the rate of deaths prior to age 75.

Study authors raised concerns about an increasing number of premature deaths, particularly drug-related deaths of individuals aged 15-44 and deaths tied to car wrecks and gun-related deaths of those aged 15-24.

Arizona County Tops the Nation in Year-Over-Year Population Boost Maricopa County, Ariz., has supplanted Harris County, Texas, as the county with the nation’s highest annual population growth, according to new U.S. Census Bureau population estimates.

Harris County was the largest numeric gainer for eight years in a row, but Maricopa County gained 81,360 people between July 1, 2015 and July 1, 2016 – or about 222 people per day – while Harris County fell to second with a gain of 56,587 people, or about 155 people per day on average.

Maricopa County, home to Phoenix, primarily grew through the addition of 43,189 residents from net domestic migration, a measure of how many people move to or from an area versus other parts of the United States.

The county also added 25,428 people from natural increase (more births than deaths) and 10,188 people from net international migration.

“In the early 2000s, Maricopa County was in the top one or two counties by numeric growth. From 2009-2011, Maricopa County saw much lower net migration than in the years before or after, which caused the county to drop out of the top population-gaining counties,” said Peter Borsella, a demographer in the Census Bureau’s population division.

Harris County, home to Houston, saw changes in net domestic migration, going from a net gain of more than 17,000 to a net loss of more than 16,000. Despite this, Harris County had the second largest gain in population due to high natural increase (46,412) and net international migration (27,922).

In terms of overall population, Harris County remained the thirdlargest county with 4.6 million people, and Maricopa County remained the fourth-largest county with 4.2 million people. Los Angeles County (Calif.) and Cook County (Ill.) remained the largest and second-largest counties, respectively.

The statistics released by the Census Bureau provide population estimates and components of change for the nation’s 382 metropolitan statistical areas, 551 micropolitan statistical areas, and 3,142 counties, as well as Puerto Rico’s metropolitan statistical areas.

IMPERSONATION OF LAW ENFORCEMENT: n On March 28 at 8:06 a.m., police were dispatched to the 900 block of South Dinwiddie Street for a report of a maintenance worker attempting to conduct emergency work inside a home, and the resident refusing entry.

Police left after it was determined no crime had been committed.

At 3:37 p.m. the same day, police were again dispatched to the home for a report of a dispute between a building-maintenance worker and a resident wearing a firearm, police said.

Building management informed police that, after the officers left the first call, the resident confronted the management while wearing a ballistic vest and saying he was the sergeant of the responding officers, police said.

While investigating the incident, police observed the individual in a vehicle and conducted a traffic stop. During the investigation, police say the suspect made statements falsely identifying himself as a federal law-enforcement officer.

The suspect – 29-year-old Gary Murray Jr. of Arlington – was arrested and charged with two counts of falsely identifying as law enforcement. He was held on a $3,000 bond.

FORGED VEHICLE REGISTRATION: n During a traffic stop on March 28

at 11 p.m. on Jefferson Davis Highway at 23rd Street South, police determined that the vehicle displayed a fraudulent license plate and that the driver was in possession of a fraudulent registration.

The suspect – 26-year-old Angel Villalba of Fort Washington – was arrested and charged with possessing forged registration, possessing forged license plates and no operator’s license. She was released on bond.

BURGLARY: n On March 23 at 3 p.m., a home in the 2500 block of 20th Road North was burglarized. Items of value were taken. n On March 24 at 9:57 a.m., a home in the 500 block of 14th Road South was burglarized. Items of value were taken. n Sometime between March 24 at 5 p.m. and March 27 at 8:36 a.m., a business in the 2200 block of Columbia Pike was burglarized. No items appeared to be taken. n On March 28 at 7:50 p.m., a home in the 6700 block of Washington Boulevard was burglarized. A woman’s purse was taken. The suspect is described as a white male. Investigation is ongoing. n On March 28 at 8:20 a.m., a man in the 4000 block of 8th Street South heard noise originating from the lower level of a home. A short time later, someone opened the door of the victim’s bedroom before fleeing.

A notable corps of Arlington’s civic and political leadership was on hand March 29 to bid farewell to Wanda Pierce, who is departing after eight-and-a-half years at the helm of the Arlington Community Foundation.

Pierce served as “a tremendous ambassador for the foundation,” said Brad Coyle, its board chairman, during a reception held at the Westin Arlington Gateway Hotel.

Pierce announced in February that she would be stepping down from her post as executive director of the foundation, which manages community-development funds and provides scholarships and grant funding.

During her tenure, the foundation grew its assets and instituted new programs. Coyle praised the “fine job” Pierce had done.

The 100-plus on hand for the send-off included foundation donors, civic leaders and elected officials.

“Everybody here is important to the Community Foundation,” Pierce said.

“These are the people who have done some wonderful things in the community.

It’s just amazing what we’re doing collectively.”

In her remarks, Pierce pointed to a number of individuals – some living, some deceased – who helped set the foundation on the path it took. Among them: Diane and Brad Smith, Mary Margaret Whipple, foundation founder William Newman Jr. and the late Ellen Bozman and Joan Cooper.

Pierce also saluted the foundation’s staff as “the best team I’ve had.”

Having passed the quarter-century mark, the foundation is an ingrained part of the Arlington civic landscape, said Karen Darner, a member of its board of trustees.

“We have such a great reputation for being a part of the community,” she said.

Pointing to “endless needs” even in a locality as relatively affluent as Arlington, Darner said she expected the foundation to be integral in fostering solutions.

“We’re going to move forward,” she said.

Pierce said her future plans include resurrecting her consulting practice while also pursuing “activities and entrepreneurial ventures which I’ve contemplated for years.”

“I want to engage in ideas and projects that encourage inclusion and the equal valuation of all lives,” she said, while “engaging in activities that help to build up our community.”

And, except for a vacation on the immediate horizon, she’s not going anywhere. “I love Arlington,” Pierce said.

George Mason University and the nation of Costa Rica have formalized a partnership to share information and resources to study mosquito-borne illnesses, including Zika.

Costa Rica president Luis Guillermo Solís Rivera and Mason president Ángel Cabrera signed the agreement, which has been two years in the making, said Peggy Agouris, dean of Mason’s College of Science.

The agreement “is proof that exciting things can happen when visionary scientists connect,” Agouris said.

Costa Rica became interested in a partnership when the Costa Rican ambassador, Román Macaya Hayes, became aware of research already underway at the Mason-based National Center for Biodefense and Infectious Diseases. Discussions began in 2015, Agouris said, followed by an exchange of visits to the center by Costa Rican officials and trips to Costa Rica

by Mason scientists.

During the ceremony at Founders Hall on the Arlington campus, Cabrera presented Solís with the university’s Freedom and Learning Award.

“What we have been working on is truly significant for the country and, I hope, for science in general,” Solís said.

“If we can make progress dealing with these diseases and discovering treatments, it will be great for many, many thousands of people, not only in Latin America but in different countries around the world.” n

Entering this week’s action, the Washington-Lee Generals had a 3-3 overall record in girls high school lacrosse.

LACROSSE ROUNDUP The Generals’ victories were solid wins over Wakefield, Jefferson and Hayfield.

One of W-L’s losses was by a lopsided 18-2 score to the perennial power and undefeated Langley Saxons on March 30.

Langley so far this season has blown out all of its opponents.

For the Generals in that loss, Langley took an 8-0 lead before Washington-Lee’s Mary Corina scored with 5:47 remaining in the first half.

“I ripped in the goal from about eight meters out,” Corina said. “This season, we need to work on midfield transition.”

The Generals trailed 10-1 at halftime.

A goal by Amelia Martin cut the lead to 11-2 early in the second half.

Washington-Lee coach Katie Aird said her team took some positives from the loss against the powerhouse Saxons.

In keeping with a recent sequence, this year it was the Bishop O’Connell Knights’ turn to win – defeating the McLean HighSOFTBALL landers, 1-0 in extra innings, in the annual Saturdayafternoon contest between the perennial Northern Virginia girls high school softball powers, each a past state champ.

The squads, McLean a public school and O’Connell a private, have traded victories for five straight seasons now, with McLean winning last year’s clash, also by a 1-0 score.

“You always expect a close game when we play, and this year was nothing different,” McLean coach Maurice Tawil said. “I think these games help make both teams better every year.

That’s why we like to play O’Connell. I know it helps us, win or lose.”

Knights’ coach Tommy Orndorff agreed.

“We alternate wins, and this year it was our turn,” he said. “You won’t see a better game between two of the best teams in the state.”

O’Connell, ranked ninth nationally in USA Today and second in The Washington Post, improved to 9-0 with seven shutouts. McLean, ranked seventh by

O’Connell was led by junior righthander Kathryn Sandercock, who struck out 16, pitched a two-hitter and walked one. The Knights scored in the top of the eighth when Leah Hammes doubled and scored on a close play at the plate on Patty Maye Ohanian’s single to left field.

“I was just zeroing in on home,” Hammes said. “It was a close play, the throw kind of skipped and rolled on the ground. The game could have gone either way, but we really wanted to win

For the past five years, Arlington Babe Ruth baseball for players age 4 to 12 has adapted such a program that prioritizes the emphasis on a positive culture and model responses regarding treatment of umpires.

What has resulted. More umpires now want to work the league’s games because of fewer incidents of poor behavior from coaches and parents.

Back in 2012, Arlington Babe Ruth was struggling to find umpires. There were only seven, far too few to cover even the older-age games, and three of them said they would not return.

Once the positive-behavior program was implemented, which the league embraced, and has been continuously reinforced, the number of umpires significantly increased. This season there are 70, with a waiting list.

Jim Greenwood is the league’s chief umpire. He explained it’s easier to keep and recruit umpires, especially teenage umps, when they know they won’t be yelled at and criticized. The league’s umpires are trained how act in handling and defusing disputes.

The league keeps track of umpire complaints about coach and parent behavior, which had swelled to 44 in 2012, but fell to 11 last season.

Arlington Babe Ruth’s positive-behavior example is catching on, with other leagues reaching out to ask how the program operates. More high school leagues should follow suit to keep parents in line.

It’s the role of coaches, within reason, to at times question an umpire or official if the situation warrants. It’s never the role of a parent to do the same. Yet, they yap away with their annoying, and often uneducated, remarks to umpires and game officials.

They should follow the example being taught by Arlington Babe Ruth.

Tawil said he is satisfied with how his team has been progressing, with a number of new starters this spring. McLean

has outscored its five opponents, 37-7.

“We are already ahead of where I thought we would be at this point, and we are getting better,” Tawil said.

NOTES: The annual rivalry between McLean and O’Connell began in 2009 the year before the Highlanders won their 2010 state title, with the Knights now owning a 6-3 advantage. Every game has been played at McLean on Saturday afternoon. The Highlanders and undefeated Madison, 5-0 and ranked third in The Post, are scheduled to meet April 4.

Four longtime Babe Ruth baseball volunteers in Arlington recently were honored at a state Babe Ruth meeting for those with 25-plus years of service to the organization.

Honored from Arlington Senior Babe Ruth were Pat Tarr, Alan Schneider and Mike Krulfeld. Honored from Arlington Babe Ruth/Cal Ripken was John Karinshak.

More than a dozen overall were honored at the ceremony, four from Arlington leagues.

The four Arlington honorees have all served in many capacities with their leagues, from officers to coaches and manager.

Karinshak was not able to attend the ceremony.

Paul Link, the state Babe Ruth commissioner, was the impetus behind honoring the volunteers.

GYMNAST WINS STATE TITLE: Arling-

ton resident Katarina Olsen finished first in the all-around at her Level 9 age division at the recent Virginia USA Gymnastics Championships in Virginia Beach with a 37.75 score.

Olsen scored 9.2 on the balance beam, 9.55 on the floor exercise, 9.65 on the vault and 9.35 on the uneven bars.

Her victory followed first-place finishes in the Las Vegas Invitational and Shamrock Invitational. Olsen was ranked as high as 45th in the nation for Level 9.

In early April, she will compete in the Region 7 championships, which covers the Mid-Atlantic states.

BETTER SPORTS CLUB DINNER: Marshall Catoe will be the guest speaker at the Better Sports Club of Arlington’s April 12 dinner.

Catoe taught physical education and coached youth, middle school and high school sports in Arlington for more than 30 years. He graduated from Washington-Lee High School in 1959 and enrolled at East Carolina College, where he was a member of the wrestling team. After teaching for several years in South Carolina, Catoe relocated to Arlington in 1969.

Over the next 30 years, he coached wrestling, football, soccer, track and basketball at Swanson and Williamsburg middle schools, and WashingtonLee High, as well as the Arlington Tigers youth wrestling program and other volunteer youth sports.

Catoe was awarded a club’s special recognition trophy on two occasions. He now lives in Sopchoppy, Fla. The event begins at 6:30 p.m. with social hour, followed by dinner and the program around 7:15 p.m. Admission is $25 per person, and a cash bar is available.

The winner of the general election will become only the third person to occupy that particular County Board seat since Richard Nixon was in the White House.

Ellen Bozman served 24 years (from 197497) and was succeeded by Fisette.

(Fisette, who earlier had been narrowly defeated in a 1993 special election for County Board by Republican Ben Winslow, defeated Barbara Favola in the June 1997 Democratic primary for Bozman’s seat. But in a twist, Favola ended up getting on the County Board first, winning a special election that fall to succeed James Hunter III, who resigned due to ill health.

Duties include: providing information to victims explaining how to obtain the program’s services; maintaining a system to assist victims in minimizing unnecessary trips to court; providing disposition information and assistance to facilitate notice of judicial proceedings; assisting victims in seeking and enforcing restitution; reception services; drafting correspondence; maintaining client records; and providing crisis intervention referrals.

This position requires an Associate’s degree from an accredited college or university and at least one year of experience in a human service delivery program providing administrative support to program staff. Equivalent combination of education, training and experience will be considered. Valid driver’s license is also required. Applicants are subject to a criminal history background check. No walk-ins or phone calls. Bilingual (English / Spanish) preferred Salary: $29,270 + benefits.
