Critics of the design of the new Lubber Run Community Center have picked up some additional time to make their case for changes, but are unlikely to see any massive revisions to the proposal cur-

rently on the table.

Significant alteration to the proposed design “is not the road we want to go down,” County Board Chairman Jay Fisette said late in the evening on July 18, as board members voted 3-2 to approve the construction contract but postpone a final decision on the conceptual design

until September.

The vote allows the general contractor to start moving forward on the $46.5 million project, but will provide the public and county-government advisory commissions more breathing room to weigh in on the final design.

The footprint of the proposed com-

munity center has drawn a mix of praise and criticism, but the county government was nearly universally panned for moving the planned vote on the concept design to July from the anticipated September.

Even some elected officials were irked.

N.Va. Home Sales Are Solid Year-over-year home sales were up across all regions of the Northern Virginia core in June, according to new figures, in part because of worries by prospective purchasers that the market may be leaving them behind.

“Renters have awakened and entered the sales market in fear of losing out on the historically low [interest] rates and taking advantage of the home-mortgageinterest deductions,” said Nicholas Lagos, broker/owner of Century 21 Gawen Realty.

A total of 2,718 residential properties went to closing in June, according to figures reported July 13 by the Northern Virginia Association of Realtors (NVAR).

That’s up 7.6 percent from 2,527 transactions a year ago.

(Figures represent sales in Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church.)

There has been improvement in consumer confidence at the national level, said NVAR chair Bob Adamson, and “local buyers and sellers share that confidence.”

But prospective purchasers are not going into the process blind. Adamson said they “have been careful about each listing’s location, price and condition.”

“They also pay attention to the home’s age, updates and likely commute times,” he said.

All of the five jurisdictions comprising the survey saw year-over-year sales

increases in June, and all but the city of Falls Church posted increases in median sales prices. Overall, the median sales price of $535,000 was up 1.9 percent from a year ago, while the average sales price of $602,045 was up 1.5 percent.

Northern Virginia’s summer market traditionally is the high point of the year, where both monthly sales and prices peak before sliding down through the end of the year.

While inventory levels remain below 2016’s totals, the number of new listings during June – 3,232 – was just a handful fewer than the same time last year.

Home-mortgage interest rates, which are expected to rise from what have been historically rock-bottom levels, will impact the ability of some buyers down the road to get into the homes they want.

“With a 1-percent increase in interest rates, it can decrease a purchaser’s borrowing power by approximately 10 percent,” Lagos said.

The June report closes out the first half of the year for the Northern Virginia real estate market. For the first six months of 2017, sales totaled 11,321, up 8.1 percent from a year before, while the average sales price of $578,407 was up 3.4 percent. Sales volume for the six-month period was $6.55 billion, up 11.9 percent from a year before.

Figures represent most, but not all, homes on the market. June 2017 figures are preliminary.

Encore’s ‘Music Man’ Hits Most of the Right Notes MATT REVILLE Staff Writer

Meredith Willson’s “The Music Man,” which first made its mark on Broadway 60 years ago this DeON cember, is in the runSTAGE ning for the crown of most quintessentially all-American musical of the mid-20th century. And, with one caveat, the show holds up well, as its summer production

by Encore Stage & Studio shows.

Let’s get the caveat out of the way up front: Attention spans have shrunk significantly since the late 1950s, and a show that might have seemed breezy then can come off a little lethargic in our era. The production clocks in a two-and-a-half hours, including intermission, and easily could be trimmed – something the rightsowners would have to do, since individual troupes like Encore have to present it as given.

The show takes us back to the 4th of July of 1912 and the fictional town of River City, Iowa, where the con man Harold Hill arrives to sell the townfolk on the idea of a marching band for their youngsters. Attempting to pull off the con, he accidentally falls in love with the lone resident with any musical ability, Marian the town librarian.

Along the ways, there are some goodnatured jibes about the Midwestern mindset; Willson came from Iowa and wasn’t above occasionally ribbing his roots.

The original New York production swept the 1958 Tony Awards (besting

“West Side Story”) and the cast album won a Grammy, all the while turning Robert Preston – previously known mostly as a showbiz B-lister – into an enduring star.

The original production gave musical theater a number of instant classics, including “Till There Was You” (covered by the Beatles, no less), “Gary, Indiana,” “Seventy-Six Trombones” and, of course, “(Ya Got) Trouble.” Fans of TV’s naughty “Family Guy” will instantly recognize “Shipoopi,” too.

Encore’s summer productions, which used to go under the name “Act III,” are not the all-youth shows that populate the troupe’s schedule the rest of the year.

They feature a combination of adult, college, teen and pre-teen performers, making for an interesting mix.

Leading the Encore production as Harold Hill is Mark Zubaly, perhaps just a tad young for the role and lacking a dominant singing voice (a trait shared, back in the day, by Preston). But he brings enthusiasm and verve to the character, a necessity for the show to be a success.

Gabriel Brown as Marian has good vocal range and charm.

The supporting cast was populated by solid performances, including Charlie Boone as the bombastic mayor who’s figured out a scam is being pulled; Henry Mason as Marian’s younger brother, who is brought out of his shell by Hill; Mike Sarisky as bad-boy Tommy, who learns some lessons in manhood from Hill; and David Lopez as another traveling salesman whose efforts to unmask Hill’s

shenanigans come to grief. Shannon McCarthy was fun as the mayor’s wife, and Brian Metcalf has some nice scenes as a con man who has gone straight until his old pal comes into town.

Kudos, also, to the foursome of Erich Izdepski, John Popp, Will Shingler and Lopez, who are transformed from members of the local school board to a pitchperfect barbershop quartet. (Which, alas, never seems to happen in the real world of news coverage.)

Director Elizabeth Pringle keeps the pace moving as much as possible. Major

scene changes were handled seamlessly throughout, and while given the new venue (more on that down below), the crew was playing a game of catch-up on some of the technical aspects. But, overall, the effort was efficient.

A couple of asides: • Encore has moved out of Thomas Jefferson Community Theatre during the two-year construction of an adjacent elementary school, and its first production at Kenmore had some teething pains, from an underperforming air-conditioning system (which improved during the show) to challenges with sound, which may have been more due to the fact virtually none of the characters had individual mikes.

Both of those are fixable.

• In the “saints be praised!” category, ushers on my end of the auditorium were (politely, but firmly) telling attendees that they couldn’t bring their bought-at-intermission candies, chips and sodas into the auditorium. It made for a much more enjoyable, crunch- and gurgle-free second act.

Those at Encore will note that I’ve not always been kind to these summer productions; the reason often is due less to the cast and crew and more with the simply fact that the musicals selected have not aged well. “The Music Man” does better than most on that score, and the cast and crew do the work credit.

‘Spelling Bee’ Brings Humor, Good Cheer to Stage BRIAN TROMPETER Staff Writer

Nervousness. Drama. Elation. Confusion. Stalling. Frustration. Disbelief.

Characters don’t have to spell any of those words in McLean Community Players’ “The 25th AnON nual Putnam County STAGE Spelling Bee,” but they certainly experience them – to the audience’s delight.

The musical, with a book by Rachel Sheinkin and music and lyrics by William Finn, takes a while to get aloft, but hits its stride and provides a steady stream of laughs.

The plot is exactly what one expects: A group of awkward, misfit teens must overcome butterflies and self-doubt to compete for a trophy and bragging rights.

No single performer dominates the large cast and the key players make the most of their moments to excel.

Contestants put on brave faces and puff themselves up with their competitors, hoping to psych them out, but all are experiencing inner turmoil.

(The pressure and humiliation are real.

There’s Barfée (William Jeffreys), who chafes at people’s constant mispronunciation of his last name and uses a “magic foot” technique to spell out words.

Sidney Davis assumes several roles, but mainly lends his quirkiness to a contestant named Leaf Coneybear, who divines spellings with a sock puppet’s help.

Logainne (Sierra Hoffman), with her two gay fathers and unpronounceable German surname, also is a hoot.

Meghan Bentley is enjoyable to watch as Marcy, an overachiever in a Catholic schoolgirl’s dress who secretly wants to be relieved of the pressure to win all the time.

She shines in one of the best numbers, “I Speak Six Languages.”

Most of the contestants are underdogs, but Olive (Holly Kelly) may be the most pitiful of all as she waits for her father to show up and pay her temporarily-waived entrance fee.

Another contestant, Chip (Richard Farella), is a Boy Scout who has not learned to control a certain bodily response common to lustful teenage boys.

Sara Watson is both prissy and geeky as past winner and contest official Rona.

Jeff Breslow is outstanding as Vice Principal Panch. Sporting a garish necktie, he delivers many zingers in an authoritative voice when contestants ask him to use certain words in sentences.

Chris Gallegos brings distinctive personalities to his roles as an ex-con counselor and one of Logainne’s fathers.

The play allows several audience members to take part in the first act and has considerable script leeway. MCP’s version of the 2004 musical has references to last

year’s contentious presidential election.

(One senses the Trump-Clinton fiasco will supply comic fodder long after we’re all dust.)

The school-gymnasium set by Bill Glikbarg features bleachers for the contestants and a table for the judges, who ring a bell whenever contestants answer incorrectly.

Directors Kevin and Pamela McCormack marshal the cast well, choreographer Kathleen McCormack capably coordinates the actors’ movements on the small stage and conductor Lori Roddy keeps the band hopping throughout.

The musical is funny all the way to the end, when we learn the fate of each character. The upbeat show has a few tender moments, but otherwise pleasantly pummels the audience’s funny bones.

“The 25th Annual Putnam County Spelling Bee” runs through July 30 in the thirdfloor ballroom of Vinson Hall Retirement Community’s Community Building, 1735 Kirby Road in McLean.

Shows are Fridays and Saturdays at 8 p.m., Sundays at 2 p.m. Tickets are $25, with discounts for students, seniors and groups.

What is a 1.65 parking ratio, and why will none of Arlington County Board Chairman Jay Fisette’s colleagues join him in trying to get it reduced?

“No interest in that? I’m a little shocked,” Fisette said after his board compatriots passed on his proposal at a recent work session.

For the time being, Fisette has conceded the point. “That’s the way it goes,” he said.

Under a proposal from a working group, aimed at managing parking in future residential developments in the Rosslyn-Ballston and Route 1 concrete canyons, 1.65 parking spaces per residential unit in an apartment or condominium would be the maximum allowable before developers would have to pay a penalty – more than $3,000 a year, per space, for 30 years.

Setting the maximum at 1.65 “was a compromise,” said James Schroll, who chaired the working group on residentialparking issues in the corridors. He told County Board members it would allow the flexibility for developers of condominiums to offer two parking spaces for some units.

At the work session, Fisette wanted the threshold lowered – to what level, he did not specify – since so few residential

buildings in the county’s urban corridors lately have approached that level of parking.

“We have not had a site plan above that for 10 years,” the board chairman said.

Although Fisette got no traction on his proposal to change the threshold now, he did find some support for looking at it: • “The number is a bit too high, but I don’t know what the [right] number is,” board member Christian Dorsey said.

• “We have some work to do. I don’t think we’re there yet,” vice chairman Katie Cristol said.

The working group’s report also delved into minimum parking requirements for new projects. Under its recommendations, minimums for specific residential buildings would vary depending on the proximity to a Metro station and whether the projects are market-rate or committed-affordable.

Under the group’s recommendations, committed-affordable buildings aimed at those earning less than 40 percent of the area median income would not be required to provide any parking at all, and those targeted at those earning 60 percent or less would need to provide only limited parking.

Reducing or eliminating parking requirements would ease the cost burden for developers providing affordable units, but the idea has drawn raised eyebrows from some who suggest it would strip the abil-

ity of tenants to own a car.

According to county data, about 72 percent of those in Arlington earning 60 percent of area median income and about 63 percent of those earning 40 percent rely on private vehicles for transportation, although those figures are for the county as a whole, not specific to the RosslynBallston and Route 1 corridors, where there is greater access to mass transit.

Fisette said the two-hour work session on July 11 was “the next step along the way” to getting a formal recommendation

on parking ratios from County Manager Mark Schwartz, slated for September.

“It’s taking a while,” Fisette said of the process, but the work session proved “very useful,” he said.

Stratford Park Facilities to Get Upgrade: Stratford Park’s sports facilities are set to receive their first major upgrade since the park opened more than a halfcentury ago.

Under a $2.4 million plan, the project will include updates to sports courts, landscaping and lighting. When completed, the park – located near the current home of H-B Woodlawn Secondary Program – will have a new diamond field with dugouts, bullpens, a batting cage, backstop and spectator seating.

Updates will bring the park into compliance with Americans with Disabilities Act requirements.

The project was put on hold to accommodate revisions to the design plan for renovating the H-B Woodlawn building, which in 2019 will revert to its original use as a community middle school. As a result of delays, the current expected cost will be about $820,000 more than the original budget.

County officials aim to have the project completed by early next year in order to beat the clock before school renovations ramp up, saying it would be “extremely challenging” to juggle renovations to both the park and the school at the same time.

Highs & Lows THUMBS UP: To Arlington County Board members, for taking the (admittedly not unexpected) step of telling Virginia Hospital Center that the county government wants to obtain the hospital’s North Carlin Springs Road campus as part of a land-swap deal.

The action, taken last week, moves the ball forward on the planned land exchange between the two entities.

The more challenging question will be, what county facilities should be put on the Carlin Springs site? Despite input and recommendations from the gov-

ernment’s Joint Facilities Advisory Commission, more time needs to be taken to get this decision right.

It’s a large parcel – something Arlington is in short supply of – and there should be a way to accommodate as many facilities as possible. Thinking caps on, everyone!

THUMBS DOWN: To Corey Stewart, who seems ready, willing and able to take Virginia politics deeper into the gutter every time he opens his mouth.

Having lost the Republican gubernatorial nomination – albeit giving Ed Gillespie a scare as the results rolled in – Stewart now is

taking aim at U.S. Sen. Tim Kaine (D-Va.), whose seat is up in 2018.

In so doing, Stewart – who seems to have lost interest in his day job as Prince William board chair – not only has been verbally boorish, but gives every indication that he’s willing to sink much lower as the need arises.

Reality check: Kaine is vulnerable in 2018, but not from Stewart, who has become a tired act.

Republicans need to find a way to get Stewart off the stage ASAP, before he does yet more damage to the diminished GOP brand, and guarantees a string of Democratic victories in statewide elections.

Housing Grants Should Go to Most Needy Editor: The Arlington government’s review of its property-tax-relief program for the elderly, disabled and disabled veterans is a welcome analysis of how effective this affordable housing program is today and for whom its $4.2 million in benefits are destined [“Winners, Losers Likely as Senior-Tax Plan Advances,” July 20].

This program should be scrapped and these tax funds used to give out housing grants to those who are lowincome persons (many of whom are seniors and/or disabled) in Arlington, rather to homeowners of properties val-

ued at up to a million dollars with hundreds of thousands of other financial assets as well.

The county government could aid about 700 low-income households in Arlington, all of whom earn less than $40,000 a year and have assets well under $40,000, with housing grants of $500 a month.

The county government could help lower-income seniors who are homeowners by deferring property taxes until the senior sold the house. Tax deferral would help the senior, and the county ultimately would be paid.

derly and the disabled households with incomes of about $14,000 a year, and to working families with a minor child earning about $26,000 a year, and maximum assets under $35,000 or so. Housing grant go to 1,300 households today, but the need is much higher.

There are about 15,000 low-income rental households who get no county housing assistance today and are finding it difficult to just pay rents in Arlington.

These $4 million in local tax revenues should be diverted to help them.

Use Common Sense on Traffic-Calming Measures Editor: Traffic-calming is a sensitive topic.

I ask that you pause before reacting to this article, and consider the points.

I care about children and especially my grandchildren. I believe there is more actual harm from speed humps than potential harm from a car’s stopping distance.

The reality is that a speed hump only slows car speeds for a very short distance, two to four houses at the hump, not the whole neighborhood.

All cars must slow to 15 mph, not just those going above 35 mph, all day and night.

The risk from a longer stopping distance is only when children are playing near the road. But stop-and-go driving increases CO2 emissions by about

60 percent, according to the National Academy of Science, and asbestos may be present in both old and replacement brakes and clutches.

For children, traffic-related pollution is associated with infant mortality and the development of asthma and atopy, acute bronchitis and chronic cough, according to the National Institutes of Health, and for adults, air pollution increases respiratory diseases, cardiovascular diseases, adverse pregnancy outcomes and even death.

I can’t predict how often my grandchildren will run into the road. But I can estimate how much more risk they have from increased car emissions.

Perhaps we can reduce risks to children playing near the road, and adults living near a road, by using signs like “Speed Limit 15 MPH When Children Present” and removing speed humps.

County Board Formalizes Request for Hospital Parcel SCOTT McCAFFREY Staff Writer

Arlington County Board members on July 17 formally affirmed the government’s desire COUNTY to acquire Virginia Hospital NOTES Center’s South Carlin Springs campus as part of a landswap agreement that would see a countygovernment-owned parcel delivered to the hospital. The vote was 5-0.

Under terms of an agreement inked earlier, board members had until mid-August to formally notify hospital officials of the county’s desire to take the 11.6-acre Carlin Springs parcel, currently home to an urgent-care center and the Arlington Pediatric Center.

The land swap would only go through if Virginia Hospital Center officials opted to acquire a county-owned parcel in the 1800 block of North Edison Street immediately north of the hospital’s North George Mason Drive campus. But that is all but a certainty, as the hospital’s leadership long has sought a way to expand its land-locked holdings.

The Edison Street site most recently was valued at $12.6 million; in compensation for delivering it to the hospital, the county government can opt to receive land, cash or a combination, all to be worked out after hospital officials formally notify the county government of their desire for the Edison Street property.

The hospital in June received approval from state regulators to expand onto the Edison site, another procedural hurdle needed before the swap could be consummated.

Nabbing the North Carlin Springs site has been supported by the county government’s Joint Facilities Advisory Committee and by the School Board, since it is a rare large parcel of land available for acquisition.

Even if all the pieces of the land swap come off without a hitch, the Carlin Springs parcel will remain in the hands of the hospital until mid-2018, according to the agreement, giving hospital officials time to find alternate locations for the pediatrics and urgent-care facilities.

Depending on how negotiations move forward, the Arlington government also has the option of seeking other hospital parcels, including two small ones near North George Mason Drive and several on Lee Highway.

Fisette, who served as a board liaison to the Four Mile Run task force, said he “never had to worry” that Birnbaum didn’t have things well in hand.

Although Birnbaum recently moved to Alexandria, she had lived in Arlington for 25 years and had praise for the county’s commitment to civic engagement.

“I have enjoyed working with the folks that run Arlington, in a way I never would have imagined,” she said. “Every aspect . . . has been really a joy to do.”

LAUNCHES PUBLICINITIATIVE: Doorways

for Women and Families has launched a public-awareness campaign to detail the pervasiveness and impact of homelessness, domestic violence and sexual assault in the community.

The “#Knowthe5” campaign will work to “raise critical awareness of the issues facing too many of our neighbors,” said Heather O’Malley, director of development and communications for Doorways.

“Once people are aware, they can make a difference; we know that when our community comes together, we can create real and lasting change,” O’Malley said.

Doorways has served the community for nearly four decades, providing support to residents in crisis.

“Over the years, our response has grown and developed as we learned more and more about the lasting impacts of trauma and what it takes to help women and family escape crisis, but be empowered and achieve stability,” said Caroline Jones, president and CEO of the nonprofit organization.

“Virginia Tech has worked closely with many Arlington County agencies and several civic groups over the years on urban affairs and planning projects, and we were happy to join forces again on this one,” Morton said.

Jim Moore Jr., whose father opened Moore’s Barber Shop in 1960, was among business owners who assisted the students.

He worked in the shop from the age of 7, sweeping the floors and doing other odd tasks over the years. He eventually joined as a full-time barber in 1991.

“The barber-shop business, historically, was one of the few businesses black men could do and have their own business and raise their family and generate money, without the help of anyone, so that’s really how it came up through history,” Moore said.

Wolfgang Buchler immigrated to the U.S. in 1969, bringing the baking style and essence of his hometown of Heidelberg, Germany, with him.

Buchler and his wife, Carla, opened the Heidelberg Pastry Shoppe on Lee Highway in 1975. They have been successful in retaining employees, some having worked at the bakery for as long as 40 years.

“Arlington is sometimes transient, and people sometimes don’t have something to come home to. But they know that they come here and it feels like their childhood or like visiting family, and I think that’s

really nice,” said Carla Buchler.

Arlington’s Center for Local History, a part of the county library system, has identified the early business history of Arlington as a critical gap in its collection.

The office will permanently house full transcripts of the oral histories. Students also have set up a Web site at https://www. legacybusinessarlington.com/.

Arlington officials said they were pleased to participate in the effort.

“The students’ outreach to the business owners not only helped to document our past, but also, I believe, was beneficial to the storytellers as well. The business owners were happy to have the opportunity to tell their stories,” said Cindy Richmond, deputy director of Arlington Economic Development.

Richmond said Arlington, and the region, all benefit from efforts of students who attend programs locally.

“These Virginia Tech students represent a huge competitive advantage we have in this area – a very smart, talented workforce,” she said.

Erik Gutshall, who as the Democratic nominee is the presumptive favorite in the race to succeed Jay Fisette, took in just $25 in cash donations in June, the month after he garnered the Democratic nomination in a four-way caucus, according to figures reported in mid-July.

As part of the competition, 20 local participants logged more than 3.5 million steps to promote healthy living.

King took home the title after a particularly active final day of the competition, in which he totaled 40,000 steps, or about 18 miles.

For winning the competition, King was able to bestow a $3,000 donation from Innovation Health on Bridges to Independence, a non-profit that works to lead individuals and families out of homelessness and into stable, independent living situations.

ARLINGTON TOPS RANKING OF BEST 21st-CENTURY ECONOMIC SUCCESS:

Arlington tops a new national ranking that looks at the ability of communities to attract modern investment and manage growth in the 21st-century economy.

The fourth annual Fourth Economy Community Index looks at a variety of elements that provide a foundation for sustainable economic success.

“There is no silver bullet for economic competitiveness. You have to do a lot of things well for a county to adapt to the dynamic and fluid global economy,” said Jerry Paytas, vice president of research and analytics at Fourth Economy Consulting, which is based in Pittsburgh.

Arlington topped the ranking of largesize communities, followed by another Virginia locality – Norfolk – and then Shawnee County, Kansas; Chittenden County, Vt.; and Pulaski County, Ark. The top five in among mid-sized communities were Christian County, Ky; Riley County, Kan.; Harrisonburg, Va.; Curry County, N.M.; and Liberty County, Ga. BUSH-LAWSON FOUNDATION TAPS EXECUTIVE DIRECTOR: Jennifer Myers

has been tapped as new executive director of the Jennifer Bush-Lawson Foundation, which supports efforts to provide increased access to pre-natal and post-natal health care for economically vulnerable women in the community.

An attorney, Myers most recently worked at the Wall Street Journal, previously serving as vice president of marketing and communications at the YWCA’s national headquarters.

Locally, in addition to support for the Bush-Lawson Foundation, she has been active at McKinley Elementary School and at Faith Lutheran Preschool.

The Jennifer Bush-Lawson Foundation was founded in late 2014 to honor the memory of its namesake, who was killed in accident in Arlington earlier that year.

Funding from the foundation provides access to medical care, counseling and other services to expectant or new mothers who do not have the resources to provide them.

Arlington Notes III ‘RAPID CHESS’ ADDED TO SENIOR OLYMPICS: Northern Virginia Senior

Olympics will introduce “rapid chess” as a trial event during the 2017 competition, and if successful, it may be added to the roster permanently.

The addition is part of efforts to make the Senior Olympics a program that exercises the mind as well as the body, organizers said.

As its name implies, rapid chess puts more strict time limits on competitors than regular chess. Competition will be held on Wednesday, Sept. 13 at 10 a.m. at Walter Reed Senior Center in Arlington.

The 2017 Northern Virginia Senior Olympics competition is slated to run from Sept. 9-20 at venues across the region.

Participants must be at least 50 years old by the end of the calendar year to compete in the program, now in its 35th year.

When the effort began in Northern Virginia in 1982, about 80 competitors took part. Last year, more than 900 seniors participated.

‘AFAC’ TO RENOVATE FACILITIES, SEES STAFF CHANGES: The Arlington

Food Assistance Center (AFAC) is taking steps to prep for the upcoming renovation of the main level of its Shirlington facility.

Final building permits are being prepared and new refrigeration boxes are being installed to assist with the renovation process. The entire renovation is expected to be completed by December.

“It has been, and will continue to be, a very busy summer – a summer of great opportunity and great change for AFAC,” said the organization’s executive director, Charles Meng. “Changes and opportunities that will make AFAC even stronger and ready to serve the many families that rely on us for help.”

The organization’s chief operating officer, Koube Ngaaje, has been named executive director for the District Alliance for Safe Housing. Her departure has led to the restructuring of the operations office, with assistant director of operations Vicky Bandalo and manager of client services Lily During taking on additional responsibilities. Inner Core Has Solid 6 Months

Year-over-year home sales across the District of Columbia and its inner suburbs were up across the board for the first six months of 2017, with median sales prices also mostly in positive territory.

Home sales in the D.C. metro area rose 6.3 percent to 27,802 during the first half of the year, according to figures reported July 11 by RealEstate Business Intelligence, an arm of the local multiple-listing services.

Fairfax County had the most sales of any jurisdiction in the inner core, with its 8,300 transactions up 6.3 percent from the first six months of 2016.

Among other jurisdictions, sales were up 3.1 percent to 6,498 in Montgomery County; up 5.1 percent to 5,224 in Prince George’s County; up 7.8 percent to 4,519 in the District of Columbia; up 10.5 percent to 1,570 in Arlington; up 10.2 percent to 1,356 in Alexandria; up 39.6 percent to 215 in the city of Fairfax; and up 39.5 percent to 120 in the city of Falls Church.

Year-over-year median prices also were up in all jurisdictions except Alexandria, which was flat at $500,000.

For the first six months, Falls Church had the highest median sales price at $742,500 (up 0.7 percent), followed by Arlington ($585,000, up 4.8 percent), the District of Columbia ($550,000, up 2.3 percent), Fairfax County ($500,000, up 4.2 percent), the city of Fairfax ($490,000, up 6.4 percent), Montgomery County ($425,000, up 4.9 percent) and Prince

For the inner core as a whole, the median sales price of $430,000 for the first six months of the year was up 3.6 percent from $430,000.

Home Sales, Prices Up in June: Home sales in the District of Columbia and the inner suburbs posted a slight year-overyear increase in June, as did average sales prices, according to new data, while the overall inventory crunch appears to be easing slightly.

A total of 6,142 properties went to closing last month, according to figures reported by RealEstate Business Intelligence, an arm of the local multiple-listing service. That’s up 3.4 percent from the 5,938 transactions reported in June 2016.

Survey Says: Finding the Best Locales to Buy a Home McKinney, Texas, ranks atop the list of best places for first-time homebuyers, according to a new analysis.

But it is Fayetteville, N.C., that has the most affordable housing among cities, when compared to household income – in fact, it’s nearly 13 times cheaper for residents to live there than in pricey Santa Barbara, Calif.

The data come from Wallethub, which has used 23 key metrics to determine the best and worst places for firsttime buyers among 300 communities.

Two other Texas locales – Frisco and Allen – follow McKinney at the top of the list, followed by Cary, N.C., and Norman, Okla.

Santa Barbara – which, truth be told, is gorgeous – ranks at the very bottom of the list, due in large part to affordability issues. Three additional California towns (Berkeley, Oakland and Santa Monica) join Miami Beach toward the bottom.

Most of the communities that topped the list were mid-size in scale.

Tops in the large-city category was Raleigh, N.C., followed by Lexington, Ky. The District of Columbia ranks 56th of 62 large cities.

Alessandro Rebucci, an assistant professor of economics, finance and real estate at the Johns Hopkins University, said jumping into home-ownership isn’t for everyone. But for those who have the financial and professional stability to understand the risks, it could be well worth it.

“If owning is cheaper than renting and the differential can be locked in for a few years, don’t miss out on the opportunity to start building some equity and wealth,” Rebucci said.

significant redevelopment at Ronald Reagan Washington National Airport in 20 years set to kick off in coming months, airport officials are beginning to ramp up public-information efforts.

The Metropolitan Washington Airports Authority has established a “construction advisories” online page – www. flyreagan.com/dca/construction-advisories – to keep the public informed as the three-year, $1 billion project starts up. Local residents also can sign up for e-mail alerts as work progresses.

“We will work hard to keep everyone informed of significant events that could affect their journey,” said Margaret McKeough, the authority’s chief operating officer.

The most noticeable immediate impact of the project will be construction activity adjacent to the lower-level arrivals roadway in front of Terminals B/C, slated to start later this year.

Once that construction starts, “we advise passengers to consider using Metro or one of our parking facilities to avoid the congestion,” said Paul Malandrino, the airport manager.

“Customers coming to the airport by car will need extra time to navigate the roadway system, especially on afternoons and light at night when traffic is the busiest,” Malandrino said.

The three-year expansion project will focus on construction of a new terminal for regional aircraft on the north end of the airport’s footprint. Currently, passengers to many of these flights must take a bus from Gate 35X in Terminal C to get to their planes.

Construction work also includes the pending demolition of the airports authority’s office building; staff already have been relocated to office space nearby in Crystal City. Two aging hangars also will be razed to make way for the new 14-gate concourse, which is slated to be open in 2021. The project also includes relocated and expanded security checkpoints, expected to be ready in 2020.

The rise at Dulles was due largely to a 6.8-percent increase in domestic service

by United Airlines, the airport’s dominant carrier. Frontier Airlines, which has a smaller presence, showed a 13.6-percent increase in passenger traffic.

On the international front, United’s passenger total was down slightly, but Air China, Icelandair, Lufthansa, British Airways, Saudi, Qatar and Emirates airlines all saw increases.

At Reagan National, the passenger total of 2,145,337 was down 0.2 percent from a year before, due largely to reduced capacity from United, Southwest, JetBlue and Sun Country. American Airlines – which represents half the passenger traffic at the airport – posted at 1.6-percent increase in passenger totals, while Delta also saw higher totals.

For the first five months of the year, passenger traffic at Washington Dulles was up 5.7 percent from a year before, totaling 8.6 percent, with Reagan National posting a 3-percent increase to 9.8 million Combined, the passenger total of 18.3 million for the first five months of the year

A slogan on the T-shirts worn by the host Overlee Flying Fish suggested their might SWIMMING opponent be inferior competition July 22 in a Division 1 showdown for first place in the Northern Virginia Swimming League.

That was not the case. The visiting Chesterbrook Tiger Sharks (5-0) won the meet, 232-188, to earn their second straight Division 1 crown and extend their two-year winning streak to 10. The Flying Fish (4-1) finished second for the second straight summer.

The teams have traded the Division 1 prize many times, with the losing team often finishing in second place alone in the division. Overall, Overlee, the 2015 champion, has won 29 Division 1 titles in pool history and Chesterbrook 10, plus five others in lower divisions.

Donaldson Run Wins a 12th Summer Crown A Staff Report

It was a worst-to-first season for the Donaldson Run Thunderbolts.

SWIMMING ROUNDUP A year after finishing winless in Division 2 of the Northern Virginia Swimming League, the Thunderbolts of Arlington dropped to Division 4 for this summer’s competition and won the championship with a 5-0 record.

Donaldson Run capped the perfect season by defeating the host Lee-Graham Dolphins, 237-183, July 22 in its final regular-season meet. The division crown was the 12th overall in team history. In 2014, Donaldson Run won Division 3.

One Vienna firefighter walked over to return a couple of balls that had rolled under a fire truck parked in the station’s driveway. One parent became so tired of retrieving multiple foul balls in a short period, he stopped, saying: “You can spend the whole game doing that.”

Next for Arlington is the Southeastern Region tournament, starting July 26 in Greenville, N.C. In the state tournament, Arlington opened by blanking Greene County, 18-0, in its first game; defeated Loudoun, 7-3, in its second; then nipped Nottoway, 8-6, in its third to advance to the championship game.

“All of our players have contributed in roles that are significant,” Krulfeld said.

“We’ve had timely hitting and timely defensive outs that have assisted us to stay in the lead in close games.”

Arlington picked multiple runners off base in the tournament. Krulfeld said Werfel, Will Porter and Evan Rotker were among players making timely defensive plays, and he added that the pitch-calling by assistant coach Graeme Fineman was a key factor.

“His pitch-calling made a big difference and really kept batters off balance,” Krulfeld said.

Against Greene County, Will Cantwell

had two hits and five RBI and Jones and Rusco each had two hits and three RBI. Will Fineman and Werfel had hits. Fineman was the winning pitcher. Spicer pitched in relief.

Against Loudoun, Rusco had two hits and three RBI and Porter had two hits.

On the mound, Eric Shellhouse went six innings for the win and Jones had two strikeouts. Arlington had 10 hits.

“Shellhouse really pitched well in that game,” Krulfeld said.

In the first win over Nottoway, Salsburg had four hits and two RBI. Jones and Carroll were among others with RBI. Fineman pitched five innings and Jones two. They each struck out three.

last week, the Overlee team of Reicherter, Park, Eleanor Ridgeway and Michaela Morrison set a league record of 1:59.68 in the girls 15-18 medley relay, breaking their own mark of 1:59.78. The relay was the first to break the two-minute mark.

Prior to the July 22 dual meet this summer, Overlee won the Division 1 relays and the NVSL’s All Star Relay Carnival, with Chesterbrook second in both.

“We were disappointed not to win today, but we had a good season winning the divisional relays and the all-star relays,” Day said. “So it was a good year.”

The next two weeks of the season are division competition followed by the NVSL’s individual all-star meet.

The good-luck charm at the state baseball tournament for the Arlington Senior Ruth 15-under BASEBALL Babe All-Stars was losing all four pre-game coin tosses, making them the visiting team.

That allowed Arlington to take the lead and enjoy successful starts by scoring first-inning runs in each contest en route to winning the state championship in Mount Crawford with a 4-0 record. Arlington blanked Nottoway, 10-0, in five innings in the July 17 title tilt. Right-hander Ryan Salsburg threw a perfect game with five strikeouts, and benefited from the help of three good defensive plays by teammates to preserve the gem.

“We didn’t try to lose [the coin flips] on purpose. It just worked out that way,” Arlington manager Mike Krulfeld said.

“We sent three different coaches out there before different games trying to change our luck, but that never worked. It was the same coin each time.”

The right-handed pitcher compiled a 26-0 record with a 0.09 earned run average for the undefeated 27-0 statechampion O’Connell team this past spring. She struck out 330 in 151 innings, throwing eight no-hitters and five one-hitters.

Of the design itself, Dorsey noted, there remains division. “Some people love it and are ready to move forward, some people have some issues,” he said. “There is a value in letting the deliberative process . . . play out.”

County voters last fall approved bond funding to raze and replace the 60-yearold existing Lubber Run Community Center, located on North Park Street. County officials in recent months have held a number of public sessions to gather input on both the design and programming.

County resident Michael Thomas, who long has advocated for a new community center, said the community-engagement process generally had been impressive – until county staff moved up the date of County Board approval.

“This late change in the timeline is an excellent illustration of why the county’s community-engagement processes are often viewed with distrust and suspicion,” Thomas said at a public hearing that attracted both fans and foes of the VMDO Architects design.

“We’re going to be doing the same thing whether we vote on it tonight or if we vote on it in September,” Garvey said.

with that last point; Fisette said the project could be tweaked, but is not headed back to the drawing board. “We have to be on the same page” about that, he said.

Vihstadt agreed. The design was “open to adjustments,” he said, but “I don’t think any of us are feeling we want a radical redesign.”

Fisette acknowledged that the latein-the-game schedule change was not in keeping with transparency and open government.

“We had a lot of communication and clarity weaknesses,” he said. “We’re going to learn from that.”

Holding off on a final decision was “a formal way to try and repair a process that was broken along the way,” Cristol said.

The new Lubber Run will feature up to 55,000 square feet of space spread over up to four levels. The construction contract totals $37 million, and makes the contractor (James G. Davis Construction Corp.) largely responsible for any cost overruns.
