Affordability Hampering First-Time Buyers As Spring Real-Estate Market Heats Up, Pickings are Slim in More Modest Price Ranges

As was the case a decade ago, the region’s healthy real-estate market is leaving prospective first-time purchasers in the lurch.

“Entry-level buyers have very little to choose from in the price range below $400,000,” said Bob Adamson, chairman of the Northern Virginia Association of Realtors, who called the lack of inventory (at nearly all price points) the

potential Achilles heel of the local market.

That caution came as the Northern Virginia homes market got off to a solid spring start, with March home sales up by more than 15 percent from a year before and average sales prices also on the rise.

A total of 1,779 properties changed hands across Northern Virginia last month, accord-

ing to figures reported by RealEstate Business Intelligence, an arm of the local multiplelisting service. That’s up from 1,542 sales in March 2016.

(Student) Speaker of House Reflects on Her Duties SCOTT McCAFFREY Staff Writer

Virginia governors come and go, but the legislature – which dates its roots to 1619 – is eternal. Which is why it may well be true that the Speaker of the House of Delegates holds more power than the commonwealth’s chief executive.

And during the 2017 session of Virginia’s Model General Assembly program, the person wielding the gavel in the lower house of the legislature was an Arlingtonian.

Wisam Mustafa, a senior at Wakefield High School, served as Speaker during the three-day session that brought together 550 high-school students from across the Old Dominion’s nooks and crannies, depositing them in Richmond to represent all facets of government machinery, running the gamut from legislators to lobbyists, staff to journalists.

“It was really fun. A lot of responsibility, but fun,” Mustafa said at a recent meeting of the Kiwanis Club of Arlington, which helps fund travel costs for the local students. “I was anticipating it all year. It was everything I thought it would be, and more.”

Before the session, Mustafa had the chance to meet with both Gov. McAuliffe and with House Speaker William Howell (R-Fredericksburg), who has since an-

nounced his retirement.

“He gave me tips; he was a really fun person to talk to,” Mustafa said of Howell.

The Model General Assembly program, now more than 70 years old, is sponsored by the YMCA. And while Arlington’s participation began less than a decade ago, it has emerged as one of the largest contingents. Mustafa is not alone in attaining high office; in 2016, HB Woodlawn Secondary Program senior Salome Gongadze served as governor, and next year, Woodlawn student Caroline Tornquist will serve as Speaker pro tempore.

The 2017 session was the third for Mustafa. “No year is ever the same for me,” she said.

Arlington’s participation in Model General Assembly began seven years ago with a small group from the Arlington Career Center, said Erik Van de Poll, district director for YMCA in the local area.

Over the years, “we added another school and another school,” he said. “The buy-in from the schools has been a great thing. This year, we brought 78 children down to Richmond. We really came down there with an amazing group of kids.”

tion? A measure to impose a 5-cent, refundable deposit on bottles across the commonwealth.

When she first met with members of the committee that would hear the bill in the Senate, “we were 13 apprehensive teenage strangers” who had to “work through [our] awkwardness and nerves.”

“There were all kinds of questions” about the bill, which was amended but

survived committee, Mudge said. Then it passed the state Senate unanimously.

While the real-world House of Delegates is known as a graveyard of this type of bill – as any legislator from Arlington will attest – Mudge was able to shepherd it through to passage and, eventually, a signature by the student-governor.

“All my hard work had paid off,” said Mudge, who a year ago had little interest in public policy.

“You shouldn’t knock it until you try it,” she said. “This is something I want to pursue in the future.”

Prior to heading to Richmond each spring, the Arlington students meet in December with legislators and other elected officials to help craft their bills and prepare to converge on a General Assembly where, just like the real thing, Arlington’s left-leaning tendencies are not always the majority.

“Here in Arlington, [some students] haven’t even spoken with people who have conservative views,” Mustafa said, while in this program “they’re going to have to appeal to a variety of viewpoints.”

“That’s part of the learning process,” she said. “It opens up a lot of people’s minds.”

Candidates Mull How to Best Manage Growth Democratic Caucus Foursome Maintains Civility at Committee of 100 Debate SCOTT McCAFFREY Staff Writer

How will Arlington cope with the stress on its infrastructure – from schools and open space to transportation – brought about by growth, without losing what makes the community special?

The four Democrats seeking to succeed Jay Fisette on the County Board suggest it will require planning, money and a willingness by interest groups to compromise for the greater good.

“We are going to have to give a little – all of us,” said Vivek Patil, the lone political newcomer in the field of four that will square off in May caucus voting, with the winner moving on to the general election.

Patil joined Erik Gutshall, Kim Klingler and Peter Fallon at an April 12 candidate forum hosted by the Arlington Committee of 100 at Marymount University.

It is one of a number of forums leading up to the Democratic caucus.

In questions from the audience, the candidates were asked if they supported the county manager’s request for a 2-cent increase in the existing real-estate tax rate; if they sided with the Arlington County Civic Federation, which wants no tax-rate

increase; or fell somewhere in between.

Only Patil, who serves on the Economic Development Commission, was specific, saying he backed the 2-cent increase. Others were more general in their remarks: • Gutshall, who chairs the Planning Commission and last year took 45 percent of the vote in a Democratic primary challenge to incumbent County Board member Libby Garvey, continued to press for a balance between meeting needs and not pricing out the community.

“I want to be a voice . . . for fiscal discipline,” said Gutshall, who noted that as a small-business owner, “I pay pretty much every kind of tax there is.”

“Rising property values are not a blank check” to government, Gutshall said.

• Fallon, who has served on the Planning Commission and other government bodies, said that while tax increases were likely to be regular occurrences, “fiscal accountability is very important.”

“Are we getting as much value, serving as many people as we could or should?” he said.

• Klingler, who chairs the Emergency Preparedness Advisory Commission, said her strength on the County Board would be compatibility.

“When you put teams together, you want them to be complementary,” she said. “I want to be part of that team – I think I can complement them.”

Klingler did criticize County Manager

The Arlington County Democratic Committee will host caucus voting for its County Board and School Board candidates in mid-May, with the winners moving on to the general election.

Mark Schwartz for putting “lightning rods” – programs that were unlikely to ever be cut by the County Board – on his list of potential cutbacks to reduce the size of the tax-rate increase.

The hour-long forum touched on issues ranging from the proposed land swap with Virginia Hospital Center to whether Arlington should be, or already was, a “sanctuary city.”

Given that the candidates might well need support from their opponents’ supporters in order to make it to victory due to the caucus’s “instant-runoff” rules, there were few fireworks. Fallon, who tacitly admitted he may be no purring pussycat personally but could “take ownership of a problem and deal with it,” did take a mild swipe at the other candidates late in the evening, but otherwise there was a sense of collegiality.

“This is a very strong field,” Gutshall said.

The winner of the caucus will face independent Audrey Clement, and perhaps

others, in the Nov. 7 general election.

Candidates have until June to file paperwork to run.

Committee of 100 chairman Scott Pedowitz said the organization anticipated hosting a similar forum with the generalelection field of candidates in the fall. The April 12 debate was recorded by Arlington Independent Media and will be available shortly through the Web site at www. arlingtoncommitteeof100.org.

Pedowitz said that while the Committee of 100 steers clear of partisan politics, it was good for candidates to hear from a broader swath of the public than they might be exposed to at all-Democratic events leading up to the caucus.

Gutshall, Klingler and Fallon each has run unsuccessfully for County Board before, which is no sin in Democratic circles; Fisette, who has been on the board nearly 20 years, made it on his second try, winning in 1997 after losing a special election to Republican Ben Winslow three years before.

If a recent straw poll is an indication of things to come, the Democratic caucuses for Arlington County Board and School Board in May could be headed to multiple rounds.

No aspirant in either the fourcandidate field for County Board or threesome running for School Board reached a majority of voter support in a straw poll taken as part of an April 12 fund-raiser put on by Del. Alfonso Lopez (D-49th).

In the County Board balloting, Erik Gutshall picked up 38 percent of the vote, followed by Vivek Patil at 30 percent, Pe4

ter Fallon at 22 percent and Kim Klingler at 10 percent. In the School Board race, Monique O’Grady earned 46 percent of the vote, followed by James Lander at 36 percent and Maura McMahon at 18 percent.

More than 120 ballots were cast, the Lopez team said.

Results are not necessarily indicative of how Democratic caucus voters will cast ballots next month. But under the rules of “instant-runoff” voting process established by the Arlington County Democratic Committee, a candidate must get to 50 percent of the vote in order to move on to the general election.

Voters taking part in the caucus – to be held May 9, 11 and 13 – will be able (but not required) to rank their candidates in order of preference. If no candidate receives a majority of the vote in the first round, the lowest-performing contenders

for County Board and School Board will be eliminated, with their votes reallocated to other candidates as directed by voters.

The process is repeated as often as needed, until one candidate gets to a majority.

The process has been in place for several years for Arlington Democratic caucuses, and while there have been occasions when more than one round of voting was needed, the person who led after the first round ultimately ended up the victor every time.

But it doesn’t have to be that way: Using the Lopez School Board results as an example, McMahon would be eliminated and, if enough of her voters picked Lander as their second choice, he could springboard over O’Grady to win the caucus despite trailing in the first round.

The School Board race features a twoterm incumbent (Lander) against a pair of first-time candidates. The County Board

race has no incumbent, as Jay Fisette has opted to retire. All the contenders except Patil have run for office before, albeit unsuccessfully.

The winners in each case move on to the Nov. 7 general election. Currently, independent Audrey Clement has qualified for the County Board general-election ballot, while no candidates have yet qualified for the School Board race. The qualifying deadline is mid-June.

The Lopez event, held at Arlington Cinema-n-Drafthouse, was designed to bring in cash to support Democratic efforts to elect members of the House of Delegates.

In other straw-poll voting at the event, Ralph Northam bested Tom Perriello, 67.5 percent to 32.5 percent, for governor, while Justin Fairfax took 64 percent of the lieutenant-governor vote, Susan Platt won 20 percent and Gene Rossi 16 percent.

Democrats Seek Volunteers For Upcoming Caucus Voting SCOTT McCAFFREY Staff Writer

As the weeks begin to tick down to the Arlington County Democratic Committee’s County Board and School Board caucuses, party POLITICAL officials are POTPOURRI looking for help with staffing.

“We’re going to need hundreds of individuals,” said Matt Weinstein, director of the caucus, at the April 5 Democratic Committee meeting.

The party has scheduled three days of caucus voting – May 9 and 11 in the evening and May 13 throughout the day. The May 9 voting will be held at Key Immersion Elementary School, with the May 11 event taking place at Drew Model School and the May 13 balloting at WashingtonLee High School.

Weinstein made a pitch to the 125 or so Democrats in the room to give of their time. “You can do shifts, you can do all day,” he said.

Arlington Democrats earlier in the year opted for a caucus, rather than a state-run primary, to select a nominee in the race to succeed County Board Chairman Jay Fisette.

The party always holds caucuses to select its School Board endorsees.

Arlington County Democratic Committee chairman Kip Malinosky noted that the party’s caucuses are of the “unassembled” variety, where voters show up, cast ballots and leave, unlike caucuses where supporters of candidates must sit around for the better part of a day as the process unfolds.

“It’s simple and easy – you can be in and out pretty quick,” Malinosky said.

Four candidates have qualified in the County Board race, three in the School Board contest. Voting will take place simultaneously; the party will use an instant-runoff process in case no candidate wins at least 50 percent of the vote on the first ballot.

At the April 5 meeting, Chris Leyen, Nicole Merlene and Juanita Tolliver were tapped as deputy caucus directors.

Democrats Hand Out Awards: Carol Fontein, who heads up precinct operations for the Arlington County Democratic Committee, has been saluted with the party’s top accolade.

Fontein received the Mary Marshall Outstanding Democrat of the Year Award during the committee’s annual Blue Victory Dinner, held April 8 at the Westin Arlington Gateway Hotel.

The award is named in honor of the late Mary Marshall, who served Arlington for more than two decades in the House of Delegates.

Also receiving awards at the dinner were Maggie Davis (Jean Marshall Crawford Award, honoring a female party activist), Eric Midboe (Herselle Milliken Precinct Captain of the Year), Jill Caiaz-

zo (Campaigner of the Year), Sue Walton (Unsung Hero) and John Chandler (Newcomer of the Year).

Film Screening to Focus on Syrian Refugee Camp: “Salam Neighbor,” a documentary chronicling two Americans working in a Syrian refugee camp, will be screened on Tuesday, April 25 at 6 p.m. at Busboys and Poets in Shirlington.

Speakers from Amnesty International and the Brennan Center for Justice will lead an after-film discussion.

The screening is sponsored by the Arlington Greens and Our Revolution Arlington. Admission is free, but a voluntary $5-per-person donation is requested.

Highs & Lows WE ADMIT TO BEING INTRIGUED by the proposal, reported on these pages last week, to provide historic-district status (and protections) to the Arlington Education Center, that vaguelyfuturistic-in-a-1960s-kind-of-way five-story curvature on North Quincy Street.

The proposal has been made by Planning Commission member Nancy Iacomini, who no doubt understood that it could throw a monkey wrench into the school system’s plans to build a 1,300-seat specialty high school to accommodate rising enrollment. The Ed Center site appears to be a, or perhaps the, leading contender.

Historic status would mean

the building’s exterior couldn’t be changed without going through an approval process, and that the building (and adjacent David M. Brown Planetarium) couldn’t be razed to the ground.

Iacomini’s extensive research makes a case for at least considering historic-district status. Under the rules laid down in Arlington’s ordinances, first the government historic-preservation staff must do some research, then forward the entire thing to the County Board.

Channeling her inner Joan Crawford (who knew?), County Board Vice Chairman Katie Cristol told us that this wasn’t the board’s first time at this particular rodeo: In recent years, it has ref-

ereed disputes between the school system and the Historical Affairs and Landmark Review Board over both the Wilson School site and the Stratford site.

With that experience, it should be relatively simple for the County Board in coming months to decide whether to move forward on consideration of historic status for the Ed Center building. And while speed is of the essence, we agree with Iacomini that the decision should be based on the rules laid out in Arlington’s historic-preservation ordinance, not for expediency’s sake in getting additional seats for the rising student body.

It will be interesting to see how this plays out.

O’Connell Is a Good Neighbor in Arlington Editor: One of your readers seems to bemoan the presence of Bishop O’Connell High School in his neighborhood, blaming it for local traffic problems [“Arlington Needs to Prioritize Fundamentals,” Letters April 13].

Yet, since the school is 60 years old, I would guess that it was there when he bought his house, so he must have known that students and parents will arrive and leave.

I don’t see how the school can be blamed for the lack of a sidewalk on a county street, and I have not heard of cases of vandalism or crazy driving associated with our students, who seem to be more polite on the roads than many adults.

The 3 p.m. student-pickup line comes at a non-rush hour; the school has two driveways for parents to line up to pick up their children, the main one being a large, double-lane driveway. The school employs buses and carpools to lessen the traffic flow, and buses from our school never park on county streets.

He bemoans the fact that the school has sports teams that practice and play after school (which, by the way, does lessen the number of students exiting at 3 p.m.).

As a member of the diocese of Arlington, the school permits its fellow diocese member Marymount University use its baseball field, allowing the university to field a fledgling team.

We also let an Episcopalian con-

gregation use our building on Sunday mornings while they get a church of their own. My own classroom is used as a preschool playroom, and sometimes I have to straighten things out on Monday mornings.

Another group using our school grounds are walkers of neighborhood dogs, which – unfortunately – occasionally leave gifts that are not retrieved by their human companions.

In short, the critic is welcome to use our grass, watch our world-class girls softball team play and come to daily Mass, all at no charge.

Editor: I strongly agree with Tom Dickinson [“Consider Resident Curator for Reeves Home,” Letters April 6] that the Arlington County government should retain ownership of the Reeves farmhouse and adjoining property, and lease the house to a private person or entity, after setting up a resident-curator program under provisions of the Code of Virginia.

of the County Board, will look at the Fairfax County government Web site (www.fairfaxcounty.gov/parks/rcp/) to see a summary of the resident-curator program that Fairfax has set up, and that describe the three properties – none of them, I think, as important as our Reeves property – that Fairfax is considering for the program.

Arlingtonians Have Reasons to Be Upset Editor: Look around, County Board. Arlington is not a jungle or the woods. In fact, you seem to be doing everything in your power to make Arlington a concrete city.

I know people like snakes, but poisonous/venomous anythings do not make good neighbors [“County Board Hits Brakes on Exotic-Pet Ban,” March 22]. There is a lobby for hedgehogs?

Most spiders are OK, but I don’t want my neighbors to have one that can kill me. We already have foxes roaming around freely; why do people need pet wolves?

People don’t like it when neighbors have pit bulls, and now the Animal Welfare League and “concerned” residents want animals that stop people in their tracks. I am not in favor of that. Just because children say they want something doesn’t mean you run out and get it? Every whim does not need to be fulfilled.

And you want to raise our real-estate tax rate 2 cents!

But I never see any bikers on the bike lanes anywhere around there.

Mr. Desenberg [“County Reaction to Water-Billing Issue Is Ridiculous,” Letters March 23] and Ms. Littlehale [“High Water Bills Make No Sense,” Letters March 23], you have every right to be outraged about those unexplained water bills, and more outraged that they just swept it under the rug. And finally, Mr. Gallo [“Co. Board Lacks Inclusiveness,” Letters March 23], the County Board lacks more than “inclusiveness.” It is called Democratic.

Arlington Home Sales, Prices See Solid Boost in March

The spring real estate market blossomed early and quickly this year, with home sales across Arlington in March posting solid year-over-year gains that came on top of equally strong February figures.

Home sales across Arlington last month totaled 252, up 18.3 percent from the 213 transactions reported in March 2016, according to figures reported April 10 by RealEstate Business Intelligence, an arm of the local multiple-listing service.

Average sales prices also were up, rising 5.2 percent to $633,515 on the strength of single-family prices that tiptoed up to seven-figure stratosphere (clocking in at an average $997,221, up 18.1 percent from a year before).

Average sales prices for attached homes, such as townhouses, and condominiums also were up, but more modestly, rising about 4 percent and 3 percent to $458,080 and $406,572, respectively.

Thirty-four of the sales were for $1 million or more.

Add up the sales and prices, and the total sales volume for March of $159.6 million was up 24.4 percent from a year before.

Among homes that went to closing in March, the average length of time on the market between listing and ratified sales contract of 55 days was unchanged from a year before, while the average sales price represented 98.2 percent of original list-

ing price, up slightly.

Conventional mortgages were the method of transacting sales in 170 cases, followed by cash (39).

Inventory continues to be constrained compared to a year before, with the 502 properties on the market at the end of March representing a decline of 7.2 percent from a year before.

March’s solid year-over-year showing came after an even more impressive February, but there are some signs that the market may be pulling back slightly.

The number of pending sales was down from a year before, although the number of homes coming under contract was up.

D.C., Inner Core See Higher Prices, Sales: The median sales price of $420,000 for all homes that sold in D.C. and the inner suburban core in March represented the highest figure for that month in more than a decade, while sales volume also was solid, according to new figures.

A total of 4,450 properties went to closing last month, up 18.5 percent from the 3,755 transactions reported in March 2016, according to figures reported April 10 by RealEstate Business Intelligence, an arm of the local multiple-listing service.

The $420,000 median sales price was up 36 percent from March 2010, while March’s sales were the highest for the month since the economic recession burst the local real-estate bubble a decade ago.

Adding up the sales and prices, and the total volume of $2.28 billion was up 26.7 percent from a year before.

Homes that went to closing in March spent an average of 50 days on the market, a significant improvement from the 63 days required a year before. The average sales price represented 97.9 percent of listing price, up from 97.1 percent a year before.

Spurred in part by generally good weather coupled with an improving economy and the threat of looming interestrate hikes, the local real-estate market has been solid since the start of the year. But data on pending sales and homes coming under contract suggest there may be a cooling – perhaps if only because so many people already jumped into the market before spring hit.

Falls Church, D.C., Arlington Have Highest Median Home Sales in 1st Quarter: Falls Church, the District of Columbia and Arlington each had median sales

prices of more than a half-million dollars during the first quarter of the year, according to new data.

With a median price of $605,000, Falls Church topped the ranking compiled by RealEstate Business Intelligence, an arm of the local multiple-listing service.

That was well off the 2016 first-quarter median price of $797,000, but Falls Church’s relatively low number of sales in any given month can lead to wider swings on a monthly and quarterly basis than in larger jurisdictions.

The District of Columbia’s median sales price of $527,250 was up 3.4 percent, while Arlington’s media of $517,500 was down 6.4 percent, largely due to a larger percentage of attached homes and condominiums in the overall sales mix compared to a year before.

The city of Fairfax saw a bump in median sales prices, which rose 7.5 percent to $485,000. Fairfax County, the largest homes market in the region, saw median sales prices rise 4.9 percent to $472,250, while Alexandria’s median price of $446,750 was down 6 percent.

The two Maryland jurisdictions included in D.C.’s inner core saw higher median sales prices, up 6.7 percent to $400,000 in Montgomery County and 14 percent to $265,000 in Prince George’s County.

Hospital Likely to Get Some Of Its Requested New Beds A Staff Report

Virginia Hospital Center officials say they will take half a loaf and come back later to seek the rest, when it comes to additional beds at the Arlington hospital.

Hospital officials originally had requested state-government permission to add 100 new medical/surgical beds as part of an expansion plan. But, after a hearing in early April before the Health Systems Agency (HSA) of Northern Virginia in which HSA staff recommended just 30 additional beds, the hospital dropped its request to 44, which was accepted by HSA members.

The additional beds will be phased in over a four-year period, hospital officials told HSA members.

“We acknowledged the concerns” about too many beds in the region, said Adrian Stanton, vice president and chief marketing officer for Virginia Hospital Center. He said the hospital likely would ultimately return to seek authorization for additional beds.

“We truly believe that the need will be there in the future,” he told the Sun Gazette.

The recommendation from the Health Systems Agency has a number of procedural hurdles to surmount before it lands on the desk of the state health commis-

sion for a final decision.

Both hospital and Arlington County government officials say that Virginia Hospital Center’s obtaining authorization for fewer beds than it originally sought won’t have an impact on the expected land swap between the two entities.

The hospital is seeking to obtain a 5acre parcel, long owned by the county government, immediately north of its existing campus. In return, hospital officials have offered the county government a choice of land owned by the hospital, cash, or a combination of the two.

County-government officials are most likely to seek a large hospital-owned parcel on South Carlin Springs Road, currently home to an urgent-care facility.

Under terms of a preliminary agreement signed in 2015, the county government has until June to inform the hospital that it wants that parcel. Final negotiations would then commence.

Established in the 1940s as Arlington Hospital, Virginia Hospital Center currently is approved for 334 beds. Its current campus has little room for expansion, leading the hospital to seek out the government-owned parcel to its north.

Officials with the Inova Health System also are seeking authorization from state regulators for additional beds, to be allocated to Inova Fairfax Hospital.

Thompson believes that the Metro system is “too necessary to fail,” even though a majority of people in the Washington region drive rather than take transit.

“It’s the future of vibrant communities – Metro has got to be there for all these plans to come to fruition,” he said.

Thompson posited that it was the development of the Silver Line to Tysons Corner that helped exacerbate already-existing problems within the transit system.

“Metro wasn’t ready. It stressed out the system,” he said.

Tucked in between other portions of the Civic Federation’s anniversary dinner, the discussion left some with as many questions about the future as they had arrived with.

Take all the stuff flushed through Arlington’s wastewater system in a given day, squeeze out all the liquid, and what do you have?

All told, nearly 260,000 pounds of leftover solid material – all of which currently is treated with lime and trucked out of the area for disposal.

Arlington officials aim to cut that amount by more than half through a nearly $100 million upgrade to the Water Pollution Control Plant. But one aspect of the proposal has some in the community worried.

Under what has emerged as the likely staff recommendation, focused on a process called “anaerobic digestion,” the amount of residual solid material would be cut to approximately 115,000 pounds per day. But one result of switching to the new process – the creation of methane biogas as a byproduct – has engendered some community angst.

“People are concerned about the impact,” said Suzanne Sundburg, a delegate to the Arlington County Civic Federation. By flaring off excess build-ups of gas, “you’re shooting superheated gas up into the atmosphere,” she said.

David Hughes, another Civic Federation delegate, pressed the county government to “ensure that there won’t be a problem for the immediate neighborhood or the community at large.”

Dispatched to the Civic Federation in an effort to provide reassurance was Mary Strawn, an engineer with the government’s Department of Environmental Services.

Strawn, who spoke at the federation’s April 4 meeting, predicted that the planned upgrades would, on balance, be a net positive for the community and the environment.

“We think it’s well worth the investment,” she said.

That was a view shared by Civic Federation delegate Sarah McKinley. “I’m confident that the outcomes you are recommending are good ones,” McKinley told Strawn.

Strawn said that flaring gas would be a rare occurrence, used only to prevent dangerous buildups in the system. The bulk of the generated gas could be transported to a nearby Arlington Transit (ART) facility through a pipeline; by spending about $10 million on equipment, the material could be converted to compressed natural gas to power ART buses.

ficials acknowledge that, when it occurs, a “small amount” of carbon monoxide, nitrogen oxide and sulfur oxide would be released.

County officials earlier had budgeted $150 million for the current round of upgrades; the preferred alternative clocks in at $94 million, Strawn said. Users of the county government’s water and sewer services will pay the tab.

While the Water Pollution Control Plant recently underwent a major renovation clocking in at more than $560 million, the focus was on the liquid side of the equation. Now, the effort has turned to the solid side, where some upgrades already have been undertaken to deal with aging infrastructure.

Tweaks May Be Coming to Residential-Parking Rules SCOTT McCAFFREY Staff Writer

Arlington officials may soon take a crack at tweaking the government’s residential-parking COUNTY program, aiming to balance NOTES competing needs across the community.

Stephen Crim, a parking planner with the county government’s Department of Environmental Services, told delegates to the Arlington County Civic Federation on April 4 that, while exactly how the issue will be tackled is not yet firmed up, the community will play a major role.

“There will be multiple ways in which we are going to engage, but I don’t know what form that will take – there will be a broad outreach component; I’m just not sure what it will be,” Crim said at the meeting.

The residential-parking program, which includes 24 districts spread across the county, is designed to ensure residents have access to parking in high-traffic areas. The program does not encompass residential areas where parking is not at a premium.

At the Civic Federation meeting, several delegates complained that, for a variety of reasons, residents of multi-family units

were parking in adjacent neighborhoods, where parking is already at a premium.

Bill Braswell, a federation delegate, had a two-word request for county officials related to the parking situation: “Fix it.”

Upgrades Set at Tyrol Hills Park: Arlington County Board members on April 22 are slated to consider a $1.25 million contract for upgrades to Tyrol Hills Park, located in the 5100 block of 7th Road South.

The planned project includes a new comfort station and picnic shelter, as well as a new court for futsall, a variation on soccer.

Four construction firms bid on the project; Bennett Group Inc. was the lowest responsive bidder.

Funding was approved by voters in a previous park-bond referendum.

Board Members to OK Playground Improvements at Oakgrove Park: County Board members on April 22 are expected to approve a contract worth up to $360,000 for playground improvements to Oakgrove Park in the Cherrydale community.

The project will replace the existing tot lot and add playground equipment for children ages 5 to 12.

Funding for the project comes through the 2014 Neighborhood Conservation bond approved by voters.

Vacation-Home Purchases Are Down Due to Low Invenstory Last year’s strongest pace of home sales in a decade included a sizeable drop in activity from vacation buyers due to rising prices and a lack of inventory, according to an annual second-home survey released today by the National Association of Realtors.

NAR’s new Investment and Vacation Home Buyers Survey, revealed that vacation-home purchases last year descended to an estimated 721,000, down 21.6 percent from 2015 (920,000) and the lowest since 2013 (717,000).

Lawrence Yun, NAR’s chief economist, said vacation sales in 2016 tumbled for the second consecutive year and have fallen 36 percent from their recent peak high in 2014 (1.13 million).

“In several markets in the South and West – the two most popular destinations for vacation buyers – home prices have soared in recent years because substantial buyer demand from strong job growth continues to outstrip the supply of homes for sale,” he said.

“With fewer bargain-priced properties to choose from and a growing number of traditional buyers, finding a home for vacation purposes became more difficult and less affordable last year.”

Added Yun: “The volatility seen in the financial markets in late 2015 through the early part of last year also put a dent in sales as some affluent households with money in stocks likely refrained from buying or delayed plans until after the election.”

Tight inventory conditions pushed the median sales price of vacation homes last year to levels not seen in roughly a decade. The median vacation home price was $200,000, up 4.2 percent from 2015 ($192,000) and the highest since 2006 (also $200,000).

With home prices steadily rising, an increasing share of second-home buyers financed their purchase last year.

The share of vacation buyers who paid fully in cash diminished to 28 percent (38 percent in 2015).

Vacation sales accounted for 12 percent of all transactions in 2016, which was the lowest share since 2012 (11 percent) and down from 16 percent in 2015.

Vacation buyers’ typically earned $89,900 in 2016 ($103,700 in 2015), according to results of the annual survey.

County Government Celebrates Efforts of ‘PEP’ Effort Career Center Program Combines Education, Workforce Training to Aid Those with Disabilities Arlington County Board members and their School Board counterparts recently honored organizations and personnel that help integrate individuals with disabilities into the broader community, paying special attention to a school-system program that works to bring real-life experiences to students before they enter the workforce.

The “proclamation ceremony” was held at the Arlington Career Center as part of the commemoration of Including People with Intellectual and Developmental Disabilities Month.

At the ceremony, the Career Center’s Program for Employment Preparedness (PEP) was recognized for its efforts at providing education and employment training to students ages 18 to 22 headed to the workforce. The honor was accepted

by PEP coordinator Micah Stein-Verbit.

An Outstanding Achievement award was presented to Dr. Kristi Murphy, the county school system’s assistant superintendent for human resources, and Lucia Sedwick Claster, a parent-advocate, for their support of the PEP program. Also saluted were the 16 members of the joint parent-educator PEP Organizing Committee, which developed the framework that led to the program’s start in 2014.

Murphy was serving as the school system’s director of special education when she was approached by Claster to support

the initiative, which ultimately supplanted two existing school-system programs. Parents and staff collaborated for more than two years to develop the PEP program.

“The work of this joint committee of dedicated volunteers was heralded as one of the most positive success stories of collaboration between parents and educators in the history of Arlington Public Schools,” school officials said, proving that “collaboration between parents and schools produces better outcomes for students, families, schools and the community as a whole.

The PEP program’s academic curriculum is tailored to student needs, and the program also supports partnerships with local businesses that provide internships three days per week for students.

Participating PEP students also can take community-college or vocational classes, which can lead to trade certifications, licenses, college credit, networking and apprenticeship opportunities.

Among those on hand during the March 7 ceremony were County Board Vice Chairman Katie Cristol; School Board Chairman Nancy Van Doren, Vice Chairman Barbara Kanninen and member Tannia Talento; Superintendent Patrick Murphy; and Department of Human Services director Anita Friedman.

A Tad Long, But Season-Ender Is a Success for TAP MATT REVILLE Staff Writer

Despite being a tad long and draggy in spots, the latest production of The Arlington Players – the musical “She Loves Me” – wraps up its ON 66th season with the STAGE bubbly and ultimately satisfying effort.

Brought to Broadway in 1963 and revived in 2016, the show follows intertwined stories of romance – the good and the bad – as well as a side helping of betrayal in a 1930s parfumerie in Budapest.

With a first act that clocks in at nearly 90 minutes and a total production length of more than 2 hours, 30 minutes, the show requires a commitment by the audience, and – this is directed at the copyright-holder, not the local troupe – there decidedly would be room to trim. But those who hang in there will be rewarded with good music (aided by a solid orchestra and pleasant singing voices) to go with strong acting, visually appealing sets and costumes, and humor to help move things along.

ton Players after an 18-year absence), the production plays a game of will-they-orwon’t-they with Georg (Sam Nystrom) and Amalia (Jolene Vettese), who are squabbling co-workers yet are engaged in an anonymous correspondence that is leading, if only they knew it, to deeper bonds.

Nystrom and Vettese are fine in their roles, while Burns provides some interesting quirks as his character realizes not all is well in his own home life.

As Georg and Amalia are sorting out their own issues, so too are co-workers Steven and Ilona (Taylor Witt and Mikel Rios). Meanwhile, solid performances are turned in by supporting actors Trevor Telesz and dependable veterans Jack Stein and Chuck Dluhy.

The orchestra, under the baton of musical director Scott Richards, adds to the ambiance of the show.

Under the direction of Michael Kharfen, the production moves along expedi-

tiously and mostly seamlessly, although the pace flags at the end of the first act and occasionally wanders in the second.

Again, the problem is with the script (which local troupes don’t have the power to change).

Sets (Skip Gresko) and costumes (Joan Lawrence) each proved stylish and effective.

In sum, it’s a fun show and a change of pace in the local theater scene. A solid way to round out the season.

A recent spring afternoon brought the sounds of youngsters – and gratitude – to the picnic pavilion at Barcroft Park.

The crowd was on hand to celebrate the work of a team from AmeriCorps that has contributed more than 100,000 hours of service to the Aspire Afterschool Learning program in recent years.

The total number of volunteer hours “is amazing,” said Courtney Reeve, executive director of Aspire (which began life in 1994 as the Greenbrier Learning Center and took its current name in 2005).

And, Reeve said, the increase in student reading levels among students Aspire works with is no coincidence.

“It’s so clearly tied to AmeriCorps,” she said, since they provide a continuum of service to at-risk students in the classroom, in Aspire’s after-school programs and at students’ homes.

The April 4 event also included a day of service in which Aspire students, staff and the current AmeriCorps team helped to provide some spring cleaning at Barcroft Park. They were joined by teams from REEP (Arlington Education and Employment Program) and EduFuturo in a day’s worth of activities culminating in an outdoor barbecue.

“It’s been a really great – a learning experience,” said Kellie Mattingly, on the staff of the Corporation for National and Community Service, which oversees AmeriCorps and other national volunteer programs. Mattingly had come from Richmond to observe the day’s proceedings.

After a number of battles in recent years over historic districts in Arlington, it looks like there’s finally an easy one on the County COUNTY Board’s to-do pile.

NOTES B o a r d members in May will consider a proposal to designate “The Hermitage,” a home at 4025 North Randolph St., as a local historic district. The request comes from the property’s owners, Thomas and Sarah Jensen.

The Historical Affairs and Landmark Review Board says the building meets three of 11 criteria in the historic-preservation ordinance, enough to warrant inclusion on the roster of historic districts.

It was constructed in 1931 in the Rustic Revival style.

If the request is granted, the building would become the 40th local historic district since Arlington’s preservation program began in 1978.

Public hearings on the proposal are likely to occur at the Planning Commission on May 10 and County Board on May 20.

County Government to Extend Lease

with Subway: If you find yourself in the Courthouse area and are hungering for a six-incher or a foot-long, you’ll be in luck for the long term.

Arlington officials are set to extend a lease with Subway for space on the ground floor of the Arlington County Justice Center, allowing the fast-food emporium to continue operations there for at least the next seven years.

The lease for 1,360 square feet of space expired in 2016, and Subway has been occupying the footprint as a month-tomonth tenant ever since.

The space is located at the base of the building that houses the county detention facility, and is across a plaza from the courts building.

The new lease will charge the tenant $41.91 per square foot annually to start, slightly more than the current rate, with 3-percent annual escalations, plus $60 per month for miscellaneous costs.

While County Board approval of the lease is expected in coming days, the final say goes to Circuit Court Chief Judge William Newman Jr., who must certify that the space is not required for judicial purposes.

The fast-food outlet has been renting space since the 1990s, when the building was new.

The Knights began this week with a 16-0 overall record, including a 17-0 home rout over St. Mary’s Ryken last week in a showdown of two of the top teams in the Washington Catholic Athletic Conference. O’Connell has outscored its opponents, 174-3, and has 14 shutouts, including nine in a row.

O’Connell, ranked No. 1 in the state private-school poll, second in the metro area by The Washington Post and No. 6 nationally by USA Today, has been led by productive hitting from many players and the shutdown and dominating pitching of junior right-hander Kathryn Sandercock.

The Wakefield Warriors, WashingtonLee Generals and Yorktown Patriots had success by combining for a 6-2 record during spring-break high school baseball competition last week.

Yorktown (5-5) went 2-0 and Wakefield (4-4) and W-L (6-6) each finish 2-1 for the week.

Yorktown won its third game in a row with a 10-1 victory over the host Mount Vernon Majors on April 10.

Left-hander Gavin Andersen pitched a complete-game two-hitter, with eight strikeouts and two walks, to get the win.

He threw 88 pitches and had a no-hitter

into the sixth inning.

“He kept throwing strikes, so we left him in there,” Yorktown coach John Skaggs said.

BASEBALL ROUNDUP With the bat, Yorktown had 10 hits.

The answer depends on who is asked that question, and when. The majority of teams that take such trips are baseball and softball squads, which was the case for a number of local units last week. Tracking down some of those scores was a challenge.

If a team returns from a journey with a number of wins to its credit, the majority of the players saw action and the bonding experince worked, the answer will likely be positive.

If the opposite occurred and there were issues to boot, like players breaking team rules, the answer might be along the lines of that waste-of-time response. Those type of negative results can combine to ruin the remainder of a season.

Teams travel for multiple reasons, including following the warm weather, which enables multiple games without postponements along with plenty of practice and bonding time. The thinking is, the more a team plays and practices, the more it will be improved upon return for those important upcoming conference contests.

The Madison High School baseball and girls softball teams have taken such trips for years, most often with highly positive results. Same with the Flint Hill, Washington-Lee and Langley baseball teams and McLean softball. Most return as improved units, which shows for the remainder of the regular season.

Yet the journeys can be a gamble.

Suppose the weather isn’t warm and is pretty much lousy for the entire week. That happened to the W-L baseball team a few years ago in Myrtle Beach. The temperatures rarely got out of the 40s, with a constant wind and some rain. Turns out, the weather was considerably better in Northern Virginia that particular week.

That year it might have been better, and warmer, for teams to stay home.

The Wakefield boys won the Capitol Conference tournament this past season, befor falling in the first round of the 5A state tournament to eventual runner-up Bethal.

The Wakefield girls lost in the conference and 5A North Region tournament championship games to Edison, then were defeated by eventual champion Princess Anne in the first round of the state tourney.

O’CONNELL TOPS SOFTBALL POLL: In last week’s Virginia Independent Schools Athletic Association girls Division I state softball poll, four teams from Northern Virginia are ranked in the top five.

Arlington’s Bishop O’Connell Knights (15-0) are ranked No. 1. O’Connell is the defending Division I state champion.

Collegiate of Richmond is ranked No. 2. Ranked third is Oakton’s Flint Hill Huskies (6-0), fourth is McLean’s Potomac School Panthers (5-0) and fifth is Paul VI Catholic of Fairfax.

O’Connell has already defeated Paul VI this season.

SUBURBAN CLASSIC: A barrage of

three-point baskets and a comeback victory by the East team were the highlights of the 13th annual Northern Virginia Suburban Classic girls basketball game.

The high school contest was April 2 at Oakton High School and was won by the East All-Stars, 80-77, after trialing for the first three quarters, including being behind, 32-17, after the first period.

By the end of the third, the East trailed just 60-59.

The game featured some of the top senior players throughout Northern Virginia and was sponsored by the

Northern Virginia Women’s Basketball Coaches’ Association.

“This is always a worthwhile game,” said Oakton coach Fred Priester, who organized the event and is president of the NVWBCA. “There was a very talented group of players out there. They were having fun and it was an opportunity for them to get recognized and play with and against some players they haven’t before.”

Wakefield High School point guard Summer Matlack scored eight points for the East squad and made a threepointer. Matlack was chosen a firstteam Group 5A all-state player for her performance during the season, helping Wakefield earn a state-tournament berth for the first time in school history.

She was also the Sun Gazette’s 2016-17 girls Player of the Year.

Prior to the game, there was a threepoint shooting contest, with Matlack finishing second.

After the game, four $500 scholarships were awarded to Nhek, Rascoe, West Springfield’s Sophia Shidlovsky and W.T. Woodson’s Jess Meaders.

“We made one mistake on an error and they really took advantage of that in one inning,” Ruck said. “Overall, it was a great experience for our team down there. Our team is improving. We should be competitive in the rest of our games this season.”

Sports Briefs HOT SHOTS WIN HOOP CROWN: The Arlington Hot Shots came back from a 12-point deficit to win the seventh-grade Arlington County Boys Basketball Championship Tournament.

The players were Thomas Jefferson Middle School students Ramzi Afrah, Zane Delcore, Max Derr, Josiah Hardney, Santi Perez-Lugo, Nick Ruge, Ethan Smart, Will Stewart, Trevor Wilson and Jacob Wooldridge.

SWIMMERS COMPETE IN EASTERN ZONES: Five

Arlington Aquatic Club swimmers qualified and were selected to represent the metropolitan area on the Potomac Valley Swimming all-star team, which recently competed in this year’s USA Swimming Eastern Zone Short Course Championships.

The swimmers were Olivia Hartel (age 10), Lauren Hartel, 12, Charlotte Thomson, 14, Emil Lasida, 12, and Mac Marsh, 12.

Hartel finished eighth in the 11-12 freestyle and 18th in the 10-under girls 500 free.

Thomson was 12th in the 13-14 girls 100 breaststroke.

Lasida won the 11-12 boys 50 backstroke, was fourth in the 50 butterfly, eighth in the 200 back, 10th in the 100 individual medley, 11th in the 50 free, and 13th in the 100 back.

Marsh was second in the 11-12 boys breast, fourth in the 50 free, fifth in the 100 IM, sixth in the 200 IM, seventh in the 200 free and seventh in the 500 free.

Lasida and Marsh also were on Potomac Valley’s 11-12 boys 200 medley relay that won and broke the Eastern Zone meet record with a time of 1:45.18.

Potomac Valley Swimming finished second overall, as a team, at the meet.

BABE RUTH CLINIC: To help give the youngest players a few starting pointers about the Arlington Babe Ruth baseball season, league coach Scott Nathanson ran six recent clinics. Participants learned base running, hitting, throwing and catching skills.

Also, the Marymount University Saints baseball team invited some Arlington Babe Ruth players to take the diamond at Bishop O’Connell High School for the singing of the National Anthem prior to a recent game.

The Hot Shots won a middle-school basketball title.

Players in their new Washington Nationals uniforms (a donation from the Washington Nationals uniform program), joined the Saints as they squared off in a doubleheader against Mary Washington.

College Roundup EDMUND PENDLETON: Edmund Pendleton, a Yorktown High School graduate, was a sophomore guard on the men’s Division III basketball team at Colorado College this past winter season.

Pendleton played in 22 games with 14 starts. He averaged 3.3 points and 3.1 rebounds per contest, made 18 threepointers, and had 34 assists and 14 steals. Pendleton averaged 23 minutes per game.

Pendleton was a starting guard/forward at Yorktown.

OLIVIA GIAQUINTO: Bishop O’Connell High School graduate Olivia Giaquinto is a freshman pitcher/infielder on the women’s softball team at Harvard University this spring.

Entering this week’s action, Giaquinto had a 1-0 pitching record with four strikeouts in 81/3 innings. With the bat, she had seven hits, including a home run, and an RBI in 16 games.

Giaquinto had scored five runs and walked four times.

She was a pitcher/infielder at O’Connell and helped the Knights win multiple conference and state titles.

MARYMOUNT BASKETBALL: The St.

Thomas Tommies, the team that eliminated the Marymount University Saints in the round of 16 of the women’s NCAA Division III basketball tournament in a close game, lost in the semifinals to Tufts University, 60-57.

That was the first loss of the season for St. Thomas.

The Marymount team qualified for the NCAA tournament with an at-large bid, after losing in the semifinals of the Capital Athletic Conference Tournament.
