Cutting Vacancy Rates May Be Long-Term Slog

In a briefing described by one County Board member as sobering, Arlington officials said they believe the best-case economic-development scenario for the county is to “slowly and steadily” reduce

But even that relatively modest hope could face headwinds, with new employment patterns, increased competition from other jurisdictions and the federal government angling for cheaper leases all conspiring against what had once been Arlington’s main selling point: its central

location.

Arlington’s combination of high vacancy rates and high average rents is “not a good place” to be in, said Arlington Economic Development chief Victor Hoskins during an Oct. 18 briefing with elected officials.

Ballston and Crystal City are holding

up well, but Rosslyn is “in difficult shape,” with the ongoing vacancy rate above 30 percent.

APAH Lauds Local Efforts to Retain Affordable Housing SCOTT McCAFFREY Staff Writer

A record number of individual and corporate donors helped propel the seventh annual Arlington Partnership for Affordable Housing fund-raising celebration to the $525,000 mark, as the organization also honored two individuals – and the groups they represent – with annual housing awards.

APAH’s efforts at providing affordable housing in the community show “what can be accomplished when we put shared actions behind our shared ideals,” board chairman John Milliken said at the event, which drew several hundred to the Clarendon Ballroom on Oct. 6.

The event, which surpassed last year’s $430,000 in proceeds, capped a busy year for the non-profit, which serves 1,300 households in 14 properties across Arlington: • Ground was broken on Columbia Hills, an apartment complex that will provide nearly 230 new units on Columbia Pike when it opens in 2018.

“We have really accomplished . . . quite a lot. We still have quite a way to go – we definitely need more permanent, supportive housing,” said Leibson, who spent his career, much of it in the Foreign Service, on housing issues.

Leibson called for a “helping hand” that includes a focus on better employment opportunities for those facing economic crisis. “That’s really critical,” he said.

Attendees also heard from Cassandra Jones, a Wakefield High School graduate who was on her way to a master’s degree when depression sent her into an economic spiral.

The combined efforts of APAH and the Arlington Street People’s Assistance Network (A-SPAN) helped get Jones into the Marbella apartment community and start her on the road to self-sufficiency, she told the large crowd at attendance for the event.

Milliken said stories like that of Jones need to be heard more often. “It’s good to be reminded from time to time why we do this,” he said.

Q&A: New Superintendent of Catholic Schools The 2016-17 school year began with a new superintendent of schools for the Roman Catholic Diocese of Arlington.

Jennifer Bigelow succeeded Sister Bernadette McManigal, who retired after eight years as superintendent of the school system, which has 12,900 students in 37 elementary schools and is affiliated with four secondary schools (Paul VI, Bishop Ireton, Bishop O’Connell and Saint John Paul the Great) serving an additional 3,600 students across the diocese.

Bigelow had served since 2008 as principal of The Franciscan School in Raleigh, N.C., which was recognized in 2011 as a National Blue Ribbon School of Excellence.

A graduate of the University of Florida, she holds master’s degrees in history and educational leadership from the University of South Florida and has undertaken doctoral studies at North Carolina State University, with a focus on Catholic-school leadership and the role of pastor-principal relationships.

The Sun Gazette recently posed a number of questions to the new superintendent: What led you to pursue the position of superintendent, and what attributes do you have that you think make it a good fit?

I have always wanted to find ways to serve in Catholic education, as it had such an impact on my life. Growing up in Catholic schools, I experienced what was a natural integration of my faith and academics. As a researcher, I have a special interest in understanding attrition among Catholic-school administrators and I’m fortunate to be in a role now in which I can have an impact on that process.

The attributes that I have that make it a good fit are my willingness to listen, my tendency to be collaborative in the decision-making process, my love of people and my Catholic faith.

I was specifically drawn to the Diocese of Arlington because of the strong commitment to Catholic education. This is also a growing area, and I am excited to be a part of the future.

With the school year having arrived,

what are the biggest challenges facing the diocesan school system as a whole, and what issues do you see cropping up at individual schools?

I think the biggest challenge is the affordability of Catholic education for parents. We are blessed in the Diocese of Arlington to have a generous tuition-assistance program, but we can do a better job of marketing and sharing that Good News with families. We are also fortunate in that many of our families are able to receive scholarships as a result of Virginia tax-credit programs, and we need to tell the story of the students who have been successful in our schools.

At the school level, we need to remember that we are the face of Christ and the Church to our families. Our schools are very welcoming, and we need to remember that families come to us with all kinds of needs and we need to be ready to serve them.

If a Northern Virginia parent is on the fence about sending children to diocesan schools, what would you say is the biggest “selling point” of the school system?

Our alums. It can be difficult for preschool parent or even a high school parent to make the financial sacrifice to send

their child to a Catholic school but I think about the impact that our alums are having on this community and world, and I think that is a great selling point. Alums talk about how joyful they felt attending schools, how well-prepared they were for college or the workforce or the military.

Our alums give back in so many ways – as volunteers, providing financial resources, and as members of the clergy and religious life. That doesn’t happen in a vacuum. That happens because Catholic schools have always existed to educate the total child.

What are you hoping to learn from the leaders of other school systems across Northern Virginia as you settle into the job?

It is no secret that Northern Virginia has some of the most successful and innovative schools, both public and private.

I have already had the opportunity to visit some schools to learn about how they have created student-centered learning environments for the 21st century.

With a growing enrollment in Catholic schools as well as a growing population in Northern Virginia, there will be a need for more Catholic schools in the future, and we need to be prepared to create environ-

ments that foster success for students in Catholic schools.

The percentage of Latino students in the school system is increasing; is there a need for particular programs and outreach for that demographic?

As with all programs, we can never move fast enough. But we are encouraged by the increase of Hispanic enrollment in the past two years. “¡Venga!” (“Come” in Spanish) is a program from the Office of Catholic Schools that makes available translated materials and assistance in school placement. In addition, the use of Madrinas is encouraged. Begun at University of Notre Dame, The Madrinas model assists in outreach to the Hispanic and Latino community by serving as mentors. They are able to offer assistance in translating, as well as the ins and outs of navigating the school culture.

Schools are encouraged whenever possible to hire qualified personnel who are bilingual – this is especially helpful in staffing the front office.

One of the challenges you point to is a need to recruit and retain principals in Catholic schools. What are the root causes of having that need, and what is being done to address the concern?

As part of my doctoral research, I learned that there is a need for clear expectations for principals beginning in the recruitment and search process. Pastors and school communities need to be clear in their expectations of their principals.

In addition, the pastor-principal relationship is critical for the success of parish schools. Further, a strong support system provided by the Catholic Schools Office is necessary for Catholic-school principals to be successful.

Besides the traffic, what is the biggest difference you’ve found so far between Raleigh and Northern Virginia?

I wouldn’t say it is so much of a difference, but I really appreciate the cultural diversity of this area as well as the friendliness of everyone. My family and I have felt very welcomed here.

County Board Lauds Memory of Ann Broder Arlington County Board members on Oct. 18 paid homage to Ann Broder, whose two terms on the School Board in the 1970s and early 1980s were only the tip of activity in civic life spanning 60 years.

Broder, who died Sept. 30 at the age of 87, was “part of Arlington’s proud, progressive history,” said County Board Vice Chairman Jay Fisette.

“She never stopped doing good things,” Fisette said, putting her in league with the likes of Ellen Bozman, Eleanor Monroe and Elizabeth Campbell. “She was one of those strong women who helped create the Arlington of today.”

san but liberal-leaning Arlingtonians for a Better County, the Arlington County Democratic Committee and a host of organizations, including arts groups and the Arlington Street People’s Assistance Network (A-SPAN).

“Arlington County has been a wonderful place, and this organization typifies why Arlington is so great,” Ann Broder said at a 2013 tribute organized by ASPAN. “We really care about people.”

That year, the homeless-services organization renamed its lifetime-achievement award in honor of both Broders, who were “supporters of A-SPAN right from the beginning – way back,” said Meg Tuccillo, a longtime member of the organization’s board.

Broder was named to the School Board

in 1973, at a time when members were appointed by the County Board. She served a pair of four-year terms, including two one-year stints as chairman.

It was “a critical eight years,” said Fisette, that included establishment of the Arlington Career Center and development of school-based swimming facilities.

It also was a time when Arlington officials were dealing with a sharp drop-off in student enrollment as the Baby Boom waned, a trend that in recent years has headed in the opposite direction.

Starting in the 1990s, School Board posts became elected offices, and while Broder never sought one, she was honored with write-in votes as late as 2010.

mative years in Indiana. She met David Broder while both were students at the University of Chicago. They were married in 1951 and their family eventually included four sons and seven grandchildren. David Broder died in 2011.

A memorial service is slated for Saturday, Nov. 12 from 3 to 5 p.m. at the Arlington Arts Center. The community is invited.

Higher costs associated with transit and schools could translate into higher tax bills for Arlington property owners next year.

County Board members got their first formal briefing on prospects for the fiscal 2018 budget on Oct. 19, and it’s clear the county government will be unable to count on higher property assessments to bring in more revenue without increasing existing tax rates.

County officials estimate an assessment growth of 2.1 percent next year – 2.4 percent in the commercial sector and 1.9 percent in the residential – which would be the lowest increase since 2013 and less than half the boost in assessments seen in 2014 and 2015.

Even with expected increases in business and personal-property taxes, increased revenues would be eaten up by higher government expenses: a projected $10.2 million more for schools, $7.5 million more for staff compensation, $1.2 million more for health-care benefits, $2.1 million more for debt service and perhaps $4 million more (up a whopping 13 percent) to fund the county’s share of Metro service.

parts of that equation that remain up in the air. “We’re sort of holding” in search of more concrete data, County Board Chairman Libby Garvey said.

There seems no sense of panic; County Manager Mark Schwartz said staff was looking at a budget gap of about $5 million, under present assumptions, in the spending plan that starts next July. Any shortfalls will need to be filled by a combination of revenue increases and/or budget cuts.

John Vihstadt, the most strenuous budget hawk on the five-member County Board, pressed Schwartz to look for ways to trim spending that now tops $1.2 billion.

“We are asking some very hard questions” of every department, the county manager responded.

County Board members in April approved a cut of one-half cent – from 99.6 cents per $100 assessed value to 99.1 cents – but because most residential properties across the county posted assessment increases, property owners still had to dig deeper.

The owner of a home valued at $700,000 last year that saw a 3-percent assessment increase to $721,000 in 2016, for instance, was hit with a tax increase of $173 to $7,145 for the year, payable in equal installments in June and October.

Change to Va. Constitution Is Not Necessary

Editor: In an Oct. 5 editorial, the Sun Gazette endorsed the Republican-supported proposal to enshrine “right-to-work” legislation in the Virginia Constitution.

According to the paper – an unapologetic supporter of “right-to-work” – the amendment will help ensure that antiunion laws remain intact and preserve the status quo.

Existing law, however, does more than forbid requiring someone to join a union in order to get or hold a job.

Virginia law also prohibits an employer from making employment conditional

on non-membership in a union.

This intentionally neutral stance in current law prescribes an even-handed treatment of employment decisions.

The proposed amendment does not, and purposively creates and strengthens barriers to union employment.

It is ironic, to say the least, that a Republican Party so devoted to private agreements and freedom of contract that it refuses to rein in predatory lenders should seek to restrict the right to free bargaining when it comes to decisions between workers and employers.

With union membership in Virginia

hovering at 5 percent, and no change to Virginia’s right-to-work law foreseeable in this millennium, one has to wonder what the Republicans are afraid of. But then, this has been an election season like no other.

In turning the famous quote from Franklin Roosevelt’s 1933 inauguration on its head, Republicans in Virginia and elsewhere seem to be telling their membership that, if “the only thing we need to fear, is fear itself,” well, “that’s quite enough, isn’t it?”

Editor: In 33 years of living in Aurora Highlands, I’ve observed that Arlington has done quite well at expanding its recreation and sports fields – e.g., Quincy, Virginia Highlands and Long Bridge parks – often at the expense of parkland that could have been enjoyed by the general public. Proposed renovation of Bluemont’s baseball field, the recent redevelopment of Virginia Highlands Park’s east side and the surveys on public open space clearly demonstrate that many Arlingtonians have a vision for

park space that does not include more and bigger and better sports facilities.

Rapid population growth has created a far greater need for “urban parks” for the general public, places that do not privilege particular user groups, where neighbors can socialize or find a quiet garden spot to read or picnic on a lawn.

Think Boston’s Rose Kennedy Greenway or New York City’s Bryant Park, albeit on a slightly smaller scale.

Tens of thousands of new residents are moving into developments in Pentagon City, yet we have no such “ur-

ban park.” Ditto for Clarendon and Ballston. There is, moreover, a wealth of published studies documenting that well-designed and vibrant urban parks are drivers of commercial success in the surrounding area.

As the County Board considers acquisition of new land – and continues to approve big new residential developments – this “world-class community” should put “community” back into its park designs.

Community Forum to Focus on Williamsburg Lighting SCOTT McCAFFREY Staff Writer

A community forum on the consideration of placing lights on fields at Williamsburg Middle School will be held on Wednesday, Nov. 2 from 7 to 9 p.m. at the school.

The Williamsburg Field Site Evaluation Working Group, appointed by the County Board, has a deadline of January to make a recommendation. A County Board decision could come the following month.

The panel was set up in July 2015 to determine whether existing county policy of lighting fields to allow for longer daily use should be extended to the Williamsburg site, which is shared by Discovery Elementary School at North Harrison Street and 36th Street South.

Supporters of lighting include sports advocates, while opponents include some who live around the school, who fear the impact of lighting on their quality of life.

Decal Competition Is Open for Submissions: The Arlington County treasurer’s office has started accepting applications in the 13th annual county decal competition, with the winning entry to be displayed on more than 160,000 vehicles in the county starting next summer.

Students from all of Arlington’s high schools are eligible to submit entries. The deadline is Nov. 28, and the entries will be winnowed to four finalists by a panel of community notables the following month.

Community-wide voting will then take place to select a winner.

In addition to having the winning design reproduced on decals showing payment of personal property taxes, the competition will include cash prizes courtesy of Arlington Community Federal Credit Union, and artwork will be displayed both at the credit union and the Arlington campus of George Mason University.

by Wakefield High School student Ryan Kovich, featuring a photo of the iconic “Arlington” sign that can be found at the Arlington Cinema-n-Drafthouse on Columbia Pike. The building, which dates to the 1940s, previously housed the Arlington Theatre.

Prior to the 2015-16 competition, the top vote-getter won the competition even if the design did not achieve a majority of votes cast. For 2016, the treasurer’s office instituted “instant-runoff” voting, eliminating low-scoring finalists until one design received more than 50 percent of the vote.

Most Virginia jurisdictions require tax decals on windshields, but Arlington in 2003 was the first to give residents a chance to vote on design options. Two

years later, the competition was limited to submissions by Arlington high-school students.

The competition was conceived by then-Treasurer Frank O’Leary, and has been continued by his successor, Carla de la Pava.

Arlington school officials will lay out an update on proposals to change highschool boundaries SCHOOL during a community on ThursBOARD meeting day, Oct. 27 at 7 p.m.

The event aims at “summarizing the feedback we’ve received” from the public over recent weeks, Superintendent Patrick Murphy said.

Murphy on Nov. 3 is expected to make a recommendation to School Board members on boundary changes to ease crowding at Washington-Lee High School. Incoming freshman could be shifted next year to Wakefield and Yorktown high schools, which are under less capacity stress.

No current students will be moved as part of boundary adjustments, but school officials caution that a bigger round of changes to attendance areas is likely in coming years.

After getting Murphy’s recommendation and holding a number of public hearings, School Board members are slated to decide on a plan of action in early December.

School Board Members OK Schematic Design of New Elementary: Arlington School Board members on Oct. 20 approved schematic designs for the new elementary school that will be dropped onto what is now a parking lot on the Thomas Jefferson Middle School campus.

The unanimous vote takes the proposed 750-seat, $59 million school another step forward.

If the timetable holds, construction will start next July and run 21 months, allowing the building to open at the start of the 2019-20 school year.

Current plans call for moving the student body of the nearby Patrick Henry Elementary School to the new building, then moving the Montessori program currently housed at Drew Model School to the Patrick Henry site. The freed-up space at Drew will help to address school crowding in the mid-southern part of the county.

School Board members in 2014 approved the project, but it was put on hold in January 2015 by their counterparts on the County Board, who said other options hadn’t been examined in enough detail. A task force set up to look at alternate locations came back later in the year and recommended the original site, a proposal ratified by the County Board last December.

The project also calls for a partiallyunderground parking garage to serve both the elementary and middle schools.

The County Board is expected to kick in nearly $9 million of the project’s costs, largely to pay a share of the parking ga-

Robotics Could Be Coming to Middle Schools: Arlington middle-school students could soon be able to take highschool-level coursework in robotics.

School leaders have asked the School Board to approve a new elective – Technology of Robotic Design – to begin in the 2017-18 school year. If approved, middle-schoolers would be able to earn high-school credit for completing the year-long course.

While proposed for all Arlington middle schools, addition of the class at individual schools would depend on student interest.

The proposed change, to be acted on by the School Board in early November, is part of the annual revisions to the curriculum at the secondary-school level.

At the School Board meeting, chairman Nancy Van Doren pressed staff to ensure that not just students, but parents as well, are aware of new classes.

“We have some work to do” in better communicating changes to parents, she said.

As a parent, “I had to work really, really hard – shake the tree” to understand the coursework options, Van Doren said.

Future of Drew Model School to Be Discussed: With students in the Montessori program at Drew Model School set to be moved to Patrick Henry Elementary School three school years from now, Arlington school officials are starting the process of reimagining what will be offered at Drew in the future.

School officials have set two community meetings – Oct. 24 and Dec. 8, both at 6:30 p.m. – to “look at the range and the scope of different examples [of school programs] and what we may want to consider,” Superintendent Patrick Murphy told School Board members on Oct. 20.

Moving Montessori students to Patrick Henry (whose student body will be moving in 2019 to a new school adjacent to Thomas Jefferson Middle School) is designed to stay ahead of student growth in the southern portions of Arlington.

It also will enable Drew to function as an entirely single-purpose school, rather than the current situation where it is split into a neighborhood school and the Montessori program.

Arlington saw no change from its score of 87 recorded last year, while Alexandria, which had ranked at 88 in 2015, dropped two points to fall one below Arlington.

The two were well ahead of the nine other Virginia communities ranked by the organization, which bases its figures on state laws and local ordinances and policies impacting the gay and lesbian community. A total of 44 different criteria are used.

Nationally, 506 communities were graded – almost 100 more than a year ago – with an average score of 55.

“Local governments are at the forefront of our fight for equality,” said Chad Griffin, president of the Human Rights Campaign. “Unfortunately, our opponents have witnessed this progress, too, and in recent years, anti-LGBTQ lawmakers have pushed spiteful legislation aimed at pre-empting local protections.”

The communities selected for inclusion in the survey are not necessarily the largest nationally, but are chosen via a host of criteria, including being a state capital or home to a large university.

In addition to Arlington and Alexandria, Virginia communities that were ranked include Charlottesville (a score of 72, new to the ranking for 2016); Norfolk (49, down from 57 in 2015); Virginia Beach (47, up from 31); Richmond (46, down from 52); Fairfax County (33, down

Alexandria flipped positions in the 2016 “State of LGBTQ Equality” announced

from 43); Roanoke (24, new); Newport News (20, down from 23); Hampton (19, up from 14); and Chesapeake (18, unchanged).

The ranking “provides a useful benchmark for localities to create a Virginia that is a safe, welcoming and equal place for gay and transgender individuals and their families to live, work and play,” said James Parrish, executive director of the Equality Virginia advocacy group.

Nationally, the number of communities receiving perfect scores rose from 47 in 2015 to 60 in 2016, but in each year represented about 12 percent of all communities surveyed.

‘SOBERRIDE’ IN OPERATION ON HALLOWEEN: The Washington Regional Al-

cohol Program’s 2016 Halloween SoberRide program will be in operation from 10 p.m. on Oct. 29 through 6 a.m. on Oct. 30 to keep local roads safe from impaired drivers during this traditionally high-risk period.

During the eight-hour period, area residents ages 21 and older celebrating with alcohol can call (800) 200-TAXI and be afforded a no-cost (up to a $30 fare), safe way home.

Last year, 412 people in the Washington metropolitan area used WRAP’s Halloween SoberRide program rather than possibly driving home impaired. The charity also offers its SoberRide program on St. Patrick’s Day, Cinco de Mayo, Independence Day and the winter holidays, this year starting on Dec. 16 and operat-

ing through New Year’s Eve. Since 1993, the SoberRide program has provided 65,219 free cab rides home to would-be drunk drivers in the Washington area.

What This Election Means To Me I am proud to be an American citizen. I was born in Shanghai, China, and immigrated to this country at the age of five on board the ship, the U.S.S. President Wilson. My mother and I made the harrowing three-week journey from Hong Kong to San Francisco. We traveled in steerage class. We arrived not speaking a word of English, mesmerized by the wonder and awe of our new country. We made it to the promise land.

It would be years before we would be allowed to become naturalized American citizens. My citizenship is a gift. I cherish the freedom and privilege of living in America. I grew up in New York and California and received a wonderful education and many opportunities. I've seen my family achieve the American dream. I've learned to appreciate every aspect of life here and take nothing for granted.

As a child of the 60s, I grew up amid the turbulence and violence of America’s involvement in the Vietnam war. I was influenced by the riots and demonstrations taking place on college campuses around me.

Young men who turned 18 were required to register for the draft; many were sent to fight in Vietnam. They didn't have a choice. I registered to vote when I turned 18. I couldn't wait to fulfill my duty and responsibility. At 18, our generation was forced to grow up because our country was at war. I entered college and became politicized. I volunteered for my first political campaign in 1968 in California.

That experience opened my eyes and changed my life.

Growing up in this country, I learned that freedom is not free, that our freedom was

bought with a price, paid for by the men and women who sacrificed their lives for me. As an American citizen, I have the responsibility and civic duty to support and serve my country by voting and becoming involved in the election process.

This year, I feel it's critical for everyone to vote in the upcoming presidential election on November 8. I've become very concerned about the anger, hatred, racism and bigotry in this country. Feelings of alienation, despair, and hopelessness are destroying our country. We cannot listen to those who paint a despairing portrait of our country as a nation of lost souls. We are not lost. We cannot allow the wrong leaders to mislead us. As a Christian, my faith and hope is in God. I believe firmly that God is in control and His wisdom will guide this upcoming election. But, we must also do our part. We have the responsibility to vote for leaders who will stand up for truth and integrity, for Christian values and principles. The only way for evil to prevail is for good people to do nothing. We must not abdicate our responsibility. I urge and implore everyone who is a citizen to vote on November 8. As a Chinese-American, it has taken me a lifetime to understand the American culture and be part of it. I've often wondered why Asians do not seem to have the power and clout in politics that other minority groups have. Of all the minority groups in this country, we are the most silent of all, because many are not actively engaged in politics, or are not in positions of leadership in government. This must change, and it must begin with you. Do you realize that Asians are the fastest growing ethnic group in this nation? My great-grandfather was among the first wave of Chinese immigrants to come to America. He arrived in the late 1800s to help build the transcontinental railroad. He became a garlic farmer in the Sacramento Valley of California, leaving his family (including my grandfather) behind in China, never to return. He made the ultimate sacrifice for his family, for this country.

The upcoming presidential election may be the most critical election in our lifetime.

This election will make history because we may be electing the first female president.

More importantly, we will be electing a president who will determine the direction for this country for the next four years. Four years is an eternity. No one knows what may happen.

My 95-year-old mother has already cast her vote in the presidential election by absentee ballot. This election means everything to her. My mother was born in 1921, one year after the passage of the 19th amendment giving women the right to vote.

From 1921 to the present, my mother has been a witness to history and the changing role of women. From China to America, women have taken the journey from

submission, silence and second class status, to becoming a voice for women's rights, equal rights and empowerment. My mother was a refugee during World War II in Shanghai, China, and never went beyond the eighth grade. She did not have the chance to go to college. My mother immigrated to this country with few possessions. But she had a dream. In this land of opportunity, my mother dreamed of opening her own Chinese restaurant. She worked hard and used her culinary skills, business acumen, tenacity and determination to make this come true. Through grace, dignity, perseverance and resilience, I am proud my mother achieved the American dream. She owned and operated her restaurant for twelve years without taking one day off. She is a dedicated and remarkable woman.

I love this country with a passion.

America has blessed me greatly. My education taught me to think. I found my voice. I learned to fight discrimination, social injustice, and intolerance.

We owe it to this country to give something back, to serve, to make a difference. I have served in the U.S. Senate and the U.S. House of Representatives. My father served under President Richard Nixon.

Fund-Raising for Co. Board Race Is Light to Non-Existent In what might be a hint that Nov. 8 could be her last time on a ballot in Arlington, County Board Chairman Libby Garvey did no fund-raising at all during September, according to figures reported by the Virginia Public Access Project.

After surviving a bruising intra-Democratic challenge from Erik Gutshall in the June primary, Garvey is expected to coast to victory in the general election against independent Audrey Clement. The incumbent’s campaign reported no income during the September period, according to data released Oct. 15.

She still had $14,366 in the bank at the end of the month, more than 10 times the balance of Clement, who finished September with $1,259 in her coffers.

Clement picked up $2,186 in support during the reporting period, more than half of it from the presidential campaign of Green Party candidate Jill Stein. Clement spent $2,340 during the reporting period, Garvey $3,739.

Garvey – who first won election to the County Board in 2012 and previously had been elected to the School Board – might have been expected to use the power of incumbency to maintain a sizable war chest if she was thinking about future races.

But she spent little time fund-raising over the summer months, according to figures from the Virginia Department of Elec-

tions.

Then again, if she wins re-election, Garvey doesn’t have to mull the future for a while. County Board terms run for four years, and because she runs during a presidential-election year that favors Democrats in Arlington, Garvey may have the safest seat among her colleagues.

Clement Likes None of Presidential Contenders; Garvey to Support Clinton: Independent Arlington County Board candidate Audrey Clement has cast her ballot for president. It’s none of the above.

“I’m so unhappy with both the major- and minor-party candidates – either because they are mired in corruption or because they offer unrealistic solutions to major problems,” Clement said in an e-mail to supporters, calling herself “disgusted” with the presidential options.

“Fortunately, those disgusted with politics as usual have more options at the local level,” Clement said. “In Arlington County, you have a choice between a mainstream Democrat like my opponent, Libby Garvey, or an independent like me who is committed to reforming county government.”

The Sun Gazette reached out to Garvey, who said she plans on voting on Election Day (Nov. 8) “and will be casting my vote for president for Hillary Clinton.”

A Northern Virginia advocacy group plans to ramp up efforts on gun issues, and drew 1,000 POLITICAL faith and comPOTPOURRI munity leaders to an Oct. 16 gathering on that and other social-justice issues.

Participants at the forum, organized by Virginians Organized for Interfaith Community Engagement (VOICE) and held at Oakton High School, included state Attorney General Mark Herring and representatives from more than 50 faith institutions, plus political leaders and those from the educational arena.

Participants came from Arlington, Fairfax and Prince William counties and the city of Alexandria.

At the gathering, VOICE leaders criticized Gov. McAuliffe for failing to support the Do Not Stand Idly By campaign, which aims reduce gun violence by focusing on the manufacturing of weapons.

VOICE officials believed they had the backing of the governor, but were “surprised and disheartened” when he declined to support the effort, organizers said in a statement.

“We hold elected officials accountable for their commitments, just as we hold ourselves accountable,” said Rev. Dr. Keith Savage of First Baptist Church in Manassas.

Herring is supporting the Do Not Stand Idly By effort, and said he would back a letter planned by a number of state attorneys general to CEOs of major gun manufacturers, requesting information about smart-gun technology and dealeraccountability practices.

Some Early Voters Casting Two Votes for County Board

Arlington election officials are finding that some otherwise upstanding, forwardthinking county voters are a little mathchallenged when they come in to cast inperson absentee ballots.

There are two open seats for School Board and one for County Board, but “we have voters who are making two selections for County Board,” said Arlington elections chief Linda Lindberg.

When those ballots are scanned, they are kicked out by the voting equipment – fortunately, while the voter is still in the vicinity – and individuals have the chance to try again with a new ballot.

The same process will be in place during Election Day on Nov. 8.

Those who cast absentee ballots by mail may be out of luck; by casting two votes for County Board, neither of their selections will be counted. But Lindberg

said elections staff will go the extra mile – that election officials will look at the ballot (which does not contain information about the voter) and try to determine the intent of the marks.

Virginia election officials have distributed a book that gives local election staffs guidance on how to determine, if they can, what a voter was attempting to convey.

“This book covers everything – it’s about this thick,” said Jacki Brown, holding her fingers about a half-inch wide.

Brown is active in civic affairs, and attended Lindberg’s remarks to the Kiwanis Club of Arlington. She said having a guide will help ensure Virginia doesn’t have its equivalent of Florida’s “hanging chad” controversy after the 2000 presidential election. “At least we know ahead of time what the rules are – that’s what it’s all about,” Brown said.

The National Capital Area Council, Boy Scouts of America, will hold its 29th annual “Scouting for Food” drive in early November.

Scouts from Arlington and McLean will participate in the drive, with food going to support the Arlington Food Assistance Center and Capital Area Food Bank.

Survey Says: Home Search Taking Longer in Internet Era With the Internet and digital technology creating numerous avenues for sellers to quickly and efficiently market their listings to prospective buyers, one may think the duration of the home search has decreased over time.

But long-running data compiled by the National Association of Raltors reveals the opposite: the typical number of weeks has actually increased since the late 1980s.

From 1987 until 2007, a buyer typically searched seven or eight weeks before finding the property they purchased. After rising to 10 weeks in 2008, the median length increased to 12 weeks through 2013 before falling back to 10 weeks the last two years.

“Insufficient supply levels throughout most of the country have forced recent buyers to move quicker to close on a home,” said Lawrence Yun, chief economist for NAR. “Until new and existing inventory ramps up to meet demand, prospective buyers should anticipate a brisk home search process with not as many homes to choose from as they may like,” Yun said.

The typical single-family home purchased in 1981 was 300 square feet smaller (1,700 square feet) than in last year’s survey, which at 2,000 square feet remains the survey high, achieved in seven different years.

1985 was the low point in home size (1,650 square feet), and after gradually increasing leading up to the boom years, purchased homes scaled back early in the housing recovery as distressed sales and first-time buyer activity during the tax credit period made up a larger bulk of the sales and reduced the typical home size.

Since 2011, the median size of homes bought is 2,000 square feet.

“While many Millennial renters living in urban areas have sacrificed space for proximity to jobs and entertainment, they’ve so far followed previous generations by fleeing to the suburbs for larger and more affordable homes when they’re ready to buy,” Yun said.

“It’ll be interesting to see in coming years if the typical home size shrinks as baby boomers downsize, and if there’s a shift towards more young buyers opting for less space to live closer to city centers,” he said. “So far, it hasn’t happened.”

Police Beat ASSAULT/OBSTRUCTION OF JUSTICE: n On Oct. 17 at 1 p.m., an officer working traffic enforcement at the intersection of Columbia Pike and South Columbus Street was summoned by an employee of an nearby convenience store.

As the employee attempted to speak with the officer, a man intervened and became combative with the officer, police said. The officer attempted to detain the subject in order to conduct an investigation, but the subject refused to follow commands and proceeded to resist arrest, police said.

The officer deployed a Taser device, and the individual was taken into custody, police said.

Investigation determined that two men had entered the store and attempted to remove items without paying, police said.

When confronted by an employee, the suspects threw items at the employee during their attempt to flee.

The first suspect – 21-year-old Miguel Diaz of Alexandria – was arrested and charged with obstruction of justice, concealing merchandise, assault-and-battery and failure to identify, and was held without bond.

The second suspect – 20-year-old Jamal Hall of Arlington – was arrested, charged with concealing merchandise and was released on a $2,500 unsecured bond, police said.

An employee confronted the suspect, who pulled out a knife and charged at the employee, police said. The employee was not injured, and the suspect fled the scene. Warrants were obtained for robbery and conspiracy to commit robbery, police said.

Transportation Notes Reagan National saw 15.7 million passengers, up 2.7 percent, while Dulles saw 14.6 million, up 0.2 percent.

Combined, the 30.2 million passengers represented an increase of 1.5 percent, less than half the 3.3-percent increase nationally reported by the trade group Airlines for America.

At Baltimore-Washington International Thurgood Marshall Airport, operated by the Maryland state government, August’s passenger count of 2.26 million was up 2.8 percent from a year before.

DULLES AGAIN OUTPERFORMS NATIONAL IN PASSENGER COUNTS:

Northern Virginia’s two main airports saw modest year-over-year bumps in passenger traffic in August, with year-to-date passenger increases running below the national average.

Washington Dulles International Airport saw 2.15 million passengers come and go during the month, an increase of 2.5 percent, while Ronald Reagan Washington National Airport had 2.05 million passengers, a slight increase but statistically no change from a year before.

Traffic figures were reported Oct. 17 by the Metropolitan Washington Airports Authority.

Dulles, which has outperformed Reagan National for the past two months, was boosted by an increase in passenger totals from its dominant tenant, United Airlines, which was up 5.6 percent for domestic traffic and 7.2 percent in international activity. Dulles also benefited from higher levels of service from a variety of international carriers, from Emirates to TACA to Icelandair.

Reagan National saw a slight decline in passenger totals from its dominant carrier, American, as well as declines on Delta and JetBlue. Southwest saw its passenger count up 9.4 percent to surpass Delta for the month as the second largest carrier at the airport.

“He has a huge challenge,” Comstock said, pointing to “a lot of folks from inside [the system] fighting” reform efforts.

Of homes that sold in September, conventional mortgages represented the method of transacting deals in 137 cases, followed by cash (34) and VA-backed loans (17).

A big drop in sales of single-family homes across Arlington in September led to an ugly month of data across the market, according to new figures.

A total of 218 properties went to closing during the month, down more than 14 percent from the 254 transactions in September 2015, according to figures reported by RealEstate Business Intelligence, an arm of the local multiple-listing service.

The decline was centered in the singlefamily market, which sale sales nose-dive from 100 in September 2015 to 61 in September 2016. While sales in that segment of the market were down, average sales prices for single-family homes were up, rising 4.2 percent to $895,036. Attached homes saw average prices decline 3.3 percent to $469,271, while condominiums saw an increase of 3.8 percent to $437,395.

Add it all up, and the average price of all homes that went to closing during the month was $588,407, down 6.9 percent.

The median price dipped 11 percent to $512,000.

A total of 23 properties changed hands for more than $1 million during the month. Total sales volume for all properties was $128.3 million, down 20.1 percent from $160.6 million.

GSA is in “a race to the bottom” to get deals on office space, County Manager Mark Schwartz told County Board members, and in many cases Arlington isn’t set up to compete, price-wise, with outlying jurisdictions.

The departure in 2017 of the Ballstonbased National Science Foundation, which was snatched by Alexandria after intense jurisdictional battles, is sure to bump the county’s vacancy rate up, said Alex Iams, assistant director of Arlington

“We’ll have to contend with all of those,” Iams said.

The soft market for commercial office space has seen average rents decline over the past five years in Arlington, from $45.43 per square foot in 2011 to $42.95 in 2016.

That’s made Arlington slightly more competitive against outlying jurisdictions, but a wide gap remains: According to CoStar, the average per-square-foot rental for Class A office space in the third quarter of 2016 was $42.09 in Alexandria, $33.87 in Fairfax County and $28.02 in Loudoun County. (The average rental rate in the District of Columbia stood at $57.77 in the third quarter.)

The conventional laws of supply and

demand – owners of office building reducing rental rates until their buildings are filled – doesn’t apply, said Carol Mitten, a deputy county manager.

Because of the long-term nature of office leases, building owners “are reluctant to write down the rents,” she said, because they don’t want to be stuck with a decade-long stream of low income and would rather wait for market conditions to improve.

County Board member Christian Dorsey called the discussion “sobering . . . but illuminating.”

Iams told County Board members the Arlington commercial market needs to be considered as two separate pieces.

“About half the market is doing very well; those buildings are very healthy,” he said.

The other half, where vacancies have been chronic for years, is responsible for the vast majority of the unleased space

among Arlington’s 40 million square feet of offices.

County Board member John Vihstadt peppered Hoskins with questions on why Arlington hasn’t experienced more conversion of existing office space to residential.

“We’re seeing a lot more conversion in other communities,” Vihstadt said.

Hoskins said the issue was a complicated one with challenges that range from cost of retrofitting to the low ceilings of existing office buildings, but that when developers are supportive of the idea – such as in Crystal City – it can work.

Such conversions, however, come with a cost to the county government, and taxpayers, as residential properties require more in government services (notably schools, at an annual cost of $18,000 per student) and bring in less revenue than commercial properties of a comparable footprint.

The Washington-Lee Generals (4-4, 3-2) evened their record in Oct. 21 high school football action with a 55-19 home victory over the winless McLean Highlanders (0-8) in Liberty Conference action.

FOOTBALL ROUNDUP The victory was the Generals’ third in a row, as Washington-Lee led 39-6 at halftime.

For Washington-Lee, quarterback Ricardo Mestre threw seven touchdown passes, four to Quinn Parks, of which one was for 96 yards on a slant pattern.

He had another for 50 yards and two others in the 20s. Nick Miller had two touchdown catches, one of 50 yards, and Larry Carpenter one for 25. Mestre was 16 of 34 for 368 yards with one interception.

The Yorktown Patriots learned firsthand just how good the Hayfield Hawks are in suffering a FOOTBALL 42-13 defeat Oct. 21 in a Liberty Conference contest.

Yorktown fell to 3-5, 2-3 while host Hayfield (7-1, 5-0) remained tied for first with South Lakes.

The high school football game was a tale of two halves. In the opening two quarters, Yorktown’s defense was able to restrain Hayfield’s explosive offense and force a key red-zone turnover right before halftime. Meanwhile, the Patriots’ offense, led by Tanner Wall in his second career start at quarterback, was fluid, responding to both of Hayfield’s touchdown 24

drives with two of their own.

Wall was efficient in the early going, completing 10 of 11 passes for 69 yards and two touchdowns, while gaining 43 yards on the ground in the first half.

Though entering the third quarter downjust 14-13, things quickly spiraled downhill for the Patriots.

“I thought we kept them in check with that big interception before the half. But they have a lot of athletes who can score on you,” Yorktown coach Bruce Hanson said. “Once they went up by two scores, we just couldn’t get enough big plays on offense or move it down the field.”

Two-way Yorktown starter D.J. Isaac forced a fumble on Hayfield’s opening possession of the second half deep in Patriot territory. Isaac returned the favor just three plays later when he fumbled the

ball on Yorktown’s 25-yard line. Barely a minute passed before Hayfield found the end zone on a quarterback keeper to go in front, 20-13.

After another Yorktown drive stalled, Hayfield responded by putting up a touchdown. The Hawks iced any chance at a Patriot comeback when they scored on their next two possessions, making it four consecutive drives that accounted for 28 unanswered points.

While Hayfield heated up, Yorktown began cooling off. Wall struggled in the second half, completing only 4 of 16 passes for 20 yards, while also taking two sacks.

The 2016 campaign, now completed, was no different. n Washington-Lee High School’s talented sophomore Jae Song qualified to play in the region tournament, then later withdrew because of academic reasons. That meant he could not qualify for the state, where he tied for sixth as a freshman.

In contrast, Yorktown’s Bridget Hart did everything she could to attempt to play in the Girls State Open, despite coming down with mononucleosis. With Hart still recovering, the school petitioned the region and state, hoping a waiver would be granted allowing the senior to play in the state qualifying round or the State Open.

The request was denied. n Players at Langley and Madison over the years gave up tournament spots so teammates, usually upperclassmen, could play instead. n This season, team depth paid big dividends for the Langley and Oakton teams. Each won post-season events despite some of their top players not counting in the team’s final scores. n In girls golf, Madison’s Siena Ferrick and Oakton’s Caroline DeLoach, a pair of talented seniors and among Virginia’s top players, seemed sho0ins to qualify for the 2016 Girls State Open. They did, but each struggled in the 18-hole qualifying round and finished lower than expected. n A few years ago, thinking his season was over, a Yorktown golfer went home after his final round of the region tourney. Two hours later, that golfer’s score became good enough to participate in a playoff for a spot in the state. Since he wasn’t there, a big opportunity was lost.

At a different tourney the same day, a Wakefield player did hang around, his score became good enough for a playoff, and he earned a state berth.

High School Roundup O’CONNELL VOLLEYBALL: The Bishop O’Connell Knights had a 27-2 overall record and a 15-0 mark in the Washington Catholic Athletic Conference when the week began, in addition to a 12-match winning streak.

With those records, O’Connell was ranked No. 2 in the Virginia Independent Schools Athletic Association’s Division I state poll; behind Flint Hill.

O’Connell lost to Flint Hill earlier this season.

Leading O’Connell with 383 kills is Maxine Friedman. Sarah Lawler has 314 and Ingrid Bayer 55 to go with 10 solo blocks.

Alexia McCants has 38 solo blocks and Ajia James 17. Kelley Moriarty has 693 assists.

In digs, Kate Boehm leads with 163, Friedman has 158, Kate Boehm has 163 and Lucie Drahozal and Lawler have more than 20.

O’Connell’s most recent win was 3-0 over Madeira.

By winning that consolation game, Wakefield earned a berth to the 5A North Region Tournament. The region

berth is Wakefield’s first in the program’s history.

In the win over Lee, Lesly Sejas scored the game-winner as time expired.

She also scored a goal against Falls Church, and Cintia Clarke scored two.

Wakefield lost to Edison, 1-0, and defeated Jefferson, 1-0, in overtime on a goal by Lucy Greenfield in its last two regular-season games.

Shannon Kelly made five saves in the win over Jefferson.

The winning season is Wakefield’s first in school history, according to school sports historian Frank Haddock.

GIRLS STATE GOLF: With a qualifying score of 86, Yorktown High School sophomore golfer Lacey McCormack qualified to play in the Virginia High School League’s 36-hole Girls State Open.

McCormack was one of 12 girls to earn a state berth at the 18-hole Northern Zone qualifying round at Twin Lakes Golf Course in Clifton.

As a Yorktown freshman, McCormack earned varsity letters in four sports – golf, cross country, basketball and soccer.

Also at the qualifying round, Washington-Lee’s Kaiya Mitchell (91), Wakefield’s Marin Pena (97) and Yorktown’s Lauren Mead (107) did not qualify for state.

and activist Emmanuel Ofosu Yeboah recently visited with Arlington students to share his message that physical disabilities should not stop individuals from achieving their destiny.

A recipient of the 2005 ESPY Arthur Ashe Courage Award and the main character of the film “Emmanuel’s Gift,” Yeboah visited Arlington Community High School and Hoffman-Boston, Patrick Henry, Oakridge and Tuckahoe elementary schools.

“Emmanuel is a concrete example of ‘growth mindset,’ the idea that any person can achieve their hopes and dreams if they work hard, get the support they need and have an ‘I can do it’ attitude,” said Dawn Amin-Arsala, the Mosaic Project coordinator at Oakridge.
