Critics of the Arlington School Board’s hastily enacted proposal to change the name of WashingtonLee High School have called for a

countywide referendum on the November ballot to decide the matter.

Trouble is, Virginia law precludes it.

“I checked, and the County Board is not authorized to ask for referendums that are advisory,”

Clerk of the Circuit Court Paul Ferguson said in response to a Sun Gazette inquiry.

It was the same answer that was proffered in 2013-14, when critics of the proposed Columbia Pike streetcar project sought to have that plan

Wakefield Grads Heading Off to Their Futures DAVE FACINOLI Staff Writer

The welcome address of senior class president Bryanna Jones took less than two minutes, but her messages the night of June 14 at Wakefield High School’s graduation ceremony could be long-lasting.

“The last four years at Wakefield were filled with laughter, joy, tears and memories for all of us,” Jones told her fellow seniors. “Just because this chapter of our lives is closing, we will prevail and go on to do great. The thing is, don’t think of this as a ‘goodbye,’ but a ‘see you later.’”

A capacity crowd was on hand inside DAR Constitution Hall in Washington to witness the commencement, which began 10 minutes after the scheduled 8 p.m. start.

That caused a bit of restlessness among the 408 graduates waiting in the hallways to enter the main floor. To pass time, they clapped and cheered and chanted the school’s nick-

name: “Warriors, Warriors, Warriors.”

Wakefield principal Christian Willmore emphasized “responsibility” in going forward when he addressed the graduates.

“I encourage you to do well,” he said. “A positive outlook is everything, and you should choose to do good. I feel confident you are prepared to do so.”

Seniors Meghan Anderson and Holden Anderson – unrelated except as classmates – stood side-by-side at the podium as they shared time reflecting and looking ahead.

“We are now ready to tackle whatever the world throws at us, and you will always have the Wakefield community behind you,” Meghan Anderson said.

Holden Anderson added: “Wakefield is a school that celebrates individuality. Differences unite us and make us stronger as a community.

Whatever your opinion is, you have a voice that matters.”

In keeping with tradition, the guest speaker at Wakefield’s graduation was a faculty member chosen by the seniors.

English teacher Doug Burns was that pick for the 2018 ceremony.

Burns told the graduates how they make an “amazing” impact on so many lives, especially his own. He called by name some of the seniors who had an effect on his life in specific areas, like courage, selfishness, not taking anything for granted, snacks and how to be a real man.

“I am not here to tell you something you only won’t listen to anyhow,” Burns said.

“I am here to thank you for teaching me.”

Burns walked off the stage and onto the floor, where he took a selfie with graduates on each side of the aisle.

W-L Class of ‘18 Lauded as a New Generation SCOTT McCAFFREY Staff Writer

It was the traditional mix of two steps forward and one last look back as the nearly 500 members of the Washington-Lee High School Class of 2018 bade farewell and set on their own paths to the future.

“We are seen as a class of resilient students who have overcome numerous obstacles,” valedictory speaker Kashi Nikore said at the June 14 ceremony, held at DAR Constitution Hall in Washington.

“We are more than just a class or a school,” Nikore said. “We’re a movement.”

Decked out in dark-blue caps and gowns, the students were lauded for their academic success and their growth as individuals.

“I just love this class,” said English teacher Katrina Reed, who spoke during the 100-minute ceremony. She praised the “insatiable curiosity” of the graduates, and urged them to do their best at everything they try.

“Take pride in your work; there are no insignificant jobs in this world, only opportunities,” Reed said. “Make adversity work for you. Obstacles are what are moving you forward.”

Washington-Lee principal Gregg Robertson reported that the Class of 2018 had a 100-percent graduation rate, 176 valedictorians and 69 students who earned International Baccalaureate diplomas.

He said the graduating seniors represented “the most positive, kind and hard-working class” in his 15year tenure.

Arlington School Board member Tannia Talento, who counted a daughter among the graduating class, said she had known some of the students since elementary school.

“You are the makings of a new generation of students – your voice matters,” said Talento, urging students to keep moving upward.

Robertson told the soon-to-be grads that the pace of their lives, already busy, was about to kick up a notch.

Yorktown Grads Saluted for Their Achievements SCOTT McCAFFREY Staff Writer

A sea of light-blue caps and gowns took center stage at DAR Constitution Hall in Washington on June 14, as the 428 members of the Yorktown High School Class of 2018 looked ahead while also taking a glimpse back.

“Our next steps are exciting – and terrifying,” said class president Olivia Olson at the celebration. “We will forever share the memories.”

“You have left Yorktown a better place,” said first-year principal Bridget Loft.

“You’ve accomplished a great deal. All of you have laid the foundation for exciting and meaningful next steps.”

It was the school’s 57th annual commencement ceremony.

A reflective tone was set by the Yorktown Jazz Band, which provided a mellow rendition of “Pomp and Circumstance” as graduates filed into the historic hall. Among those singled out for special accolades were Cassius Close and Elizabeth Discenza, who were named National Merit Finalists.

Jack Markowitz, chosen to represent valedictorians at the ceremony, compared the Class of 2018 to a puzzle.

“All the different people . . . all fit in together,” he said. “All the different personalities of the students come together. At Yorktown, we’ve been able to find our own place, see where we fit in.”

“We did it,” class president Olson said.

Our View: On to the County Board Campaign Despite a reasonably impressive tally by outsider Chanda Choun, who garnered 40 percent of the vote despite being largely unknown outside social media, it was, as expected, Matt de Ferranti who last week won the Democratic nomination for County Board, and will go on to face John Vihstadt in the Nov. 6 general election.

With the preliminaries out of the way, and with no fringe candidates on the County Board ballot, this should be a straightforward sprint to the election, although it’s far too early to even guesstimate who has the advantage.

As we noted in our endorsement (for the primary) of de Ferranti two weeks back, his biggest hurdle may be a lack of fire in the stomachs of Democrats to take on Vihstadt, who was elected during that year of Arlington voter discontent in 2014. “We may have a ‘Howze situation’ on our hands,” one civic leader said, pointing to Vihstadt’s opponent from four years ago who was qualified but simply couldn’t rally the Democratic troops either in a springtime

special election or the ensuing general election.

De Ferranti is a relative newcomer to the county, but he has built some bona-fides. With the primary out of the way, we’ll see how he works to lay out an agenda that differentiates himself both from Vihstadt and from the group-think of the standard progressive Democratic playbook.

As for the incumbent, he’s going to have to work to retain his seat. The voter animosity of 2014 toward an all-Democratic County Board that seemed sclerotic in its thinking and contemptuous of public opinion has dissipated, and during his four years in office, Vihstadt has taken positions that at times have alienated parts of the coalition (including this editorial page) that brought him into office.

The Vihstadt-de Ferranti race marks one of the few times in recent campaign seasons when we’d prefer to see more debates rather than fewer. Let the candidates go mano-a-mano to see how they handle both the issues and one another. In other words: Let election season begin!

Name Change Is Not Rewriting History Editor: I take exception to the oft-repeated claim that changing names of a high school is “rewriting history.”

A name change by itself cannot rewrite history. Anyone who changes their name after marriage moves on with their life history intact.

Arlington County, more than a century after it had been created, adopted a new name. If you have been around the county, you will notice that our pre-1920 history is present and accounted for.

The name of any high school is not random. It was chosen by a community to express honor and respect of a high order.

To say that every generation that follows for all time must affirm that same veneration makes as much as sense as saying you have to elect the same people to office and live under the same laws as in the past.

Of course, after a name change, there are people who will try to rewrite history. Michael Driggs, writing in these

pages on June 14, referred to Robert E. Lee as “the most famous resident of Arlington.” Given that Lee died 50 years before the county became Arlington, that seems like a history rewrite.

Socrates said that the unexamined life is not worth living. That seems extreme, but I would offer that the unexamined history is possibly not worth having. Sometimes that means what is worthy of honor will change.

Editor: As someone who has both lived in Arlington and studied the Civil War for more than 50 years, I think we ought to have taken Lee’s name off WashingtonLee High School ago when we began desegregating more than a half-century ago.

Lee resigned from the U.S. Army without so much as two weeks’ notice the same day Virginia named him a major general in the state (at double his rate of pay). He immediately began

conspiring with the Confederacy despite the fact that his resignation hadn’t yet cleared the War Department and voter ratification of Virginia secession was still several weeks away.

Just based on that, Lee was the last guy you’d want on your management team if you were facing a hostile takeover. Winfield Scott, a fellow Virginian, was among the first to call him a traitor.

It’s not “politically” but historically correct to say that Robert E. Lee didn’t

represent Arlington in the 1860s. He sure doesn’t represent our diverse community today. That would already be obvious but for the kind of Lost Cause propaganda exemplified by a school name chosen in the 1920s.

That’s why I salute the School Board’s action and look forward to a new name.

We have a wealth of alternatives for a more positive representation of our wonderful community.

‘Lee’ Should Have Been Removed Long Ago

Lee Was Guilty of Treason as Defined in U.S. Constitution Editor: I must address Michael Driggs’ contribution [“School Board Is Pandering to Placate the Hysterical Few,” Letters June 14] to the Washington-Lee High School matter.

Says Mr. Driggs: “Lee was guilty of a crime that no person can escape.

He was born in a time that celebrated values that differ from currently held views.”

The view of treason has not wavered since the Constitution was adopted.

This has absolutely nothing to do with the now-standard assertion of “political correctness” that’s being waved around consistently.

School Board Has Lost Touch with Constituents Editor: Washington-Lee High School has a remarkable history of outstanding achievements both in athletics and scholastics.

More than 40,000 students have graduated from Washington-Lee since 1925.

What gives the School Board the right to change the name? Naming a county public school is one thing, changing the

name is very different. And how many current board members and staff have ever graduated from W-L? Are our county leaders so driven with winning this issue and forcing their will on the residents of Arlington that they have lost sight of their duty to represent the people who put them in office? Shouldn’t they have the skills to come up with a more equitable solu-

tion? Why is changing the name an issue at all? And why should the voters who so adamantly oppose the name change have to pay for it?

So unfair.

Lee Was Not Responsible for Acts of Politicians Editor: I am not an historian, but I am from Pennsylvania, and visited Gettysburg Battlefield Park as a pre-teen. I lived for 10 years in Georgia and visited Vicksburg, Miss., and Charleston, S.C. My take on commanding officers in time of war is that they, in general, cannot be held responsible for the decisions of the politicians under whom they serve.

Robert E. Lee chose to side with Virginia – his ancestral home state – at a time when families all through the border states were being torn apart over support for the Union or the Confederacy.

Regardless of the present revisionist

view of Lee, he is a famous Virginian who, after the war, spent years investing his intellect, his character and his love of life into building up Washington College (now Washington & Lee University) in Lexington, where he remains revered and honored as the great man he was.

Lee fought, as did all Confederate soldiers, to preserve a way of life that was passing away, despite their best efforts. But there is a world of difference between statues of local heroes of another, past time, which should all be removed at once, and naming Arlington’s oldest high school after one of Virginia’s greatest military and public leaders.

And there is absolutely no need to fight the Civil War all over again over

CHESS MASTER GOES 19-1-1 AGAINST COMMUNITY MEMBERS: Jennifer Yu, a

16-year-old U.S. chess master from Ashburn, registered a 19-1-1 score in a simultaneous exhibition (“simul”) held at Wakefield High School on May 12, part of a community event sponsored by the Arlington Chess Club.

Yu lost just one game, but it was a stunner, a nine-move upset at the hands of 16-year-old Don Loos of Lorton, a member of the Arlington Chess Club.

Loos, an experienced tournament player but whose rating is far below Yu’s, seized on a Yu mistake to take the win by checkmate early in the simul. Yu maintained her composure and played strong chess throughout the remaining three hours of the event.

The one draw against Yu was scored

by Chen-chen Ye, a fifth-grader at Cold Spring Elementary School in Montgomery County. Chen-chen played beyond his years and his rating in a protracted game with a complex ending. Chess experts analyzing the games pegged it as the most interesting of the simul.

U.S. expert Sam Schenk, a 10th-grader at H-B Woodlawn Secondary Program and the highest-rated K-12 player in Arlington, also had a protracted game against Yu but fell in the endgame as Yu doubled her rooks on the fifth rank and systematically squeezed the position.

Just two weeks before the simul, Yu had placed fourth in the U.S. women’s championship in St. Louis. In September, she will travel to the Republic of Georgia to play for the U.S. at the women’s world team championship.

The Arlington Chess Club opens these events to adults and youth in the community. FORUM SET ON AMAZON PROS AND CONS: A coalition of groups concerned

about the impact of, or outright opposed to, the selection of Arlington as a secondary headquarters for Amazon will hold a community forum on Thursday, June 21 at 7 p.m. at Central Library.

“Listen to Arlington and community organizations,” Roshan Abraham of Our Revolution Arlington, one of the sponsoring groups, asked County Board members on June 16.

Abraham came to the meeting seeking assurances that County Board members would attend the event, but received none from the five members.

Our Revolution is an outgrowth of Bernie Sanders’ 2016 presidential campaign. Other sponsoring organizations of the June 21 event include the Arlington Green Party, Grassroots Alexandria and the regional chapter of the Democratic Socialists of America.

County Board Chairman Katie Cristol praised the “thoughtful concerns” of the groups, but said Amazon has not released a group of finalist communities so there is not much more to share with the public.

“We don’t have any new information to report,” Cristol said.

And board colleague Christian Dorsey said critics of the Amazon sweepstakes were wrong to think deals are being cut behind closed doors.

“The impression there is something we are holding back [from the public] – that is absolutely not the case,” he said of Amazon’s thought process. “We don’t know anything about it.

More than 230 communities formally expressed interest in becoming Seattlebased Amazon’s “HQ2” location. The 20 making the cut as the first round of finalists include three in the local area – Northern Virginia, the District of Columbia and Montgomery County, Md. – along with communities that include Denver, Boston, Los Angeles and Pittsburgh.

Toronto is the lone prospect outside the United States.

County Board members have noted in the past that before any economic-incentive pact is approved, the County Board must hold a hearing and take a public vote. Critics retort that such votes are proforma and would come far too late for the public to have input.

Madeira Grads Urged to Speak Up for Justice BRIAN TROMPETER Staff Writer

Members of the Madeira School’s Class of 2018 will go into the world knowing how to think for themselves, question respectfully what they’ve been told and gain wisdom from their errors, said graduating senior Zoe Crawley.

Crawley, who gave the student address during June 8 commencement exercises at the all-girls school’s McLean campus, said the class had expressed its views forcefully at protests concerning women’s rights and school shootings.

“Wherever you’re off to next, don’t stop using those voices,” she advised classmates. “But don’t be afraid to make mistakes. Embrace your mistakes. Make big, bold, interesting mistakes – then come home and tell us about them.”

Following decades-old tradition, all 79 class members wore white dresses and carried 13 red roses in honor of Madeira’s original boarders.

Echoing the latter figure, graduates hailed from 13 states and represented 13 countries. Class members will attend a total of 50

different colleges.

Keynote speaker Katlyn Grasso, founder and CEO of the women’s leadership company GenHERation, recalled how she and her father used to listen to Frank Sinatra sing “High Hopes,” a song about an ant trying to move a rubber tree plant.

“My dad would tell me that I, like the ant, would face challenges in my life,” she said. “But it wasn’t the nature of the challenge itself that was important, it was how I would react and learn from the situation in order to overcome it that would make me a resilient person.”

Grasso, a self-professed geek, said she was a highly motivated student who would chase teachers down hallways and pepper them with questions before tests.

“Curiosity is the root of innovation, and it’s when people start asking questions that real change happens,” Grasso said. “Change makes people uncomfortable, but discomfort is the impetus of growth.”

An entrepreneur ever since she ran lemonade stands as a child, Grasso views the business world’s inherent uncertainty as a pathway to unlimited possibilities.

ra graduate who now serves on its board of trustees, noted the origins of some of the school’s traditions and told the graduates to put their acquired knowledge to good use.

“Take the invaluable foundation you have gotten here and accomplish your mission,” Faircloth said.

“Shine your light on the world and change it for the better.”

Potomac School Grads Urged to Keep Integrity Intact Potomac School senior William Duryea was concerned about not fitting in when he came to the school at the start of his sophomore year, and did not have a chance to blend in quietly.

“I realized quickly that Potomac wasn’t going to let me keep my head down,” Duryea said in remarks delivered at the school’s June 8 commencement ceremony.

Duryea described how being nudged out of his comfort zone and encouraged to stretch, both personally and academically, helped him become an engaged member of the school community.

“Potomac has consistently challenged me in ways that force me to be receptive to help and influence,” he said. “Despite my efforts to tackle things on my own, I have had to open myself up to teachers and friends operating with the community in mind.”

Hundreds of family members and friends were on hand to cheer the 118 class members at the ceremony, held on the grounds of the school’s campus in McLean.

The graduates were bound to experience sad moments in the years ahead, but Nightingale said they would conquer and rise above them.

“What you carry in your hearts is a special part of you that will enable you to grow strong and stay rooted through the rest of your lives,” she said. “Do not be afraid to bud and bloom. Send out a new shoot. Open your leaves in the bright light . . . Be brave like bamboo and beautiful like the bonsai.”

Kowalik challenged the graduates to value and nurture what lies inside them.

“Your inner core must be strong and healthy, vibrant and resilient,” he said.

While intellectual growth and career preparation are key aspects of college, graduates also should refine their ethical, emotional and psychological well-being and maintain equanimity in the face of both success and failure, Kowalik said.

“The wise thing is to live life in moderation, keeping your composure and an even temperament,” he said. “Widen your aperture and see the bigger picture. You will be calmer in the face of stress; you will be more willing to take productive risks; and in the end, I believe, you will be happier and more successful.”

County Manager Says School Board’s Request on Capital Funds Unacceptable SCOTT McCAFFREY Staff Writer

Arlington government leaders may be willing to cut the school system a little slack when it comes to how much of the budget pie Arlington Public Schools receives for big-ticket capital projects.

But the message from county leaders to their school counterparts on June 12 was unambiguous: Don’t press your luck.

In a meeting with County Board members, County Manager Mark Schwartz said a draft school-system proposal for capital spending would require the county-government side to trim $45 million to $55 million from its own planned projects over a five-year period – “cuts that I deem unacceptable,” Schwartz said.

The remarks came during a County Board work session, one of several as both the school system and county government continue working on updates to their respective capital-improvement plans (CIPs), which guide what projects will get funding over the long haul from fiscal 2019 to fiscal 2028.

Hanging over the entire process, which is slated to wrap up in coming weeks, is the county government’s self-imposed requirement that annual payments on its accumulated debt not be more than 10 percent of the total government budget.

That debt-service ceiling was put in place years ago in an effort to maintain the government’s coveted AAA bond ratings.

Both the Arlington government and school system of late have been on a spending binge in an effort to keep up with population growth and address aging infrastructure. The result has pushed the government up almost to its 10-percent limit. Under Schwartz’s proposed

CIP, debt-service payments would peak at a maximum 9.96 percent of the county budget during the lifespan of the CIP. “We will get very close [to 10 percent].

That makes me very uncomfortable,” said Schwartz, who considers that limit to be sacrosanct and inviolate.

The competition for capital dollars might be smoothed over if County Board and School Board members can stagger various projects over the course of time.

In the past, it has been the county Schwartz government willing to defer to schools, but now the situation might be reversed.

“It really does come down to what their . . . project schedules are,” said Michelle Cowan, a deputy county manager and the government’s financial czar.

What happens if School Board members go their own way and adopt a capital plan that transgresses over the debt ceiling? County Board members could reject it and send it back for revisions.

Schwartz said that during his experience in Arlington government, “it has never been sent back,” but “that doesn’t mean it couldn’t happen in this case.”

Effectively backing up that warning, County Board Chairman Katie Cristol suggested the School Board stick with a package that doesn’t push the government beyond the 10-percent limit.

“We’re optimistic [the School Board] will continue with that past practice,” she said.

In general, the School Board and County Board over the past decade have

managed to come to terms over both capital spending and annual operating spending with a minimum of rancor. That’s somewhat rare in Northern Virginia, where School Boards in Fairfax and Loudoun counties, among other jurisdictions, have sparred with their Boards of Supervisors over spending levels.

(Virginia law does not give School Boards independent taxing authority; most Northern Virginia school systems rely on their local government bodies for the vast bulk of their funding.)

There are likely some twists and turns yet to go in this funding saga. “I’m not going to predict where this is going to go,” said County Board member Erik Gutshall.

His board colleague John Vihstadt said the prospect of tight budget years in the future makes it imperative that the county government embark on a cost-benefit analysis when considering proposals for new development in the county.

County Board members earlier this year directed Schwartz to develop such a program. The county manager on June 12 said discussions are under way with the county attorney’s office to formulate one.

CIPs are only planning guides; what really matters are the bond referendums that go to voters that fund the projects.

Arlington’s electorate traditionally casts bond-referendum votes every other year, with a series (including a school bond) slated to be on the ballot this November.

The CIP-update process received some good news several weeks ago, when a sale of Arlington municipal debt not only brought in a relatively (though not historically) low interest rate of 2.99 percent, but also included a $15 million “bond premium” (rebate) that will help the school system fund future projects.

Salt-Storage Facility Soon to Be a Goner

Arlington government officials are planning to dismantle the rusted-out salt-storage tank on Old Dominion Drive near 25th Road North both before the start of the winter season – and before the dilapidated structure comes down of its own accord.

The storage facility is now “considered unsafe for doing anything but using the current inventory; it would not be prudent to put an operator in there to stack new salt,” George May, the county government’s bureau chief for design and construction, said in a June 12 briefing of County Board members.

Perhaps not surprisingly, since it has been filled with a corrosive substance for years, the walls of the facility are in bad shape, May said.

The current game plan: County officials hope to tear down the existing structure while building an adjacent temporary, canvas facility to get by for a number of years.

Greg Emanuel, who heads the government’s Department of Environmental Services, said his department is working toward a solution.

“We’re very much in the figuring-itout phase,” he said. “We’ve been trying to put together a game plan. We haven’t costed it out yet.”

County officials have a little more than $2 million in the bank, designated for a permanent salt-dome solution but usable for the temporary structure.

Emanuel said the county government would embark on outreach efforts to keep neighboring residents apprised.

The storage facility sits on a 6-acre government-owned site largely used for storage and open space. County staff previously targeted the parcel as a site where Fire Station #8 could be relocated, but a community rebellion led to the station staying put Lee Highway.

May said it was getting close to the time that the county government and community begin a process to determine possibilities for the Old Dominion property, but County Manager Mark Schwartz noted that may be premature, since even a temporary salt dome would be there “at least a few years” and nobody has given much thought to where it should, or even could, be relocated.

JERRY ELMER MICHAEL

Jerry Michael, 88, of Adamstown, Maryland died in Lynchburg, Virginia on May 10, 2018.

He was born on May 5, 1930 in Washington, DC to Lawrence Michael and Grace Hutchison Michael. He lived in Arlington County, Virginia most of his life, although he managed dairy farms in Loudoun County and later in Frederick, MD. He was known for his gentle and gracious character.

Jerry graduated Phi Beta Kappa from Randolph-Macon College in 1952. After briefly teaching and coaching in rural Virginia, he turned to dairy farming in the 1950’s, raising and breeding Holsteins for more than five decades.

In recent years he researched Loudoun County history and compiled several books depicting post-Civil War life through the eyes of Leesburg newspapers. His grandfather was a Civil War veteran.

Jerry was predeceased by his first wife, Irene Pope Michael. He is survived by his wife, Doe Michael, and his children, Sharon Michael Warren of Phoenix, Arizona, Daniel Lawrence Michael of Falls Church, Virginia, and Rebecca Michael Shepard of Rustburg, Virginia, as well as ten grandchildren.

A public interment will be held at Chestnut Grove Cemetery in Herndon, Virginia on Saturday, June 23, 2018 at 11:00, followed by a memorial service to celebrate his legacy at Clarendon United Methodist Church in Arlington, Virginia at 2:00 p.m. and a reception downstairs following the service.

In lieu of flowers, the family requests that any gifts be directed to the Friends of Thomas Balch Library, Inc., P.O. Box 2184, Leesburg, VA 20177, a library dedicated to preserving local history and genealogy and the place where Jerry enjoyed researching Loudoun history.

“I’m ready to hit the ground running,” Irma Becerra said from cooler conditions inside the historic Main House at Marymount, an institution she will lead effective July 1.

Representatives from the local business, academic, civic and government arenas were on hand to provide a welcome to Becerra, who will succeed Matthew Shank and become the seventh president in the university’s 68-year history.

“I am so delighted, humbled – all kinds of emotions,” said Becerra, who was recruited from St. Thomas University in the Miami area, where she has served as provost and chief academic officer. Born in Cuba, she is an electrical engineer by trade.

Edward Bersoff, who chairs the university’s board of trustees, said the selection committee “reached a consensus [on Becerra] so easily” during the search process.

of the Religious of the Sacred Heart of Mary, the order of Roman Catholic nuns that founded Marymount in 1950 as a junior women’s college.

“I stand on your shoulders,” Becerra said to members of the order in attendance. They included Sister Jackie Murphy, a stalwart at Marymount for 51 years.

Becerra was introduced by Shank, who has served as president since 2011. Earlier this year, Shank announced he would not seek a contract renewal past the current academic year.

During Shank’s tenure, the university expanded academic and athletic programs, embarked on (and has nearly completed) a $40 million capital campaign, and demolished the venerable “Blue Goose” building in Ballston, replacing it with a two-building, mixed-use complex in collaboration with the Shooshan Co. In remarks, Becerra said she was ready to build on past successes.

“Everybody has great ideas. My intention is to listen . . . to craft a plan of action,” she said.

After almost a quarter-century as a two-year college, Marymount transitioned to a four-year institution in 1973, added its first graduate-degree program in 1979 and became fully coeducational in 1986.

Until 2001, the university’s presidency always had been held by a member of the

Religious of the Sacred Heart of Mary, including a 30-plus-year run by Sister Majella Berg from the early 1960s into the 1990s. That changed when two successive lay educators from outside the area – James Bundschuh and then Shank – were tapped to lead the institution.

Becerra becomes the first lay woman to serve as president.

After becoming the first woman to earn

a doctorate in engineering from Florida International University, Becerra had a nearly three-decade career as an educator at that institution before assuming the administrative post at St. Thomas.

Founded in 1961 and tracing its roots to the Universidad de Santo Tomas de Villanueva in Havana, Cuba, St. Thomas University currently has about 6,300 students in its academic programs.

Showplace Library Mulled to Enliven Columbia Pike SCOTT McCAFFREY Staff Writer

Could a new library be the centerpiece of a revitalizing Columbia Pike corridor? That’s one prospect before Arlington officials, but it’s something that could be a decade COUNTY down the road.

The current twoNOTES story community library in the corridor is tucked away on the Arlington Career Center campus, which is slated for a massive, if currently undefined, redevelopment effort in coming years.

A library space is expected to be part of the redevelopment package, but county officials are looking at other options, including a full-frontal signature space facing Columbia Pike itself.

“That prospect is really exciting to me as a way to revitalize and really give a boost to that stretch of the Pike,” said County Board member John Vihstadt.

Having a library along Columbia Pike is a long-term aspiration, said George May, the county government’s facilities czar. Current plans don’t call for addressing the project until the county government’s fiscal 2026 or 2027.

Because of caps that have been placed on future capital spending, a new library might end up being in space leased by the county government, rather than built and owned by it. But that may 12

work out for the best, if the government can find a developer willing to partner on a project – and then garner community buy-in.

Because any project would be years in the future, “we haven’t gotten into the details,” May said.

County Board member Erik Gutshall was among those who said creative thinking would be a necessity to make any project happen under current fiscal constraints.

“We’re going to have to really expand our minds” to possible options, Gutshall said.

Library Improvements Moving Along: Arlington government officials continue to make progress on phased improvements to Central Library.

The first phase of the upgrade, which created new meeting rooms on the first floor, has been completed, while the second phase, focused on second-level improvements, is slated for completion by September.

The project is a stopgap effort to keep the 50-year-old library in working order until a determination is made on what to do with the parcel it sits on. The site includes not only the library but also Quincy Park and both underground and surface parking.

A decision on the future of the parcel could be years in the future.

Fire-Station Process Moves Forward: Arlington government officials

County officials plan to charge ahead with the design process in the fall, with construction of a temporary station on the site to begin in the spring of 2019 and construction of the permanent facility to start about six months later.

(Construction of the new, four-bay station is contingent on voter approval in a November bond referendum. Voters in 2016 approved the design funds.)

The two-bay fire station currently on the site in the Halls Hill/High View Park neighborhood dates to the early 1960s.

The new facility will be larger and more modern.

To accommodate both the future station and an interim one, the county government purchased several surrounding homes to expand the site’s footprint.

Two ART Bus Routes Coming to an

End: June 22 will be the last day of service for two Arlington Transit (ART) bus routes, which are being shuttered due to low ridership and budget constraints.

ART 54 and ART 92 will run through the regular service day on June 22, then ride into the sunset.

Both bus routes have performed below ART’s minimum service standards of 15 passengers per hour, county officials said, leading to their elimination as part of the fiscal 2019 county budget that takes effect July 1.

The ART 54 route connects the Dominion Hills, Madison Manor and Highland/Overlee Knolls neighborhoods with the East Falls Church Metro station during morning and evening rush hours. Alternate service is available through Metro Routes 1A, 1B and 2A. The ART 92 is a weekday route that serves the Pentagon Metro, Crystal City Metro and Virginia Railway Express stations, as well as Long Bridge Park.

County officials said riders of that line should consider Metro, VRE, walking and bikeshare as alternatives.

It’ll Be a Vihstadt-de Ferranti Showdown in the Fall SCOTT McCAFFREY Staff Writer

Democrats now have their nominee to take on independent County Board member John Vihstadt in November, but he may have a little more work to do in solidifying the Democratic base.

As expected, Matt de Ferranti won the June 12 Democratic primary over Chanda Choun. De Ferranti will head to the Nov. 6 election for a mano-amano showdown against Vihstadt, who won a special election in the spring of 2014 and the general election later that year to become the first non-Democrat sitting on the County Board in 15 years.

De Ferranti garnered 7,075 votes, or 60.7 percent of the total, to 4,589 votes for Choun, according to results posted by the Virginia Department of Elections.

Turnout was 7.6 percent of active Arlington registered voters.

(Under Virginia law, voters do not register by political party and on June 12 could vote in either the Democratic County Board primary or the Republican U.S. Senate primary, but not both).

The margin of victory may have been a tad lower than de Ferranti, or much of the Democratic establishment that backed him, was hoping for. But his victory was broad-based: Choun was able to win just two Arlington precincts, taking Crystal Plaza and Garfield Park. A few others – Crystal City, Aurora Hills, Navy League, Buckingham among them – were close but ultimately went to de Ferranti.

On the other side of the equation, de Ferranti rolled up big margins in Columbia, Marshall, Lyon Village, Thrifton and Dominion Hills, where he scored more than 70 percent of the vote. Absentee voters split 58 percent for de Ferranti, 42 percent for Choun.

The turnout of 11,664 voters was well below the 2016 Democratic County Board primary that pitted incumbent Democrat Libby Garvey against challenger Erik Gutshall and saw 15,248 turn out. Garvey defeated Gusthall by a 10-point margin and went on to win the 2016 general election despite being regarded with disdain from some Democrats for splitting with the party on a number of issues, notably the now-scrapped Columbia Pike streetcar project.

(Gutshall, who supported Garvey in the 2016 general election, rebounded to win the 2017 Democrat caucus and general election, and now sits with her on the County Board dais.)

Both de Ferranti and Choun were firsttime candidates, and the campaign was largely low-key. The question now will be whether Democrats have the fire in their belly to take on Vihstadt.

The last comparable political situation came in 2003, when Republican-leaning Arlington School Board member David Foster was seeking a second term. Democrats endorsed a candidate – Larry Fishtahler – but then didn’t put up much of a fight, with Foster garnering 62 percent of the vote to win a second term.

Several Arlington elected officials – Garvey, Commonwealth’s Attorney Theo Stamos and Treasurer Carla de la Pava – have already endorsed Vihstadt’s re-election bid. Others may opt to follow their lead, or stay neutral in the generalelection race.

Freitas Wins Arlington, Falls Short Statewide: Arlington Republican voters sided with Del. Nick Freitas in the June 12 U.S. Senate primary, but their votes weren’t enough to help Freitas overcome the statewide advantage of Corey Stewart.

Freitas won 2,069 votes, or 56 percent, to 1,270 (34 percent) for Stewart and 377 (10 percent) for E.W. Jackson among

Arlington voters, according to figures reported by the Virginia Department of Elections.

Statewide, Stewart – who chairs that Prince William Board of County Supervisors – won 45 percent of the vote to 43 percent for Freitas and 12 percent for Jackson, and will move on to face U.S. Sen. Tim Kaine (D-Va.) in November.

Freitas won all but four of Arlington’s 54 precincts; Stewart won Glen Carlyn, Jefferson and Taylor, and the two tied (40 votes and 46 percent apiece) in Arlington Forest. Freitas won the absentee vote, taking 60 percent to 28 percent for Stewart

and 12 percent for Jackson.

Turnout in the Democratic-dominated county was light, with only 2.4 percent of the county’s active registered voters casting a ballot in the Republican primary.

Under Virginia law, voters do not register by political party and on June 12 could vote in either the Democratic County Board primary or the Republican U.S. Senate primary, but not both.

Congressional Candidate Courts Republican LGBT Constituency: Thomas Oh, the Republican candidate embarked on an uphill quest to unseat U.S. Rep. Don Beyer (D-8th), is reaching out to a constituency often left untapped by local Republican candidate.

“I proudly support the LGBT community. I firmly believe in providing equality for every American,” Oh said as he marched with the Capital Area Young Republicans in the recent Capital Pride Parade in the District of Columbia.

“It was an honor marching alongside Republicans who fight every day for their right to be who they want to be,” Oh said.

Oh was the lone Republican to file for the GOP nomination in the 8th District, which tilts heavily Democratic. Beyer is seeking his third term.

The district includes all of Arlington and the cities of Alexandria and Falls Church, plus a portion of Fairfax County.

Leadership Center Celebrates 20 Years of Growth SCOTT McCAFFREY Staff Writer

In the beginning, two decades ago, the Leadership Center for Excellence began life with a budget of $22,000, a logo . . . and a part-time CEO in the person of Betsy Frantz.

“Not many leaders would have taken on that challenge, but Betsy knew this would be something special,” said Mark Ingrao, who has watched the organization grow from those humble beginnings to one that has a graduate base of more than 1,600 leaders, a staff of 11 and an annual budget of $1.6 million.

Many of those who have been involved in the organization through the past 20 years were on hand June 12 at Army Navy Country Club, for both an anniversary celebration and a salute to its founding chief executive.

“We have embraced responsibility for the common good – working, serving, inspiring, enlightening and connecting leaders,” said Rev. Dr. Leonard Hamlin Sr., a member of the Class of 2001 of the Leadership Arlington (as the organization was known in its early years) signature training program.

That program takes individuals from the corporate, government and nonprofit sectors and, over the course of nine months, provides in-depth training both on issues of importance across the region and improves participants’ leadership skills.

The initiative was an outgrowth of the Arlington Chamber of Commerce, including then-president Rich Doud, Gordon Thrall of Guernsey Office Products and Bob Hawthorne of United Bank.

“As I look back over my 47 years of business in Arlington, helping with the start of Leadership Arlington is one of my greatest accomplishments,” Hawthorne said.

Frantz previously had served as director of development for the Northern Virginia Community Foundation and president of the Junior League of Northern Virginia. During her tenure with the Leadership Center for Excellence, it added programs for young professionals and

high-school students, and provided a host of training programs and special events throughout the year, while expanding its footprint from exclusively Arlington to a more regional base.

“Under Betsy’s incredible leadership, our organization has broadened its mission in response to the need for community-building and leadership-development,” said Ingrao, currently president of the Greater Reston Chamber of Commerce.

“She knew the right time to pivot the organization to the regional organization it is today.”

Pending Home Sales Showing Weakness After two straight months of modest increases, pending home sales dipped in April to their third-lowest level over the past year, according to the National Association of Realtors.

No major region of the country saw a gain in contract activity last month.

The Pending Home Sales Index, a forward-looking indicator based on contract signings, declined 1.3 percent to 106.4 in April from an upwardly revised 107.8 in March. The index was down on an annualized basis (2.1 percent) for the fourth straight month.

Lawrence Yun, NAR’s chief economist, says the housing market this spring is hindered because of the severe housing shortages in much of the country.

“Pending sales slipped in April and continued to stay within the same narrow range with little signs of breaking out,” he said. “Feedback from Realtors, as well as the underlying sales data, reveal that the demand for buying a home is very robust. Listings are typically going under contract in under a month, and instances of multiple offers are increasingly common and pushing prices higher.”

Added Yun, “The unfortunate reality for many home shoppers is that reaching the market will remain challenging if supply stays at these dire levels.”

Heading into the summer months, if low supply and swift price growth were not enough of a headwind for the housing market, Yun believes that rising mortgage rates and gas prices could lead to hesitation.

“The combination of paying extra at the pump, while also needing to save more for a down payment because of higher rates and home prices, may weigh on the psyche of those looking to buy,” he said.

The PHSI in the Northeast remained at 90.6 in April, and is 2.1 percent below a year ago. In the Midwest the index decreased 3.2 percent to 98.5 in April, and is 5.1 percent lower than April 2017.

Pending home sales in the South declined 1.0 percent to an index of 127.3 in April, but is still 2.7 percent higher than last April. The index in the West inched backward 0.4 percent in April to 94.4, and is 4.6 percent below a year ago.

Police Beat ASSAULT-AND-BATTERY ON POLICE: n On June 5 at 9:29 p.m., medical staff at a local hospital were evaluating a subject when he became disorderly and combative, police said.

Officers already on the scene intervened to assist hospital staff with the suspect, when he then allegedly kicked and spit on one officer, and spit on another, while being restrained.

The suspect – 54-year-old Gary Champagne of no fixed address – was arrested, charged with two counts of assault-andbattery on police, and was held without bond. n On June 8 at 7:07 a.m., a lookout was broadcast for a vehicle stolen out of Prince George’s County. Officers located the vehicle and initiated a traffic stop in the 2000 block of South Langley Street, police said.

As officers approached the vehicle on foot, the suspect attempted to flee the scene, striking an occupied police cruiser, police said. After the suspect’s vehicle turned onto a dead-end street, he at-

tempted to flee the scene on foot but was apprehended, police said.

The suspect – 22-year-old Nehemais Mejia of Riverdale, Md. – was arrested and charged with assault-and-battery on police, felony hit and run, felony eluding, felony destruction of property, grand larceny auto, driving under the influence and driving without an operator’s license. He was held without bond.

ROBBERY: n On June 8 at 7:30 a.m., a witness reported damage to the rear door of an unoccupied house in the 2600 block of 11th Street South. No damage was reported, and no items were reported taken. n On June 13 at 3:10 p.m., a loss-prevention officer at a business in the 2700 block of Clarendon Boulevard saw two individuals enter a business, begin browsing and then conceal merchandise, police said.

As they attempted to leave the business, a brief struggle ensued before the suspects fled on foot.

Single-Family Homes Still Averaging $1M in County Home sales across Arlington were down in May from a year before, but the average sales price for single-family homes stayed above the million-dollar mark for a third month in a row, according to new figures.

A total of 325 properties went to closing last month, according to data reported June 12 by RealEstate Business Intelligence, based on data from Bright MLS. That’s down nearly 9 percent from the 357 transactions reported in May 2017.

The average sales price also was down, dipping 2.9 percent to $666,802, due largely to a smaller percentage of singlefamily homes in the overall sales mix.

Among the three legs of the market, average prices were up in two: • The average price of single-family homes rose 2.1 percent to $1,009,548.

• The average price of attached homes, such as townhouses and rowhouses, declined 5.9 percent to $468,808.

• The average sales price of condominiums rose 0.03 percent to $439,882.

Add up the sales and prices and total

market volume for May stood at $216.7 million across Arlington, down 11.6 percent from a year before.

Homes that sold during the month spent an average of 30 days between listing and ratified sales contract, an improvement from the 35 days a year before, and garnered 99.2 percent of listing price, up from 98.6 percent.

Conventional mortgages represented the method of transacting sales in 241 cases, followed by cash (41) and VAbacked loans (22).

Inventory is still tight but, compared to a year before, is improving slightly. At the end of the month there were 524 properties on the market across Arlington, down 4.7 percent from May 2017.

Where is the market headed? The number of pending sales in May was down but the number of homes coming under new contracts was up significantly.

Sales, Prices Up in Inner Core: Mod-

est year-over-year increases in sales and average prices pushed the D.C. inner core to $3.25 billion in sales during May, according to new data.

A total of 5,720 properties went to closing last month across the region, according to figures reported June 12 by RealEstate Business Intelligence, based on data from Bright MLS. That’s up 4.8 percent from 5,620 a year ago, in line with year-over-year sales growth in recent months.

(Figures represent sales in the District of Columbia; Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church in Virginia; and Montgomery and Prince George’s counties in Maryland.)

The average sales price of all homes that sold during the month was $568,368, up 3 percent from a year before. Among the three legs of the market, the average price of single-family homes was up 5.2 percent to $688,971; the average price of attached homes was up 2.1 percent to $462,102; and the average price of condo-

miniums was up 2.7 percent to $389,455.

Add up the sales and prices, and the total dollar volume of $3.251 billion in May was up 4.8 percent from a year ago.

Homes that went to closing during the month spent an average of 31 days between listing and ratified sales contract, an improvement from 35 days required a year before, and garnered 99 percent of original listing price, up slightly from 98.8 percent.

Inventory continues to be lower than a year before; the 9,391 properties on the market at the end of May represent a decline of 4.8 percent from a year ago. But the market seems to be digging out of the major inventory ditch that it has been in over the past year.

Where is the market heading? Regionwide, things are a bit mixed, with homes coming under contract during the month up but overall pending sales down.

Sellers and prospective buyers at times had a difficult mating ritual in May across the Northern Virginia real estate market, with the result being a year-over-year decline in overall sales.

According to leaders in the local real-

estate industry, both sides need to adjust their expectations instead of demanding perfection in all facets of a transaction.

“Buyers need to prioritize their requirements and make some adjustments of their wish lists to find a home in their

price range that ticks off most boxes,” said Lorraine Arora, chairman of the Northern Virginia Association of Realtors.

“Sellers became overconfident and priced properties unrealistically, only to feel frustrated when savvy buyers passed them by,” said Heather Embrey, an associated broker at Better Homes & Garden Real Estate Premier.

As for buyers, Embrey said, “some decided to stay put instead of battling against multiple offers.”

Regionwide, a total of 2,459 properties went to closing last month, down 2.7 percent from the 2,526 transactions in May 2017, according to figures reported by RealEstate Business Intelligence, based on data from Bright MLS. (Figures include sales in Arlington and Fairfax counties and the cities of Alexandria, Fairfax and Falls Church.)

While sales were down, the average sales price for all properties of $607,866 was up 3.2 percent from a year before.

The average was held back from being even higher due to a smaller percentage of single-family homes in the overall mix compared to May 2017.

The three legs of the market were led by that single-family sector, which rose 7.9 percent to an average $824,715. Townhouses ($432,092) and condominiums ($350,447) also posted year-over-year increases.

Those rising prices could be due in large measure to constrained inventory, which is running nearly 12 percent below the same period in 2017.

One trend popping up across the region? Buyers are coming into the market with a “stop-and-go mentality,” said Gary Lange, managing broker of the Vienna office of Weichert, Realtors.

Clients are “hot and heavy” when they begin the search for a new home, then go

cold quickly, Lange said.

“Some of that may be due to a lack of inventory, they are looking for a deal, or they just don’t have a serious need to buy,” Lange said.

That lack of inventory created a feeding frenzy earlier in the year, but the dynamics are changing slightly, with cases of buyers’ remorse impacting the market.

“Sometimes buyers have successfully bid for a home, then realize the home really isn’t for them or they paid to much,” Lange said. “It is easy to get caught up in the moment when a buyer makes a hasty decision about a home for fear of losing that opportunity.”

Buyers feeling trapped after signing a purchase agreement at times have been backing out over minor home-inspection issues, said Lange, who suggested those in the industry needed to step in and have all parties focus on the big picture.

“Agents must counsel buyers and sellers about the way the housing market works,” he said.

Across the region in May, sales were up in the cities of Alexandria and Fairfax but down in Arlington, Fairfax County and Falls Church.

Ryan Conrad, CEO of the Northern Virginia Association of Realtors, said the market for homes under $500,000 is strong – when such properties can be found. The under-$500,000 market comprised 45 percent of all sales during the month, most of them condominiums or cooperative apartments.

“Demand from Millennials, downsizing Baby Boomers and investors continue to be strong at that price point,” Conrad said.

$2.3B Project Aims to Bring Relief for I-66 Drivers GREG HAMRICK InsideNoVa

A scene of shifting lanes, concrete barriers and construction equipment isn’t new to motorists in Northern Virginia – after the years of work reshaping the Gainesville interchange, it’s not even a new sight to motorists on Interstate 66.

But the new work zones being added to the stretch of I-66 in recent weeks from I-495 to U.S. 29 in Gainesville signal the start of a $2.3 billion project that is expected to complicate commutes but then should offer new toll lanes along with improved options for commuters.

The I-66 Outside the Beltway Express Lanes, a public-private partnership with Express Mobility Partners, is expected to open in December 2022.

Regular commuters can expect a lot of work along the roadway over the next four years as new lanes and tolling equipment are added, along with new overpasses crossing the interstate in the 22.5-mile stretch.

But there may be just as much action far away from the road, with politicians in Richmond and regional and county transportation officials focused on improving commutes for Prince William residents. Area roads will require improvements to carry more travelers, and legislators aren’t over the sticker shock of $46 tolls that commuters are already facing inside the Beltway.

ON THE ROAD The finished project outside the Beltway will include three regular lanes and two express lanes in each direction from Interstate 495 to University Boulevard in Gainesville. Commuters are also promised new and expanded transit service and park-and-ride lots.

Like other toll lanes in the region, the new express lanes will be “dynamically tolled” for most drivers – meaning the cost will be based on demand – and will be free for motorists with three or more people in the car.

Between now and then, the drive isn’t going to be easy for commuters and

other regular travelers on the interstate, VDOT Megaprojects director Susan Shaw warned as construction began in earnest in May. “The construction to improve I-66 will make driving in the corridor more challenging for the next several years while work is underway,” she said.

“As part of the Transform 66 project, VDOT has partnered with local governments and transportation providers to help commuters and other travelers stay mobile using alternatives to driving alone on I-66 during peak periods when traffic is usually at its worst.”

VDOT knows construction will have the potential to significantly worsen the existing congestion on I-66 and the adjoining roadways, with officials noting in planning documents that “minor lane-blocking incidents can have significant impacts on traffic if not removed quickly, particularly during peak traffic hours.”

To minimize the impacts on traffic, VDOT imposed restrictions on lane closure during construction. Four travel lanes will remain open during peak periods throughout construction.

Lane closures will occur midday on weekdays, as well as during weekends and overnight and there are detailed restrictions around holidays.

In addition to roadway work, early construction activities include relocating utilities and removing trees, grading and drainage work, and installing construction fencing.

The project also involves several simultaneous work zones to reduce the overall construction time and more Virginia State Police troopers and safety service trucks will be in the area to help quickly clear crash scenes and other hazards. There will also be more eyes on the road at VDOT’s operations center, ready to deploy wreckers, portable message signs and other equipment.

same goal: getting commuters moving from point A to point B. In the best-case scenario after construction is completed, traffic will flow uninterrupted through the region, with an even faster trip for HOV travelers and those willing to pay to travel the toll lanes. But the experience will be for naught if commuters continue to struggle to get to the interstate.

The budget for the Outside the Beltway project included $579 million in additional improvements in the corridor, funded by Express Mobility Partners.

Projects planned in the area that will benefit commuters include a new interchange at Balls Ford Road and Prince William Parkway, and widening of a nearly 2-mile stretch of Balls Ford Road from Groveton to Sudley roads.

Also, construction is expected to be completed next spring on a new parkand-ride lot for I-66 commuters in Haymarket at U.S. 15. Funding has also been approved for a western bus maintenance and storage facility.

Virginia Railway Express will receive funding to help increase capacity on the Manassas line, as well as provide station and parking improvements. The Northern Virginia Transportation Commission has also approved funds for more bike racks at the Manassas station.

One of the main commuting routes to I-66 – Route 28 – is also targeted for

an infusion of cash. An alternate route to break up traffic on the road in Prince William County is expected to get $3.5 million for environmental studies from the Northern Virginia Transportation Authority.

The preferred route would extend Godwin Drive through the Bull Run area to reconnect to Va. 28 in Fairfax County. If the project continues moving forward on pace, construction could begin in 2021 and be ready for travelers by 2024 or 2025.

TOLLS TRIAGE Four years is a long time to prepare for tolling on this stretch of I-66, but it will likely be fraught with local and regional officials pressing for new promises for reasonable tolling rates and demanding adjustments to tolls on I-66 inside the Beltway that have climbed to more than $46 for a 10-mile trip.

The toll lanes outside the Beltway will be distinctly different from those tolls, since there will be three standard no-toll lanes from Gainesville to the Beltway. But sticker shock over the existing tolls has officials worried about the rates commuters could face on the rest of the stretch.

The big summertime swimming and diving splashdowns begin in the next few with the start SWIMMING days of the Northern Virginia Swimming League seasons for Arlington pools, while action enters a second week for the Colonial Swimming League.

Saturday, June 23 at 9 a.m is the opening of the 2018 NVSL swimming seasons, with all four Arlington pools in action – two home and two away.

In Division 1, the Overlee Flying Fish, having finished second the past two summers, visit the McLean Marlins.

In Division 3, the Donaldson Run Thunderbolts are at Hunt Valley in Springfield. The Thunderbolts won the Division 4 championship in 2017 with a 5-0 record.

In Division 7, the Arlington Forest Tigers and Dominion Hills Warriors host home meets. Each finished 1-4 in Division 7 last summer.

Kevin Healy, the head coach at Langley High School the past 10 seasons, was hired to take over for Doug Grove as W-L’s new baseball coach. Grove retired from that position at the end of the 2018 season after 24 years at the helm and 286 victories.

Healy, 35, has won 117 career games.

With little break, preparations for summertime sports – like swimming, all-star Little League and Babe Ruth baseball, American Legion baseball and many other events and games – already have begun. In some cases, games already have been played, like in Legion baseball, where the season opened May 31, overlapping with high school sports.

The popular 102-team Northern Virginia Swimming League, with 17 divisions, opens its five-week regular season with all teams in action this Saturday morning, June 23 at 9 a.m.

Arlington’s Overlee Flying Fish open at the McLean Marlins in a Division 1 showdown.

The 48-team NVSL diving league, with eight divisions, begins June 26 with a full slate of meets.

Other local summer swimming and diving leagues start summer competition this coming weekend, as well.

Some Little League and Babe Ruth all-star tournaments get going this month, with July being the busiest time for all-star-tourney baseball. For those teams that advance to regionand World Series-tournament play, summer sports can overlap with the start of the 2018-19 school year.

During June, July and August, basically every type of sports is played in some manner. There are high school touch-football passing leagues. There are boys and girls high school basketball summer leagues, there is AAU basketball and scads of travel baseball, softball and volleyball.

Don’t forget about soccer, with the summer including the national travelchampionship tournaments.

Summer months can be busier with sports than any high school season, plus events are held on Sundays.

He was Langley’s junior varsity coach for three years before moving into the head position at the Fairfax County school, where his Saxons were regular Liberty District contenders. At Washington-Lee, which also plays in the same Liberty District, Healy will be a full-time faculty member and teacher.

“Kevin is familiar with WashingtonLee and Arlington baseball and he will do a very good job,” Grove said.

Healy is excited about his new opportunity.

“Langley has been really good to me.

This is a chance to do something new and switch things up a little after 13 years,”

Healy said. “It’s a good opportunity.”

Healy has not yet hired any assistant coaches. He plans to do so in coming weeks, as well as meet with the W-L players and organize the off-season programs.

Healy played high school in Arlington at Bishop O’Connell High, then was a Division I catcher in college at William and Mary.

For O’Connell, and during the summertime American Legion season, he played many baseball games on Washington-Lee’s home Quincy Park field. So he understands the unique aspects of the urban venue.

High School Roundup ALL-STATE PLAYERS: In baseball, Yorktown High

School senior outfielder Carson Wood, who belted eight home runs during the 2018 season, was a first-team Virginia High School League Class 6 all-state selection for his performance during the campaign.

Wood helped Yorktown win the Liberty District tournament championship and earn a region-tournament berth. In addition, Wood helped Yorktown to its first winning season since the 2014 school year.

Wood was chosen as the district’s Player of the Year during the spring, then was selected as a first-team Northern Region 6D player. n Making first-team Class 6 all-state in girls soccer was Yorktown High School junior midfielder Lacey McCormick. Making second-team from Yorktown was sophomore forward Lauren Flynn.

The two helped Yorktown win a third straight Liberty District tournament championship. n Making second-team Class 5 all-state in boys soccer were Wakefield High School junior midfielder Abenezar Shewago and Wakefield senior defender John Cummins.

The two helped Wakefield finish second in the region tournament and earn a state-tourney berth.

YORKTOWN ICE HOCKEY TEAM WINS TITLE: The

Yorktown clue ice hockey team won a recent spring league championship. In the finals, Yorktown blanked Gonzaga, 10-0, and took 28 shots.

Scoring goals for Yorktown were Jeremy Marino, Rhett Styles, Devin Oliver and Corey Wells with two each and Ricky McGolerick and Ethan Davidson had one each. Phillip Ruta had two assists. Dean Jones, Joseph Ramos, Simon Kluger, Braeton Oliver, McGolerick, Davidson and Marino had assists. Sam Levy earned the shutout in goal.

Yorktown topped South Lakes, 4-1, in the semifinals. Kluger had two goals and Adam Packard and Styles had one each. Zach Copenhaver had two assists.

Lily Harp, McGolerick and Ruta had one each. Noah Whittington stopped all but one shot in goal.

Yorktown also fields a club team during the winter season.

Post 139 improved to 5-0 in American Legion baseball with wins over Alexandria Post 24 by a 10-2 score June 16, and Alexandria Post 129 by a 6-0 count on June 17.

Arlington and Vienna Post 180 are both undefeated in District 17 play.

In the win over Post 24, Michael Lowen pitched five innings with seven strikeouts and Will Stengle went four frames and fanned six. Ethan Heckler had three RBI and John Merlene one. The Storm’s hitting was led by Mason Bodnar, Jack Rubin, Kieran Sacks, Ben Taylor and Jack McNair. They each had three or more hits each and collectively went 19 for 35.

Defense was likewise strong, with nearly error-free ball throughout the tourney. On the mound, pitchers Nathan Menard, Jack McNair and Joey Greenhaus recorded 14 strikeouts in 13 innings, allowing only two earned runs.

Stowell played in 17 games, scoring five goals and having three assists. He took 24 shots for St. Leo, which finished 16-3.
