Arlington School Board members on May 31 sent mixed signals on how fast they will move on a proposal to rename Washington-

Lee High School, and how much more say the public will have in the process.

At the same time, opponents of the name-change idea remain convinced a small cabal is fast-tracking the decision process to get it

done before community opposition mounts.

The fix, critics suggest, is in.

“The process is hypocritical and ignorant – a sham,” said Tom Hafer, a Washington-Lee alumnus who has been vocal on the topic of

removing the name of Gen. Robert E. Lee from the high school, where it has stood since 1925.

“Leave Washington-Lee alone,” Hafer told School Board members.

Culpepper Garden Retains Its Resident-Centric Focus SCOTT McCAFFREY Staff Writer

When Marion Rockwell moved into Culpepper Garden in 2010, it was the staff that made all the difference, her son recalled.

To them, “she wasn’t just another resident; she was special,” Foster Rockwell said, pointing to “the comfort and compassion that she received” during her years at the Arlington residence for lowincome seniors.

As a result, “her outlook became more positive than I had seen in years” and her improved spirits undoubtedly extended her lifespan, Foster Rockwell said.

“My family will always, always, always be grateful,” he said.

Stories like that were in abundance June 2, as Culpepper Garden hosted its annual springtime party and fund-raiser.

“Our residents are living long, full lives” with “autonomy, dignity and wellbeing,” said Susan Philp, who chairs the non-profit’s board of directors.

It was the focus on loving care provided to residents that drew Bill and Suzie Buck to support Culpepper Garden.

“It really is, at the end of the day, all about family,” said County Board member John Vihstadt, a longtime friend. who termed the Bucks “the most extraordinary power couple living in Arlington today.”

The Bucks came to know Culpepper Garden in an up-close capacity in the early 2000s, when business associate Steve Klintberg’s mother Maria moved in. In remarks, Bill Buck praised the caring and the professionalism of the staff.

Most importantly? “The residents are happy,” he said.

Since its opening in 1975, more than 2,400 seniors have called the Ballstonarea campus home. Today, the most senior resident is 102 years old.

Earlier this spring, Culpepper Garden embarked an extensive renovation of its original, 1970s-era building, an effort that will continue through 2020. Work on upgrades already has begun on 14 units as well as infrastructure.

“It’s really been a big year for us. We’ve achieved a lot of milestones,” Philp said.

Construction may be the watchword in coming months, but the focus on the individual residents will remain paramount, Culpepper Garden supporters said.

“We have to make sure we take care of our senior-age residents when they can’t take care of themselves,” Foster Rockwell noted.

Democrats Set to Pick County Board Nominee SCOTT McCAFFREY Staff Writer

Arlington Democrats will know next week who their candidate will be as they work to reclaim a County Board seat lost four years ago to independent John Vihstadt.

Chanda Choun and Matt de Ferranti are seeking the Democratic nomination in the June 12 primary. The winner moves on to the Nov. 6 general election.

The candidates “bring fresh perspectives and new ideas,” said Arlington County Democratic Committee chairman Jill Caiazzo. “Each has the proven energy and experience to move Arlington forward.”

Though little-known in the broader community, either Choun or de Ferranti would stand a formidable chance at upending Vihstadt’s quest for a second full turn, given the Democratic dominance of local politics.

Both Democrats are first-time candidates, and told the Sun Gazette they have been hearing plenty from the public.

“School capacity and addressing the commercial-vacancy rate are the two is-

sues that have stood out,” de Ferranti said, also pointing to gun safety as an issue that has come up frequently in the campaign.

“Leaders and all adults have a responsibility to act on this issue,” he said.

Choun said Arlington residents have sent a mixed message as he has been on the campaign trail.

“Folks have expressed displeasure with the high property taxes on their homes,” he said. “But then when it comes to the budget, folks have expressed displeasure with programs and services cuts to address this year’s funding gap.”

Choun, who has run an underdog campaign, said his outsider status would provide “a very different, very new political figure without the baggage.”

“People recognize and appreciate the balance that I bring to the board,” said Vihstadt, who pointed to effective management of growth pressures, a commitment to transparency and stronger fiscal discipline in government-decision making as his focus during his time in office.

“We’re making progress in all three areas,” said Vihstadt.

Two primary elections will be held in Arlington on June 12. In addition to the Democratic County Board race, voters will go to the polls to select a Republican nominee to take on U.S. Sen.Tim Kaine (D-Va.).

Under Virginia election law, voters do not register by political party and can vote in either primary, but not both.

Linda Lindberg, the county election chief, said absentee voting had been light – approximately 0.15 percent of the 154,471 active registered voters in Arlington had cast a ballot by late last week in the Democratic primary, 0.04 percent in the Republican.

Figures count both in-person and mailed-in votes.

Arlington May Again Seek Voting Role on Metro Board SCOTT McCAFFREY Staff Writer

Back in 2011, it didn’t seem like that big of a whoop-de-do. Arlington would give up its voting seat on the Washington Metropolitan Area Transit Authority board of directors, but would retain a non-voting slot that enabled the county’s representative to participate in discussions and serve on committees.

Suddenly, that doesn’t seem like such a bargain, after all.

Based on changes in governance structure foisted on WMATA by the Virginia General Assembly, the eight non-voting board representatives on the 16-member panel going forward will have decidedly second-tier status, unable to sit at the dais except when a voting member is absent, restricted from formally participating in board meetings and, potentially, facing limitations in committee meetings, as well.

sit system. Although they are not set to formally take effect until July 1, changes to the board structure are beginning to be implemented.

And it’s fair to say that Christian Dorsey, Arlington’s representative to the WMATA board, is not impressed with the intent or the ramifications.

“The commonwealth’s attempt at governance reform will cause the Metro board to operate less effectively and more inefficiently,” Dorsey told the Sun Gazette.

“At the same time, local jurisdictions will have less direct capacity to perform oversight,” he said.

“We are paying a huge price to sate what appears to be ravenous appetite to shrink the Metro board – for the sake of what, I do not know,” he said.

Dorsey in 2016 succeeded Mary Hynes as the Arlington government’s representative to the WMATA board. It was Hynes who, in 2011, was bumped down from voting status (a position the county had held since formation of the transit agency) to a non-voting slot to make room for a stategovernment representative.

At that time, Fairfax County’s voting member (Supervisor Catherine Hudgins) retained the local-government voting slot in Virginia. Under an arrangement worked out between the localities, Fairfax subsequently has retained that position, rather than seeing it rotate among Northern Virginia jurisdictions.

Hudgins, a Democrat who represents the Hunter Mill district on the Fairfax County Board of Supervisors, remains one of Virginia’s two WMATA voting board members. Northern Virginia Chamber of Commerce president Jim Corcoran, who represents the state government, is the other.

Dorsey, delegated to speak on behalf of the entire County Board, said that with the recent governance changes, the Northern Virginia Transportation Commission – which formally appoints Virginia’s WMATA board members – may “need to revisit” how it makes those appointments.

That suggests Arlington might be amenable to a rotation.

Hanging over the discussion is whether the changes mandated by the Virginia

government will stick. Neither the District of Columbia nor Maryland required them when agreeing to provide additional funding to the transit agency.

As reported in a blow-by-blow account in The Washington Post, alternate (nonvoting) members of the WMATA board ended up finding their own seating off the dais in the May 24 meeting, and had no formal say on issues taken up.

More broadly, leaders of local governments across Northern Virginia in recent weeks have expressed dissatisfaction with the funding arrangement adopted by the General Assembly, arguing that it robs Peter (local projects) to pay Paul (Metro) and fobs off more of the financial responsibility on local governments. Arlington officials estimate the plan will require an investment of an additional $105 million over 10 years.

While calling the legislative-funding package “sub-optimal,” County Board Chairman Katie Cristol said there had been a silver lining, as regional leaders now “speak with a common voice about the importance of transit.”

Endorsement: Democratic County Board Race Back in 2003, when independent School Board member David Foster was seeking a second term, Arlington Democrats essentially ceded the race by endorsing Larry Fishtahler – a fine fellow, but one unlikely to mount an effective campaign against the incumbent.

The upshot? Foster cruised to a second four-year term by an almost 2-to-1 margin.

Flash forward to 2018, and the question becomes: Are Democrats doing the same thing this year in the County Board race? Will they, in effect, hand John Vihstadt a reelection victory without putting up much of a fight?

The two Democratic candidates vying to take on Vihstadt – Matt de Ferranti and Chanda Choun – seem like decent folk, fluent in articulating (and rarely deviating from) the tenets of the progressive political playbook. But each lacks deep roots in the community and, we fear, each has yet to develop an ingrained grasp of local issues to provide a viable challenge to the very plugged-in incumbent.

That said, Arlington remains a solidly Democratic com-

munity, and the voter discontent that manifested itself in Vihstadt’s twin victories of 2014 has subsided significantly.

The Democrat – any Demcorat – on the Nov. 6 ballot has at least a fair shot at wresting back the seat.

Odds in the primary significantly favor de Ferranti, who while a relative newcomer to Arlington has become engaged in civic and political life.

Choun sprang onto the political scene more or less out of nowhere, somewhat to the unstated but very real chagrin of Democratic leaders who probably would have preferred not to have an intra-party battle.

(One has to wonder aloud why so many other prospective Democratic candidates opted against a run, and why a good number in the party establishment are either sitting on their hands in this race, or plan to support Vihstadt.

But that’s a topic for another day . . .)

Matt de Ferranti is the better choice in the June 12 Democratic primary, and we endorse his candidacy. As for the general election? We’ll get there when we get there.

School Board Disregards Will of Community Editor: Regarding the re-naming of Washington-Lee, High School, I hate to say “I told you so,” but I told you so.

As I predicted on these pages last year, the renaming process is a complete sham.

The School Board instituted a process last year for creating the new school-naming guidelines that consisted of forming “listening groups” of residents that would provide the input for

forming the new guidelines. I attended one, and other Washington-Lee alumni attended others.

Unfortunately for the School Board, the groups did not produce the result they wanted, namely criteria that would force the renaming of Washington-Lee. So they simply discarded all the public input and instead adopted a set of criteria developed at Yale University specifically to force the renaming of one of its buildings.

The School Board has a pre-determined agenda to re-name Washington-Lee. They pretend they care about input, but when things don’t go their way, they show their true colors. They are determined to do this, and they will let nothing stand in their way.

This is not democracy, and it is not the Arlington Way – it is rule by decree.

Editor: On June 1, hundreds of Arlington residents, local politicians, students and business leaders met at Courthouse Plaza for the Wear Orange event to honor Gun Violence Awareness Day. Attendees rallied for stricter gun laws to protect the nearly 100 Americans who lose their lives every day to gun violence.

County Board Vice Chairman Christian Dorsey, Del. Patrick Hope and School Board Chairman Barbara Kanninen, among others, spoke with pas-

sion about the scourge of gun violence in the nation, the refusal of the Republican-controlled legislature in Richmond to enact common-sense gun laws, and the fatigue experienced by so many policy-makers when faced with the lobbyists and coffers of the National Rifle Association.

The most hopeful notes, however, were expressed by two H-B Woodlawn Secondary Program students, Karina de Leede and Chloe Fugle, members of Woodlawn’s Students Demand Action.

They described with great eloquence

their personal experiences with gun violence.

At the same time, both embodied the poise and moral outrage evidenced by so many students, and they repeated and re-emphasized the point made so well by Del. Hope that the goal with gun control “is not really to change minds, it’s to change seats.”

They are the voters of our future and from what I witnessed at the rally, the future is in good hands.

Endorsement Was Lacking Evidence to Back It Up Editor: Your Republican U.S. Senate endorsement of May 31 [“Freitas is GOP’s Only Viable Option”] was an unusually unconvincing editorial.

It honestly admits being “sure” that Clinton would win the last election. The

writers plunge forward, often wrong but never in doubt, declaring (without presenting a scrap of evidence) that none of Freitas’s opponents “impresses as a viable candidate.”

I suggest that it would behoove prognosticators who were so wrong, yet so

sure of themselves, to trouble themselves to assemble and present evidence for their assertions, rather than expect readers to accept unsupported prophesies as gospel.

APS May Ask for a Piece of the 6-Acre Buck Property SCOTT McCAFFREY Staff Writer

Ever on the hunt for land that could support construction of new facilities, the leadership of the Arlington school system is casting an eye across North Quincy Street from its former headquarters.

School-system leadership is asking its counterparts in the county government to consider allowing the school system to use part or all of a 6-acre parcel directly across Quincy from the former Arlington Education Center.

The property in question recently was

purchased by the county government from developer William Buck. The $30million-plus transaction included a threestory, 44,000-square-foot office building and extensive space currently used as surface parking.

Queried by School Board member Nancy Van Doren, Superintendent Patrick Murphy on May 31 said he had made inquiries about the suitability of the parcel for a school.

“I have made an initial request of the county manager,” Murphy said. “We’ve looked across a wide spectrum of things.”

County Officials Postpone Hearings on Hospital Plan SCOTT McCAFFREY Staff Writer

Facing backlash from neighborhoods in the vicinity, Arlington officials have postponed, from COUNTY July to September, NOTES public hearings on Virginia Hospital Center’s expansion plan.

The revamped schedule “will allow additional time for [the hospital] and the county to address issues raised at the Site Plan Review Committee meetings,” officials said in announcing the delay.

The change is a victory for leaders in the Waycroft-Woodlawn, John M. Langston and Tara-Leeway Heights neighborhoods, who pressed for a delay over concerns about the hospital’s plan to use a parcel to the north of its current campus for expansion.

That parcel currently is owned by the county government, but is expected to be transferred to the hospital as part of a land-swap agreement.

As late as two weeks ago, hospital officials said they remained hopeful their proposal could be approved during the summer, citing rising construction costs and the need to get moving on efforts to add beds.

Before it goes to the County Board, the proposal will be vetted by the Planning Commission. Exact public-hearing dates in September have not been set.

The county government will hold open houses on June 11 and 12 from 7 to 9 p.m. each night on the project. Both meetings will be held at the LangstonBrown Community Center.

Internal Auditor to Release Work Plan for Coming Year: Arlington County Board members and the general public soon will be able to see what topics the government’s internal auditor plans to study over the coming year.

“A lot of members of the community . . . have suggested topics,” said board member John Vihstadt, who with colleague Erik Gutshall serves on the audit committee that oversees the work of auditor Chris Horton.

A draft “work plan” for Horton is expected to be sent to the County Board in coming weeks.

Over the past year, Horton has worked on audits related to fleet management and overtime within public-safety agencies.

Some of the reports have been made public, others are awaiting distribution.

Horton in 2016 was hired as auditor after the first occupant of that position left after six months to move to California.

The position is just one of four staff slots reporting directly to County Board members, rather than through the county manager.

Board Chair Says Action Is Coming to Address Child-Care Concerns: With her one-year stint at the helm of the Arlington government nearly half over, County Board Chairman Katie Cristol says progress is being made on one of her priorities for 2018.

When it comes to addressing issues related to child care, “this is a year we’re looking to see some concrete action,” Cristol said during a May 30 meeting of the Kiwanis Club of Arlington.

Arlington is home to more than 13,000 children under the age of 5, and a good portion of them spend at least part of the day in a child-care situation.

The financial impact on families can be astronomical: County officials estimate the cost of having two pre-schoolage children at a day-care facility can top $42,000 a year, while home-based child care can surpass $32,000 a year.

Cristol made child-care issues a priority before she rotated in as board chairman on Jan. 1, and highlighted the situation at the board’s 2018 organizational meeting.

A task force convened by the county manager last year released a draft “action plan” looking at ways to remove bureaucratic hurdles from those providing childcare services. An update is expected to come before the County Board in coming weeks, Cristol said.

The initial term for the use of the 48 parking spaces is two years, but the occupancy could stretch to eight years, according to school officials.

Using the Buck site for school-system parking is aimed at reducing stress on the Arlington Trades Center in Shirlington, where a large number of school and county vehicles are garaged and maintained.

Across Va., Arrests Up, Violent Crime Down in ‘17 BRIAN TROMPETER Staff Writer

Crimes involving violence and property declined in Virginia last year, but the commonwealth saw major spikes in hate crimes and drug offenses, according to an annual crime report released May 23 by Virginia State Police.

Violent crime (defined as murder, rape, robbery and aggravated assault) dipped by 3.9 percent in Virginia last year, while property crimes (including burglary, larceny, motor-vehicle theft and other offenses) declined by 2.6 percent.

According to the report, with figures rounded to the nearest tenth of 1 percent: • Adult arrests for serious, or “Group A, ” offenses (e.g., violent crimes, property crimes and drug offenses) increased 4.3 percent in 2017, while those for juveniles went up 1.6 percent. Adult arrests for less-serious, or “Group B,” offenses (e.g., trespassing, disorderly conduct, bad checks and liquor violations) increased by 1.8 percent, while those for juveniles went down by 9.9 percent.

• There were 283,297 arrests last year for both Group A and B offenses, a 2.5percent increase over 2016’s tally.

• There were 455 reported homicides (murders and non-negligent manslaughters) in Virginia in 2017, down from 480 the previous year and equivalent to 5.4

homicides per 100,000 people. The tally marks a reversal of a trend that had risen steadily from 3.8 homicides per 100,000 people in 2011 to 5.7 in 2016.

Sixty-four percent of homicide offenders and 48 percent of victims were under age 30. Eighty-six percent of offenders and 72 percent of the victims were male.

• Robberies and attempted robberies declined by 10 percent, with 4,320 cases recorded. More offenses occurred on Fridays and Saturdays than other days of the week and 42 percent of robberies and attempted robberies took place between 8 p.m. and midnight, police said.

• Hate (or bias-motivated) crimes rose 47.4 percent, with 202 incidents recorded.

Fifty-four percent of the cases were motivated by race or ethnicity, 22 percent by religion, 19 percent by sexual orientation and 5 percent by the victims’ physical or mental disabilities. Perpetrators damaged, destroyed or vandalized property in 46 percent of bias-motivated crimes and committed assault in 40.6 percent of the incidents.

• Motor-vehicle thefts and attempted thefts increased 3.9 percent last year.

There were 10,223 motor vehicles stolen and 6,438 of them (63 percent) were recovered, state police said. Forty-three percent of vehicles stolen were taken from residences.

The total value of the stolen vehicles was $86,025,726. Authorities were most

likely to recover trucks (73 percent), then automobiles (68 percent), recreational vehicles (49 percent) and motorcycles, mopeds, snowmobiles and other vehicles (39 percent), state police said.

• Drug and narcotic arrests shot up 15.6 percent last year, with 70,974 recorded offenses. Seventy-one percent of those arrests (in which the kind of drug was known) were attributable to marijuana, with arrests related to that drug increasing by 20.6 percent.

While arrests for heroin and crack cocaine declined by 3.2 and 3 percent, respectively, those for powder cocaine and amphetamines/methamphetamines increased by 14.2 and 22.7 percent, respectively.

• Virginia had 12,380 weapons-law violations in 2017, which amounted to 146.2 offenses per 100,000 people, up from 130.4.

• Where the kind of weapon used was

known, firearms were used in 74.6 percent of homicides, 58.2 percent of robberies and 27.3 percent of aggravated assaults.

• There were 809 arsons in 2017, which amounted to 9.6 per 100,000 people, down from 10.3 in 2016. Nearly half of the arsons (48.5 percent) occurred in residences.

• There were 35,230 fraud offenses, a 3.8-percent decline.

• Across Virginia in 2017, there also were 1,585 cases of kidnapping/abduction, 5,736 forcible-sex offenses, 147 nonforcible sex offenses, 10,098 aggravated assaults, 88,515 cases of simple assault/ intimidation, 395 instances of blackmail/extortion, 18,396 burglaries, 125,068 larcenies, 6,951 counterfeiting/forgery offenses, 2,789 embezzlements, 1,542 stolen-property cases, 55,110 instances of damage or vandalism, 1,545 pornography cases, 57 gambling offenses, 754 prostitution cases and 27 bribery incidents.

Special-Needs Students Boogie Away at ‘Day Prom’ BRIAN TROMPETER Staff Writer

Prom is a time to celebrate, and about 350 Fairfax County Public Schools special-needs students from 19 schools will partake of the high-school ritual this spring at a pair of “Day Proms.”

Half of those students participated in a prom April 17 at the Waterford at Fair Oaks; the other half were scheduled to attend a similar event May 1.

Aided by instructional assistants and other helpers, students attending the first prom disembarked from their buses in the parking lot and queued up inside the venue’s lobby, where they received corsages or boutonnieres.

The partygoers, all dressed to the nines, then proceeded to anteroom where they posed for photos.

Most of the excitement took place in the main hall, where a disk jockey played music such as Taylor Swift’s “Shake It Off” and some line-dancing favorites, which got the whole crowd involved. Some students danced together, some cut loose on their own and those in wheelchairs were spun around the dance floor by their adult assistants.

Students served the guests a lunch of pizza, fruit and other cuisine. For dessert, participants grabbed slices of cakes covered in chocolate and vanilla icing, with “Day Prom 2018” spelled out inside a diamond-shaped pattern on top.

Now in their 17th year, the proms were the brainchild of Robinson Secondary School transition specialist Chris Pascarella, who began them in 2001 with just three schools taking part.

Pascarella thanked the Waterford at Fair Oaks for again donating the facility for the proms, plus the services of six staff members.

Reston resident Lee Horowitz said his daughter, Lindsay, a South Lakes High School student, was “super-excited” to take part in the prom.

“She’s thriving,” he said. “She’s always happy here.”

Arlington Jobless Rate Drops Below 2% in April Just like the good ol’ pre-recession days, Arlington’s unemployment rate dipped below 2 percent in April, according to new state figures, maintaining the county’s position as offering the best jobs picture in the commonwealth.

With 149,077 residents employed in the civilian workforce and 2,899 looking for jobs, the county’s unemployment rate of 1.9 percent was down from 2.2 percent in March, according to figures reported Jan. 30 by the Virginia Employment Commission.

Arlington’s decline in joblessness was mirrored by other jurisdictions across the region.

Unemployment rates fell from 2.3 percent to 2.1 percent in Falls Church; from 2.5 percent to 2.2 percent in Alexandria; from 2.7 percent to 2.3 percent in Fairfax and Loudoun counties; and from 3 percent to 2.6 percent in Prince William County.

Across Northern Virginia as a whole, April’s jobless rate of 2.4 percent was down from 2.8 percent a month before, representing 1.6 million in the workforce and about 38,750 looking for jobs.

Statewide, Virginia’s non-seasonally-adjusted unemployment rate dipped from 3.3 percent in March to 2.8 percent in April, while the seasonally-adjusted rate of 3.3 percent was the lowest since December 2007 and total household employment in the commonwealth set an all-time record.

In April, employment increases statewide were reported in most sectors of the economy, including manufacturing, leisure/ hospitality, education, healthcare and trade/transportation.

In the public sector, localgovernment employment declined by about 1,000 jobs, while federal-government employment was up by about 400.

Among Virginia’s 132 cities and counties, the lowest jobless rates were reported in Arlington, Falls Church and, in a five-way tie at 2.2 percent, Alexandria, Charlottesville, the city of Fairfax, Fluvanna County and Greene County. The highest rates were found in Danville (6.2 percent) followed by Petersburg, Northampton County and Buchanan County at 6 percent each.

Washington region was down in April, according to new federal figures, part of an ongoing national trend toward lower unemployment.

With 3,411,710 people in the civilian workforce and 107,061 looking for jobs, the region’s unemployment rate of 3.1 percent was down from 3.4 percent in April 2017, according to figures reported May 30 by the federal Bureau of Labor Statistics.

The Washington region was among 305 metropolitan areas across the nation to report lower year-over-year jobless rates. A total of 63 areas saw higher unemployment, with 20 metro regions reporting no change.

Nationally, the non-seasonally-adjusted unemployment rate of 3.7 percent in April was down from 4.1 percent a year before.

Among all metro areas, Ames (Iowa) had the lowest jobless rate during the month, at 1.5 percent.

Yuma (Ariz.) reported the highest, at 15.7 percent.

Among the 51 metro areas across the nation with populations of more than 1 million, Nashville had the lowest unemployment rate, at 2.2 percent, while Buffalo had the highest, at 5.1 percent.

Among Virginia localities outside the Washington metro area, year-over-year unemployment rates were lower across the board. Jobless rates ranged from 2.7 percent (in Winchester, Staunton-Waynesboro and Harrisonburg) to 3.2 percent (in Lynchburg).

Statewide, April’s jobless rate of 2.8 percent – down from 3.5 percent a year before – represented about 4.35 million in the civilian workforce and just under 123,000 looking for jobs.

The message to students from all of the speakers at Bishop O’Connell High School’s 58th commencement exercise on May 31 was to remember their nowcomplete high-school journey, but to look ahead to new opportunities.

“Now you are on your own, but you are not alone. Go on and chase your dreams. You won’t regret it,” said senior Caitlin Mea, who gave the salutatory address.

“Anything can happen if you let it. Life is out there waiting, so go out and get it. Don’t be afraid to meet that challenge.”

The ceremony was held at noontime at the Basilica of the National Shrine of the Immaculate Conception, kicking off a high-school graduation season that shortly will come into full bloom across Northern Virginia.

Mea was one of 232 graduates receiving O’Connell diplomas from Michael Burbidge, bishop of the Roman Catholic diocese of Arlington, before a packed audience at the cavernous basilica.

The Principal’s Award for outstanding leadership went to Caroline Coon, Adam Johnson, Grace Pulliam and Nathan Woldeher.

Senior Harrison McBride, who received the English award, introduced guest speaker Jennifer Bigelow, the superintendent of schools for the diocese.

“I can’t wait to see what you will do with this wonderful education you received at O’Connell,” Bigelow said.

Her take-away advice to the graduates? “Be outrageously happy.”

James Parks, Who Tended Arlington House, Is Saluted SCOTT McCAFFREY Staff Writer

James Parks was born into slavery, but when he died in August 1929, the contributions to Arlington House and Arlington National Cemetery over his long life were deemed so significant that the Secretary of War ordered a special dispensation so Parks could be buried on the grounds with full military honors – an act unprecedented before or since.

And now, a new tribute has been paid to Parks.

A bust of his head, sculpted by Northern Virginia artist Carol Sakai, has been unveiled at the Center for Local History at Arlington Central Library, and eventually will find a place of honor at Arlington House – the mansion where Parks served both in bondage and as a freedman – once the national memorial reopens following a major renovation.

A May 23 celebration at the library provided a chance for some of Parks’s descendants and supporters of local history to gather in a salute to his legacy.

“We’re honored to have the bust here,” said Tamara Moore, a great-granddaughter and head of the James Parks Family Memorial Foundation.

The piece was commissioned by Flossie Parks, a granddaughter-in-law of James Parks and, at 93, matriarch of the large extended family that descended from his

22 children.

“I was all excited about James Parks and his history,” said Flossie Parks, who said she asked Sakai to create the bronze sculpture “in order to extend the history” to future generations.

“I didn’t want it to die,” she said.

Sakai knew Flossie Parks from years they worked together at the Environmental Protection Agency.

“Flossie first commissioned me to create a pastel portrait of Mr. Parks,” the artist said. “Later in Flossie’s life, she wanted a sculpture bust for posterity. Because of the previous commission, I was very familiar with his features – however, transitioning from two to three dimensions is not easy.”

Sakai worked from historical photos, which varied in quality, in an effort to capture the essence of her subject. When a profile image was found, “I could re-create his image as closely as possible.”

“From photos, I could see the pain and hardship, the strength and integrity in his face,” Sakai said. “As I learned more about Mr. Parks, I relived his history and incorporated his struggles into my work.

For me, art is not about form or function, but rather about touching the essence of the soul.”

James Parks was born at Arlington House in 1843, a slave of George Washington Parke Custis. Custis, who died in 1857, provided in his will that his 200

slaves would be emancipated after his estate was settled.

the burial of thousands at what had been transformed from a plantation to Arlington National Cemetery, and serving as a vital source of knowledge about pre-Civil War days at the plantation.

“If it was not for James Parks, we’d know nothing about Arlington House,” said Frank O’Leary, a former Arlington County treasurer who is close to Flossie Parks and has studied the history of the Parks family.

O’Leary noted that letters sent to Parks by Robert E. Lee (who inherited Arlington House and its slaves via marriage before the Civil War) showed compassion and friendliness.

“I was stunned by the concern on his part,” O’Leary said of Lee. “It shows the complexity of the relationship.”

Parks is the only person who was born at Arlington House to be buried at Arlington National Cemetery. His headstone refers to him as “an interesting, respectful, kindly old Negro” who “lived a long and useful life” of “faithful service.”

“It’s been wonderful, but it doesn’t stop,” Moore said of the fruits of research into her ancestor’s life. “The intent is to continue to tell the story of James Parks.

He was a very complex man.”

Parks also is honored with an exhibit at the Black Heritage Museum of Arlington. His grave site can be found in Section 15 (Grave 2, Map Grid G26) near the Selfridge Gate.

COMMUNITY CELEBRATION TO HONOR ADVOCATE FOR HOMELESS: A

community celebration to honor the work of Dave Leibson in efforts to eradicate homelessness will be held on Wednesday, June 13 from 3:30 to 6 p.m. at William Jeffrey’s Tavern, 2301 Columbia Pike.

Leibson is the longtime co-chair of the Arlington County government’s 10Year Plan to End Homelessness, and “has long been a strong voice for Arlington’s safety net, affordable housing and helping homeless Arlingtonians,” noted the 10 Year Plan to End Homelessness executive committee, which is planning the celebration.

Leibson, who spent most of his career in the Foreign Service, in 2016 was honored by the Arlington Partnership for Affordable Housing for his efforts on the homelessness-prevention front.

The 10-year Plan to End Homelessness was enacted by the Arlington County government. Earlier this year, the county government adopted a three-year strategic plan aimed at further reducing homelessness by focusing on employment, housing and support services.

‘REBUILDING TOGETHER’ WINS STATEWIDE HONOR: The Common-

wealth Council on Aging has bestowed its top Best Practices Award to Rebuilding Together Arlington/Fairfax/Falls Church for demonstrating the effectiveness of simple, low-cost repairs to correct health and safety hazards in low-income-seniors’ homes.

Dr. Richard Lindsay, chair of the Council on Aging Best Practices Committee, presented the award, which comes with a $5,000 prize funded by Dominion Energy.

Rebuilding Together is a nonprofit organization that makes critical home repairs at no charge to low-income homeowners. Its new delivery system called Rebuilding Together Express focuses on small teams of skilled volunteers making targeted repairs to help seniors age in place. RT Express projects delivered over

the past two years by teams of of four or five skilled volunteers corrected 93 percent of fall hazards and 90 percent of all hazards through half-day projects – at a cost of about $500 per home for materials.

“We are honored to receive this statewide award,” said Patti Klein, executive director of the organization. “The big news here is that identifying and correcting fall hazards in seniors’ homes is just not that hard.”

Sister City Wins European-Unity Honor and Sends Students, Teachers to County Arlington’s Sister City of IvanoFrankivsk, Ukraine, recently was honored with the 2018 “Europe Prize” by the Parliamentary Assembly of the Councils of Europe.

The award, bestowed since 1955, is presented annually to the community most active in the European ideal, noted the Kiev Post newspaper. The winning communities receive a trophy, medal and scholarship for young people.

The city has developed robust international cooperation in numerous fields, particularly in the domain of academic activities as Ivano-Frankivsk universities collaborate closely with many other European universities,” the awards committee noted. In addition, “the city is renowned for its vibrant cultural life, attracting guests from all over Europe, notably to the International Blacksmiths Festival, Ivano-Frankivsk Half Marathon, the International Festival of Christmas Carols and the Days of Polish Culture.”

Students and chaperones from the Arlington Sister City of Ivano-Frankivsk, Ukraine, met with Valeriy Chaly, the ambassador from Ukraine to the U.S., in the Washington Room at the embassy during their recent visit to the local area.

Students visited a number of attractions across the region during their stay, and met with Ukraine ambassador Valeriy Chaly in the “Washington Room” at the embassy, notable as being the spot in which George Washington met with

Pierre L’Enfant to lay out the new capital city.

Events like the student exchange are an opportunity to “share cultural-life exchanges as well as develop lifetime connections,” Chaply said.

Ivano-Frankivsk is one of five formal Sister City relationships held by Arlington. Other cities twinned with the county include Coyoacán, Mexico; Aachen, Germany; Reims, France; and San Miguel, El Salvador.

Amanda Bisnauth-Thomas passed away peacefully May 31st at the age of 49. After a long illness Amanda opted for hospice care. She spent her last days in comfort with close friends and family.

Amanda was born on Wakenaam Island in Guyana’s Essequibo River in 1969. She was the daughter of the late Motiram and Mohini Bisnauth. She leaves behind her son Thornton Thomas, her husband Michael Thomas, her brother Mitch Bisnauth, her niece and nephew Michela and Andres Bisnauth, her uncle Chandrica Ramsaroop, her aunts Radika Boodram and Sandra Ramsaroop-Panday, her cousins Ashmed Hassan, Rasanna and Paul Ramsaroop, Paul, Ann and Rudy Boodram, and Krishna and Kristine Panday, the family of Jami Interiano--the donor of her liver and kidney, and a host of friends.

The recipient of multiple organ transplants, Amanda was a committed volunteer with the Georgetown University Hospital and the Washington Regional Transplant Community. In a final act of generosity she donated her body to the Georgetown University School of Medicine to support the training of the next generation of doctors. There will be no funeral; a Celebration of her life will be held in Arlington on Saturday, June 16th.

If you’re ever feeling blue, Wakefield High School knows just what to do.

Stumble along to the school’s production of “The Drowsy Chaperone,” and they’ll show you ‘CAPPIES’ how to turn that upside REVIEW frown down through the beauty and power of musical theater.

“The Drowsy Chaperone” premiered on Broadway in 2006 and was the recipient of five Tony Awards. Marketed as a musical within a comedy, the plot follows an antisocial theater fanatic as he reminisces about his favorite (fictional) musical, also “The Drowsy Chaperone.”

Within the fictional production, the story follows a cast of zany characters in the days before a wedding, and hilarity ensues as classic theatrical faux pas draw snide comments from the man regarding the lunacy of it all.

Ethan Chow as Man in Chair rivaled the skill of a professional, seasoned actor. His uncompromising commitment to his character, dead-on comedic timing and wry deadpan commentary were fascinating to watch, and his enthusiasm was boundless, as he was engaged in every scene even when he wasn’t speaking.

Chow also proved an impressive depth of character in more serious moments,

overdone, and his wit and accent were consistent throughout the show.

The technical elements were equally as whimsical as, and fun as, the cast. The inventive set design featured numerous different zones of the house, festive wallpaper and excellent attention to detail.

Frog thinks it’s not easy being green, imagine the case of Pinocchio – because it’s REALLY no walk in the park being woodON en. the traSTAGE vailsConsider that befall the title character over the course of two acts and 90 minutes in Encore Stage & Studio’s season-ending production of “Pinocchio”: • His mean puppetmaster has had enough and wants to turn him into kindling for the fire, necessitating a break for freedom.

• Things don’t go all that smoothly with his new father, Geppetto, but once all is well, the poor dad is swallowed up by a large fish and disappears into the ocean, not to return until the final act.

• Pinocchio’s classmates are unhappy that he’s turned into a model student, bullying him mercilessly. And a cat and a fox do their best to harass him, too.

• Adding a final insult to injury, he is whisked away to what purports to be a fun fantasy land, only to be turned into a donkey once he gets there – leading to yet another attempt at escape.

That’s a lot going on, plot-wise, and at times (particularly in the first act) it gets a little convoluted. But under the direction

of Susan Alison Keady, the various plot turns are wrapped up nicely in the second act.

Casting was quite good, with Ryely Rogers as Pinocchio, Matthew BlossBaum as Geppetto, Brett Medley as Mastroni the nasty puppeteer and Sarah Fajer as Glissandra, who provides some magic while also serving as narrator.

All were effective, and each had a voice that managed to transcend an unusually high level of audience din on an openingweek Saturday-afternoon show. (People, people: Take chatty kids to the lobby and no crinkling of candy wrappers in the auditorium, please.)

There also were numerous solid performance in the supporting-cast ranks, including Aidan Foley, Molly Savage, Hunter Harris, Oliver Meek and Kate Oliver.

Sets (Kristen Jepperson) were on the minimalist side, but effectively so, while costumes (Debra Leonard) and lighting (Gary Hauptman) were solid. Matthew Heap provided some original compositions; they were fine, but several musical/ dance interludes seemed more designed to fill out the 90-minute run time than advance the plot.

“Caroline’s work is gorgeously detailed and specific,” said Kathryn Moncrief, chair of the college’s English department and curator of the prize. “As a poet and academic writer, she takes as her subject matter things that others may find distasteful and difficult and finds the beauty in them.”

Harvey plans to pursue graduate studies in poetry and English. n Calista Garcia, a junior at H-B Woodlawn Secondary Program, has been named a 2018-19 Strathmore Artist-inResidence.

Home owners looking to take on a remodel should consider undertaking an outdoor project, according to the National Association of Realtors’ and National Association of Landscape Professionals’ 2018 Remodeling Report: Outdoor Features.

The report takes a “deep dive” into 13 outdoor residential projects, highlighting the reasons why property owners complete these projects, the value – both financial and emotional – that these remodels bring, and the increased happiness the finished projects bring homeowners.

“Realtors understand that a home’s first impression is its curb appeal, so when it comes time to sell, a well-manicured yard can be just as important as any indoor remodel,” said NAR president Elizabeth Mendenhall, a sixthgeneration Realtor from Columbia, Mo., and CEO of RE/MAX Boone Realty.

“Even homeowners with no immediate plans to sell can gain more enjoyment and satisfaction from their home by taking on a project to revive their outdoor spaces,” Mendenhall said.

When asked which outdoor projects produce the most substantial financial payouts at resale, Realtors ranked standard lawn-care service at the top, which recovers 267 percent of the project cost at resale. Next, Realtors named landscape maintenance and tree care, both recovering 100 percent of the cost at resale, and installing an irrigation system, recouping 86 percent.

When it comes to the enjoyment homeowners gain from these projects, a fire feature and irrigation system tied for first, both receiving a perfect “Joy Score” of 10. (Joy Scores range between 1 and 10 and higher figures indicate greater joy from the project, according to Realtors.)

Eighty-three percent of homeowners who installed a fire feature said they have a greater desire to be home since completing the project, and 69 percent of homeowners who installed an irrigation system said they feel a major sense of accomplishment when they think of the project.

The next most appealing projects were a new wood deck (Joy Score of 9.8), a water feature (9.8), statement landscaping (9.7) and an overall landscape upgrade (9.6).

Oakton Students Score Success in Musical ‘Titanic’ WINTA HABTEMICHAEL Lee High School

It was more than four city blocks long and 52,000 tons, and one of the greatest tragedies of the 20th ‘CAPPIES’ century.

We as REVIEW a society are fascinated by the Titanic, but what about it keeps us coming back to its story? Maury Yeston and Peter Stone’s “Titanic,” recently performed by students at Oakton High School, illuminates exactly what fascinates us about this incredible event.

Winner of five Tony Awards in 1997, “Titanic” focuses on the passengers and crew as a whole, rather than on individual stories.

Dramatic irony is used throughout the first act; as the audience marvels at the grandeur of the ship, we know in the back of our minds how it all ends, adding a feeling of anticipation.

The audience follows different groups in a series of vignettes: the three Kates in third class (played by Shiva Zarean, Cassie Wiltse, and Carolyn Best), Alice and Edgar Beane in second class (played by Julia Ferri and

Jake Trible), and Isidor and Ida Straus in first class. They, along with the rest of the cast and crew of Oakton’s production of “Titanic,” took us back to 1912 and let us experience the event for ourselves.

One breakout star in Oakton’s “Titanic” was none other than Parker Waters, portraying the role of Thomas Andrews, the designer of the Titanic. In highschool theater, the level of maturity and pure vocal skill Waters demonstrates comes few and far between.

From the first scene, he carries himself as a bookish yet passionate man. We see him gaze with pride at this marvel he’s created, singing with strength, and watch it turn to horror when it all goes to hell. His voice follows this pattern as well, his voice trembling and taking on a panicked note.

The flexibility of this actor was something to marvel at all on its own.

Behind the scenes, the tech of this production elevated “Titanic” to a level that once seemed unattainable for high-school theater, specifically the special effects put on display in the second act. Through the work of the fly

crew, actors were able to be suspended above the stage, giving the impression of passengers falling off of the railing of the ship, or floating lifelessly. A hush went through the audience during the drowning of Andrews, and gasps rang out when other actors came floating in among children’s dolls and treasured paintings. The use

of the fly system was absolutely beautiful, and brought the scene to a haunting level.

Overall, “Titanic” was an absolutely beautiful production, with vocals and tech that transformed the Oakton auditorium into the “ship of dreams.” Oakton created an experience that cannot be topped easily, and

Democrats Set to Pick Nominee in the 10th Six Contenders Vying for Chance to Take Back Seat for First Time Since 1980 CHRISTOPHER COLE InsideNoVa

If two’s company and three’s a crowd, 10th District Democrats have a virtual throng of people to choose from in this month’s congressional primary.

Six candidates are seeking to move on to the Nov. 6 general election, where they will meet either U.S. Rep. Barbara Comstock (R-10th) or, if Comstock is defeated in her own primary race, Shak Hill.

Republicans have controlled the seat since Frank Wolf defeated incumbent Democrat Joseph Fisher in 1980. The district includes a swath of Fairfax County, including portions of the Sun Gazette coverage area, and expands to the outer suburbs.

Most of the Democratic contenders have focused on a few core issues from the progressive playbook, like health care, gun reform and curtailing corporate and lobbyist influence in Washington.

Among the contenders: Biggins focuses on single-payer care: A scientist, Julia Biggins told InsideNoVa that health care reform is her most important policy goal, arguing she is the only candidate advocating for single-payer health care.

“This is complicated,” she said of her top priorities, “as I feel like we do not talk about the environment enough, or the funding issues facing our schools.”

But Biggins said influence of money on politics is the biggest single issue facing Washington.

“We are governed by lawyers, lobbyists and political operatives, and they are governed by corporate dollars driving them to support legislation that favors corporations and undermines everyday Americans,” she said.

Friedman targets NRA, corporate PACs: Alison Friedman says some of the biggest issues facing the country are the power of the gun lobby – specifically the National Rifle Association – and corpo-

rate-funded political action committees.

“Special interests like the NRA corrupt our politicians and set their agendas to prioritize the interests of a few over the well-being of the constituents they were elected to represent,” she said. “By refusing to accept corporate PAC money, I’ve committed to putting the issues that matter to Virginia families first.”

“We’ve got to stand up to special interests that put their profits ahead of our healthcare, kids’ safety, clean air and water, and our long-term fiscal stability,” she said.

Helmer pushes campaign finance reform: Dan Helmer said he wants to reform the country’s system of paying for political campaigns, while also touting his business and military experience. Like others, he has taken aim at the gun lobby.

He told InsideNoVa that campaign finance reform would “enable us to more easily solve so many other challenges: We could get gun safety legislation if we removed NRA money, drug pricing reform if we removed pharmaceutical money, and climate change action if we removed fossil-fuel money.”

Helmer said school violence is the top problem facing the country. “My wife is a public school teacher and I have two kids in public school, so I worry about

this daily,” he said. “I’ll fight for universal background checks and other commonsense gun-safety measures.”

Pelletier slams ‘dark money’: While saying he wants to concentrate on several core issues, Paul Pelletier said he has a “bull’s-eye” on the NRA and what he calls an unprecedented amount of dark-money spending in the last election. (“Dark money” refers to large amounts of campaign dollars that can’t be traced under the federal finance laws.”

Pelletier also said health care, traffic, gun safety and “holding the White House accountable” are priorities if he wins.

“I’ve talked to thousands of voters the last few months and learned of their frustration at a broken Congress,” he said. “I want to be a representative who’ll pragmatically solve big problems, fight for what’s right and help restore trust in democratic government.”

Stover highlights health care: Lindsey Davis Stover said she joined the race to tackle a variety of issues, but health care is particularly critical.

“Lack of access to quality, affordable care impacts people across [the district],” she said.

In Congress, Stover said she would work to “safeguard” the Affordable Care Act and repeal parts of last year’s GOP-

driven tax bill, which she contends endangers health care for more than 13 million Americans.

Stover cited gun violence as the single biggest issue facing the country. “Among other reforms, I believe we must establish universal background checks, ban bump stocks and ensure that those convicted of violent crimes are not able to purchase firearms,” she said.

Wexton says Trump is the problem: Jennifer Wexton – who has been endorsed

by Gov. Northam and much of the political establishment that has weighed in on the race – noted that she is the only elected leader in the primary and has passed more than 40 pieces of what she caleld bipartisan legislation.

First elected to the state Senate in a special election in January 2014, Wexton said she is the only one from the “heart of the district” who has run and won two challenging. She was re-elected in 2015.

Wexton made clear that she thinks Trump is the main issue right now and said congressional Republicans like Comstock refuse to stand up to him.

Like most of the Democratic field, she put guns front and center. “It’s long past time that America says ‘not one more’ and actually follows through with common-sense gun legislation,” she said.

“The boxes look the same!” shouts a frazzled secretary as she realizes she may have added rat poison instead of sweetener to her boss’ cof‘CAPPIES’ fee. She and two REVIEW fellow employees launch into a frenzy to hide their suspicious behavior in McLean High School’s empowering production of “9 to 5: The Musical.”

Inspired by the 1980 film, this musical production was written by Patricia Resnick with music and lyrics by Dolly Parton.

The show opened in 2008 in Los Angeles before moving to Broadway in 2009, where it received four Tony Award nominations on top of 15 Drama Desk Award nominations.

The plot follows three Consolidated Inc. employees – Violet Newstead, Judy Bernly and Doralee Rhodes – as they live their mundane lives at their office jobs.

They expected each day to be as uneventful as the last, until chaos ensues at the hands of their boss, Mr. Hart.

Shortly after they fantasize about getting rid of him, Violet thinks she accidentally added rat poison to his coffee. Rumors fly and mayhem ensues as the girls

scramble to cover their tracks before the rest of the company finds out.

Haley Rose portrayed Violet with powerful characterization and commitment to the role. While interacting with fellow employees, Rose stood out as a domineering leader in the office, despite being a humble secretary.

Doralee’s cowgirl presence was artfully captured by Erica Bass. Bass utilized her robust vocal ability while maintaining a consistent Southern accent. While standing up for herself against her overly friendly boss, Bass successfully displayed the strong will of her character without holding back.

Abby Covington’s portrayal of Judy consisted of impeccable vocal talent and a skillfully executed character arch. From a terrified new girl whose husband just left her to an empowered business woman, Covington displayed a vast range of characterization.

Benji Harris portrayed the devious intentions of Mr. Hart with impressive dedication to the role. As he lusts after his secretary in “Here for You,” Harris’ boisterous physicalities and vocal ability created a hilariously memorable performance.

Police Beat ARMED ROBBERY n On May 27 at 2:21 a.m., an individual was in the back room of a business in the 1100 block of South Hayes Street when two men entered the room, police said.

According to police, one suspect brandished a firearm and hit the suspect in the face with it, then demanded cash, while the second suspect brandished a taser-like instrument and stole cash and items.

The suspects fled before police arrived.

The suspects are described as two black males, one in his 40s or 50s, 6’3”, with a thin build, the other in his late 30s or 40s, with a stocky build.

City by security after a woman said a man had brushed against her and touched her inappropriately.

The suspect had departed but was located after returning to the store while units were on the scene, police said.

School Board to Take Up Washington-Lee Renaming Continued from Page 1 “The board should be striving for unity.”

The comments came as a committee of school-system staff delivered a report saying Lee’s “principal legacy” does not align with the present-day school system’s “mission, vision and core values.”

Linda Erdos, the school system’s assistant superintendent for school and community relations, was the staffer tasked with leading the committee. At the School Board meeting, she defended the proposal.

“A lot of things get changed,” Erdos said. “A lot of people don’t like change, and we know that it’s difficult.”

But Lynne Lilly, a Washington-Lee graduate and retired teacher in the county school system, said board members appeared to be moving toward a pre-ordained outcome despite no evidence the community has any interest in a name change.

“This process should be fully transparent to everyone. Don’t be afraid to hear what Arlington citizens have to say,” she said.

That was a message that seemed to resonate with School Board Vice Chairman Reid Goldstein.

“I would like to hear from the community – to me, this is a significant issue,” he said, complaining that a one-week sprint from the policy being proposed (May 31)

to being voted on (June 7) was too fast.

But other board members said adoption of the broad policy on school names would not lead to an immediate renaming at Washington-Lee. “There are opportunities to get more community input. It’s up to us to decide how we proceed,” said board member Tannia Talento.

Under the policy being considered, the School Board would be able to set up a task force to study the pros and cons of the name and come back with a recommendation.

Deciding how to move forward “is in our hands,” School Board Chairman Barbara Kanninen said.

“We promised no decisions would be made quickly and without community discussion. We promised a careful, deliberative process,” she said. “We have kept these promises.”

That wasn’t the view of David Miller, a Fairfax County resident who said Arlington would be making “a huge mistake” if it followed the route of the Fairfax School Board in pushing through a similar name change.

The Fairfax School Board’s recent decision to renamed J.E.B. Stuart High School as Justice High School has proved “a fiasco” that unnecessarily divided the community and went against the wishes of students at the school, Miller said.

Proposals to remove the name of

Lee from the Arlington high school had bubbled up periodically over the past decade. Last year’s rioting in Charlottesville led the School Board to set up the staff panel to propose revisions to the school system’s existing, somewhat nebulous, naming policy.

School officials have no pressing deadline for action on Washington-Lee, but will have to come up with names for several new schools. Goldstein said the two pieces of the proposal – future schools on one side and Washington-Lee on the other – should be handled separately.

It was in 1861 at Arlington House, the plantation he had inherited through marriage, that Lee opted to resign his commission in the U.S. Army and take up command of the Army of Northern Virginia, which fought on the Confederate side of the war. By early 1865, with the war clearly lost, Lee found himself promoted to general-in-chief of Confederate forces.

Lee had opposed secession of the Southern states, and his views on slavery were, from the vantage point of the 21st century, complicated and at times contradictory. After the war, Lee was not charged with a crime, and received an amnesty from President Andrew Johnson in 1868. He died in 1870.

Focusing on Lee’s role as a Confederate general and slaveholder suggests members of the staff task force were being willfully ignorant of history, Hafer told School Board members.

If “Lee” and/or “Washington” is dropped from the high school’s name, what might a new name look like? Members of the staff committee had many thoughts but little consensus.

“Stay away from individual names,” said “Staffer 15” (individual members’ comments were not reported by name).

“To find a name that is appropriate to everyone is nearly impossible.”

And, as Staffer 15 noted, today’s hero may end up tomorrow’s pariah. “Everyone has some kind of ‘skeleton’ in the closet,” the staff member said.

As members of the School Board work to decide what to do with the name of Robert E. Lee, their County Board counterparts have been attempting to remove the name of Confederate president Jefferson Davis from the portion of U.S. Route 1 that runs through the county. Such an action requires approval by either the Commonwealth Transportation Board or, more likely, the General Assembly.

Transportation Notes PREP WORK TO START ON MEMORIAL BRIDGE PROJECT: With Memorial Day

in the rear-view mirror, the National Park Service is ramping up plans for the rehabilitation of Memorial Bridge, slated to start in earnest this fall.

In coming weeks, crews will begin preparatory work for the project, designed to extend the lifespan of the bridge.

“You will see workers pouring concrete, moving equipment and stage barges,” said Alexcy Romero, superintendent of the George Washington Memorial Parkway.

“As a result, drivers should expect delays, and cyclists and pedestrians may have to take detours.”

Federal officials last December announced full funding for the $227 million project, which will replace the drawbridge span, rehabilitate the concrete approach spans and replace the concrete deck.

Workers will employ accelerated-bridgeconstruction techniques, including using prefabricated concrete deck panels.

When it opened in 1932, the 2,163-footlong bridge was the longest, heaviest and fastest opening drawbridge in the world.

The drawbridge last opened in 1961.

Designed in part as a symbol of the reunification of the peoples of the northern and southern states, the bridge span visually connects the Lincoln Memorial to Arlington House, the national memorial to Robert E. Lee. But it also long has been a commuter route, carrying about 68,000 vehicles per day.

IMPROVEMENTS TO BRIDGE OVER PARKWAY WILL CAUSE DELAYS: Driv-

ers using the George Washington Memorial Parkway around Windy Run are in for a rough few months – so much so that the National Park Service is advising them to consider alternate options for getting from Point A to Point B. Park Service officials have scheduled repair work on the road deck and support structure of the bridge to take place throughout the summer. The project is slated to start June 11 and run through August, requiring intermittent off-peak lane closures.

National Park Service officials say there will always be one northbound and one southbound lane open on the bridge, with a third lane available weekdays northbound from noon to 8 p.m. and southbound from 8 p.m. to noon.

Despite that, “drivers should exercise extreme caution – we recommend taking public transit, using a different driving route or working from alternate locations while the bridge is under construction,” said Alexcy Romero, superintendent of the George Washington Memorial Parkway.

Periodic traffic stoppages will be needed to enable a safe shift in traffic flow, officials said.

Windy Run Bridge is located about one mile north of Spout Run Parkway in Arlington and two miles south of Route

123 in McLean. The project aims to extend the life of the bridge by 15 years and address issues of recurring potholes and sinkholes.

AVERAGE ROUND-TRIP TOLL ON I-66 NOW STANDS AT JUST UNDER $13:

Single-occupant drivers using the Interstate 66 Express Lanes inside the Capital Beltway spent, on average, $12.72 per round-trip for the privilege, according to new data set to be presented to the Northern Virginia Transportation Commission.

The average price for eastbound trips was $8.28, with the average price for westbound trips $4.44 during the period from Dec. 4 (when the Express Lanes project opened) to April 30.

The system uses “dynamic tolling” to adjust prices up and down depending on the amount of traffic during rush hours (5:30 to 9:30 a.m. eastbound, 3 to 7 p.m. westbound). There is no upper limit to the toll rate that can be imposed on single-occupant vehicles, while those with two or more occupants travel for free.

In April, the average round-trip cost for single-occupant vehicles was $14.13 ($9.27 eastbound and $4.86 westbound) and 0.3 percent of the 676,840 toll trips cost $40 or more, according to new data.

For the month of April, travel speeds on I-66 eastbound during the morning commute averaged 51.3 mph, compared to 46.7 mph a year before, while travel speeds in the evening commute westbound averaged 55 mph, up from 47.9 mph a year before.

According to regional transportation officials, drivers on most arterial roadways in the I-66 catchment area – including Routes 7, 29 and 50 – did not see reduced travel speeds in April compared to a year before due to traffic spillover. One exception: There were reduced speeds on the George Washington Memorial Parkway.

MAYE OHANIAN: Bishop O’Connell High School graduate Patty Maye Ohanian was chosen as the Rookie of the Year in the Capital Athletic Conference in women’s softball this past spring for Christopher Newport University.

Ohanian also was selected first team All-American by the National Fastpitch Coaches Association, becoming the first Christopher Newport freshman to ever achieve first-team All-American status in any sport. Ohanian posted new single-season school records for runs batted in (68), hits (75), slugging percentage (.852) and total bases (132). She also had 15 doubles, belted 12 home runs and had three triples for the Captains, and stole 11 bases in 12 attempts.

Ohanian was an all-conference and all-state selection when she played for O’Connell.

graduate Kelly Hart had a successful outdoor track and field season to finish her junior year this spring at Notre Dame.

At the NCAA East Regional Championships in Tampa, Hart ran a qualifying round in the 800-meters in 2:07.00 to earn a spot in the NCAA quarterfinals the next day. In the quarterfinals, Hart

ran a big personal-best of 2:05.45 with a furious kick over the last 200 meters to nearly make the NCAA semifinals in Oregon. Her time placed her in 13th, with the top 12 advancing to the semifinals.

Her time in the 800 at the NCAA meet ranks third all-time for women at Notre Dame.

In an earlier meet, Hart was sixth in the 800 at the ACC Championships to earn second-team All-ACC. Against a strong field in the finals, Hart ran 2:06.99.

After struggling during the regular season, the Wakefield Warriors caught and are playing SOCCER fire their best soccer of the high school season in the playoffs.

Wakefield, with a 6-15 record, reached the championship game of the Northern Region 5C tournament with a 2-0 record.

The boys team blanked John Champe, 1-0, in the first round, then downed Falls Church, 4-1, in the semifinals.

In the region final, Wakefield faced 2017 state champion Briar Woods in the June 1 and 2 championship game at Rock Ridge High School in Loudoun County, losing 4-3 in penalty kicks after the game was tied at 1 after regulation and four overtimes.

Briar Woods improved to 19-1 record with 18 straight wins.

The region final began Friday night, June 1, but was suspended because of lightning with 28 minutes to play and no score, then was finished the afternoon of June 2 at the same venue.

Yorktown Teams Fall in Region Semifinals A Staff Report

The seasons ended the same way, the same night, about the same time and at same spot in the SOCCER the region tournaments for the Yorktown Patriots in girls and boys high school soccer.

Each lost in overtime in Northern Region 6D tourney-semifinal action on May 30 – the girls at home to Chantilly, 3-2, the boys on the road to Oakton in penalty kicks, 3-2.

For the defending Virginia High School League Class 6 state champion Yorktown girls (17-2-1), the loss snapped a nine-game winning streak and 18-game

That was the case this season for some teams in the Sun Gazette’s coverage areas, a few pulling off upsets of high seeds.

In baseball, the Yorktown Patriots were a good and maybe the best example. Yorktown was the No. 4 seed in the Liberty District tournament and won the title with a 3-0 record.

The Patriots defeated higher seeds in semifinal and championship games.

The eventual champion Flint Hill Huskies were the second seed in the boys Mid-Atlantic Athletic Conference lacrosse tournament. Flint Hill upset top seed St. Andrew’s on the road in the title match.

Also in boys lacrosse, the Bishop O’Connell Knights recorded a firstround state-tournament upset, then fell to eventual state runner-up St. Stephen’s & St. Agnes in secondround action.

The Wakefield High boys soccer team was another big surprising playoff squad. The Warriors won only a handful of games during the regular season, then played well enough in the National District tourney to earn a region-tournament berth.

In the region, Wakefield played even better, upsetting John Champe and Falls Church in the first two rounds to reach the title contest for the first time in school history. The performance also earned Wakefield its first state-tournament berth in program history.

The Marshall High girls softball team pulled off a second-round region-tournament upset, as did the Yorktown boys soccer team. Each lost in the semifinals, but had already made their marks.

Each year, upsets like those are often the best part of the springtime playoff seasons.

Against Oakton, Yorktown senior captain Garrett Lusk cut the lead to 2-1 in the second half with a goal. Another senior captain, Lincoln Kickbush, scored to tie the game at 2 just before regulation play ended.

In both overtimes, Yorktown kept up significant pressure but couldn’t get one

past the Oakton keeper.

That sent the game into penalty kicks to be decided, and the Oakton goalie made some big saves to help earn the win.

Kickbush made Yorktown’s lone penalty kick in that session.

Yorktown junior goalie Bryce Wilkom played strong in net to keep the Patriots close.

Overall, the Yorktown boys finished with a 3-2 record in five postseason contests.

The Yorktown girls were 4-1 in the playoffs, winning the Liberty District tournament championship for the third straight time prior to the region tournament.

O’Connell’s Longtime Girls Softball Coach Has Retired DAVE FACINOLI Staff Writer

The career of one of the winningest girls high school softball coaches in the nation, and certainly Virginia, has come to an end.

Longtime Bishop O’Connell Knights coach Tommy Orndorff told his players at the team’s seasonSOFTBALL ending banquet the night of May 30 that he is retiring after 33 years and 780 victories as head coach.

Orndorff’s Knights finished 25-4 this spring and won private-school conference-and state-tournament championships. The state crown was O’Connell’s seventh in a row.

Orndorff also is retiring as O’Connell’s assistant athletic director.

“It is time,” said Orndorff, who will turn 70 this summer. “It has been a great run and a wonderful journey. There are a lot of things I want to do. I’ve never been to Cooperstown or the College World Series.”

Orndorff’s O’Connell teams have turned out countless outstanding pitchers and players and have won at all levels, including 23 state championships, 24 conference tourney crowns, six Northern Virginia Invitational Tournament titles.

The team often has been ranked high in polls, including USA Today’s national rankings.

His teams have won 20 or more games for 26 straight seasons, going undefeated three times during that stretch.

The Knights also have set various winning-streak records and scoreless-inningstreak marks under Orndorff. O’Connell went 106-2 during one stretch.

“This has always been about the players, never about me,” Orndorff said.

“That’s why I didn’t announce this decision earlier. I didn’t want a farewell tour or anything like that.”

Under Orndorff, O’Connell often played many of the top public-school teams in the area, including the Madison Warhawks and McLean Highlanders. The Knights lost to both this season.

“A lot of people have various opinions about Tommy, but I love Tommy Orndorff. Tommy has made us all better,” said McLean High coach Maurice Tawil, whose team has played O’Connell for a number of seasons in a popular Saturday-

afternoon rivalry.

Kathryn Sandercock was Orndorff’s best player the last couple of seasons.

“I want to thank the great Tommy Orndorff for seeing something in me at age 12 and wanting me to play at O’Connell,” Sandercock said at the banquet.

Orndorff has been inducted into the Arlington Sports Hall of Fame and was chosen as Coach of the Year by the Better Sports Club of Arlington.

Karin Trice was an assistant coach for Orndorff for 17 years, and won’t return to the team. At the banquet she thanked Orndorff for restoring her passion for softball.

In addition, he has been inducted into the Greater Washington Fastpitch Softball Hall of Fame as well as the Amateur Softball Association Hall of Fame.

His summertime 18-under Shamrocks travel girls softball teams won more than 1,500 games and one national championship.

Orndorff’s successor has not been named.

W-L Senior Concludes Career With a Second State Crown DAVE FACINOLI Staff Writer

With multiple championships as the evidence, including two state titles and a runner-up, Jabari Bennett’s said his decision to spend his senior year as a thrower for the Washington-Lee Generals was the right choice.

TRACK & FIELD ROUNDUP Bennett concluded his high school career by winning the boys state shot-put crown (61-feet, 8-inches) and placing second in the discus (157-6) June 1 and 2 at the Virginia High School League’s Class 6 state track and field meet in Newport News. Bennett achieved as much despite still feeling the effects from the flu.

“I felt terrible, and that heavily affected my performance in every way,” Bennett said. “I felt weak and sluggish. I was just trying to get the best throws I could. It does feel great to win another state title.”

Bennett also struggled with back and groin injuries during the outdoor season, but still won shot-put titles in the Liberty District, Northern Region 6D and state meets, won a district discus crown and took second in the state.

“I thought we were in the game the whole time,” Wakefield coach Eddie Carrasquillo said about the region final. “We created a lot of chances. We are a team that was not supposed to be here and we took a team that hadn’t lost in a while to penalty kicks. We are happy and proud of that. We have made history.”

When the region final resumed June 2, Briar Woods took a 1-0 lead with 14:55 to play on a goal off of a long throw-in.

Wakefield took a 2-0 lead in penalty kicks on goals by Rivera and Marlon Reyes. Ricardo Salgado added a third later in the series. A shot by Temujjin Economides and was saved by the Briar Woods goalie, and another shot by Matthew Carballo hit the left goal post and bounced away.

Wakefield freshman goalie Alex Temoshok made one save during the penalty kicks and a number of saves during regulation and the overtimes.

The Warriors were 1-9 through their first 10 games. Wakefield finished in last place in the National District regular-season standings, then advanced to the region by playing well in the district tourney.

In all, he won seven championships for WashingtonLee in the biggest meets.

Bennett transferred to W-L for his senior season from a high school in Maryland. He did so to be coached by renowned Washington-Lee throwing coach Josh Patulski.

“It was the best move, coming to Washington-Lee,” Bennett said. “He [Patulski] taught me so much. I can’t thank him enough. I achieved all of my goals here.”

Bennett will throw in college at Division II Tiffin University in Ohio.

“Jabari was a trouper at the state meet,” Patulski said.

“He wasn’t 100 percent, but he still gave his best. It was a good way for him to close things out in Virginia.” n At the Virginia High School League’s Class 5 statechampionship meet in Newport News June 1 and 2, Wakefield High School’s Xavier Taylor was second in the 400-meter dash in a personal best time 48.18. Also, he was sixth in the 200.

In the girls Class 5 state meet, Wakefield’s Cierra Jenkins was sixth in the triple jump. n In the boys 6A state meet, Yorktown High School’s Bowen Shuttleworth finished ninth in the 800 meters (1:57.18).

“I knew we had the talent,” Carrasquillo said. “But it took us a little time to find the right chemistry, get the players lined up in the right places and figure out the best formations, and get the team to believe in itself and our system. Now they really believe and are playing hard.”

In the region win over John Champe, Ricardo Salgado scored the lone goal with 14 minutes left in the game. Temoshok earned the shutout.

Against Falls Church in the semifinals, Oscar Salas-Lopez scored the first goal on an assist from Salgado. Abenezar Shewago netted the second on a 25-yard shot off a pass from Rivera. Wesley Esparza scored the third on a rebound shot. The fourth goal came from a curled shot taken

by Reyes from about 20 yards away.

“He has made a big difference and has been playing great,” Carrasquillo said.

In the district tournament, Wakefield got the postseason started with an upset victory over the No. 2 seed Marshall Statesmen in penalty kicks in the first round.

“That win made the players believe,” Carrasquillo said.

NOTES: The last time Wakefield advanced as far in a region tournament, according to Wakefield sports historian Frank Haddock, was in 1996, when the Warriors lost to Herndon in the semifinals . . . Carrasquillo is the younger brother of longtime Washington-Lee High School head coach Jimmy Carrasquillo. Eddie was his brother’s assistant at W-L for 12 years before taking the head position at Wakefield.

Arlington Babe Ruth Teams Storm Through Winchester Four Arlington Babe Ruth travel baseball Storm teams at the 8, 9, 10 and 11year-old levels won BASEBALL their brackets over the Memorial Day weekend at the Showdown In the Valley tournament in Winchester.

The clean sweep in Winchester by the league was a first for the Arlington Babe Ruth travel program, which has used the showdown as the unofficial start to the summer travel season.

The 8-under Storm defeated Winchester, 12-2, in the championship game.

The 9-under Storm downed the Virginia Stars, 11-5, in its final. The 10-and-unders topped Winchester, 9-4; and the 11s team nipped the Lumberjacks, 1-0.

The 12-under tournament was cancelled because of bad weather and poor field conditions.

The Arlington Babe Ruth Aces and select teams also were in action at the Walk The Plank tournament in Olney, Md. The 8-under Storm won all three of its games by more than 10 runs. Dominic Tamburro belted a three-run homer.

Other players were Ryan DiVincenzo, Luca Feden, Charlie Gay, Clive Gay, Liam Juza, Booker Lawson, Tyler Moss, Harrison Netwall, Danny Sullivan, Jones Tallent and Giorgio Theobald. The coaches were Jones Tallent, Adam DiVincenzo, Neal Lawson, Dave Juza and Chris Netwall.

The 9-under Storm outscored opponents 60-15 on 54 hits in five games, including RBI and runs scored by all players.

Team members were Drew Taylor, Aidan McCracken, Aidan Kaminski, Matt Langley, Shane Campbell, Ryan Cooney, Charlie Quinn, Nicky Socknat, James Miller, Andrew Sacks, Charlie Winburn and Liam Finkel. The coaches were J.P. Cooney, Seth Finkel and Brian Langley.

After dropping their first pool play game, the 10-under Storm buckled down, winning its next four games by a combined 24-7. The key game was an error-free 3-2 win against the same team that bested the Storm earlier.

Players for the 1-under Storm team were Joseph Black, George Thompson, Mason Wing, Drew Welch, Coleman Davis, Riku Ogawa, Cooper Lawson, Jack Ingram, Ian Parrish, Christopher Gerardo, Teddy Sennott, Grayson McCarthy and Max Troiano. The coaches were Jimmy Miller, George Karinshak and George Thompson.

The 11-under Storm returned for its third championship game in three years at Winchester. Defense made clutch plays in critical moments, including game-saving diving catches by center fielder Kieran Sacks in both the semifinal and championship games.

Top hitters were Jamie Coates, Mason Bodnar, Will Evans, Jack Rubin, and Nathan Menard, who went a collective 20 for 35 with 14 RBI. Other players for the team were Grant Buckley, Charley Callen, Joey Greenhaus, Luke Harnishfeger, Jack McNair and Ben Taylor. The coaches were Aaron Sacks, Mike Bodnar, Scott Buckley and Jim Menard.

High School Roundup TAYLOR WINS THREE EVENTS: Led by triple winner Xavier Taylor, the Wakefield Warriors finished third in the boys Northern Region 5C outdoor track and field championships.

Wakefield had 70 points, narrowly trailing secnd-place Tuscarora with 73.

First-place and host John Champe had 100 points.

Taylor led the way for Wakefield by winning a triple crown of sprints – the 100-meter dash in 11.04 seconds, the 200 in 21.95 and the 400 in 48.28. He also placed seventh in the long jump.

Wakefield’s Amanuel Haileselassie had a productive meet for the boys, finishing second in the 1,600 (4:25.36).

Wakefield’s Joshua Sutton was sixth in the high jump and seventh in the 300 hurdles. James Avery Moore was sixth in the 300 hurdles, Louis Delcore was seventh in the triple jump and 110 hurdles and Isaiah Mefford was seventh in the shot put.

The boys 4x100 relay was third.

The Wakefield girls placed 10th in the region champions and were led by Cierra Jenkins’ overall performance.

She was fourth in the 400 and triple jump, fifth in the long jump and seventh in the 200.

WAKEFIELD BASEBALL: The season

ended for the Wakefield Warriors (10-11) with a 4-1 loss to visiting Potomac Falls in a Northern Region 5C tournament firstround game on May 29.

Zach Bako had an RBI double for Wakefield and Alex Stamatopouls had two hits.

Other hits went to David Baron and John Petrich.

Potomac Falls scored three runs in the second inning and one in the sixth on its way to victory.
