AAUW Salutes Achievements of Educators, Students As new classes of freshmen enter Arlington Public Schools’ Arlington Tech program each September, Catherine Steinmetz keeps an eye on the demographics.

Steinmetz, coordinator of the Arlington Tech program (housed at the Arlington Career Center), has worked to encourage female students to consider applying. And that work is paying off: The percentage of girls in this year’s freshman class was 35 percent, and it will be closer to 40 percent for the class set to arrive in September.

For her efforts, Steinmetz on May 15 was honored by the Arlington branch of the American Association of University Women as one of its two Educators of the Year. She and Terri Taylor, literacy leader at Kenmore Middle School, were celebrated during a reception held at the Woman’s Club of Arlington.

“We had two outstanding nominees,” said Carol Dabbs, a co-president of the Arlington AAUW, who noted that both Steinmetz and Taylor had worked to give female students leadership and empowerment opportunities.

Both educators have forged relationships with organizations ranging from Marymount University to NASA in an effort to give all students, but particularly girls, exposure to a broad range of career opportunities. It is a message that resonates with the Arlington AAUW. “We’re all in this together,” said Meg

Marymount Grads Asked to Strive for Greater Good SCOTT McCAFFREY Staff Writer

Many members of the undergraduate Class of 2018 at Marymount University are among those at the tail end of Millennials, a generation derided by some (in the self-deprecating words of student speaker Samuel Trostle) as “lazy, self-obsessed, oversensitive know-it-alls.”

Whether that assessment is fact, fiction or maybe a mixture of both, the Millennial generation by way of sheer demographics is muscling its way into leadership roles long held by those who came before.

But “this transition doesn’t have to be a fight,” said Trostle, who earned a bachelor of science degree in information technology at Marymount’s 67th commencement ceremony, held May 20 at D.A.R. Constitution Hall.

“We both must learn to talk and not shout. This is the start of making the world a better place – together,” he said, urging his elders to “pass down wisdom to us.”

“Those that doubt us don’t think we’re up to the task,” Trostle said, scoffing at the notion. “From birth, we became fierce competitors. I’m thankful for the opportu-

nities Marymount provided. Marymount has allowed us to be bold, honest.”

The undergraduates constituted an “amazing, diverse and accomplished class,” said university provost William Ehmann.

“This [is an] awesome group,” he said.

Offering the commencement address was Michael Burbidge, bishop of the Roman Catholic diocese of Arlington, who encouraged students to “carry Marymount’s culture of engagement into the world” with a focus on ethical integrity.

“When it’s all said and done, what do we want to be known for?” he asked.

“Care for those who are suffering. See the weak, the poor and the vulnerable. Encounter them as brothers and sisters.”

Use social media responsibly, and know when to take a break, he said.

“We are forever on the move,” Burbidge said. “The only cure is to slow down. We have so little silence in our lives.”

The undergraduate ceremony, and one held a day earlier for graduate students, also represented a transition for Marymount University president Matthew Shank, who announced earlier he would not seek a contract extension. Irma Becerra, an educator from Florida, has

been tapped to succeed Shank on July 1.

In a valedictory of sorts at the commencement, Shank praised the students and their families, and paid special tribute to the university’s educators.

“Our faculty are the heart and soul of the university,” he said. “They love to teach and are deeply committed to student success. That is what it is all about.”

“Together, we have accomplished so much,” Shank told students. “You cannot

accomplish things alone. Give back and serve others. Together, we can do great things in the world and for the world.”

Marymount’s history dates to its founding as a women’s junior college by the Religious of the Sacred Heart of Mary order of Roman Catholic nuns in 1950. It transitioned to a four-year institution in 1973, added its first graduatedegree program in 1979 and became fully coeducational in 1986.

George Mason Graduates Are Urged to Lift Up Others BRIAN TROMPETER Staff Writer

Unilever CEO Paul Polman has made it the company’s mission to lift up people’s lives around the planet.

Addressing George Mason University graduates during May 18 commencement ceremonies, Polman said the world needs energetic, problem-solving leaders who are never satisfied with the status quo and eager to bridge societal divides.

“Alone, you might be able to go faster, but together you will be able to go farther,” he said. “Self-interest and the common good go hand-in-hand.”

Many future leaders now are quite young, the way many of the nation’s founding fathers were – with the notable exception of George Mason, said student speaker Meagan Ashner.

“If you think the people who are going to change the world aren’t in this room, take another look around,” she said.

Ashner, who graduated with a bachelor’s degree in communication, threw down a challenge for the graduates.

“Age is but a number and it’s your turn to prove it,” she said.

More than 9,000 Mason students – the most ever – received diplomas during the university’s 51st annual spring commencement.

The graduates came from 80 countries and 46 U.S. states, plus the District of Columbia, U.S. Virgin Islands and Puerto Rico.

About 26 percent of the undergraduates earned degrees in STEM-related fields and 10 percent had diplomas in the health sciences. For those earning advanced degrees, 28 percent were in STEM and 5 percent in health sciences.

Top majors for the more than 5,600 undergraduates were psychology; criminology, law and society; accounting; information technology; and biology. The top five majors for the 2,600 students earning master’s degrees were curriculum and instruction; special education; dataanalytics engineering; education leadership; and public administration.

Top majors for the more than 300 Mason doctoral candidates were education; psychology; economics; environmental science and public policy; and conflict analysis and resolution. In addition, 147 students earned law degrees.

Rector Tom Davis awarded Polman an honorary degree and Mason president Ángel Cabrera presented several professors with endowed awards for faculty excellence. Those honored were: • Stephen Fuller, Dwight Schar faculty chairman, who received the Earle C. Williams Presidential Medal for Excellence in Social Impact.

• Angela Hattery, director of the Women and Gender Studies Program, to whom Cabrera bestowed the United Bank Presidential Medal for Excellence in Diversity and Inclusion.

Cabrera exhorted the graduates to consider how they could serve their communities and lift others.

“If the door of opportunity doesn’t open, kick it open, then go through it and hold it open for others to do the same,” he said.

Diversity, tolerance, inclusion and respect are qualities the world badly needs today, said keynote speaker Polman. Despite deepening inequality, climate change, geopolitical tensions and rising populism,

the graduates now have the opportunity to make meaningful and positive differences in society, he said.

The graduates were among the lucky 2 percent of people in the world to receive higher-level education and hence have a duty to help the less-fortunate, said Polman, who quoted Martin Luther King Jr.: “Life’s most persistent and urgent question is, simply, what are you doing for others?”

Addison Manor of Warrenton, who earned a bachelor’s degree in global affairs, said she chose Mason because of its proximity to her home and Washington, D.C. Coursework in her major proved gratifying, she said.

“The classes were great and the teachers were awesome,” Manor said.

County Officials: Don’t Hang Up on 9-1-1 Calls SCOTT McCAFFREY Staff Writer

Local officials are doubling down on their efforts to engage the community in tamping down the cost of operating Arlington’s Emergency COUNTY C o m mu n i c at i o n s NOTES Center.

Two months after asking residents to think whether calling 9-1-1 was really necessary before placing the call, they now are urging those who dial the number by mistake to hang on the line rather than hang up.

Arlington officials on May 9 noted that the Emergency Communications Center, or ECC, fielded nearly 20,000 abandoned phone calls in the preceding 18 months.

Hanging up rather than staying on the line causes more work for ECC personnel.

County officials laid out the sequence of events: • As soon as a 9-1-1 call is initiated, it immediately enters the processing system.

• If the person making the call hangs up at any time, the call is still presented to a call-taker.

• The call-taker then attempts to contact the caller to determine the situation.

Up to three return phone calls are made to the caller, including leaving a voicemail when available.

• If the call originates from a landline phone, police are dispatched to check on

ACE is now “EcoAction Arlington.” The name change has been rolled out in recent weeks, and aims to describe expansion of the organization’s scope and focus since its founding four decades ago.

“Over time we have evolved, becoming an advocate and a leader in helping Arlington residents understand that the small things we do have a big impact on our environment, and then showing them how to get involved in creating a more sustainable Arlington,” said Elenor Hodges, the organization’s longtime executive director.

“Our new name, EcoAction Arlington, does a much better job communicating that to people, and we believe it will help us move closer to achieving our vision: All Arlingtonians are collectively engaged in creating a sustainable community,” Hodges said.

“If you accidentally call 9-1-1, stay on the line. On average, it takes three minutes for a call taker to process a 9-1-1 hangup,” county officials said. “That’s time a call taker isn’t available to receive other 9-1-1 calls.”

The public-outreach effort appears to be another in a multi-pronged effort by Arlington officials to corral the costs of staffing the communications center. Two months ago, the county government’s internal auditor told County Board members that non-emergency calls to 9-1-1 were on the rise.

“It does create a burden,” said auditor Chris Horton, who studied the reasons behind high overtime costs in the ECC. Horton reviewed the overtime process, and while extraneous calls were one reason for increasing overtime costs, he found several more significant ones, including the length of the training process and the inability to retain some new hires.

“It is a particularly challenging job [that] can be high-stress,” Horton said of those who field emergency calls and dispatch assistance.

County on Hunt for New Fire Chief: Arlington officials say the search is on for a successor to Fire Chief James Bonzano,

an Arlington native who has served the department since 1984 and plans to retire in late summer.

“The time has come to slow down and spend time with my family,” Bonzano said in a statement released by the county government. “I am honored to have led the dedicated men and women of the Arlington County Fire Department, and I am proud of what we have achieved together.”

Bonzano has served as fire chief for two years, having held a number of successively senior positions since first entering the department 34 years ago.

Among his roles, Bonzano directed EMS services during the response to the 9/11 attack on the Pentagon.

“Jimmy has dedicated his career and his life to Arlington County and the people who live and work here, and I thank him for all he has done in his more than three decades of service,” said County Manager Mark Schwartz.

The Arlington fire department currently has an authorized strength of 332 staffers and budget of $59.8 million.

Arlington Slightly Above Suburban Average in Homeless Population: Arlington had a slightly higher homeless population, as a percentage of total residents, than the Washington region’s suburbs as a whole, according to new data.

The county’s homeless ratio of 0.09

percent of total population was above the regional suburban average of 0.08 percent, according to figures reported by the Metropolitan Washington Council of Governments on May 9.

Figures are based on the annual pointin-time survey of homelessness across the region, conducted each January. The study looked at the District of Columbia and seven suburban jurisdictions in Virginia and Maryland.

Counting only the suburban locales, the overall homeless-population rate stood at 0.08 percent, representing a total population of 4.72 million and a homeless total of just under 3,600. The District of Columbia’s homeless rate for 2018 was 0.99 percent, bringing the total regional figure to 0.19 percent.

Among Virginia jurisdictions, the homeless rates were 0.14 percent in Alexandria, 0.08 percent in Fairfax County, 0.03 percent in Loudoun County and 0.07 percent in Prince William County. Rates for Fairfax and Prince William include the cities that are within their borders, even though those cities – Fairfax, Manassas and Manassas Park – are independent entities.

Arlington’s total of 221 homeless in the 2018 count was down from 232 a year before but up from 174 in 2016. Regionally, the homeless total for the year was 10,480, down from 11,128 in 2017.

Her efforts on behalf of Long Bridge Park’s development were legendary, and as a veteran member of the Planning Commission, she always came across as informed, prepared, reasonable and fair.

Within the ranks of the Arlington County Democratic Committee, nobody could parse election

data like Johnson. Whether the result was a Democratic debacle (like 2014 or 2016) or a big victory (like 2008 or 2017), Johnson would soberly dissect the data in an effort to find out where local Democrats had done well and where they fell short in get-out-the-vote efforts.

It’s been a rough month on the civic-engagement front; Johnson died the same weekend a memorial service was held for Lucy Denney, another veteran activist. The amount of institutional knowledge people like those two possessed will be difficult if not impossible to replicate.

THUMBS UP: To the work of Neil Heinekamp, who is stepping down after 25 years of service as executive director of the Arlington Outdoor Lab. The facility, which sprawls across 225 acres in Fauquier County, for 50 years has served as a learning center for Arlington youth, a chance for them to get up close and personal with nature. And for half its existence, Heinekamp has been at the helm, marking a remarkable tenure.

Lack of 5G Could Doom Bid for Amazon Editor: Speculation abounds over whether Amazon will bring its second headquarters to Arlington, reaching a fevered pitch after Amazon named Arlington one of its 20 finalists for “HQ2” in January.

Opportunities like HQ2 do not come around very often. For most jurisdictions, landing Amazon would be equivalent to grabbing the brass ring on the merry-go-round, bringing an estimated 50,000 high-paying jobs and $5 billion in new construction if it chose Arlington.

Arlington has many reasons to be optimistic about its chances. The county has some of the best schools in the country, a highly educated workforce, a major airport and plenty of available commercial office space located in the Metro corridors. Arlington’s economicdevelopment team has leveraged Arlington’s attributes to attract major international corporations, most notably Nestlé, to the county in recent years.

Arlington also should score high marks on most if not all of Amazon’s announced selection criteria.

Unfortunately, despite Arlington’s ability to meet Amazon’s basic selection criteria and most of the optional criteria, Arlington is not likely to be one of Amazon’s finalists for one big reason: Its inability to provide 5G wireless-network technology.

Amazon’s request for proposal states that “optimal fiber connectivity is paramount at our HQ2 location.” 5G is important to Amazon because the United States experienced a 35-fold increase in mobile-data usage over the last eight years.

The rapid surge in data usage is driven by our reliance on smartphones, the Internet of Things, the cloud and myriad activities that require a wireless connection.

Densely populated, tech-savvy urban areas like Arlington increasingly make do with an over-burdened network that was not designed to handle the massive amounts of data required to live and work in 2018. 5G has the ability to meet increasing data needs by installing a large quantity of smaller cell-infrastructure equipment in urban areas.

5G equipment can be installed on light poles, the sides of buildings and many other unconventional locations. The traditional way of increased coverage – by installing large cell towers to cover large population centers – does not work for 5G. Network carriers currently are preparing to launch their 5G networks in select cities this year. In January, AT&T launched its 5G evolution program in 23 metro areas, including several of Amazon’s HQ2 finalists, but not the Washington area. T-Mobile announced its plans in February to deploy 5G in

30 cities in 2018 and 2019. D.C. and Arlington are not among them. Several carriers are offering free 5G trials in select cities, including Washington, but not in Arlington.

Why is Arlington, which historically has been a technology leader, not a part of the first wave of 5G networks? The reason is simple: The county government has been slow to embrace this new technology, which will transmit almost 70 times more data and be 10 times faster than 4G. Arlington’s current dark-fiber network, ConnectArlington, while laudable, does not cover many parts of the county and is used primarily by countygovernment facilities.

In the past, the local government has taken a creative, visionary approach to solving complex problems. This time, it appears that the county government has decided to sit on its hands rather than taking a proactive attitude.

Amazon has made it clear that optimal fiber connectivity is paramount at its HQ2 headquarters. Other Virginia jurisdictions are embracing 5G technology, but presently, it is simply not a priority in Arlington.

Arlington leaders will have to decide whether to address the 5G challenge head on – or recognize that Amazon is not coming to Arlington.

Late Civic Leader on Track for Victory in Final Cause SCOTT McCAFFREY Staff Writer

It was the last civic-activism effort of one of Arlington’s acclaimed community leaders. And even though she is gone, Carrie Johnson’s request may soon be reality.

Few were aware Johnson was fighting terminal cancer when she appeared at the Arlington County Board dais during a public-comment period in April, asking why “no-left-turn” signs had been placed on Arlington Boulevard at its intersection with Irving Street.

It wasn’t so much the signage itself that irked Johnson, but the fact it was tossed up with no input from the affected communities.

“There are a lot of issues with this.

Why did anybody at [the Department of Environmental Services] think this did not call for public engagement?”

Johnson asked in a tone filled more with amazement than rancor. “If people can’t turn left at Irving, they’ll go to Fillmore, or maybe Jackson Street, which is even less safe.”

Johnson suggested a compromise.

“A blanket prohibition, 24/7, may not be needed. Maybe a ban at rush hour would be enough,” she said.

County Board members promised follow-up. “I hope we can do better with this one,” board chairman Katie Cris-

tol said at the April meeting.

Johnson died May 5 at the age of 77, but her comments at the board meeting may bear fruit posthumously.

“We as board memCarrie Johnson bers are trying to get to the bottom of it,” Cristol said more recently, promising staff outreach to the Ashton Heights, Lyon Park and Arlington Heights neighborhoods that straddle Arlington Boulevard north and south.

The matter is complicated by jurisdiction over the impacted roads. The Virginia Department of Transportation owns Arlington Boulevard, while the Arlington County government controls the streets that feed it perpendicularly, as well as the traffic-light network in the corridor.

A VDOT spokesman said the state agency was willing to work with county officials for the best outcome.

Winning this battle would be a final civic-activism achievement for Johnson, who lived in Arlington since 1979 and was active both as a civic leader and Democratic activist. She served a

lengthy stint on the Planning Commission and was often called on by county leaders to serve or chair groups addressing issues as varied as Long Bridge Park and new schools.

Johnson also served as the Arlington County Democratic Committee’s “list lady,” keeping tabs on a vast array of data used to pinpoint where the county’s dominant political party was exceeding expectations, and where it was falling short.

In an earlier time of her life, Johnson had served as a legislative aide to a number of liberal Republican lawmakers, including U.S. Sen. Charles Math-

ias Jr. of Maryland, and took pride in advancing legislation that, in 1971, created the Chesapeake and Ohio National Canal Historical Park. She also served for a time as an editorial writer for The Washington Post.

In recent years, Johnson split time between homes in Arlington and Montana.

A memorial service for Johnson is slated for Saturday, June 2 at 11 a.m. at Unitarian Universalist Church of Arlington, 4444 Arlington Blvd. Memorials can be made in her honor to the Arlington Parks and Recreation Fund of the Arlington Community Foundation.

CELEBRATION RAISES FUNDS TO SUPPORT BREAST-CANCER FIGHT: The

19th annual Sharon McGowan Breast Health Fund benefit and silent auction recently was held at Mercedes-Benz of Arlington, raising funds to support mammograms and other breast-health efforts targeted toward women at risk.

The fund was established in the 1990s by the Arlington County Medical Society Foundation and the McGowan family to honor the memory of Sharon McGowan, who courageously fought breast cancer while raising seven children. It affords uninsured women and men across the region access to free mammograms, sonograms, biopsies, medical devices and medications for fighting breast cancer.

Thanks to donations through the years, the fund has provided more than 1,600 mammograms.

The event drew support from the Arlington County Medical Society, Virginia Hospital Center, Kaiser Permanente, Marymount University’s Malek School of Health Professions, Arlington Free Clinic and Arlington County government. It included a signature buffet created by local restaurants and a wide array of silentauction items donated by local businesses and supporters.

Planning already is underway for the 20th-anniversary benefit, to be held in 2019.

COUPLE HONORED AS ARLINGTON FOSTER PARENTS OF YEAR: Robert

and Leslie Harden have been named Arlington County’s 2018 Foster Parents of the Year. They were among foster parents from 10 jurisdictions across the Washington metropolitan area honored by the Metropolitan Washington Council of Governments.

The selection is made in consultation with local and state child-welfare agencies.

“Foster parents are an invaluable resource to our region’s youth, providing them with a safe, supportive and nurturing home until children can be reunified with their birth family or receive permanency through adoption or guardianship,” said Matt Letourneau, who chairs the Council of Governments’ board of directors.

The Hardens were saluted for fostering several children in recent years, “focusing their efforts on trying to reunify children with their birth families,” COG officials said in making the announcement.

In October 2014, when reunification was no longer an option for their foster daughter, they adopted her, and in 2017 adopted a second child while continuing to serve as foster parents in the county.

Through an aggressive use of family preservation and diversion programs, the number of children across the metropolitan area in foster care declined by 45 percent between 2008 and the end of 2016, according to a 2017 report by the Metropolitan Washington Council of Governments.

homeless population, as a percentage of total residents, than the Washington region’s suburbs as a whole, according to new data.

The county’s homeless ratio of 0.09 percent of total population was above the regional suburban average of 0.08 percent, according to figures reported by the Metropolitan Washington Council of Governments on May 9.

Figures are based on the annual pointin-time survey of homelessness across the region, conducted each January. The study looked at the District of Columbia and seven suburban jurisdictions in Virginia and Maryland.

Counting only the suburban locales, the overall homeless-population rate stood at 0.08 percent, representing a total population of 4.72 million and a homeless total of just under 3,600. The District of Columbia’s homeless rate for 2018 was 0.99 percent, bringing the total regional figure to 0.19 percent.

Among Virginia jurisdictions, the homeless rates were 0.14 percent in Alexandria, 0.08 percent in Fairfax County, 0.03 percent in Loudoun County and 0.07 percent in Prince William County. Rates for Fairfax and Prince William include the cities that are within their borders, even though those cities – Fairfax, Manassas and Manassas Park – are independent entities.

Arlington’s total of 221 homeless in the 2018 count was down from 232 a year before but up from 174 in 2016. Regionally, the homeless total for the year was 10,480, down from 11,128 in 2017.

OPERA LEADER GARNERS NATIONAL ACCOLADE: David Ryan, who has vol-

unteered with Opera Nova for a dozen years, has been named one of five national recipients of a certificate of excellence award from Opera Volunteers International.

The award will be presented in June at the organization’s annual convention.

Ryan currently serves as treasurer and administrator of Opera Nova. “He has given countless volunteer hours, clocking in more than 30 hours most weeks,” said the organization’s president, Miriam Miller.

The Arlington Community Foundation is seeking nominations for the 2018 William T. Newman Jr. Spirit of Community Award, to be presented in September.

German, Japanese Courses Get Reprieve at APS SCOTT McCAFFREY Staff Writer

Arlington school officials have decided not to kill off introductory courses in two foreign languages next year, in hopes they can build up enrollment to make the classes feasible going forward.

Superintendent Patrick Murphy on

May 17 confirmed the decision to keep German I, II and III and Japanese I, II and III, which had been slated for elimination due to low enrollment.

The turnaround came after students and parents complained.

Murphy said the short-term change in policy was aimed at a longer-term goal.

“We’ve got some building blocks in place,” he said. “What we’re trying to do here . . . is [determine] how can be build the program up so it supports the staff as we move forward.”

All Arlington Public Schools students are eligible for free breakfasts in coming weeks, as the school system tries to get them in shape for Standards of Learning exams SCHOOL (SOLs).

School officials BOARD announced that NOTES breakfast will be provided without charge to high-schoolers from May 7 to June 8 and to students in elementary and middle schools from May 14 to June 15.

In announcing the effort, Superintendent Patrick Murphy said it was part of a multi-pronged approach to have students ready to succeed on the standardized tests.

“Do some simple, basic things,” he suggested to students. “Make sure you eat three square meals a day and make sure you’re getting plenty of rest and plenty of exercise.”

(The target for sleep each night seems a tad aspirational: nine to 10 hours for students in grades 6 to 12; 10 to 11 hours for those in grades 1 to 5; and 11 to 13 hours for those in pre-kindergarten and kindergarten.)

Murphy told School Board members he thinks students are ready to go when it comes to SOLs. “The students and the staff have done an excellent job of preparing,” the superintendent said.

School Board Appoints New Principals: Arlington School Board members on May 17 tapped two educators to serve as new principals for the 2018-19 school year.

Heidi Smith, who currently serves as assistant principal at Barcroft Elementary School, will become principal at Hoffman-Boston Elementary School.

She succeeds Kimberley Graves, who is moving to Drew Model School.

“Heidi understands the importance of focusing on the whole child and works tirelessly to develop and nurture positive community and family relationships,” said Superintendent Patrick Murphy.

“She has a strong belief in family engagement to create the best environment for students and their families.”

Alexandria, D.C. Make List of Where Movers Head Two communities in the local region ranked in the top 50 “destination cities” nationally as determined by UHaul in a study of migration patterns of those using its services.

The District of Columbia ranked 24th and Alexandria was 47th in the survey, which looked at 1.7 million doit-yourself moves over the past year.

Rankings are based on the total number of arriving one-way U-Haul trucks into a community.

U-Haul recently announced the 10th through 50th top cities in the ranking, and will announce the remainder, including No. 1, on May 25.

Among the cities already announced, top places went to Columbus in 10th place, followed by Tampa, San Diego, Phoenix, Jacksonville and Sacramento.

D.C. was ranked between the Bronx and Fort Worth on the survey, and moved up seven spots from a year before. Alexandria’s position was unchanged from the previous year.

Richmond was the only other Virginia jurisdiction on the list, coming in at 41st.

The survey comes out each year during the run-up to Memorial Day, which serves as the unofficial kickoff to moving season. According to U-Haul, about 45 percent of all moves occur nationally during the period between Memorial Day and Labor Day. U-Haul also compiles rankings for “Growth Cities” and “Growth States,” which use data from both those moving into communities and those moving out of them.

Civic Federation Celebrates Up-and-Coming Leader If the Arlington County Civic Federation ever develops its own science department, the first goal may well be to clone Nicole Merlene.

Merlene is a civically engaged young Millennial who has embraced, rather than shied away from, an organization whose membership ranks are filled with people two and three times her age. And on May 4, she was honored as the federation’s 2018 newcomer of the year.

The Civic Federation “is excited to have Nicole join . . . and cannot wait to see what she does next,” the organization said in bestowing the award.

Merlene is a delegate from the North Rosslyn Civic Association, and though she only has been one for a little over a year, she already had been tapped to serve on the Civic Federation’s executive committee.

Having grown up in Arlington and attended Yorktown High School and then college, Merlene now is a policy director for Invest in the USA, a Washington-

based trade organization.

At the Civic Federation’s 102nd-anniversary dinner, Merlene acknowledged the disconnect between the Civic Federation (and many other local organizations) and Arlington’s evolving demographics.

“More than half of our population is under the age of 34, and over half of the residential units are rented,” she said, describing the federation’s “essential question” as “how do we engaged this group of Arlingtonians?”

Merlene suggested that the federation further expand its membership roster to welcome cause-focused groups, rather than rely on its traditional representation from civic associations.

“There are residents that are not tied inherently to their neighborhood, but who are committed to Arlington,” she said. “I grew up in Tara-Leeway Heights, now rent in Rosslyn and might move somewhere else – who knows, maybe Douglas Park. What I care about, though, doesn’t change when I move. My core values fol-

Transportation Notes DULLES SEES PASSENGER GROWTH AS REAGAN NATIONAL FALTERS:

Washington Dulles International Airport continues to post strong year-over-year passenger counts while Ronald Reagan Washington National Airport continues to see softness on a year-over-year basis, according to new figures from the Metropolitan Washington Airports Authority.

Combined, the two airports reported a passenger total of 3.9 million for the month, up 2.4 percent from March 2017.

At Dulles, the passenger total of 1,891,449 million for March was up 9.7 percent from a year before, according to figures reported May 14.

Dulles’s dominant carrier, United, recorded significant increases in both domestic and international passengers, while increases on the domestic front also were posted by Southwest (up 30.5 percent), Delta (9.8 percent) and American (3.8 percent). Frontier Airlines, which has been introducing new service at the airport, saw its March 2018 passenger total up a whopping 280 percent.

On the international front, Turkish, Ethiopian, Avianca, Air Canada and Emirates all saw year-over-year increases at Dulles for the month.

Counting domestic and international service, United had a 63.6 percent market share for the month, with American and Delta each capturing 4.6 percent to place second and third in overall size.

Reagan National posted a passenger total of 2,011,181 in March, down 3.5 percent a year before, as the airport’s dominant carrier – American Airlines – reported a 7.4-percent decline in passengers due to reduced capacity and frequency.

That drop sent American’s market share at the airport below 50 percent, standing at 48.6 percent for the month.

Delta, Alaska and JetBlue also saw year-over-year declines, while United was up more than 5.5 percent and Southwest (the airport’s second-largest carrier) saw a slight increase.

For the first three months of the year,

the passenger total of 5.3 million at Reagan National was down 4.3 percent from a year before, with the passenger count of 4.9 million at Dulles up 5.3 percent. The combined total of 10.2 million was up slightly from the first quarter of 2017.

(First-quarter comparisons are skewed slightly because of the higher-than-usual passenger traffic into the airports in January 2017 due to the inauguration of Donald Trump and counter-inaugural protests.)

The region’s third major airport – Baltimore-Washington International Thurgood Marshall – had a passenger count of 2.27 million for the month, up 7.9 percent from a year before.

Southwest is the dominant carrier at BWI, carrying about two-thirds of all passengers there.

Urban League Celebrates Students and Service The Northern Virginia Urban League’s 28th annual Community Service and Scholarship Awards Gala, held April 27, raised more than $32,000 to support students and community organizations across the region.

The theme of the event was “Preserving Our History and Empowering the Future.”

funding the school system is unlikely to have access to.

Some neighborhood leaders want a new high school built concurrently with on-site playing fields, a pool and parking. If money is in short supply, School Board members will have to decide whether to scale back some of those amenities or attempt to phase them in over time.

That’s a prospect that has irritated residents of the Columbia Pike corridor, where the new school would be built.

“They don’t have the money or the land” to create a full-service high school on the career-center site, said Pete Durgan, co-president of the Penrose Neighborhood Association. Durgan wants the County Board to find the money and the land – the latter by using its eminent-domain powers, if necessary – to support a high-school campus that is on par with Wakefield, WashingtonLee and Yorktown.

(Many Penrose activists remain agitated over the decision in 2014 by County Board members to kill the pro-

posed Columbia Pike streetcar project, which perhaps may explain the aggressive stances some have taken in dealing with elected officials on the school issue in recent weeks.)

Murphy’s 2019-28 school-system capital-spending proposal seeks County Board support for $430 million in bondreferendum requests over the next eight years, which would provide the lion’s share of cash for new school projects.

Arlington voters have not turned down a school bond in decades, and referendums focused on education have tended to garner more votes in support than other bond-referendum topics.

Although the County Board will not be directly involved in setting priorities within the school system’s capitalspending plan, Cristol said she and her colleagues are keeping abreast of the situation.

“We’re acutely aware of concerns – we’re tracking it closely,” she said.

School Board members are slated to adopt a 2019-28 capital plan on June 21, with County Board action in July to set

the amount of individual bond-referendum items on the November ballot.

County Board members signaled earlier this year that they will impose a greater degree of fiscal austerity on the government’s spending. They backed up that pledge by adopting a budget that saw no tax-rate increase and required some trimming of staff and programs. A rising-interest-rate environment would impact the cost of borrowing for capital projects, and those interest payments factor into the government’s $1.25 billion annual operating budget.

Libby Garvey, the senior County Board member and one who also had a long tenure on the School Board, suggested that community activism on capital-spending priorities could end up proving to be a double-edged sword if competing interests end up derailing the government’s ability to move forward on needed projects with expediency.

“Our greatest strength in Arlington is our citizen involvement. And our greatest weakness is citizen involvement,” Garvey said.

County Board Chairman Katie Cristol replied that the scheduling was still a work in progress, and acknowledged that some residents are not happy with the hospital’s plans.

“There has been a lot of concern and consternation in the community,” she said.

County officials are planning to schedule a community open house prior to the Planning Commission meeting, but have not set a date.

The proposal was brought to School Board members for information on May 17, with action likely in coming weeks.

But that May 17 briefing resulted in a potential a hiccup when School Board

member Nancy Van Doren requested that the package be sent back for further review by the Arlington Special Education Advisory Committee.

“They have contacted board members, saying this is not in accordance with law,” Van Doren said. “They feel very strongly that we are creating hurdles and barriers.”

School staff said the proposal had been delivered for review to the advisory

commission in January, and that its concerns had been taken into account. Van Doren wanted more outreach.

“Go back to the community,” she said. “Talk with those students and their families to make sure everybody is on the same page.”

Entering the Liberty District baseball tournament, the Yorktown Patriots were anxious to prove they were better than their standing as the No. 4 seed.

In an off-and-on drizzle the night of May 19 at Barcroft Park, Yorktown did just BASEBALL (13-10) that, rallying from a 3-0 first-inning deficit to edge the No. 2 seed South Lakes Seahawks, 4-3, in dramatic fashion to finish 3-0 in the high school competition and win a district tourney for the first time since 2012.

Patriots’ slugging catcher Ben Koomey supplied the winning blow with a long two-run homer to right field in the top of the seventh inning, putting Yorktown in front 4-3. Left-hander Aidan Henning, who pitched 21/3 innings of scoreless relief to get the win, retired South Lakes in order in the bottom of the frame as the Patriots celebrated with a dog pile near first base.

Koomey’s blast, his fourth homer of the season, came off a low inside fastball with John Merlene on first.

Two conference tournament champions from Northern Virginia were to meet SOFTBALL scheduled earlier this week in the semifinals of the Division I private school girls state softball tournament.

The defending state high school champion and top seed Bishop O’Connell Knights (23-4) were set to face the No. 4 seed Potomac School Panthers (14-1) in that contest, with the winner advancing to the state final. With foul skies moving into the local Sun Gazette coverage areas from the north and west, and many key playoff games under way, the rush was on to complete those events before storm delays occurred and games were suspended. Some finished with no threat on the horizon, others just as the skies darkened, while a few were not so lucky, with uncompleted action postponed and played another day.

At Bishop O’Connell High School in Arlington, the host Knights routed St. Stephen’s & St. Agnes in a threeinning slaughter-rule first-round state- tournament girls softball game.

The game began at 4 p.m. and ended before any dark skies emerged.

Also in Arlington, in a 5 p.m. start to a National District tournament high school baseball clash, the host Wakefield Warriors left the bases loaded twice in a 4-1 loss to Edison.

Again, no weather issue.

There were no problems in Vienna either. The Madison High baseball and softball teams started early in playoff action, each winning just as some darkening clouds arrived.

At the Potomac School in McLean, a lengthy extra-inning championship baseball playoff game ended with the host Panthers winning only minutes before lightning was spotted and would have halted play, most certainly until another day.

Nearby at McLean High School, a district-tournament semifinal baseball game was suspended in the top of the fifth inning, five minutes after a softball game ended on an adjacent field.

It was the same in Reston. A girls softball game finished barely ahead of the storm, but not the baseball. It had to be completed another day.

Events beginning at 5 p.m. or earlier that day were completed. Issues occurred for games starting at 6 p.m. or later. Should have started sooner.

The opponents had combined to win 19 straight games entering the final four – Potomac School with 11 in a row.

This year’s game pitted former McLean Little League players on the mound – Kathryn Sandercock for O’Connell and Maria Urban for Potomac School.

O’Connell scored 11 runs in the first inning, the first two on Sandercock’s two-run single. The Knights had 18 hits.

Elizabeth Hoeymans was 3 for 3 and ended the game with a two-run triple.

Caitlin Jorae had two hits.

“We put the ball in play and hit hard up and down the lineup,” O’Connell coach Tommy Orndorff said.

Sandercock pitched a three-inning perfect game with seven strikeouts and fielded a come backer. The other out was a popup to second.

Yorktown is the defending Class 6 state champion and 6A North region runnerup in 2017. Laman-Maharg said the season has gone well. She took over as head coach when last year’s coach moved. La-

man-Maharg said Yorktown made some changes to its offense from last season, but not right away.

“I’m not a coach who has to play a certain way,” she said. “I like to see what we have first, then make a decision.”

After a few games and talking with the players, a switch was made to a more attacking offense to produce more shots and goals. That has worked.

“We don’t wait for just the perfect shot.

We’ve scored something like 80 goals, because this team has so much talent,” Laman-Maharg said.

Among Yorktown’s other top scorers have been Maddie Winer, Allison Strazella, Eliza Franklin and Piper Dean.

McCormack was chosen as the district’s Player of the Year. Flynn, Winer, Macy Monticello, Schiffer and McCormack were chosen to the first team. Strazella, Westhoff and Belt made second team. Talotta, Sophia Melly and Katie Helsel were honorable-mention.

NOTE: What will help keep the Yorktown varsity program strong is a junor varsiy team that finished the 2018 season undefeated with a 16-0 record and outscored opponents, 76-9.

Led by a winning relay and first- and second-place individual finishes, the Washington-Lee Generals placed second in the Liberty District girls outdoor track and field championships.

The 4x100 relay won in 50.59 seconds.

Yasmeen Tinsley, Kristen Alleyne, Luck Brookover and Guilia Mesa made up that relay.

The Generals’ individual winner was

Tinsley in the 300-meter hurdles in 45.69 seconds. She was third in the high jump and fifth in the 100 meters.

Eva Smith-Perry was second for W-L in the 1,600. Mesa was third in the long jump and fourth in the 100 hurdles. Alleyne was fourth in the long jump and 200, fifth in the 300 hurdles and sixth in the triple jump.

Other top individual placers for the W-L girls were Belle Brown (third, 300 hurdles, sixth 200, sixth long jump), Camilla Regalia (fourth, 300 hurdles), Ella Wyman (fourth triple jump, fifth long jump), Anna Harpel (fifth, 3,200), Katelyn Hayes (sixth shot put) and Brookover (fifth 200, sixth 100).

For Yorktown’s sixth-place girls, Sophia Gray won the 100 hurdles in 16.53, and was fourth in the discus. Sophia Park was third in the discus, Katarina Olsen took second in the 100 hurdles and sixth in the 300 hurdles, Melody Linville was fourth in the 400, Madilyn Henshaw was sixth in the 400 and Leah Kappel took sixth in the 3,200.

Leading the fourth-place W-L boys in their meet was double winner Jabari Bennett. The senior won the shot put (61-33/4) and discus (134).

Washington-Lee’s Jonny Jackson was second in the 1,600, as was Liam McBride in the 200 (to go with a fourth in the long jump). Charles Male took fourth in the high jump, Jay La Piana was fourth in the 400, Matthew McKnight was fifth in the 110 and 300 hurdles, Brendan Selby was fifth in the high jump and Luke Anzaldi placed fifth in the 3,200 and sixth in the 1,600.

For the fifth-place Yorktown boys, Bowen Shuttleworth won the 800 in 1:59.86. “It was a perfect throw. Plays like that can change a game,” said Yorktown senior outfielder and district Player of the Year Carson Wood, who has eight home runs this season. “There are a lot of seniors on this team and this is real exciting to pull this off our senior year.”

Wall, another senior, agreed. “We had some senior goals this year and this was one of them. We put together a good team win. Lowen really came out and battled back after that first inning, Henning made

big pitches and we put together some big plays.”

Yorktown moves on to the 6A North Region tournament with a five-game winning streak, two being one-run wins over South Lakes.

“We returned a lot of players this season, so this is the type of season we wanted,” Skaggs said.

Yorktown did not qualify for the region tournament last season, finishing the campaign with a 9-12 overall record.

It’s now three district-tournament championships in a row for the Yorktown and more may SOCCER Patriots, be on the horizon with the program’s rich talent pool of girls high school soccer players.

Top seed Yorktown (15-1-1) won the 2018 Liberty tourney crown on its home field May 17 when the Patriots topped the No. 2 seed McLean Highlanders, 5-3, in a shootout following scoreless play during regulation and four overtimes. The victory upped Yorktown’s unbeaten streak to 17 games and the shutout was the team’s 13th this season.

“This was the third time we’ve played McLean this season and they were all tough close games. So we knew it would be difficult to score,” Yorktown coach Hannah Laman-Maharg said.

Yorktown defeated McLean, 3-0, and tied the Highlanders, 0-0, in those earlier contests.

The No. 2 seed Wakefield Warriors (10-10) lost to the Edison Eagles, 4-1, in semifinals of BASEBALL the the National District baseball tournament last week.

Wakefield left the bases loaded twice in that high school game. Zach Bako (8-2 with eight complete games) went the distance to take the loss.

John Petrich had Wakefield’s RBI. Cason Poythress had two hits for Wakefield, while Brody Karton, David Baron and Matthew Parker had one hit each.

“We’ve done better than we expected this season, and the players’ motivation to get better keeps improving,” Wake-

field coach Mike Ruck said.

Wakefield, which was 1-1 in the tournament, now advances to the 5A region play, which is scheduled to begin next week against an opponent not yet determined.

For the season, Bako’s pitch count has been low in most games. The lefthander averages just 2.97 pitches per batter and has walked only 14 in 66 innings with 29 strikeouts. He was chosen as the district’s Pitcher of the Year.

“Zach pitches to contact, holds runners on well, throws strikes, and we try to make the plays,” Ruck said.

Wakefield’s Baron (outfield) and Alex Stamatopolous (designated hitter) were first-team all-district selections along with Bako.

College Roundup WILL BURGESS: Washington-Lee High School graduate Will Burgess had a standout season as an infielder for the two-year Montgomery College baseball team in Maryland this spring.

In 43 games, the left-handed hitting Burgess batted .326 with a team-high six home runs and team-leading 34 RBI. He also had 11 doubles, three triples, stole eight bases and had a .597 slugging percentage for the team that finished with a 29-18 record.

His 44 runs scored also were a team best for the Raptors.

Burgess helped Montgomery College

finish second in the NJCAA Region XX tournament championship game. The team was 2-2 in the competition.

Burgess transferred to Montgomery College after a redshirt season at Shepherd University in 2017.

Building Engineer - $27.58 Mean Wage, Overtime is paid at time and a half Position Description: The primary duty of a John Akridge Company Building Engineer is maintaining the mechanical, life safety, electrical, plumbing and hardware systems of the assigned property. The Building Engineer will assist the Lead/Chief Engineer in the performance of preventive and corrective maintenance and responding to service requests. A Building Engineer is to perform his or her duties in a timely, conscientious manner and to maintain good communication with other building staff. Building Engineers report to the Chief or Lead Engineer, the Property Manager, and the Operations Manager.

Responsibilities: -Exhibit proper use and care of company property such as any company vehicles, tools, communication equipment, uniforms, or any other item that the engineer may have access to during working hours.

-Operate building equipment and systems in accordance with the instructions of the Lead/Chief Engineer and within the parameters of the designed sequence of operation.

-Monitor any and all work on the life safety systems to ensure they are always available and operating at peak efficiency, and that when they are disabled for maintenance or repair appropriate announcements and signs are posted.

-Have the skills needed to conduct preventive and corrective maintenance on and troubleshoot or repair: boilers, VAV boxes, heat pumps, AHU’s, Fan coil units, chillers, major and minor pumps, control systems, ventilation equipment, hardware, and plumbing systems.

-Maintain positive Client Relations, respond to all Client requests in a timely, efficient manner, and follow through with work orders and assignments until they are completed to the Client’s satisfaction.

-Do whatever is required of him/her in the normal conduct of business to ensure customer satisfaction and that the buildings cleanliness and maintenance operations are carried out on a daily basis.

-Identify and purchase repair parts and supplies as needed to maintain the mechanical, electrical, plumbing, hardware, and lighting systems of the building and to maintain the approved level of inventory of light bulb and mechanical spare parts.

-Make budgeted expenditures or contract for services on behalf of the building as directed by the Chief/Lead Engineer or Property Manager, and unbudgeted expenditures with specific approval of the Property Manager.

-Inspect and maintain the cleanliness of the building mechanical areas, reporting problems to the Chief/Lead Engineer and Property Manager as appropriate.

Qualifications: Applicants should have three to five years of hands-on experience with building operating systems and have obtained Universal CFC certification. Proficiency with Microsoft Outlook and a strong aptitude for technology is required. Knowledge of the AWARE software is a plus.

May 23, 1944: n Auto dealer Joseph Cherner is spearheading an effort to build a major shopping district in Shirlington. n All Virginia men between the ages of 18 and 45 with “4-F” draft status could soon be called to duty for work in essential industries.

May 21, 1960: n Developers have sent plans for a new $2 million Lee-Harrison Shopping Center to the Planning Commission. n The Sun asks: Does the recent rejection of nine bond referendums by Arlington voters suggest bad news for Fairfax County’s proposed $26 million school bond? n A National Labor Relations Board examiner has ruled partially in favor of each side in the 14-month strike of the International Typographical Union against the Sun. May 23-24, 1967: n Marymount College will hold its largest commencement ever, as 240 women receive diplomas. Elizabeth Campbell will receive the Mother Gerard Phelan Medal. n A state study group wants Virginia’s cigarette tax, imposed as a “temporary” measure in 1960, rescinded by 1970. n Yorktown High will hold its annual carnival later this week.
