Rising enrollment in Arlington’s public schools is putting the squeeze on outdoor-education programs, and middleschoolers could be the ones to pay the price.

A growing student body at the elementary-school level may soon mean there are not enough days in the school year to send the usual cadre of students to the Arlington Outdoor Lab, located in Fauquier County.

The facility “is at full capacity,” Dat Le, supervisor of science education for the school system, said at the March 22 School Board meeting.

Currently, students in third and seventh grades take day trips to the facility. Fifth-graders go for an overnight visit which, for many, is a major highlight of the school year.

As the squeeze intensifies, school officials have concluded that the middle-school program may need to be reduced or eliminated to make sure the younger students have access.

“At the elementary level, it’s a great opportunity for students,” Le said.

AFAC Celebrates Renovation of Warehouse Facilities SCOTT McCAFFREY Staff Writer

Renovation and expansion of the Arlington Food Assistance Center’s warehouse space in the Four Mile Run corridor will position the organization to meet the social-safety-net needs of its clients, supporters of the organization said at an unveiling of the new space on March 13.

“In a few short weeks, this warehouse will come to life – 100,000 pounds of food will be sorted each week,” AFAC executive director Charles Meng said at a celebration marking the completion of construction and start of a capital campaign to raise the $1 million that remains outstanding of the $1.8 million construction cost.

The building “has been ripped apart and rebuilt,” Meng said.

Despite horror stories that often are told of construction and renovation projects, Meng said this effort – a collaboration between Inscape Studio as architect and Tech-24 Construction as contractor – moved along without significant teething pains.

“This was a great project from beginning to end,” he said, praising the attention to detail and craftsmanship.

“It really will help all of the families who come through the doors,” Meng said.

of Clarendon Methodist Church with the support of six local religious congregations, AFAC has grown to serve nearly 2,400 families per week through 18 distribution sites across the county. By the end of this year, the organization will have hosted more than 2.25 million visits to its pantries.

Rev. David Ensign, pastor at Clarendon Presbyterian Church, said AFAC’s efforts to meet the needs of those without adequate food supplies require a great deal of collaboration.

“The board, the staff, the volunteers, the financial contributors – together, we make a neighborhood,” Ensign said, with all working “for a world in which everyone has enough to eat.”

AFAC moved into the South Nelson Street space in 1996. After more than a decade as a renter, the organization purchased the building in 2008 and proceeded to pay off the mortgage within a few years, but held off on a major refurbishment until now.

Receiving no federal or state funding and with county-government support totaling just 8 percent of its budget, AFAC relies on individuals, organizations and businesses to fund its operations.

“It’s kind of the best of the Arlington Way, but it’s also the best of the American Way – it exemplifies the American spirit,” said U.S. Sen. Mark Warner (D-Va.), who attended the March 13 event.

Members of Electoral Board Stay the Course

Leadership Positions Remain Unchanged; Trio Puts Focus on Camaraderie SCOTT McCAFFREY Staff Writer

Citing staffing and budget constraints, Arlington election officials will not be offering satellite-voting locations for absentee voters in the fall.

But, the county’s elections chief says, her office’s long-range plan includes the goal of opening satellite locations for every general election.

In the past, early voting at satellite sites has been offered during presidential-election years, usually at the Madison Community Center in North Arlington and the Walter Reed Community Center in South Arlington.

Other years, in-person-absentee voting has been conducted exclusively at the county-government headquarters in Courthouse.

The Arlington County Democratic Committee has pushed for every-year satellite locations, but the Electoral Board (which has a 2-1 Democratic majority)

has backed voting-office staff against moving forward.

“I don’t think there’s a need or demand for it,” county elections chief Linda Lindberg said at the Electoral Board’s Feb. 3 meeting.

Setting up satellite-voting locations would require additional budget funds and staff, which are unlikely to be forthcoming this year.

The elections office is preparing a strategic plan, outlining the ways it plans to handle expected growth, which will be presented to the County Board. Lindberg said the document – which is in draft stage – is expected to include a proposal for satellite-voting locations.

“That is part of the plan, to expand,” she said.

Eventually increasing the number of absentee-voting locations has the support of the three-member Electoral Board, said vice chairman David Bell.

“This board would be in favor

of doing that every year – that is our goal,” he said.

(The Democratic Committee could try an end-run around the Electoral Board by having the County Board fund the costs of satellite-voting locations. But the County Board could not compel the Electoral Board – whose

members are appointed by the Circuit Court – to open satellite-voting locations without first amending the County Code.)

Jill Caiazzo, who chairs the Arlington County Democratic Committee, said the inclusion of satellite-absentee facilities in the pending strategic plan was a

“welcome development.”

“The Arlington Democrats urge that the implementation timeline outlined in such a plan take into consideration the pressing needs of both South Arlingtonians and the disability community to have convenient, readily accessible voting locations during the absentee-voting period,” she said.

Absentee voting, both in person and by mail, has been rising steadily in recent years across Arlington and the rest of the commonwealth. To accommodate in-person absentee voting in 2018, the elections office will move its voting equipment down to the first floor of the government headquarters at 2100 Clarendon Blvd. for the final week of voting in late October and early November, similar to what is done during presidential-election years.

“There’s more room to do traffic control on the first floor,” Lindberg said.

Northam’s predecessor, Terry McAuliffe, vetoed more pieces of legislation – 111 – than any earlier governor. Not one was overridden.

Last year, with McAuliffe in office, Arlington officials asked him to veto legislation targeting the county government, that time on the issue of towing regulations. In the end, McAuliffe sided with the local business community and signed the measure.

Hugo was the patron of the towing legislation, as well.

Bill to Legalize Arlington School Board Approved by Governor: Not that they necessarily were breaking a sweat over it, but Arlington officials can now rest easy – elections for the county’s School Board will be legitimate in the eyes of the state government.

Gov. Northam has signed legislation, patroned by Del. Patrick Hope (D-47th), adding language to portions of the Code of Vir-

ginia explicitly giving Arlington the power to elect School Board members – something local voters have been doing for a quarter-century.

Hope introduced the measure to clear up ambiguity in the state code, although county school officials said they didn’t think the change was necessary.

New State Elections Commissioner Wins Applause from Arlington Body: Virginia’s new commissioner of elections has the enthusiastic backing of the Arlington Electoral Board and their professional staff.

“It’s terrific news,” Electoral Board secretary Scott McGeary said of Chris Piper’s recent appointment by Gov. Northam.

“Yes, terrific,” added Electoral Board chairman Charlene Bickford.

Piper previously served a stint as manager of election services and manager of campaign finance for the Virginia Department of Elections. Most recently, he served as deputy director of the Virginia Tobacco Region

Revitalization Commission, and also served as executive director of the Virginia Conflict of Interest and Ethics Advisory Council.

Linda Lindberg, Arlington’s head of elections, said the return of Piper to the state elections department portended positive things. “We’ve got a good commissioner. We’re very pleased,” she said.

While the status of the top staffer is settled, the future of the Virginia State Board of Elections remains up in the air, after the two houses of the General Assembly were unable to reconcile bills that would have seen the panel expanded from three to five members.

“It just didn’t work,” McGeary said of efforts – which he said were strenuous – by legislative leaders to hammer out a compromise.

The matter is likely to be resurrected in the 2019 legislative session. “In the General Assembly, there’s always another year,” Bickford said.

School Board Chair Urges Veto of Country-Club Measure SCOTT McCAFFREY Staff Writer

The chairman of the Arlington School Board has written to Gov. Northam, asking him to veto POLITICAL legisPOTPOURRI lation aimed at cutting real-estate tax bills for the two country clubs in the community.

The legislation “would have serious implications on our county revenues, which then would have serious implications for our own School Board budget,” Barbara Kanninen said at the March 22 School Board meeting, where she detailed her letter.

by Del. Tim Hugo (R-Fairfax) and won support from Republicans and some Democrats in the legislature.

the Arlington County government to reduce its tax bills for Army Navy Country Club and Washington Golf & Country Club. Between them, the two clubs have a combined annual tax bill of about $2.4 million, which could be cut in half – or more – under the proposed legislation.

Supporters of the bill say the Arlington government is misusing its taxing powers by assessing the clubs as if they had residential properties on them. Opponents say the taxation is legal, and the legislature should not interfere with local governance.

It’s unlikely the legislature would be able to override a veto, as some Democrats who voted in support of the Hugo measure would be unlikely to buck a governor of their party.

Another possibility being floated: The governor could veto the bill, but in his veto message send a signal to the Arlington government to come to a mutually agreeable accommodation with the clubs . . . or face the

Auditor Suggests Ways to Cut Down Some Overtime SCOTT McCAFFREY Staff Writer

Want to cut down the need to pay overtime to members of the Arlington County government’s emerCOUNTY gency-communicaNOTES tions center (ECC)?

Local residents could do their part to help by not dialing 9-1-1 for matters that do not require emergency response.

People even call up asking for directions, sighed Chris Horton, the County Board’s internal auditor, as he presented a report on ECC overtime to the board on March 20.

Non-emergency phone calls are increasing, “and it does create a burden,” he said.

Horton audited the overtime process, and while extraneous calls were one reason for increasing overtime costs, he found several more significant ones: the length of the training process and the inability to retain some new hires.

“It is a particularly challenging job [that] can be high-stress,” Horton said of those who field emergency calls and dispatch assistance.

The county government needs to recruit personnel who are a better fit for the position, and while acknowledging the training process is strong, it should work to cut the amount of time it takes to

Airports See Normal Levels of Passengers The inauguration of Donald Trump and ensuing protests helped bump up January 2017 passenger-count totals at the region’s airports, but figures a year later were back to more normal numbers.

Ronald Reagan Washington National Airport saw a 9-percent year-over-year passenger decline in January, while Washington Dulles International Airport posted a 0.1-percent drop, according to figures reported March 18 by the Metropolitan Washington Airports Authority.

Despite the larger decline, Reagan National held an edge in passenger totals for the month, at 1,617,988 to 1,574,475. The combined total of just under 3.2 million was down 4.8 percent from a year before, hurt in part due to more weather-related cancellations than in 2017.

At Reagan National, dominant carrier American Airlines saw a 6.1-percent yearover-year drop in passenger activity, due to lower load factors and canceled flights.

But American’s decline was smaller than that of Southwest (off 11.4 percent), United (12.3 percent) and JetBlue (12.6 percent), bumping its total share of passengers over the 50-percent mark for the month.

At Washington Dulles, United Airlines – which carried nearly 63 percent of all passengers for the month on mainline and regional service – saw domestic passengers down 1.2 percent and international passengers off 4 percent.

The ECC report is the first one completed by Horton, who reports to County Board members. He focused on the project because ECC overtime costs grew from 19.7 percent of personnel expenditures in 2014 to 22.1 percent in 2017, rising to about $1.39 million that year.

The audit did not find any malfeasance, and Horton said he received openness and support from the Department of Public Safety Communications & Emergency Management in putting his report together.

County Board member Libby Garvey, one of those who pressed for creation of the independent-auditor position several years ago, said she was pleased with Horton’s first document.

“This particular report is doing exactly what I wanted,” Garvey said. “It’s about constant improvement – that’s the point, in my mind, of an auditor . . . [and] that’s what I’m seeing here.”

Horton’s report pointed out that while the data he sought were available, but was not centralized, which made it hard not only for him to put together a full picture of the situation, but for county officials to do the same.

“We agree – some of the data is really hard to extract,” acknowledged County Manager Mark Schwartz.

The county government has partnered with Virginia Tech to identify ways to improve, but technology upgrades will require cash, something the county government may not be able to cobble together in the short term.

County Board member John Vihstadt, who with Garvey pushed for creation of the auditor position, said upgrades could well be worth the cost.

“Good data is really essential,” he said.

Horton’s report did not recommend the need for any additional budgeted positions for the ECC, but suggested humanresources personnel work hard to find employment prospects with the right fit for the positions that currently are open.

County Officials Move Forward on HQ Renovation: Arlington County Board members on March 20 got the ball rolling on a five-year process to redesign interior space in the county government’s leased headquarters space.

Board members discussed a contract worth up to $2.62 million for planning, design and administrative services in preparation for renovations to the Ellen M. Bozman Government Center at 2100 Clarendon Blvd.

The contract, slated for a vote in April, will pave the way for selection of a construction firm in mid-2019, with construction slated to start by the end of that year and, fingers crossed, be completed by late

2023.

The county government has occupied the building since the 1990s, and last year signed a lease extension that will keep government staff in it through at least 2033 and perhaps as far into the future as the 2060s.

The overall renovation budget of $35.9 million will be funded largely through a $23.5 million tenant-improvement allowance that will be provided to the county government by the building’s owner, Vornado/Charles E. Smith.

As part of the agreement, the county government will be able to occupy the space rent-free from November 2018 to October 2019, with the savings of approximately $9.9 million also becoming part of the renovation budget.

In signing the contract extension in 2017, county officials agreed to pay $42 per square foot per year for space in the nine-story, 245,000-square-foot building, down from $49 per square foot in the final year of the previous lease. The rent will increase 2.5 percent per year for the duration of the extension.

Highs & Lows THUMBS UP: To the Arlington Electoral Board and its professional staff, for adopting a strategic plan that will guide efforts to address the needs of an ever-expanding electorate.

The document lays out what will be needed in coming years; it will be up to the county government (in some cases augmented by the state and federal governments) to provide the resources.

Perhaps not everything on this to-do list will come to fruition, but it’s a document worth taking seriously.

We’re not talking about members of the public behaving inappropriately; we’re talking about board members and their staff. And while the complaints seem rather minor, they should be taken seriously.

A reminder to board members on the dais: Ties, gentlemen, ties.

They are not optional. You’re conducting the public’s business, not attending a hipster-techie convention. (At long meetings, removing one’s jacket is acceptable, but that’s THUMBS DOWN: To the need as far as we go.)

Secondly, a reminder to both for an ongoing battle that has to be

staff and elected officials: You address one another by “Mr.,” “Mrs.” or “Ms.” followed by the proper surname, not by first names.

What did former County Board members Ellen Bozman, Joseph Fisher, Joseph Wholey, Mary Margaret Whipple, John Milliken, William Newman Jr., Dr. Kenneth Haggerty, Thomas Richards and others have in common? They understood that board meetings, run soberly, were reflective of the greater good of honorable governance. Today’s elected officials need to act with equal seriousness if they expect to reach the level of community respect held by those icons who preceded them.

Should Taxpayers Really be Subsidizing AIM? Editor: Until your March 22 edition, I thought my knowledge of Arlington activities was well above average. But the Arlington Independent Media (AIM) organization is one I’d never heard of until the article [“Arlington Independent Media Supporters Decry Potential Cuts in County-Government Funding”] and letter [“Proposed Cut to AIM Budget Short-Sighted”] about it were published.

Although now retired, I recall with great clarity that it was a naive, and frankly, amateurish manager who didn’t have at least one plan at the ready for how to endure an unannounced 10-percent budget cut.

If a cut were instituted, a new plan for another 10-percent cut should be created immediately. Experienced program managers also know in advance how to put their operation at a “baresubsistence” level should the budgetary

need arise.

Those are organizationally practical skills that real-world managers must possess, and skills many Arlington taxpayers, who fund the county budget, must demonstrate in their jobs.

As the importance of AIM to Arlington is not a subject I am informed about, I must ask about its role in Arlington.

The latest county-government subsidy equates – very roughly – to the annual real estate taxes paid by 50 average Arlington homeowners.Not knowing much about AIM, my first question must be does its value to Arlington exceed that entire tax contribution of those homeowners?

Perhaps more importantly, there is a private arts college in Rosslyn with a video-production element. Should the county government subsidize this subject, in at least partial competition with a private sector provider?

While the letter-writer accurately noted the amount of the AIM subsidy as only a tiny drop in the county-government budget, the budget is expected to face challenges in coming years. A recent visit to Crystal City revealed a sad number of empty storefronts – quite the change from my working days, prior to the exodus of federal workers.

Returning to my office experiences, I can easily recall proposals for useful concepts being rejected purely for reasons of cost. They were seen as good, but not affordable. That’s real life.

After reviewing the AIM Web site, it appears they are doing good things, but it doesn’t address the question of whether the county government should be in this kind of activity at all.

Even if it should be, can a subsidy still be afforded, regardless of how good Arlington Independent Media may be?

Editor: Another beautiful spring morning, until . . . once again . . . the relative peace and quiet is interrupted by the invasive noise of leaf-blowers – truly a misnomer, since they are used year-round.

Does this bother anyone else?

Apparently other “world-class” communities are taking action; a Google search for “leaf-blower noise restric-

tions” revealed 400 results, including articles in Miami, New York, Atlanta, Long Beach, Palo Alto and Los Altos.

In the District of Columbia, leafblowers can’t exceed 70 decibels as measured from 50 feet away, according to one source. My phone app revealed that while standing on my front porch, the noise of the equipment in use next door was 107 decibels. (I understand a phone

app’s result cannot be considered scientific, but it’s probably close.)

While not wanting to hurt those who work for yard-maintenance companies, there are devices on the market that produce much less noise. Perhaps if we citizens make enough noise, the County Board will take some action.

Some Voice Concern, But Upton Hill Plan Is Advancing SCOTT McCAFFREY Staff Writer

As plans for development of portions of Upton Hill Regional Park move through the advisory-commission process, some Arlington residents are voicing concern about the scope and impact of the proposed work.

Plans by the Northern Virginia Regional Park Authority (NOVA Parks) to add a new ropes course, lighting and parking have run into opposition from those who prefer the park to remain more in its natural state.

Several speakers came to the March 17 Arlington County Board meeting, where they got a sympathetic ear but nothing firmer.

“We do engage,” County Board member John Vihstadt said of relations between the county government and NOVA Parks, but “fundamentally what goes on their sites . . . is up to them.”

In this case, that appears to be literally accurate: While many Arlington develop-

ment projects require a County Board vote on a site-plan amendment, this one likely will need only staff review and approval, said Paul Gilbert, executive director of the park authority.

In an interview, Gilbert said more than two years of discussion of the project with local residents and officials has been beneficial. “The plan has evolved and changed because of community feedback.

It’s better for it,” he said.

The project has received the endorsement of the county government’s Park and Recreation Commission as well as the adjacent Boulevard Manor Civic Association. Park officials are wending their way through meetings with other advisory groups and neighborhood associations. (“Sometimes, you need to go slow to go fast,” Gilbert said in an interview with the Sun Gazette.)

Among those voicing concern about the development plan was Suzanne Sundburg, who decried an ongoing loss of tree canopy in the county – which would be exacerbated by the Upton Hill proposal.

“It takes a generation for replacement trees, if they survive, to offset the loss of mature ones,” Sundburg said, urging County Board members to “scrutinize each project on public land to reduce tree loss.”

Gilbert said current plans call for the planting of an entire forest ecosystem on a sloping portion of open space, and that NOVA Parks is working to “figure out the correct mix of species to re-create the native forest of this area. We’re really excited.”

south of Wilson Boulevard, sitting amid the Boulevard Manor, Dominion Hills and Madison Manor communities. The proposed $3 million expansion also would include a high-end playground, unstructured play area, paved and surface trails, renovated restroom, seating areas with game tables and a new entrance.

The development plan has been in the works since 2015, but like many projects, some in the public are just beginning to get engaged.

“There’s a wide range of voices” in the discussion, Vihstadt said. “There’s more work to be done.”

Legislature Salutes Local Individuals, Organizations Before departing from Richmond at the conclusion of their 60-day session, members of the General Assembly approved a number of resolutions honoring individuals and groups having an impact on Arlington.

Among them: • The Virginia General Assembly has honored Matthew Shank, who later this year will be departing his post as president of Marymount University, for both his achievements in higher education and his commitment to the broader community.

Shank “has touched the lives of countless students and won the admiration of his colleagues for his dedication, leadership and vision,” notes the resolution, patroned by Del. Patrick Hope (D-47th) and approved by both houses of the legislature.

Shank announced last year that he would be stepping down following spring commencement exercises. He has led Marymount since 2011, when he succeeded James Bundschuh to become the institution’s sixth president.

During his seven-year tenure, Shank led the university as it launched a $40 million capital campaign and opened its Ballston Center on the site of a previous university building known as the “Blue Goose.” His tenure also coincided with an expansion of academic and athletic programs.

Shank also has been active in a host of local organizations, from the Northern Virginia Technology Council and Arlington Community Foundation to the Leadership Center for Excellence and Catholic Business Network of Northern Virginia.

• The Virginia General Assembly is paying tribute to the Leadership Center for Excellence as it embarks on its 20th anniversary.

Founded as Leadership Arlington in 1998, the center operates a number of leadership-training initiatives for community leaders, young professionals and students, and also oversees the Volunteer Arlington initiative on behalf of the Arlington County government.

Over the years, the organization has been successful in “developing strong, service-minded leaders in the Arlington community,” notes the resolution, patroned by Del. Patrick Hope (D-47th) and approved by both houses of the legislature.

• The Virginia General Assembly has saluted Jennifer Toussaint, animal-control chief of the Animal Welfare League of Arlington, for having received the 2017 Dr. Kent Roberts Animal Control Officer of the Year Award from the Virginia Animal Control Association.

“With a passion for animal welfare and safety, Jennifer Toussaint has spearheaded new community-outreach efforts for the Animal Welfare League of Arlington through social-media posts, local

• Members of the General Assembly took time during their 2018 legislative session to memorialize the life and legacy of Irving Comer, the first African-American sworn officer of the Arlington County Police Department.

Comer, a native of Richmond, died last November.

Comer had served in the U.S. Marine Corps from 1963-67 and joined the ranks of the county’s police department in 1967 as a communications specialist. After just three months on the job, he was offered a post as a sworn officer.

Comer went on to serve with the department for nearly a quarter-century, serving in several specialties including a lengthy stint as school-resource officer at Thomas Jefferson Junior High School.

He also was integral in the establishment of juvenile-delinquency-prevention and ride-along programs.

Comer was “a trail-blazing member of the [department] who selflessly served the community,” noted the resolution, patroned by Del. Rip Sullivan (D-48th) and approved by both houses of the legislature.

In the early 1980s, Comer was among a group of employees who filed a federal complaint against the Arlington County Police Department, alleging discrimination against African-American employees.

In a settlement, the department agreed to increase promotions for minority staff members.

After his retirement in 1992, Comer later served as a part-time instructor at several community colleges across Virginia.

• The 40th anniversary of Arlingtonians for a Clean Environment was saluted by the Virginia General Assembly.

The organization, known acronymwise as ACE, was established in 1978 as part of the national Keep America Beautiful campaign. It later extended its focus to a broader environmental mission, ranging from hands-on programs with students

• The 30th anniversary of the Arlington Food Assistance Center has been saluted by the Virginia General Assembly.

Founded in 1988, AFAC initially served about 60 families from the basement of a local church, and today supports an average of nearly 2,400 families each week from 18 sites in the county.

By providing supplemental groceries, AFAC has “helped vulnerable families devote their financial resources to housing, utilities or other basic needs,” notes the resolution, patroned by Del. Alfonso Lopez (D-49th) and approved by both houses of the General Assembly.

In 2017, AFAC distributed more than 4.6 million pounds of groceries, ranging from vegetables and fruit to bread, rice and milk. During the year, more than 2,000 volunteers provided more than 40,000 hours of service to the organization.

• Its students don’t look a day over 15, or 16, 17 or 18, but the Virginia General Assembly has taken time to salute the 65th birthday of Wakefield High School.

The school opened its doors in 1953 and in 2013 moved across the current campus to a new building that houses a student body of about 2,000.

“The diligent faculty, staff and administration of Wakefield High School work constantly to improve all aspects of the learning experience and prepare their students for future success,” the joint resolution notes.

The resolution, patroned by Del. Alfonso Lopez (D-49th), notes the myriad programs at the school, from Spanishimmersion to Advanced Placement, and commends the diversity of a student body that includes representation from 90 countries and “representing the rich tapestry that is the Arlington community.”

The resolution also notes school-community partnership and praises efforts of the Wakefield Education Foundation, an alumni group that has presented more than $2 million in scholarships to students.

• The nifty 50th birthday of Encore Stage and Studio has received a salute from the General Assembly.

Since its founding in the mid-1960s, Encore – first known as the Children’s Theatre – has seen 8,500 students serve as cast and crew, entertaining nearly 400,000 audience members through more than 200 shows.

In addition, Encore “offers an everexpanding curriculum of educational classes, workshops and summer programs, giving young people the opportunity to engage with the performing arts at all levels,” noted the resolution, patroned

Rev. Dr. Leonard Hamlin Sr. and his wife, Machell, proceed to the dais during a March 25 celebration of his tenure at Macedonia Baptist Church. The event, which drew a crowd of about 300, was held at the Hyatt Regency Crystal City.

Of the many roles the Rev. Dr. Leonard Hamlin Sr. has played during more than two decades as senior pastor at Macedonia Baptist Church, one that took center stage at a going-away celebration was that of mentor.

Among those providing testimony was Dr. Shakina Dunbar Rawlings, pastor of Kingdom Fellowship Church in Alexandria, who first met Hamlin in 1996, when she was a teenager.

“Dr. Hamlin poured into me a wealth of knowledge, made sure I was going in the right direction, and even provided correction as needed,” Rawlings noted. “I was able to grow and evolve. Of all the lessons Dr. Hamlin instilled in me, it was the lesson on how to love others that stands out most.”

Recently, Hamlin was appointed to a post at the Washington National Cathedral, and will take up his new position in early April. To celebrate his 22-year tenure at Macedonia, more than 300 people attended a farewell gala held March 25 at the Hyatt Regency Crystal City.

Rev. Dr. Robert Cheeks Jr., senior pastor of Shiloh Baptist Church in McLean, said it was Hamlin’s selflessness that endeared him to all.

“He does stuff without even looking for it to come back,” Cheeks said at the program’s opening. “Let’s give that love right on back.” (“The goal tonight is to see how many times we can make Pastor Hamlin cry,” Cheeks chuckled.)

Plaudits came in from Gov. Northam, Congress, Virginia General Assembly, the Arlington County government and other community leaders, as well as religious leaders from near and far.

Pastor Todd Brown of New Mount Zion Baptist Church in Orangeburg, S.C.,

reminded the audience that he, too, had been nurtured under Hamlin’s wing.

“In the fall of 1999, you took a young, loud, wild preacher like myself and poured into me every day – encouraging me, praying for me and with me and, most important, discipling me,” Brown said. “I am extremely grateful. The Washington National Cathedral has truly received one of God’s greatest gems.”

Hamlin himself said his 22-year tenure had been a blessing on many levels.

“We have come a mighty long way individually and collectively,” he noted. “We have accomplished great things together.”

Hamlin also thanked his family – wife Machell and son Leonard Jr. – for dealing with the particular challenges of being in the family of a minister. And he encouraged parishioners to face the future positively.

“I once heard someone say, ‘I can’t expect God to write the next chapter in my life if I don’t open the page.’ We must each open that page with faith,” he said.

In addition to his service at Macedonia Baptist, Hamlin has been active in the broader community, chairing the Arlington County Diversity Dialogue Task Force and serving as chaplain to the Arlington County Fire Department. He also has held leadership positions with the Arlington Free Clinic, the Arlington Community Foundation, the Bonder & Amanda Johnson Community Development Corp., WETA and Virginians Organized for Interfaith Community Development.

“I know that the National Cathedral will benefit from your service there, just as Macedonia Baptist Church has prospered under your leadership,” said U.S. Sen. Mark Warner (D-Va.).

The farewell gala was co-chaired by L. Sandra Garner and Karen Nightengale.

Getting Old Isn’t So Bad he findings of an independently conducted survey, released by AARP, reveal that younger people (especially those currently age 18-39) may be in for a pleasant surprise later in life – getting older may not be as bad as they expect; in fact, it’s often a pretty great time of life.

However, as the new survey reveals, that’s usually not their expectation going in.

Nearly half (47 percent) of survey respondents age 18-39 indicated they believe it’s “normal to be depressed when you are old.” In contrast, just 10 percent of respondents age 60 and up believe old age is a “depressing stage of life.”

(The survey polled 2,601 American adults of whom 1,027 respondents were age 18-39; 924 were age 45-59, and 650 were age 60 and up.)

Additionally, survey respondents age 60 and up reported higher levels of life satisfaction than their younger counterparts: 67 percent of people age 60-plus reported they are “satisfied” or “very sat-

isfied” with their life, versus 61 percent of people age 18-39 and 60 percent of those age 40-59.

“The findings of this new survey are further confirmation of something a lot of people, especially older people, know instinctively and that is that our upper ages can be great,” said AARP CEO Jo Ann Jenkins. “However, I think the survey also presents a fairly stark reminder that we’re all faced by a lot of negative associations around aging – some of it’s ‘in the culture’ and some of it may be selfgenerated, but it’s all damaging and, as this survey shows, it’s often wrong.”

“There’s no question that getting older presents some new challenges. No one’s denying that. But, as we see it, a major takeaway from this new survey is that pervasive negative beliefs about aging are not in synch with what people actually experience,” said Jenkins, whose book “Disrupt Aging” examines how aging is represented in society.

A sizable majority of survey respondents believe that older customers are not well served by a variety of industries.

Among the prime offenders: the fashion industry (68 percent of respondents said older people are not as well served as other customers), technology (62 percent), sports (58 percent), entertainment (55 percent).

“When we look at this issue, it’s frequently not a matter of ‘customer service’ in the traditional sense, but instead, of product- and service-focus,” AARP’s Jenkins said. “Despite the massive and growing size of the 60-plus population, which already accounts for more than $7.1 trillion of annual spending in the U.S., we don’t see a lot of products and service being developed specifically with the interests and needs of older people in mind.”

“It’s easy to understand how and why businesses tend to focus first on younger consumers, but if they’re ignoring older customers they’re going to miss out on the nation’s – and the world’s – largest consumer market,” Jenkins said.

Adults in their 50s and 60s are texting more than e-mailing on smartphones, while people 70-plus are more likely to use desktop computers and cellphones to keep in touch.

• Adults in their 60s are more likely to use their devices to manage medical care than those in their 50s or 70s, particularly among tablet and smartphone owners.

The survey additionally reported that over three-quarters (77 percent) reported using their smartphone for directions or traffic information.

Other top activities include purchasing apps, surfing the Internet, getting news and accessing social media.

Another key finding was that privacy and security are a concern for most older adults, but many are not taking proactive steps to protect themselves online.

G.F. Novelist Examines Looking for Love Late in Life BRIAN TROMPETER

reat Falls author Nancy Hannan knows the pain of losing a spouse and seeking a new partner in life.

Her first novel, “In the Light of Winter,” is about a woman navigating those challenges and learning more about her true desires.

Hannan already knew plenty about such experiences from 25 years of listening to patients as a nurse in an obstetrics/ gynecology office.

“I began to see a pattern of people feeling so lonesome,” she said. “There’s nothing left for them after they lose their partner of 20 or 30 years.”

Her novel’s protagonist, Kate, is deeply religious and becomes involved with several men through online-dating sites and social groups. Most of her paramours seem pretty decent, but Hannan cautions widowed people re-entering the dating market not to be too agreeable

and accommodating.

“There needs to be a challenge in the relationship,” she said.

After some false starts, Kate finally becomes involved with Jack, a widowed Georgetown University professor she met on a group trip to Italy. Jack still is strongly attached to his late wife, and this proves a sticking point. Regularly reminiscing about deceased spouses can complicate relationships, Hannan said.

“A divorced person is much easier to deal with,” she said. “A widow is more difficult. Sometimes it’s hard for them to let go.”

Both of Hannan’s ex-husbands are deceased. She drew upon experiences from those marriages, but used composite characters and disguised real events.

“Some of my male friends said, ‘This book is really for men, because it shows us what women think,’” she said. “When I was writing it, one of them said, ‘To this day, I cannot stand my ex-wife. If she walked in, I could kill her. But do you know how hard it was to take that

wedding band off?’”

It usually takes at least one year for a widowed person to accept the spouse’s death and begin to seek new companionship, the author said. The year following the death is filled with mercifully distracting business that must be attended to, but in the second year, people realize they’re really alone, she said.

If widowed people become involved, it might benefit them to keep their separate homes or sell those and buy a new one together, she said.

“A woman doesn’t want to live in another woman’s house,” said Hannan, who has six children and seven grandchildren.

“When you live with the memories of the past in front of you every day, it’s very hard to let go of that life. You have to have a place that belongs to the two of you.”

It’s tempting not to marry late in life, but having a legal spouse can be vital when visiting one’s partner in the hospital and claiming his or her remains after death.

“When you’re married, it’s a different relationship from the one you have with your grown children,” she said. “Do they notice this little mole on your back?

Do they see you’re short of breath when you’re cutting the grass? Do they see these little symptoms? They don’t. I just think we’re meant to have a partner.”

The author grew up in Greenbelt, Md., graduated from high school in the District of Columbia and underwent nursing training at Georgetown University. She moved to McLean in 1960 and has lived in Great Falls for 20 years.

Hannan’s previous books have been memoirs. “A Mother Never Forgets” told of her search for the daughter she gave up for adoption at birth; “A Way Out” advised people on how to extricate themselves from abusive relationships. The author also has tried her hand at poetry and someday may write about the metaphysical world.

“We don’t know where things come from, but know they come from beyond ourselves,” she said.

McLean author Bill Lewers said he had not read “In the Light of Winter” yet, but had listened to Hannan read one of its chapters at the Great Falls Writers Group.

“I could tell it was very heartfelt,” he said. “I’m sure it appeals to a segment of our population that greatly underrepresented in our literature. Her book really feels a need.”

For seniors, the right foods help brain health dults age 40-plus who say they eat healthy foods most of the time are twice as likely to rate their brain health and mental sharpness as “excellent” or “very good” compared to adults who rarely eat a healthy diet (77 percent vs. 39 percent), according to a new AARP consumer survey on brain health and nutrition.

Yet only about one-third (35 percent) of adults surveyed reported eating nutritious and well-balanced meals “most of the time” (5-7 days).

“Maintaining a healthy diet is vital for good brain health and it is unfortunate that not enough people are aware of the risks associated with poor nutrition,” said Sarah Lock, AARP’s senior vice president for policy and executive director of the Global Council on Brain Health (GCBH). “The results from this survey, along with the latest GCBH report on “Brain Food,” show how certain dietary changes can provide a good foundation for improving brain health.”

Key findings from AARP’s 2017 Brain Health and Nutrition Survey: • Significantly more adults who ate the recommended daily amount of fruits and vegetables reported better brain health than those that did not. Most adults, however, are not getting the daily recommended servings in all five food groups. Moreover, one-third did not consume the recommended amount in any food group.

• Nearly nine in 10 adults said they are likely to eat healthier if they knew it would lower the risks of cognitive decline (87%), heart disease (88%), and diabetes (88%).

• More than 60 percent of adults age 40 and older said that they

• Adults ages 40-54 were significantly more likely to cite barriers to healthy eating compared to adults ages 65 and older.

“The most common reasons people gave for not eating healthier included that it was too difficult, too expensive, they weren’t a ‘healthy’foods type’ of person, or their family wouldn’t like the taste,” said Lock. “Half of adults said they would be more likely to change their diet if their doctor told them to do it but only 37 percent said their doctor has spoken to them about their diet.”

Long-term healthy eating habits promote good brain health, according to new consensus recommendations released separately today by the GCBH. The new report finds that a plant-based diet rich in fruits and vegetables is associated with better brain health, and eating fish and other seafood seems to benefit cognitive function.

However, excessive alcohol, high levels of saturated fats, and high salt intake are all harmful to brain health. A heart-healthy diet is also a brain-healthy diet because high blood pressure, high cholesterol, and diabetes – all common conditions influenced by diet – harm both cardiovascular and cognitive health.

And contrary to recent reports, GCBH recommends a healthy portion of skepticism for people who are drinking coffee, tea, and red wine expecting a brain health benefit until more evidence is developed.

Millennials See Headwinds to Becoming Home-Buyers Home purchases by Millennials ticked up over the past year, but inventory constraints and higher housing costs kept their overall activity subdued and prevented some from leaving the more affordable confines of their Gen X and Baby Boomer parents’ homes.

This is according to the National Association of Realtors’ 2018 Home Buyer and Seller Generational Trends study, which evaluates the generational differences of recent home buyers and sellers.

The survey additionally found that Millennial buyers prioritize living close to friends and family over a home’s location and proximity to schools, and an overwhelming majority used a real estate agent to buy or sell a home.

Slightly more than a third of all home purchases were made by Millennials over the past year (36 percent vs.

34 percent in 2017), which kept them as the most active generation of buyers for the fifth consecutive year. Gen X buyers ranked second (26 percent; 28 percent in 2017), followed by younger (18 percent) and older Baby Boomers (14 percent) and the Silent Generation, those born between 1925 and 1945 (6 percent; 8 percent in 2017).

According to Lawrence Yun, NAR’s chief economist, this year’s survey findings reveal both what it takes to be a successful Millennial buyer in today’s housing market, as well as why, even though sales to Millennials reached an all-time survey high, stubbornly low inventory conditions pushed home prices out of reach for many. As a result, the overall share of Millennial buyers remains at an underperforming level.

The typical Millennial buyer in the survey had a higher household income ($88,200) than a year ago ($82,000) and purchased the same-sized home (1,800-square-feet) at a more expensive price ($220,000; $205,000 in 2017).

Millennials also had higher studentdebt balances than in last year’s survey, and slightly more of them said saving for a down payment was the most difficult task in buying a home.

“Prices keep rising for the limited number of listings on the market they can afford, which is creating stark competition, speedy price growth and the need to save more in order to buy,” Yun noted.

Class Shows It’s Never to Late to Learn to Ride a Bike!

“You want it to be tight, but not so tight it’s squeezing your head.”

Good advice in many a situation, but in this case, it was coming from Erin Potter, manager of the Arlington County government’s BikeArlington initiative, as she laid out the 4-1-1 for a group of more mature local residents who wanted to learn how to ride a bicycle, or get back behind the handlebars after years and in some cases decades away.

The group of 10 had gathered March 23 at Arlington Mill Community Center, where the indoor sports court had been cleared for three hours of instruction.

It was a return engagement at the facility. “We did this program last year, and we had a ton of positive feedback,” said Nick Englund, manager of the community center.

“The first time was super-fun,” said Potter, who brought along enough bicycles for everyone (although some required adjustments so every bike fit every height).

First things first, Potter told the participants. Don’t feel like you’re alone.

“You are far from the only people who want to learn to ride a bike,” she said, noting that the BikeArlington initiative provides about 15 training courses each season for local residents of all ages.

Participants at last week’s learn-to-bicycle effort started without pedals on their bikes so they could learn to balance correctly. Over three hours, they moved on to one pedal, then two, as they mastered proficiency. The event was held at the Arlington Mill Community Center.

“We’re on a mission,” said Henry Dunbar, director of the county government’s active-transportation programs, including BikeArlington, WalkArlington and Capital Bikeshare. “We’d like to [provide training] more frequently. If there’s demand, we’d be happy to do it more often.”

Among those on hand for the class was Julia Brobeck, who found herself on a waiting list until a last-minute cancellation opened up a spot.

Having biked years before, she fell out of practice and wanted to use a bicycle to get out and about and visit local parks while garnering exercise.

“It was always in my heart,” she said.

“I’ve missed out on a lot. I love nature.”

Also on hand was Mary Spatz, who had bicycled in the past but wanted to get back on two wheels after she’d had dual knee replacements.

“I was totally out of shape,” Spatz said as the program unfolded. “This is really helping.”

Participants started on bicycles that had had their pedals removed, so they could focus on learning to stabilize themselves.

“Riding a bike is mostly about balance,” Potter said.

What about training wheels? “That’s a really inefficient way to learn,” she said.

“Training wheels cheat you of the ability to learn to balance.”

Without pedals, the body’s weight is compressed onto the seat, giving buttocks and thighs a workout. Participants got 10minute breaks from time to time, both to rest their muscles and to absorb what had been learned so far.

As they mastered individual skills, attendees had their bikes fitted with one pedal (to learn how to push off) and then two.

It wasn’t smooth sailing for everyone; a few participants seemed to recognize they weren’t going to find success, and departed early. But others stuck it out and seemed pleased by the experience.

“I was so fortunate” to get into the class, Brobeck said.

Arlington Notes ‘OPERA NOVA’ HONORED WITH NATIONAL AWARDS: Arlington-based Op-

era Nova has received two major awards from Opera Volunteers International.

Opera Nova received a Project of Special Merit award for its development efforts targeting senior residents. For years, the opera company has provided low-cost, daytime concerts and opera performances for older adults.

The local troupe also received a $2,000 stipend to support the production of the opera “La Cenerentola” (“Cinderella”), slated for productions for schoolchildren and the public in June.

OperaNova president Miriam Miller will accept the awards at the Opera Volunteers International “Lifting Many Voices” conference, to be held in St. Louis in June.

LIBRARY SYSTEM DEBUTS ONLINE EXHIBITION DEVOTED TO LOCAL WOMEN: The Arlington library system

has unveiled a new online exhibition highlighting the achievements of county women during the period from 1900 to 1975.

“Many of these women were unknown, and their work hidden from the public, but nonetheless became groundbreakers, trailblazers and important forces locally and nationally,” county library director Diane Kresh said.

Found at http://arlingtonwomenshistory.org, the exhibition features women who

found success in a host of areas, including politics, business, education and civic life.

It will be maintained by the library’s Center for Local History.

The online presence will be expanded over the coming year, and the Center for Local History anticipates holding several community exhibitions and events to honor those featured.

COMMITTEE OF 100 LOOKS AT IMPACT OF TAX-LAW CHANGES: The

Arlington Committee of 100 will look at the impact on the county and commonwealth of federal tax-law changes during a meeting on Wednesday, April 11 at Gerard Phelan Hall on the campus of Marymount University.

Speakers will include Del. Rip Sullivan (D-48th) and Arlington Treasurer Carla de la Pava.

Arlington Notes II FUND-RAISING FILM FEST SUPPORTS POST-PARTUM EFFORTS: A sold-out

crowd of 225 revelers raised close to $15,000 at the March 7 “LUNAFEST” celebration at Arlington Cinema-n-Drafthouse.

Funds raised at the event will support Postpartum Support Virginia, which works to support new mothers facing depression after the birth of a child.

LUNAFEST is a traveling film festival of award-winning short films by, for and about women. Since its inception, more than 1,600 screenings nationally have raised more than $4 million for women’s charities.

LOCAL PASTOR HONORED BY VATICAN: Father Robert Avella, pastor of

Our Lady of Lourdes Catholic Church in Arlington, is one of three priests of the Roman Catholic Diocese of Arlington to recently have been honored with the honor of “chaplain of His Holiness” and the title “monsignor” by Pope Francis.

Msgr. Avella, 68, attended St. Charles Borromeo School and Bishop O’Connell High School, and was ordained a priest in 1974 after studies at St. Mary’s University.

According to the Arlington Catholic Herald, Msgr. Avella has served a variety of assignments in the local diocese, including diocesan director of vocations; parochial vicar at the Cathedral of St. Thomas More; rector of the cathedral; and assistant principal and chaplain at O’Connell. He has served as pastor at Our Lady of Lourdes since 2006.

The honorific title “chaplain of His Holiness” in the Catholic Church and dates to the 1600s but was formalized in the 1960s by Pope Paul VI. Priests can receive the honor from the Vatican upon recommendation of their local bishop.

‘SOBERRIDE’ EFFORT HITS A RECORD ON ST. PATRICK’S DAY: A record 978 in-

dividuals in the Washington metropolitan area used the free safe ride service, SoberRide this St. Patrick’s Day, as opposed to possibly driving home drunk.

“For its hours of operation this St. Patrick’s Day, this level of ridership translates into SoberRide removing a potential drunk driver from greater Washington’s roadways every 44 seconds,” said Kurt Gregory Erickson, president of the nonprofit Washington Regional Alcohol Program, the organization conducting the region’s SoberRide effort.

During the 12-hour period (March 17 at 4 p.m. to March 18 at 4 a.m.), area residents were able to avail themselves of a ride home using the Lyft ride-share service.

This year’s St. Patrick’s Day ridership of 978 SoberRide users surpassed WRAP’s record ridership for the holiday, which had been 606 SoberRide users during St. Patrick’s Day 2012.

Each year, SoberRide is in effect for a host of holidays, including Cinco de Mayo, Independence Day, Halloween and the winter holidays through and including New Year’s Eve. ARLINGTON PIPE-CLEANING EFFORT BEGINS: The Arlington County govern-

ment’s annual cleaning of the community’s water pipes began March 26 and will continue to approximately May 7.

During the period, a switch in disinfectant will be made from the usual chloramine to chlorine, which may result in drinking water having a slightly different

taste and odor.

In addition, the Washington Aqueduct, which provides water to Arlington, will add a corrosion-control inhibitor to prevent the potential release of lead in system pipes.

County officials say that, for most water customers, using filters or running cold tap water for about two minutes should reduce or eliminate taste and odor differences. Those with special concerns should contact their health-care providers.

‘BIKES FOR THE WORLD’ TO HOST COLLECTION: Bikes for the World is col-

lecting used bicycles and bike parts, tools and accessories in partnership with the Arlington County Environmental Collection and Recycling Event (E-CARE) on Saturday, March 31 from 8:30 a.m. to 2 p.m. at Yorktown High School.

Donated bicycles and other items will be sorted and distributed around the globe, locally and internationally. U.S. beneficiaries are found in Arlington, Washington D.C. and Pikeville, Ken.; international beneficiaries include programs in the Philippines, sub-Saharan Africa and Central America.

The locally-based Bikes for the World is the nation’s largest bicycle-reuse program, handling 11,000 bicycles annually and more than 135,000 since its founding in 2005. Arlington resident Keith Oberg is the organization’s founder.

The boys Player of the Year is Bishop O’Connell senior point guard Xavier Johnson. Wakefield senior forward A’Mari Cooper is the boys Most Valuable Player.

Each helped lead his teams to second-place state-tournament finishes in March. Cooper helped Wakefield win a region title.

Wakefield junior forward Gabe Tham is the boys Rookie of the Year.

The 2017-18 boys Coach of the Year is Washington-Lee’s Bobby Dobson.

The Yorktown Patriots continued their best start in decades by improving 3-0 with a 20-2 BASEBALL to road win over the Mount Vernon Majors on March 19.

Tanner Wall had three hits and two RBI for Yorktown; Andrew Simmons had three hits, including a home run, and four RBI; Ben Koomey had two hits; and Jonah Margosis had two hits and three RBI. Wall tripled and stole two bases and Ryan Salsburg doubled.

Yorktown (3-1) had 17 hits in the

five-inning game, and stole seven bases.

Aidan Henning and Nathan Knowles did the pitching for Yorktown, combining to strike out nine and allowing just one hit. Henning fanned five.

On March 23 at Barcroft Park on artificial turf, Yorktown lost its first game of the season, getting just four hits in a 3-0 loss to the W.T. Woodson Cavaliers.

The game was switched from Yorktown to Barcroft because the Yorktown field was too wet from an earlier snowfall.

Woodson scored single runs in the first, third and fifth innings. Only two of the runs were earned.

“We didn’t play badly, we just didn’t hit and we struck out [11 times] too

much,” Yorktown coach John Skaggs said. “Their pitchers kept us off balance.”

Yorktown hit three long fly balls that were outs that Skaggs said probably would have been home runs on the smaller Yorktown field.

Senior right-hander Michael Lowen made his first start on the mound this season for Yorktown. In three innings, he struck out four. Bart Marshall and Quinlan Montgomery (four strikeouts) threw two innings each for Yorktown.

Will Porter and Tanner Wall had extrabase hits for Yorktown, which is playing spring-break games in Myrtle Beach this week.

On Saturday, April 14 at 3 p.m. at Madison High School, the teams ranked No. 1 and No. 2 by The Washington Post last week, in addition to being defending state champions, will play in a big Northern Virginia showdown. The Madison Warhawks will host the Bishop O’Connell Knights that afternoon. Hopefully the snow will be long gone and the weather will be bright and dry that day.

Madison began this week with just a 1-0 record and ranked No. 1 by the Post. The Warhawks are the defending Virginia High School League Class 6 state champion – finishing 28-1 a year ago, winning their final 14 games.

O’Connell was 7-0 and ranked No. 2 by the Post. O’Connell is a multitime defending Division I privateschool state champion in Virginia.

The Knights were 27-0 last spring.

There is a good chance both teams will be undefeated at the time of that April 14 clash and still ranked No. 1 and 2. It also will be a rare meeting between two standing defending state champions in the highest classifications of public and private schools.

The meeting has the chance to be a classic. With each team ranked so high and expected to make big challenges to defend those state crowns, it is the perfect time to resume a rivalry, which unfortunately ended a few years ago. Going forward, the game should continue to be played each spring.

In another big softball contest a week later – Saturday, April 21 at 2 p.m. – the McLean Highlanders host O’Connell. The teams meet every year and the games are tightly contested with victories being traded. McLean won a state crown a few years back and is very good this season.

Both will be can’t-miss girls Saturday softball games.

Jill Caiazzo, who chairs the Arlington County Democratic Committee, used the March 20 Electoral Board meeting to make the case for satellite centers. While she didn’t come away with any firm commitments, she was pleased that the proposal was included in the strategic plan.

The overall document “shows real thought,” Caiazzo said.
