A pastel drawing of the Rosslyn skyline and Potomac River won the Arlington County Treasurer’s Office’s 2018 decal competition, with the image ultimately to be affixed to 160,000 vehicle windshields across the county.

But between now and then, there are a number of procedural hurdles and potential stumbling blocks as the project wends its way through Arlington’s regulatory process, followed by finalizing a land-swap agreement and the start of construction.

Will the process move forward on its expected timetable?

“We hope so,” said Adrian Stanton, Virginia Hospital Center’s vice president and chief marketing officer, who said the goal is to have the zoning changes in front of the County Board in May. “That allows us to get to the table and start talking about the deal,” Stanton, referring to the land-swap negotiations, told the Sun Gazette.

Nancy Iacomini, who chairs the siteplan review committee that will offer recommendations on the project to the County Board, said the timetable might be extended slightly – “there’s always a vague possibility it slips to June” – but would not be delayed significantly.

“Heck, no. It shouldn’t,” she said.

Eventually, even if there are areas where no consensus is reached, “you’re going to have to kick it upstairs” for commission and County Board action, Iacomini said.

Arlington Players Find Success with Classic Drama MATT REVILLE Staff Writer

The 70 years (and two months) that separate the opening of “A Streetcar Named Desire” on ON Broadway and its as the STAGE presentation middle show in the Arlington Players’ current season have only slightly dimmed some of the intensity of Tennessee Williams’ homage to the gothic nature of the South and the fragile psyches of some of its inhabitants.

And while the two-hour-30-minute running time (including a second act that runs longer than the first, a rarity in theater) may be off-putting to some of more limited attention spans than those of 1947, the production benefits from solid casting in many roles, good direction and high overall production values.

Slightly fading Southern belle Blanche shows up on the doorstep of her sister Stella and brother-in-law Stanley in a tworoom apartment in a rundown quarter of New Orleans (or N’awlins, as you prefer).

Blanche’s explanations for departing the family plantation in Mississippi seem incomplete at best, and they begin to unravel almost immediately, as does Blanche’s already shaky mental stability.

Where is the audience’s sympathy supposed to lie? That’s always been something of a moving target; most directors

have focused in on emotionally deteriorating Blanche, while the original Broadway director (Elia Kazan) aimed to make brutish Stanley the one to root for. In this show, helmed by Michael Kharfen, it’s the pregnant Stella whose common sense and efforts to serve as peacemaker in an increasingly untenable situation earn the most audience respect.

The two female leads – Marnie Kanarek as Blanche and Kimberly James as Stella – are strong throughout the show.

Nicholas Temple, who is no stranger to productions on the D.C. stage, is solid but perhaps doesn’t rise quite to the level of the other two in the role of Stanley.

In supporting roles, Scott Stofko is effective as Blanche’s budding love interest, and Jessyca Watson puts in a good turn as the upstairs neighbor/landlady.

Director Kharfen handles his calling well, keeping the pace moving and the intensity level elevated from start to finish.

Lots of kudos are deserved by the production team, including Skip Gresko (sets), Joan Lawrence (costumes), Scott Stark (set dressing) and Xandra Weaver (hair and makeup).

The Arlington Players usually calls the larger stage of Thomas Jefferson Community Theatre home, but with construction taking place around that building, has opted for Gunston Arts Center Theatre I and its somewhat more intimate stage for this show. It was a good choice; many a

small-scale, high-power drama (by various troupes) through the years has been swallowed up by the larger facility at Thomas Jefferson.

Final verdict? It’s a long show, it’s a familiar show, and like Blanche herself, it’s ever so slightly dated and faded. But I came away pleasantly surprised at the

continuing strength of the script and the caliber of the production.

Election Officials: No Satellite Centers for ‘18 Absentee Voting SCOTT McCAFFREY Staff Writer

Democrat Bickford Set to Start a New Term on Electoral Board

Continuity will be the watchword for 2018 on the Arlington Electoral Board.

Charlene Bickford on Feb. 3 was sworn in for a new three-year term by Clerk of the Circuit Court Paul Ferguson after having been reappointed to the body by Circuit Court Chief Judge William Newman Jr. The swearing-in came in advance of the start of Bickford’s new term, which begins March 1.

Bickford, an historian and former Arlington County Democratic Committee chair, is no rookie: She was first appointed to the Electoral Board in 1987, and with the exception of 19942003 has served ever since. She currently chairs the board.

Under Virginia law, county electoral boards consist of three members: two from the party currently holding the Governor’s Mansion and the other

from the opposing party. In addition to Bickford, Arlington’s Electoral Board consists of Democrat David Bell as vice chairman and Republican Scott McGeary as secretary.

Gubernatorial elections in recent years have seen the three current members of the body rotate in and out with some frequency: • McGeary in 1994 replaced Bickford, only to see himself succeeded by her in 2003.

• Bell, a former clerk of the Circuit Court who was appointed to the Electoral Board in 2009, was succeeded by McGeary in 2011, then McGeary was replaced by Bell in 2014.

• McGeary, a former chairman of the Arlington County Republican Committee, succeeded longtime Republican board member Allen Harrison Jr. in 2016.

Citing staffing and budget constraints, Arlington election officials will not be offering satellite-voting locations for absentee voters in the fall.

But, the county’s elections chief says, her office’s longrange plan includes the goal of opening satellite locations for every general election.

In the past, early voting at satellite sites has been offered during presidential-election years, usually at the Madison Community Center in North Arlington and the Walter Reed Community Center in South Arlington. Other years, in-person-absentee voting has been conducted exclusively at the county-government headquarters in Courthouse.

The Arlington County Democratic Committee has pushed for every-year satellite locations, but the Electoral Board (which has a 2-1 Democratic majority) has backed voting-office staff against moving forward.

“I don’t think there’s a need or demand for it,” county elections chief Linda Lindberg said at the Electoral Board’s Feb. 3 meeting.

Setting up satellite-voting locations would require additional budget funds and staff, which are unlikely to be forthcoming this year.

The elections office is preparing a strategic plan, outlining the ways it plans to handle expected growth, which will be presented to the County Board. Lindberg said the document – which is in draft stage – is expected to include a proposal

for satellite-voting locations.

“That is part of the plan, to expand,” she said.

Eventually increasing the number of absentee-voting locations has the support of the three-member Electoral Board, said vice chairman David Bell.

“This board would be in favor of doing that every year – that is our goal,” he said.

(The Democratic Committee could try an end-run around the Electoral Board by having the County Board fund the costs of satellite-voting locations. But the County Board could not compel the Electoral Board – whose members are appointed by the Circuit Court – to open satellite-voting locations without first amending the County Code.)

Jill Caiazzo, who chairs the Arlington County Democratic Committee, said the inclusion of satellite-absentee facilities in the pending strategic plan was a “welcome development.”

“The Arlington Democrats urge that the implementation timeline outlined in such a plan take into consideration the pressing needs of both South Arlingtonians and the disability community to have convenient, readily accessible voting locations during the absentee-voting period,” she said.

Absentee voting, both in person and by mail, has been rising steadily in recent years across Arlington and the rest of the commonwealth. To accommodate in-person absentee voting in 2018, the elections office will move its voting equipment down to the first floor of the government headquarters at 2100 Clarendon Blvd. for the final week of voting in late October and early November, similar to what is done during presidential-election years.

“There’s more room to do traffic control on the first floor,” Lindberg said.

Democratic Co. Board Candidate Takes Endorsements Just days after three Democratic office-holders announced their support for independent County Board member John Vihstadt’s re-election bid, two Democratic elected officials gave their backing to a Democrat seeking to take Vihstadt’s job away.

School Board member Tannia Talento and Clerk of the Circuit Court Paul Ferguson endorsed Matt de Ferranti, currently the lone announced Democrat for 4

the single County Board seat on the November ballot.

“I have come to know Matt de Ferranti well and I am impressed with his knowledge of the budget, education, transportation, environmental, public-safety and land-use decisions,” said Ferguson, who served on the County Board before being elected clerk in 2007.

De Ferranti’s skills would make him “a strong addition” to the board, Ferguson

said in a statement put out by the campaign.

De Ferranti would provide “a needed perspective on how both Arlington County and Arlington Public Schools work to meet the needs of their community members, students and families,” said Talento, who was elected to the School Board in 2016.

Arlington Student Gets an Up-Close Look at Legislative Process in Trek to Richmond SCOTT McCAFFREY Staff Writer

Caroline Tornquist, a senior at H-B Woodlawn Secondary Program, recently participated in the YMCA Virginia Model General AsPOLITICAL sembly (MGA) Day POTPOURRI Advocacy in Richmond.

Tornquist was elected by her peers to be House Speaker pro tempore during the 2018 Model General Assembly session, to be held in Richmond in late March. She and the five other elected MGA officers were introduced to both the state Senate and the House of Delegates at the start of their daily sessions on Jan. 23.

Tornquist met with her real-life counterpart, current House Speaker Kirk Cox, to discuss MGA and the Speaker’s role.

She also met with state Sen. Barbara Favola (D-31st) and Del. Rip Sullivan (D48th) to discuss issues currently before the General Assembly.

Model General Assembly is an initiative of the Virginia YMCA. Statewide, more than 50,000 Virginia students have participated since the program began in 1948, including some who have ended up in elected office themselves.

Arlington began taking part in Virginia’s Model General Assembly in 2009, when six students from the Arlington Career Center traveled to Richmond. The 2017 contingent of more than 70 students from a number of local high schools was the largest ever from the county, and more than 60 Arlington students are expected to participate in the 2018 session.

Electoral Board Appoints Officers of Election: The Arlington Electoral Board on Feb. 3 approved the appointment of about 1,600 officers of elections for the coming year, but it still may prove difficult to have enough of them on hand at election time.

While having all those election officials to spread across 50-odd precincts may seem like plenty of coverage, “not all of them work every election,” said Gretchen Reinemeyer, the county’s deputy director of elections.

“A lot of them are once every four years,” handling presidential elections, Reinemeyer said.

In particular, the June 12 primary could be problematic, said Linda Lindberg, the county’s director of elections.

“June in particular is rougher than November, because of vacations,” Lindberg said.

“We’ll have 15 names on the list [for a particular precinct], and every single one of them will be on vacation,” Reinemeyer sighed.

Highs & Lows THUMBS UP: To the state Senate, for rejecting a proposal that would have changed – and not in a good way – how students are chosen for Thomas Jefferson High School for Science & Technology.

The bill, had it passed, effectively would have replaced the meritbased admissions process for the regional magnet school with a quota-laden system.

We’re not sure what point the bill’s patron, Democrat Scott Surovell of Fairfax County, was trying to make – perhaps just trying to score some points with his constituents. But the proposal was bad policy, and not a single Northern Virginia senator who sat on

the education committee voted to support it. (One downstate senator was the lone vote in favor. Your guess why is as good as ours.)

The admissions process for Thomas Jefferson is not perfect, but we have yet to hear a way to make it better. Having legislators try to tinker with it is a recipe for social-engineering disaster.

Starting this summer, Workmaster’s pastel drawing of the Rosslyn skyline will begin appear-

ing on vehicle windshields across Arlington.

What’s truly amazing is that Workmaster has been a finalist in the competition for three years running. Considering there are just four finalists, selected from among student submissions that can approach or even top 200 per year, that’s an amazing thing.

Kudos to her and to the other finalists: Tom Bolles of Washington-Lee High School, Maddy Heinemann of Yorktown High School and Amy Kohan of Wakefield High School (who was the winner in 2017).

All four are juniors, so they’ll have a chance to compete again in 2019!

Questions Remain on Park Development

Editor: Regarding plans by the Northern Virginia Regional Park Authority (NOVA Parks) for Upton Hill Park, how many of the park’s mature trees will be cut and replaced with nearly an acre of new parking and a “ropes” course? Park officials couldn’t answer this question at a December Urban Forestry Commission meeting.

Excess parking demand at Upton Hill occurs just three months a year, when the pool is open. (The pool’s strict occupancy limit generates waiting lines, a problem more parking won’t fix.)

Arlington and its neighbors long

have encouraged public-transit use, walking and biking over private vehicle use. Why don’t these policies apply to NOVA Parks?

Several scientific studies confirm that the vast majority of park users (up to 81 percent) live less than a mile from the parks they use.

Two Metrobus lines (1A and 1B) serve Upton Hill, and ART 54 runs every 25 minutes from 6 a.m. to 7 p.m. on weekdays to the East Falls Church Metro station.

Nearby street parking exists, and two nearby private lots could be leased during the summer, if needed.

Adding hardscape/parking in the lower park’s natural area is particularly at odds with NOVA Parks’ stated intent to safeguard the park’s forest/habitat.

NOVA Parks describes Upton Hill maintenance as “excellent.” But photos show trash on park grounds and vines enveloping the forest. The lower park’s restrooms haven’t functioned in years.

Many Issues are More Important Than School’s Name Editor: Many thanks to those who have voiced their thoughts on the Washington-Lee High School naming question with sincerity and focus, and thanks to the Sun Gazette for providing us with a forum.

While I don’t agree with all of the points made, should Robert E. Lee himself, and virtually ANY slave of the time whomsoever, appear out of the mists, they might both be surprised by our discussion. They might also be disappointed.

People like them had to be very practical. Their times demanded it.

I offer that they might both be much more concerned about how long it is

taking us to decide and less about the answer itself. Their times likely taught them that perfection was the enemy of good when people were hungry, sick or unemployed. “Leave it on, take it off, but decide, because there are more important challenges to address,” they might very well say.

In mutual recognition that the very basics needed for life were not a given for either slave or slaveowner, arguing about a school name probably wasn’t something for which they had much time. Fields needed to be tended, livestock nurtured, the ill friend or relative needed care and the next agriculture season would soon be upon them.

tinent points, I would not want either a reconstituted Lee or a slave of that era to ask me, “Is this what you’ve done with our sacrifices? Is this what you’ve done with a century and a half of time?”

I would be embarrassingly silent should they ask me, “If you’re debating this question, that should mean the school is otherwise completely successful, or is this name on the building the last, final impediment to the school fully completing its purpose for existing – why the community built it, and why they pay nearly $19,000 to teach each student each year. Is that correct?”

If asked, I would have no answer.

Awareness Needs to Be Raised on Domestic Violence Editor: It seems each day brings a new headline about sexual assault and harassment. The revelation that nearly every industry in America is impacted is both shocking and appalling to the public, yet all too familiar to those working to end the cycles of violence and abuse in our community.

To many, it feels like something is shifting; daresay, progress in combating sexual assault and domestic violence is moving us toward a society where harassment and assault are never acceptable.

These past few months have become, to many, a watershed moment. Yet to truly solve these problems, this has to be more than a moment. Moments are temporary; movements lead to real change.

While we continue the conversation

on the national stage, we must remember that the real, on-the-ground advocacy must be rooted in our own community.

In recent months, Arlington has experienced a 15-percent increase in calls to Doorways Domestic & Sexual Violence Hotline. In December alone, Doorways saw a 25-percent increase in requests for counseling through the new Revive Domestic & Sexual Violence Counseling Program.

Now in its second year of operating, the Revive Program is on track to serve far more than the 376 Arlington women, men, youth and children that came forward last year to seek help.

While these statistics point to an increased willingness to share experiences and seek help, we know the stories behind the numbers point to an alarming rise in the rate of incidents in Arlington,

affecting every demographic.

While change will take time and continued advocacy, there are many ways we can support our neighbors who are experiencing interpersonal violence today and empower them to heal.

There is a role for all of us in this response. Together, we can educate young people and the community about healthy relationships and the resources available to survivors.

Instant-Runoff Voting Deserves Consideration in Commonwealth

Editor: Please reconsider your tepid approach [Highs & Lows, Jan. 25] toward the instant-runoff voting (IRV) legislation sponsored by Del. Patrick Hope (D-47th).

Arlington County suffers from antiquated election formats, which lead to a lack of competition for many elected offices. IRV threatens the monopolistic governance in Arlington that is entrenched because of our current “firstpast-the-post” election system.

IRV also will certainly improve civility in elections; candidates will rarely

attack opponents, because they want to get the second- and third-place votes from those who support other candidates.

IRV has been done for decades in Australia and some places in the U.S. It is simple.

It will almost certainly lead to better competition, civility and proportional representation of all our citizens.

It also could also obviate the need for party primaries, if Arlington so chooses, which would provide taxpayers savings.

Report: County’s Tree Canopy Is Increasing Slightly SCOTT McCAFFREY Staff Writer

Arlington’s tree canopy increased slightly from 2011 to 2016, according to new data, but reCOUNTY mains below levels of NOTES a decade ago.

A total of 41 percent of Arlington’s acreage was filled with tree canopy when evaluated last year, an improvement from the 40 percent from the last time it was studied.

County officials and a consultant used data from the National Agriculture Imagery Program of the U.S. Department of Agriculture to determine the status of the 14,654 acres in Arlington that are not under control of the Department of Defense or part of Ronald Reagan Washington National Airport. “Tree canopy” looks at a community from the sky to determine how much of the ground is obscured by trees and leaves.

County Manager Mark Schwartz said the 38-page report – now available on the government’s Web site – shows increases in canopy at most county parks, although it did see some declines in single-family neighborhoods as mature trees came down to make way for larger homes.

The Lyon Park, Yorktown and TaraLeeway Heights civic associations were among neighborhoods that saw declines, although most communities saw steady or

increasing tree canopies.

Not surprisingly, the amount of tree canopy can vary widely – from 14 percent in Crystal City to 74 percent in Bellevue Forest. (Another community with “forest” in its name – Arlington Forest – clocked in with a 62-percent tree canopy.)

Schwartz said county officials aim to update the study every five years, pending availability of federal imaging data.

A 2008 study pegged the county’s overall tree canopy at 43 percent.

County OK’s Group Home/Convent for Nuns: They have called the campus of Bishop O’Connell High School their home for decades, but now the Sisters of the Servants of the Immaculate Heart of Mary will be relocating nearby.

Arlington County Board members on Jan. 30 voted unanimously to approve a staff proposal permitting the order of Roman Catholic nuns to use a home at 2844 North Rochester St. as a group-living facility and convent.

“I just can’t imagine a more benign and welcoming use for a house,” said County Board member John Vihstadt.

The house is located about one-third of a mile from Bishop O’Connell, where the order of nuns has provided live-oncampus teachers for much of its 62-year history.

The move will allow space to be freed up at Bishop O’Connell for construction to support a growing student body, said

Martin Walsh, the local attorney handling the case for the Catholic Diocese of Arlington.

County ordinances allow up to four non-related individuals to occupy a home.

Approval of a use permit was required to allow up to seven nuns to live in the home, which will see interior renovations but whose overall footprint will not grow.

Neighbors had brought up concerns with county-government officials, but “the issues that were raised had been taken care of,” County Board member Erik Gutshall said.

Under zoning law, the use permit approved for the nuns will remain in place even if the property is sold. County Board members approved a one-year review of the permit, and are likely in future to require additional occasional reviews on the chance there is a change in ownership.

County OK’s Loan Funding for Culpepper Garden Renovation: Arlington County Board members on Jan. 30 unanimously approved $10.7 million in loan funding to support the $59 million renovation of Culpepper Garden, a 210-unit complex near Ballston that is home to low-income seniors.

“This is a great project. I’m really pleased to see this moving forward,” County Board member Libby Garvey said after a brief discussion.

ed from top to bottom in a 14-stage effort expected to be completed in 2020. During the renovations, residents will be moved within the complex, but are not expected to have to relocate.

In addition to the $10.7 million in Affordable Housing Investment Fund loans, the project is being financed through a host of sources. The current overall budget is down from an original estimate of about $62 million.

The typical Culpepper Garden tenant has an income of about $18,000 a year, mostly from Social Security, said Linda Kelleher, who heads the non-profit organization that owns the facility. While rents will rise due to the upgrades, “we are exhausting every opportunity we have” to maintain affordability for low-income seniors, Kelleher told County Board members.

The county loan will be paid back over a 32-year term. County Board members also have allocated $533,000 for a tenantassistance fund during the construction period.

Washington-Lee Renaming Process Is Slowed Down SCOTT McCAFFREY Staff Writer

Either way, ArNOTES lington school officials appear ready to tap the brakes before coming to a decision about keeping or dumping the name of Washington-Lee High School.

A new staff proposal detailed on Feb. 1 would delay until December or January any School Board decision on the name, which has divided the school community, alumni and some activists.

The action would split off the Washington-Lee issue from the related matter of naming criteria for new schools, a process that will move on a faster track.

The decision to split up the effort is de-

signed to “be respectful of the input we heard” on both sides of the W-L debate, said Linda Erdos, the school system’s assistant superintendent of school and community relations.

The public “wanted more time for discussion,” Erdos told School Board members.

Under the new timeline, School Board members would name a separate committee on the name of Washington-Lee over the summer. The group would work for several months before offering a recommendation – if consensus is possible – to School Board members in the fall.

If board members opt to rename the school, another community-engagement process would be started, with a decision on the name slated for late 2020 or early 2021.

School Board Chairman Barbara Kanninen said the revised timeline “gives the community time to participate and weigh in and make sure we are hearing from everyone.”

(It also pushes the contentious issue beyond the November 2018 election; Kanninen, who holds the lone School Board seat going to the voters this year, plans to seek a second term, but has yet to pick up opposition.)

Kanninen’s County Board counterpart – Chairman Katie Cristol – said the county government stands ready to aid in the process, if asked.

“We can be ‘thought partners,’” Cristol said. “We can provide some help.”

A small group of local residents had hectored School Board members for years about the name of Arlington’s oldest high school, but gained little traction until last August, when events in Charlottesville led School Board members to agree to study the matter.

Erdos, who is overseeing the process developing policy changes on school naming, said the Washington-Lee matter should be broken off for separate consideration so it does not sidetrack the other proposals being developed.

The Washington-Lee issue “dominated a lot of the conversation,” Erdos acknowledged.

Under the plan, committees will be set up in the fall to develop name ideas for new schools that are in the construction pipeline.

School Officials to Update Randolph Elementary’s Infrastructure: Arlington school officials are gearing up to bring Randolph Elementary School into the 21st-century, infrastructure-wise.

School Board members in mid-month are slated to approve a $6.2 million refurbishment of the HVAC, electrical and lighting systems at the school.

The project will take place in two phases over the summers of 2018 and 2019, said John Chadwick, the school system’s assistant superintendent of facilities and construction.

“You’ve got to keep the building going,” Chadwick said of the reason for the phased effort. “The building will function all the way through.”

New Vehicle Decals May Include Additional Information The 2018-19 Arlington car-tax decal may come with a new feature: personalization.

The county treasurer’s office is working on a plan that would add each vehicle’s year, make and model onto the new decals, which will start being distributed

over the summer.

Doing so will let enforcement personnel know if the wrong decal is on a particular vehicle, said Treasurer Carla de la Pava, whose office is responsible for collecting personal-property tax and disseminating more than 160,000 vehicle decals

each year.

Currently, there is an individual tracking number on each decal, but no easy way for enforcement agents to know if it’s attached to the right vehicle.

De la Pava said the logistics of adding vehicle-specific information are not par-

ticularly onerous for her office, and could save money.

School-Calendar Measures Again Die in Va. Senate SCOTT McCAFFREY Staff Writer

It’s looking unlikely that Arlington Public Schools and other school districts across the comGENERAL monwealth will the autonoASSEMBLY get my to set their school-year calendars as they see fit.

The state Senate, which has been the graveyard of similar efforts in the past, is likely to be the bottleneck this year, as well.

The Senate Committee on Education and Health has killed a measure by state Sen. Amanda Chase (R-Midlothian), incorporating a similar proposal by state Sen. Barbara Favola (D-Arlington), that would have eliminated the requirement that school districts open after Labor Day unless they receive waivers from the Virginia Board of Education.

The bill died on an 8-7 vote, and while two similar proposals in the House of Delegates won wide support (75-24 and 76-22) in that body, they might face similar deaths now that they’re on the Senate

side.

Many school districts in Virginia already have obtained the state waiver, issued when districts tend to lose a lot of classroom days to inclement weather. The commonwealth’s largest school district, Fairfax County, received the waiver beginning in the 2017-18 school year – but only after, some suspect, Fairfax school officials began calling off classes for even piddling amounts of wintry weather in order to meet the threshold required by the law.

Arlington Public Schools continues to be required to open school after Labor Day, and is planning to do so for the 2018-19 school year.

Bill to Legalize Arlington School Board Approved in Committee: A measure that would legalize Arlington’s elected School Board has passed its first test in Richmond.

The measure, patroned by Del. Patrick Hope (D-47th), would add language to portions of the Code of Virginia explicitly giving Arlington the power to elect School Board members – something local voters have been doing for a quarter-century.

The measure on Jan. 31 was reported out on a 22-0 vote by the House Committee on Education and sent to the full House of Delegates.

Hope’s bill deals specifically with Arlington, which because of its unique government structure (called the countymanager plan) is treated differently in the Code of Virginia than most other counties.

Whether the measure is actually needed remains an open question. Hope and the Virginia Division of Legislative Services say it is, while the Arlington school system isn’t so sure.

But perhaps better safe than sorry; if the bill fails this year, it’s possible the validity of Arlington School Board elections could be challenged in court.

Senators Remember One of Their Own: Members of the state Senate have saluted the life of one of their own, approving a memorial resolution in honor of Patsy Ticer.

Ticer, who represented the 30th Senate District – representing parts of Alexandria and Arlington – for 16 years beginning in January 1996 – died Aug. 7, 2017, HRR216K9VLA

at the age of 82.

Ticer was “a trailblazing exemplar for women in local and state government . . . a consensus-builder,” noted the resolution, which was patroned by Sen. Adam Ebbin (D-30th), who succeeded her.

The resolution noted one of Ticer’s favorite sayings: “Power is being able to get things done without having to raise your voice.”

Born in the District of Columbia but effectively an Alexandria native, Ticer served on that city’s City Council and was serving as mayor when she was elected to the legislature.

She opted against seeking re-election in 2011, but remained active with a number of groups, including the Northern Virginia Conservation Trust.

Ticer’s career in public service “was characterized by passionate advocacy for the health, education and welfare of children, the protection of animals and the preservation of Virginia’s natural beauty,” the resolution affirmed.

Married for 51 years to Jack Ticer, who preceded her in death, Ticer was survived by four HRR216K9VKA children and five grandchildren.

Board member John Vihstadt has asked the Virginia Association of Counties for feedback on government practices across the commonwealth.

Under existing regulations, the county government requires organizers of events using government facilities to provide proof of insurance – at least $1 million

per incident and $2 million per event – before facilities are made available. Some exceptions are made for events that attract fewer than 150 people.

Civic Federation Waiting for Response on Insurance Issue

Last September, Arlington government officials announced they were getting closer to a response to requests by the Arlington County Civic Federation on ways to lessen the financial burden on county civic groups seeking to use countygovernment facilities.

Closer, perhaps. But as 2017 became 2018, still no cigar.

“It still has not been resolved. I would like to get a sense of where we can find an end game,” Civic Federation president Duke Banks said as his organization on Jan. 2 sat down with County Board members for their annual confab.

Banks last summer stood before County Board members, asking for help on the government’s insurance requirements for organizations using county property and facilities.

In a resolution that had been adopted on a 40-1 vote in June, the federation expressed concerns in two areas: • A county-government requirement that some users of its facilities carry liability insurance for events.

• The high cost of directors-and-officers insurance, which can protect leaders of civic associations from lawsuits related to their service.

At the July meeting with County Board members, county officials said there was little they could do to help on the second matter, and there are only limited options to address the first. At the Jan. 2 gathering, the county government’s top lawyer said his office was still working on it.

“This issue will need to be studied further,” County Attorney Stephen MacIsaac said, noting that Arlington officials had conducted “a fairly limited survey” of surrounding jurisdictions to see what their practices were. In addition, County

Soft December Doesn’t Put Damper on 2017 Results Existing-home sales subsided in most of the country in December, but 2017 as a whole edged up 1.1 percent and ended up being the best year for sales in 11 years, according to the National Association of Realtors.

Total existing-home sales increased 1.1 percent in 2017 to a 5.51 million sales pace, the highest total since the 6.48 million reported in 2006.

Lawrence Yun, NAR chief economist, says the housing market performed remarkably well for the U.S. economy in 2017, with substantial wealth gains for homeowners and historically low distressed-property sales.

“Existing sales concluded the year on a softer note, but they were guided higher these last 12 months by a multiyear streak of exceptional job growth, which ignited buyer demand,” said Yun. “At the same time,” he said, “market conditions were far from perfect.

New listings struggled to keep up with what was sold very quickly, and buying became less affordable in a large swath of the country. These two factors ultimately muted what should have been a stronger sales pace.”

The median existing-home price for all housing types in December was $246,800, up 5.8 percent from December 2016 ($233,300). December’s price increase marks the 70th straight month of year-over-year gains.

Total housing inventory at the end of December dropped 11.4 percent to 1.48 million existing homes available for sale, and is now 10.3-percent lower than a year ago and has fallen yearover-year for 31 consecutive months.

“The lack of supply over the past year has been eye-opening and is why, even with strong job creation pushing wages higher, home price gains – at 5.8 percent nationally in 2017 – doubled the pace of income growth and were even swifter in several markets,” said Yun. First-time buyers were 32 percent of sales in December, which is up from 29 percent in November and unchanged from a year ago.

According to Freddie Mac, the average commitment rate for a 30-year, conventional, fixed-rate mortgage inched higher for the third straight month to 3.95 percent in December from 3.92 percent in November.

After his remarks to the full group, Kaine met privately with students and faculty from the six Virginia universities who received National Science Foundation scholarship grants.

Kaine noted that he had worked to make sure that community-college students are eligible for the grants, and Murphy said that about half of Marymount’s undergraduate cybersecurity students had transferred from Northern Virginia Community College and other community colleges.

“We have a very close relationship with NVCC, and have worked very hard . . . so students in their programs can seamlessly transfer to Marymount to complete their degrees,” Murphy said.

NEW AIR CARRIER AIMS TO ENTER DULLES-LONDON MARKET: Whether

it has staying power will be determined, but a low-cost air carrier has announced plans to enter the Washington-London market.

Primera Air, a carrier based in Denmark and Latvia that serves more than 70 mostly Europ e a n destinations, has announced plans to begin five nonstop flights per week between Washington Dulles International Airport and London’s Stansted Airport. Service is slated to begin Aug. 22.

“We’ve been planning to add Washington, D.C., from the beginning of our transAtlantic flight project,” said Andri Már Ingólfsson, who owns the airline.

“Primera Air sees a strong demand for this route, and we are proud to be the first low-cost airline to start operations between both cities – offering people an affordable way of transatlantic travel.”

The carrier will join United Airlines, British Airways and Virginia Atlantic in serving the capital of the United Kingdom via Dulles. Those three carriers operate to London Heathrow.

Jerome Davis, executive vice president and chief revenue officer for the Metropolitan Washington Airports Authority, said the service would provide “a new choice” for travelers.

“We look forward to supporting Primera Air’s growth as we continue to solidify Dulles International Airport’s strong position as the Washington region’s premier gateway to the world,” Davis said.

Initial airfares for Primera Air flights start at $199 each way. Flights will operate each direction on Tuesdays, Wednesdays, Thursdays and Fridays, utilizing Airbus A321neo aircraft with 16 premium-economy and 182 economy seats.

The airline plans to also offer service from New York, Boston and Toronto to Europe.

In honor of his work on this case, Van Eaton received the 2017 Federal Employee of the Year Award from the Samuel J. Heyman Service to America Medals.

Hospital Continued from Page 1 George Mason Drive in Arlington since its opening in the early 1940s – late last year filed paperwork seeking rezoning and site-plan amendments for a parcel just north of its campus, long owned by the county government and dubbed the “Edison Street site.”

The hospital plans to put a 95-foothigh, 240,000-square-foot medical-office building and a 2,087-space, mostly aboveground parking facility on the Edison Street site.

Approval of the zoning changes to make that happen is needed before the long-planned land swap between the hospital and the government can move forward.

“We’re in desperate need of the additional beds” that will be accommodated on the larger campus, Stanton said. State regulators already have approved the hospital’s request for expansion, another procedural hurdle.

The estimated value of the county’s Edison Street parcel is about $12.6 million; under terms of the land-swap agreement, the local government could seek money, land or a combination of the two from the hospital in compensation.

County Board members last year an-

nounced they wanted to obtain an 11.6acre, hospital-owned tract on South Carlin Springs Road, which has an estimated value of about $10 million. The county could pick from a number of smaller hospital-owned parcels along Lee Highway, or take cash, to make up the roughly $2.5 million difference.

“It seems to me kind of pretty simple” to finalize the details, Stanton said.

County Board Chairman Katie Cristol agreed that negotiations over the land swap likely will not be too complicated.

But as for the overall project, there remain many questions to be asked and answered, she said.

“It’s a little challenging,” Cristol said.

“There are a lot of issues for discussion.

The community’s in the thick of it.”

With the project moving forward, the hospital has tapped Charles Fletcher to oversee the construction project. Fletcher, who joined the hospital staff in 2012, has

been promoted to vice president of support services.

“Charles is a proven leader,” hospital CEO James Cole said. “He brings a dedication and a drive to succeed, and is always thinking of how the built environment can contribute to better health and wellness for hospital staff, patients and families.”

As currently envisioned, the project would bring the expanded, 21.6-acre hospital parcel to just over 1 million square feet of interior space, for a floor-area ratio of 1.09 – a level of density slightly below what is allowed by Arlington zoning for the site.

Iacomini acknowledged there would be areas of contention as the plans are fleshed out. But, in the broad picture, expansion of the facility would be a positive thing.

“Having a good hospital . . . is a benefit to the community,” she said.

De la Pava’s predecessor, Frank O’Leary, conceived the competition as a way to add some spice to often humdrum decal designs. She continued it upon O’Leary’s retirement.

The 191 submissions for 2018 were winnowed down to the four finalists by a panel of notables that met in December.

Voting for the winner then took place online, and was open only to county residents.

“It comes from all areas of Arlington,” de la Pava said of voter participation. “All

the nooks and crannies. Except the cemetery.”

The treasurer’s office uses an instantrunoff system to determine the winner. If no design garners 50 percent of the ballots cast – none did this year – the lowest-scoring finalist is eliminated and votes for that design are reallocated as directed by voters.

That would include, presumably, Jefferson Davis Highway, which received its name in the 1920s from the General Assembly. In Arlington, the north-south highway runs through Crystal City.

Local officials in Arlington over the past decade have seemed half-hearted in their desire to see the name of the Confederate president removed from the highway, but their rhetoric has intensified over the past year. The same officials are also interested in removing the name of Confederate general Robert E. Lee from the portion of U.S. Route 29 that travels from Rosslyn west to the Fairfax County line.

“Sometimes, things take multiple tries,” she said.

Arlington officials could take their case to the Commonwealth Transportation Board, which – depending on how you read the law – might have power to change the name on its own authority.

The opinion from the attorney general’s office takes no position on whether that board, or the legislature, is the appropriate place for local officials to go.

Any help Arlington might have hoped for from Republicans in the General Assembly may have evaporated when Democratic candidates in Arlington made highway name a campaign issue – albeit a minor one – in 2017.

But that may not have mattered: Many legislators in Richmond, particularly but not exclusively Republicans, seem to have a reflexive animus against both Arlington specifically, and in giving up any of the extensive control they wield over the commonwealth’s counties, cities and towns.

An advisory opinion by the state attorney general’s office several years ago con-

cluded that, due to vagaries in state law, while Arlington does not have the standing to change the name of Jefferson Davis Highway within its boundaries, neighboring Alexandria does.

A task force convened by the Alexandria city manager last year has recommended that the name of the road be changed to “Richmond Highway” – the same as it is known in Fairfax County.

“We are in the process of finalizing that report, and the next step will be a recommendation to City Council from the city manager,” said Alexandria government spokesman Craig Fifer.

(The Alexandria committee included two Arlington representatives, with the hope that the neighboring jurisdictions could come to a consensus on a name.

The idea that the road be known as “Richmond Highway” throughout Northern Virginia also seems to have support of a number of local state legislators.)

The opinion by the attorney general’s office doesn’t have the force of law. But it, coupled with the Senate’s rejection of Favola’s bill, would make it politically dangerous for Arlington officials to try an end-run around the legislature.

Last year, then-County Board Chairman Jay Fisette said the local government wasn’t prepared to go to war with the General Assembly over the issue of highway names.

“Arlington is committed to seeking the authority from the General Assembly,” Fisette said in August, during the last months of what had been a 20-year County Board career that ended in December.

It was a big bounce-back victory.

With a solid performance in a 68-59 road win over the McLean Highlanders Feb. 2, the BASKETBALL on WashingtonLee Generals successfully responded following a lopsided loss to South Lakes in its previous boys high school basketball game.

With the win, W-L (14-5, 6-2) has clinched second place in the Liberty District, behind South Lakes (8-0).

“We told the players to flush it, because we didn’t want that South Lakes game to get in the way of McLean,” WashingtonLee coach Bobby Dobson said.

Against McLean, the Generals were led by the scoring of guards Chris Ozgo and Anthony Reyes, who combined for 41 points and seven three-pointers. Reyes scored 23 and made five threes. Ozgo had 18 points, made two threes, and added six assists.

Yorktown Diver Wins Region, Girls Team Third DAVE FACINOLI Staff Writer

Hannah Karlin and Emma Bulger have been trading diving victories in recent months.

In last week’s competition, Karlin got the upper hand when the Yorktown School SWIM & DIVE High senior won the Northern Region 6D girls diving championship at Oak Marr RECenter. Karlin won the event with a 410.65 point total.

Bulger, a South Lakes High senior, was second with 391.05.

A week earlier, Bulger had won the Liberty District title with Karlin second.

Over this past summer season when diving for Pinecrest pool in Herndon, Bulger won the senior division at the Northern Virginia Swimming League’s all-star event, with Karlin of Overlee pool finishing second.

“I went into the [region] meet trying to do my best and improve from last year,” said Karlin, who was fourth in 2017. “It was a nice surprise to win.”

Karlin said she opened and closed the meet with two solid dives, and was confident throughout the competition.

“My goal was to have a consistent performance. I tried to think about each dive one at a time and not look ahead,” she said. “I didn’t even know where I stood

until the end. It came as a total surprise that I won.”

Also at the recent region 6D diving meet from Yorktown, junior Annika Creedon was sixth and junior Laine Stoker placed 12th. Washington-Lee’s Alex Burnham was 14th.

The performance by the Yorktown divers helped the Yorktown girls team finish third in the region swim and dive meet at Oak Marr, with the swimming finals held Feb. 3.

Whether it’s looking at a high school’s Twitter, Facebook or athletic Web pages, so much news and facts are featured on those sites. There are scores and results; schedules; information about college signings; updates about local athletes in college; significant milestones like a 100th career victory in wrestling, a 1,000th point scored in basketball, a 500th kill in girls volleyball; swimming and track and field records; the specific attire to wear for those large student cheering sections; and much more.

In addition, there are so many individual Twitter sites of athletes and coaches to check, it’s impossible to keep up or have room in a sports section to publish all the news. A scribe could spend hours checking. So it’s best to hit the big ones, like the high school pages, to pick out those top highlights – maybe glancing at an individual site if directed that way.

It’s not just high school, either.

Many youth leagues now have various social-media sites. The Northern Virginia Swimming League has a big Twitter following, listing significant accomplishments and photos of swimmers. Many local baseball Little Leagues have their sites.

One concern about all of these sites is whether the vast information is accurate. Some are more trustworthy than others. If a school or league administrator or coach is responsible for the updates, they are usually very accurate. Otherwise, the facts should be checked.

Another complaint is regarding incomplete information. This happens all the time. A site will mention that a team won, lost and played well, but give no score.

By a slim 0.25 margin, the McLean Highlanders nipped the Yorktown Pato win the GYMNASTICS triots Liberty District girls gymnastics championship Feb. 1.

McLean’s team score in the high school event was 143.9. Yorktown had 143.65. The host Washington-Lee Generals were third with a season-best 136.65 total.

“We knew it would be pretty close, because Yorktown is very good,” said McLean coach Courtney Molle, whose 2017 squad won district, region and state titles. “We weren’t thinking about a total team score. The girls were focusing on hitting their routines to get the best individual marks they could.”

Yorktown coach Joanne Price explained that the 0.25 margin is so close it accounts to one extra step on the floor exercise by a gymnast, an extra swing on the uneven bars or bobble on the balance beam.

“It’s disappointing to be that close and not win, but we improved our season-best team score tonight by threeand-a-half points. So we are happy about that and to be that close against the defending state champions,” Price

Washington-Lee coach Joe D’Emidio was pleased with his team’s performance, saying the squad’s goal was a 135 total, then they did better.

“They hit on all cylinders and had a

good meet,” D’Emidio said. “We don’t have any complaints.”

Washington-Lee was led by the sixthplace all-around score of Katie Webster (34.725) and a 10th by Maddie McCarthy (33.325).

Also scoring for W-L were Ela Wyman, Desta Sahle, Bella Golden, Sofia Koppy and Rachel Bradley.

Mowery, Green, Kambhampaty and Lachlan Flatin swam on that relay.

For the boys, Matea Mladenovic was second in the 200 freestyle and third in the 500 free, Connor Sughrue was third

in the 100 butterfly and fourth in the 20 individual medley, and James Brady was fifth in the 100 free.

Wakefield’s 400 free relay boys team of Mladenovic, Sughrue, Brady and Aleksei Dudley was second and that same foursome was fourth in the 200 free relay. In boys diving, James Clark was second. The boys were fourth.

The Wakefield girls placed sixth and were led by Emily Andrews. She was second in the 100 backstroke and fourth in the fly.

In girls diving, Antonia Kotliarov was second.

High School Roundup DISTRICT TRACK & FIELD: At the Liberty District boys track and field championships, Washington-Lee High School’s Jonny Jackson won the 1,600 meters in 4:32.55 and was second in the 3,200, Jabari Benett won the shot put with a long throw of 62-2, Matthew McKnight was second in the high jump and the 4x400 relay was second.

For the W-L girls. Rebecca Stewart won the 55 hurdles (9.03) and was third in the triple jump and third in the 300 dash, Eva Smith-Perry was third in the 3,200, the 4x400 relay was second and the 4x800 third.

For the Yorktown girls, Katherine Cressey was second in the shot put and Jacob Knight was third in the boys 55 hurdles. n For the Wakefield boys in the National District track and field championships, Xavier Taylor won the 500 dash (1:08.04) and was second in the 55 dash and long jump; Josh Sutton won the high jump (5-7); the 4x200 relay won in 1:39.89, the 4x400 relay won (3:36.0), and Louis Delcore was third in the 55 hurdles.

Daniel Jewell, Lincoln Calfee, Isaiah Mefford and Kirk Graham made up the 4x200 relay. Delcore, Mefford, Taylor and Avery James Moore made up the 4x400.

For the Wakefield girls, Cierra Jenkins anchored the second place 4x200 relay.

BOYS BASKETBALL: About a mile apart and at roughly the same time Jan. 30 in Arlington, the Bishop O’Connell Knights and Yorktown Patriots won in last-second dramatic fashion in boys high school basketball action.

O’Connell (17-5, 8-3) defeated the visiting DeMatha Stags, 65-62, on a late baseline shot by Charlie Weber in a Washington Catholic Athletic Conference game. Yorktown (6-14, 3-5) nipped the visiting Langley Saxons, 51-49, on a follow shot by Davis Patterson at the buzzer in a Liberty District contest.

The win was Yorktown’ third in a

four-game stretch.

Patterson’s layup was a putback off a running jumper in the lane by Ryan Van Kirk.

“We designed the play, but Davis made a big play at the end,” Yorktown coach Joe Reed said. “We didn’t design that.”

Matt Coulam led Yorktown with 20 points, making four three-pointers. Davis scored 13 and Aidan Stroup 10, with two threes.

“We have been taking better care of the ball,” Reed said about Yorktown’s string of success. “We have to do that. I think our struggles early have helped the guys understand their roles more now.

We are showing what we can do.”

Yorktown lost its next game to South Lakes, 57-23, trailing 14-2 after the first period. Coulam scored 10.

In O’Connell’s win over DeMatha, Weber finished with 14 points and six rebounds. Xavier Johnson had 21 points and four assists, Matt Becht scored 17 and Ayan Teel had nine points and four assists.

O’Connell lost at DeMatha, 73-53, earlier this season.

In its next game, O’Connell routed St. Mary’s Ryken, 90-60. Johnson had 23 points and 10 assists for a doubledouble, Becht had 22 points, Weber scored 20 and Jahman Banks had eight points and nine boards. n In a Jan. 30 girls game, the host Wakefield Warriors (12-7, 6-4) defeated Falls Church, 57-51, in overtime in National District action. Jayela Lopez had a double-double to lead Wakefield with 12 points and 12 rebounds. Hannah Foley had 16 points and made a key late three-pointer, and Trinity Chambers was 6 of 6 from the foul line.

Lopez had another double-double with 17 points to go with 15 rebounds in six blocks in Wakefield’s 61-38 win over Massaponax on Feb. 2. Jami Tham added 17 points and seven boards and Foley scored 10 and had six assists.
