2018 Session Already on the Minds of Local Legislators SCOTT McCAFFREY Staff Writer

There’s still the not-inconsequential matter of a statewide election to get through, but members of the Arlington delegation to the General Assembly have begun polishing their policy proposals and planning for the trek to Richmond in January.

“It’s not just the 60 days [in session] – a lot of our work is our planning,” said state Sen. Adam Ebbin (D-30th), who on Oct. 17 joined a panel discussion about the upcoming session sponsored by the Leadership Center for Excellence.

The town-hall event, now in its second year, is designed to be the political equivalent of speed-dating: After brief introductory remarks, the legislators dispersed to different parts of the room, where attendees could pick which ones to interact with over the course of three 9-minute sessions.

Every time the gong sounded, it was time to mix, mingle and pick a new partner.

State Sen. Janet Howell (D-32nd), the longest-serving among the legislators with districts that include Arlington, said the format was a good one.

“It’s very rare that I have an opportunity to listen to what you care about – I can’t wait to be on the hot seat,” Howell told participants at the start of the event.

As for what the 2018 might bring? “We can’t predict,” Howell said, noting that

not only was the identity of the next governor still unknown, but so was the next lieutenant governor, who presides over a nearly evenly divided state Senate.

Del. Rip Sullivan (D-48th), who represents portions of Arlington and McLean, said he remains in a wait-and-see mode.

“It’s a little difficult,” Sullivan said of prognosticating the vibe of the 2018 session. “We don’t know who all the players are.”

“No matter who the governor is . . . we’ll have a productive session,” said Sullivan, who noted that about 2,000 bills win approval each legislative year, and compared the sprint in Richmond to the standstill on Capitol Hill.

Del. Patrick Hope (D-47th) said he expected legislators in 2018 to try and keep up with changes in what has grown to be called the nation’s opioid crisis, both in terms of prescription medications and those purchased illegally.

“Heroin is a much cheaper drug, and it’s much more accessible,” Hope said of a major change in Virginia. “It’s growing so rapidly . . . a lot of it is in urban areas.”

Issues brought up during the give-andtake sessions were varied, from legislative redistricting and economic development to paid family leave and the future of the Metro system.

energy and other matters.

Lopez is the only member of the Arlington delegation to face a political challenge this year; he is competing against Republican Adam Roosevelt in the Nov. 7 election. Arlington’s other three delegates are unopposed, and state senators do not face the voters until 2019.

Assuming he wins a new term, Lopez said one of his missions in 2018 will be to educate downstate lawmakers about issues of concern in his ethnically diverse district. As he phrased it: “Explaining the rich tapestry of what Virginia’s becoming to people who don’t see it, or don’t want to see it.”

Governors come and go at regular four-year intervals, but major issues are tackled regardless of who occupies the post, Favola said.

“Education will be an initiative [in 2018] no matter who wins,” she said.

As for other agenda items, “part of it will depend on the gubernatorial election,” acknowledged Favola, who served on the Arlington County Board before winning election to the state Senate in 2011. She is the only member of the delegation to have held local office prior to service in Richmond.

With Democrats heavily outgunned in the House of Delegates, local legislators need to be willing to take half a loaf and find partnerships where they can, Levine said. He pointed to work he had done with state Sen. Amanda Chase (RMidlothian) as co-chairs of the legislative transparency caucus, which aims to bring more openness in the public process.

“We don’t agree on much, but we do agree – strongly – that you have a right to know what’s going on,” Levine said.

United Bids Farewell to Its ‘Queen of the Skies’ Dulles Is Backdrop as Airline Sends Its Last Boeing 747s Into Retirement

The last United Airlines Boeing 747 to land at Washington Dulles International Airport touches down Oct. 19. The airline had used various versions of the aircraft for nearly 50 years.

If the sheer mass, graceful sleekness and awesome power of a Boeing 747 do not inspire wonder, little else can.

The world’s most iconic jumbo jet, which has been leaving four-pronged contrails across the world’s skies for the last 47 years, is being edged out by modern planes, but still attracts gawkers.

A common question of those who’ve seen the aircraft up close: How can anything this big get off the ground?

United Airlines bade farewell to its 747 flights at Washington Dulles International Airport Oct. 19 when a 747-400, which had left from the airport that morning on a victory lap, touched down shortly before noon and rolled up to its gate under a water-cannon salute from two fluorescent-yellow fire trucks.

“Every pilot who flies this plane, it either is or has become their favorite plane,” said Capt. David Smtih, pilot of the last Dulles flight. “This plane was designed with the slide rule of the 1960s by some amazing engineers from this country who built this plane that almost 50 years later has truly withstood the test of time.”

United has been holding ceremonies around the country to herald the retirement of its 747 fleet. The final flight will be on Nov. 7 between San Francisco and Honolulu.

“When you see this gigantic plane and its beautiful curves, you just want to fly it,” said First Officer Bob Olea. “When I was a kid, 17 years old, I thought, ‘Boy, if I ever become an airline pilot, This is the plane I want to fly. This is at the top of the heap as far as what you want to be as a pilot.”

The 212 United Airlines staff members aboard the flight won their seats via lottery.

Debbie Best, who worked on 747s decades ago as a flight attendant, said she always had been awed by the plane’s size.

“It made you feel a lot more pride,” she said. “It was a unique aircraft, very iconic.”

United’s 747 fleet either will be sold to other airlines or parked in an aircraft “boneyard” near Las Vegas. Some retired 747s have returned to the skies as freighters, and at least one has been used as a tanker for fighting forest fires. Some airlines, such as Germany’s Lufthansa, still are buying 747s, including the new 747-8, which is the world’s longest passenger aircraft at 250 feet 2 inches.

Airline safety continues to improve, Smith said.

“People have become accustomed to the fact that you get on a plane, you end up somewhere and there’s no issue,” Smith said.

“It wasn’t always that way,” he said.

“Over the years, thanks to the work of a lot of good people, it’s [become] the safest form of transportation. People always ask, ‘What’s the sketchiest situation you’ve ever been in?’ The answer is always, ‘Driving to or from the airport.’”

Mike Frank, who flew 747s for United for three years, said the plane is highly maneuverable and pilots soon get used to the higher aspect of its elevated cockpit.

Still, the plane poses some challenges.

“It’s got a lot of inertia,” he said.

“You’ve got to plan ahead a little more.

You need more room to get off the ground and stop.”

The 747’s hydraulically boosted controls do not require much exertion, Smith said. “You can literally fly it with your fingertips,” he said.

Laurian Cannon, who served as purser on United’s final 747 flight at Dulles, said the 747’s cabin was roomier than tighter ones on modern planes.

“It’s sad to see it go,” she said. “It represents the glamour of flying.”

Olea, who has flown about 10,000 hours in 747s over the past 14 years, said pilots and crew members will miss the unique aircraft.

Olea’s verdict: “It’s a sexy beast,” he said.

Area Legislators Prep to Win Extension of Tourism Tax SCOTT McCAFFREY Staff Writer

Members of the Arlington delegation to the General Assembly appear ready to roll the dice when it comes to the county’s ability to tax hotel stays and use the revenue for tourism promotion.

The always-contentious measure comes up for review in Richmond early in 2018, two years after the General Assembly grudgingly returned, for a 24-month period, Arlington’s ability to impose the tax.

For the upcoming session, which opens in January and will run for 60 days, “we’re putting in a bill to lift that sunset [provision],” said Del. Patrick Hope (D-47th), who will lead the effort in conjunction with state Sen. Janet Howell (D-32nd).

It may be an uphill battle: Ever since the General Assembly first approved Arlington’s imposing a surtax on hotel stays in the early 1990s, it has added time limits. The result: Every few years, Arlington needs to come hat in hand to the legislature to seek renewal.

And it may be a walk on a tightrope, as asking for a tax without the sunset potentially could endanger the measure entirely.

As “special” legislation (because it applies just to one jurisdiction), the patrons need to win a two-thirds majority in each house to get the bill to the governor’s desk.

At stake is about $1 million a year in

funds that help support Arlington Economic Development’s efforts to attract tourists and business travelers to the locality. County officials say the funding helps to solidify Arlington’s standing as having the highest tourism/convention spending annually among Virginia’s 133 counties and cities.

State Sen. Barbara Favola (D-31st) said the beauty of the tax is that it is paid by visitors but benefits the local economy.

Both Favola and Hope were speaking at a legislative preview, sponsored by the Leadership Center for Excellence and held Oct. 17 at WETA’s Shirlington headquarters.

Arlington’s authority to levy the tourism tax dates to 1991, and for two decades had been routinely – though not always joyfully – reauthorized by state legislators. But in 2011, lawmakers of both parties were outraged by a County Board lawsuit against state and federal officials over transportation, and allowed the taxing authority to lapse.

In 2013, once passions had cooled, both houses of the General Assembly approved restoration, but the measure was vetoed by Gov. McDonnell. For several subsequent years, Arlington officials opted not to resurrect the proposal.

In 2016, with the backing of the Arlington Chamber of Commerce, two identical versions of the measure made it to Gov. McAuliffe’s desk, although not

without opposition along the route: • The House of Delegates voted 78-22 in support of legislation that previously had won approval on a 29-10 vote in the state Senate. It had been patroned by Howell.

• The state Senate voted 30-10 to support a similar bill that previously had won passage in the House of Delegates on a 74-25 vote. It had been patroned by Hope.

Part of the easing of tensions came about after the departure, in 2014, of Arlington County Board member Chris Zimmerman, who seemed to serve as a lightning rod attracting hostility to Arlington among legislators in Richmond. Part of it came from election to the County Board of Republican-leaning independent John Vihstadt, who toiled behind the scenes to help get the measure passed.

Despite resurrecting the tax, state leaders kept the county on a leash: Arlington officials were told to come back again in two years to seek reauthorization of the legislation, something few if any other jurisdictions across the commonwealth must do.

County Board members in the spring of 2016 authorized reimposition of the tax, which went into effect July 1 of that year. At the time, Arlington officials said one of their goals for the funding was to promote Arlington as a destination within China.

Kate Bates, president of the Arlington Chamber of Commerce – which traditionally has supported a sunset clause – said the business group considered the pros and cons and has opted to support eliminating it this time around.

“We have developed an enhanced partnership [with the county government] which provides the hospitality community additional measures for permanent input into the tourism-funding allocation,” Bates told the Sun Gazette.

Hope said it was unlikely the choice by voters of a new governor on Nov. 7 would impact the trajectory of the legislation early next year, although Virginia’s chief executives have the power to both amend bills or, as McDonnell did in 2013, veto them outright.

While the Arlington hotel industry was hard-hit during the recession, it bounced back quickly both in overall occupancy rates and average nightly room rates. A healthy hotel industry benefits the county government, as hotels bring in more tax revenue per square foot than virtually any other kind of residential or commercial property.

The Arlington County Board in November will unveil its draft legislative package for the 2018 General Assembly session, with approval set for December.

The Arlington Chamber of Commerce is expected to approve its own legislative package by the end of the year.

Our View: Gillespie Will Get Virginia Moving Again In an era of divisive politics and mud-slinging, Virginia’s gubernatorial campaign has been refreshing.

Despite the occasional TV commercial to the contrary, the two candidates appear to genuinely like and respect each other.

Their debates have generally ENDORSEMENT been civilized discussions about important policy issues. If you looked up “Virginia gentleman” in the dictionary, there’s a good chance you’d see a photo of Ralph Northam or Ed Gillespie.

Gillespie, the Republican, catapulted to statewide prominence three years ago when he nearly upset U.S. Sen. Mark Warner, but he has had a tough road this year. He barely held off a primary challenge from Corey Stewart and is fighting an uphill battle against a Democratic base motivated by opposition to President Trump.

Northam, meanwhile, has mastered a folksy aw-shucks persona and makes it a point to learn the names and backgrounds of people he meets. And although he seems like a nice guy to have a drink with, that’s not a good basis for an electoral decision.

Rather, one should look at the policies and proposals of the candidates. And in that regard, there’s a clear favorite.

While Northam talks in vague generalities about what he’d do if elected governor, Gillespie is very specific. While Northam says he would “bring people to the table” to identify solutions to Virginia’s challenges, Gillespie literally placed a thick binder of proposals on the table – developed in part by key leaders he already brought together.

And we agree with Gillespie on one key factor: Virginia used to be among the country’s leading states for economic growth, but has clearly fallen off in recent years. This is not necessarily the fault of the current administration – it’s due to outside issues such as sequestration – but pretending it doesn’t exist will not turn it around. Federal spending is not likely to suddenly start

growing again – or even become more predictable – and Virginia clearly needs to find other ways to boost its economy.

As Gillespie said during his endorsement interview, we can either be the southern-most Northeastern state or the northernmost Southeastern state. No offense, but we’re not fans of Maryland, New Jersey, New York and their ilk.

We don’t agree with every one of Gillespie’s very detailed proposals, which cover 20 different topics, but at least we know what he stands for and what he’ll try to accomplish. We like the idea of a small tax cut, as long as it doesn’t result in a reduction of important state services. We’re all about streamlining regulations and ensuring that every valuable transportation dollar is well-spent. And we applaud his break with right-wingers to push for long-overdue criminal-justice reform.

All that said, we’re not big fans of Gillespie’s campaign ads that try to link Northam’s “no” vote on a bill targeting so-called “sanctuary cities” as opening the door to MS-13 gangs.

We agree that communities should work with the federal government to deport illegal immigrants who have committed crimes, but these ads are seen as an attempt to frighten conservatives slow to support Gillespie’s campaign by appealing to their basest instincts. We hope this kind of vitriol does not set a tone for a Gillespie administration. We’ll take the binder full of common-sense policies, not another trip through the right-wing quagmire that made Virginia synonymous with transvaginal ultrasounds and sent North Carolina spiraling through a mess of lost jobs and economic opportunity after passage of HB 2.

With that caveat, and with the right focus, we believe Ed Gillespie is the right gubernatorial candidate to get Virginia growing again.

Use Park Space for Parks, Not Other Uses Editor: A few years back, using tax dollars and bond money earmarked for parks, the Arlington County government purchased five properties adjacent to Jennie Dean Park to add to the overall park inventory.

The space acquired with bond money is ideally suited for use to complement the existing park. The new space could add to the inventory of peaceful green space in the corridor, something that many Arlingtonians – including

residents of Nauck, Shirlington and adjacent neighborhoods – have asked for time and time again.

However, some in the Four Mile Run Valley Working Group have strayed from the charge and are actively working to re-purpose this property as an ill-defined and unfunded “arts district.”

For reasons not made clear, proponents seem focused on locating the arts district in space previously suggested as new park space.

The Arlington Soccer Association

(ASA) supports the arts in general, but in this specific instance, ASA opposes attempts within the Four Mile Run Valley Working Group process to re-purpose this new open space.

Let’s use park space for park purposes, taking advantage of the ability to add to the green-space inventory.

VDOT Is Acting Intolerably When It Comes to I-66 Editor: The changes proposed for Interstate 66 inside the Beltway will have a significant impact on many Arlingtonians, and need to be discussed rather than just imposed from above by the Virginia Department of Transportation.

Currently, the HOV hours on I-66 are 6:30 to 9 a.m. and 4 to 6:30 p.m.

This is inconvenient but (barely) workable for those who need to get to jobs or

home but do not have situations conducive to carpooling.

The new proposed hours are 5:30 to 9:30 a.m. and 3 to 7 p.m. These hours are completely unreasonable for ordinary working people.

Are we slackers if we do not want to start work before 5:30 a.m. and work until after 7 p.m.? The entire management of VDOT should be forced to work these hours, and see how they like

Furthermore, these hours are not needed. I often take I-66 westbound just after 6:30 p.m., and the traffic is not that bad.

So, if traffic is not the issue, the only remaining motivation for these new hours is greed. This is an unacceptable reason, and should not be tolerated.

Independent Arlington County Board candidate Charles McCullough has been endorsed by the Working Families Party, a national political organization that aims to elect progressive leaders to office.

M c C u l l o u g h ’s campaign “is about making sure everyone has a voice and making sure Arlington County truly works for all working families, not just the wealthy,” said Joe Dinkin, a spokesman for the party.

Dinkin praised McCullough’s “bold and transformative vision for change.”

McCullough, an attorney and firsttime candidate, is on the ballot with Democrat Erik Gutshall and independent Audrey Clement. The winner on Nov. 7 will succeed Jay Fisette, who has served in office for 20 years and did not seek a sixth term.

Gillespie Aims to Work on CriminalJustice Reform: The Republican candidate for governor says he is willing to buck his party’s traditional views on criminaljustice reform, even though he acknowledges it could be a “tough sell” with the GOP’s majorities in the state Senate and House of Delegates.

Among Ed Gillespie’s policy proposals: Allowing Virginians to have two convictions for marijuana possession before facing major sanctions.

Minor possession of marijuana one or two times “should not be criminal,” Gillespie said in an Oct. 23 roundtable with editors of Northern Virginia Media Services, the parent company of the Sun Gazette. And he supports decriminalization of marijuana for medical purposes.

Gillespie also wants to see the threshold for felony theft raised from $200 to $500.

“That’d be a [tough] sell – but I’ll make the case,” he said during a 45-minute discussion that touched on most of the major issues in the campaign.

In the interview, Gillespie stayed closer to Republican ideology in declining to back proposals for so-called nonpartisan redistricting of legislative and congressional boundaries. He said he’d be open to consider the proposal, pushed by Democrats, but voiced skepticism that boundaries drawn by a committee would be demonstrably more fair than those drawn by the legislature, as is now the case.

Asked to find nice things to say about departing Gov. Terry McAuliffe (D), the Republican nominee pointed to two: the governor’s efforts to address the growing rate of opioid and heroin dependency – “I appreciate what he’s done,” Gillespie said – and efforts by Gov. McAuliffe and his wife, Dorothy, to address hunger issues

across the commonwealth.

Northern Virginia Media Services editors sat down with Gillespie’s Democratic opponent, Ralph Northam, for a similar roundtable on Oct. 16. Libertarian Cliff Hyra also is on the Nov. 7 ballot.

Most polls have shown Gillespie running behind Northam in the governor’s race, but that also was the case three years ago, when the Republican nearly pulled off a major upset of U.S. Sen. Mark Warner (D-Va.). In that race, Gillespie scored 48.3 percent of the vote, holding Warner to 49.1 percent.

Arlington Notes ANIMAL WELFARE LEAGUE STAFFER NAMED TOPS IN COMMONWEALTH:

Jennifer Toussaint, animal-control chief for the Animal Welfare League of Arlington and the county government, has been honored as the Dr. Kent Roberts Animal Control Officer of the Year by the Virginia Animal Control Association.

The award was presented at the state organization’s annual conference, held Oct. 19 in Virginia Beach.

Toussaint has been with the Animal Welfare League since 2012 and has been Arlington County’s Animal Control Chief since July 2016. Her department provides services to Arlington residents 24 hours a day, 365 days per year, handling issues related to domestic pets and wildlife.

The office also prepares cases for the commonwealth’s attorney under Virginia’s dangerous-dog code. From July 2016 to June 2017, Chief Toussaint personally prepared 12 dangerous-dog cases that resulted in seven convictions, additional citations and pending cases.

Chief Toussaint “excels in customer service, adheres to the highest standards of honesty and integrity, and consistently shows compassion for her animal and human clients,” County Board Chairman Jay Fisette said. “Further, she is committed to training her officers to ensure they provide the same level of excellent service to the human and animal community.”

Samuel Wolbert, the new president and CEO of the Animal Welfare League of Arlington, said the award “reflects Chief Toussaint’s leadership and dedication to all animals, and it is indicative of the exemplary animal-control services we offer the residents of Arlington.”

After a public viewing period, the structures will be “de-canstructed” and donated to the local food-assistance organization.

School Board Auditor Will Tackle Construction Costs SCOTT McCAFFREY Staff Writer

The Arlington School Board’s internal auditor plans to take a crack at a vexing question: Why does it cost so much more to build a school in Arlington than elsewhere? Or does really cost that much more, after all?

Comparing school construction costs will be part of the work plan of John Mickevice, who on Oct. 19 outlined his 2017-18 efforts to the School Board.

School officials have agreed to hire an adviser to help Mickevice study schoolconstruction costs. He told School Board members he plans to take an apples-toapples approach.

“We want the consultant to find school districts that are comparable,” Mickevice said, apparently meaning those with similar extensive community-engagement processes and a focus on environmental sustainability.

School-construction costs represent “a question that we, and the County Board, get on a regular basis,” said School Board member Nancy Van Doren.

That Arlington’s school-construction projects come with high costs attached is hardly a surprise. To cite one example: A 2010-11 Virginia Department of Education report compared the cost of the

new Wakefield High School with the two other high schools under construction in Virginia that year, and found Arlington’s costs were significantly higher.

Wakefield cost $202.56 per square foot compared to $148.74 for a new high school in Loudoun County and $120.64 for a new high school in Clarke County, according to state data. On a per-student basis, costs were $40,681 for Wakefield, $31,080 in Loudoun and $26,357 for Clarke County.

(And while they were not built at exactly the same time, Wakefield’s construction was also significantly more expensive than Alexandria’s new T.C. Williams High School, located just a few miles to the east.)

“We think we have good explanations” for the higher costs of various projects, Van Doren said. “This will be an excellent opportunity to look into that.”

Tim Wise, president of the Arlington County Taxpayers Association (ACTA), said he was gratified that the auditor was taking a look at the situation – and unlike Van Doren, he questioned whether the school system’s explanations for high costs were valid.

“ACTA has frequently pointed out the high cost of new construction,” Wise said.

APS Pressed for In-Depth Analysis of Its Dropout Data SCOTT McCAFFREY Staff Writer

An Arlington School Board member is pressing school-system staff to go beyond standard ethnic and racial labels in an effort to determine who is dropping out of school, and why.

“Break it down just a little bit further,” pressed board member Tannia Talento during an Oct. 19 briefing by staff.

Talento noted that there are major differences between students who are nativeborn Latinos and those who are Hispanic immigrants arriving with little knowledge of English. The same is true for nativeborn African-American students and immigrants from Africa.

“Their needs are different,” Talento said, encouraging staff to work more aggressively in data-collection and analysis.

By doing so, “APS could be an example for the country,” she said.

When it comes to high-school graduations, 2017 proved to be the best of times, and the worst of times, for Arlington Public Schools: • The school district recorded the most high-school graduates in its history, or at least since the peak of the Baby Boom more than four decades ago.

• But the district also saw the highest number of dropouts (101) in four years,

a figure that is up from 61 just two years ago.

“We’ve got a number of challenges,” Superintendent Patrick Murphy said, while noting that the 101 number could come down slightly as the school system entices some dropouts to return to class.

Murphy has made reducing the dropout rate a key component of his tenure, and for a time efforts seemed to be working well: The number of students recorded as dropouts declined from 157 in 2010 to 140 the next year and then 135, 103 and 82 before bottoming out at 61 in 2015, according to figures reported by the Virginia Department of Education.

But it then rose to 81 in 2016 and 101 in 2017, although Margaret Chung – principal of the Arlington Career Center – said the rate was “holding steady” over the long haul and had been moving in “an overall positive trend over time.”

Chung said a surge of new arrivals, many of them unaccompanied minors from Central and South America, had brought the school system a corps of students who, when they turn 18, often drop out to enter the workforce full-time.

Candidates for Attorney General Square Off at Forum BRIAN TROMPETER Staff Writer

The two contenders for Virginia attorney general laid out differing visions at an Oct. 20 debate in Lansdowne and accused each other of being too ideological.

Incumbent Attorney General Mark Herring (D) said he had worked to combat opioid abuse, required that the backlog of physical-evidence recovery kits (PERKs) in rape cases undergo testing, provided debt relief and restitution to military families and seniors, and fought for Virginians’ health-care access.

“I am a pro-business, pro-opportunity attorney general,” said Herring, who formerly had a private law practice and served on the Loudoun County Board of Supervisors and in the state Senate.

“I’m running for re-election to help keep Virginians safe, to lend a helping hand to those who need it. I believe the attorney general is the people’s lawyer and I am accountable to you.”

Republican John Adams, a first-time candidate, touted his service in the U.S. Navy and as a lawyer and vowed to get the politics out of the attorney general’s office.

“In my life, in the real world, what matters are results and actions, what actually happens,” Adams said. “So when I was a naval officer, if you didn’t do your job, people would get hurt or killed. When I

was a federal prosecutor, if you didn’t do your job, dangerous people would be put back out into our community. And as a lawyer in private practice, if I don’t do my job, my clients go somewhere else.”

The candidates wasted little time in going on the attack. Adams said Herring had taken positions opposite the state’s laws regarding voter identification, “right to work” rules and one [since superseded by a U.S. Supreme Court ruling] regarding same-sex marriage.

Herring countered that former Virginia Attorneys General Ken Cuccinelli and

Jerry Kilgore, both Republicans, had on occasion declined to enforce certain laws.

Herring added he’d only refused to enforce the same-sex-marriage law because it went against a fundamental right. Virginia has a long history of being on the wrong side of landmark civil-rights cases, such as those involving school segregation, interracial marriage and gender-inequality in higher education, he added.

Adams said it was unacceptable for the attorney general to side with the opposition just because he thought the Supreme Court would overturn the ruling.

“Virginia had taken a legal position and Virginia was entitled to have its attorney general defend the case,” Adams said.

The attorney general said Adams opposes gun-violence-prevention measures and would like to ban abortion outright, restrict women’s access to birth control, roll back same-sex-marriage rights and repeal the Affordable Care Act. “He wants to be the lawyer of the Republican caucus down in Richmond,” Continued on Page 26

President Trump’s recent executive orders regarding health care may lead to reduced coverage or higher premium costs, panelists said Oct. 13 at the Medical Care for Children Partnership Foundation’s 2017 State of Children’s Health Breakfast.

“I was extremely discouraged,” said Shelby Gonzales, board member of the Center on Budget and Policy Priorities, regarding the president’s announcements the previous day.

Trump’s executive orders outlined national policy objectives that would create pathways for insurers to provide minimal coverage and expand the use of short-term health plans, which offer fewer consumer protections, said Gonzales, who delivered her remarks at the Inova Center for Personalized Health in Fairfax.

Many younger and healthier people might be attracted to those short-term health plans, thus taking away business from more comprehensive coverage programs and causing the financial risk pool to deteriorate, Gonzales said.

MCCP Foundation board member Ann Sullivan, the discussion’s moderator, said Trump’s declarations likely would not take effect for a long time.

“I took it more as a political statement,” Sullivan said, adding that both Congress and the president bore some responsibility for the health-care crunch.

Mary Beth Testa, a policy consultant with Richmond-based Voices for Virginia’s Children, told the audience how the non-profit group works to reduce the immediate effects of poverty and ultimately to eliminate that condition.

The group focuses on racial and economic concerns so all children in Virginia have the opportunity to succeed, Testa said.

Childhood trauma is another of the key issues underpinning the organization’s work.

“We believe we’re at a pivotal time in the commonwealth for really addressing

childhood trauma and building on the momentum of local work and the efforts of direct-service providers to make some policy changes in this area,” she said.

Virginia has made progress, albeit very slowly, in addressing that issue, she said.

Voices for Virginia’s Children leaders remain concerned about poverty in the state. About 44,000 more Virginia children live in poverty now than during the economic recession nine years ago, Testa said.

About 95 percent of children in the commonwealth are covered by health insurance, but roughly 100,000 still are not enrolled, Testa said.

“For children to succeed in school and in life, they have to be healthy,” she said.

Testa urged the audience to vote on Nov. 7 and press political candidates ahead of Election Day for their plans to deal with pressing concerns for Virginia’s children. She left the audience with three messages: • Good things are happening regarding childhood poverty, trauma and health coverage.

• A lot more resources still are needed for those efforts.

• Everyone needs to participate for those initiatives to succeed.

Panelists at the event also briefed the those present on federal, state and local social-services initiatives.

The goal of such programs is to have recipients become self-sufficient, said state Sen. Barbara Favola (D-31st).

Favola also was concerned about mental-health issues in Virginia and lamented that the state had not expanded Medicaid coverage. Doing so would have allowed 75,000 people to be eligible for Medicaid benefits as soon symptoms of mentalhealth problems began to manifest themselves.

Favola also has submitted legislation to provide on-site mental-health services in schools.

“We desperately want to provide more services early on,” she said. “You really don’t have physical health without mental health.”

County Board OKs Modest Renovation of Central Library SCOTT McCAFFREY Staff Writer

Arlington County Board members on Oct. 21 approved funding for a mid-sized renovation of Central Library, which may allow the facility to make it through until county officials COUNTY determine what to do with it NOTES over the long haul.

The $2.89 million project will take a year to complete and may cause some disruptions but will not require a closure of the North Quincy Street facility, county officials said.

Six construction firms submitted bids for the project; TMG Construction was the lowest responsible bidder at just under $1.5 million.

The construction contract includes a contingency fund of 15 percent, which county officials say is right for older buildings. “Some issues cannot be determined until after removal of existing systems and structures,” June Locker of the Department of Environmental Services said in a memo to County Board members.

The total project cost, roughly double the construction contract, includes the contingency as well as project-management, design and furniture costs.

The project will be funded through a combination of bonds, operating capital and a bequest from Arlington resident Rosemarie Bowie, who died in 2013 and left the county government funds for library use.

What happens long-term to Central Library remains to be seen. County officials have included $2 million in the government’s capital-improvement plan to plan for the site’s future, but those funds are not likely to be tapped for five or six years.

The two-story library (with two underground levels of parking) dates to the early 1960s. It has been renovated multiple times through the decades.

A few of the longest-serving employees made remarks at the event. Among them: Debt-program manager Valerie O’Hara noted that, on her watch, the authority has issued more than $17 billion in airport bonds and $2.7 billion in Dulles Toll Road bonds to fund capital projects and reduce debt-service costs.

Following approval by Congress – which continues to own the two airports – the Airports Authority was formed under a compact in 1987 between the District of Columbia and the Virginia state government. The authority’s board includes representation from both jurisdictions, plus Maryland and the federal government.

In addition to managing the two airports under a contract with the federal government, the authority maintains the Dulles Toll Road and manages construction of the Dulles Corridor Metrorail Project.

At the Oct. 18 board meeting, Potter announced he will accept the Washington Airports Task Force’s Williams Trophy on behalf of all Airports Authority employees. The award is being presented to the authority as a body for its facility improvements; progress on making Dulles

more competitive; improving Reagan National; and for strengthening the authority’s reputation, officials said.

The award, established in 1996, is named in honor of Carrington Williams, founding chairman of the Washington Airports Taks Force and a member of the MWAA board of directors. Williams, a McLean attorney and one-time member of the state legislature, died in 2002.

SEAT-BELT USAGE UP IN STATE, BUT REMAINS BELOW NATIONAL AVERAGE:

The percentage of those on Virginia’s roads who buckle up has hit an all-time high, state officials said Oct. 18. But at the same time, they cautioned that those who don’t use safety belts are putting themselves at life-threatening risk.

“As long as Virginians continue to lose their lives because they aren’t wearing their seat belt, our work is not yet complete,” Virginia Department of Motor Vehicles Commissioner Richard Holcomb said in announcing the new data.

According to figures, the percentage of drivers in Virginia using seat belts now stands at 85.3 percent, compared to a state average in recent years of about 79 percent. But it remains below the national average, which in 2016 hit a record 90.1 percent, according to the U.S. Department of Transportation’s National Highway Traffic Safety Administration.

According to federal officials, seat-belt users are 45 percent less likely to be fatally injured if they are involved in a crash.

Eighty percent of those ejected from vehicles in crashes die as a result.

“It only takes a second, and it very well may save your life or the life of someone you love,” Holcomb said of buckling up.

In Virginia, a total of 236 unbelted motorists died in vehicle crashes from Jan. 1 to Oct. 17, according to preliminary data.

According to federal officials, seat-belt use is higher in the West than in the other regions of the U.S., and use continues to be higher (92 percent in 2016) in the 34 states and District of Columbia with laws that make it a primary offense to not wear seat belts.

In Virginia, violations are treated is a secondary offense, meaning drivers cannot be stopped specifically for not using them, but can be ticketed if they are stopped for other reasons.

Nationally, seat belts saved nearly 14,000 lives during 2015 and an estimated 345,000 lives since 1975, according to federal officials.

Survey: Most Realtors Started in Other Work The majority of Realtors self-initiated their career in real estate after previous careers in other areas, and identify strong people skills as the most important trait to be a successful agent, according to the National Association of Realtors new research report, “Choosing a Career in Real Estate: A Perspective on Gender, Race and Ethnicity.”

According to the report, nearly 70 percent of Realtors initiated their career in real estate based on interest in the industry, and almost 20 percent were referred by a friend. Sixty-nine percent of males self-initiated their career compared to 65 percent of females, and 20 percent of women were referred by a friend, compared to 18 percent of men.

Seventy-five percent of black and African-American members self-initiated their career in real estate – more than any other ethnic group – while 27 percent of Asian and Pacific Islander members had their career in real estate referred by a friend, also more than any other group.

Nearly seven in 10 Realtors found flexible hours to be the most attractive aspect about being a real estate agent, followed by interest in the industry (64 percent), working with people (54 percent), entrepreneurial field (50 percent) and salary possibilities (49 percent).

The report also surveyed Realtors about important skills to possess to be successful in real estate. “People skills” (86 percent), self-motivation (84 percent) and negotiation skills (73 percent) ranked as the most important skills in residential real estate, while negotiation skills (69 percent), problem solving skills (63 percent) and analytical reasoning (62 percent) were viewed as the top skills for on the commercial side.

The report also surveyed members on whether they began their career in real estate or if they transitioned into their current position from another industry, and the majority of Realtors (82 percent) started their professional careers outside of real estate.

Females make up 63 percent of NAR’s membership, and those who work exclusively in residential have a median gross income from real estate of $46,700, compared to $54,600 for men. Women tend to be younger in age and more likely to work part-time, according to the survey.

Police Beat ROBBERY: n On Oct. 13 at 6:53 a.m., officers were dispatched to the 1500 block of 12th Street North for a report of a robbery.

According to police, the victim was walking in the area when he was hit on the back of the head by an unknown assailant. Personal belongings were stolen. n On Oct. 15 at 2:45 a.m., a man in the 4300 block of 4th Street North was approached by two men who implied they had a weapon, forced him to his parked vehicle and had him drive a short distance.

The suspects rummaged through the vehicle, stole possessions and fled on foot.

The suspects are described as a male with medium skin tone and a male with dark skin tone and acne.

RECKLESS HANDLING OF A FIREARM: n On Oct. 15 at 11:38 p.m., an officer on foot patrol observed an assault in progress, according to police.

When confronted by the officer, the suspect attempted to flee the scene on foot, discarding a firearm before being taken into custody, police said.

The suspect – 21-year-old Juan Jose Cabrera Hernandez of Arlington – was arrested and charged with reckless handling of a firearm, carrying a concealed weapon, assault-and-battery and criminal

street-gang participation. He was held without bond.

Police Officer Taps Passion to Honor Fallen Personnel BRIAN TROMPETER Staff Writer

Outside of his work with the Fairfax County Police Department, Master Police Officer John Alford combines high-speed driving with charitable works that honor fallen first-responders.

Alford attended a NASCAR race in Richmond several years ago, saw a display of diminutive Arena Cup cars and, with a friend, decided to take up his youthful passion for racing again, but this time for a cause.

For the past five years, 91-1 Racing, the non-profit team the pair formed in September 2012, in each race has honored a different Virginia police officer, firefighter or emergency medical technician who has died while protecting the public. The team donates funds from donations and sponsorships to the Virginia Public Safety Foundation.

“When we lose a fallen hero . . . the community really helps out and grieves with us for a short time,” said Alford, four of whose police friends have been killed in the line of duty. “And then, after that ,it goes away. But the families and the work mates uffer for quite a long time. Our race team doesn’t want the citizens to forget about the families.”

The team has participated in about 50 races overall, and on Sept. 30 won a championship race at Shenandoah Speedway.

Alford raced in honor of Floyd “Molly” Price of the Luray Volunteer Fire Department, who died of a heart attack in 1990 while responding to a service call.

Arena cars essentially are high-performance go-carts with stock-car bodies, which can reach speeds of up to 100 mph.

“They are very fast, but very touchy going into turning,” he said.

Drivers ply a one-tenth-of-a-mile-long indoor course that can fit inside a hockey rink. NASCAR driver Kurt Busch drove on such a track one night and compared

the experience to “flying a jet fighter in a fishbowl,” Alford said.

Drivers typically execute 50 laps in a race, each one taking about eight seconds.

“When you have 14 cars going that fast, it’s very chaotic,” Alford said. “There are a lot of wrecks. You’ll end up flipped upside down. If the car is still able to drive and you’re OK, they just flip you over and you keep on going.”

Ricky Dennis, founder and CEO of Arena Racing USA, said the sport’s entry cost is roughly that of a high-quality jet

ski, and its objective is to teach driving skills.

“It’s a contact sport,” Dennis said.

“You have to drive smart. John has proven he’s a competitor and he has patience.

You need both those things to be a race car driver.”

The team’s primary sponsor, Capitol Boiler Works in Springfield, is run by Dwight Sheppard, a U.S. Navy veteran whose family has had several people serve in law enforcement.

Alford “is one of the sincerest, nicest guys I’ve ever met,” Sheppard said.

“When he came in the door, you could see the passion in his eyes.”

In addition to the Arena car, Alford drives a full-sized Sportsman Late Model, which is the size of a regular NASCAR vehicle, but with half the horsepower and a top speed of 120 mph.

Alford said race driving helps him as a police officer, allowing him to anticipate maneuvers during vehicle pursuits. Alford has suffered only minor injuries while racing, including a bruised tailbone and sore ribs. He enjoys the sport for its adrenaline-pumping high speeds and competitiveness.

“It’s the skill that not many people have of being able to drive at those high speeds and being able to maneuver a car,” he said. “A lot of people think you just get in and turn left, but there’s a lot more to it than that.”

The strong local economy is creating some challenges for Arlington Public Schools’ efforts to fill out its bus-driver and bus-assistant ranks.

Coupled with routine driver absences for illness and vacation, that puts a pinch on the transportation network, Chadwick said.

To try and staff up, “there have been a couple of [recent] recruiting events – we have classes starting all the time,” Chadwick said.

But training programs result in a sometimes-you-win-sometimes-you-lose scenario; one recent one had four graduates, but “unfortunately two of them subsequently didn’t return,” Chadwick said.

Superintendent Patrick Murphy said the school system’s human-resources staff has created bumper stickers and yard signs to support the recruitment effort.

“Join the team, help us out,” was how Murphy phrased the appeal both for prospective hires and for community members to spread the world.

State law, however, prohibits the school system from taking what might seem a logical step. “We are not able to promote or advertise on our buses,” the superintendent noted.

County school officials celebrated Transportation Employees Appreciation Day on Oct. 18 with a luncheon for staff.

Like Arlington, Loudoun Opts to Stick with Thomas Jefferson: Arlington Public Schools isn’t the only school district in the region to consider, but reject, the option of dropping participation in the regional Thomas Jefferson High School for Science & Technology.

Loudoun School Board members recently agreed to continue sending students to the Fairfax County-operated school for the near future. On a 6-3 vote, that School Board rejected a proposal that would have grandfathered in existing TJ students, but prohibited any future students from attending.

tal City, dates back to 2001, and several phases already have been completed. But the pool was put on hold in January 2014, after projected operating costs threatened to drown the effort in red ink and bids to construct the original design came in well above expectations.

Those construction bids, which county officials released after public pressure, ran from $81.9 million to $82.8 million.

In 2016, the project was resuscitated, but with lowered expectations all around: One of three pools was axed, the building footprint was downsized and dreams of selling naming rights or having the venue host Summer Olympics events fell by the wayside.

A survey of the public in 2016 suggested that community support was still high

for the effort, Smith said, but pointed to the need for a “functional but not extravagant” project.

“The bottom line was a reduction in the size of the facility . . . and reducing operating costs,” he said.

(County officials have yet to release updated estimates of the annual taxpayer subsidy, if any, that will be needed. Under the since-discarded original plan, that operating subsidy was reported at a potential $3.8 million annually, not including costs to pay off the construction debt.)

Under the anticipated timeline put forward by the county government, design work on the aquatics/fitness center will be completed and construction started in 2018, with completion set for late 2020 or early 2021.

Using a “design-build” process – new to the Arlington government – will minimize risks to taxpayers by putting responsibility for cost overruns on the shoulders of the designer and builder, and will lead to a “very, very fast” trip from design to completion, Beach said.

The $54.7 million project will include not just the aquatics/fitness center, but also an extension of the Long Bridge Park’s esplanade, rain gardens, public art and parking.

“I thought John made the choice very clear,” Herrity said. “This is about what

you want as an attorney general, a politician or a lawyer . . . John wants to be a lawyer for the people of the commonwealth.”

Herring deserves another term, said state Sen. Barbara Favola (D-31st), calling the debate “spirited.”

“I certainly think Mr. Herring has an incredibly positive record to run on and that came out,” she said. “The issues I feel passionately about – the older PERK kits getting tested, the opioid crisis, Medicaid fraud investigations and running a professional, objective [attorney general’s] office – are things that matter to me. I really thought Mark could make substantial arguments as to why he’s just the better candidate in those areas.”

Mickevice was hired by the School Board in 2014, a period when Arlington residents were rebelling against gold-plated capital projects. He reports directly to board members through an audit com-

Mickevice said he had received cooperation and support from school staff.

“There’s respect on both ends – I’ve been able to do what I’m asked to do,” he said.

Murphy called Mickevice “very deliberate and straightforward in his work.”

controls for gate receipts at high-school sporting events; examining procedures for school-facility rentals; and looking at the process for the school system getting back its materials – from textbooks to laptop computers – once students are done with them.

“That is also something we get asked about,” School Board Chairman Barbara Kanninen acknowledged.

The Yorktown Patriots remained tied for first place in the Liberty District and their fourth FOOTBALL won game in a row Oct. 20 with a 27-7 home victory over the Herndon Hornets in high school football action.

Yorktown improved to 7-1 overall and 3-0 in the district, tied with the South Lakes Seahawks (7-1, 3-0), setting up an Oct. 27 couty showdown for first place between the teams in Arlington at 7 p.m.

In the win over Herndon (3-5, 1-2), Yorktown trailed 7-0, tied the game at 7 on a 21-yard run by Tanner Wall and conversion by Adam Luncher.

With Herndon driving deep in Yorktown territory to take the lead, Davis Patterson intercepted a pass in the end zone that he returned 75 yards to set up a 25-yard Grant Wilson to-Wall-scoring pass. A short time later, Patteson caught a 42-yard TD pass from Will Porter, and Yorktown led 21-7 at halftime.

The biggest problems came late in the first half for the Washington-Lee when a FOOTBALL Generals dropped touchdown pass, a missed field goal and a costly penalty prevented the high school football team from leading at halftime.

In the second half, Washington-Lee went on to lose to the host Langley Saxons, 35-28, on Oct. 20. With the loss, W-L fell to 1-7 overall and 1-2 in the Liberty District.

“We left 10 points on the field right there at the end of the first half,” Washington-Lee coach Josh Shapiro said.

“We made too many big mistakes at the 30

wrong time.”

The game was tied at 14 at halftime, then Langley scored the first 21 points of the second half to take a 35-14 lead.

The Generals scored two touchdowns late in the fourth quarter, but never had a chance to tie the game.

“We thought this was a game we could win, and we let it get away,” Shapiro said.

The Generals played two quarterbacks Braden Shackelford ran for two short touchdowns. Ryan Dodds was 18 of 29 passing for 244 yards and he threw touchdown passes of seven yards to Larry Carpenter (three catches for 64 yards) and 25 to Liam McBride (three catches for 39 yards).

“Liam ran a post route, the ball was a

little high, but Liam made a nice catch,” Dodds said. “We got down, but we fought. We have to keep fighting.”

The Generals’ Will Schmidt had seven catches for 92 yards and Will Montgomery four for 33, and he caught a two-point conversion pass. Jabari Johnson had 70 yards rushing for the Generals, Carpenter had 43 and Will Murphy 21. On defense, Montgomery recovered a fumble.

“In the third quarter we couldn’t defend their zone read running attack,” Shapiro said. “We finished the game well, but I’m disappointed. It’s been a disappointing season.”

The Generals play at the winless McLean Highlsanders (0-8) at 7 p.m.

The competitions are unique because, as of now, the Virginia High School League does not have girls-only golf teams. Girls are members of what are co-ed teams, which consist primarily of boys. The VHSL may start girls teams in the future, but low participation numbers at many schools has been the hold up.

So for the girls who do participate in high school golf, the VHSL holds one 36-hole state open tournament – this fall Oct. 23 and 24 in Richmond.

The tournament began in 2002 and includes players from all enrollment classifications. If girls don’t qualify for the state open with strong finishes in co-ed district and region team events, if they even play in those tourneys, then their last chance is at one of the qualifying tournaments.

Many of the girls don’t participate in those co-ed competitions because their scores are not among the lowest on the teams.

That makes the VHSL’s girls qualifying golf events unlike any other others in the state. The players don’t complain. They just play, trying to make the best of the opportunity.

At those competitions, 12 percent of the field earn state berths. At last week’s local girls zone 4A qualifier at Twin Lakes Golf Course in Clifton in windy conditions, 15 players advanced from a field of 60. Scores of 93 and lower qualified. There were three players who just missed by shooting 94s and another coming close by carding a 95.

The scores were all over, from the lowest of 78 by tournament medalist Alexandra Delgado of Oakton, to 32 higher than 100, including a 149 and two shooting 145s.

High School Roundup GIRLS GOLF: Playing in the last group of the day and in near darkness during an 18-hole qualifying round Oct. 17, Washington-Lee High School’s Kaiya Mitchell shot an 89 to earn a berth to compete in the Virginia High school League’s 36-hole Girls State Open golf tournament.

The qualifying round was held on the Oaks Course at Twin Lakes Golf Course in Clifton. Out of a field of some 60 golfers trying to advance, Mitchell was one of 15 who qualified. She was the only player from an Arlington school to move on.

Players who shot 93 or lower earned a state berth.

Yorktown High School’s Lacy McCormack shot 96 and her teammate Elena Rezak 98. Wakefield High’s Marin Pena shot 97. McCormack played in the state tournament last year.

Oakton’s Alexandra Delgado won the round with a 78.

FIELD HOCKEY: The No. 2 seed Wake-

field Warriors (10-5) lost to third-seeded Edison Eagles, 2-0, in the semifinals of the National District Tournament after blanking the seventh-seed Jefferson Colonials, 5-0, in the first round.

In the win over Jefferson, Madison Holt scored three goals and Meghan Anderson and Reina Cooper added one each. Senior goalie Lente Huisken had three saves.

Wakefield then blanked Stuart, 4-0, in the consolation game to finish third in the tourney and earn a region tournament berth. Anderson and Holt scored goals in that win.

Holt leads Wakefield with 13 goals and Anderson has 12, with Lucy Greenfield leading the midfield.

Wakefield’s defense is led by Huisken, Ana Sofia Uro DeLeon.

O’Connell blanked Paul VI Catholic, 2-0, in its most recent victory and nipped St. Mary’s Ryken, 1-0, in another. Paul VI was ranked No. 4 in the state poll.

VOLLEYBALL: The Bishop O’Connell Knights (12-11) began the week ranked No. 5 in the state’s Division I private-school poll.

O’Connell is the defending Division I state champion, defeating Flint Hill in last year’s state final. Flint Hill is ranked No. 1 in the state poll and began the week with an undefeated record of 26-0. n The Yorktown Patriots (13-2) fell out of first place in the Liberty District with back-to-back losses to McLean, 3-2, and first-place Langley, 3-0, in recent action. In the second half, Adrian Alvarez (82 yards rushing) scored on a five-yard run for Yorktown’s only touchdown.

Wall had 44 yards rushing and caught four passes for 73 yards. Patterson had two catches for 43 yards and a 16-yard run, Paul Dalzell had two catches for 24 yards and Luncher one for 28. Luncher had nine yards rushing and booted three extra points.

“We really couldn’t get much going on offense in the second half,” Hanson said.

Washington-Lee Athletic Hall of Fame is accepting nominations. The hall recognizes individuals as an athlete, coach, administrator or contributor.

Athletes and teams become eligible five years after graduation or two years after retirement from other contributing positions. All other individuals are eligible two years post their contributions to W-L. Nominations can be made by anyone, but must be submitted on forms, which contain specific guidelines and criteria.

Poythress had 58 yards rushing and Rodney Lee ran for 37. Poythress completed 20 passes for 248 yards.

graduate Riley Wilson is a sophomore tight end this fall on the football team at the College of William and Mary.

The 6-foot-4, 220-pound Wilson has played in seven games and caught a oneyard touchdown pass in William and Mary’s loss to Elon on Oct. 7. He has one catch for the season so far.

Wilson was Wakefield’s starting quarterback and he also played on the basketball team at the school.

ETHAN TORRES: Bishop O’Connell

High School graduate Ethan Torres is a freshman place-kicker on the Bucknell University football team.

Through seven games, Torres had kicked off 26 times with five touchbacks and an average yards per kick of 61.7 on the kickoffs. He had not attempted any field goals or extra points.

Torres was an all-state kicker at O’Connell, where he also did some punting for the Knights.

Arlington’s Desta Beriso Morkama, 32, added another jewel to his crown by winning the 42nd annual Marine Corps Marathon in 2:25:14, more than two minutes ahead of his closest competition, Wesley Turner, 31, of Danville, Va., second in 2:27:25, with another Arlingtonian, Kieran O’Connor, 30, third in 2:28:07.

Since coming to Arlington in 2016, Morkama has won races of every distance from 5K to marathon all over the region – Annapolis, Baltimore, D.C., Leesburg, Rockville, Piney Point, Md., and Vienna to name a few.

His training consists of a two-hour run in the pre-dawn hours every morning and speed training with Potomac Valley Track Club every Monday and Wednesday night.

Coincidentally, his photograph is on the cover of this month’s RacePacket magazine, and he has clinched victory in RacePacket’s 2017 Grand Prix race series.

Morkama ran the first mile with Jeffrey Stein, 31, of Washington, D.C., who inadvertently ran off the course at Lee Highway and continued onto Key Bridge in the absence of a lead vehicle.

Arlington women with strong finishes in the race included Katharine Leigh, 24, 10th in 42:52; Washington Running Club president Silver Lumsdaine, 45, 15th in 43:39; Jocelyn Hubbard, 23, 18th in 44:03; and Megan Armstrong, 29, 19th in 44:25.

A full 500 Arlington runners finished the 10K, among 7,061 total finishers in the race.
