It was a festive atmosphere at the evening meeting of the Culpeper County Board of Supervisors Tuesday as several citizens were named Culpeper Colonels. Each supervisor selects from his/her respective district honoring outstanding contributions to the community. Chairman Jack Frazier (Cedar Mountain) has known Sanford Reaves for decades back to the days when the two worked together with the Culpeper Jaycees. A member and past president of the NAACP, Reaves is pastor at Mt. Zion Baptist Church. Demolition dilemma

RICH CROWLEY’S SNAPSHOT OF CULPEPER

A motion out of the county building and grounds committee was approved by a 5-2 vote at the Tuesday morning meeting of the Culpeper County Board of Supervisors but not without discussion. The committee recommended to cancel the potential award of a contract to Loudin Construction to demolish the building at 130 West Cameron Street and to rebid the project in separate segments. That building housed the former town police station and was purchased by the county from the town.

West Fairfax Supervisor Gary Deal expressed his belief that breaking the project into separate bids could potentially save the county from $2530,000 dollars. Originally the county had budgeted $100,000 for the project but all bids that were received came in higher at around $122,000.

Chairman Jack Frazier agreed. “I thought the bids were way out of line... if we can save the county some money then we ought to do that.”

East Fairfax Supervisor Steve Walker had a different opinion. “I hear about saving money...but in the long run this could end up costing us more...by breaking the project up.”

The plan once the building is down is to have a site contractor look at further clearing for parking spaces and a grassy area.

Deal took exception with the fact that hiring a general contractor who would then use subcontractors to tackle the various steps of the project was a cost they didn’t need to incur.

Budget

At this point in the FY2018 budget process, there should be no unsettling news to taxpayers. County administrator John Egertson is looking at an equalized budget of around $86 million with the tax rate at $.67. The schools will present their budget to the board on March 15. Any monies for proposed salary increases in the school system will come directly from the state.

ECONOMIC DEVELOPMENT

Sheridan named director of economic development Culpeper County recently named Phillip Sheridan as the county's next Economic Development Director.

Sheridan's hiring culminates a nationwide search yielding over 40 applicants.

Sheridan has served in the Commonwealth for the last two years with the Virginia Economic Development Partnership. Prior to that, he worked as a business consultant and director of business development. He has additional public sector experience, having worked for several years for the North Carolina Department of Commerce.

Sheridan has worked in the private sector as a project engineer and in market research and business planning. His career began over 30 years ago working for NASA. Sheridan holds a B.S. in Mechanical Engineering from the University of Maine, a Master’s Degree in Civil Engineering from North Carolina State University and an MBA from the University of North Carolina at Chapel Hill. He is a Certified Economic Developer.

Sheridan will begin his employment with Culpeper County on March 15, giving him time to work with retiring Director Carl Sachs, who finishes his employment on March 31.

“This is my last meeting with you,” said Carl Sachs who announced his retirement as the County’s Economic Development Director several months ago. His replacement, Phillip Sheridan, starts March 15.

After 15 years of service, Sachs thanked the board for their support and for giving him the resources to do his job bringing in new business to the county.

He said that his plans were to remain in Culpeper, stay engaged and continue to offer any support that they might need.

“We will surely miss you,” said Chairman Jack Frazier. His sentiments were echoed by all.

The Jefferson Ruritan Foundation Inc. is again, this year, awarding annual Tommy Rosenberger and Allen Ellett Memorial Scholarships ($1,000 each) to current high school graduates towards their college, technical school or other continuing professional education expenses.

Priority is given to applicants from the Jefferson Magisterial District.

Salute to our Veterans Cruisin for Heroes teams up with Bruster’s in support of Fisher House

As reported last year at this time, several area patriots who make up the group called Cruisin For Heroes have collaborated with Mike and Melissa Martin, owners of Bruster’s here in Culpeper, to provide a monthly Cruise-In. Culpeper local Vietnam veteran Lou Realmuto and Chuck Shotwell of Stafford lead the small group of eight members. Their mission is to bring a family friendly Vehicle Display to an event that will raise awareness and funding for the Fisher House Foundation as well as other charities/local community service groups supporting military organizations, veterans and first responders throughout Virginia while encouraging interest in preserving the great classic automobile hobby for future generations.

They have an exclusive list of approximately 70 volunteers/supporters who share a love of country, have a passion for classic cars and enjoy talk-

ing to people about their special ride while supporting charitable causes.

Cruisin For Heroes has been able to provide a wide assortment of specialty vehicles from antiques to classics to race cars for their Special Vehicle Displays and various other events for the past nine years.

Their display has been a major attraction for many years at AirFest held at the Culpeper Regional Airport. They also organize an annual Toys4Tots run each December to the Marine Corp Museum, assist charities like Paws4Vets and will be providing a few vehicles at this year’s 23rd Annual Scholarship Monte Carlo Night on April, 22 at the Joseph R. Daniel Technology Center for guest photo ops.

The Fisher House program is a unique private-public partnership supporting America's military in their time of need. It recognizes the special sacrifices of our men and women in uniform and the hardships of military service by meeting a humanitarian need beyond that normally provided

by the Departments of Defense and Veterans Affairs.

The Fisher House Foundation builds and donates "comfort homes," on the grounds of major military and VA medical centers. These homes enable family members to be close to a loved one at the most stressful time - during the hospitalization of a member of our military and no family pays to stay at any Fisher House.

Our local Bruster’s/Nathan’s on Roger’s Road will again be the site for the monthly fundraiser Cruise-In from 4-8 p.m. on the fourth Saturday of each month from April through September. There will be a DJ playing oldies and a Manager’s Choice Trophy will be presented each month. In addi-

tion to any donations collected at the Cruise-In, a portion of the sales from the night’s event will be donation by Mike and Melissa to the Fisher House Foundation. This is a family friendly event and all are welcome.

Cruisin For Heroes can add a unique Vehicle Display to promote a special event/business, to help attract additional spectators/customers to a grand opening, special sale, holiday event/parade, or any special community activity. A river now flows free

By Marshall Conner Special to the Culpeper Times At her recent weekly Silver Citizens Club meeting in the Culpeper County Library Jean Scott, of Rixeyville, rose from her chair to be recognized by the club for earning a prestigious conservation award the previous week.

She received the award for her role in the removal of the Monumental Mills dam on the Hazel River, a 47.8 mile tributary of the Rappahannock River. The dam’s removal in October returns the river to a pre-European settlement flow pattern.

“You know we haven’t treated this wonderful planet very well at times,” said Scott. “It was my goal to return something special back to the world. The Hazel River now flows freely and the fish and wildlife now have greater freedom of movement.”

In February, Scott was presented a polished walnut plaque from the Virginia Chapter of the American Fisheries Society, at its annual meeting held at Washington and Lee University in Lexington, Virginia.

The plaque states, “Natural Resource Con-

servationist Award 2017” with an inscription that reads, “For outstanding contributions to the conservation of Virginia’s aquatic resources.”

“It was such an honor and it was a very informative symposium. I learned a great deal. As many of you know I’m a proud member of the Green Party so the environment is very important to me. Personally, it comes down to giving something back to our natural world—to a river I’ve grown to love and to the fish who really deserve better from all of us,” said Scott, as she spoke about the honor. “We overfish the Chesapeake and often pollute our great rivers.

We take so much from the natural world.

Now in my late 80s it seemed like the right time to do the fish a favor and give them greater freedom to spawn. It took a little while to finally remove the Monumental Mills dam. It has been a barrier for fish for over a century.”

Scott received the honor for deeding her property that bordered the dam and for her willingness to permit its removal. The Monumental Mills dam was located largely on her property that borders a bend in the Hazel River. The dam was officially removed with a U.S. Fish and Wildlife Service funded grant and Scott’s deed.

The removal of the dam restores the river to roughly its original flow pattern.

It will also become a less contentious bend in the river for fishermen, canoeists and hikers, according to Scott.

In 2012 the Game Department obtained permits to remove the dam but conflicts over property rights on one side the dam and river slowed the process of removal.

Over the last four years the landowner directly across the river, Ben Grace, directly questioned property rights to the section of the river frequently calling on local law enforcement to enforce trespassing claims against various canoeists and kayakers.

Grace had contended that he owned the section of river that flows by his property by “right of a king’s grant,” according to Scott.

A sign that reads, “King’s Grant!” still hangs from the remnants of the dam on Grace’s side of the river along with a tattered American flag and lawn chair.

The removal of the dam last fall has allowed easier access for fish and recreational users.

“The Fish and Wildlife biologists have told me that the dam’s removal will improve habitat and spawning for smallmouth bass and allow for (freshwater spawning ocean fish) such as shad and herring to gain more spawning ground as they travel upstream from the Rappahannock River,” said Scott. “My late husband John Scott and I enjoyed and appreciated fish and wildlife—he was an avid fisherman and hunter. We chose this property

NEWS originally because we enjoyed the natural beauty of this land. Knowing that I wasn’t getting any younger I thought about how I could leave this world a better place and give back to the river.”

The award personified a heartfelt recognition for one woman’s dream to give back to nature.

Scott’s motivation was threefold: the future of a river, its wildlife and future generations of outdoor enthusiasts.

Over her lifetime Scott has treasured the time she spent outside fishing, horseback riding, camping and hiking with her family.

Like many seasoned anglers she began to care deeply about the beautiful array of fish she once caught along the Hazel River.

She still enjoys frequent walks along the riverside.

The former dam stood as a mute witness to an ever changing river and history.

In the 1800s the dam transformed from grist mill to a small electric plant in the 1920s that produced enough electricity at one time to power sections of Culpeper County, according to historic accounts.

The twists and turns of man were never quite as rich and complex as the river’s journey through time.

“There have been many floods over the years that have diverted and realigned the river,” explained Scott. “The large pond behind my home was once created by the river, so was the dry stream bed nearby.

It’s always evolving.”

There is a freedom in an untamed river that appeals to the soul of one who takes the time to see it.

Now is the time to look to your landscape

Since this is our first article together I think it wise to introduce myself. My name is Donald Sherbeyn and I have been playing in landscapes in our area professionally for more than 20 years now. I say playing because, when you love what you do, you never truly have to work.

Understanding all too well the love we have for our gardens, lawn, trees and outdoor living spaces, I look forward to being a source for fellow gardeners and outdoor enthusiasts to find answers or even ask questions to some of the issues we face in our gardens.

It's finally spring with the sun a little longer in the sky and warm on my back. Perennials and bulbs emerging, trees blooming and the smell of fresh dirt on my hands. If you're anything like me, there truly

is no better time of year. There is no place I would rather be than in the garden in early spring.

This is the perfect time of year to get back to your landscape. It's time to remove winter debris, re define bed edges and go through your garden to see how the winter has treated her. Prune damaged branches from your shrubs and ornamentals and install a fresh layer of mulch.

How do you take care of these things like the pros? Well, that's where we are hoping this article will help you.

Those hard to get to areas of the landscape are where most problems start. Be sure to clear old leaves and debris from under and around your mature landscape. There are countless troublesome insects and funguses that can amass in landscape debris quickly spreading to the rest of your landscape. Taking the time now to get this out could save you a lot of time and money later.

and 4 inches wide at the surface with the outside edge dug straight down and the inside edge cut at about a 45 degree angle. Mulch should come down from the top of the bed to the bottom of the edge without filling the edge. Mulch in the edge will be about 2 inches thick along the angled side of the trench.

The bed edge doesn’t only look nice but helps eliminate the risk of lawn grasses from entering the mulched gardens. The open space helps to ensure weeds cannot send a root or rhizome across the opening and get into your beds. Bed edges cut deeper than 4 inches may look nice but they could also be a trip hazard so be careful where you install those deeper edges.

Early spring pruning is usually light shaping and damage repair so going through your garden looking for broken branches, shrubs that may have sent out a wild late season branch or touching up and removing winter burn is about all you will need to do this month.

Installing mulch, sounds simple

right.

Well, done wrong it can cause a lot of problems. Using a cheap non composted mulch can bring weeds into your garden. Installing too much mulch can kill your landscape and result in an overabundance of molds and funguses. A good mulch should be a double or triple shred mulch that will allow water and air to pass through to the soil below.

Composted to achieve a naturally dark color will ensure the weeds and other inert matter were killed in the composting phase. A really fine mulch is often desirable but be sure there are large enough pieces of bark to keep porosity and installed to maintain a maximum of 4 inches total mulch in the gardens.

Spring is on the way, and Irene Shifflett of Stanardsville was thrilled to learn that her name had been called during the NBC Channel 29 6 p.m. news broadcast on February 28.

Navigating your doctor’s office

Having had my own busy orthopedic office practice as well as having visited other doctors’ offices for myself and with my wife, my children and my grandchildren, I know how frustrating it is to sit for what seems an unnecessarily long time in a doctor’s waiting room and in the examining room as well, once you’ve made it that far.

Over coffee or at the water cooler at work, folks always discuss how long they had to wait to get in to see a doctor. Why was he so late? Why did they schedule me so close to others?

What could he be doing that’s so important? Understandable questions, but they really do have logical answers.

Every physician’s office has one or more persons known as “schedulers” who make up the daily schedule.

That person schedules appointments for folks wanting to be seen, and in a surgeon’s practice, the same person may also schedule operations.

Practices with a heavy surgical load or multiple doctors may have a second scheduler just for operations.

The schedules for office visits and operations must be coordinated, and sometimes many last-minute changes are necessary.

Patients calling to make an appointment are divided into two major groups: new patients and established (“old”) patients. The new patients fall into two groups: Folks with just one complaint or folks with

more than one problem. Established patients fall into three groups: Those with a new problem, those in for follow-up on an old complaint or those in for a postoperative checkup.

The scheduler is expected to reserve an appropriate amount of time for each patient to be seen. A scheduler who has been with the doctor for a long time may be expert at it, but those in an office with a high staff turnover may not be so skillful.

Believe me, it is a very demanding job, and a great deal of skill and practice is needed to become proficient. Placing a novice in this position is a disaster about to happen.

Why not just draw up an allpurpose schedule with appropriate time slots for the various groups?

More time for a new patient, less for established patients unless they have new problems, and still less for postoperative visits—shouldn’t that work? On paper it is plausible, but, in reality, all kinds of problems throw that type of schedule off.

For instance: suppose Mrs. Brown comes in for evaluation of her painful knee.

If she and Dr. Ortho use the entire 15 minute appointment getting to the nitty-gritty of her problem, fine. But once she’s in the doctor’s presence, if Mrs. Brown proceeds to tell him her shoulder also bothers her or asks advice about her husband’s bad back or her daughter’s tennis elbow—in short, taking up more of Dr. O’s time than was allotted for her—the schedule is already out of whack for the rest of the day.

If Dr. O is polite, doing his best to hear all Mrs. Brown’s concerns, he’s taking away from the time he needs to ask questions to help him diagnose her

main problem. And unless she answers his questions and sticks to the point, more time is lost.

All the while, in the waiting room Mr. Jones, Miss Green, and little Tommy Fidget and his mother sit wondering why they aren’t being seen on time. If this happens repeatedly with 25 or 30 folks, by day’s end, Dr. Ortho will be two hours behind, and the whole waiting room will be unhappy, if not irate.

Mrs. Brown or Mr. Jones may not like it if the doctor, needing to get his questions back on track, interrupts their digressions from their original complaints. They may think their concerns haven’t received appropriate attention. I’m not talking about the doctor who just plain doesn’t listen or give you his full attention. I know that type of unprofessional behavior is a huge turnoff. But if you, Mr. Jones, or Mrs. Brown will help the doctor stick to the subject and keep to the schedule, then the waiting-room folks will be seen at or close to their scheduled time, and everyone will be very grateful for it.

Next month, I will continue with how doctor’s schedules can really be thrown off kilter and how the doctor himself may be the cause.

County celebrates its Culpeper Colonels In addition to Sanford Reaves pictured on our front page this week, other recipients of the Culpeper Colonel Award went to William Alphin, Tom O’Halloran, Chuck Gyory and Bruce Hundley.

Supervisor Alexa Fritz shared heartfelt remembrances of William Alphin who was her pick for Culpeper Colonel from the Salem District. Serving on the Rappahannock Electric Cooperative board for 41 years, Alphin was known to many for his service at New Salem Baptist Church. A member of the hospital board and on the board of directors with the Virginia Farm Bureau he also served on the Salem District School Board for 16 years. Dearly loved by many, he died in February. His sons, Wallace and Ken “Big Kenny” (bottom left) were on hand to accept the award on his behalf.

Supervisor Brad Rosenberger was all smiles introducing his pick for Culpeper Colonel (top left). Tom O’Halloran’s list of contributions are many including his membership with the Virginia Christmas Tree Growers Association and Culpeper Farm Bureau. County employees recognized for years of service

It’s not often that the board room at the county’s administration building is filled unless there is a public hearing or issue that has drawn in the crowds. But at least once a year there is an exception and that is when county employees are recognized for their years of service. Such was the case at the supervisor’s Tuesday morning gathering when 57 county employees were presented with certificates and pins.

“We couldn’t do the business of the county without them,” said county administrator John Egertson who was one of those recog-

nized for his 25 year anniversary.

Chairman Jack Frazier echoed those sentiments saying, “we value your service and thank you.”

Celebrated for five, 10, 15, 20, 25 and 30 years of service, those 57 employees represent a combined total of 735 years. Representing departments across the board from human services, the sheriff’s office, library, E911 and many others, staff, families and friends applauded as each stepped forward.

While an annual event, there were lots of smiles and moments of pride. Topping the list this year as the solo recipient for 30 years of service is Cindy Sims who works for Human Services.

Tavel: A wine for all seasons It is no secret that we are leaving behind a rather winter. The Jim Hollingshead disappointing lack of snow, ice, and even the customary chill left us anticipating a blizzard around each corner, but none came.

February itself seemed to be a reincarnation of April or May. Yet, now, we hear tell of a last hurrah, a winter storm that might hit us in the middle of March. It is as though Old Man Winter overslept, missed the party, and is now swinging by for one quick hello before going back to bed.

This fickle weather has wreaked havoc on our winter wines.

It never felt cold enough to make us all crave Port, and now the spring seems to be here for a moment before a last chance at winter. What are we to do?

The answer to this early spring is the most spring-appropriate wine of all: rosé. For the past few years, dry rosé has been growing rapidly in popularity throughout America. We, as a winedrinking nation, are casting off the sticky-sweet shackles of the infamous white zinfandel and embracing clean, crisp flavors of French-inspired rosés. Yet, it is time for us to take the next step, and accept this new trend as more than a summer fad, but a wine for all seasons.

Rosé is the result of under-coloring a red wine.

The color in wine comes from the skin of the grapes; the juice of the fruit is actually white. In order to make the wine red, the juice is left to soak with the skins of the grapes, drawing out the dark color and bolder flavors.

You can skip this process to make white wine out of red grapes, but you cannot make red wine out of white grapes.

When this soaking (called ‘maceration’) is only allowed to last for a few hours instead of the usual several days, the juice picks up that lovely pink hue and bright flavors. This is the wine that we

are growing used to drinking in the summer, but how can we translate this refreshing beverage to wintertime use?

The answer lies in the origins of French rosé, and that lies in Tavel.

Tavel is a small region in the southern part of the Rhone Valley, right across the river from Chateauneuf-du-Pape. While they have some famous, noisy neighbors, Tavel hasn’t had that kind of fame for a couple of centuries.

The height of its popularity began around 1300, when Philip IV ‘The Fair’ of France rode through and discovered that the region made his new favorite wine. Centuries later, the Sun King (Louis XIV) cemented Tavel’s fame with his own fondness for it. Today, though it has slipped out of the public eye, I believe that it is ready to return more popular than ever before.

What makes this the Rosé of Kings, the Rosé of All Seasons? It is richer, darker, and bolder than others. The dominant grape, Grenache, is aided by bits of Syrah, Cinsault, Mourvedre, and other champions of the Rhone. The result is a dark, rich rose full of strawberry, cherry, raspberry, and soft spice. It is clean and refreshing enough to cool us off on a hot day, and bold and exciting enough to keep us warm in a frost.

My favorite versions highlight this nicely.

Chateau de Segries carries a clean strawberry and raspberry tone, while Domaine Corne-Loup brings out more juicy cherry. They were both well-loved last year, and both have their new 2016 vintages about to arrive! Their popularity wasn’t hurt by being available for under $20. With Mother Nature sending us mixed messages this year, I for one will be falling back to the wondrous Tavel. I know I could use a glass, whether tomorrow is warm or frosty.

Davis Street Pier held their Oyster Fest over the weekend to large and receptive crowds. “We were very busy,” said manager Grace Gillispie glad that recent interior renovations have opened up more seating. On Saturday, there was an unveiling of what many feel is the restaurant’s mascot - a huge fiberglass fish. Usually sitting outside, the large sculpture had taken a beating over the years. But that all changed when they called on the skills of Lonnie Machado to work her wonders. “This was my first fiberglass repair,” said Machado who has long restored antique dolls, “I just couldn’t stand to see him like that...I like to fix things.” Taken into her Richardsville home since October, it took her 120 hours to complete. “They call me a ‘hoot,’ laughed Machado who is known to dress her chickens. “It was tons of fun,” added Machado who was anxious for the community to see the great reveal. “I just called him ‘fish,’ said Machado but that changed as well when names were solicited on the restaurant’s Facebook page. “His name is Finbar,” smiled Gillispie who said that you wouldn’t see him outside often except on particularly nice days.
