CCSO Summer Sports Camps fulfills Jenkins promise to the community

In the midst of heat, Eastern View High School became the scene of a baseball oasis. The Culpeper County Sheriff’s Office Summer Sports Camps officially ended their annual program of sports camps last week. With nearly 160 kids, ages 5-18 attending, Culpeper County law enforcement and area coaches (Babe Ruth League, Little League) spent three days at Eastern View High School teaching and reinforcing the fundamentals of baseball and softball.

Program director, Culpeper County Sargent Marshall Keene has high hopes the participant’s experience at the camp will sharpen their field and batting skills.

“The coaches gave the kids a basic agenda on what we wanted the kids to learn,” Keene said. “Skills such as fielding or how to come and throw it, using two hands focusing on the fundamentals of baseball were encouraged.”

Utilizing four fields, the camp stations were broken down into the following age groups: 5-6 year olds, 7-8 year olds, 9-10 year olds, 11-12 year olds, 18 and older. The fields were separated into four baseball

In spite of the draining heat from the sun, Keene and his cast of coaches incorporated fun and the usage of field facilities.

Participants took full advantage of the water slides to improve their sliding skills, and water drill tubes, which promoted foot work for the younger kids.

“This is a fun way to teach kids how to slide,” Keene said. “With so many injuries, kids now have the opportunity to learn to slide properly with their ankles and legs. We try to have a little bit of fun with it, and at the same time, teach them some techniques on sliding.”

“When Sheriff Scott Jenkins got elected it was his first initiative to provide the youth of this community with sports camps,” Keene said.

“During the first year we started with baseball and football and each year we’ve grown.”

The Ole Country Store hosted its first pie eating contest July 14.Each team that entered the contest consisted of two participants.The winning team included DJ Christensen of Culpeper and Jeremy Kinder of Madison. As the fastest pie eaters, not only did they walk away with said title, but they also walked away with a $500 cash prize courtesy of the Ole Country Store.

CCSO involved in deadly shooting The Virginia State Police are handling a deadly shooting investigation that involved Culpeper County Sheriff's Office deputies Monday evening.

Shortly before 10 p.m., July 17, the Culpeper County Sheriff’s Office received a 911 call for a domestic assault at a local residence and was told that the suspect, Eric Wesley Clark, 43, of Culpeper, had left the residence. A description of his

vehicle was broadcast to area law enforcement.

At approximately 11 p.m., a Culpeper County Sheriff’s Deputy spotted the suspect vehicle near the Town of Culpeper. The Sheriff’s Deputy activated his emergency lights to initiate a traffic stop on the vehicle, but Clark refused to stop for the Deputy and a pursuit was initiated. Two additional Culpeper County Sheriff’s Deputies

responded to assist with the pursuit that ended several minutes later once the suspect vehicle was stopped near the intersection of Route 522 and Griffinsburg Road.

During the subsequent encounter between Clark and the Culpeper County Sheriff’s Deputies, Clark was shot. Clark died at the scene and his shotgun was recovered at the scene.

The circumstances of the shoot-

ing remain under investigation at this time.

"I'm so grateful that our deputies are safe. I'm deeply saddened by what they were forced to do and pray for comfort for everyone affected by this incident," said Sheriff Scott Jenkins.

The deputies are now on modified duty until the investigation is complete. No names will not be released at this time.

BSVFD hosts community party/car show July 29

Brandy Station Volunteer Fire Department wanted to keep a more than 50-year tradition alive, it just took some creative thinking.

In January, the vendor who normally provides the rides for the annual Brandy carnival announced it would be going out of business and unable to provide the service this year. Instead of panicking, the BSVFD decided to think outside the box.

This year, they will offer a community yard party, exchanging the traditional carnival and parade for a one-day event Saturday, July 29 from 10 a.m. to 6 p.m.

“That’s why we scrambled to come up with something, and of course there’s not a lot of carnival vendors around anymore,” BSVFD board of director member Tony Troilo said. “We had to have something, so virtually the only thing we’re going to be missing is the carnival rides.”

When it was decided they wouldn’t host a carnival or parade, the board thought about what they could offer at the same location at 200057 Fleetwood Heights Road.

E “We wanted to keep something, so we could bring the community together,” Troilo said. “It’s been going on since 1952 in some shape or form, so we decided to keep our

name out there.”

Troilo said that earlier in the year, they did find a carnival vendor, but one of the caveats was a four-year contract.

The fire department receives permission to use the grounds each year from the Civil War Preservation Trust and they didn’t want to lock themselves into a contract when they might not be able to use the area.

That’s when they decided to go with the yard party. The event starts at 10 a.m. with the annual car show returning until 2 p.m.

The lawn tractor/ATV pull begins at 11 a.m., as do the bands. A new wine and beer tasting is from noon to 5 p.m. and food, raffles, games

and moon bounces will be offered throughout the day.

Troilo said the community seems excited by the new arrangement.

“It has just been overwhelming,” Troilo said. “The biggest comment I’ve had is they are just glad to see us provide something. Many of the comments are that we’ve thought outside the box and we’re being creative in what we’re doing.”

Depending on the success of the event, this could become another tradition.

“This could be a different direction that we’re looking,” Troilo said. “This isn’t as critical with weather. If we have to in the future we can move it inside.”

Lake Pelham Adventures a perfect example of public/private partnership ➤ More than 1,500 boat rentals in June alone this year

Lake Pelham Adventures is the perfect example of a private/public partnership done right.

The business, located at the

Ole Country Store along U.S. 29 on Lake Pelham, hosted its ribbon cutting for new docks and a gazebo that will help residents be able to enjoy the body of water.

Operated jointly by the Town of Culpeper and the Ole Country Store, the boat rental business added a gazebo for rental Friday. Last year, after it opened in late July, the boat rentals topped 1,300 for the year. That number was surpassed in one month this year, as 1,500

boats were rented out in June.

The public has swarmed to the business in the warm summer months, Ole Country Store owner Al Esh said.

“It will be middle of the weekday and everything will be rented out,” he said. “There will be hardly a piece left in the building.”

That’s an impressive feat, considering the business has access to 30 pieces of watercraft including kayaks, canoes, paddleboards and

When Culpeper Town Manager Chris Hively first moved to the county, he looked at Lake Pelham and saw opportunity.

“I thought it would be cool to have more access to the lake,” Hively said.

After he joined the town as environmental services director, he watched as the town had to address an $18 million dam issue with the lake, which took away access from boaters.

“We had to find a solution,” Hively said.

That solution came as the Ole Country Store moved to its new location in 2015 and Hively reached out with a proposal.

“We ended up with a crazy idea, which is what we have here,” Hively said.

Hively called the project “complicated” and praised all the patience and work that went in behind the scenes.

“This would not have happened without the support of the mayor and town council,” Hively said.

“They saw our vision and they knew we didn’t have all the issues smoothed out but they allowed us to move forward.”

Lake Pelham Adventures is a pure partnership, as the town and Ole Country Store split revenues 50-50 when the store is open. When the store is closed, town employees man Lake Pelham Adventures and the town receives the profits. Boat rentals cost $5 an hour or $10 for the paddleboats. The gazebo will be managed by the Ole Country Store and it costs $120 a day to rent, or $20 an hour.

Mayor Mike Olinger pointed out that there were many more partners involved, mentioning Lifepoint Church, Culpeper Wood Preservers, MD Russell Construction, ATCS, Samuel James Construction, Timmons Group, Harbor Dredge and Dock and Town of Culpeper staff and council.

“Parks have long been recognized as contributors to the physical aesthetic of urban neighborhoods but a new and broader view of parks has been emerging,” Olinger said. “This new view goes well beyond the traditional values of parks as areas of recreation.”

The Culpeper Youth Council were also present, helping boaters enjoy the lake.

“It’s a great opportunity for our youth to come out here and help folks launch their boats,” Olinger said. ‘What an impact this is going to have on our community!”

Esh praised the group effort and said they didn’t know how it was going to turn out originally.

“This year is proof of the saying ‘if you build it they will come,” he said.

He said that families from California, Kentucky, Pennsylvania, Tennessee and Massachusetts have visited Lake Pelham Adventures and enjoyed the lake.

“I’m proud to be a part of a public private partnership that works,” Esh said.

Had families from California, Pennsylvania, Kentucky, Tennessee and Massachusetts Esh said The Ole Country Store has made a commitment that any profits they receive from Lake Pelham Adventures will go straight back into capital improvement projects for the facility. Esh mentioned bathrooms, showers, a pavilion and more equipment as improvements folks could see.

On Friday, several families took

advantage of free rentals. Dr. Lee Simpson and his family just finished a “relaxing” trip up the lake.

“It’s a lot of fun because you stay local and it’s just a fun afternoon with the family,” his wife Whitney Simpson said.

The Simpson family kayaks once or twice a year on the Shenandoah, but Whitney Simpson said it was nice having a calm and not crowded location nearby to go for a boat ride.

“I think it’s a huge thing to be able to spend time together,” Lee Simpson said. “The kids like being out and it gets them unplugged from the electronics.”

He too, was pleased that Culpeper and the Ole Country Store came up with the concept.

“I think whoever came up with the idea is a genius,” Lee Simpson said. “It’s something anybody can do. It’s a lot of fun.”

Hundreds turn out for Lidl grand opening in Culpeper

Culpeper loves Lidl.

The German grocer opened its Culpeper location Thursday morning and a line of more than 500 people wrapped around the building, waiting to see what deals awaited them.

The Culpeper location was part of a second wave of openings on U.S. soil, with 10 opening last month. Four new locations, including Culpeper, opened this week and the excitement was palatable among shoppers.

Heidi Thornhill was born in Germany and knew of the grocery store through her sister.

“They have one outside of Munich,” she said, as she waited in line with her husband Dave. “I’m hoping they have German food.”

Dave Thornhill remembers when the land that Lidl now sits was farmland, and marveled at the modern, glass-lined building that now sits there.

“I’m excited,” he said. “It gives us more choices and it I hope it’s here a long time.”

Headquartered in Arlington, Lidl US decided to open its first round of stores in Virginia, North Carolina and South Carolina for distribution purposes. Culpeper fit right into that theme.

“We just think it’s a vibrant town and we looked at it from a distribution perspective and where we want to locate stores,” Sizemore said.

Culpeper Mayor Mike Olinger was ecstatic as he hosted the ribbon cutting Thursday morning.

“It’s a very exciting economic opportunity,” Culpeper Mayor Mike Olinger said.

“After last month, they postponed their first opening and people have been asking me when they were going to be opening. People are excited to have a different experience.”

Culpeper Chamber of Commerce CEO/ President Sandy Boone said it was exciting any time a new business came to Culpeper, but was amazed at the public’s response to Lidl opening.

“It’s extremely flattering for Culpeper to be one of the first 14 stores in the country,” Boone said. “They have partnered with some local nonprofits to do volunteer work. “They really believe in investing in the community.”

The store design Walking into the Culpeper Lidl location, the first aspect that strikes visitors is the light. Glass walls line the building, bringing a light, airy feel to the shopping experience.

“Lidl is really proud to be offer quality at low prices with efficient shopping experience and responsibly sourced products,” Jessica Haggard, public relations specialist for Lidl, said.

and baked goods. Haggard said Lidl is especially proud of the bakery, where she pointed out the quality of items like the butter croissants, made with 24 percent butter.

The produce is displayed in its original containers, not stacked in a traditional pyramid like other grocery stores. That allows employees to focus more on the customer and helping them with their shopping experience.

Culpeper’s Lidl employs between 35-50 people, who were eagerly helping customers Thursday morning.

Haggard explained that 90 percent of the items offered are store brand and that 80 percent of that is sourced from the United States. Lidl will offer five specials that will rotate every Monday and Thursday, featuring deeply discounted items.

Other offerings include locally sourced tomatoes from a farmer in Dublin, Va. Another design element of the store that will strike customers is the ability to get most of their shopping done in one fell swoop. The first aisle of the store includes coffee, produce, meat, fresh breads, deli items and much more.

Once all the essentials are purchased, there are other items such as coffee makers, juicers, grills and even golf clubs available. When customers are ready to check out, they provide their own bags and pack their own groceries.

Lidl plans to have 100 stores open nationwide by next summer, and will have 21 opened by the end of this summer.

Three more openings are planned for next week and four more the week following that.

Melinda Crafton, of Richmond, visited the Culpeper store Thursday as a sneak peek of what she has in store in two weeks. Lidl will open a location close to her in the fourth wave of store openings.

“We’re really excited,” she said. “I hope they do well. I think the bakery will be a big difference. I think the consumer is going to be very pleased.”

HOME & GARDEN Mild winter leads to bugapalooza Did our mild winter this year bring a boom in insect populations, as some experts predicted? I’m seeing lots of some, but are there more overall?

Some insects, particularly small, flying ones, were already out through much of February, which was quite unseasonably warm this year. I noticed a few that were new to me, most in the larval or nymphal stage, but some are tiny adults.

The younger insects are, the harder they can be to identify. They often take on various forms, or “instars,” as they grow and, in the early stages, don’t look much like the adult form. Sometimes even experts I’ve contacted can only get down to the genus, or even the family, level of their taxonomy. Nymphs (older stages) of winged insects are a bit easier, since they look similar to the adult form

but without wings. If I really get stuck, I upload photos to BugGuide (bugguide. net), which has experts eager to help.

Early in the spring, I had noticed a lot of little bits of fluff floating through the air. At first glance, they resembled seeds, some of which have fluff attached to help them disperse by air. But, having seen this airborne flotsam before, I recognized them as fauna, not flora. That was confirmed when I approached several and they changed direction to avoid me, moving across the air currents.

Finally catching one and doing some research, I determined it’s a species of woolly aphid. The white stuff covering them is not wool but rather a waxy filament that serves as camouflage, while also enabling them to ride the air currents. Woolly aphids, like other aphids, suck the fluids out of plants, and I found a few one plant along a forest trail, a portion of which they had covered with the filament to help hide them. Later in the spring, along the same trail, I found the red young and adults of another aphid species that was without the “wool.”

I discovered a bunch of arachnid youngsters hatching out in a web on a sunflower at the pond’s edge. They were only about an eighth inch long, and moving around, so I had a hard time trying to photograph and ID them, but I’m guessing, from the messy web, that they are nursery-web spiders, and, if so, the mom was likely lurking nearby to watch over her young.

Moving up the size scale, I’ve been seeing bees and wasps, and hoverflies that mimic them, enjoying the former vegetable garden next to my house, which my landlords had converted into

a small native meadow. With all the rain in spring, most of the plants in it grew tall and are now blooming. A native plant that got there on its own, Philadelphia fleabane, started off. It was soon followed by black-eyed Susan (a Rudbeckia species) and now purple coneflower. A wild hydrangea and a native viburnum previously planted there were abuzz earlier in the spring with bees and other pollinators.

➤ Wild, from Page 8 own. Japanese beetles seem to like to eat, and mate on, it. A largish male earwig had also found a cozy hiding place among the plant’s many leaves, sticking out the pincer-like cerci on its butt to give the impression that it was watching and could snatch predators in its “jaws.” A smaller garden with goldenrod and fall asters, which are not yet blooming, also has butterfly milkweed and Rudbeckia, which has so far mostly been attracting pollinators other than butterflies.

On my deck, I found a fabulous little fly with a silver head, huge black eyes, a yellow-striped butt, and spikes standing up on the border of the stripes. The fly was really rocking the space-punk look. And in my herb garden I almost overlooked a lovely little green nymph in the Orthoptera family (grasshoppers, katydids and crickets).

Larger insects also have been busy here. Scores of coreid bugs have been ganging up to suck the life out of the black-eyed Susans and other Rudbeckia species. Last week, beautiful copper-andgreen-colored beetles, commonly called green June beetles, started circling the lawn, looking for a place to lay their eggs in the ground.

Hummingbird clearwing moths, which mimic hummingbirds, have been visiting the wild phlox in my small shade garden, which also has mountain mint, and black-eyed Susans along the bit of the edge that stays sunny most of the day.

The moth was drawn to the pink, tubular flowers of the phlox, hovering in front of them to drink their nectar. Butterflies are also usually attracted by the phlox, but I’ve seen few there so far this year.

Common whitetail dragonflies seem to be everywhere, especially on warm, dry surfaces, such as rocks or concrete steps.

And down at the pond I found another dragonfly, the widow skimmer.

The few butterflies I’ve seen so far have mostly been small species, such the least skipper, a lovely orange butterfly with a wingspan of just over an inch.

I’ve seen these several times, along with sachem and other skippers, down at the lower ponds.

Among the Lepidoptera, moths have been more common, starting with a boomlet of small eight-spotted forester moths, which showed up for a while on the side of my house then disappeared. A friend living 20 miles east also reported seeing them.

comes from over 15,000 REC members who voluntarily allow the Cooperative to round up their monthly electric payment to the nearest dollar. That extra change creates a pool of funds to support local non-profit organizations that improve the communities they serve.

Nearly 100 local non-profits have received funding from The Power of Change. This has made a significant impact on improving community services, education, and emergency response in REC’s service territory. “If not for the generosity of members, your community would not have great things, like a literacy station," said Amy Lilly, director of Caroline Library, a private, non-profit library in Caroline County.

The library received funding from The Power of Change in 2016 to purchase an interactive, age-appropriate literacy station to help early learners in multiple curriculum areas including art, math and science.

Robert Legge, Chair of Rappahannock Rapidan Community Services Board of Directors announced the retirement of Brian Duncan, RRCS Executive Director following the regular meeting of the Board on July 11. Duncan plans to retire in February 2018 after 25 years as the agency director.

RRCS is local government’s provider for behavioral health, developmental disability, addiction disorders, and aging services for Culpeper, Fauquier, Madison, Orange, and Rappahannock counties with an annual budget of over $25,000,000 and 350 employees.

Duncan joined RRCS in October 1993, when the agency had a total budget of less than 9 million dollars and a workforce of fewer than 150 employees. During Mr. Duncan’s tenure, RRCS has experienced significant growth and expansion of services as public expectations for services to individuals with disabilities and senior citizens has grown along with funding from grants, local, state and federal sources.

Legge has formed an Executive Search Committee that will work over the next seven months to recruit and hire a new Director to start in early 2018. Additional information about RRCS can be found at www.rrcsb.org.

Remembering passwords is hard work. For years, the working theory has been that you need a different password for every website that you visit. And it can’t be something simple, it needs to be complex. A complex password has typically been a minimum of 8 characters with necessary upper case, lower case, numbers and symbols to meet the requirement. Oh, and once every 90 days (or even sooner), you need to change the password. But who can remember this?

The rules for passwords are beginning to change with the National Institute of Standards and Technology (NIST) releasing an updated Cybersecurity Framework for the private sector in May. Websites are beginning to implement two-factor authentication. I will dive into NIST in a later article.

The new guidelines drop the need for periodic password changes, decreasing the complexity, and allowing a broader range of characters including emojis.

NIST recommends website owners implement blacklist checking for widely known passwords that have been compromised or commonly used. The new guidelines still recommend using a minimum of 8 characters, up to 64, to create a memorable passphrase. Longer passphrases are easier to remember An example would be: ilovetoreadtechnews OR ILovetoReadTechNews.

Two-factor authentication (2FA) is starting to become a requirement for some websites. 2FA is using another code, PIN, or one-time use key in addition to your normal username and password to verify you are the correct

There is an exciting endeavor underway in our community….the Bright Spot Inclusive Playground. The Culpeper Parks and Recreation Foundation is spearheading this effort which will soon be a reality for all children, regardless of their abilities and challenges.

person. 2FA is not a new protocol, but only recently has become more mainstream. An example is logging into ITunes on your computer and Apple sends a one-time use code as a text message to your phone. In highly secure work networks, you might have been provided a key fob token that has random one-time passcodes that change every few minutes that allow you to access work email securely from home.

It is also still a good idea to continue using different passwords for different websites. You need to particularly adhere to that rule when it comes to your online banking records and health records.

It is pretty much a given that the quantity and complexity of passwords require people to write them down on paper somewhere.

There are alternatives to having a small notebook with all your important passwords. A better option would be to use a password manager such as Last Pass that will remember the login and will create a complex password for you. The only password you need to remember is the main password to get into your secret secured password vault.

The password managers can be set to automatically login to a website based on the web address. The mobile versions of password managers will let you cut and paste the needed account info into other mobile apps.

Most websites have password recovery features built in, but support calls for password resets are still one of the most common technical support requests.

Technicians receiving password reset requests are also susceptible to voice phishing. This is the practice where someone pretends to be you and gain access to your private information.

You will know if your account is just breached if you get an email indicating your password was reset but you didn’t do it.

A final note on passwords. Never provide personal information or enter login information on a website that is not secure. This is easily checked by looking at the web address for an HTTPS at the beginning. The added S means the website has a security certificate installed. Your web browser will also have a locked padlock icon as well.

Websites without this security could be sending your info as clear unencrypted text.

Even with all of this, unfortunately, no network is 100% secure. It’s like locking the doors on your house at night; it’s a deterrent to make things harder.

Having access to the “Bright Spot Inclusive Playground” will ensure that children with a wide variety of special needs, including physical, cognitive, social and sensory, can experience the same enjoyment of playground equipment that is the highlight of so many happy childhoods.

Of particular value are the pieces of specialized equipment that will address the unique proprioceptive and vestibular

sensory needs that children with autism and other developmental disabilities experience. These playground items are expensive and not readily available to children except at a highly specialized playground such or in a specialized sensory room.

RRCS GOLF TOURNAMENT: For the second year in a row, RRCS is sponsoring a Golf Tournament at the Country Club of Culpeper to raise funds for RRCS prevention programs and support for our community coalitions (Come As You Are, Living the Dream, Rusty Bower’s Foundation, and Team Jordon).
