Culpeper raises the bar as the winner of FitX Program By Leonard Banks

Culpeper County employees took the lead in the state in the fight against obesity and diabetes. On April 7, 91 Culpeper County employees, embarked on journey to accomplish a mission that would raise the bar on improving their health. Less than eight weeks later, the Virginia Cooperative Extension and Culpeper County employee sponsored program unveiled the 91 Culpeper employees as its first ever FItX winners. Out of 15 teams, and 275 competitors from across the state of Virginia, Culpeper was honored at the top team. “The purpose of the program is to

Also, the event hopes to encourage weight loss by eating healthier by making people move,” Culpeper Extension Office agent Becky Sheffield said. Culpeper finished first with 8,205,243 total steps and 1,367,540

steps per person. Periodically, Sheffield announced which team was ahead by sending out a weekly newsletter. As an added bonus, each member of the winning team received $100 dollars. On Friday, members of the winning team, Virginia Cooperative

Extension members, along with its creator, and PHD Virginia Tech student, Andre Eskia gathered at the Culpeper Board of Supervisors auditorium to celebrate their accomplishment. Eskia developed the program as his senior project before graduating in 2018. The program is designed to improve the overall health of its participants by increasing their activity, and the number of vegetables and fruits eaten each week. The core team values are fixed upon teams of 4 to 8 people pooling their mileage to walk across Virginia with their co-workers, family and friends. Miles or physical activity are calculated based on the type/duration of activity. Along with physical activity, participants were able to track their consumption of fruits and vegetables using an improvised smart watch programed by Eskia. The consumption of five or more cups of fruits and vegetables each day leading up to 35 cups each week was a high standard for each team, but the Culpeper team persevered and made it through. “The Smartwatch recently became a mainstream, and then I realized that the watch gives you instant access to information,” Eskia said. “I was curious if this can be used to make people more engaged without burdening them to interact with technology — such as opening something or closing something up.” Eskia initially partnered with the Human Nutrition Food & Exercise Department at Virginia Tech, as focus for his masters program. It took Eskia and small group of undergraduates over a year and a half to build the FitX program. “We used the programmable smart watch Pebble, but now I have to consider using a different platform, because the watch is no longer available due to bankruptcy,” Eskia said.

Culpeper County BOS approves pretrial services

Culpeper County’ Board of Supervisors unanimously approved pretrial services Tuesday afternoon by a 7-0 vote. After years of discussion, the county decided to begin its own pretrial service after not receiving proposed state funds to begin the program. Following nearly 30 minutes of spirited debate, the Board of Supervisors ended up agreeing to start Culpeper’s own program. While some supervisors questioned if the investment was worth it, Stevensburg District supervisors Bill Chase put forward the motion pointing to savings the program could create. “I don’t feel it’s a tough call,” Chase said. “I think eventually the state will give (us) money.” The pretrial services would help alleviate the sheriff’s office outside jail services budget by helping reduce the number of inmates held in the Culpeper County Jail. Pretrial services works with judges, magistrates, constitutional officers, state agencies and legislators, who must approve funding. Pretrial service officers investigate and interview defendants facing state or local charges. The officers then present their findings to the court with a recommendation. If approved to be released prior to trial, the inmate is then supervised and assisted by the local pretrial services officers. Andrew Lawson, Director, Culpeper County Criminal Justice Services said that if there was a 20 person per day reduction in the jail that the program would essentially pay for itself. The Fiscal Year 2018 CJS budget was modified following receiving word from the state that any pretrial funding would be incoming. Under the modified budget, six full time positions were included (directory, deputy director and five parole officers) and the pretrial budget was adjusted to include two full time employees for a grand total of $800,897. That means that the county must fund the pretrial services with $233,146 for FY18. Cedar Mountain District supervisor Jack Frazer was concerned about the possibility of Lawson returning next year and asking for more pretrial employees. “I don’t see a savings if that happen,” Frazier said. The question kept coming back to what the state would do if Culpeper enacted its own pretrial service, if it would make it more likely that the county would then receive state funding. “I’m not sure what’s going to happen with the numbers, but I feel comfortable saying that we’d be able to see a savings on outside jail services,” Lawson said. Frazier expressed concern that if the program is enacted, it will be difficult to not to continue to fund it if there no savings seen by the county. “If it wasn’t cost effective, there’s no one forcing the county to do it,” Jefferson

When he has few minutes he handles small jobs that he contracts for Lowes. That is how I met him. A few weeks ago I ran a picture of an appliance repairman in my house working on my dishwasher. District supervisor Brad Rosenberger said. Culpeper County Commonwealth’s Attorney Paul Walther said that 84 of 134 localities have pretrial services. He pointed to his time in Fauquier County and how much the services there helped the system. “It’s not my job to tell you how to

spend money, but as for the program itself, it’s worth it,” Walther said. “I see it as the right thing to do.” Wenonah Petersen, representing Culpeper Bar Association, said that the defense lawyers in the county heavily supported the program. “Pretrial services is essential to our jobs as defenders,” Petersen said.

Rappahannock Goodwill, Inc., and Verdun Adventure Bound, Inc., are pleased to announce the grant funding for the joint project, “The Groundwork Project.” The Ohrstrom Foundation of New York, New York, awarded Verdun the $100,000 grant on May 16. This generous grant from the Ohrstrom Foundation will give at-risk youth the opportunity to benefit from the combined expertise of RGI and Verdum as the youth build the life and job skills they need to achieve personal growth, leading to sustainable employment and a stronger community for us all. The Groundwork Project will encourage youth to develop leadership skills, build teamwork, and establish careers through adventure-bound learning and experiential education. The Groundwork Project will be a yearlong program which will serve up to 90 Fauquier, Culpeper and Rappahannock “at-risk” youth 16 to 24 years of age. All participants will be recommended by an invested adult such as a teacher, mentor or counselor. The youth must commit to a full day session occurring once a week for eight weeks at Verdun, with transportation provided. Youth will participate in a supportive community with up to 15 peers and three adults. Once the youth completes the program, the participants will commit to finding employment with staff assistance provided.

Hortense Hinton-Jackson’s education career has taken her around the world, but she’s always been drawn back to Culpeper. Alan Rasmussen has always wanted to make a difference, and he chose Culpeper as the place to do so. The two were honored Friday morning at Culpeper’s 4th of July Celebration 2017 kickoff breakfast as the 2017 Parade Grand Marshall and 2017 Spirit Award Recipient respectively. Hinton-Jackson began her education career in 1971 and eventually obtained her doctorate from the University of Virginia. A native of Culpeper, she is the chairman of the board for the George Washington Carver Alumni Association, a member of the NAACP and leader for Free Union Baptist Church. She is also a noted historian focusing on Culpeper’s African-American history. The grandmother of eight was honored when she found out she would be the grand marshall of the parade. “Culpeper was my place of strength and my foundation,” Hinton-Jackson said. “It continues to be so. I continue to draw strength from that and I still think this is one of the best places to grow up and live.” Growing up in Culpeper, HintonJackson remembered watching an African-American man drive the carriage during parades and noted how important that seemed. Now, she will be in a similar carriage, only as the guest of honor. “It was very significant to African-Americans probably 50 or 60 years ago that there was even an African-American man even in the parade,” Hinton-Jackson said. “So today, to be an African-American to apparently ride in the carriage, that’s very significant to me. Farming and owning a business has always been in Garrett Thayer’s blood. He grew up around a family farm in Massachusetts and he always had a

passion for local business. It just took a random Valentine’s Day present to spark those flames. One year, his wife Sara bought him a home brewing kit and a dream was born. On Thursday, that dream became a reality. Thayer officially opened Old Trade Brewery with a ribbon cutting hosted by the Culpeper Tourism and Economic Development Department. Thayer was all smiles as he greeted his new neighbors and introduced visitors

Homebrewers and within a year or two of that I was helping out in breweries.” His family has been merchants and farmers since 1620, so it only made sense to come back to farming. The 20 acre farm will open with a hop yard and a half acre of cider trees and pear and cherry trees. A government job working as a program manager brought him to Washington, D.C. where he met his wife. She could tell he was itching to get back onto a farm though, and relented when he decided on a business model. “After I wore my wife down, and she agreed to support me, I gave her a well-thought out business plan we started to look for properties,” Thayer said. “One thing on our checklist was having a decent

amount of acreage and an older barn.” He has that at Old Trade, along with a breathtaking view that overlooks rolling hills. The old 12-stall barn has been artfully renovated to be both practical and inviting. “What brought us to Culpeper was we stopped in downtown and really liked the location,” Thayer said. “We looked at several properties and this was in our Top 10.” The name of the brewery comes from a line in the song “Down in the Valley” by The Head and the Heart. The song begins with ““I wish I was a slave to an age-old Trade.” That spoke to Thayer. “I wanted to find a business model where I could be on a farm again living outside of the city,” Thayer said. “It’s hard to find a profitable model for a farm. I love to brew and I’m pretty good at it. I want to continually add to the farm.”

He’s adding to his family first, as his four-year-old son Gavin will be joined by a younger brother in September. Being a young parent, he has made the brewery family friendly, converting one in a stall specifically for a playpen for kids. A pirate ship playset beckons to youngsters out back. “The biggest need I found with a young adult with children is finding a venue where the adults can enjoy themselves and the kids can be safe,” Thayer said. “In the alcohol industry and even for restaurants it’s really under utilized. We even have co-gender bathrooms and a family restroom so a father or mother can both take their children.” He’s expecting to have a 10-barrel system operational in the next few weeks and is working at half the capacity at the moment. Visitors enjoyed samples of Thayer’s Robust Porter - which has notes of chocolate and coffee - along with Gavin the Strong - a Saison named after his son. The other staple will be Morning Light - a sessionable IPA. He plans to start a barrel aged program and add sour beers to the menu as well. This brings a quality of life.” Culpeper County Board of Supervisor (Stevensburg District) Bill Chase said the county welcomed the Thayer family with open arms. “I think it’s extremely important, because it’s kind of the wave of the future,” Chase said. “It gives new crop to grow. The county welcomes things like this because it’s another economic endeavor and it’s another form of agriculture.”

The power of summer

Its summer time. Time to get outside. Long days, warm nights there is no better time to make memories with your family and friends than summer. When we were young we would run through the yard catching fire flies as the adults sat in lawn chairs laughing at us and telling each other stories. By the end of the night we would have jars filled with them and when we went to bed we would sit them on our dressers and go to sleep watching as they filled our rooms with sparkles of light. The smell of the night air, the sound of the adults laughing and my sisters, cousins and friends yelling as we would chase those lighting bugs around the house have stayed with me through the years. I could not tell you what I got on my eighth, ninth or tenth birthday but I can remember

those times I spent with family. The barbeques, the swimming in a horse trough because we did not have a pool, camping in the backyard until we got scared and ran back inside after dad snuck up on us. Each year that passes we lose an opportunity to create a memory with the ones we love, so this June get outside and take the time to spend with loved ones, take the time to meet some new people. Take some time to unplug and allow yourself to slow down to a speed of yesterday. June is for enjoying cook outs with friends and taking advantage of the wonderful summer sun and long days. Since this is a 'garden' spot in the paper and now that I have ran on remembering some amazing memories from my childhood I guess I should give some advice on things we can do to extend the time we have outside and increase your family's memories of being together. While patios, fire pits, outdoor rooms, outdoor kitchens and bars are great ways to spend time outside they can sometimes also be outside

of the budget but that does not mean we cannot improvise and create something nice without spending much money. A fire pit can be created using extra segmental wall stone. 'Where can I get that' you ask. Well...just go to any hardscape supplier or installer with a store front. Chances are they have an over stock or discontinued pile somewhere they would be very happy to downsize and in some cases you could save as much as 50 to 75 percent if you're not super picky about color or stone choice. Adding shade to an existing patio could be as easy as constructing an open frame pergola, adding some wire hooks, stretching wire and hanging some linen. Tie back the linen to each post and bring together at the top like you would a curtain and just like that you have shade in a hot spot. Want an outside bar? again if you're not super picky and willing to take this in when you're done using it you could talk to your local handyman, kitchen guy or cabinet sales and see if they have an old

cabinet base sitting around. Build a 2x4 frame to sit on the top of the base, wrap it in cement board and then cover the cement board in tile. If you're handy you could have an outside bar in a few hours. Of course there is always the option of contacting the pros and getting a more permanent outdoor space set up also. Just remember if you're going to go this route don't forget to dream. In my business our slogan is "Your Dreams, Our Creations." What we mean by this is dream, allow yourself to imagine the perfect space for you. The perfect backyard getaway. Your dreams can be realized so long as your designer (that's usually me) knows what it is that you dream of. Once your dreams have been put onto paper a plan can then be put together to start bringing them to reality. Whatever you do this June be sure to make some memories.

VIEWS Exploring neck pain and what causes it How many of you have neck pain? Over the next couple of months, I will address what I believe causes neck pain. Medically speaking, the neck is considered the cervical spine. Cervical [SIR-vick-al] is the medical term for the uppermost portion of the spine. It is derived from the Latin word cervix, which means “neck.” Many people have neck pain often intermittent, sometimes stiffness only, sand sometimes very painful. There is a very simple way to identify true neck pain for yourself. Should your neck hurt whenever you move your head from side to side, up or down, or during rotation, the problem probably lies within your neck itself. On the other hand, if moving your head in those directions doesn’t make your neck hurt, it’s time to look elsewhere for the cause. One of my dearest friends called me from New York, telling me his cardiologist (a heart specialist) had sent him to an orthopaedic surgeon for his neck pain. He described his visit and said this orthopaedist had recommended a treatment similar to what I described in chapter 2 for occipital headache. When I asked him to move his head in all directions, he told me none of these motions brought on his neck pain. He was soon coming down for a visit, so I waited until I saw him to give my opinion about his condition. The day after he arrived, he accepted my invitation to go duck hunting. During our half-mile walk

to the duck blind, I noticed that with every thirty or forty yards, he would stop and rub his neck. Once we were in the blind, I asked him to move his head again to see if it brought on the pain. It did not. At that point, I knew he had referred pain—pain felt in one part of the body but caused by a problem in another part. In his case, the real problem was his heart. He had angina pectoris [AN-jine-a PEC-tor-is], pain from a clog in one or more of the coronary arteries that supply blood to the heart muscle. His angina was not typical since he only felt the pain in his neck, whereas most folks complain of chest pain. Even though his cardiologist had sent him to an orthopaedic specialist, I urged him to see a second cardiologist when he returned home. He did so, and within five days, he had undergone a quadruple coronary bypass. His neck pain disappeared. From this story, you can see that not all neck pain originates in the neck. True neck pain is not usually felt just in the neck, however. Often, it’s referred to the trapezius [tra-PEAzee-us] muscles, the large muscles that spread from the base of the neck across the top of your shoulders. In fact, pains here without neck pain may be the only symptom emanating from the cervical spine. Many folks think of these muscles as their shoulders, but they aren’t, and insisting their “shoulder” or “shoulders” are bothering them often convinces the examiner that they really mean their shoulder joints. I have seen this mistake made many times over. That is why the initial instruction should be, “Point to your area of pain with one finger.” When they point to the trapezius muscle, the examiner will not be misled by

their misnomer. Referred pain from the cervical spine may be described as a bee sting or deep pinpoint ache directly in the center of these trapezius muscles, and certain motions of the neck will increase this pain. Rubbing the painful area can give temporary relief, but it soon returns because the pain is coming from the neck, usually as a result of a fragmenting or degenerative disc. Everyone has heard of a slipped disc, but what exactly does this mean? A disc does not really slip; it fragments within its space and loosens up. When this fragmented tissue pushes, bulges against, and stretches the ligaments that hold it in place, pain is almost always felt or “referred” to areas in the neck and the trapezius muscles. Many patients swear they can pinpoint the pain directly over the muscle because they can feel it “right there.” They just know their symptoms are muscular in origin. There’s a simple explanation for this. When someone rubs and massages the area for relief many times a day, or even for weeks at a time, this spot becomes quite sensitive. Simply pressing or touching it then produces a pain, but it’s not really the same pain arising from the real culprit, a disc in the neck. This is a difficult premise to explain and have patients understand. The patient will usually complain of pain over either the right or the left trapezius muscle, rarely both. Why? I’ll look more closely at the makeup and anatomy of these discs next month.

including private, public and volunteer. The Mobility Specialists at the One Call Center can also provide “travel training” for those who may be hesitant to ride alone the first time or two. One of them will accompany a new rider until he or she is comfortable with the route and procedures. Young Life hosts 5K Splatter Run in memory of Jeff Stables By Jeff Say

Jeff Stables was always full of life. The longtime Culpeper Young Life area director constantly greeted kids with a smile and a hug. Through his various ministries and as head coach of Culpeper County High School’s tennis coach, it was evident his passion for working with youth and the joy that they brought to him - and he to them. So when he passed away Dec. 7, 2015 following a battle with cancer, it only made sense that the organization would honor him with a 5K Splatter Run/Walk. “It was a no brainer for us,” co-organizer Will Orr said. “We wanted one of our major events to be a memorial event for him and to give all the money away so we quickly decided this was the best one. It was his event that he thought up and loved so much. There was one year when he was in between Young Life jobs, and he still came out and ran it alone.” This year’s Second Annual Jeff Stables Memorial will be held June 10 from 9:30 to 11:30 a.m. at along Muddy Run Road. Parking is at Emerald Hill Elementary School

(the event is not sponsored by Culpeper County Public Schools.) Registration begins at 9 a.m. Following the 5K, everyone eats Stable’s favorite food - Knakals Donuts. Stables left an indelible impact on many youths in Culpeper, including Orr. He said it’s still difficult for him to put into words just what Stables meant to him and to this community. “I guess one thing that most people say about him is that when you walked away after being with him you left feeling deeply cared for and cared about,” Orr said. “And then there's the wacky, ridiculous fullof-life side of him. Stuff like snowboarding off of a massive ramp into the Emerald Hill parking lot, and raking his entire yards-worth of leaves into an enormous pile just so he and his friends and kids could have the experience of jumping off their roof into it. Also, I really think in terms of people who have last a profound lasting legacy of impact in Culpeper, his name is on the short list of greats.” Above all, Stables dedicated his life to proclaiming God and helping bring others close to him. “He would hate (all) the attention,” Orr said. “He's probably

cringing that there's something even called ‘The Jeff Stables Memorial 5K.’ He wanted all that attention to be diverted to how awesome God is.” Stables left behind his wife of 14 years Rebecca and three young sons - Luke, Levi and Ian. The proceeds will go to Luke, Levi and Ian Stables College Fund and to the ministry of young Life in Scotland. “I love that we can give to his family to support his boys and Becca,” Orr said. “Last year his middle son, Levi, spoke to the crowd and thanked them for coming. It was moving. Besides donating to the

boys' college fund, the rest of the money goes to the Young Life area in Scotland which Jeff started.” The 5K is $25 for adults, $20 for teens, $10 for kids. “This is the perfect 5K for everyone,” Orr said. “Last year we had some serious runners that came out, but in addition there were tons of others that just wanted to come because they knew it was for a good cause. "We have fun, we eat donuts, we give out prizes, we laugh, and we celebrate. And if you're from Culpeper, I can assure you this is a worthy cause and a worthy family to support.”

His level of interest in wine will help determine the direction of your selection and possibly price. Whether he occasionally enjoys a glass during dinner or if you often find him reading the latest issue of Wine Spectator and taking notes, the classics are always a welcome treat. Perhaps you've always thought of dad as the king of the castle, then give him a masculine bottle of Barolo from Piedmont Italy, it's known as the king of wines. The nebbiolo grape has a reputation for being robust, complex and capable of aging gracefully. Barolo is a bit of an investment that pays off in spades years later, provided dad has the discipline to wait. If he's more of an instant gratification fellow, stick with the nebbiolo grape, but go with a bottle from Italy's Barbaresco region located

just 10 miles from Barolo. The nebbiolo from this area requires less aging and tends to be more approachable with softer tannins and structure. For the foodie Dad, a foodie wine to match is perfect and it doesn't get any better than Pinot Noir. The Willamette Valley in Oregon is a spectacular spot for producing the quintessential Pinot, alongside Burgundy, France and California. Ken Wright, a very well respected and long-time producer of Pinot Noir in Oregon, is a favorite among many. He mostly concentrates on single vineyard designates with unique style and finesse. No matter what's on the menu for Father's Day, Pinot pairs with everything from grilled salmon to braised meats, a cheese board or dried fruits. If white wine is more his style, there's always a certain amount of comfort in a bottle of classic California Chardonnay, or step outside of the box and go for a full-bodied Viognier. This rich and opulent grape delivers amazing floral aromas with flavors of apricot, ripe peaches, melon and a touch of honeysuckle. If you want to splurge and really impress, consider a Condrieu from France’s Northern Rhone Valley. Condrieu is the appellation and the Viognier produced here is considered to be among the best in the world - just like dad! Need more ideas? FAR GOHN CELEBRATES TWO YEAR ANNIVERSARY: Two years ago Steve Gohn opened Far Gohn Brewing Company with the idea to share his craft home brews with the people of Culpeper. In those two years, residents have sampled a total of 47 different beers and have helped double the production size of the local brewery. Gohn said that favorites include his Radlers and the Sleeping Elefant IPA. A “tavern brewery,” Far Gohn celebrates the German immigrant contribution to the American beer tradition but also embraces and brews a variety of styles from all over the world. Fan favorites include the Kolsch, Altbier and milk stout varieties. “We’re just thankful for everyone that has stopped by in the past two years,” Gohn said. The brewery participates in the Gnarly Hops and Hoptoberfest festivals and also host many fundraisers for local nonprofits. Food trucks are a regular sight in the parking lot and are popular with the regulars. Gohn said that in the future, they hope to open the second floor and have it available for rental space. He pointed to some of the new additions in the past two years, including the larger barrels and his canning equipment, as folks eagerly purchased “crowlers” for their trips back home. But if you’re looking to stop by and enjoy the pint, the hardwood bar is inviting and reminds visitors of a true neighborhood bar “where everyone knows your name.” “If you haven’t stopped by, please come visit us,” Gohn said. Mary Leigh Sharp Mary Leigh Sharp, 102, of Warrenton, Virginia, passed on May 30, 2017, at Fauquier Health Rehabilitation & Nursing Center, Warrenton, Virginia. She was born on May 4, 1915. She is survived by her son, Clifton Sharp of Herndon, VA; one brother, Norman S. (Eva) Sharp of Culpeper, VA; two grandchildren; three great-grandchildren. Funeral services were held on Monday, June 5, 2012, 12pm, at Faith Christian Church, 6472 Duhollow Road, Warrenton, Virginia, 20187. Dr. Decker H. Tapscott, Sr. delivered the eulogy. Frank Ronald Zinn Frank Ronald Zinn, 88, of Culpeper died Wednesday, May 31, 2017 at Jackson House Assisted Living. He was born November 20, 1928 in Belington, WV to the late Curtiss and Hazel Bennett Zinn. Mr. Zinn was a veteran of the US Army and served during the Korean War in the Signal Corp from 1950 to 1952 and received the Occupational Medal. He was the superintendent for Bingham and Taylor Foundry for 38 years. He was a charter member of the Culpeper Kiwanis Club, Amissville Fire Department, Culpeper Planning Commission, and Salem Volunteer Fire Department where he was the First Fire Chief. Mr. Zinn was also Deacon, Treasurer and Trustee of New Salem Baptist Church, a member of the Veterans of Foreign Wars and was past member of the Red Cross, Culpeper Numismatic Club, Chairman Culpeper Chamber of Commerce, American Foundrymens Society and Civil Defense. He was honored with the L.B. Henretty Award and a holder of 2 U.S. Patents. He is survived by his wife, Anna Embrey Zinn; two daughters, Debbie Zinn of Stanley and family friend, Wesley Gray, and Hazel Zinn-Day and her husband, Kevin of Woodville; two granddaughters, Devin Mitchell Day of New York, NY and Naval Flight Officer Carly Marie Day of Norfolk; three sisters, Dorothy Zinn Hackley of Amissville, JoAnn Tilley and her husband, Wally of Boston, VA, and Nancy Nicholas and her husband, Farrell of Amissville; sister-in-law, Betty Zinn of Gainesville; and many nieces, nephews and great nieces and nephews. A memorial service will be held on Monday, June 12, 2017 at 11 a.m. at New Salem Baptist Church with Pastor Mike Dodson and Pastor Sandy Martin officiating. A graveside service will be held on Tuesday, June 13, 2017 at 11 a.m. at Culpeper National Cemetery with military honors provided by Culpeper VFW Post 2524. In lieu of flowers, donations may be made in his name to New Salem Baptist Church, 8233 Sperryville Pike, Culpeper, VA 22701, Salem Volunteer Fire Department, PO Box 1254, Culpeper, VA 22701 &/or Salem Ruritan Scholarship Fund, c/o Barry Beale, 13464 Essex St. Culpeper, VA 22701.
