BEHIND THE BADGE Schoelwer sings a new song as she embraces community policing She’s a classically trained opera singer who travelled the world as a youngster. She sang in the Kennedy Center as a high school student and marched in the Macy Day Parade in New York while in the JMU band.

Oh, and, don’t forget to add she marched in Ireland as well.

But before all that Town Police Officer Schoelwer was an adventurous youngster. When she was five her recently divorced mother moved to Arlington. They didn’t know anyone in the neighborhood so “I walked next door and said, ‘hello friend’ to our neighbor,” she explained. “He calls up my mom and says, ‘your kid is in my house.” And that is how Julia introduced her mother to her mother’s future husband.

There is a kinetic energy that Schoelwer exudes as she talks and moves-- interacting with people, manipulating the controls of her cruiser, recalling past adventures. It informs her every move.

She likes to read and that guided her college studies-- at first. She

Age: 28 Marital Status: Engaged Education: James Madison University, BA, Criminal Justice Studies, 2010 Hobbies: Reading, Martial Arts, Music took a part time job with campus security and by the time her sophomore year rolled along Schoelwer decided criminal justice studies suited her interests better. She still reads, “Little Paris Book Shop” being her last book, but the action of police work fulfills the other part of Schoelwer’s inner psyche--the part that drives her to a black belt in Tai Kyon Do and training in Judo.

In 2013 she joined the Culpeper Town Police. Schoelwer went to the police academy, underwent field training and came out of the process a patrol officer. Not one to let things be -- she studied to become certified in accident reconstruction.

In April, Town Police Chief Chris Jenkins saw her ability to work with people of all stripes and moved her to Community Policing. It’s not something that Schoelwer would have picked for herself but she finds she likes the assignment. She works with the community on events -- getting to know the community -- letting Culpeper citizens get to know her. Neighborhood Watches are another venue for her to explore relationship building.

“I’ve been around all cultures,” she said, pointing to her high school years in Arlington and her travels abroad. That helps her to understand others in the environment that they live in as opposed to her usual way of living.

“People need to understand each other especially in law enforcement,” she said. Creating “relationships” with citizens helps to make for better police work, she said. And that, apparently, is a skill Schoelwer began honing years ago when she walked into her neighbor’s house.

“Law enforcement is usually reactive not proactive,” she said. “Community outreach is proactive. If we can prevent one incident through getting to know each other--that is a good thing.”

Chief Chris Jenkins said he picked Julia for the community relations job for many reasons but “the main reason is the energy she brings to community policing.”

“She is always willing to work with members of our community,” he said. “She exemplifies community policing at its best.”

Fauquier Times sold to local investors Local investors in Fauquier County recently signed documents to buy the weekly Fauquier Times from Loudounbased Virginia News Group. Terms were not disclosed.

The investors are comprised of a group of citizens, from throughout the county, who wanted to improve the local community newspaper.

“For the first time in recent memory, the Times will be locally owned and locally managed,” said George R. Thompson, chairman of Piedmont Media LLC, representing the investors.

“Our goal is a newspaper that is as good and as honest and as able as are the people of Fauquier County,” Thompson added. “We have a lot of work to do before we get there.”

Virginia News Group, also publisher of Loudoun Times-Mirror, is owned by Middleburg resident, Peter Arundel. The company was founded

by Arundel’s father, Arthur “Nick” Arundel, in 1963 with the purchase of the Loudoun Times-Mirror.

“Our readers and advertisers in Fauquier are very well-served by this transaction”, said Arundel, adding, “The buyers are very passionate about this county and the vital role that the paper plays in nurturing its special character.”

The first edition under the new ownership will be distributed on August 24. The local owners are investing in expanded coverage of the topics of greatest interest to the residents of the county. Their primary objective is to improve, over time, reporting and presentation of news, local business, events, agriculture, conservation, sports, equestrian and other features. Over time, the layout of the paper will also be improved.

Under the new ownership, the opinion page will take a more balanced stance.

“Our policy is an editorial page that is straight down the middle. We will be guided by our readers, not by special interest” Thompson explained.

The transaction includes the digital Fauquier.com which Thompson said will be expanded to eventually include new products, expanded social media and mobile apps. It also includes the Prince William and Gainesville papers as well as special publications InFauquier and Piedmont Business Journal.

The Fauquier Times traces its roots back 200 years, having changed names and publication frequency over the years. In 1905, it became the Fauquier Democrat and later changed its name to the Fauquier Times Democrat. In 2013, the newspaper shortened its name to the Fauquier Times.

“We are excited to kick off this venture and to be able to do this for the community,” Thompson said. “We believe the residents and businesses will be very pleased with our changes.”

VDOT UPDATES

Utility upgrades along Rt. 229 begin Thursday Traffic will be reduced to a single lane controlled by flagging in two locations along Route 229 (North Main Street) in the town of Culpeper for water-line installation work overnight July 21.

Weather permitting, the work will occur between 8 p.m. and 5 a.m. and will require lane closures just north of Fairview Road and just south of Radio Lane. Motorists should remain alert and obey all traffic controls while traveling through the work zone.

During this overnight work, properties along the 900 and 1000 blocks of Route 229 will have a temporary disruption to their water service.

Those property owners impacted have been notified in advance of the work.

The utility upgrades are part of the town of Culpeper’s Route 229 widening project, which has an estimated completion date of August 2017. Under a $6.66 million contract, the project will widen a 0.8-mile section of Route 229 to a four-lane undivided highway, improve right- and left-turn lanes where warranted, replace the traffic signal at Grandview Avenue and construct a shared-use path on the east side of the road and a sidewalk on the west side.

Route 622 bridge work delayed Upon starting work on the Route 622 (Rock Mills Road) bridge over the Covington River in Rappahannock County, VDOT’s bridge crew discovered that one of the bridge’s abutments was in worse condition than anticipated. As a result, the crew has made plans to replace the abutment, which will require extending the bridge closure to Sept. 2.

(The original reopen date was July 28.)

VDOT recognizes the inconvenience of the road closure, especially heading into the school year, and will work efficiently to complete the repairs.

Route 688 bridge open The Virginia Department of Transportation has reopened both lanes across the Route 688 (Leeds Manor Road) bridge over Thumb Run in Fauquier County. The bridge, located in Orlean, went under construction in summer 2015 and had been reduced to a single lane with temporary traffic signals since January.

Occasional lane closures with flagging will occur through Thursday, the project’s official completion date, while VDOT contractor Martins Construction Corp. of Falls Church installs pavement markings and completes other finishing work.

Motorists should obey all traffic controls and use caution when traveling near the work zone.

They moved to Culpeper from Atlanta in late June. Now, with just about a month living in their new home, Jared and Rachel Martin radiate excitement about their new calling. One that has brought them to Culpeper as the new directors of this area’s Salvation Army which also includes a store and office in Warrenton.

For Jared, being an officer with the Salvation Army dates back decades.

“My great grandpa was in the Salvation Army so there’s a lot of history,” says the exuberant young man who has brought his wife Rachel and their three children on a new adventure, at least a four-year appointment to this area.

“It’s very much a calling,” says Martin noting that you embrace wherever you are appointed. “It’s a mission.”

For many, it may not be an easy life knowing that you will move around the country doing mission work but, for Martin, he found a willing partner in his wife Rachel.

About the Salvation Army

“It’s good to be on the same page...to be partners...to have all the family onboard,” says Jared, “it gives us a sense of mission and purpose.”

For the Martins, their cooperation and collaboration together add a fuller dimension.

Both feel that the two combined will be better able to serve the community.

With the recent flooding in West Virginia, Jared Martin noted that the Salvation Army sent 33 mobile feeding units serving some 33,000 meals.

Perhaps best known for their Christmas bell ringers and Angel Trees, the mission of the Salvation Army includes deep connections with other organizations like county human services departments.

Starting small but starting nonetheless, one goal the Martins have is to establish a church.

“We’ve had small groups meeting in our home,” said Jared.

“We certainly want to expand our ministry,” echoed Rachel, “and be continually looking for ways that we can make a difference in the community.”

“We want them to be able to earn a living,” says Martin.

“We encourage people to donate, to shop and to support the Salvation Army,” says Martin.

“We want big sales, to raise profits because shopping at the store...it goes back to the community.”

Kratochvil honors dad’s memory with derby win ➤ Rapidan driver wins stock division at All-American Soap Box Derby

It can be lonely going down the track during the All-American Soap Box Derby.

Thankfully, Rapidan’s Joey Kratochvil had a passenger - his dad.

James Kratochvil passed away on Jan. 7, 2008 but he had a front row seat last Saturday as his youngest son won the stock division at the All-American Soap Box Derby in Akron, Ohio.

Prior to his race, Joey’s aunt Eileen Hunter presented Joey’s mom Arlene Rupard with a necklace containing James’ ashes.

With his dad figuratively and literally going down the hill with him, Joey was confident he was going to win.

“I was just excited,” Joey said. “I knew my car was fast and I wasn’t as nervous as I was at the local race. I had a feeling I was going to

win.”

Accompanied by a large contingent of his family from Culpeper, including his grandparents Joe and Freda Kratochvil, the win and the way it happened was a special moment for the Culpeper crew.

“It was very emotional,” Rupard said. “I gave Joey the necklace and told him that when you go down the hill, he’ll be going with you.”

Kratochvil was the fifth Culpeper driver to win the world title and the second to do so while racing with his loved ones ashes.

Sean Brown won in 2010 with the ashes of his sister Carol Anne Brown in his car.

During that run, butterflies engulfed the family while they waited for Sean to come down the hill. On Saturday, the Kratochvil clan experienced the same phenomenon.

“Michelle (Brown) texted me and said ‘Carol Anne will be with him (Joey),’” Rupard said.

Joey said he had an advantage as he was used to going faster at the Culpeper track, which was modeled after Akron’s asphalt.

That advantage was something that the Piedmont Area Soap Box Derby committee thought of when they were constructing Paul Bates

“I think it helps a great deal,” Piedmont Area Soap Box Derby executive director Frankie Gilmore said. “They get to Akron and they’re not overwhelmed.”

Having another driver from Culpeper win helps put Culpeper on the map, Gilmore said.

“It makes other drivers want to come rally here,” Gilmore said. “It brings revenue to our area.”

Also putting Culpeper on the map was Joey’s appearance on July

18 on the Live with Kelly show. Appearing before a national audience, Joey made small talk with host Kelly Ripa while showing off the ring he won at the All-American Soap Box Derby.

“She’s really tiny,” Joey said with a laugh. “I was just a little shorter than her.”

Now the 14-year-old turns his attention to the Super Stock division where he hopes to return to Akron.

And be sure that he’ll have his dad with him again.

Veterinary Referral Center of Northern Virginia offers a trinity of animal care

Dr. Ethan Morris knew from an early age that he wanted to work with animals. As a young boy growing up in Cleveland, he recalls when his mother would attend teacher-parent conferences.

“I was the kid with bird wings, nests and owl pellets in my desk,” laughs Morris who graduated from the School of Veterinary Medicine at Tufts University in 1997. His internship at Darien Animal Hospital in Connecticut was followed by a three-year surgical residency at the University of Minnesota Veterinary Teaching Hospital.

Surgery suits Morris who enjoys working with his hands and the satisfaction of making things happen.

“It fits my personality,” says Morris, “I found that I loved surgery and the instant gratification of fixing a health problem.”

Celebrating a 15-year anniversary on July 21, Morris joined the

center in 2001 working closely with Dr. Richard Bradley.

In business for more than 30 years, The Veterinary Referral Center of Northern Virginia is the morphing of three distinct, yet often interconnected offices, offering surgery, internal medicine and emergency services all in one location.

“We’re looking to rebrand so that folks know we are all under the same umbrella,” says Morris of the Veterinary Internal Medicine Practice, The Prince William Emergency Veterinary Clinic and the Veterinary Surgical Referral Practice that can all be reached at one number.

“We literally outgrew the space,” says Morris of the new building that sits close to the others - all within walking distance of each other.

The center is open on a 24/7 basis offering a haven for a perhaps distressed pet owner and certainly the dog or cat in need of quiet, comfort and concerned attention.

“There is staff here all the time,” says Morris, “anyone can bring their pet here...sometimes your own vet is not available or it’s after hours or an emergency.”

In many cases, animals coming to the center have been referred there because of the staff’s knowledge and advanced training in specific areas...that and state-of-the-art equipment now offering MLS Laser Therapy. Later this summer an animal behaviorist will join adding a new speciality. The knowledgeable staff and advanced technology are all focused on one thing - the quality of life for that special dog or cat.

“There are two places in Northern Virginia where you can take exotic pets,” says Morris. “For us, 99.9 percent of our clientele are dogs and cats.”

Living in Warrenton with his wife and three children, Morris travels to Manassas to a practice where he estimates that he has performed some 14,000 surgeries so far.

“Your biggest challenge is that they can’t tell you what’s wrong,”

says Morris of his many animal patients. “You have to rely on your knowledge, listening to their hearts, your ability to feel...a huge part of it is the owners and their connection to their pet.

“They are all well loved...they just can’t vocalize and tell you where it hurts.”

Morris sees no change in his future in terms of his work life.

“No, I’ve invested way too much and, besides, I look forward to going to work every day. I love what I do.”

EVHS FFA named top chapter in the state Eighteen members of the Eastern View FFA Chapter traveled to Blacksburg, Virginia on June 2023 to compete in several different events at the State FFA Convention.

Winners of the State FFA Career Development Events (CDE’s) were recognized June 23 at the fifth session of the 90th Virginia State FFA Convention held in Blacksburg, Virginia.

Eastern View FFA placed 2nd in the Agriculture Issues Forum with team members Jordan O’Bryant, Taryn Tretick, Lenna Neely, Miranda Petagna, and Ashleigh Lusk.

These students had to pick and research an agriculture related topic and develop a skit to present to a panel of judges.

The skit had to be presented five times prior to the CDE at the State FFA Convention.

The topic that the students selected was “Should the sale of raw milk be allowed in Virginia?”

Also placing 2nd in the state was the Farm Business Management Team consisting of Alexander Berty, Austin Jacobs, Travis Wilson, and Erich Jenkins. Erich Jenkins was the 1st Individual Overall, Travis Wilson was the 4th Highest Individual, Alex Berty was the 6th Highest Individual, and Austin Jacobs was the 10th Highest Individual.

In this event students have to take a written test covering various aspects of Farm Business Management, as well as, evaluate and answer questions about the financial records of an operation and make suggestions.

The Horse Evaluation Team placed 3rd in the state with team members Rachel Burton, Jessie Montgomery, Sarah Miller, and Patrick Miller.

Rachel Burton was the 1st Highest Individual Overall and Sarah Miller was the 9th Highest Individual Overall.

Students in this event have to critically evaluate horses, deliver reasons to justify their placings, take a written exam on the equine industry, and complete a team problem.

The Hippology Team was 6th overall and consisted of Rachel Burton, Jessie Montgomery, Sarah Miller, and Patrick Miller. Jessie Montgomery was the 10th Highest Individual.

The Hippology contest consists of a written exam, horse evaluation, team problem, and identifying tack, feed, breeds, anatomy, and equipment.

Kayley Boyd placed 6th in Computer Applications CDE. Kayley had to take a written exam on computer technology and complete three exercises using various computer programs.

Corrine Rose earned a Silver Rating in the Dairy Handlers CDE. In this event students have to exhibit Dairy Animals using the principles of Dairy Showmanship.

The Eastern View FFA Chapter was also recognized as a Superior and Gold Rated National Chapter.

Furthermore Eastern View FFA was the Central Area Winner for Student, Chapter, and Community Development and was the Overall Winner of the National Chapter for the Central Area. The chapter was successful at the state level as well being the State Winner of Chapter Development, Community Development, and the Overall Senior National Chapter in the State!

The National Chapter Award program recognizes FFA chapters that successfully complete an annual Program of Activities, which includes a minimum of 15 different activities designed to encourage its members to grow as individuals, to work as part of a team, and to serve others.

Local journalism is alive and well and living in Culpeper This month it’s been two years since Dennis Brack purchased the Culpeper Times from Peter Arundel, owner of the Virginia News Group.

We learned yesterday that after months, in fact nearly a year in negotiations, that the Fauquier Times has been sold to a local group of investors in Fauquier County. Also owned by the Virginia News Group, that leaves Peter Arundel with one product in Loudoun County - the Loudoun Times Mirror.

My roots in local journalism go back to 2000 when I started with the then Fauquier Times Democrat. First working in the advertising department and then quickly taking on the position of education writer on the editorial side. That lasted for several years before taking on the position of managing editor at the Rappahannock News ( a newspaper that Brack also purchased from Arundel in 2012).

In November I will have been at the helm of the Culpeper Times for eight years.

It’s dismaying to watch the roller coaster of this industry. My memories take me back to times when the papers owned by the Arundels numbered more than 20 and 300 employees worked at newspapers comprising a broad area. Those were the days of strong, committed newspaper families like the Arundels and the Byrds and others who saw value in preserving community news.

Now, there are a handful of local newspapers hanging on in a media landscape that has changed significantly over the years.

We’re one of them.

Digital or print or both or more?

The dance continues as more and more of our information is found online or on apps through our Smartphones.

Still I had a conversation with Randy Yeiser, the manager of Dairy Queen, the other day. His is one of the many locations where the Culpeper Times is distributed each week. He told me that when the copies come in, they quickly leave as residents read through the pages while munching on

lunch or a snack break.

“Folks really like it,” he told me.

“You’re doing a good job.”

There are a cadre of readers who still prefer newsprint to computer keys. It’s actually refreshing to be able to still hold onto newspapers, magazines and to be able to leaf through the pages of your favorite novel. Something about the textual quality adds ambiance to an age old method of reading about your town and community.

So, at this two-year juncture, I’d like to thank our publisher Dennis Brack for embracing the entrepreneurship of tackling local newspapers at a time when they are shifting hands nationwide, regrouping, restrategizing and fighting for survival. I’d especially like to thank our advertisers and contributors for their continued support. It is, in fact, a partnership, a collaborative effort to make local journalism relevant and financially sound.

Ah, the stuff of stories, you gotta love it and believe that it’s worth sharing and preserving.

Since Sheriff Jenkins created these camps during his first year in office, they have continued to become larger and larger. This year more than 450 children registered for football, soccer, and baseball/softball camps.

The Culpeper Soccer Club, Culpeper Football Association, Culpeper Little League, and Eastern View High School Athletics all played a significant role in the organization and planning of the camps. It speaks volumes when local youth

sports associations assist local law enforcement in the building and fostering of relationships with the youth of our community.

Begin student pick up at 6:30 a.m on Route 29, James Monroe Highway, at the town limits and proceed southbound to a right on North Merrimac Rd and left on Piedmont Springs, including Lewis Drive. Turn right on Route 29 South.

Students on Winterwood Court and Fernwood Road will meet the bus on Piedmont Springs Road. As the route progresses Southbound on Route 29, turn right on Reva Road at Reva Park Market and pick up students to the intersection of Glebe Way including Oak Drive and Little Oak Drive in Reva Park subdivision. Turn around and return to Route 29 and turn right.

Resume pickups on Route 29. Upon nearing the county line, cross over and continue pickups on the southbound side back to the town limits. Then, travel to Meadowbrook Drive making pickups to the townhouses at the end of the road. Proceed to Floyd T. Binns Middle and Eastern View High School.

Daughter of the late Courtland Hawkins Smith USN (Ret.) and Nancy Jackson Smith, she was born in Washington, D.C., where she attended local catholic schools. She was a debutant in 1949 and was a proud member of the Society of the Lees of Virginia.

Like her mother and grandmother, Caroline Jackson, she had a great knowledge and appreciation of antiques, which she demonstrated by her eye for decorating. She likewise had a life-long love for animals and always had devoted pets by her side.

Camilla and the love of her life, husband Hinman “Rabbit� Foote Strange lived for years at Annandale Farm, the Strange family home in Gordonsville, VA. Together they spent many happy years maintaining and improving their historic home.

She is survived by her sons, Courtland Smith Stanley and John Wright Stanley and his wife Susan. Surviving also are grandsons, Courtland Wade Stanley, wife Jennifer and Donald Ford Stanley and granddaughter Nancy Ann Stanley and three great-grandchildren. Son Richard Snowden Stanley predeceased her.

A service celebrating her life will be held at 11:00 a.m. on Saturday July 23, 2016 at Christ Episcopal Church in Gordonsville, VA with Revs. Richard Fichter and Mary Beth Wells officiating. A time of fellowship will follow at Pomme restaurant in Gordonsville. Interment will be private.

In lieu of flowers, the family suggest donations be made to your local chapter, SPCA. Preddy Funeral Home of Gordonsville is in charge of arrangements.

In today’s environment, you have a choice of ice cream or gelato, all good, it just boils down to personal preference.

The history of Gelato dates back to the 16th century, even though there is some confusion about its origins. Most accounts claim it was Bernardo Buontalenti, a native of Florence, who first introduced his creation to the court of Caterina dei Medici. Others claim that Sicilian-born Francesco Procopio dei Doltelli introduced a recipe blending milk, cream, butter and eggs at Café Procope, the first café in Paris since 1686. He was one of the most influential individuals in the history of Gelato to first sell it to the general public, spreading its popularity throughout Europe.

Gelato in Italian literally means “frozen” but it is commonly used to indicate the Italian type of ice cream.

Gelato contains much less air than American ice cream and because of this, the flavors in Gelato are more intense. And, much to my pleasure as I do enjoy a good Gelato, it is healthier than its American counterpart due to the fact that it contains all natural ingredients, fewer calories and less butter fat since it is made mostly with milk and some cream and not the other way around.

culpeper LAKE PELHAM ADVENTURES. Access to Lake Pelham is now available at the Ole Country store off Rt. 29. A ribbon cutting Saturday at the boat house celebrated the partnership between the Town of Culpeper and Al Esh, owner of the Ole Country Store and Bakery. Oh happy times!

MAYOR MIKE. Town of Culpeper Mayor Mike Olinger didn’t waste much time Saturday launching onto Lake Pelham. New facility offers paddle board, kayak and canoe rentals.

ALL AMERICAN. Rachel Peavley, daughter of Jon and Amy Peavley, is headed to Anaheim, California in November. She has earned the National All-American Miss Lynchburg title and will attend the National Pageant. Rachel is a current student at Liberty University. She is a 2015-2016 National American Miss Teen Cover Girl and was also the 2014 Miss Greater Piedmont Teen USA.

BARKER BABY. State Theatre Executive Director Steve Barker is participating in the Culpeper Chamber of Commerce Leadership program. They visited the simulators at the Germanna campus in Locust Grove last week. Germanna’s nursing program is one of the best in the state.
