Culpeper Police make arrest in Saturday shooting On Saturday, April 16, 2016 at approximately 2:35 in the afternoon officers from the Culpeper Police Department responded to the area of Fairfax Street for report of a shooting that had just occurred. These officers were assisted by deputies from the Culpeper County Sheriff ’s Office.

After locating the victim and obtaining preliminary information, law enforcement officials set up a perimeter in an attempt to confine the suspect.

Officers on scene requested the assistance from the Leon Brock Culpeper Police Department’s Investigations Section.

The victim was a 49 year old male, who was transported to UVA Culpeper Hospital with an apparent gunshot wound.

The victim was then transferred to UVA Medical Center in Charlottesville, VA, for further treatment.

Detectives arrived on scene and began to conduct interviews and collect physical evidence.

Through the interviews detectives developed a suspect, Leon Brock, 25, of the 800 Block of Persimmon Place in Culpeper, VA. Brock was arrested on Monday, April 18, 2016 on four felony charges including: aggravated malicious wounding, shooting in the commission of a felony, use of a firearm while committing a felony, and possession of a firearm by a convicted felon.

An additional charge of discharging a firearm within Town limits was also served on Brock.

Currently the investigation is active and ongoing. However, based on the preliminary investigation this appears to be an isolated incident.

The Culpeper Police Department is asking the community for any information related to this incident.

The other Saturday my wife and I went to Shawn's Smokehouse BBQ. In front of the restaurant were some tables with items for sale to support the PTO of Pearl Sample Elementary School and their school Spirit Night. Naturally there were two teachers supporting the effort on their own time. That is just one of the things that builds my respect for teachers. They are always giving their time to any activity that benefits students...even (and especially) on their own time. Museum at George Washington Carver During a meeting of the county’s buildings and grounds committee Tuesday morning, members approved the go ahead for plans by the George Washington Carver Alumni Association to create a museum within the building that once occupied George Washington Carver High School.

Their consensus will carry the proposal to the full board for their approval in May. Charles Jameson, who currently serves as chairman for the group, gave a brief presentation on the need to preserve and remember the contributions of African-Americans particularly as it relates to the school and George Washington Carver. Jameson said that they envision artwork on the walls and are in the process of gathering artifacts but were most concerned at this point about getting permission to use the space.

County budget: Schools a winner

County administrator John Egertson gave a short presentation Tuesday evening during the public hearing focused on the highlights of the FY proposed budget.

Coming in at $158.9M, this budget represents about a $4M increase from the FY16 budget at $154.1M. That being said, the biggest item of interest for most county residents is that the budget includes no tax increase.

Tax rates for real estate remain as they did last year at $.66 on the dollar with fire and rescue at $.07 keeping the county tax rate at $.73.

More good news is that the general fund balance is at 16 percent. Fiscally conservative, county officials like to keep it hovering around 15 so it’s in better shape.

The big winner from this year’s budget process is the school system.

Superintendent Dr. Brads had requested an additional $3M dollars largely to increase the starting salaries of teachers to further the county’s efforts of being competitive in teacher recruitment and reten-

tion. There are also six new teaching positions.

That $3M would be divided between the county and state revenues. The board barely blinked in coming up with their share of $1.5M. For President of the Culpeper County Education Association Matt Ortman, the news was cause for jubilation.

“We’ve needed to be at market...we’re playing catch up,” said Ortman adding, “I’m proud to stand in front of you as a united partner in this effort. This is a huge step in the right direction...we need to continue the momentum.”

While not getting all the patrol cars that he initially requested, the Culpeper County Sheriff’s office is approved for six new patrol cars at a price tag of $270,000.

Also, two new bailiffs and two nurses to be added to the jail staff.

Doris Clatterbuck, who works for the county’s human services division, echoed Ortman’s remarks. “You’ve all done a wonderful job with this year’s budget. Thank you.”

The board will vote on the proposed budget at their May meeting.

BEHIND THE BADGE Tharp known for his sharp wit Mention Freddie Tharp at the Culpeper Sheriff’s Office and immediately someone says, “I’ve got a story to tell you!”

The gregarious Sergeant is known for his quick wit and engaging humor -- less known are the internationally famous people he has meet during his long career in law enforcement.

The names roll off his tongue as easily as water flows downhill: Zacarias Moussaoui otherwise known as the twentieth hijacker on 9/11, Robert Hanssen who spied for the Soviet Union while an agent with the FBI, John Walker Lindh who joined the Taliban and became known as the American Taliban, Theresa Squillacote and Jim Clark who were both part of a Russian espionage ring in Washington, D C. “I was able to communicate with them while they were being held,” Tharp explained. At that time Tharp worked for the Alexandria Sheriff’s Office while he continued to work part-time for Culpeper.

“I told him that’s exactly what you need: a redneck Muslim,” Tharp said.

“I could joke with him because I think he respected me,” Tharp said.

“I told him he was a bad terrorist because he got caught. He agreed with me.”

Tharp began his career in law enforcement under Culpeper Sheriff Robert Peters in 1983. “I think of him almost as a father,” Tharp said of the former sheriff. Tharp started in the old jail with “the iron bars” as he put it, before going on to be a road deputy. Then in 1990 he and Rusty Jenkins worked together as DARE Officers mentoring and teaching students in the Culpeper School System.

“That was one of the best jobs in my career,” he said. “People still come up to me and tell me they were in my DARE class.”

In 1992 he left the DARE program to work as a court bailiff.

Tharp met Moussaoui and the others when he took a jailer job at the Alexandria Sheriff’s Office starting in 1995. Tharp’s personality and gift of gab seemed to allow him more communication than most had with the inmates. Conversations got deep and sometimes startlingly direct. Moussaoui once told Tharp, “We’re brothers by blood, enemies by nature and I’d kill you just as quick as you would kill me.”

Tharp is now retired but works part time as a civil process server.

He and five others in the civil process team are all retired and bring a total of 190 years of experience to the job. “We serve 1,5,00 to 1,800 papers a month,” Tharp said.

“Freddie and the others in civil process have a knowledge of the county and a connection to the citizens that makes their value to our office priceless,” Sheriff Scott Jenkins said.

much easier because of the foundation in the community that was made by deputies under Sheriff Peters' administration like Freddie,” Jenkins said.

“They were respected for the way that they interacted and knew how to communicate with people of all walks of life. Our new deputies are fortunate to have the civil process guys around to learn things the academy is just not able to teach.”

“Would you like me to suggest a few ideas,” replies owner Erin Driver.

“Sure,” was his reply and from there Driver’s instinct to gravitate toward things fun, colorful, sassy and sophisticated took over. It wasn’t long before he had chosen the perfect item, it was beautifully wrapped, and with a smile on his face, he left a happy camper. And, with an anniversary coming up, there’s a strong chance he’ll return.

Driver, along with her husband Jim, have forged a personal and professional partnership that has worked over the decades.

Warrenton Jewelers and Gifts is located at 524 Fletcher Drive in the Northrock Shopping Center in Warrenton.

Coming up on two years at this address, while the location is relatively new for them, their business is not. Jim, a seasoned goldsmith, hails from a family of jewelers. On site most days, you’ll find him available to help with your jewelry or watch repairs or to help design a new piece.

When their children were young, Erin was home with them helping with the business in ways she could but when the youngest graduated from high school, she was ready to step full-time into the retail side.

“Our products are high quality and unique,” smiles Driver. “I want to have items that you won’t find everywhere...different.”

Checking out her collection of Vintage style jewelry could keep you glued to one corner of the store but if you’re a mom or grandma or aunt, her selection of baby’s items is equally tempting. And then there are those dazzling Spartina choices, a line hailing from the Carolinas but fast becoming favorites for the discerning pocketbook acquirer.

Walk-through art story premieres at The Loft Contributed Report When Rupert Hughes Awardwinning author, Laura Bynum, approached the owner of The Loft, a vibrant downtown gathering place for the region’s artists, its proprietor, Patty Werick, didn’t flinch at the unusual nature of her idea for a walk-through, ‘art story’ production.

Bynum’s pitch: guests would weave through six high school environments, eavesdropping on

characters so as to get puzzle pieces regarding the event that took place there yesterday lunch. Between the emotionally charged performances, all of them acoustically enhanced using binaural elements and sound effects, and the artistically curated sets (a lonely cafeteria, a crowded hallway, etc.), it would be a voyeuristic trip through an often challenging time of life that requires only a SmartPhone, headphones, and roughly 20 minutes.

Bynum her space, she has since created the sets for Futura Downs High along with a cadre of other artists that includes Roque Castro (the owner of Yesterday Reclaimed who was tapped to create Culpeper’s LOVE sculpture).

“When artists are supported, they’re able to create,” Werick said.

“In turn, their art helps grow the community itself.”

It is under the umbrella of her newly-formed non-profit, arts a’loft, that this production has been fi-

nanced and will premiere the first weekend in May. Bynum has a suggestion for getting the most out of this experience: “Come in a group, then have everyone go through the various sets in a different order. It’s very enlightening how we perceive people when we’re educated about what they’re going through, or not.”

VIEWS Culpeper Police take on the public health crisis Locally, the Town of Culpeper has experienced the same devastating effects of heroin and opiate dependency that is spreading across the country. Law Enforcement and Emergency Medical personnel are responding to daily overdose reports. The Culpeper Police Department has taken measures to respond including, becoming a drop off point for unused prescription drugs and hope to very soon equip all officers with a lifesaving opiate reversing antidote, like NARCAN. The Department is committed to making an impact on this medical crisis.

In the lobby of the Culpeper Police Department there is green box installed for the purpose of accepting old prescription medications. This box was provided through a generous partnership between Old Dominion Electric Cooperative Marsh Run and the Culpeper Police Department. The drop off box at the Culpeper Police Department is available 24 hours a day 7 days a week.

Regular business hours allow access to the anonymous box during the day, and in the evening hours, and on weekends, citizens can contact the on-duty patrol supervisor to access the box.

Since the box was put in place in June of 2015 the Department has collected more than 140 pounds of unwanted medication.

These medications are the first step for so many of the people addicted to heroin and opiates. They begin the process when they are prescribed powerful narcotic pain medication. In many cases the medical personnel prescribing these pain killers, do not make the high potential for addiction and abuse clear. Nor do they provide follow-ups to ensure that abuse has not started. When the prescription runs out the patients are left with no options.

They often resort to heroin or other opiate based drugs to maintain their habits. Some desperate individuals end up breaking into homes looking for prescription medications.

They don’t have any interest in the victim’s property, they want their prescription drugs.

The Culpeper Police Department wants to be involved at every level in response to this crisis. All too often the Department becomes aware of a problem with an individual after they arrive on scene of an overdose. These overdoses are happening daily, with some being reported to law enforcement and some going directly to the hospital.

Recently, officers from the Department responded to three overdoses within a matter of hours. Currently, the only true corrective action to save a life is the use of an opiate reversing antidote, like NARCAN. Emergency Medical staff has this opiate reverser available on the ambulance. There are no other options as effective as these opiate reversers to bring people back from an overdose.

It is a life saving measure, and in response to the

success of the opiate reversing antidote, the Culpeper Police Department will be training all its officers to utilize the antidote.

If officers arrive before Emergency Medical staff, they will be able to administer the opiate reversing antidote increasing the odds of survival for the overdose victim. The downside is after the victim is brought back, there are very limited to no treatment options. ”In my 39 years of law enforcement service to Culpeper, I have never experienced a public health crisis as drastic and devastating as the one we are faced with now. Heroin and opiate addiction are slowly destroying many lives and negatively impacting our community in many ways. It is tearing at the very fabric of our lives. I ask public health officials to make this the highest priority, by not over prescribing pain killers, and providing more treatment options for those suffering,” urges Culpeper Police Chief Chris Jenkins.

The Culpeper Police Department is asking everyone in the community to become involved in driving this plague from our lives and our community. There is no safe heroin, or one that is not deadly.

There are safer alternative sewage disposal systems than pump and haul.

The ICC could move ahead tomorrow with its plan to build a mosque at less cost than pursuing a court case. The only damage sustained on April 5th is

the possible loss of a deposit on land and a permit application fee. Is that really worth a lawsuit?

Thank you to Supervisors Bill Chase, Gary Deal, Jack Frazier and Steve Walker for upholding a policy designed to deal with hardship situations only. If the ICC goes ahead with a lawsuit, it will do nothing but create conflict in the local community.

French pastries and macarons bring Paris pleasures to Davis Street Being married to my French born husband for the past three decades, we have made Meg Oremiatzki-Ast multiple trips to Paris and explored many of the finest patisseries (pastry shops) that Paris has to offer. I thought I would share with you some of my favorites.

While many artisanal pastry shops find a new way to create items for the ever evolving palates such as Macha Tea Cake, I prefer the original French classics such as, the Religieuse and, of course the éclair, a long puffed pastry filled with chocolate or coffee cream, both a particular favorite of my husband. My new best friend when I visit Paris is the pastry Baba au Rhum.

Whether it’s a chocolate or a pastry, if it is combined with a liqueur, it is usually on my “best friend” list.

Back in 1725, when the future Queen of France Marie Antoinette of Austria married Louis XVI she was allowed to bring her pastry chef Stohrer to the French court. One of his most famous cakes is the Baba au Rhum which is still made as it was in 1730. It is a small yeast cake liberally soaked with rum and always served in a hard plastic container so as to not waste the sweet taste of the rum. The shop, Stohrer, still utilizes the same recipe as was used almost 300 years before.

Another favorite is the very highend Daloyau Gavilon located in the swanky 8th district, a stone’s throw from the French President’s residence.

A store rich in history as the family business can trace its roots to the French Court back to 1682. They have multiple locations in Paris, however, this one is the oldest and most charming, and we enjoy the upstairs café where you can have dessert while watching the passersby on the street. Along with our next Parisian patisserie, Daloyau Gavilon makes

some of the best macarons along with many of the French classic pastries, all delicious.

My last but not least is Laduree, a temple for the French macaron and one the world’s most famous makers of this small delightful double decker soft meringue like cake filled with buttercream or jam. They sell an astonishing 15,000 macarons each day.

It is virtually impossible to eat just one of these delectables, most purchase a set of six because one is never enough.

Another reason to like Laduree so much, I do not need to be in Paris to enjoy their pastries or macarons, they can be now be found at two locations in New York City.

We worked hard to find ways to bring some of these marvels to our customers in Culpeper, and it has been no easy task due to the amount of logistics behind it. This year we can say we made it with the help of Master Pastry Chef Ghyslain Maurais. Born in Quebec, the French speaking artist was trained in Lyon, France, and started his career at the Canadian Mission to the United Nations. He settled in Indiana, where his American born wife is from, and opened his operation over 20 years ago.

Tips for saving gas this summer Everyone likes to hit the road and go places during the summer, but no one likes the bite a gas bill can take out of their wallet. To cut down on your summertime fuel expenses, try these 15 gas-saving tips.

1. Drive smart. A warm engine works more efficiently than a cold one. When running xxx multiple errands, drive to the farthest destination first, and then work your way back home. Courtesy of ASE 2. Cool yourself the natural way. On hot days, turn off the air conditioner and roll down the windows.

3. But not on the highway. At 60 mph and above, open windows create drag. When on the highway, roll them back up and turn on the AC. 4. Empty your trunk. Less weight in the rear produces better gas mileage. If you drive a pickup, keep the bed free of anything that doesn’t belong there.

5. Close the tailgate. Open pickup tailgates create an air drag that can take 30 miles off the driving range of a full tank.

6. Right turn, Clyde. This may take some planning, but a right-turn only route can lower gas usage by 3 percent by reducing idling at stoplights.

7. Avoid traffic. Easier said than done, but driving at consistent speed is always more efficient than stop-and-go.

8. Take the racks off. If you’re not using those roof racks to carry, skis, surfboards or bicycles, take them off. Reducing air drag by even a little improves MPG. 9. Park farther away and walk.

Driving around a parking lot looking for the closest spot wastes time and gas.

10. Keep tires properly inflated. Few things reduce fuel performance like underinflated tires. Oversize or “sport” tires may look good, but they also use more gas.

“It’s amazing how many people tear up just listening to one or two of the characters’ pieces,” Bynum reflected.

As Werick notes, “This isn’t a Disney representation of high school,” referencing the sometimes raw nature of the story. The production deals with issues often considered adult, and many have been pulled from the author’s real life experiences. Bynum spent weeks interviewing students, current and former, to make sure that her story would still resonate. What she found was that, aside from the proliferation of social media, the nature of the high school experience itself has not changed, and, often, those who are suffering the most are still not telling anyone. Thus, the production’s tagline, Sometimes you have to tell.

Guests armed with a SmartPhone (an Android or iPhone) and headphones will be able to experience the performance for free. Rentable preloaded units and one-time use headphones will be available first come, first serve for a nominal fee. Characters’ audio is accessed via URLS or QR Codes and are easily navigable. Athlete of the week: McKinley Smith

➤ Cyclone's Smith undefeated in first varsity season

Editor’s note: Throughout the local high school sports season, Culpeper Times will recognize an “Athlete of the Week� from one of the sports. This week we are featuring girls tennis. At the end of the year, the Times will select a male and female athlete at both Culpeper County and Eastern View high schools and recognize them as “Athlete of the Year� at their respective schools.

Since childhood McKinley Smith has had a dream to play tennis on three levels in tournaments, high school and college. In her first season with Eastern View’s girls’ varsity tennis team Smith is undefeated and focused on bringing home a few trophies for the Cyclones. “I’m a freshman and this is my first time playing high school tennis. I feel comfortable because I know most of the girls on the team and it’s been

a good season so far,� said Smith. “I’ve played well. I’m having fun and I’m out to achieve my goals.�

Her approach appears to be working. Currently, Smith is 9-0 in singles play and 8-0 in doubles play for the Cyclones. “I’ve been playing tennis since I was little (6-7 years old). I’ve played tournaments outside of school and it’s a year-round sport---the high school season is actually a little more laid-back,� explained Smith. “Most of the girls that I play against in USTA tournaments go to training facilities all-year. I train during the year in Northern Virginia. �

Despite her young age Smith brings a wealth of tennis experience and talent to the court. As an eighth grader last year at Culpeper Middle School she traveled the Mid-Atlantic region and competed in numerous tournaments with the United States Tennis Association’s Mid-Atlantic National Zone Team.

Her experience allowed her to develop into an exceptional player with a deadly array of skills that have served her well at the high school level. Her serve is powerful and accurate, according to opponents and coaches. “I hit a flatter ball, I’m aggressive and I’m mentally strong,� said Smith.

“Tennis is an individual sport so the focus is on personal training and competing against a variety of opponents.

It’s made me more independent as a person too. My tournament experience helps because I face some amazing players with all types of styles.�

Smith believes that the Cyclones have a very good team that will excel this season. “I think we have the potential to compete for regional and conference titles this season,� said Smith.

As a freshman Smith believes that her grades and performance on the court will eventually lead her to her next goal—to play tennis in college. “I’ve always known that I wanted to play in college. I don’t really have a preference as far as where I’d like to attend yet,� said Smith. “I’m just going to try and create as many opportunities as possible. My grades are solid this year.�

In the fall Smith can be found cheering on the Cyclones football team as an Eastern View cheerleader. “I’m a cheerleader in the fall,� said Smith. “It helps with my conditioning and my footwork.�

In addition to Cyclones Head Coach Cathy Lee, Smith has two additional coaches that help enhance her game—they just happen to be her parents. When student athletes

comment on the support of family it usually means they drive them to practice and cheer them on from the stands. This is not the case for Smith.

Her mother, Dena Smith, is a local tennis pro at Culpeper Sport and Racquet and the head coach of Eastern View’s boys’ tennis team. Her father serves in the Army. “My mother’s always been my tennis coach,� said Smith. “I even play against members of her team sometimes. My father is a Lieutenant Colonel and he helps me with my conditioning. He’s really into CrossFit and knows how to train hard so that helps a lot.�
