Culpeper Wellness Foundation awards $30,000 in grants Culpeper Wellness Foundation has awarded a total of $30,000 in year-end grants to organizations within the Foundation’s service counties of Culpeper, Orange, and Madison. Recipient organizations include: Services to Abused Families, Inc. (SAFE), Culpeper Winter Heat Shelter, Culpeper Food Closet, Culpeper Medical Center for emergency medications and medical equipment for uninsured patients, Culpeper Housing and Shelter Services, Manna Ministry, Culpeper Human Services for emergency services for the elderly, Madison Emergency Services Association for their food pantry, Salvation Army for utility assistance, Love Outreach Food Pantry in Orange, and the Orange Free Clinic.

“This year, the Foundation had unspent funds that our Board chose to make available to meet critical needs in our communities. Given that many of our “safety-net” organizations are facing a gap in funding with the closing of the local United Way office, we chose to fund organizations that provide food, shelter and medical services. We’re pleased that we are able to support these organizations and their good work,” commented Shari Landry, Foundation president.

The Culpeper Wellness Foundation, a 501(c)(3) non-profit, invests its time and resources in community initiatives that improve health and wellness in Culpeper, Madison, and Orange counties. The Foundation operates the Free Clinic of Culpeper, Culpeper Sport & Fitness and Powell Wellness Center, 2018 Medical Fitness Center of the Year, and one of only three centers in Virginia certified by the national Medical Fitness Association as a medically integrated fitness facility.

As Culpeper Youth exits 2018 and enters 2019 we are excited to bring back more TeenTalks. We held our first TeenTalks earlier this year and allowed our members to speak about problems they saw facing the youth today. At the end of the event, Culpeper Youth members answered questions from members of the community who had come out to listen to what we had to say. It was a wonderful event that we’re excited to bring back. Our next TeenTalks will be held towards the end of January and will revolve around the idea of stereotypes. This was the most voted for topic by our members, and many have already begun enthusiastically writing what they’d like to say. Keep an eye out for an official date as it should prove to be a night that will open your eyes to a whole new perspective. I hope everyone had a Merry Christmas and I hope you all will come out to Culpeper Youth’s second TeenTalks.

Medicaid expansion in Virginia is going into effect January 1, 2019 and Novant Health UVA Health System will host two Medicaid application and resource fairs to support participation among eligible adults in the region.

Education, application assistance and healthcare resources will be provided during two free fairs that are open to the public on Tuesday, Jan. 15 in Culpeper and on Thursday, Jan. 24 in Manassas Park.

The events will be geared toward potential Medicaid eligible adults – ages 19 to 64 – who are within the service areas of Novant Health UVA Health System Culpeper Medical Center, Prince William Medical Center and Haymarket Medical Center. Noneligible adults are also encouraged to attend to be connected to valuable, local resources and learn about community resources.

“As one of the area’s largest hospital systems, it is more than just our responsibility to educate the public, it’s our mission to improve the health of the communities we serve, one person at a time,” said Stephen Smith, MD, president and chief operating officer of Prince William Medical Center and Haymarket Medical Center. “No one should have to forgo life-saving medical treatment because of their inability to pay. By providing education and application assistance, we’re helping improve the health of our community for years to come.”

Salem Educational Foundation helps fund the future of Culpeper

By Jeff Say Culpeper Times Staff Writer The Salem Educational Foundation is Culpeper’s best kept secret.

It’s certainly not by design, as the foundation - formed in December 1999 by the Salem Ruritan Club with an initial donation from C.F. Yates for $3,000 - is constantly looking for donations or students to help with scholarships and endowments.

Over 20 years the foundation has paid out $251,374.26 through scholarships for students from Culpeper County and Rappahannock County.

It’s an entire volunteer effort with less than one percent overhead, something one of the founders is very proud of. Ian Phillips was involved in helping found the foundation in 1999 and served as board president for 10 years.

He and his wife Mary Lou also set up a scholarship through the foundation in honor of her parents Paul and Katie Yancey, who owned Mountain View Farm off Mount Zion Church Road. They have used the proceeds from the sale of five acres of that property to help set up a scholarship that will benefit students in the future.

“It’s in honor my parents,” Mary Lou Phillips said. “They worked so hard.”

For years, Mary Lou served as secretary of the SEF while Ian volunteered as President. Looking at the organization today, he says he’s still proud that almost all of the money generated by endowments is used for scholarships.

“Our overhead is less than one percent,” Ian Phillips said. “It’s a 100 percent volunteer organization and we intend to keep it that way. So when money is donated it is going to the purpose it’s intended.”

Sanford Reaves serves on the scholarship committee and said the organization is serving the community by helping prepare future leaders, ones they hope come back to the area after completing their college careers. Having help with college funding is always important, he said.

“When I came up, there was nothing like this and if it was available I didn’t know anything about it,” Reaves said. “I’ve been involved with some organizations that do give scholarships but it’s just a little, and every little bit helps, but I was really impressed when I came on with the Salem Educational Foundation. They weren’t just looking at the present, they were looking at the future. I felt it was really important from the minority standpoint especially.”

The SEF has awarded $152,450.70 in scholarships through 2018, with another $75,000 paid out for the Phoenix Fund - a scholarship used to send two students through college.

The first Phoenix Fund recipient - Courtney Walker, was No. 3 in her class at Culpeper County High School and faced hardships that led to the Salem Educational Fund to create the Phoenix fund to pay for her college education. She graduated from Hampton Institute and works in Reston now.

The second Phoenix fund recipient Emily Ray will graduate from Butler University in the spring. Her sponsor, SEF advisory committee member George Dasher, said that after she finishes the SEF will likely find someone else to help with another Phoenix fund, as long as the community supports the need.

The fund is supported by endowments that have been started over the years and continues through contributions from the community.

Five percent of the endowment fund balance as of Dec. 31 is distributed in scholarships each year with any excess growth retained in the endowment fund for growth.

Phillips praised the work of Todd Brown, of Brown Harris Wealth Management, for helping sustain the fund.

“Todd Brown has been our financial manager since day one,” Ian Phillips said. “He handles all the investments for us. There’s been a lot of growth in it.”

The SEF also awards each teacher of the year in Culpeper and Rappahannock counties with $1,000.

Last year, the SEF awarded $12,544 in scholarships to students in Rappahannock and Culpeper counties and encourages students to talk to their guidance counselors to fill out an application.

“Before the scholarship committee meets, they look at the gains for the year and they allocate off of those scholarships funds the amount,” Dasher said. “They do not go into the principle.”

In the past, they’ve had as many as 40 applications.

The foundation hopes that the community will help support students by giving to the foundation and growing the endowments and scholarships.

“When you invest in the Salem Educational Foundation you’re really investing in the community,” Reaves said. “We have a broad variety of scholarships.”

Brooking honored for his years of service at retirement ceremony

By Jeff Say Culpeper Times Staff Writer Richard Brooking is “Mr. Culpeper.”

The longtime town of Culpeper Police Department officer was honored Dec. 19 during a retirement party - he officially leaves the force on Dec. 31.

An emotional Brooking laughed and fought back tears as his co-workers, friends and bosses toasted him for an interesting career that began in June of 1986.

He’s served as detective, K-9 officer and master police officer over the years - but through it all he’s maintained his integrity and treated others as he’d want to be treated.

It’s tough to leave a job that he’s worked at for more than 28 years, but Brooking said he’s looking forward to continuing his volunteer work with addiction services and taking a part time job.

“It’s kind of weird, I’m kind of numb to what’s going on,” Brooking said. “I’m looking forward to seeing what the next chapter holds. I’m sad about the friends and community connections I’m leaving behind that I’ve established over the years.”

Brooking started working in law enforcement for the Culpeper County Sheriff’s Office and then moved to the Town of Culpeper. A native of Culpeper, he formed lasting friendships and relationships with his neighbors in the town.

“It’s been really cool to be able to help out,” Brooking said. “People know I’m from here so they know I care about the community I live in. It’s helped me establish connections and show I have a genuine interest in the community. I’m very thankful for all the opportunities I’ve had.”

During his retirement ceremony, speakers time and again spoke to his character, dedication and work ethic.

Town manager Chris Hively praised Brooking for serving the town for years.

“What a huge accomplishment you’ve made, you chose a very difficult profession and you not only stuck through it for a very long time but you excelled at every step along the way,” Hively said. “I can only imagine how many lives you’ve touched through your career along the way.”

“There’s no shortcuts to gain the expertise that you have,” Hively said. “These skills are rare and can only be achieved by the long and dedicated service you’ve had.”

Brooking said one of his fondest memories is serving as the town’s K9 officer with his partner and furry friend Dewey. He was the town’s first K9 officer in years, and Dewey served with him for six years before retiring to Brooking’s home.

“His personality and my personality were exactly alike and that’s one of the fondest memories I’ve had,” Brooking said.

Former CPD officer Michael Showalter shared one of his favorite stories from Brooking’s career - one that included Dewey, “the Pizza Dog.” “Rick (Pinksaw) and I were working CID one night and one of the officers pulled a vehicle over and they needed a drug search,” Showalter said. “The first complaint I ever got on Richard about not being able to control his dog, the guy wasn’t upset about getting his car searched, but he was upset because Richard let his dog loose in the backseat and the dog ate the guy’s pepperoni pizza.”

Mark W. Nowacki, Director, Culpeper Victim/Witness Program, said that Brooking’s friendship is one professional relationship that he will cherish.

NextEra donates $5,000 to New Pathways

By Jeff Say Culpeper Times Staff Writer NextEra Resources is helping New Pathways fast track students into the workforce.

NextEra, a solar energy provider new to the Culpeper area, recently made a $5,000 donation to New Pathways to help students get a start on their career and technical education.

Shanelle Wilson, Project Director, NextEra Resources said it’s important to the company to help local nonprofits, such as New Pathways, as it shows a commitment to the community.

“Part of our business model as a company is making sure that we are good corporate citizens and we want to be invested in our community and give back where we feel it’s necessary,” Wilson said. “We think that this is a great organization that we feel will benefit a lot from this. I think in the long run our goals are aligned in trying to figure out ways for the community to be best prepared for the future ahead.”

Ed Dalrymple, of New Pathways, pointed out that students that attend New Pathways can start with a “fast forward” program that the state has instituted that helps with two-thirds of the program. With the donation from NextEra, students can

Culpeper Mayor Mike Olinger remembers Brooking when he first started and Olinger was a 16-year-old cruising through town. Even then, Brooking provided respect to everyone he dealt with.

“He’s one of the most level-headed, honest police officers I’ve ever run across,” Olinger said. “He’ll truly be missed and he’ll be hard to replaced.”

Major Chris Settle joked about Brooking’s impressive physique and presented him with a gift from the entire department - a 10-foot paddleboard.

“Nobody could be as fine of a gentleman and police officer as Richard,” Settle said.

“Whenever I came up I looked up to Richard. Whenever you wanted to know about

“It helps us bring students in and helps them get started in the programming,” Dalrymple said of the NextEra donation. “They can recruit them and provide services to other companies. So much of the training that’s done nowadays is useful to multiple companies. Donations like this make it possible for students to come into the program.”

Sherman said students can struggle to find ways to help cover the other third of the tuition, so this donation helps in that regard. He said that 10 students have already enrolled at New Pathways and another 19 have enrolled or completed the course at the neighboring American Institute of Welding.

“Words can’t express our gratitude to the companies that do this, because this is huge,” Sherman said.

CPD Chief Chris Jenkins recommended Brooking to be hired and said that he’s been blessed to have worked with him throughout the many years.

“We were fortunate to have so many great mentors in Roscoe Ford, Nate Jasper, we came along at a great time,” Chief Jenkins said. “We’ve been through a lot of good times, we’ve been through some not so good times. To call you a friend is more important than anything to me.

“There’s one test Roscoe taught me, did you leave it better than you found it, it’s an easy answer - yes.”

HISTORY The Revolutionary Battle of Great Bridge December is a special time for all patriots in Culpeper. This is when a battalion of hearty Culpeper men routed a force of British regulars at the Battle of Great Bridge in what is now Chesapeake, Virginia. The victory of the Culpeper Minutemen that day may seem like just a small encounter, but it had tremendous ramifications for the fighting of the Revolutionary War. In 1775, the colony of Virginia was ruled by Governor John Murray, 4th Earl of Dunmore. Lord Dunmore, as he is more commonly known, was highly regarded by Virginians for his handling of the frontier Indian uprisings. Many times this put him

at odds with Parliament or one of the Ministries, but Lord Dunmore always sided with the needs of Virginia.

However, as 1775 would unfold, the tide would turn against Lord Dunmore. As the great debate would turn from protecting the Virginia frontier to Virginia’s stance on the growing rebellion in the colonies.

It would be difficult to criticize Lord Dunmore for his stalwart support for King Charles III and British rule in America. He was the king’s agent in Virginia and would have valued and understood his status in the British aristocracy far more than his status in the colonies.

Having only been in America since 1770, he almost certainly had no understanding of the issues facing the average colonist or why they might feel disaffected by the British crown.

protestors destined to be crushed by one of the best militaries in the world.

However, we can be critical of his actions. In order to shut off debate and discussion on the topic, Lord Dunmore disbanded the Virginia legislature – The House of Burgesses.

He ordered the destruction of farms and plantations belonging to families sympathetic to the rebellion, and incited slaves to revolt with the promise of freedom. When he no longer felt safe in the capital of Williamsburg, he retreated to Norfolk and the safety of the British navy and the city’s loyalist population. There he enacted martial law and raised 2 regiments of loyalists to supplement his 2 British grenadier companies.

One of the regiments he formed was the Royal Ethiopians, an outfit composed of runaway slaves who served the crown in return for their freedom.

Dunmore ordered entrenchments to be erected around the city. Much of the terrain south of Norfolk consisted of swampland – a natural defense.

However, there was a major road linking eastern Virginia to North Carolina. There was a natural choke point in this route where the road crossed the Elizabeth River at a place called Great Bridge. Lord Dunmore ordered a palisade be built on the south bank of the river to secure Norfolk’s southern approach. He named the palisade Fort Murray after his family while the patriots referred to it as Hog Pen. Late in November, a small force of patriots arrived. Two Virginia militia infantry regiments under the command of Col. William Woodford prepared to engage Lord Dunmore and his soldiers to open the road. Col. Woodford was joined by Col. The patriot force now comprised 700 militiamen including the Culpeper Minutemen and a young John Marshall, future Chief Justice of the United States.

Col. Woodford ordered entrenchments built south of the British fort to block the other end of the causeway, which would isolate and threaten Dunmore’s army.

The Virginians expertly threw up parapets within musket range of the palisade, and 90 marksmen were left to hold the north end of the narrow causeway while the rest camped several hundred yards in the rear.

During this time shots were fired occasionally from both sides, but no real engagement between the forces ensued.

The weather became rainy and cold, turning the event into a frigid nightmare for everyone involved.

The British suffered in their damp fortress while the American lay exposed to the weather in their entrenchments. Concerned that time favored the Americans and calculating that their field pieces would allow them to overcome the American numbers, Lord Dunmore decided to attack and drive the militia away. VIEWS A salute to those who make a difference THE MARSHALL PLAN Marshall Conner

The best examples of the Christmas spirit are spontaneous acts of kindness, love and charity that often occur just out of sight.

The every day saints who grace our lives and often stand

alongside us.

Permit me to mention a few examples that might warm the heart and save it from the cold winds of indifference that swirl around us.

Each Wednesday a lady with a glittery baseball cap drives up to the curb in front of the Culpeper County Library. She pokes her head inside the large meeting room and catches my attention with a hearty, “Good morning to my favorite highlander!” After a few more greetings she summons me to the open trunk of her car where a couple boxes of bread, cookies and bagels are neatly stacked. There she often tells me about her weekly journeys to distribute donated Panera bread to senior groups, schools and other appreciative folks across town.

The Silver Citizens Club, a Culpeper Parks and Recreation program I have coordinated for over 15 years always appreciates the kind-hearted and energetic “bread lady.” She sings, she smiles, she donates bread but most importantly she is out there delivering positive love to all.

The extra bread and treats often help area seniors make an extra sub sandwich or enjoy a toasty bagel each week. For a few seniors it is an additional food source when budgets and belts grow tight.

Her “bread” has symbolic

power because it is delivered with kindness and an unselfish love for community. She never likes attention---but I think she needs to be named.

The “bread lady” is Rev. Sister Georgia D. Young, of Culpeper.

I would like to tell her that many people are thankful—from seniors to struggling single-moms looking for a few extra pieces of bread to make lunches for children. Her gifts are appreciated.

Another person I would like to mention is Michael W. Smith, a Navy veteran who cares for his friend and roommate Paul Malone, who is in his 90s. Mr. Malone is a World War II combat veteran who served with the 36th Infantry Division as a non-commissioned officer and fought his way from Italy to France and finally Germany.

Smith helps with daily tasks and serves as a sort of battle-buddy to Mr. Malone—bringing him to enriching events, helping him shop, cook and travel to appointments.

I am thankful for the labor of love that Mr. Smith provides to his friend Mr. Malone. You are greatly appreciated.

A few weeks back Linda Gray, a teacher at Farmington Elementary School traveled with a little choir made up of five after school children from Kid Central to sing carols to seniors at the Culpeper Health and Rehabilitation Center. The event was created for Kid Central's 12 Days of Giving. The residents and staff of the center were very appreciative. Members of the little choir remarked that it felt so good to sing for the seniors. "It shows that the best gifts are ones from the heart," said one choir member. "It felt so nice that I nearly cried." This visit marked a two-year tradition of the Kid Central kids visiting the Center. The children and seniors

were thankful.

On social media I noticed a friend John Wray, who used to live in Culpeper with his wonderful family. He is an outstanding pilot for American Airlines. Wray posted photos of the Snowball Express—a program where families and children of fallen military heroes with the coordination of the Gary Sinise Foundation, American Airlines, and volunteers take joyfilled flights to Disney World.

We are thankful for your flights.

On a cold rainy-day last week, I took a few quiet moments to visit my father’s gravestone at Quantico National Cemetery. Next to his stone was a beautiful wreath adorned in red ribbons. I have no idea who placed it there for the Wreaths Across America program, but I am thankful for their labor.

In a jaded world where so many things are uncertain, I am reminded of the good deeds that are done by people in our community. Christmas allows us to cherish everyone’s presence at life’s table, even the unexpected ones. Our time on earth is transient my friends, let’s not be surly, or overly preoccupied with poli-tricks, our toss-away culture or our time-sucking smart phones.

Let there be prayers of thankfulness. Don’t worry about the dirty dishes.

Don’t argue over money. Turn off the television and pause to hug those among our friends and family who have lived through tougher times. Cherish the elders in your family, their strength and wisdom are not inherited, it must be communicated from generation to generation.

Strive to make the world a better place. Rebuild that forgotten playground, clean up that stream and never forget to notice the good people we encounter each day.

The LOW Church sponsors a group for mothers of preschoolers, MOPS. Kristen Ulrey is the MOPS coordinator, and Rev Jordan Medas, the Associate Pastor for Youth and Families, is our MOPS proponent and advisor. Kristen points out how important MOPS has been for her and her family. When she moved to the area three years ago, she looked for other mothers of young children to connect with to provide play opportunities for her now almost 4 year old daughter.

In response to Kristen’s Facebook query, past MOPS coordinator Jessica contacted her and explained that MOPS meets at LOW Church every Wednesday morning and that they welcome all moms regardless of their faiths. Kristen learned that MOPS provides the opportunity for moms to join together to share problems and solutions, to support one another, and to have fun while doing so. Soon, Kristen became a mom again.

As the mother of two young daughters, Kristen knows the challenge of raising young children and the importance of a support group.

As MOPS coordinator, Kristen hopes to make all young mothers aware of this opportunity to have a place to come together and support one another as part of this tight-knit group. Kristen described one of many examples of how our MOP group has helped its members. One member has four young children, including an infant, and a husband who frequently travels. Other members looked after her older kids as needed to give her a break in addition to providing inhome help. One of the mentors took her baby home for a night so the mom could catch up on rest. Our MOPS also take meals to those recovering from surgery and fill in as needed if someone has an urgent appointment and her baby sitter has a last minute problem. The moms plan many other activities, including playdates and moms nights out, so they and their children can enjoy developing friendships.

Rev. Jordan Medas is a strong advocate for MOPS. He states that “there is immense value in spending time with those who are in the same

stage of life as you are. At MOPS, our moms get to have that time to share, learn, laugh and sometimes cry together; but also support each other and know they’re not alone. Our moms have the opportunity to encourage each other and have their mentor moms comfort them and guide them through this sometimes challenging but tremendously fulfilling time in their lives.

MOPs is a vital ministry in our community.”

The children benefit from free activity focused child-care during the MOPS meetings.

The care is provided by the Lake of the Woods Church as part of its mission to improve life in our community.

MOPS is an international organization which began in 1973 and now has 4000 chapters in 60 countries. It is faith based and multidenominational and open to all regardless of their religious beliefs. Our chapter currently has 25 members and several dedicated mentors who support our weekly meetings alternating between discussion and support meetings the 1st and 3rd Wednesday of each month and Bible studies on the 2nd and 4th Wednesday (currently studying the Book of James.) We accept mothers of children ranging front infants to kindergarteners and mothers can transition to “MomsNext” as their children get older.

Show up at the Lake of the Woods Church any Wednesday morning at 9:15 with your preschooler, and you will be greeted with open arms and hearts.
