TECHNOLOGY Gun safety technology advancements DATA DUMP

Earlier this month, Culpeper joined the growing ranks of Virginia localities identifying as a 2nd Amendment sanctuary. 2nd Amendment sanctuary cities have been one of the hottest stories around the past couple of weeks.

Culpeper joins a group of over 41 counties and cities where locally elected officials have voted to identify as such with citizens packing the house. This is a preemptive move based on the newly elected Virginia State Legislature potentially introducing bills that will try to inhibit gun rights through increased regulations. As I write this, there have been no official bills submitted.

What I am more curious about is what advances in safety technology can be implemented to lessen or prevent accidental shootings, theft, or suicide. If these technologies exist, why are they not more widely implemented?

Just the Facts • Gun violence data is a best-guess estimate. Federal data has not been compiled since 2004.

• It is estimated that there are 120 firearms per 100 residents in the United States.

• Roughly, the United States accounts for just under 15% of all total gun deaths in the world.

• There are approximately 500 accidental deaths each year, primarily occurring in people under 25 years old.

Another 200 injured.

• 1.7 million households have children and unlocked firearms.

• 21,000 suicides each year, many are carried out with a firearm they do not own.

Safety Technology There are two primary technologies developed for gun storage and use safety: Biometrics and RFID. Biometrics is similar to how many of us use our smartphones and other keypads because it uses fingerprints.

Several companies are developing smart guns that have fingerprint readers embedded into the grip. There is no wireless communication to the gun itself, so you register the fingerprints of the authorized users and they are stored locally on the gun. The fingerprint reader can unlock the trigger in a fraction of a second.

Radio-frequency Identification (RFID) is old technology at this point. It uses radio waves stored on an object like a key fob, watch, or ring that unlocks the trigger when it is within a few inches to a few feet away. It can also unlock the trigger mechanisms or safe within a fraction of a second as well.

Is it Practical?

Yes and No Biometrics and RFID technology are very proven.

But there are issues with implementation and costs that make widespread rollout difficult, if not impossible.

Retrofitting existing weapons is extremely limited. I’ve seen costs reported in the $300-$400 range, and that is limited to very small groups of specific models of firearms.

The cost comes as a concern when this could increase the price of a gun by 50%.

Have you ever searched for how many different types of firearms exist? I have. Check out this gigantic list: https:// en.wikipedia.org/wiki/List_of_firearms Even buying a new “smart-gun” with the technology built-in is limited. Biofire Technologies is developing electronically locked Smart Guns, but it's limited to right-handed users.

Then, with RFID, there is the additional responsibility of keeping tabs of your token key on top of trying to retrofit or buy new.

There are also additional types of locks that fit within the trigger and trigger guard, with traditional keys, biometrics, or RFID and the primary pushback has been they dramatically reduce the speed of access.

Storage Safety The most practical way to improve firearm safety, in my opinion, is advancements in storage monitoring.

There are plenty of safes, big and small, that already integrate biometrics. But we should take that a step further.

I have an app on my phone that alerts me if my garage door opens and closes, and I can check its current status.

Why do we not integrate that sort of technology into our safes?

Alarm systems for your house will beep at you when you enter your home.

You must enter the deactivation code or the alarm will sound within seconds.

What about an audible alarm on a gun safe that must be deactivated when the door is opened?

I’ve seen these types of devices in various forms online, but they are seldom brought up in the larger safety discussion. The cost won’t break the bank either. The discussions around

guns are always on the extreme end of the spectrums, which needs to stop.

Not everyone is trying to take your guns away and not everyone is trying to mount a turret system on the hood of their vehicle.

One area I hope we all can agree on is that we don’t want a child stumbling across a loaded weapon, and proper storage is a great solution. You are a negligent parent/guardian by leaving loaded weapons within easy access to unsupervised children. The goal with these types of devices is to limit unauthorized access to your weapons from family and friends that are in your home.

Full Disclosure I do own a handgun (Glock 21) and have a concealed weapons permit. But I am not opposed to increases in safety training and background checks before obtaining a weapon or a concealed permit.

When I obtained my concealed permit, at least 15 years ago, there was very little official training required. None of the training involved even touching a gun. I was fortunate to have been around friends and family that were professionally trained and one that is an active firearm instructor.

Novant Health UVA Health System names Staton new president Novant Health UVA Health System is pleased to announce that Donna Staton has joined Culpeper Medical Center, a Novant Health UVA Health System facility, as president effective Monday, Dec. 9.

Staton joins Culpeper Medical Center from Fauquier Health System, a LifePoint Health hospital located in Warrenton, VA. Since 2016, where Staton she served as chief operating officer for Fauquier Health’s 97-bed acute hospital.

“Staton has had an extensive career in healthcare, and her knowledge of Culpeper and the surrounding communities make her an ideal candidate to lead Culpeper Medical Center,” says Al Pilong, chief executive officer, Novant Health UVA Health System.

Prior to serving as COO, Staton served as Fauquier Health System’s vice president of Strategic Services as well as the facility’s chief information officer.

“As a resident of the Culpeper community, I look forward to continuing and building on the great work of Culpeper Medical Center as we seek to improve the level of care our community has access to,” says Donna Staton.

In Dr. Seuss' How the Grinch Stole Christmas, the Grinch gloats, “ Gifts, gifts... gifts, gifts, gifts, gifts, gifts! You wanna know what happens to your gifts? They all come to me. In your garbage.” This unlikely hero perfectly illuminates why we need to start enjoying a “Low Waste Holiday.” During the holiday season, we tend to accumulate a great amount of waste from plastic packaging, boxes, wrapping paper, tape, bottles, and even food waste. With all the chaos of buying gifts and preparing food, we tend not to see how much we spend on items we never use or how we could reuse these items in a better way. Having a “low waste holiday” is not only beneficial for humankind, but for the environment as well.

Much of the waste from the holiday season can be avoided by preparing and communicating with family. For example, instead of just making a variety of food, one should try to get an exact number of people attending to make it possible to cater to different dietary requirements. Balancing the right amount of savory, sweet, savoury, and bread dishes prevents too much or not enough food. Also, one could encourage family members to bring reusable containers for leftovers as opposed to plastic wrap. Further, instead of buying gifts that people won't enjoy or may not even use, families might discuss swapping homemade gifts or eliminating the gift exchange altogether. There’s also options of reusable wrapping, using other materials such as mason jars or crates, or even wrapping paper that can be used as soil to plant in your backyard. Another great alternative to the traditional Christmas would be taking a vacation or trip with family and friends so it is an enjoyable and memorable experience for everyone. Consider giving an experience this year, such as a state park memberships, concert tickets, cooking or dancing lessons, or offer to babysit so parents can go on a date night. Decorations can even be environmentally friendly; use a potted tree that can be planted at the end of the season or use popcorn and berries to string around an outdoor tree. The possibilities to go green this holiday season are endless.

Overall, there are so many ways to be less wasteful during the holiday season. We challenge you to try reducing as much waste as possible this Christmas. Having a “Go Green Christmas” will bring awareness to how much waste actually goes on in the daily lives of an average American family. Appleton Campbell offers tips to maximize holiday efficiency Appleton Campbell, a leading provider of HVAC, plumbing and electrical services in northern Virginia, is offering advice to area homeowners to keep their holidays running smoothly this year.

“There’s already a lot of hustle and bustle with the holidays, and homeowners already have a lot on their minds,” said Michael J. Appleton, service manager at Appleton Campbell. “There are simple steps they can take, though, to ensure a safe and happy holiday season, from being conscious of what’s going down their drains to tweaking the thermostat a few degrees to save on energy costs.”

Appleton has three tips for homeowners to help ensure a happy holiday season.

• Avoid disposal drama: Items like grease, flour, coffee grounds or other bones can not only clog up your disposal, but certain items can damage your blades or put extra strain on the motor. Appleton says it’s important that difficult-to-grind items, grease and other problem foods never go down your disposal or drains.

• Be smart with your Christmas lights: While Christmas lights and decorations can make the holidays merry and bright, they can also be costly.

Appleton recommends homeowners should limit the amount of time Christmas lights are on.

Wait until dark to turn them on, and be sure to turn them off at when you go to bed. If possible, turn off lights in the room with the Christmas tree to save on energy usage.

• Maximize your resources: If several guests are in your home, it’s a good opportunity to turn the thermostat down a few degrees since the extra bodies can create extra warmth for your home. When it comes to kitchen tasks, it’s also recommended homeowners only wash full loads in the dishwasher, which will save on both energy and water. If possible, use the oven to bake several dishes at once rather than having to keep the oven heated continuously.

“No one wants to call a plumber at Christmas or receive a big utility bill come January,” Appleton said.

“We’re here to help homeowners create efficiency in their homes and save money where they can. Just making small changes in their daily lives can do both. The only things we want them worrying about is finding time to take a nap after a big meal or if they’ll leave the lights up till February. We’ll help with the rest.”

LOCAL NEWS Wreaths Across America honors 'everyone who plays a part'

By Jeff Say Culpeper Times Staff Writer “Everyone plays a part.”

That was the theme of the 2019 Wreaths Across America, and in Culpeper it was evident by the nearly 1,000 people who turned out to lay 6,800 wreaths at Culpeper National Cemetery Saturday during a steady drizzle.

Sharon Croushorn, Location Coordinator for Wreaths Across America, welcomed everyone and thanked them for honoring the veterans during the holiday season.

“The United States was formed on the ideals of freedom, justice and equality,” she said during her remarks. “We thank those that have fallen and we shall not forget, we shall remember.”

Souls in Harmony has a new home.

The 501c3 nonprofit hosted its grand opening and ribbon cutting through the Culpeper Chamber of Commerce at 700 Southridge Parkway, Suite 301 Tuesday. Started

by Greg Harpine in 2015, the nonprofit uses music to help improve the quality of life for many seniors in the region.

Harpine has worked with seniors, children and adults with disabilities since 2015 and started an instrument bank to help families who have a child who wants to play music but can’t afford it.

His work with seniors is what gives him the most joy, as he and volunteers visit senior centers and retirement homes helping those suffering with Alzheimer’s and dementia to connect with lost memories through music.

With the opening of the new office, Harpine is also working with crime victims to help provide music therapy as well.

“By opening this office, our plan is to open this service to the hundreds of home care clients that don’t have those resources,” Harpine said. “They’ll be able to bring their loved one in for an hour of music programming and we’re also going to be offering educational components and support groups for caregiver stress.”

Harpine said the progress is amazing and gratifying. He has dozens of stories, each more impressive than the last to show the power that music can have. They’ve worked with nursing homes and senior centers in

Warrenton and Culpeper and they’re hoping that opening the new office in Culpeper will open new avenues for clients.

“People don’t reach out because they feel duty bound and they don’t ask for help,” Harpine said. “We’re hoping by opening this office, it says we want to help and it doesn’t cost anything but your time. We’ll be giving them the tools to replicate what we do at the office.”

The nonprofit puts together a playlist of songs that have emotional connections to seniors, upload them on an iPod, iPad or laptop and then play the list for the client which starts conversations.

Souls in Harmony is always accepting donations of iPods or laptops.

“That’s like gold for us,” Harpine said.

“We started using laptops out in the field we could both listen together and let that generate conversation.”

Volunteers are always needed, he said, pointing out that they will do all the training and volunteers don’t need to be a “musical person.”

“This is about sitting down and building a relationship,” Harpine said. “It’s about letting them tell you stories and being an empathetic listener.”

Volunteers are also needed for marketing, hosting a seminar or holding an iPod drive.

“There’s so many needs that people can help us with,” Harpine said.

The other great need the nonprofit has is for a new SUV or van, preferably one with four-wheel drive.

“We’re in desperate need of a vehicle,” Harpine said. “We had one donation vehicle from a couple years ago and it just kind of ran its course. Right now we have nothing, so we’d be thankful for anything.”

graduate Cody Long returns home to offer artists a place to sell their unique offerings

By Jeff Say Culpeper Times Staff Writer Downtown Culpeper has a touch of Wanderlust now.

Cody Long, a 2006 Culpeper County High School graduate, opened his new eclectic gift store - Wanderlust - in late November at 155 E. Davis St. and it encompasses his journey as an artist.

Long, a glassblower who owns a studio outside of town, sells his hand blown and kiln formed glass along with artwork from other local artists, apparel, handmade gifts, CBD products and other collectibles.

“I’m an artist and I like to support other local artists,” Long said. “The name comes from just me traveling around working with different artists and trying to bring all of that back to my hometown.”

After Long graduated from CCHS, he went to Florida for school but then later

moved to Colorado and has picked up influences from around the country - working with different artists and art forms.

At his studio outside of town, he hand blows his own glass sculptures and rents space to other glass blowers.

Many in the area may be familiar with glass blowing by the demonstrations they do in Jamestown, but Long says he does a little different type of glass blowing.

“That was the first place I saw it, I remember going on a field trip down there,” Long said. “I have always loved the arts and I always wanted to be an artist but I was a terrible painter. With glassblowing everybody starts at zero and it just takes practice. It was one art form I just connected to.”

He laughs as he points around his colorful shop - adorned with Grateful Dead collectibles - and says a majority of what he stocks are gifts that he would buy.

During his ribbon cutting Nov. 22, hosted by the Culpeper Chamber of Commerce, Long was surrounded by his family and friends.

“It’s stressful, owning any business is, but it’s very gratifying,” Long said.

“It wouldn’t be possible without the support of people around me, especially my amazing girlfriend Brianna. People come in and they appreciate it what they do.”

It is in that conjured mansion where the hired actor, playing Mr. Kipps, finds himself staying alone overnight, rummaging through trunks of papers, and coming face to wasted face with the

Through the magic of sound effects and imagination, he experiences the same ghostly sounds on the watery moor where a pony trap disappeared carrying the driver, a nursemaid, and a small child. He hears the creaking floorboards in the child’s bedroom where an empty rocking chair rocks back and forth. He employs his talent in the service of Mr. Kipps and in the process absorbs the same experience – and the same curse.

Robert Goodale is Arthur Kipps, the desperate solicitor who, in the course of the evening, plays the multiple characters who fleshed out his story: the boss who sent him to this remote part of England to settle the estate; the fellow traveler on the train; the legal contact in the town who steadfastly refuses to visit the mansion; the pony trap driver who says very little except to warn Epps that for several hours, he will be landlocked all alone when the water rises and the fog rolls in. All of them are cleanly and simply delineated, the weight of their fear and unspoken knowledge subtly reinforcing an air of dread.

Daniel Easton is the Actor who, in the act of re-creation, finds himself reliving and ultimately victimized by the woman in black.

This is beautiful work as Mr. Easton shifts from the patient actor masking his impatience with Mr. Epps and his lengthy droning story, to his fully embracing the story and its moment by moment suspense.

So clear is the purpose and miming of actions, I briefly forgot that the dog, Spider, borrowed from the trap driver for company, only existed in our imaginations.

Scene and costume designer, Michael Holt, creates the backstage set that, with simple props and a scrim, develops magically into Eel Marsh House with its locked door and child’s bedroom which doubles as a windswept graveyard.

Effective lighting is especially vital in a ghost story, and Kevin Sleep’s design does not disappoint. Likewise, Rod Mead and Sebastian Frost’s sound design evolves from the clever backstage support of an old theatre to the as-ithappens reality of a train ride, a windswept moor, an ill-fated pony trap and riders plunged into marshy waters. The sudden rocking of the chair in the child’s room brought on a collective jolt in the seats around me.

It may not be what we Americans think of as a Christmas story, but a good ghost story in the winter around a dying fire is quintessentially English – and universal in its appeal. The measured timing of “The Woman in Black” takes us step by step into a deliciously dreadful place and still delivers an unexpected jolt at the end.

This reviewer says see “The Woman in Black”. But don’t see it alone.

Emerald Hill collects nearly 7,000 items for Culpeper Christmas Basket

By Jeff Say Culpeper Times Staff Writer Students at Emerald Hill Elementary helped the community celebrate Christmas by donating nearly 7,000 items to the Culpeper Christmas Basket program.

“We did everything,” Emerald Hill Elementary School paraeducator Chris Huntt said. “It’s been amazing. It was beyond the last couple of years. We wanted to bring it back to our glory days. There’s a bunch or paras that have been here a long time and we wanted to make a push because we know this school is very generous if you ask.”

The school set a goal of 4,000 items, which they beat in the third week. In the front of the school a candy cane measuring stick was set up and the items donated went above the stated goal by nearly 3,000 items.

Sue Jenkins, Culpeper Christmas Basket Program coordinator,

previously worked at Emerald Hill so the program is close to the hearts of the paraeducators at the school.

“Some of us were here even before we were paras and this is special to us,” Huntt said.

She credited Marianne Zajchowski and Jane Bunch with helping spearhead this year’s drive.

They partnered with the schools Student Council Association and the students and teachers responded quickly.

“The kids have been amazing,” Huntt said.

The SCA students helped organize and count the items.

SCA advisor Brian Foster said there are 22 students in the organization and they were excited to help.

Fifth grader Gabrielle Pica, President of the SCA, would go on WEHE TV weekly to encourage her classmates to give.

“It was really fun,” Pica said.

The school held a competition to see which class could donate the most, which fifth grade won.

“I don’t think anyone was worried about beating the other classes, they were more worried about just giving to help the needy,” Pica said.

Huntt said each class in one grade would receive a prize from the paraeducators.

“We had classes that were bring-

ing in 100 items a week,” Huntt said. “Across the board, every classroom had donations.”

There are approximately 800 students at Emerald Hill, so they gave nearly 10 times the amount of donations compared to students.

Bunch said this is the most the school has sever given.

The Culpeper Christmas Basket is looking for volunteers Dec. 19 from 2 to 2 p.m. to carry food boxes to cars and Dec. 20 from 2 to 8 p.m.

Culpeper National Cemetery Director Matthew Priest said Culpeper is a unique community where the citizens have a keen understanding or remembering, and honoring our fallen heroes.

“Citizens across the countrount in most of our national cemeteries are participating in Wreaths Across America, but we have the best community right here in Culpeper,” he said.

“I cannot thank you enough for your support and I hope you find peace in these beautiful, quite grounds.”

Wreaths were then laid in memory of those that served in the Army, Marines, Navy, Air Force, Coast Guard, Merchant Marines, POW/MIAs and in memory of all Gold Star Families - by Gold Star parents Leonard and Mary Anne Cowherd in honor of their son Leonard M. Cowherd III. Virginia State Senator Bryce Reeves (R-17th District), a veteran himself, spoke about pleased he was to see so many come out on a Saturday to honor those laid to rest in the cemetery.

Charles Bush Jr., commander of the 8th District Department of Virginia, Veterans of Foreign Wars, recalled a story from his youth about his father. Every year, the younger Bush would get new shoes and his shoe size would always change. He wondered, when he was 9 or 10, why his father’s shoe size never changed from a size 9. It wasn’t until he was older that he understood why - that his father had his legs amputated after walking on a landmine in Vietnam. He never acted like he was disabled and his shoe size never changing was the only hint he gave his son that he had sacrificed so much to keep his country free.

Bush reiterated the theme of this year’s Wreaths Across America - “everyone plays a part.”

“We couldn’t do what we do without you,” he said, referring to those who support the soldiers at home.

“It is our part as Americans to remember to honor those who died, not to remember their deaths but to remember their lives,” Jennifer Smith, Location Coordinator for WAA said.

Endless Creations celebrated its third-year anniversary with a ribbon cutting hosted by the Culpeper Chamber of Commerce Dec. 12.

“It’s been steady growth,” owner Steve Cone said. “We’ve had a lot of repeat customers, a lot of new customers. People are finding us that aren’t from the area.”

Steve and his wife Chris, bought the business Randy’s Flowers from Randy Jones and after a transition period they renamed it Endless Creations Flowers and Gifts.

“Word of mouth has been a big part of it,” Cone said.

Cone says the business is busiest February through December - with June and July being a little slower due to the heat of summer. Their busiest wedding seasons are April/May and the fall, when the weather is cooler.

While their specialty is flowers for any occa-

sion, the business has expanded to include gifts and tuxedo rentals.

Cone said his gift selections are still a secret to many people - but he hopes increased visibility increases foot traffic at his location at 211 W. Evans St. Endless Creations carries wine and liquor filled chocolates from Bater Chocolates in Goldvein, fresh cut flowers from local farmers, wine carriers with wood burned etching and more.

“If it fits as a product we try to get a local tie,” Cone said.

During prom season, Cone says they get a large response for tuxedo rentals. He said that they are going to be top 300 in the state for tuxedo rentals.

Cone said that business has been so good they are discussing the future.

“At the end of next year if this building is going to house us for another five years, we don’t want to leave because we love this location,” Cone said.

The President-Elect takes the oath of office and is sworn in as President of the United States on January 20th in the year following the Presidential election.

Why is there an Electoral College?

The Electoral College was created for two reasons. The first purpose was to create a buffer between the population and the selection of a President. The second as part of the structure of the government that gave extra power to the smaller states.

The first reason is that the founders created the Electoral College is hard to understand today because The Founding Fathers were afraid of direct election to the Presidency.

They feared a tyrant could manipulate public opinion and come to power.

Hamilton and the other founders believed that the electors would be able to ensure that only a qualified person becomes President. They thought

that with the Electoral College no one would be able to manipulate the citizenry. It would act as a check on an electorate that might be duped. Hamilton and the other founders did not trust the population to make the right choice. The founders also believed that the Electoral College had the advantage of being a group that met only once and thus could not be manipulated over time by foreign governments or others.

The second reason is that The Electoral College is also part of compromises made at the convention to satisfy the small states. Under the system of the Electoral College, each state had the same number of electoral votes as they have a representative in Congress. Thus no state could have less than 3.

The result of this system is that in this election the state of Wyoming cast about 210,000 votes, and thus each elector represented 70,000 votes, while in California approximately 9,700,000 votes were cast for 54 votes, thus representing 179,000 votes per electorate. This creates an unfair advantage to voters in the small states whose votes count more than those people living in medium and large states.

Now, you can see that eliminating the College would possibly render five states the ability to control the rest of the 45.

Dodson named Radford Police Chief The Culpeper Police Department’s Lieutenant Jeffrey Dodson has accepted the position of Chief of Police of Radford, Virginia after serving the Town of Culpeper Police Department for over 13 years. He will be assuming his new position as Chief of Police on January 8, 2020.

career with the Culpeper County Sheriff’s Office in December of 2003.

He was hired with the Culpeper Police Department on August 14, 2006.

Throughout his career he served many different roles within the Culpeper Police Department moving his way through the ranks to his current assignment as a Lieutenant of the Street Crimes Unit.

Also, he served the Culpeper Police Department as a Patrol Officer, a K-9 Officer, Criminal Investigations Sergeant, Patrol Lieutenant, Community Policing Lieutenant, and

Administrative Services Lieutenant.

Dodson has a Masters in Criminal Justice Management, a Bachelor of Science in Management and Leadership, as well as an Associate’s Degree in Police Science. He is Law Enforcement Certified and a Crime Prevention Specialist.

This card is about winning! I’d say the collective is really working through rising above some difficult stuff, or we are all possibly on a terrific streak of positive outcomes? I can hope. Whatever we were assimilating from last week has been processed and accepted. It’s interesting to see a card of triumph coupled with cards that can be more challenging. I see this as an indication that it’s important to recognize how we are growing and overcoming a lot, no matter how we may feel or things look on the surface.

TAROTSCOPES

The 6 of Swords is a card about moving forward. We have two 6’s coming up this week, indicating that harmony is being restored after a time of upset and instability. We have finally accepted something about ourselves or a situation and have the energy to release what is holding us back so that we can move on to smooth waters. As seen in the 6 of Swords, there is a person assisting the “refugees” in the boat. They are possibly grieving or not seeing clearly. This helper can see the path ahead and is steering the boat accordingly. This can be human or spiritual aid. Remember that there is a theme of victory for these past two weeks. So much is being overcome. It may be uncomfortable, but believe it or not, this is success!
