Stafford appoints new county administrator TRACY BELL

tafford County announced the appointment of Thomas C. Foley on Wednesday as its new county administrator. Foley, straight off a position in Albemarle County as its county executive, will start his new position in Stafford on Feb. 1. Robert Thomas, who serves as the chairman of the Stafford County Board of Supervisors and leads the George Washington District, said: “We think Tom Foley is the perfect fit for moving forward with the board’s vision during this very dynamic time in Stafford County. We are confident that his budgeting acumen, his emphasis on developing employees and his ability to implement strategic plans are strengths that will fully optimize Stafford’s full potential.” C. Douglas Barnes is currently Stafford’s interim county administrator. Barnes took over for former County Administrator Anthony Romanello, who resigned in July to become the deputy county manager in Henrico County. Foley served as Albemarle County’s county executive since 2011 and as a county administrator in Caroline and Cumberland counties prior to that. He earned a master’s degree in public administration from Virginia Commonwealth University in Richmond and a Bachelor of Business Administration from Marshall University in West Virginia. While at his position in Albemarle County, Foley saw the county earn its third AAA bond rating — the highest given to localities. The designation allows counties to borrow money for projects at lower rates, thereby freeing up money for other needs and services. Stafford has two AAA ratings from Standard & Poor’s and Fitch and is pursuing a third, according to the county. Nonprofit strives to help those in need at Christmas TRACY BELL

.E.R.V.E. will deliver six tons of food in three days to 150 families in need this Christmas season and help with gifts for children, teenagers and senior citizens. The 501c3 nonprofit, which serves Stafford County, will deliver the boxes of Christmas food, including turkey, on Dec. 17, 19 and 20, according to Marilyn Stevens, the organization’s executive director. S.E.R.V.E., which stands for Stafford Emergency Relief through Volunteer Efforts, operates year-round, with a primary focus of helping Stafford families that are struggling to put food on their tables. It operates and runs a food pantry, which expanded this fall by adding a 1,500-square-foot warehouse adjacent to its current facility on Upton Road in Stafford. The pantry stores all of the food that the

community donates, Stevens said. “We have been tripping over food donations for years,” Stevens explained, excited and grateful for the additional space. “As we free up space in our current pantry, we will be able to expand our services and provide classes or support in other areas of need.” S.E.R.V.E. is in the process of transferring food to the new warehouse and stocking it with

incoming donations. The group will begin to fully operate out of the new warehouse in January, she said, and a ribboncutting ceremony is planned for the New Year, though no firm date has been decided. “We are very eager to show it off to all of Stafford and to thank the many people and CHEER organizations that PAGE 9 have helped us to
