Trees are being bought and decorated. Stores are being adorned and stocked for the holiday rush. People are shopping and buying gifts.

Cookies are being baked and parties are happening.

Lights are being attached to homes and cards are sent. Carols are now heard on the radio and Santa Claus is starting to make an appearance.

By these statements, you could easily surmise that it’s Christmas. But not quite yet.

There is a season that comes before the celebration of the birth of Jesus Christ of Nazareth, and this season is called Advent. This term is derived from the Latin word

“adventus,” which means “coming.”

For Christians, advent is a time of preparing, waiting, getting ready, looking forward to and anticipating.

It has a two-pronged meaning, as believers in Jesus look forward to his birth and his second coming to the earth.

Advent lasts around four weeks, and at the weekly worship services, a candle on an Advent Wreath is lit in preparation for Christ’s coming into the world.

A couple of Scriptures which highlight this season can be found in Isaiah 40:3 which says, “A voice cries: ‘In the wilderness prepare the way of the Lord; make straight in the desert a highway for our God.’” This is prophecy foretelling the coming of John the Baptist, whose role was to prepare the world for Jesus and his ministry. In Luke 1:30-31, were also told that the Angel Gabriel has come to the Virgin Mary to let her know that God has chosen her to be the mother of the Lord. It is written, “And the angel said to her, ‘Do not be afraid, Mary, for you have found favor with God. And behold, you will conceive in your womb and bear a son, and you shall call him Jesus.”

Advent is truly a time of looking ahead to the coming of Christ. And preparation is the key.

As I am writing this column, my mind is consumed with my mom’s medical condition. She is lying in a hospital bed, waiting for a cardiac catherization to see if there are any blockages in her heart. Early in the morning I had the opportunity to speak with her by phone. After she voiced her worry and concern, we prepared for her test by praying to Jesus. Praying to Jesus to calm her soul. Praying to Jesus for the medical personnel who will work with her. And praying to Jesus for her healing.

Each day, through a free, gift of

faith, we have that opportunity to welcome Jesus into our hearts and lives. But I’m not going to kid myself.

I’m sure some of you don’t have a positive image of Christ. Maybe you see him as judgmental, unforgiving, rule oriented and un-flexible. Maybe you have been hurt by a church which practiced legalism, condemnation, and used the Word of God as a club of fear. If so, then I am so very sorry for this, but this is not the Jesus I know.

The Jesus I know is loving, forgiving, mercy filled, and saving.

Yes, he does want us to live according to his Word and turn away from sin. Simply, Christ is personally inviting the world to believe in him, open their hearts to him, so we will have that guarantee and promise of everlasting life in his name. Hope is real when Jesus becomes real to us.

A couple of weeks ago it became official. I’m going to be a grandfather for the first time. Outside of the excitement and unknown of this child being born in the middle of May, I realize that life will never be the same again. Things will change as this new creation of God inhabits our lives. I greatly anticipate the birth.

And this is what advent is all about.

We eagerly await the birth of Christ and his eventual second coming. And the way this is accomplished, through a free, gift of faith, is to have our hearts open and receptive to the living Jesus. Waiting, watching, preparing and getting ready is the task which we are being called to at this moment. It’s not Christmas yet. But it’s coming.

Culpeper Chamber of Commerce Announces New Chairman of The Board of Directors The Culpeper Chamber of Commerce announces the appointment of Virginia "Ginny" Koontz as chairman of the board of directors. Ginny Koontz accepted the appointment after Christiane Miller resigned after taking a new position out of the county. The appointment will be effective in January 2020.

"I have truly enjoyed being a part of the Culpeper Chamber of Commerce. While I'm excited about my next opportunity, I am disappointed to leave the Chamber board. A veteran of the U.S. Army, Freitas initially served in the infantry before becoming a Green Beret (special forces).

As a Green Beret, Freitas saw two combat tours in Iraq in 2006 and 2008. After being honorably discharged, Nick and his family moved to Virginia and settled in Culpeper where they have lived for the past ten years. While in Culpeper, Nick and his wife became active in Republican politics at the grassroots level and led to Nick being elected Chairman of the Culpeper Republican Committee. Goodman-Everard offers her familiar bare tree shapes, which “fill the surface of my panels with marks and colors,” she says. The tree series, which she calls Doodling in the Dark, dates to 2016 and now includes more than 40 works. “They fend off the darkness in a process of creative yoga, or meditation through art,” she says.

LOCAL NEWS Culpeper County approves Second Amendment Resolution

By Jeff Say Culpeper Times Staff Writer Culpeper County affirmed itself as a “Constitutional County” Tuesday.

During the morning meeting of the Culpeper County Board of Supervisors, the board voted 7-0 to approve a resolution cementing the county’s Second Amendment Rights.

The resolution came about as constituents and supervisors expressed concern about the actions of a new Democrat-controlled legislature in Richmond and the potential to propose restrictive gun legislation next year.

The resolution reads: “2. The Board of Supervisors expresses its commitment by any and all legal means to Respect, Preserve, and Enforce the Second of Amendment of the Constitution of the United States and Article 1, § 13 of the

Constitution of the Commonwealth of Virginia to the fullest extent permitted by law1; and, 3.

The Board of Supervisors express its commitment to oppose unconstitutional and unlawful legislation and proposed restrictions that infringe upon the rights of its citizens to keep and bear arms through any and all legal means, as may be expedient, including without limitation by court action.”

Hundreds turned out in support of the “Second Amendment Sanctuary” resolution, with the Board of Supervisors Meeting Room overflowing into the hallway and outside. Residents handed out orange stickers showing support for the Second Amendment and raucous applause serenaded the supervisors when they approved the resolution.

➤ BOS, from Page 4 on the matter, as the CCSO is the last line of defense in the county. Jenkins, who said he is as far right on the subject as he could be, said that it is a God given right to bear arms and swore to help citizens uphold that right.

He said that if weapons were deemed “illegal,” he would have a solution.

“There’s no limit the number of auxiliary deputies,” Jenkins said.

“They can’t stop me from swearing in deputies from around the state.”

He said that swearing in auxiliary deputies would have no cost to the taxpayer and it would allow citizens to be able to carry. He said that if it comes to that extreme, he could imagine having to swear in “thousands” of auxiliary deputies.

An auxiliary deputies responsibilities include fulfilling eight hours of volunteer work a month. They are required to pass a background check.

Jenkins said it was important to note that he feels the Democrats are good people, and doesn't think the gun legislation will pass.

However, he wants his and the gun owners voices to be heard.

“We shouldn’t punish the vast majority of the state for the few

that abuse weapons,” Jenkins said.

Catalpa Supervisor Sue Hansohn said that by making weapons illegal will only create a black market and the General Assembly should focus on other tactics to battle the situation.

“The deeper issue the General Assembly should look at is mental health issues,” she said. “I’m asking the General Assembly to stop this crap they’re doing and look at the underlying issue that is mental health.”

Cedar Mountain Supervisor Jack Frazier thanked the public for all their emails, saying it was one of the most discussed he’s seen. He said conversation is good and that passing this resolution is hopefully the first step in protecting second amendment rights.

Frazier said that the county left the word “sanctuary” out of the resolution for a reason but suggested at the end of the resolution it be worded that “Culpeper County will be a Constitutional County.”

The board amended the resolution and voted 7-0 to approve it as the crowd burst into a standing ovation.

On Monday night, Rappahannock County approved a similar resolution by a 3-1 vote with one abstention.

By Jeff Say Culpeper Times Staff Writer Jonathan James, of Xpress Copy & Graphics, paced the floor nervously Monday afternoon.

He kept checking his watch, anxiously looking out the window.

“He’s like a dad waiting on his baby,” employee Tim Hickling said with a snicker.

Then his “baby” arrived - weighing in at a ton capable of printing on 5-foot by 10foot sheets of paper.

The delivery of the bouncing new toy for Xpress Copy stopped traffic along Business 29 as the crew from Maryland worked to fit into their location 486 James Madison Hwy. Residential Glass had to remove the businesses’ front window to fit in the machine. The nearly two-hour process of squeezing in the heavy machinery was exciting for James, who said his customers have been asking for something like this.

“We’ve had a lot more clients needing signage,” James said. “We wanted to get into doing more unique things like doors, ceiling tiles, flooring tiles. Pretty much, the opportunities are endless.”

Previously, Xpress was printing on two 64-inch roll ins and would print on vinyl, laminate and then it down on substrate.

Now, they can print directly to the sub-

strate.

“It’s going to give it a much crisper image as well because it’s a UV printing process, so once the ink hits there’s a light that follows behind it and dries it,” James said.

Previously, it took three to five days to print a yard sign. Now, with the VK300DHS, they can print 200-yard signs in an hour.

James said he wishes this machine was in during the political season.

“We did a lot of them,” James said.

Xpress, which started off in traditional printing, has since traversed into wide formats, promotional items, screen printing and embroidery and now Hickling handles the digital marketing side of the business.

“The community has been very awesome in supporting us,” James said.

By adding the VK300D-HS, now Xpress Copy has another tool in their toolbox.

“We’re hoping we’re going to be able to offer more that locals now have to send out for,” James said. “Now we have more control over the color, speed and pricing.”

Steve Willey, installer for Atlantic Graphic Systems, arrived in town Monday and plans to stay the whole week to help get the machine up and running.

“Probably the most unique thing about this machine is that creates more high quality prints than regular signage,” he said. “There's a lot of quality UV printers in the market but this company comes from a strong pedigree with a lot of experience in the field. They make a user-friendly piece of equipment.”

37th annual Lights of Love honors Environmental Services Dept.

By Jeff Say Culpeper Times Staff Writer The 37th annual Lights of Love celebration at Novant Health UVA Health System Culpeper Medical Center honored the environmental services department while helping raise funds for pediatric physical and occupational therapy equipment Dec. 3.

Shirley Ann Bayne, chair of the Lights of Love for the Culpeper Hospital Auxiliary, said that this year’s ceremony was dedicated to the environmental services department - a group that does so much work behind the scenes to help keep the hospital clean and safe.

“This tree is in your honor,” she said.

“Lights of Love is our annual opportunity to memorialize those who are near

and dear to us.”

Chuck Coder, Interim President, Novant Health UVA Health System Culpeper Medical Center, thanked the volunteers of the auxiliary who provide 30,000 service hours a year. The funds from this year’s Lights of Love Tree will help purchase pediatric therapy equipment and supplies, he said. Talking to the environmental services department, he called them the “unsung heroes of what goes on at the hospital.”

The event also honored Dr. Jonathan D’Souza, Chief Medical Officer for his dedication to support patient safety and quality at the hospital.

Jewel Tone Music Group sang Christmas carols to welcome the crowd and then led the crowd in Joy to the World after the tree was lit.

HOME & GARDEN Disappearing birds: How we can help Bird conservation in the United States dates back to 1818, when Massachusetts passed the first state law to protect nongame bird species.

The interest in protecting birds has grown exponentially since then, but with the recent plummeting of bird populations, current conservation measures are not enough.

As I wrote about in my Nov. 7 column, the results of a study by prominent ornithologists, published in the September issue of the journal Science, showed the number of birds in the United States and Canada has declined by 29 percent. The reasons are varied and complex, but human activities have a major role. Grassland birds have been hit the hardest, along

with migrating birds, many of which are grassland species.

Amy Johnson is the director of Virginia Working Landscapes a conservation program driven by landowners and based at the Smithsonian Conservation Biology Institute (SCBI).

Johnson also leads a team of SCBI researchers, helped by citizen scientists and landowners within the VWL network, that have been studying grasslands. The results of one of these — a three-year, groundbreaking study of birds inhabiting Virginia grasslands shrublands (grass mixed with other plants, including shrubs) in winter — were published in the August issue of the Journal of Wildlife Management. They showed that planting native grasses and timing management (mowing, burning, etc.) of grasslands were key to the survival of birds overwintering there.

In a recent interview, Johnson said that she found the results of the bird-decline study published in Science

“overwhelming” — that despite all that is being done toward bird conservation by organizations and individuals concerned about bird losses, “this is still happening.” But, she said, the results also “gave me incredible motivation to change the way I'm thinking about how we're using science to inform on-the-ground management,” including ramping up VWL’s outreach to the public.

Changing the downward trajectory of bird populations will take not only take continued dedication of scientists

like Johnson but also major changes in land management. While government, industry and owners of working lands have a role, this is an all-hands-ondeck situation, and all of us need to pitch in. Trucker, The Magnificent Trucker, the Magnificent, was the MOST handsome cat I ever laid eyes on.

In truth, I only laid eyes on him via text pictures because Trucker lived in California and had given up cross-country trips.

His staff visited me in Culpeper a while back and never stopped singing his praises or flashing his pictures.

She said, among other things, he was a friend to the friendless – a cuddler who enjoyed being held close to her heart. On the other hand, she admitted he never hesitated to speak his mind and let her know what he wanted, what he could not live without, and what she could do if she ignored his deepest desires. In cat terms, he was a free spirit.

And where did he get his unusual name? It turns out he was born in Montana and was transported to California in a truck. Hence a human named him Trucker. Makes sense, but it’s hard to imagine traveling all that distance in a truck! Especially since most of my friends can hardly make it to the Vet in a luxury sedan.

It’s possible Trucker loved adventure, although we never talked about his Montana trip, partly because we didn’t meet until he was a senior citizen and had forgotten more than he remembered.

I do know he adapted quite well to the California lifestyle, and let himself be harnessed up for walks around the backyard. He said he considered it his duty to see if anything new wandered onto his turf.

Occasionally he put duty aside and slipped his harness for an adventure.

One time he came back with a baby bunny that didn’t survive the catch and carry.

Nevertheless, Trucker had a kind heart.

When I was softening my uppity attitude about d-o-g-s and asked

Trucker if I should explore this new avenue or retreat into snobbish cat mode, Trucker advised me to be generous. “Cally,” he purred philosophically, “consider the fact we all walk on four feet, have hairy coats and tails that give away our secret thoughts. We are kindred spirits. No help for it.”

Since Trucker was the reigning Senior Cat Advisor to The World At Large, I decided to be generous and began asking dogs for their stories.

I started with a Harlequin Great Dane and ended with two talkative Irish Wolfhounds. Also included are Pit Bulls, mutts, Boston Terriers, an Irish Setter, and Goldendoodles. You can read all those stories in my new book, Cally Goes to the Dogs, which is available at Reigning Cats and Dogs on Davis Street in Culpeper. I think Trucker would approve.

Unfortunately Trucker never saw the book before it went to press because his twenty-year-old body suddenly gave out. Twenty years.

That’s quite a tour of duty. He left a whole "truckload" of wonderful memories. Here’s to Trucker, the Magnificent! If you want to see this handsome creature, he's in Cally & Friends, also at Reigning Cats and Dogs. Believe me, it’s worth the trip.

Next time I’ll tell you about Tigger, the half-grown cat who was knocked out by a cat abuser and left in the woods to die. He was rescued by a wandering teenager and nicknamed “Tig.” It’s just that Tig’s early experience left him a few bricks short of a load, and he didn’t have the foggiest idea what being a cat meant.

More about that later.

In the meantime, deck the halls with boughs of holly and buy some treats for your favorite furry friend.

On the other hand, why not adopt a homeless cat or dog as a Christmas present for the family? There’s lots that need homes and love.

1949) William Wellman directed this World War II epic that follows a company in the 327th Glider Infantry Regiment, 101st Airborne Division, as they cope with the Siege of Bastogne during the Battle of the Bulge in December of 1944. The film is notable for portraying American soldiers as vulnerable and human while remaining steadfast. “Battleground” is considered to be the first significant American film about World War II to be made and released after the end of the war. Twenty veterans of the 101st were hired to train the actors and appeared in the film as extras. The all-star cast includes Van Johnson, John Hodiak, Ricardo Montalbán, George Murphy and James Whitmore. VIEWS Our Republic is On Trial PARDOE’S PERSPECTIVE

The impeachment inquisition, which is the best phrasing for it, is unfolding on television as I write this. It is shameful to see this take place, mostly because it is so inevitable.

From the moment Donald Trump was elected President, has been under siege. He has had images of him shown decapitated in the media, he has been the subject of an 18 month investigation into the three months leading to his presidency, his children have been threatened and mocked, and he is the subject of a never-ending barrage of ridicule by the media and late-night comedians.

Facts and evidence of high crimes and misdemeanors are unnecessary to his pursuers. They intended to “…impeach the mother**cker…” as Representative Rashida Tlaib said in January of 2019, before the investigation took hold. Evidence wasn’t needed in their eyes. They wanted revenge on him and the people that voted him into office.

What is sad is that this showtrial is so predictable. Allow me to lay this out for you. The House Democrats will impeach Donald Trump. The charges will be as vague as possible and as numerous as they can create out of their little hurt feelings. The Democrats of the House will throw in things from the failed Mueller Report and anything else they can fabricate into a hot steaming stew of coup de ’tat.

So what has he done that has violated his oath? Lacking a single substantive charge that can oust the President, they will simply cry that he is unfit for office.

After this show-trial, the House Democrats will vote to impeach along party lines in what is destined to be covered by the media day-andnight. It will go to the Senate and die there, as it did for Bill Clinton.

The Democrats don’t care. They want that label to attach to Trump, that he has been impeached.

Why do this? Simply put, this isn’t just about reversing the 2016 election…it’s about trying to seize the 2020 election. Their presumption is that we, the people, are ignorant of what they are doing.

The fact that Hunter Biden was clearly in a role he was not equipped for, by his own admission, has been largely ignored. His father has dropped in the polls as a result of his son’s shady dealings. This is proof of the reckless abandon of the Democrats. Consider this, the Democratic leadership were willing to take out their front-runner candidate to remove President Trump from office. Shades of the Kavanaugh hearings.

What we see in all of this is what we all knew – politicians use their positions to make money, either for themselves or their children.

They have gone so far down this impeachment trail, there is no way for them to back out gracefully at this point. Adam Schiff, who is supposed to be overseeing this investigation with some degree of impartiality, said, “We are a majority in one house, and we will become a majority in the other, and we will send that charlatan in the White House back to the golden throne he came from!” We are told by the media that Schiff is being objective…but is he really?

This is an investigation where we don’t have a special prosecutor like we did during Watergate and during the Clinton impeachment.

Instead we have one political party that has refused every witness request from the Republican Party members. The President is not allowed to confront his accusers.

He’s expected to silently take verbal shot after shot at him. When he responded to the charges, Kamala Harris, a Democratic candidate, suggest that he should have his First Amendment rights taken away and be silenced from Twitter. Think about this carefully. The people violating the Constitution are those attempting to remove the President.

Our Republic is on trial here – not Donald Trump.

“From 2016 to June 2019: 39 fatal overdoses, 199 heroin overdoses,” he says, then moves on to overdose revival efforts from 2015 to 2018. “240 units of Narcan administered by our paid EMS crews. And they spent more than 279 hours responding to

overdoses.”

Finally, he shares data from Culpeper Human Services: Of the 41 children placed in foster care this year, almost half were because their parents were substance abusers.

It’s a grim record that strengthens his resolve to try something different when it comes to how opioid users are treated in the criminal justice system. “What we’re doing isn’t working,” he said. “We’re prosecuting a huge number of people because

they have an addiction.”

Lawson, director of the county’s Department of Criminal Justice Services, has become an advocate of establishing a drug treatment court.

He has been joined by Paul Walther, Culpeper’s commonwealth’s attorney.

“I’ve seen drug courts come and go,” he said. “But after Andrew and I talked about it, I came to the conclusion that we had to do something.”

Last summer, the Board of Supervisors voted to allow them to explore a drug court option, and last month, the Virginia Supreme Court gave them the go-ahead.

Drug courts give nonviolent offenders the opportunity to avoid jail by entering into a court-supervised program that includes treatment, but also frequent testing and sanctions if a person doesn’t comply with requirements. Proponents point out that this approach costs less than incarcerating someone, reduces jail overcrowding and provides closely-monitored treatment. They also say it lowers recidivism. A national meta-analysis of relevant studies found that recidivism rates were 8 to 14 percent lower for drug court participants than for offenders who

didn’t go through a program.

But evaluating the true effectiveness of drug courts is complicated, says Lauren Cummings, executive director of the Northern Shenandoah Valley Substance Abuse Coalition.

She played a lead role in establishing the Northwestern Regional Adult Treatment Court (NRATC) three years ago. It serves the city of Winchester and Frederick and Clarke counties.

“Some people just think someone will go to drug court and they’ll be fixed,” she said. “But it’s not that easy. People in drug court…their normal is not our normal.”

Completing the program, which includes four phases of supervision and treatment, can take a year or longer. According to Cummings, the average cost per person is $36 a day, compared to $81 a day for someone incarcerated in the Rappahannock Shenandoah Warren Regional Jail in Front Royal.

But a drug court in Culpeper County is still probably two years away. Walther said the next step is training at the National Drug Court Licensed & Insured Institute next year, which will help Residential and shape how county officialsCommercial decide to structure the program.

It can be all too easy to let the chilly winter months deter you from being active. After all, who wants to go for a run when it’s cold enough to see your breath, or drive to yoga or CrossFit when it’s snowing? Staying cozy on the couch is often a more appealing option.

But according to John Hardy, MD, a cardiologist at UVA Cardiology, a department of Novant Health UVA Health System Culpeper Medical Center, keeping up activity levels in the winter is vital for both your physical and mental health.

“I encourage patients to stay active to maintain their cardiovascular health, avoid weight gain and help cope with seasonal affective disorder (SAD),” said Dr. Hardy. “There are innumerable benefits to staying active yearround, and cold temperatures aren’t an excuse to cease activity for three months. There are plenty of ways to get your heart rate up indoors or make going out in the cold more fun.”

Exercising for Health It’s no secret that regular exercise has major health benefits. Walking 30 minutes each day, as recommended by the Mayo Clinic, has been proven to improve cardiovascular health, reduce body fat and lower the risk of some diseases, including diabetes, heart disease and osteoporosis. Moving your legs can be so beneficial that many professionals and organizations, including the American Heart Association, recommend walking 10,000 steps (or roughly five miles) per day.

What you can do: Join a gym. We never said you had to take those steps outdoors! Using a treadmill or indoor track is a great way to work out while staying warm. There are several gyms in the Culpeper area, including Culpeper Sport & Fitness, Powell Wellness Center, Gold’s Gym, Anytime Fitness and more. Most offer different levels of membership. Find one that works for your unique fitness goals and get signed up!

Keeping the Winter Weight Off Activity also helps combat the dreaded winter weight gain. According to The New England Journal of Medicine, the average American gains 1-2 pounds over the holidays.

“Those 1-2 pounds are moderate when you look at them by themselves, but studies show that many people don’t lose them when winter is over,” said Dr. Hardy. “Over the years, they add up.”

What you can do: Commit to taking a brisk 10-minute walk after each meal and invite family, friends or coworkers to join. Walking at a faster clip works your heart harder, which helps keep you warm, and having a conversation during your walk helps pass the time.

Mental Pick-Me-Up SAD is a type of depression related to changes in season and affects about five percent of Americans, according to the American Psychiatric Association. It has been linked to a biochemical imbalance in the brain caused by shorter daylight hours and manifests in symptoms such as sadness, fatigue and a lack of enthusiasm.

“Exercising releases endorphins, hormones that reduce pain and increase feelings of happiness,” said Dr. Hardy. “Even light physical activity, such as yoga, can help patients who are experiencing seasonal depression.”

What you can do: Exercise at home. Invest in a yoga mat and some weights for your comfort level and try to set up shop in a light-filled room to increase sunlight exposure. Incorporating light stretches, moderate strength training and bodyweight exercises into your daily routine is a great way to boost your endorphins without having to leave the house.

ANNOUNCEMENTS DRPT FY21 PUBLIC NOTICE. The Virginia Department of Rail and Public Transportation (DRPT) is accepting applications for transit, rail, and transportation demand management (TDM) grants for the 2020 fiscal year. The state’s annual grant application period is open from December 1, 2019, through February 3, 2020. Transit and TDM funds are available through multiple state and federal funding sources to support transit service, human service transportation, senior transportation, ridesharing and TDM programs in Virginia. Eligible project categories include capital purchases, administrative and operating costs, technical assistance, demonstration grants, and TDM/ridesharing program costs. Funds are available for rail initiatives through the Rail Enhancement and Rail Preservation programs. In addition, funding to provide access to freight rail shipping for Virginia businesses is available year round through the Rail Industrial Access program. Complete details on eligibility and the application procedures for DRPT grant programs are available online.
