The Salvation Army helps with energy assistance, the community Angel Tree, emergency food and commodities, emergency disaster services, their Camp Happyland summer camp, Pathway of Hope and Youth Downtown.

Last year, the Salvation army helped 1,945 people in Warrenton and Culpeper, with 718 Angel Tree children served, 317 grocery orders

provided and 218 energy assistance orders. In Warrenton, they raised $51,588.59 and in Culpeper they raised $34,847.91. In Orange, another $6,303.44 for a total of $92,739.94 in the region.

“No other organization meets the needs of people on a spiritual and financial level like the Salvation Army,” said Jon Russell, President of the Culpeper Advisory Council.

“Whether homeless, drug addicted, impoverished or spiritually broken the Corps does not reserve it’s compassion.”

CCPS schools expected to be fully accredited When the Standards of Learning results are released Thursday, Culpeper County Public Schools expects all 10 of its schools to be rated accredited without conditions.

At the Culpeper County School Board work session Sept. 24, CCPS Executive Director of Curriculum and Instruction Rob Hauman said that he expects to be fully accredited by the state.

Parents can review the scores on the CCPS website under the school quality profiles tab come Thursday.

“That’s something to be celebrated,” Hauman said.

To be fully accredited without conditions, schools must have each of its school quality indicators at Level One and Level Two. If any school quality indicator is at Level Three, the school will be rated accredited with conditions.

In other business, the school board heard about Culpeper’s pay scale in preparation for the 2020 fiscal year budget.

Michelle Metzgar, director of human resources, said that Culpeper is improving with its pay scale but the division is still losing teachers to Northern Virginia. She said the goal is to determine who Culpeper should compare themselves to and who they should aspire to compete with.

For the first time ever, Culpeper has the highest salary of any of the four other area counties - Fauquier, Madison, Orange and Rappahannock. In the past, Culpeper has lost teachers to those school systems but now have a higher starting average salary of $43,240 ($46,240 with a master’s degree).

Fauquier is next with a salary of $43,000.

Culpeper is still losing teachers to places like Fairfax County and Prince William County. Loudoun County leads regional counties with a $50,171 starting salary while Prince William comes in at $47,724 and Manassas City is in the same ballpark.

CULPEPER YOUTH SPOTLIGHT

Now that I’m in college at the University of Mary Washington, I’ve found a new purpose for my life and gained a great sense of communal spirit that I’ve never had before. Of course the campus setting and class schedules took a lot to get used to since I’ve been around familiar people and a familiar environment for 8 years, however, I didn’t allow my fear to get in the way of my greatness. Like any other conflict I’ve been faced with, I pushed through and allowed my social skills to overpower my shyness. In doing so, within the first month here I completed a leadership program where I met amazing people, joined more than four clubs on campus, bonded with faculty for off-campus opportunities, and became President of the 2022 Freshman Class.

Although I’ve found a new home in my college community, I still make it a priority to check in and reconnect with the outstanding Youth Advisory Council of Culpeper Youth which I am now an alumni of. I know for a fact that if it wasn’t for my peers of all ages and sizes in Culpeper Youth putting in the time and energy to make our community fruitful and accepting, I wouldn’t be able to do the same things on campus today. While the community of Culpeper taught me to branch out and do more, Culpeper Youth taught me how to be more - and for that I am forever thankful.

School board member Nate Clancey asked if the school division should be setting a goal to be at a certain salary within five years, instead of raising it every two years to compete with other school districts.

“How many years are the teachers here,” Clancey asked.

When told the teachers that are leaving are generally here between one and five years, he asked what the salary is at five years in Culpeper County. That is right around $43,870 on average.

“Should we look at $50,000 as a goal within five years?” Clancey asked.

“Instead of going ‘tit for tat’ with districts that ‘steal our teachers.’”

CCPS Superintendent Tony Brads said they could look into that but that would also affect the scale and would shrink the steps going forward.

School Board member Pat Baker pointed out that Culpeper has more to offer than just salary, pointing out supplemental pay and benefits.

Metzgar also discussed stipends for coaches and team leaders, indicating they change for teachers who have taught for 17 years or more.

The board also discussed drug testing student drivers, similar to how they test athletic teams.

School Board member Michelle North brought the item up for discussion, after she read about Smyth County pursuing something similar.

North said five or six other districts in the Commonwealth test student drivers, and said it could be used as a tool by students to alleviate peer pressure - telling friends they can’t take drugs or drink alcohol in fear that they would lose their parking pass.

The board discussed the matter, and while School Board member Marshall Keene agreed it was a novel idea, he questioned how it would be implemented, what they would test for, if athletes would be tested twice and the cost of the testing.

The board took no action on the item.

The board reached a consensus for administration to put together a proposal for communal bus stops with a possibility for walk zones and to review the current bus transportation policy.

Bringing together experience and passion on 'First Lady' ➤ Nina May's first romantic comedy filming in Culpeper, Rappahannock counties

Culpeper Times Staff Writer “Great job, keep the energy up, let’s get another take,” Nina May calls out to Stacey Dash, Nancy Stafford and two young actresses on the set of “First Lady.”

Nina May is the Founder and Chairman of the Renaissance Women which is an educational non-profit foundation with international and production training programs and opportunities for internships on media projects.

She was the writer, producer, director of the award winning family friendly dramedy, “Life Fine Tuned,” which won the International Family Film Festival in Hollywood, 2012 and over 14 other awards.

May’s first feature length romantic comedy, isn’t being filmed in Hollywood - though the all-star cast and large crew size may be misleading. Instead, the producer/ director/writer of “First Lady” is

coaching actors inside her Rappahannock County home, nestled on 130 acres of 522 North.

May, the producer of the episodic “Daily Bread” and full-length feature “Life Fine Tuned,” is filming the romantic comedy about a First Lady’s husband who dies in office and then stays on as First Lady for the Vice President through her Renaissance Women Production company.

The company pairs young up and coming actors and actresses with seasoned veterans - in this production pairing young actresses like Jenn Gotzon and Missy Timme with film icons Stacey Dash (Clueless) and Nancy Stafford (Matlock).

“We try and find undiscovered talent and try to bring them on board,” May said. “They literally are acting with veteran actors that have been doing it their own lives.

To be able to act with these professional actors is a pretty amazing opportunity.”

It’s an amazing opportunity as well to film at her own home, utilizing just about every room in her mansion of a home. The ballroom plays a pivotal role and on a recent weekday a bedroom has been transformed into the First Lady’s office.

Production crew buzz around, makeup artists work on Dash and the film crew set up lights and angles while May goes over the script with her actors.

“First of all, it’s easy,” May said.

“You have casting call in the morning at 7:30, you get up at 7, get a shower, get ready, go downstairs and you’re on the set 45 minutes later.”

While many would be set into chaos by having a crew of 80 descend upon their home, May and her husband embrace the experience.

“We love it, we don’t think of it as disarray, we think of it as creativity,” May said. “It’s being creative and it’s letting it flow and being ➤ See Lady, Page 5

Movie making, every step of the way there’s a problem and there’s a solution. It really brings out the best in the people, we like to work together as a team as cast and crew.”

It’s not the first filming project just over the Culpeper County line, as “Daily Bread” was filmed in and around the property and in Rappahannock and Culpeper county’s.

A scene in the trailer for “Daily Bread” shows the front window of Foti’s Restaurant along East Davis Street being knocked out. “Daily Bread” is a post apocalyptic tale of a solar flare taking out all communications, while “First Lady” is a romantic comedy that connects Stafford’s character of Kate with Corbin Bernsen’s King Max through Max’s granddaughter - an intern for the First Lady.

“I actually wrote both of these at the same time,” May said. “Daily Bread came about because I was so tired of seeing these millennials tethered to their devices. For this one, I love to entertain. We have parties all the time. I’ve had several people say I should be president because I know so much, and I always say I’d rather be First Lady. Because you have more fun. I

thought could someone be the First Lady without being married to the President. I just started thinking about what that would look like.”

May describes the plot as “very Shakespearean,” how Kate and King Max are serendipitously connected and how they are brought together again.

“It’s like she’s pretending she’s something she’s not, and that’s why I brought King Max into it,” May said.

May said she loves connecting younger and more experienced actors and also introducing them to the Commonwealth.

“Stacey was saying she was driving through Virginia and she said ‘I’m going to tell my husband we’re going to move to Virginia,” May said. “It’s very rewarding. I keep telling people you don’t have to go to LA to film a movie. Virginia is such a great spot and it’s a right to work state and you don’t have to worry about unions.”

Adam Forster, of Culpeper, is the associate producer on the film. He uses his local connections to set up filming locations like the Tate Building on East Davis Street or the Culpeper County Regional Airport - set for a shoot in November.

Working with this combination of actors and production crew is fascinating, he said.

“She (Nina May) started about four months ago and just watching her pull together this team is really impressive.”

Over the first two days of shooting, he said the production spent $5,000 on just food alone in Culpeper County.

“This is great for the local economy,” Forster said. “It’s one of those unseen things. People don’t realize it, but we have a ton of people coming in.”

Setting up a scene in the First Lady’s office, George D. Escobar, assistant director and co-founder of Advent Film Group in Northern Virginia, talks about his connection to May and how the filmmakers support each other.

“We try and keep us apprised on projects,” Escobar said. “I get to be the guy that gets everything organized and make sure she gets the

shot she wants. It makes it real easy, especially with the creative vision,. Because she’s written the script, all the technical aspect is laid out and you just have to corral all the resources within a particular budget.”

Escobar consults with director of photography Steven Shulgach, as they set up a shot. Dash comes into the First Lady’s office, handing her paperwork about the new intern - the princess who is King Max’s granddaughter.

“I get to wear the tiara,” Gotzon’s character says, twirling around.

Cut, Escobar calls, as May praises the work and they set up for another shot.

“The key thing is we just want to have fun, I don’t call it working, I call it playing,” May said.

“First Lady” expects to wrap up filming in November and then will likely appear on streaming services.

The Bottle Shop makes music their way ➤ Three young musicians bring their myriad of influences to make the 'next chapter'

Culpeper Times Staff Writer The Bottle Shop harkens back to a simpler time.

It’s easy to close your eyes listening to the Culpeper trio’s new album, “Spring Shack,” and imagine yourself hearing it on an AM radio, drinking a few Budweisers out at a party in a field.

It’s that slice of Americana that the three - Tanner Carlton, Sean Stanton and Chris “Donk” Drerenberger - embrace.

Sitting around their Culpeper County apartment/practice space/ recording studio a recent evening, the bond among the three childhood friends is evident.

Tanner, the lithe, long-haired, bearded vocalist, guitarist and drummer excitedly talks about the recording process while Sean - a lanky, chiseled vocalist, guitarist and drummer chimes in with anecdotes and jokes.

Donk, affectionately named by his brother in the third grade for Eddie Murphy’s character Donkey in the movie “Shrek,” is the often quiet, thoughtful bassist, who makes his words count when he speaks.

It’s a dynamic that works - one that makes The Bottle Shop unique and yet familiar.

The three started playing together on New Year’s Eve in 2016, after having known each other most of their lives and playing in bands with each other and then branching off into oth-

All natives of Warrenton, they went their separate ways after high school - Sean and Tanner are 2010 graduates of Kettle Run - but after a chance encounter they decided to make music together.

The bond was evident early - they felt a connection from the moment they started to jam together and that led to the creative juices flowing.

“We were lucky enough to meet each other at a young age, I think that played a big part,” Tanner said.

Wanting to capture lightning in a bottle, they quickly produced an EP named “Front of a Magazine” for the practice space they were occupying at the time, playing after hours at On Tap Magazine in Alexandria.

“I think that’s why I got fired from that job,” Tanner says jokingly.

Recording live, on a whim in a hookah bar, the EP was just a sampling

of the musical styles and creativity the three were capable of.

'Spring Shack' Named after the house that Sean and Donk rented in Warrenton, the “Spring Shack” - also the name of the first song on the album - perfectly encapsulates the musical stylings of the trio.

Tanner cites Creedence Clearwater Revival and the Beatles and 70s music in general as inspiration - and that influence is easily noticeable on the album.

Tanner - who at first glance carries an eerie resemblance to a young Gregg Allman - said that while those bands obviously played a role in his songwriting style, the goal of The Bottle Shop is to create something entirely unique.

“We’ve all been in bands that were

trying to be a sound,” Tanner said.

“That’s my favorite thing about this band, we haven’t been like ‘we have to write this genre of music.’ We do everything we can think of and all of it.”

Sean, a self-professed huge fan of Dave Grohl, brings his love of the Foo Fighters and The Shins to the sound while also incorporating his experience of jazz drumming that he picked up at East Carolina University.

Sean smiles at the mention of the Foo Fighters, pointing out Grohl is a Springfield native and that The Bottle Shop have played at the Anthem in the Wharf in Washington, D.C., a venue the Foo Fighters broke in.

“I hope he reads this, comes back to live in Springfield and says ‘I want to work with these guys,” Sean says with a chuckle. ➤ See Bottle Shop, Page 7

All of those styles make an appearance on the album - but rolled into a style that also incorporates reggae, jazz and a tiny bit of rockabilly.

“We’ve just been writing songs we like,” Sean said. “Our album is very eclectic.”

Their versatility helps - as Tanner sings on some songs - like the bouncy ‘No Pressure’ while Sean goes to the guitar and mic on “Mutual” while Tanner sings backup and drums.

“That’s what I think makes our set fresh and cool,” Sean said.

What keeps it fresh and cool is the trio’s light and airy friendship - peppered with jokes, mutual admiration and a few beers tossed in for good measure.

“Sean has always been an awesome songwriter and he’s got an awesome voice,” Tanner said.

“Off the record,” Sean said, placing a loving hand on his bandmate.

“No, no, that’s totally on the record,” Tanner said laughing.

That comes from living as roommates, something the three have done for some time, dating back to their time in the Spring Shack in Warrenton. While not the nicest home in the area, Sean and Donk turned it into a destination and a place where musicians in Warrenton knew they were welcome.

“Sean and I found a house that was probably the cheapest house we could find in Warrenton,” Donk said. “It was built in like 1929, and it became very close to us.”

“We fixed it up and made it the coolest house in Warrenton,” Sean said. “It was a house that you just didn’t come party at, you got music and a great time.”

That’s referenced in the song “Spring Shack,” and that sets the tone for a good time throughout the album.

Now living in a home they dubbed the “Pepper Shack,” off Bel Pre Road, the three have embraced the vibrant Culpeper music scene - bringing other artists onto their first album and planning other cameos in the future.

“That was almost the idea of how we started, at a house with a ton of musicians,” Sean said. “There were rare sessions where it was just us three. We have six or seven musicians on this album. That’s really where we draw this stuff from.”

“It’s a community,” Tanner said.

They reference Culpeper musicians Hunter Kenney, Teddy Diehl and Matt Davis as friends and contemporaries and hope to lift them up as The Bottle Shop tours up and down the DMV. Culpeper holds a special place in Tanner’s heart especially, as his late grandma Elizabeth Carlton Ochio Grosso taught at Syca-

more Park Elementary School and his grandfather Ben Ochio Grosso still lives here.

“Not going to lie though, I didn’t know about the music scene,” Tanner said. “That’s the most enjoyable thing for me. There’s a lot of Culpeper musicians on the record.”

The Spring Shack features many of them over the 10 song album - an LP that could have had many more.

It was a painstaking process for the trio to cut down from an original 23 songs to the 10 that appear on Spring Shack.

Self produced with the help of Tanner’s brother Mason Carlton - a videographer and campaign worker in D.C. - the Spring Shack is an expertly mixed collection of songs that perfectly capture the vibe of The Bottle Shop.

On the road again To get a real feel for The Bottle Shop, however, one needs to sit and listen to them in their most comfortable setting - live in a bar.

They sprinkle in their originals while adding a new twist to classics like Steve Miller’s “The Joker” and The Beatles’ “Norwegian Wood.”

It was through those shows that they really gelled as a band and found their sound.

“We had ideas, but we really hammered them down with these gigs,” Tanner said. “I feel like we’ve created a blueprint for how you can really be a musician that creates your own stuff but also makes those bar dates happen.

We hide our songs in because we want to test the waters.”

They’re playing three hours a night, four to five shows a weekend and by the end they’re exhausted - but it’s a satisfying tired.

“To keep our sanity, this is why we want to do this, we want to add a chapter to the book,” Tanner said.

“Chapter to the Book is the next album,” Sean said with a laugh.

The Bottle Shop, named for a store in Fredericksburg Tanner used to work at - he admits he has a thing for location based titles - can be found on Spotify, Apple iTunes, Pandora and the more traditional CD available at their shows.

They often can be found at Far Gohn Brewing Company, in downtown Culpeper, a place they lovingly call homebase - as evidenced by the “Originals” Coon Process they’re sipping on during a recent practice. They held their album release and early listening party at the brewery.

“People in Culpeper got an early listen to what we were putting out to the world,” Tanner said.

It’s become part of their Culpeper family, and as Tanner says family is the most important thing to them.

OysterFest helps support Free Clinic of Culpeper ➤ Annual fundraiser set for Oct. 6 will also honor volunteer pharmacist Triplett Contributed report J.R starts his day at 4 am working full time as a cook at a restaurant. For 10 years he has stood on concrete all day. Last spring he became unable to walk due to blood clots in his leg.

He kept on working — he had no choice — but would often have to crawl up the stairs to get home at the end of the day. Because he does not have health insurance he hadn’t been to see a doctor in over 20 years.

But finally, his mom said “enough,” and encouraged him to go to the Free Clinic of Culpeper where she once had been a patient.

Now in its 26th year, the Free Clinic of Culpeper provides medical care to low-income uninsured adults who live in Culpeper. It is the health safety net for people who do not have health insurance, many of whom work to support themselves and their families.

When J.R. arrived at the Free Clinic, in addition to the blood clot in his leg he was overweight and suffered from arthritis in his knees and ankles. At that point, he wasn’t healthy enough to get the surgery that was recommended by the orthopedic and vascular specialists he saw at the hospital. The Free Clinic was his best option.

“The Free Clinic is a community program,” says clinic director Chris Miller. “We serve the community and we are supported by the community.” One of the clinic’s biggest supporters is Novant Health UVA Health System and the Culpeper Medical Center. The hospital provides space and utilities for the clinic. They also provide free lab work and imaging for Free Clinic patients.

“Not all clinics are fortunate to have the supportive relationship we have with our hospital system,” Miller says.

The hospital also supports the clinic as a primary sponsor of Oyster Fest, the Free Clinic’s principal fundraiser, scheduled for Oct. 6.

“Our efforts to address health risk factors at Culpeper Medical Center align perfectly with the tireless work of the clinic’s volunteers and staff to

improve the health of underserved individuals in our community. We are proud to support their fundraising efforts at this year’s Oyster Fest,” says Jeff Hetmanski, president of Novant Health UVA Health System Culpeper Medical Center.

This year the Free Clinic is honoring Culpeper Medical Center’s maintenance crew, which completed significant refreshing of the clinic building in the spring. Each member of the crew is getting two free tickets to Oyster Fest as a thank you for their hard work.

Also being celebrated at this year’s Oyster Fest is long time Free Clinic volunteer pharmacist Eugene Triplett. Triplett, owner of Wilderness Pharmacy in Locust Grove, was chosen by the Virginia Association of Free and Charitable Clinics as this year’s recipient of their Champion of Health Care award. He’ll receive the award at the annual state clinic conference on October 21st in Fairfax.

Free Clinic volunteer Dick Batiste wrote in his award nomination for Triplett, “As a twenty-six-year clinic volunteer, I am privileged to work directly with Eugene dispensing the medications he fills for our patients.

His professionalism, competency, work ethic and passionate advocacy for patients are remarkable. Eugene is a loyal and valued clinic team member and I consider him a friend.

His contagious enthusiasm and positive interactions with patients and Clinic staff have earned him their continuing trust and respect.”

Free Clinic patient J.R. has lost more than 80 pounds, primarily by replacing his daily intake of Mountain Dew and sweet tea with water.

He regularly pops into the Clinic and heads straight for the scale to check his progress.

Until recently, he could only weigh himself on the large scale at the Clinic. Soon he’ll no longer need it. He appreciates the support of the Free Clinic staff and volunteers.

“Everyone knows your name,” he says. “You can easily get the help you need, when you need it.

J.R. has cut back on cigarettes and once he reaches his weight loss goal, he plans to quit smoking. One step at a time.

'An Outrage' filmmakers talk healing with Culpeper

Culpeper Times Staff Writer “Until you clear your heart, (hate) isn’t going to leave us.”

That was one of the quotes from the moving documentary “An Outrage,” documenting lynching in America, and screened Monday evening at Culpeper Baptist Church in an event hosted by HistoryQuest.

Directors Lance Warren and Hannah Ayers, along with Dr. Amy Tillerson-Brown - professor at Mary Baldwin University - held a roundtable discussion following the screening with the more than hundred attendees.

The audience - almost a perfect split of African American and Caucasian members - asked about the process of filming the documentary and how lynching is largely ignored in history books.

One lady in the audience - who identified herself as a middle school teacher - asked how the couple is distributing the film and getting it into classrooms - to students who need to learn about the past.

“This is American history,” Warren said. “We’ve partnered with the Southern Poverty Law Center

and their teaching tolerance program to offer the film on their website and they’ve created a 46 page curriculum to go along with it.”

Racial divide is something that is still affecting our communities, Tillerson-Brown said, citing discussions they’ve been having in Staunton about Robert E. Lee High School.

“It’s boiled down to two sixes and it’s polarized us as a community,” she said.

“Each side believes they are right. It’s like the lady said in the movie, until you change your heart you can’t make a difference.”

The event was the first part in a two-part series that will honor the memory of Allie Thompson, lynched in Culpeper in 1918.

The second event is scheduled for Saturday, Nov. 17 from 2 to 4 p.m. with an opportunity to gather socially after the event.

There will be an estimated 75minute minute program in the church followed by a walk to the Culpeper Courthouse yard and a brief program at the side entrance to the old jail pending permit.

The tentative program at this location will be the reading of a resolution, a song and a closing prayer.

VIEWS Field Day of the Past provides lessons for the future It has been said that turning wheels are a metaphor for time. All types Marshall Conner of machinery, past to present, were arranged row-afterrow on grassy fields once tilled by a horse-drawn plow.

Last Saturday, I traveled to Rockville, Virginia for the annual Field Day of the Past with a good friend from Culpeper. This is the second year that we have attended this event together.

My friend had just celebrated his 80th birthday so his perspective was essential at an event that highlighted vintage autos and farm machinery along with a healthy serving of nostalgia.

To my middle-aged eyes many of the belching, burping and barking generators were completely alien to my life experience. I would constantly ask, “What is that?”

I felt lost like Charlie Chaplin being spun through the giant gear in the silent film “Modern Times.”

My friend would just smile, perhaps offer a hint or two, before informing me what the machine did.

“That’s a water pump…and that’s a washing machine Marshall,” he said with a chuckle.

The simplicity of design of a 1940s washing machine made me question the alleged progress of the modern world. I recently replaced a Samsung washing machine that my family had used for six years and here was a functioning washer from the 1940s! My modern washer wore out after six years, but it played a nice little electronic ditty after every wash cycle.

In a box of vintage toys, I found a few familiar items, a Red Ryder BB gun, a

collection of VHS tapes of “CHiPs,” and a handful of plastic soldiers. These toys reflected my childhood in the 1970s---a childhood made up largely of play and imagination.

My friend looked nostalgically at drying tobacco, a sugarcane press, ice box and a tractor that he used as a kid.

In his time, children were expected to work and contribute to a family. It was a childhood based on earning your keep and fixing what was broken.

Together we tasted freshly pressed molasses, hand-churned ice cream and peanuts pulled from the ground. Have you ever eaten a peanut straight from the ground?

I hadn’t.

Between 1880 and 1930 one of the most rapid cultural experiments in history unfolded in an emerging United States---the growth of a mechanical paradise. From 1905 to today, cars remain symbols of American freedom and power.

In my own lifetime roughly stretching 50 years, I have witnessed the ups and downs of American economies, the rapid growth of technology and the transition of childhood from an outdoor sport to an indoor-oriented world.

The cars of the 1950s –shiny, powerful and armored in chrome inspired the thought that cars past present and future are intrinsically tethered to the fabric of our nation. Cars reflect our identity.

My friend and I smile at the wide range of cars on display.

In a corner of a building I spot a collection of vintage printing presses, old typewriters and typesetters.

I felt like Charlton Heston crawling on the beach cursing mankind’s fall in the shadow of a half-buried Statue of Liberty when I considered the decline of print media.

Last week, one of the last typewriter

repairmen, Bob Montgomery, 96, passed away in Seattle. He began working on typewriters at 8-years-old. I reflected on the great columnists, sportswriters and journalists of the past and I asked myself if unbiased reporting and intelligent commentary are really fading into the past?

I thought about the state of journalism with its direct pipeline from political parties. I see a public floundering in an electronic cornucopia of information overload. In today’s world of many voices there are fewer great ideas, fewer newspapers, less civility in debate, less progress and more ways to tear each other down.

I remember the late Marshall McLuhan’s Four Laws of Media: What does it enhance or intensify?

What does it render obsolete or displace?

What does it retrieve that was previously obsolesced?

What does it produce or become when pressed to an extreme?

On a day where past and present are arranged for us to view, we also catch a glimpse of our future.

In the mid-1980s I recall sitting in a classroom discussing the year 2000. We were going to colonize space, ride hover crafts to work, create clean reusable energy, eliminate world hunger and stop wars.

Experts told us that technology would give us a 14-hour work week.

Today, we talk less, spend less time with families, less time on vacation and less time considering the lessons of history. In a Faustian-trade we spend more time with our phones, browse grocery stores with 30,000 items on the shelves and click through hundreds of channels.

It’s always hazardous to discard the worn-down tools of the past---they can still teach us lessons.

Reality: The Board of Supervisors has never shown any inclination to import the lifestyle of Northern

Virginia into “our little rural paradise.” The goal of maintaining the rural nature of the county is clearly state in the Comprehensive Plan of the county. Second, “Community Center, further identified as the Young Men’s Christian Association, YMCA.” Reality: The facility, included in the Nov. 6 referendum, is a community center not a YMCA Third: “This initiative is a perfect example of government using taxpayers funds to develop a competition for at least four businesses currently operating in the town and county of Culpeper.”

Reality: Where is the pool now operating in either jurisdiction? If included, as a business the Culpeper Wellness Foundation, which operates two exercise areas, is not a business.

It is a tax-exempt foundation which appears in opposition to the community center out of fear that competition may impact its bottom line. Now, here is an oxymoron, one non-profit opposing another coming to our jurisdiction to serve the underserved and the other segments of our population. Ever wonder why a survey on the needs of our youth was only initiated when threatened by the possible entrance or another non-profit focused upon youth, young adults and seniors alike? The CWF hired a strategy consultant, interesting not a youth or underserved focused group. A strategy to do what? Could it be a blatantly focused strategy to deny and defeat another non-profit attempting to serve the underserved in their backyard? And, they are using donations to accomplish this goal. Now, there’s a misuse of others money.

Fourth, JC: “By my last count a total of $13.2 million dollars is the estimate for this poorly planned initiative.”

Reality: What poorly planned initiative? The plan is well thought out with detailed plans available to any who have an interest. The money to build the facility, is available by way of residual funds in the County General Fund from prior years, taxes we have already paid. The county

administrator stated this publicly in an open BOS meeting.

Fifth, JC “There is no water, sewer or electricity currently serving this site.”

Reality: Water and sewer are available at the edge of the property.

Such services are normally included in the costs when one builds a home or any other structure. It will be the same for a Community Center, if approved by the voters. As to electricity, it is available on three sides of the property.

Sixth, JC “the proposed location is not served by any known transportation other than that of individuals.”

Reality: There are a plethora of small buses and trolleys running around Culpeper County. Where the need for transportation exist, it is filled. Problem is, those who operate these buses have a business bottomline and the Community Center does not exist, therefore no service exists.

You can bet the barn, service will exist if the facility is built.

Seventh, “if the citizens of Culpeper County vote in favor of this project, after completion, the facility will be turned over to the YMCA to operate and maintain.”

Reality: Only if a memorandum of understanding is signed by both parties, the BOS and the YMCA. Eighth: “First question, why does the county have to import management personnel to operate our community center? Second, what will happen if, as I suspect, the facility is a resource looser rather than a profitable endeavor?”

Reality: The YMCA will operate the Community Center only if the BOS signs a memorandum of understanding with the Y. The “Y, via a brochure, says the following: “Operationally, The Rappahannock Area YMCA is a 501(c)3 not-forprofit and as such will not rely annually on County Funds to remain operationally viable. The YMCA relies on three primary income streams - membership, programs and contributions. In the event of an operational shortfall,

the Rappahannock Area YMCA Association - which a Culpeper Y will be part of - would provide the needed coverage for operations.

Ninth: What incentive does the YMCA have to continue operating, at a loss, a facility they have no vested interest in maintaining?

Reality: The Y is committed to our community, again, the Y brochure, “Committed to our community represented by a Local Board of Directors.”

Tenth: “The big question in my mind is under what authority is the Board of Supervisors spending advance money on a project not yet approved by the voters of this county.”

Reality: Little question, authority is the Code of the Commonwealth of Virginia. Same as most expenditures from the general fund.

Eleventh: “ I am not privy to the amount of funds already spent on this initiative but suppose the voters deny the proposal at the ballot box?

Are county Supervisors obligated to return these funds to the county treasure out of their own pockets or are the citizens of the county stuck with the bill.”

Reality: To the same extent they would be liable were it to pass. Can you cite a case where any public servant was made to reimburse the taxpayers for an expenditure required by the Code of the Commonwealth? They needed to develop a plan to cost the project prior to authorizing a referendum on the ballot for an up or down vote.

Otherwise, no one would know the figures you have presented.

Twelfth: “I personally do not know a single property owner, “taxpayer” in this county who is supportive of this initiative. “ Reality: One must be sorry the writer has such as small circle of friends. There are many who are supporters. Every person who supports the initiative is a taxpayers who pays sales tax in this country, a portion of which ends up in the County General Fund.

acquainted with supportive of this initiative are those without the means of transportation to the site, live in rental property and frankly may or may not take advantage of reduced rates at the facility due to financial circumstances.”

Reality: There are many supporters who fail this test. It actually amplifies how, many fine long time Culpeper residents, explain the reason a public swimming pool is not now available in our county.

Fourteenth: “Again, in my view, this is a re-run of the ill-fated State Theatre. “ Reality: How? This project has a continuing plan for sustainability, again, read the Y brochure.

Fifteenth: “Brad, while it may not mean much, you have lost a loyal supporter.”

Reality: The statement is between the writer and his BOS member whom I have always found to be responsive, thoughtful and analytical in his approach to his duties. In any event, what a loss sounds like a recruit for the constant opponent who demonstrated himself at the BOS hearing on solar power.

Sixteenth: “While I am personally opposed to this initiative, what disturbs me the most is the advanced expenditure of taxpayer funds on an initiative that has not been approved by the citizens at the ballot box. I request the County Administrator formally and officially explain to the citizens of this county how and under what authority these expenditures are being made. If I was the owner of one of the businesses that will be adversely impacted if this initiative is completed, the lawsuit that could follow would make the mosque law suite pale in comparison.”

Reality: Most statements already addressed, as to law suit, go ahead and sue it’s a likely loser and perhaps the counter suite will put some money in the general fund which we can spend on this well-thought-out facility.

This article will be our last as we are passing the torch to the future owners of the Meg Oremiatzki-Ast Frenchman’s Corner, Edward Hanlin and Larry Walters. and Marc Ast We have had a very good run over the last 17 years and it will be emotionally difficult to say our farewells to a community that has welcomed us since 1989 and allowed us to bring pleasure through chocolate to the community since 2001. As the saying goes; “home is where the heart is” and Culpeper has been our home.

Culpeper is a very special as a community.

Not only is the area naturally beautiful, the people are very kind.

We will miss the friendship of our colleagues within the historic Downtown, the crazy Halloween costumes, the visits with kids who come into our shop to visit with the selfproclaimed Goofy (the Frenchman) handing out lollipops, and the conversations with customers.

Lastly, and most importantly, is the look on people’s faces when they eat one of our chocolates or other desserts.

The road we have travelled with our customers has been filled with sweetness, joy and, at times, tears as we have had to say goodbye to dear customers who in many ways became such an important part of our Frenchman’s Corner family as have many of our customers.

When we first began inside the entrance of what was then the Hazel River Inn, there were many who told us that we would not succeed, that locals would never appreciate our products!

Well, Culpeper, we fooled the naysayers.

Our customers have helped us become the #1 independent Neuhaus retailer in the United States for the last seven years.

We wish to extend a special thank you to our staff, who as a team, have been the backbone of our business.

Also, thank you to Susan Bernhard, the owner of the Cameleer, who has been such a staunch supporter before we even opened. Lastly, thank

you to Culpeper Renaissance staff, who are such a vital part of making downtown Culpeper what it is today.

Someone once said that behind every successful man stands a very strong woman.

Thank you to my wife, Meg, for being my north star. What would I do without your incredible energy and love.

Just to clarify what appears to be some confusion, I am only retiring from brick and mortar retail due to the limitations with my health.

We will still be a part of the community and will still be at the Frenchman’s Corner until the end of 2019 to provide Edward, the new face of the shop, the support and training necessary to ensure the continuity of the Frenchman’s Corner.

After that, we head out west to enjoy different views.
