CHURCH Recognizing the important things A couple of weeks ago I had to make a trip to Chapin, South Carolina (just north of Columbia), for the national church.

Since it was on the way, my wife was able to spend the weekend with her sister in Wake Forrest, North Carolina. And from there I had a choice. I could either follow the national super highway 95 or lumber along on Route 1. Since time was on my side, I decided to follow Route 1 and it was an interesting adventure.

As I ventured through the hills and valleys of the Carolina’s. I came across things that I never knew were there. I passed the exit to Fort Bragg and Pope Air Force Base. As I rounded a curb,

I encountered the famed Rockingham International Speed Way. At the state line I saw a historical marker which reminds that William Tecumseh Sherman, the famous Union Civil War General, came through this area on his famous “March to the Sea.” I learned that Dizzy Gillespie, the great trumpeter and the inventor of modern jazz was the favorite son of Cheraw, South Carolina. And it was in Camden, SC. where there was a great Revolutionary War victory for the British. Indeed, it was quite a drive!

I saw things that I’ve never encountered before. But how many times in life do we fail to recognize important things in our own midst?

How frequently do we recognize the presence and blessings of God? There is no question that we are blessed people. The Lord has blessed us with food, clothing, transportation, places to live, work environment, climate and

relationships. I know that it would be easy for us to exclaim, “Hey, I’ve made all these things happen.” “I’m the captain of my own destiny.” The problems begin when we start to take credit for all that God continually does for us. Us humans have an unfortunate habit of exalting ourselves and taking the Almighty for granted.

But Holy Scripture makes it clear where the blessings truly originate.

In James 1:17 Jesus’ brother writes, “Every good gift and every perfect gift is from above, coming down from the Father of lights, with whom there is no variation or shadow do to change.”

However, its just not the physical blessings that we’re being showered with. In Psalm 16:11 we have the blessing of a relationship with God himself as King David writes, “You make known to me the path of life; in your presence there is fullness of joy; at your right hand are pleasures forevermore.” And in Ephesians 1:3 we’re reminded by Paul that the greatest spiritual blessings come through Jesus and his promise of life everlasting as he writes, “Blessed be the God and Father of our Lord Jesus Christ, who has blessed us in Christ with every spiritual blessing in the heavenly places.”

The blessings of the Lord are real.

But can we truly see them in our daily living? The other day I was fervently looking for my reading glasses. I checked the kitchen table. I checked the counter. I checked the credenza.

When I asked my wife if she had seen them, she asked me if I had checked the hair on my head, because that’s where the glasses were located. We may not always experience Jesus and his blessings, but they are there. May we pray for the Holy Spirit to literally open our eyes, so we can see what Christ is doing in our lives. Because the more we encounter the blessings, the more we will be transformed, and the more we can share God’s goodness with others.

Last week, as I was driving down a country road outside of Remington, I noticed a good, looking soy bean field. But there was one thing that stuck out about these plantings. There we’re errant stocks of corn strewn throughout the field. Now, spending all those years with my Grandpa Hales on the farm, I quickly learned that he disliked when a field wasn’t “clean.” In fact, he always had a hoe in the back of his pick-up and would literally stop to eradicate these “weeds” from his crop.

It’s amazing what you recognize.

And Jesus is hoping that we will recognize him, and the multiple blessings which he provides into our lives.

➤ Opposition to solar farms gains victory in Raccoon Ford; war to save history rages on

By Jeff Say Culpeper Times Staff Writer Culpeper County was the home of fierce fighting in the Civil War - now the land that has been called the “most marched over” during the War of the States is under attack again.

So says a Culpeper organization that is fighting to stave off a proposed utility-scale solar farm in the Raccoon Ford area of the county.

Citizens for Responsible Solar won a battle early last week as German-owned Cricket Solar LLC pulled their application for a utility-scale solar facility along Route 647 (Algonquin Trail), Route 617 (Racoon Ford Road) and Route 661 (Blackjack Road). The proposed solar farm was to use up to approximately 885.6 acrs of the total 1589.8 acres for solar arrays and other ancillary equipment.

In a letter to Culpeper County Planning Director Sam McLearen, M. Ann Neil Cosby representing Cricket Solar - announced their intention to withdraw their application on Aug. 26.

“On behalf of Cricket Solar, LLC (“Cricket”), I am writing to formally withdraw Cricket's Conditional Use Permit (“CUP”) Application (Case No. U-2214-18-1] filed on December 21, 2108, related to its proposed utility scale solar facility (the “Project”),” Cosby wrote. “Cricket has been working diligently over the last few months redesigning the Project boundaries to protect wetlands, improve efficiencies, and respond to community concerns related to the Project. These efforts remain ongoing. However, at this time, the company believes a withdrawal of the Project is necessary in order to ensure that any Project proposed represents Cricket's

best effort to address community concerns. We sincerely appreciate the County's efforts and time to this date on our application.”

Susan Ralston, President of Citizens for Responsible Solar, expressed joy that Cricket Solar has withdrawn its application.

“This project was never in line with the rural and agricultural character of the area,” she said in an email Tuesday. “While we see this as a victory, the war against industrial-scale solar isn’t over. We will continue to press County officials to adopt a solar ordinance that balances the demand for renewable energy while protecting the environment and landowners. Until then, the County is still under threat from industrial-scale solar developers.”

The fight for the Raccoon Ford Cricket originally submitted an application in Dec. 2018 for a utility-scale solar facility - the third such application in Culpeper County.

On Oct. 2, 2018, the Culpeper County Board of Supervisors approved the county’s first utility-scale solar facility by a 3-2 vote. The BOS approved the conditional use permit by Greenwood Solar I, LLC to operate a utility-scale solar facility off Blackjack Road in the Stevensburg District. Greenwood Solar, a subsidiary of Nextera Energy Resource, asked to utilize five properties for a max 1,000 acre, 19,000 megawatt solar farm.

The proposal was not recommended by the Planning Commission, by a 5-4 vote, but according to Director of Culpeper County Planning and Zoning, Sam McLearen, staff was not as opposed to this use permit than others, despite the proposal not falling in line with the county’s comprehensive plan.

The site Cricket was proposing in the Raccoon Ford area was just on the other side of Blackjack Road.

➤ Solar, from Page 6 launching in late June or early July. On July 30, Ralston and her husband Troy asked Rep. Abigail Spanberger at her town hall in Culpeper about her thoughts on renewable energy and specifically about solar developers coming into Culpeper County and using agricultural land - mentioning two pending projects that would take up more than 3,000 acres.

Ralston said the organization hired a land use lawyer, an economist and retained an appraiser to look at documents that Cricket had submitted to the county.

“The research we did is that the county doesn’t benefit, the electricity bypasses Culpeper all together,” Ralston said.

In a report submitted by Cricket from Kirkland - a go-to consultant for solar companies - it was claimed that property values would remain neutral or show positive growth.

“That just flies in the face of common sense,” Ralston said. “We were preparing to refute that.”

Ralston said that the group had been “relentless” about getting their message out, going as far as having tours with local historian Bud Hall to show the historical impact of the Raccoon Ford area. She said she was blown away about what she learned about her community, having just bought her 30 acre farm in 2009.

“It was an amazing experience,” Ralston said. “I had not met Bud Hall until this campaign. When I found out about the history of my backyard - about how important the Rapidan River was - it was incredible to know. I’ve gone on several tours with Bud since then, and every time I go I learn so much about the county and what a rich history we have. I’m in awe that we’ve managed to preserve what we have, and I’ll continue to fight that it’s protected in the future.”

The history of Raccoon Ford Hall has long touted the importance of Raccoon Ford, noting that the river served as a dividing line between the North and the South for five and a half months in 1864.

He said essentially it was the dividing line between two countries.

“Is that river line not worth protecting?”

Hall asked.

Raccoon Ford and the homes surrounding were heavily traversed during the Civil War. Both armies utilized the area for its strategic location - 18 miles to the North is the Rappahannock River and less than a mile south of the historic home Greenville sits the Rapidan River.

Culpeper County was strategically vital to armies throughout the Civil War, as they could move into the county from the North and the South, have rivers with territory control and access to the Blue Ridge to the West.

The Old Carolina Road, now known as Blackjack Road, was the main artery through the county. It crossed Norman’s Road into Culpeper, went straight into Brandy Station, turned Southwest onto what is now Blackjack Road and came down and crossed at the Rapidan River at Raccoon Ford.

“It’s the oldest and most famous ford on Rapidan watershed,” Hall said.

The river was crossed numerous times by both armies, on Aug. 9 1862 the Battle of Cedar Mountain was fought and on Aug. 10-11 Stonewall Jackson and his army retreated across the Rapidan River.

Federal Gen. John Pope established a line at the river with historic Greenville sitting at the center of the Rapidan line.

Hall called it the “vortex” of the Rapidan front.

The Rapidan was crossed again in Mary 1863 and became heavily occupied by the Federal army and was crossed again during Stoneman’s Raid.

The Battle of Brandy Station on June 9, 1863 commenced the Gettysburg Campaign and following the Confederates loss in Pennsylvania, they again fell back to the Rapidan.

“Every time the Confederates would fall back to defend the Rappahannock River with the Rapidan at their back,” Hall said.

Hall also pointed out the Algonquin Indians heavily traversed the area. It’s steeped in history.

One avenue Ralston has discussed is working to name the area a Rural Historic District.

John McCarthy, Senior Advisor & Director of Strategic Partnerships, Piedmont Environmental Council, said that just half a mile south that the proposed Rapidan Historic District encompasses parts of Orange and Madison counties. That process has taken 18 months but Raccoon Ford is not included.

“We haven’t looked at the details of Raccoon Ford closely enough,” McCarthy said.

Naming the area a Rural Historic District would not require landowners to have any limitations, it would just acknowledge the historic values of the area.

Jim Streeter, bought his home in Raccoon Ford in 2007 because of that history. His home is the only one in the village that survived the Civil War, all the others were burned.

“What I think is unique about this place is how unchanged it is,” Streeter said. “This is basically unchanged from the end of the war.”

He points to a small home sitting on private property along the river, “that was the post office in Raccoon Ford.”

His house had to be redone, so it would not qualify for the historic register because of new windows and the like.

Maxwell’s charge Ironically, just one day before Cricket would pull their application - Citizens for Responsible Solar held a rally at Greenville with Hollywood director and Rappahannock County resident Ron Maxwell urging not to defile the land with solar farms.

Maxwell, the director of “Gettysburg” and “Gods and Generals,” called the idea “foolishness” and under the guise of improvement and progress.

“I stand in opposition to this solar farm,” he said, standing in front of a crowd of more than 50. “I acknowledge that we're in a global energy crisis. In terms of the big picture, solar farms are never the answer - let alone to put them on historic property, revered land. It doesn’t get any more hallowed than this.”

Maxwell cautioned that no one here was an energy “denier,” that he knew solutions needed to be reasonable, sensible and not have a negative impact on residents lives.

"One thing for sure is that solar farms are a really stupid solution,” Maxwell said. “They are a bad solution anywhere you want to put them.”

For now, Raccoon Ford will not be home to the solar farm. But there is nothing stopping another application from being submitted for the area.

Basically, the University of Florida entomologists researching this pupa dimorphism found that cats that develop during the end of the breeding period, when daylight is short, and are heading into diapause turn brown as they pupate. The pupae from cats that develop during long photoperiods (closer to the summer solstice) may be either green or brown. Citing other research, the article also explains that the caterpillars developing during longer photoperiods can match the color of their pupa to the substrate (such as a green leaf stem or brown branch) to which it will be attached by detecting the substrate’s color through its eyes.

The brown coloration of the cats heading into diapause over winter is an evolutionary adaptation to help them remain camouflaged on bare branches until spring.

But why was the pupa I found in September on my gray foundation green?

With the timing, I would have thought it would be from the second brood, meaning it would have developed under a short photoperiod and should be brown. If it came from a latehatching first-brood cat, perhaps it wasn’t geared to the gray, human-made structure?

Either way, it was sad to think that the caterpillar would only have had to

crawl another foot or so to the siding of the house. At that time, it was pumpkin colored and would have done a much better job of camouflaging the pupa.

Instead, the pupa soon disappeared, likely down the throat of one of the many birds that glean insects off my house. The new pupa will likely also be out of luck, since the siding was painted since 2015 — to a minty shade of green, so not good camouflage for a brown pupa.

The other green pupa, from July 2016, did survive, but it had pupated under unusual conditions. I had found the cat that created it on a spicebush before it pupated. To watch the cat transition, I put a mesh bag over the end of the branch where it was feeding on leaves. Not being able to leave its host plant, as it normally would to avoid predators, it ended up attaching its chrysalis to a green stem on the shrub.

A few weeks later, an adult emerged, which I released.

He was familiar with the Hospice of the Piedmont as his mother-in-law had also been taken care of them later in her life, but he had also been supporting them through his charity work.

That charity work continues with the 10th annual All MOPAR Car Show held at 11030 James Monroe Highway, Oct. 6 from 9 a.m. to 3 p.m.

He never thought when he first started hosting the car show that he would ever need to utilize hospice for his spouse “That was the furthest thing from my mind,” Schick said.

“People in their 40s, 50s and 60s never think they’re going to lose a spouse.”

He praised the work of hospice helping him understand that day one that she was home from the hospital would be different from day two. Day two was different from day six and it kept changing all the way up to day 12.

Every day, someone from hospice came to check on his wife and make sure she was comfortable.

“Every day they just came not just to make sure my wife was OK, but they made sure the family was OK,” Schick said. “Most importantly, they told us what was going on.”

That’s the underlying goal of the Hospice of the Piedmont, CEO/President Ron Cottrell said.

“It’s what makes Hospice so wonderful,” Cottrell said. “What better calling do we have is to be of service to a person when there’s so much vulnerability.

Honestly there’s great joy in that because you know you’re helping a patient and family through an extraordinarily tough time.”

There is a $15 donation per show car and since it’s MOPAR, all Chrysler, Plymouth, Dodge, Jeep, DeSoto, AMC and Willy owners are invited.

“You go to a normal car show and it’s 80 percent Chevy and Ford guys,” Schick said. “We wanted to have a show just for ours so we can have ideas to make their hobby better and we can all talk about it.”

The car show is close to Schick’s heart as well, as he shows his wife’s prized 1963 Dodge Dart.

He also shows his 1968 Plymouth Satellite and 1972 Dodge pickup.

The car show also helps benefit the Pancreatic Cancer Action Network.

Cally Escapes I hate restrictions. Every closed door is a challenge— especially the one that keeps me indoors when I want to be out. My biggest reason to want out is to meet Mystery Cat, the debonair white cat with black patches that roams the neighborhood.

Mystery Cat has a swagger, a fascinating twitch of the ears, a veiled look – all of which intrigue me. Whatever could he be saying with his slow blinks?

All I can do in return is wiggle my ears and pretend to be shy. How all that comes across through a closed window is anybody’s guess. I live in a buttoned-up air-conditioned house that affords no screened doors for flirtatious conversation.

The first time my Widow left the door open, I leaped for freedom. I made a quick dive under a nearby car but forgot to tuck my tail.

She panicked and grabbed my tail, the only appendage available to her, and pulled me out from under. I was deeply humiliated, but not repentant. Next time, I said to myself, I’ll remember to tuck.

The next time came, and I tucked.

Now she was powerless, and by the time she collected her wits, I was out from under the car and exploring the backyard. It was a nighttime escape, and since my night vision is one hundred percent better than hers, I could see her, but she couldn’t see me.

I sniffed my way through the grass and shrubs, but Mystery Cat was nowhere to be found. Where could he be? Only this afternoon he had given me meaningful slow blinks, as if to say, “I’ll be here waiting whenever you can get out.” I felt foolish and filled with dark thoughts. Maybe I wasn’t the only indoor

cat he did slow blinks with. Maybe he had a neighborhood route, like the postman. Maybe he had a harem.

I headed over to the fence to give it one last sniff when my frantic Widow came prowling by with a bright light and a bag of my favorite treats, calling “kitty, kitty, kitty”—as if she had forgotten my name. We met by the trash barrels, and I was scooped up and returned to the house. I was too depressed to fight back.

The opening of the outside door is now carefully managed to prevent my escape. When a visitor comes, I am coaxed into the bedroom with Greenies, my favorite treat. There I remain, a prisoner in my own house, while visitors, workmen, or family members come and go. I use my prison time wisely—either to solve the problems of the world or to wonder why I was stood up by Mystery Cat. Besides using exile as discipline, my Widow repeats her earlier question.

“Cally,” she says, “do you really know what’s lurking in the backyard? Do you think the security light goes on at night for no reason?” Before I can answer, she tells me. “Of course not. It goes on because there is some animal prowling about. Some beast of the bush who is hungry for cat thigh.”

She might have a point, but I have options. In this high-tech age I can network my social skills on Facebook and pick up friends all across the country.

Like Suki, who lives in Massachusetts and has eyes that are a mysterious shade of green. He is absolutely fascinating. With eyes like that, I thought he must have come from a faraway kingdom on the other side of the sea – perhaps the Emerald Isle. But no, it turns out Suki came from Cat Rescue, and, like me, he was only six weeks old and barely weaned when he was adopted. I’ll tell you his story next time..

VIEWS A Last Will and Testament...The Mysteries Revealed “Decide in advance how you are going to act before you get Katherine Charapich into a situation.”

Wisdom applicable in business, interpersonal matters, situations involving ethics, and planning for the seasons of life.

What if one does not know enough about the intricacies of events that may occur in order to plan, or does not want to face the realities of promised or known occurrences?

Addressing known occurrences can often be intentionally rotated on one’s to-do list to the very bottom of priorities.

Discussion of or the planning for the event that is often taking the tenth position on that one-to-ten list may not be mowing the grass, emptying the dishwasher, or cleaning the house, nor may it even be the next echelon of priorities – deciding on a job change, investing one’s money wisely, or making a move.

That known occurrence that so often seems to hold the priority spot of number ten is the planning for the occurrence of death. Other actions take precedence for a multitude of reasons.

As an estate planning attorney, I frequently hear the following comments related to planning for the occurrence of death. “I don’t want to do any estate planning – like write a last will and testament, because that makes death too much of a reality.” “If I write my last will and testament then there is nothing standing between me and death.” “A last will and testament is meant for adults, and I don’t feel like ‘adulting’ today.”

The Bible tells us that, “There is a time for everything, and a season for every activity under the heavens: a time to be born and a time to die.” Ecclesiastes 3: 1-2 (NIV) We know this to be true.

In 1 Corinthians 15: 51 and 54 (NIV) we are told of “a mystery: We will not all sleep, but we will all be changed — in a flash, in the twinkling of an eye, at the last trumpet. For the trumpet will sound, the dead will be raised imperishable, and we will be changed . . . then the saying that is written will come true: “Death has been swallowed up in victory.”

From such framework, a conversation surrounding the planning for death tends to shift the focus from an event that seems to loom to perhaps one that when glancing beyond the human frailties is truly the revelation of a great mystery.

When a new client reaches out inquiring about “the process,” they will often share, “I don’t even know where to start or what estate planning entails.”

ESTATE STEWARDSHIP

In the event one is able to reframe the occurrence of death and wants to undertake proactive planning, knowing the intricacies of planning for the event may further put a person at ease.

The estate planning process often begins with a consultation between an attorney and a client. In general, that time is used by the attorney to educate the client on what estate planning documents are available within the Commonwealth of Virginia, review what assets are part of the client’s estate, and discuss the intents of the client.

In the event a decision is made that a last will and testament needs to be drafted, the following – though not comprehensive, are a number of questions that the testator, the person for whom the last will and testament is being drafted, may be encouraged to consider.

Who are your immediate family members living at the time of the execution of your last will and testament? For example, the name of your spouse, and your children and their respective birthdates are important. In addition, consider whether you have stepchildren you want treated as if they are blood of your blood.

Do you have a pre-nuptial or postnuptial agreement in place? In the event you have in place a signed agreement with your spouse in which your spouse waives, releases, and relinquishes any and all right, title and interest to your real and personal property, including but not limited to, rights of election to take against the other’s will or trust, or an elective share of the deceased spouse’s or combined augmented estate, you may want to reference the existence of said document.

Do you want to leave specific bequests? There may be an heirloom piece of jewelry that you want leave to your granddaughter. Perhaps, there is a charity that you admire for its contributions to the community to which you want to leave a monetary gift. You may even want to devise your real property to an individual who would appreciate and treasure the family residence as much as you do.

Who do you want to be the beneficiaries of your estate that passes through your last will and testament? Do you want your spouse to take all of your assets upon your death? If your spouse fails to survive you, would you want your children to take your assets upon your death? If so, do you want them to take in equal shares or in disproportionate percentages? Though challenging to consider - What if a child fails to survive you, would you want his or her descendants to take his or her interest?

What if none of your named

beneficiaries survive you? Do you want your heirs, those who would have taken had you died intestate - without a last will and testament in place, to take? Or, would you prefer to name charities to take under the Takers in Default clause?

Do you own interests in a business?

In the event you own interests in a business consider making sure that you understand what and how those interests may pass upon your death.

Who would you like to name as your Executor? Is there an individual who you think has the capacity to take on the fiduciary role of Executor of your last will and testament? What if that person is unable or unwilling to serve as Executor?

Who would you name as a successor?

Do you have minor children? For those who have children under the age of eighteen - upon your death, who would you trust to be the guardian of your minor children? What if that individual is unable or unwilling to act as guardian, who would you trust as a successor guardian of your minor children? Is that guardian also someone who would be suitable to be the trustee of the trusts established for the minor children? Do you need to identify a different individual to manage the assets of the minor children for their benefit?

Do you have pets that need special consideration? Identifying who would take care of your furry loves upon your death can be addressed in your last will and testament. In addition, the Code of Virginia allows for the establishment of a pet trust through a last will and testament, enabling you to set aside and direct resources for the care of those pets who are such an important part of your life.

Is there any instance in which you want to control your assets from the grave? For example, a child is not able to manage his or her finances, or a named beneficiary is in an unstable marriage. Including trust language in your last will and testament (establishing a testamentary trust) to address such concerns, though perhaps not as ideal as inclusion in a revocable trust, may be a consideration.

There are so many actions in life that seem to take a great deal of courage; coming to terms with your mortality may be one of them. Perhaps acknowledging the known occurrence of death and being a little more aware of the intricacies involved in the writing of a last will and testament, affecting your estate planning can now move to a top spot on your list of priorities.

Epiphany Catholic School blesses two new buses

By Jeff Say Culpeper Times Staff Writer Epiphany Catholic School welcomed its first buses to the parish during a ceremony Aug. 30.

Father Kevin Walsh, pastor of Precious Blood Catholic Church, blessed the two new buses which transport 28 kids to and from school.

“It’s great because we’ve never had buses like this before to pick up and drop off the kids,” Walsh said. “We’re very happy and blessed we were able to buy these two buses this year.”

While Epiphany Catholic School has students from Culpeper, Fauquier, Rappahannock and Madison counties, the buses right now only cover Culpeper County.

The longest route is 45 minutes and the routes were designed by Epiphany Catholic School business manager Mary Leslie. Since the buses are not designated school buses, she designed the route so the buses will stop in a student’s driveway or at the curb.

“We were trying to make sure kids wouldn’t have to cross the street,” Walsh said.

Leslie said they have a waiting list of six children and Walsh said they would like to fundraise and hopefully buy another bus next year.

The two original buses cost just over $50,000 each, he said.

Leslie said parents have to

pay for students to ride the bus, but that a 50 percent discount is given for more than one student from a family.

“Our biggest priority was given to students who otherwise wouldn’t be able to get to school,” Leslie said. “We tried to make it

affordable.”

The routes run as far as Carrico Mills Road in the east and Stone Mountain Road to the west.

Epiphany Catholic School has 172 students enrolled from pre-K through eighth grade.

Fickley to play at Culpeper Baptist Church This is the fifth of six amazing free concerts offered by Culpeper Baptist Church to the Culpeper community as well as nearby surrounding areas.

We are pleased to have the very talented Todd Fickley, Organist of National Presbyterian Church and founder of “The Bach Project,” in concert at 4 p.m. Sunday afternoon, Sept. 22, in the sanctuary of Culpeper Baptist Church.

Mr. Fickley is the long-time protégé of the late Bach expert Dr. J. Reilly Lewis, having served as his Artistic Assistant at both the Washington Bach Consort and the Cathedral Choral Society.

He is also the assistant Director and Keyboard Artist for The Choralis Foundation. Equally comfortable at the podium, harpsichord, piano and organ, his career spans over 25 years performing across the United States, Europe and

Israel. He is frequently seen in concert with a wide variety of ensembles, such as the National Symphony Orchestra, The Washington Ballet, the National Philharmonic and the Three Notch’d Road baroque ensemble.

A prize-winning organist and specialist in the music of J. S. Bach, Mr. Fickley has been featured numerous times on NPR and PRI. In 2014 he launched “The Bach Project,” a cycle of concerts performing and recording all of Bach’s organ works, the first time in almost a quarter of a century that such a project has been undertaken in the DC area. BOS approves $17.3 million for CTE school

By Jeff Say Culpeper Times Staff Writer The Culpeper County Board of Supervisors unanimously approved funding $17.3 million for the county’s first Career and Technical Education Tuesday morning.

The county had previously approved $16 million for the facility, but after five alternatives were added to the building plan, an additional $1.3 million was added to the project.

Culpeper County Public Schools Superintendent Tony Brads said that schools had opened bids on Aug. 15 and received a low bid of $13.74 million from Loughridge Construction. Once the schools added in the $1.3 million for planning and another $1.5 million for fixtures, furniture and equipment - it was evident that the funding required would be more than the board had previously planned for.

Brads said that a metal roof, a canopy outside for trade area, a mezzanine and skylights were some of the alternative items added to the building - totaling $755,000.

The CTE school will be built on property along McDevitt Drive,

leased from Germanna Community College as part of a 60-year lease.

The CTE school will house a nursing program, culinary arts, maker spaces, cosmetology, five different areas of building trade, automotive (including diesel), EMT and cyber security.

East Fairfax supervisor Steve Walker questioned if the facility would remain for both schools and Brads said that “100 percent” both Culpeper County High School and Eastern View High School would be sending students to the CTE school.

Cedar Mountain supervisor Jack Frazier, who served on the joint CTE committee, asked Culpeper County Administrator John Eggertson how the additional money would affect the county’s tax rate.

Eggertson and county finance director Valerie Lamb responded that most of the funding had already been worked into the budget and that debt service was factored into the 2020 fiscal year.

“It shouldn’t have any impact on the tax rate,” Eggertson said.

Frazier said that the committee spent a lot of time on the five alternatives to the building plan and that all “were needed.”

“Construction costs have changed in three years,” Frazier said. “I’m pretty amazed at how small that number is.”

In other business: • Culpeper County received its first Virginia Association of Counties Achievement Award, for the “I Voted” sticker contest that was hosted last year for fourth graders in the county. Natalie Nicholson won the contest and was featured on CBS Nightly News.

Culpeper County Registrar James Clements said that plan was

to utilize local students to create a new sticker design and hopefully drum up interest in the election. Laura Loveday, Special Projects and Grants Administrator for Culpeper County, said the project received a $3,350 grant from the PATH Foundation to help fund the stickers.

Gage Harter, with VACo, said there were 96 entries this year and 26 winners and praised Culpeper County for hosting the contest.

“We want our counties to replicate other counties,” he said.
