But Loudoun County Public Schools declined the offer, and after Loudoun Valley parents pushed forward to buy the sensors anyway, school district administrators went as far as to say athletes who wore the sensors could not play. The months-long battle between parents and administrators over whether to put the oneounce, 3-by-1-inch sensors on helmets of Loudoun Valley football players came to a head Thursday during the Vikings’ first full-contact practice. The players took to the Purcellville school’s brand-new artificial turf field under close watch of about 40—considered a crowd for an early morning weekday practice. On the sidelines

stood about two dozen parents, representatives from Brain Sentry, as well as Loudoun Valley High School and school district administrators, including school district Public Information Officer Wayde Byard. About 15 minutes after the helmets with sensors went on, Loudoun Valley Assistant Principal Bill Oblas walked onto the field and stopped practice. He asked the coaches to gather around him and said players wearing the sensors would not be allowed to continue to practice. So the helmets were put on the sidelines, and the parents stripped off the $75 sensors they helped purchase through concession sales and other fundraisers. Continued on Page 16

hen Dee Howard’s son joined the Loudoun Valley High School football team two years ago she couldn’t help but flinch when she watched him collide with guys 50 pounds heavier. Freshman year was his first year playing football, and now he’s a junior lineman looking to start. “The first year was eye opening for us,” Howard said. “Of course he loved it, so that’s why we let him play.” But this spring, she and several other par-

ents of Loudoun Valley athletes thought their concerns about the risks that come with a sport their kids love might be eased when they heard a Bethesda, MD-company would give them impact sensors. The sensors attach to the back of helmets with double-sided tape and light up when a player takes a hard hit to the head. In March, Brain Sentry teamed with Inova Neuroscience Institute to formally offer to provide sensors at a discounted rate to every Loudoun County high school football and lacrosse player. Inova Neuroscience Institute offered to track the data from more than 2,000 students to determine if the devices are useful in combating head trauma, a growing concern nationally

Drivers didn’t waste any time Tuesday afternoon taking advantage of the new Sycolin Road overpass that officially opened to traffic at noon following a ribbon cutting ceremony.

tate, county and town representatives gathered under a rain-soaked tent Tuesday morning to celebrate the opening of the Sycolin Road overpass that exposed residents to more than a year of construction, road closures and detours. The $17.7 million project, spearheaded by the Virginia Department of Transportation, eliminated the accident-prone Leesburg Bypass/Sycolin Road intersection and replaced it with a bridge that features two 12-foot travel lanes. Sound barriers were installed on the south side of the bypass to reduce highway noise for residents in the Stratford development. The overpass also features pedestrian sidewalks, bike lanes and a shared use path. Mayor Kristen Umstattd said the project was a collaborative effort of the town, county

and VDOT staff, noting that crews worked overtime to get the overpass completed on time. According to VDOT Chief Engineer Garrett Moore, not only did the project finish two weeks ahead of schedule, but it also came in $2 million under budget. Sen. Dick Black (R-13) said the project speaks highly of Loudoun Board of Supervisors’ Chairman Scott K. York and Umstattd who worked hard to see that the plan came to fruition. Black said he also was impressed with the residents who, throughout the process, put up with a great deal of inconvenience. Their patience will pay off and the overpass is going to make it “easier to get to work, avoid bottlenecks and people will be less channelized on high-traffic roads,” he said. York described the overpass as another step toward improving transportation throughout the county. “I hope that $2 million stays here in Loudoun,” he said to

esidents of the Oaklawn and Stratford neighborhoods in Leesburg are fuming over a fastmoving rezoning application to build corporate headquarters and a light industrial manufacturing center near their homes. The Leesburg Town Council was expected to vote on the application Tuesday night, just five days after a divided planning commission recommended denial of the requests. During their Monday night work session council members hammered out a resolution aimed at addressing concerns raised by neighbors while still permitting a final vote this week. The Oaklawn rezoning plan calls for shuffling the type of non-residential development that would be permitted on several vacant lots near the Dulles Greenway/Battlefield Parkway interchange. The application is geared to accommodate a specific—but unnamed—corporate user and has been fast-tracked through the review process. Town and county government representatives said a confidentially agreement prevents them from identifying the proposed user. According to the town staff report, approval of the application is expected to generate substantial commercial revenue. Specifically the report states that plans by the new user to develop up to 185,000 square feet of office, research and development space, including a light assembly facility— with about 270 employees—on Land Bay B would generate $2.7 million in state and local tax revenues during its first 10 years of operation. “This is a rapidly growing company that is projected to add between 100 and 150 new jobs in

Ralph Watts Conrad Conrad pleaded guilty to 50 counts of possession of child pornography on April 11, 2014. In addition to the 13-year active prison sentence, Sincavage imposed an additional 37 years of suspended time. Upon Conrad’s release, he will be subject to 20 years of supervised probation and prohibited from any unsupervised contact with minors. He will be prohibited from coming within 100 feet of any school and must complete a sex offender treatment program. He also will be required to register as a sex offender. n

oudoun Circuit Court Judge Stephen E. Sincavage Friday sentenced a 43-year-old Hamilton man who pleaded guilty to 50 counts of possession of child pornography to serve 13 years in state prison. Ralph Watts Conrad worked as a Loudoun County Public Schools teacher for 15 years and was an art teacher at Algonkian Elementary School at the time of his arrest last September. The case began in August 2013, when the sheriff’s office was contacted by a special agent working undercover for Homeland Security Investigations. During the course of a national investigation targeting Americans who were using a Russian website to receive, distribute, advertise and possess child pornography, she identified a user living in Loudoun. The sheriff’s office subsequently searched Conrad’s home and seized cameras, thumb drives, hard drives, two computers and other electronic devices. Forensic examination of Conrad’s laptop revealed 528 videos of child pornography, as well as 2,735 images that contained child pornography. The child pornography located on the computer involved very young children, some as young as two or three. “Thankfully, there is no evidence that any of the images or videos were manufactured in Loudoun County, nor is there any indication that any local children were victimized,” Commonwealth’s Attorney Jim Plowman said in a statement following Friday’s sentencing.

A

17-year-old boy who fell off the trunk of a car while apparently car surfing in a Sterling parking lot last week died from his injuries Friday. According to the Loudoun County Sheriff’s Office, the boy was attempting to ride on the trunk of a Subaru being driven by an adult male and to record a video of the ride. He fell off as the vehicle turned from Dulles Crossing Plaza into the Ethan Allen parking lot. The incident occurred around 10 p.m. last Tuesday. He was flown by helicopter to Inova Fairfax Hospital for treatment of a severe head injury and was initially listed in critical condition. He died three days later. The case remains under investigation. So far, no charges have been filed.

FATAL RT. 9 CRASH UNDER INVESTIGATION

A 43-year-old Leesburg woman was killed last Tuesday after a two-car crash on Rt. 9 west of Hillsboro. According to Virginia State Police, Shani E. Hickman was driving eastbound just east of the West Virginia state line when her Subaru Legacy crossed the centerline while rounding a curve. Her car collided almost head-on with a westbound Chevy Impala driven by James Preston, of Ohio. Hickman’s car overturned, coming to rest on the roof. Preston’s car hit the guardrail. The crash happened just after 5 p.m. Hickman was flown from the scene to Inova Fairfax Hospital, where she was pronounced dead. Preston was transported to Inova’s Loudoun Medical Campus in Leesburg for treatment of injuries described as not life threatening. First Sgt. Alvin Blankenship said the investigation into what caused Hickman’s car to cross

into oncoming traffic is continuing.

WITNESSES SOUGHT TO SUSPECTED DUI CRASH

An Aug. 7 crash on Loudoun County Parkway left five people injured, one critically. According to the Loudon County Sheriff’s Office, Dilgeer Singh, 18, of South Riding, was driving a 2011 BMW 335IS northbound on Loudoun County Parkway when he struck a 2004 Toyota Sienna making a left turn on to eastbound Center Street. The Toyota overturned, entrapping the driver. The driver of the BMW and three passengers also were trapped. The front seat passenger in the BMW was flown to Inova Fairfax Hospital for treatment of injuries described as life threatening and was listed initially in critical condition. The three other occupants of the BMW and the driver of the Toyota Sienna were transported to Inova Fairfax Hospital for treatment of injuries described as non-life threatening. The driver, front seat passenger and a rear passenger of BMW were all found not to be wearing seatbelts at the time of the crash. The preliminary investigation determined Singh was traveling well in excess of the posted speed limit when the crash occurred. Singh was charged with driving under the influence of drugs. The road was closed for four hours while the sheriff’s office’s Crash Reconstruction Unit worked at the scene. Any witnesses who have not already spoken to law enforcement are asked to contact Investigator R. Beach at 703-777-1021.

he case of the Fairfax County deputy charged with shoplifting at the Leesburg Target store will go to trial. Robert H. Palmer Jr., 50, of Leesburg, appeared in Loudoun General District Court Tuesday morning. Judge J. Frank Buttery Jr. set a trial date for Sept. 23. Palmer has been charged with two counts of petit larceny under $200, a Class 1 misdemeanor that carries a sentence of up to 12 months in jail and a fine of up to $2,500. The case, first reported in May, gained national attention after Dallas Northington told The Washington Post he was fired as an assets protection specialist for Target after reporting two incidents of apparent shoplifting in which the suspect shown on surveillance tape was recognized by his superiors as Palmer, who’s worked for the Fairfax County Sheriff’s Office for 20 years. Northington said he filed a complaint with the Leesburg Police Department as he did routinely in such cases. However, days later he was fired, told by his managers at Target that he had not followed company procedures. Following the publication of Northington’s story, the Leesburg Police Department released a statement July 14 about its involvement in the case. According to the department, the initial complaint was filed at approximately 11 p.m. Tuesday, May 27. “The report was documented however, the reporting loss prevention officer did not witness the actual theft,” it said. During that investigation, “the individual involved in the alleged theft was positively identified as a Fairfax Sheriff’s Office employee.” On May 30, Leesburg investigators notified members of the Fairfax sheriff’s office about the report.

According to the LPD, “the criminal prosecution component has been reviewed by the Loudoun County Commonwealth Attorney’s Office and we were awaiting contact from Target if it was their desire to prosecute the alleged theft.” Late Monday morning—following the publication of the article—the department was notified of Target’s intent to press criminal charges against the alleged shoplifter. Palmer retired from the Fairfax sheriff’s office June 3, one week after the shoplifting charge was filed with LPD. n

all customs, agriculture and other laws. CBP officers noticed a brown cone-shaped package wrapped in cellophane. The woman stated they were caramelized sugar cane sweets from Honduras. An inspector probed one of the sweets with a knife and discovered a white, powdery substance on the blade. That powder field-tested positive for cocaine. Officers found cocaine in all eight pieces. The total weight of the cocaine was slightly less than 1 pound, 10 ounces with a street value of more than $80,000. After interviews, authorities determined that the woman was a courier. She was returned abroad and barred from returning to the U.S. for a minimum of five years. Between Oct. 1, 2012, and Sept. 30, 2013, CBP officers at Dulles intercepted a little more than 12 pounds of cocaine in four seizures.

Loudoun County Fire-Rescue is hoping to get as many people as possible to turn out Saturday for the Nova Roller Derby. The roller derby is being organized by the Loudoun County Professional Firefighters union to help raise funds to combat Muscular Dystrophy. Lovettsville Mayor Bob Zoldos, a career professional firefighter and a battalion chief with Fairfax County Fire and Rescue, encouraged residents to do their part in helping find a cure for the disease. Zoldos has an additional stake in the event as he has been invited to be a guest referee Saturday afternoon. The men and women of the NOVA Roller Derby have dedicated their home opener to helping the union raise funds for MDA awareness. The derby will feature a double bout—featuring the Beltway Betties versus the Metro Misfits and then the Vineyard Vixens versus the Backwoods Rollers, as firefighters fill their boots with donations for MDA during breaks. “The derby is great fun and MDA is a great cause so we are asking everyone to come on out and fill the boot,” Zoldos said. The derby will be held at Michael & Son Sportsplex, Dulles, 21610 Atlantic Blvd., behind the Best Buy store, in Sterling. Doors open at 2:30 p.m. and skating starts at 3:30 p.m. Everyone is urged to come early and bring chairs with them. Rural Helipad Plan Stirs Controversy

T

he public hearing has not yet been scheduled, but the application to establish a private heliport on a rural estate is sparking lots of comments on the county planning department’s online input system. Chuck Kuhn, the president and CEO of Sterling-based JK Moving Services, filed the application last month seeking permission to establish a helipad to fly his helicopter to and from his 540-acre Egypt Farm property near Philomont. Kuhn’s plan calls for the landing site to be located near the center of his property, far from neighboring properties. The first formal assessments of the application from regulatory review agencies are due next week, but many residents have shared their opinions on the county’s online land application system. While a majority of the postings raise concerns about aircraft noise and its impact on area livestock and the general quality of life in the rural area, others say the property owner should be able to do what he likes with his land and say the noise concerns are likely overblown. “I strongly oppose the approval of a helipad. Buzzing helicopters overhead of rural homes with livestock and wild animals just does not make sense. Dulles Airport is 40 minutes away, perhaps that makes more sense for a helipad,” Ruth Davis wrote. “We oppose the building of a helipad on Egypt Farm. We moved to this rural area for the peace & quiet. A helicopter taking off/landing as much as each day or even 2-3 x’s/week would

be disruptive to the nature & peace of western Loudoun,” Mary Stimeling wrote. “Mr. Kuhn flies the Eurocopter EC-130, it is one of the quietest helicopters in the world. Egypt Farm is twice the size of Leesburg Airport. I don’t think it’s unreasonable to allow one helicopter to occasionally land on 550 acres,” Andrew Ross wrote. “I support land owner rights! Yes for the helipad. By the way, Paul Mellon’s championship racehorses seemed to do just fine next to the landing strip for jets on his property,” Meredith Norbo wrote. So far more than 40 comments have been posted about the two applications. A Facebook page launched by neighbors, “Keep Western Loudoun Peaceful,” has drawn 271 supporters and an online petition opposing the applications has 153 signatures this week.

• The joint public hearing by the Loudoun Board of Supervisors and the Virginia Department of Transportation on the proposed Fy15FY20 Secondary Road Six-Year Plan has been postponed until Oct. 8. The hearing had been scheduled for Sept. 10. The proposed funding plan has not yet been published. • Plans to develop the Schneider farm in Round Hill are moving forward again. The 46-acre property between Rt. 719 and Evening Star Drive was rezoned by Richmond American in 2005 to permit the construction of 95 single family detached homes. The project stalled in the real estate recession. Now, Wormald, a homebuilder active in Maryland and with projects in Arlington and Gettysburg, PA, contracted for the property and has filed applications to change the lot layout to include some courtyard style arrangements on pipestem lots. Public hearings on the application have not been scheduled.

• The Home Repair for the Elderly and Persons with Disabilities Program is available countywide to homeowners with income at or below 50 percent of the area median income. The first two programs provide loans to renovate the primary residence of low- to moderate-income homeowners. Eligibility for the program is determined by income and loans are awarded based on credit worthiness. Loans through the home improvement program have a 10-year term and may be forgivable and/or interest free. Revitalization program loans have a 10- or 20-year term with a zero to 4 percent interest rate. Repairs and renovations can include correcting code violations, addressing health and safety issues and making the home more energy efficient. Repairs also can include plumbing, electrical, HVAC systems and interior/exterior components. The elderly and disabled assistance program provides a one-time grant of up to $5,000 in assistance for emergency repairs or accessibility needs. The seminar will be held 6-8 p.m. at Cascades Library, 21030 Whitfield Place (Meeting Room B), in Potomac Falls. he Leesburg Board of Architectural Review Aug. 4 weighed in on plans for Phase III of the Loudoun County Courts Complex expansion, raising concerns about plans to raze four Historic District buildings. Dewberry Architects, Inc. is spearheading design of the $5.7 million project, which includes construction of an 85,000-square-foot courts building on Church Street, across from the existing complex, and a three-story parking garage on the Pennington parking lot property at the end of Church Street.

Marlena Sage, project manager for Dewberry, gave a presentation on the latest exterior design concepts for the proposed District Court building. She outlined five options for the building’s facade, ranging from a contemporary look to a mirror image of the gable and white column pattern of the existing court buildings, all utilizing brick. Other components include wood trim, deep large windows, stone bases and any of the five styles of bricks used in the existing buildings. The building’s shape, size and proportion will also be in accordance with the look and feel of the whole complex. Following BAR guidelines, Sage said, a deep setback would be incorporated to allow

Sage said the expansion could not be accommodated on the site without removing all four homes. She also asserted the current stormwater management system underneath the homes was not strong enough to accommodate the large amount of drainage needed for the development. “We’re concerned about having water backing up into our building,” she said adding that, at minimum, only one of the homes could be saved.

BAR members favored design Options 3 and 5 saying they transitioned nicely with downtown and the other buildings in the complex, as opposed to the consultant’s preferred design, Option 1, which members said did not complement the overall character. “It reads to me as an object as opposed to an element that is becoming a part of the urbanism of the downtown,” Deiter Meyer said. “This is an evolutionary process…this is such a prominent building it should be the best work you guys do in your career.” Several BAR members pressed the project designers to find an alternative to tearing down the four existing buildings, some even recommending moving the homes. To preserve the buildings and allow for additional space BAR member Dale Goodson suggested preserving the streetscape appearance by leaving the front sections of the homes in place but tearing out the back additions. “That would then influence your design and can be used as the backdrop of the building,” he said. The BAR has never approved the removal of four contributing buildings in the H-1 district, town preservation planner Tom Scofield said. “If this is going to be the precedent setter we really, really have to have strong justification, other than stormwater, of what is going to justify demolition.” Chairman Ned Kiley said the BAR will have to hold several meetings to work through every aspect of the project. He cited the panel’s work on the Courthouse Square project to redevelop the former Loudoun Times-Mirror property, which took the board at least six meetings to iron out the details, as an example. The consultants are continuing their work on the designs and Sage said that a formal application for a Certificate of Appropriateness would not be filed before the fall. n

With the opening of the bridge, traffic will no longer be detoured and drivers, as well as pedestrians and bicyclists, will have safe access across the bypass, Calvin Grow, the town’s transportation engineer, said. “Now that the bypass has limited access it will help traffic flow and also we can get in and out of town on Sycolin Road,” he said. The overpass will also improve transportation for Frederick Douglass Elementary School students who live south of the bypass, Grow said. Instead of having to bus those students out to Rt. 7 or Battlefield Parkway and back into town “it’s going to be a straight shot over the bypass to the school,” he said, adding that one of the conditions of the construction contract was to complete the project before classes start this fall. During the construction detour, drivers reported major rush hour delays around the Battlefield Parkway and Dulles Greenway interchange. Umstattd said she witnessed the congestion first hand, but said opening the bridge will give drivers more options. “They’re going to have easier access and less of a jam up…and can access the bypass at East Market [Street] and at South King [Street],” she said. Umstattd said with a growing population, there is no way to avoid traffic congestion all together. Although traffic is never fun for people who are in it, “it’s a sign of a healthy economy because people are going to work or coming from work,” she said. Town leaders agreed that building the Sycolin overpass has been a top priority for more than a decade but the work could not have been possible without VDOT, which funded, designed and managed the entire project. “The town has always identified [the overpass] as a need and we’ve always recognized that we didn’t have the local resources to do it,” Mason said. “So we pushed for years and years to try and get the bridge built.” n

The Ashburn school won a $30,000 playground makeover as part of Dannon’s Nationwide Rally for Recess Contest. Throughout the past school year, students—with the help of their friends and family members—consumed thousands of Dannon yogurts and smoothies and entered codes found on each Dannon container to tally points in the national contest. They collected 15,870 codes that are found on the labels of Dannon products and were selected as one of five schools nation-

wide to win a new playground set. Carolyn Strain Stewart, whose son and daughter are Creighton’s Corner students, called the grassroots effort an example of what can happen when everyone chips in to help. Friends and family from as far away as Austin, TX, entered codes to help the school win the contest, several area businesses donated money to purchase stamps and yogurt, and Brambleton Community Association donated $10,000 toward the new playground. “We can work together to make sure our kids have what they need,” Stewart said. “We’re so proud of all of the parents and children and local businesses that rallied to make this happen.” The school’s current playground equipment has a maximum occupancy of 42 children, while there are more than 175 students outside for recess at a time.

he team at McEnearney Associates in Leesburg is a small but dynamic group of highly trained real estate agents and one very dedicated broker. Candice Bower is the managing broker for both the Leesburg and Middleburg offices. She said before the company that owns eight offices throughout the Washington, DC, area, expanded to Leesburg in 2009, “I did not see the same caliber of a family-owned business here.” The company specializes in residential sales and leasing, commercial real estate, individual and corporate relocation services, rental property management and other real estate opportunities. What sets McEnearney apart, Bower said, is the “commitment and philosophy” of founder John McEnearney, who opened the first office in Alexandria in 1980. McEnearney set a high standard of service for its clients by carefully selecting and nurturing agents. According to Maureen McEnearney Dunn, McEnearney’s daughter who stepped in as company president in 2007—McEnearney is acting chairman—all agents undergo

a rigorous training process before they work with clients. “[McEnearney] was one of the first owners to set up a totally professional environment for agents to work in,” she said. “We take agents that want to build their business, give them a lot of attention with training and a lot of education.” Dunn said Bowers is the perfect example of the company’s close-knit relationships. She started as an agent and, after moving up the ladder to manager, convinced Dunn to open an office in Leesburg. Bowers was soon tasked to head up the new team. “Candace was somebody I thought I could put our trust in and manage the office the way we wanted it managed,” Dunn said. At McEnearney, full-time managing brokers do not sell. Their sole job is to focus on building their agents’ careers to ensure knowledgeable and quality service for clients. That’s rare in the market, Dunn said. With the growth of the Internet and social media, the face of real estate that traditionally relied on personal relationships, has changed. The company has had to revamp and focus predominantly on building a new website that would give agents the tools to work closely with clients from a distance, Bower said.

Dunn said she was proud that even through the height of the recession when the bottom fell out of the real estate market, the company did not have to let go any of its employees. Instead it reduced spending on marketing, which is virtually unheard of in the real estate business. It wasn’t until 2013 that the market really began to stabilize, she said. First-time homebuyers who own pets can take advantage of the company’s Pawsitive Experience program that offers information on pet care, dog parks and other pet services in the DC metro region. A member of the Loudoun Chamber of

Commerce, the company has sponsored fundraisers for area charities and events such as the Loudoun Abused Women’s Shelter and the town’s annual holiday parade. It recently sponsored a fundraiser during First Friday to raise money for the long-awaited Town Hall mural project. McEnearney Associates is devoted to the community, Bower said. In 2013, the company beat out 76 finalists in the area to be named “Best Place to Work” by the Washington Business Journal. McEnearney also has offices in Alexandria, Arlington, McLean, Washington, DC, and Kensington, MD. n

hen Briar Woods offensive lineman Chase Brown attended a football camp at James Madison University earlier this summer, one of the first things he noticed was the size of the football stadium. The 25,000-seat stadium seemed huge. While looking at it, Brown envisioned playing in front of a capacity crowd. “I was surprised how big it was,” he said, “even though most of the seats are on one side. I saw pictures of games there and every seat was filled. It’s going to be fun…it’s going to be a blast playing in front of all those people.” While that was certainly one aspect that drew the 6-foot-4, 290pound senior to commit to JMU late last month, there were other reasons that will bring him to Harrisonburg next summer. One was friends. Another was proximity to both Winchester,

where he grew up, and Ashburn, where he moved while in high school. “I like that it’s close to home,” he said, indicating that family and friends can come watch him play. “I also already have a friend on the team. A.J. Bolden (who transferred from Toledo) went to my old school, Millbrook. I know a lot of kids from Briar Woods and Millbrook who are going there. I’ll know people off the football team, so it’ll be pretty easy for me to socialize. And I’ll know guys on other teams, like (former Briar Woods teammate) Jared Coker at Richmond. It should be fun when we play them.” In addition, Brown, who says he may major in history, likes the direction the coaching staff gave to the camp participants. He said he immediately felt comfortable with the JMU coaches. “The coaching staff is great,” he said. “I really made a connection with them. When I went to practices at the camps there, they are pretty similar to the practices at Briar Woods. So I think that will help me and I think I’ll be ready when I go off to college next year.” n

otomac Falls High School graduate Matt McLean won the men’s 200-meter freestyle national title Aug. 7 in Irvine, Calif. at the Phillips 66 National Championships. McLean’s winning time was 1:46.93. The national title is McLean’s second in his career. He also won the 400 free in 2011. McLean took second in the 400 free and the 800 free at this year’s national championships. McLean, who was a member of the 2012 Olympic gold-medal winning 4x200-meter relay and swam in college at the University of Virginia, will represent the U.S. at the Pan Pacific Championships Aug. 21-25 in Gold Coast, Australia. Her brother, Benjamin, who also fences, placed 29th at Nationals. While Benjamin did not make the U.S. team as his sister did, he is first runner up—quite an accomplishment for the family. Jasmine’s achievements were recognized during a ceremony at Tuesday night’s Leesburg Town Council meeting, where a resolution was read and a certificate of commendation was given to her. Jasmine, who lives at Beacon Hill west of Leesburg, is one of 26 athletes, aged 10 to 17, to have been selected by the United States Fencing Association from among 7,000 candidates to be a member of Team USA for the upcoming 2014 Youth and Veteran Pan American Championships scheduled to be held Aug. 20-24 at the Centro Betico Croes Complex in St. Cruz, Aruba. Competing at the international level is a high honor for Jasmine, and also could provide a major stepping stone for selection to the U.S. Olympic fencing team. ulia Kasdorf’s powerful vocals are well known to area music lovers through her decade-long collaboration with the altcountry group One Horse Town. As the singer entered the new decade, she put together a new band—with an accent on rock and roll—and embarked on a thriving solo career. Kasdorf, 53, shared the stage for years with her friend and fellow vocalist Janet Emma Garbe in One Horse Town. Both singers moved on to new projects a few years ago, and Kasdorf is now a regular on the local winery circuit with her acoustic solo show and takes things up a notch at gigs with her band The Ready Boys. ing Company Saturday, Aug. 16, the latest in a series of concerts at the craft distillery’s base of operations on Main Street. Kasdorf’s rock show includes lots of familiar rock covers, from the Eagles to the Beatles to David Bowie, given a new twist by Kasdorf’s rich vocals. For the singer, it’s all about giving the audience a chance to let loose and have fun. “To me, going out to hear live music is really fun, and I like to provide fun,” Kasdorf said. “I want people to be moved to get up and dance and get out of where they’re at. There’s so much fun in dancing and responding to live music. It kind of takes you away. It’s kind of like the way adults play.” Kasdorf was a military brat who moved around as a kid, but she graduated from high school in Baltimore, MD, and has always considered the DC area home. After a dozen years in San Francisco, where she spent much of the ’80s and ’90s playing in new age and punk bands, Kasdorf returned home to Silver Spring, MD, in 1997 to regroup. Her plans to take off again for the thriving music scenes of Austin or Seattle were nixed when she met her husband, Lynn Kasdorf, at a guitar retrospective at the Smithsonian. Her husband worked for AOL, and they were living in Fairfax County at the time, and the couple decided to buy a farm in Loudoun. After a few years on a farm near Oatlands outside

Leesburg, they moved to their current home outside Waterford in the early 2000s. Kasdorf jumped into the local music scene right away. She was playing at the now-defunct Borders bookstore in Sterling when she met Garbe, then an enthusiastic new performer who was itching to play, and One Horse Town was born. The group got its start shortly after Kasdorf’s first son was born, and Garbe was driving a bus for Loudoun County Public Schools. The women found time to practice at Kasdorf’s house between bus runs. “We started right out of the gate. We’d only been playing together about two weeks before she booked us at Starbucks,” Kasdorf recalled. That first gig led to a 10-year collaboration. The group broke up in 2011, but Kasdorf and Garbe are still close. “We really miss playing with each other,” Kasdorf said. “We knew how to work with each other.” Kasdorf’s husband is also a frequent musical collaborator: he played pedal steel for One Horse Town and currently plays bass with The Ready Boys. The Kasdorfs have two sons, Ranger, 14, and Emory, 12. The musical inclinations of contemporary teens and tweens are a little perplexing to Kasdorf, but she’s doing her best to embrace the wave of the future. “What kids are doing nowadays is remixes. You go to Sound

Cloud and somebody’s song is up there and you download it and you import it into some kind of sound editor and you rearrange it and that’s where your creativity comes in,” Kasdorf said. “I’m trying to appreciate it. What I constantly wonder is, did our music sound this unfathomable to our parents? It’s hard to imagine.” But Kasdorf said the popularity boost that her son’s recent remix gave a friend’s original song opened her eyes to the importance of social media for musicians of any age. “I don’t understand social media so I didn’t really participate in it,” she said. “But that little example demonstrated to me the power of it. Just because I don’t understand it is not a reason not to use it.” Kasdorf now has a solid online presence, but playing live is still what it’s all about for her. The Ready Boys are rounded out by Tom Briner on lead guitar and Jim Hayden on drums. Kasdorf plays rhythm guitar but says playing lead guitar has always been a dream. The aggressive quality involved in playing lead guitar in a rock band can be intimidating to women, she said, including herself. “There are some exceptions, but most of us women are lacking the gene,” she said. “I’m working really hard on overcoming that. The Potomac, MD, native lef t college for Nashville at the end of the last decade and signed with Universal Records before moving to an independent label. With influences including Bonnie Raitt and the Dixie Chicks, Rose is known for her sharp lyrics and fresh vocal style. “On purpose, I don’t listen to a lot of Lucinda. I want to keep a little distance.” Comparisons aside, Kasdorf’s vocals hold up well on their own merit, and the singer is moving into her 50s with lots of creative fervor and excitement about performing live. “The reason I play music is, of course, because its so much fun but also it’s a challenge that will never end,” Kasdorf said. “I keep trying to play better, sing better, write better. And playing live is when this all comes together, for good or ill. I learn so much about myself and what I’m capable of (and need to work on) in the glaring immediacy of a live show. To get better, I have to keep playing out.” Kasdorf has a number of upcoming shows scheduled, including a Sept. 12 gig at Vino 9 in Paeonian Springs and a daytime show at the Bluemont Fair Sept. 21. to me all the time.” The Catoctin Creek show is particularly exciting for Kasdorf because of the layout of the venue, with its “steampunk” distilling equipment and old-school vibe. “You know you’re in a different place when you go in there,” she said. Distillery owners Becky and Scott Harris have been offering a wide range of live music in recent months, working with concert organizers Bill and Cheryl Bunce and, separately, with Scott Kinney of Shamrock Music, across the street. (Kasdorf teaches music at Shamrock, and Kinney helped organize the Aug. 16 show.) The concerts take place on the distillery side of the operation, while patrons can buy tastings of spirits and cocktails in the adjacent tasting room. The distillery’s ambiance, with its large glass doors backing up to Main St. makes for a great show. “We’ve been told [by musicians] how excited they are by the quality of the sound,” Becky Harris said. “It’s very intimate.”

Kasdorf said she generally plays plenty of covers in the interest of providing familiar, danceable tunes that get the audience moving, but she has also noticed a real receptiveness to original music by Loudoun audiences. Kasdorf is involved with the booming local singer/songwriter community, and regularly joins fellow singer/songwriters like Lenny Burridge and Jason Frye at open mic nights at King’s Court in Leesburg and Jose’s Pub in Purcellville. Her Aug. 16 show will include a new original song, “Cliff”, co-written with her friend and fellow local songwriter Harrison Sherwood. “Sometimes I play covers because they’re reliable, and when I play my originals, I’m usually pleased that people respond to them as well,” she said. Kasdorf’s voice and style have been compared to alt-country legend Lucinda Williams. Kasdorf is a fan, but avoids covering Williams’ material because of their vocal similarities. “I strive to be as powerful as her and as simple as her. She can take something really simple and make it so evocative,” Kasdorf said.

oudoun County Public Schools administrators have come up with a lot of reasons not to participate in a pioneering program designed to help coaches and trainers more closely monitor for concussion symptoms among student athletes. It’s a stance that is difficult to fathom, given the mounting concern nationally about football players suffering brain injuries. Improved helmet technology, the teaching of heads-up tackling techniques and greater training of coaching staffs are important components of player safety. But the chance to employ real-time monitoring of players’ health—even on an experimental basis— should be a welcome opportunity. Parents at Loudoun Valley High School certainly were interested in learning whether the helmet sensors would make a difference in their children’s safety. However, they will be prohibited from doing so, even as a voluntary option. Nationally, the trend has been for school districts and sports leagues to not undertake any nonconventional measures in this field, largely motivated by the fear of taking on additional liability. This year, the failure to adequately protect players from concussions cost the National Football League $675 million—a relatively paltry sum—in settlement of a federal lawsuit brought by former players. Exponentially more concussions happen on high school fields across the country every fall weekend than happen in NFL stadiums. And damage to those developing brains has far greater impact. This should be the front line of the battle to better protect players. If true that the product offerings of Brain Sentry and the Inova Neuroscience Institute, which were working with the LVHS parents, would not be compatible with the team’s equipment or would not be permitted by league administrators, then there are other options. The School Board should continue to work with parents to investigate practical—even if still experimental—technologies that can help identify potential brain injuries. One next step could be the issuance of a request for proposals, casting a wider net for companies and nonprofits working to tackle the problem to share their ideas. The Loudoun school system doesn’t have to lead the nation in this field, but neither should it block opportunities to improve the safety of the student atheletes in its care.

January. Board member Wendy Bebie, who heads the newly formed Search Committee, said the new director will come on board as the organization expands its efforts in the field of preservation. Education in the four-county heritage area has been the association’s key focus since its founding in 1995. That effort was strengthened in 2004 when the organization hired historian and retired Loudoun Valley High School educator Rich Gillespie to become its education director. MHAA President Childs Burden said the organization is in the final stages of developing a battlefield preservation plan to better protect the Civil War assets in the region. “So, now we can get our hands on preservation issues and how to preserve [the battlefields] instead of just teaching how important they are, or how fragile they are,” he said. The plan is a result of a 2012 National Park Service American Battlefield Protection Plan grant. MHAA hired historic preservation consultant John Milner & Associations to draft the plan and began conducting public input meetings and research as part of the effort to preserve the Aldie, Middleburg and Upperville cavalry battlefields. A previous ABPP grant allowed MHAA’s to map the battlefield areas. The preservation plan explores how to protect the battlefields, acquire access easements and manage tourism opportunities. As a result of that project and recommendations for continuing work, supporters began approaching the MHAA for help on preservation issues.

“It’s getting overwhelming—more than we expected,” Reynolds said, ticking off several current Loudoun projects—the effort to improve maintenance of rural roads, save the truss Featherbed Lane Bridge, and find a suitable location to build a larger Aldie fire station, as well as preserve the Waterloo Bridge in Fauquier County. “People are seeing us as a group that should be speaking for preservation issues,” Reynolds said. The board is looking for a creative and enthusiastic leader in its search for a new director. Experience in working with nonprofits with preservation and educational aims is a strong asset, as are skills in fundraising, historic properties management and public speaking. The applicant also should be familiar with the history of the Civil War and the Virginia Piedmont. The new executive will direct and administer daily activities for the MHAA and implement the policies and objectives established by the board of directors in consultation with the president. The association has a professional staff of three and approximately 45 volunteers. “Since 1995, we’ve grown from an organization without any employees,” Burden said, noting that expanded to part-time employees and then Reynolds taking on the job of executive director after stints as office manager and accountant. “She’s grown with us, but now we need to step up and re-organize in a more proactive way,” Burden said. “Now we’re looking to be the voice and presence of the heritage area,” Burden said, envisioning a more formally organized office. According to Andy Shuckra, principal developer for Oaklawn developer Keane Enterprises, the complex is going to be a mix of office space and “clean tech” uses with the potential for retail and restaurant services. Buffers, including 10-foot trees, and additional screening will be used to block residents’ view of the production building. Truck traffic would be limited from 7 a.m. to 9 p.m. and signs would be posted to notify drivers not to travel on Hope Parkway. The applicant added the condition that any future industrial uses would be approved by the future zoning administrator. Around 30 people spoke against the rezoning during the Planning Commission’s Aug. 7 hearing. They questioned the accelerated process and why the applicant, identified as a high-profile tech corporation, wished to remain nameless. Sally Atkins, president of the Oaklawn Homeowners Association, said an industrial park would drive down home values and reduce the attractiveness of a “unique looking community.” She likened the development to fitting a square peg in a round hole. “[This plan] is more clearly less of a planned development that we were led to believe and what we expected before we put a significant amount of our hard-earned money down into this investment that we call home,” she said. Resident Karen Kokiko argued that no one would purchase a $400,000-$500,000 home that sits 70 feet from an industrial space. Others asserted that this kind of development would deter high-end retail stores and restaurants from opening in the neighborhood. Resident Tony Adams said he accepted blame for not doing his homework on light industrial uses allowed near his home before moving in. “But I will not let it be my fault that I sat idly by and let the developer con-

In a 4-3 vote, the Planning Commission recommended denial of the application, with those opposing the application saying they did not have enough time or information to make a decision. The panel also recommended changing the truck hours to 8 a.m.-7 p.m., limiting the development changes to Land Bay B and providing a definition of light industrial to determine what could be expected to be built in adjoining land bays. Mayor Kristen Umstattd assured residents that the high-tech company would be an asset to the town, but agreed the secrecy has made the residents uneasy. Asked if revealing the company’s name would sway residents’ opinion about the project, Umstattd said she thought it would, “if the tenant in the beginning had been able to disclose and work closely with the community.” Because there are other localities competing for the contract, confidentiality is necessary, she said. Council members Monday agreed that, with the potential for increased revenue, the high profile corporation would represent an economic gain for the town. However, they agreed the term “light intensity industrial” had residents scared and the definition should be modified in the town’s Zoning Ordinance. When people hear the term “industrial” they think emissions and manufacturing, Councilman Tom Dunn said, adding the town’s definition of light industrial is focused more on office-type uses. Councilman Kevin Wright said the problem is the residents’ interpretation of light industrial, which was only requested by the tenant because the town’s definition of “office” use is so strict. “If somebody moved into a building and one whole floor was [used for] assembly we wouldn’t know and no one would care,” he said. “It’s the fact that it’s a new use doing assembly that’s generated the need for the applicant to ask for light industrial.” Councilwoman Kelly Burk, who along with Vice Mayor Dave Butler met with area residents at the Stratford Club Sunday, was against the expedited review process saying it leaves residents with little information and not enough time to address their concerns. “Like it or not we’ve got a perception here and if we continue to ignore that perception the public is not going to be happy,” she said. Butler said the residents attending Sunday’s meeting again expressed concerns about truck traffic, noise and pollution. Unfortunately, he said, residents bought their homes when the developer was promising a multi-use development similar to Village at Leesburg. In actuality, the Oaklawn property is zoned for more than 1 million square feet of Planned Employment Center uses. “The recreation use is something I think is a good idea and will jumpstart additional restaurants or retail services that they are looking forward to,” he said. Councilwoman Katie Hammler said that council should place an equal amount of emphasis on addressing the mitigation points raised by neighbors as on promoting the benefits the corporation will bring to the town. “It’s the centrally important responsibility of the council,” she said. Councilman Marty Martinez said the developer should minimize the impact on residents by providing significant tree plantings and buffering. Although the secrecy about the identity of the tenant is a concern for residents, Wright said it is not uncommon. “We usually don’t know the tenants and we’ve approved hundreds of thousands of dollars of retail development… sometimes knowing the tenant becomes a distraction,” he said.
