Stafford to honor fallen service members, families

In 2012, Donald and Coleen Lamar contacted Stafford County officials, asking if they would consider naming a street after their son, Donald Lamar Jr. The Marine sergeant and 2004 Stafford High School graduate had been killed two years earlier in Afghanistan. “We thought: ‘That’s nice, but a street isn’t enough to honor his sacrifice,’ ” said retired Marine Lt. Gen. Ron Christmas. “So many Stafford residents have given their lives for this country.” The Stafford County Board of Supervisors appointed Christmas and two other residents—Mark Dudenhefer, a veteran Marine who represents parts of Stafford in the House of Delegates, and Supervisor Gary Snellings, an Air Force veteran—to an Armed Services Commission tasked with building a memorial to honor all who have served, going back as far as the Revolutionary War, and to include those who will fight the wars of the future. The Stafford Armed Services Memorial will be built on a grassy hill behind the government center on Courthouse Road. It will feature an entry plaza, a flag, markers to various wars, a memorial wall, a bench and a fountain. “Each major war will be recognized and there will be room for future growth,” Christmas said. “It will be a place where you can come and reflect—a place of remembrance, reverence and honor.” He said the Stafford memorial will be unique because instead of just honoring

the service members who gave their lives, it will honor their families as well. “The families serve also,” Christmas said. “We’ve taken on that as an important theme.” Stafford County has an estimated population of 142,003, of which about 38,000—nearly a third—are veterans. “And so many of our Quantico community—civilian workers and active duty and retired Marines—live in Stafford, so this is a great place to have such a memorial,” Christmas said. Manassas-based Kline Memorials will build the Stafford complex. The design incorporates elements of the winning submissions from art and drafting students at the five county high schools. The overall winner of that contest—Aaron Brown of North Stafford High School, now attending Virginia Tech—received a scholarship of $1,500.
“We wanted to include input from our students because they represent our future,” Christmas said. “This memorial is all about the community.” “Some of the winning designs were a bit far out, which was good for us old folks,” he added. Tax-free weekend around the corner The annual ritual of Back-to-School shopping is a little easier thanks to Virginia's Sales Tax Holiday. There will be no sales tax on some of the most important items the kids need for the coming school year Friday, Aug. 5 through Sunday, Aug. 7, according to a press release. This applies to items of clothing and shoes priced $100 or less and supplies under $20 in value. This tax-free status applies to each item, with no limit on total quantities consumers purchase.
Additionally, there will be no sales tax on qualifying emergency preparedness equipment, EnergyStar and WaterSense items. Tax exempt items include: • Most school and office supplies, such as pens, loose-leaf paper, scissors, binders, backpacks ¬¬¬and construction paper, priced at $20 or less. • Clothing and footwear, priced at $100 or less per item or pair. • Batteries, flashlights, bottled water, tarps, duct tape, fire extinguishers, cell-
phone chargers, smoke detectors, buckets, rope, and first aid kits, priced at $60 or less. • Gas-powered chainsaws, priced at $350 or less, and chainsaw accessories, priced at $60 or less. • Portable generators, priced at $1,000 or less. • Energy Star-labeled dishwashers, washing machines, air conditioners, ceiling fans, light bulbs, dehumidifiers, and refrigerators, priced at $2,500 or less. • WaterSense-labeled sink faucets, faucet accessories, aerators, shower heads,

Kerr: Virginia boy makes good Four years ago Tim Kaine, then a former governor of Virginia, was running for the U.S. Senate and was a guest of this paper’s editorial DAVID KERR staff. We had interviewed his opponent in that year’s senatorial race, George Allen, the week before and now it was Tim’s turn. I don’t recall all of his answers, but one of my first observations was how readily we all got on a first-name basis. That surprised me. I’ve interviewed state officials before and have always stuck to titles. Delegate, Senator and certainly Mister. A combination of a southern upbringing and my time in the Navy make that kind of behavior second nature, I guess. But Tim Kaine, just became Tim. He never said, “…Aw shucks, just call me Tim.” There was no contrived familiarity. Rather it just came naturally during the conversation. Now he stands a very good chance of becoming the vice president of the United States. Tim Kaine is viewed by the press and the pundits as a “safe” choice. One who doesn’t upset either wing of the party, and someone with no baggage. Usually, in politics speak, that means “boring.” But, Kaine isn’t dull. What he offers is a certain balance, which is of course the idea behind these selections. But, he comes with a difference. He has perhaps one of the most secure moral compasses in national politics, and does his best to follow it.
While some politicians spend a lot of time talking about their religion, Kaine is little quieter on the subject. But that doesn’t mean he is silent. He readily talks about his Catholic faith in explaining his views and decisions. He also believes that in terms of his faith, deeds speak louder than words. He is a “hands-on” kind of person, and that’s the way he shows his faith. Sort of like a social worker. In one of the most engaging parts of his career, he ran a trade school in Honduras. He lived and worked with his students. It wasn’t a drop-in, two-week visit. He was there for a long time, and he put his heart and soul into it. And that service, now many years ago, set the tone of his entire career. He likes to help people, he enjoys arguing for the underdog and he never seemed all that interested in taking that Harvard law degree of his and making a lot of money. Instead, he became a civil rights lawyer. His rise in politics was one of the more fascinating in Virginia politics. He didn’t begin his career in the General Assembly. Rather, when he first ventured into state politics to run for lieutenant governor, he was on the Richmond City Council. That’s not usually a launching place for statewide office. But he liked city politics. It was far more hands-on than the state house—he could see and talk to the people he was helping— and it seemed to suit his practical nature. His service as governor a few years later was much the same. He wanted to be an education governor. He wanted to help schools and he wanted to help kids. He worked hard to try and fund all-day

But how could potential conservative voters not acknowledge the Cleveland finale was like a scene from “The Apprentice,” with Republican presidential nominee Donald Trump all but telling Cruz and Cuccinelli: “You’re fired!” Which is what Trump in essence did, suggesting Cruz’s endorsement was not wanted and not needed after the convention. Since then, political operatives filled

the blogosphere with a new buzzword, AWOL, suggesting Cuccinelli was “Absent Without Leadership,” tossing down his credentials and then storming out of the convention after failing to augment the rules process. Taking a page from one of Cuccinelli’s suggested reads, “The Art of War” by Sun Tsu: “All warfare is based on deception…” And I suggest it was simply deception by Cuccinelli and Cruz, attempting to “unbound” pledged delegates for Trump on the first ballot to appease the #NeverTump faction. Fortunately, RNC watchdogs were wary of the real motive: to posture Cruz for the 2020 election…and increase the visibility of the ego-centric duo. Long time party leaders familiar with Cooch’s tactics were relieved his attempt failed, even after tea party zealots stacked the delegate deck at the Virginia state convention in April. In what was the most highly anticipated Republican convention in history, EDUCATION

kindergarten. Sadly, partisan politics and a souring economy ended that idea. However, he proved himself when, in the face of the great recession, he managed to cajole a recalcitrant legislature into providing at least enough support to help Virginia schools weather the worst fiscal storm in decades. Now Tim Kaine is on a whole new level. The commonwealth may be his home, but in a way it isn’t anymore. He’s a candidate for national office. His “brief,” as the British say, is far broader. Being in the Senate has helped prepare him for this, but now he is not just one of 100. And he’s the one who is going to debate his opposite number on national television. He’s the one who is going to champion the ticket from Boise to Bangor. The issues will be a long way away from organizing a carpentry class in Honduras or installing brick sidewalks in downtown Richmond or promoting higher teacher pay in Virginia. Now its terrorism, military spending, relations with NATO, trade and how to help a middle class that’s getting the squeeze. Some might say his hands-on style might not work in this environment. Nor his easy-going candor. But in this age of sound bites, news cycles and cynical voters, the Tim Kaine style might be more welcomed than most people think. It may well be that he could prove to be one of the more refreshing breezes in what so far has been an unhappy political season. Trump outfoxed Cruz and eviscerated the petulant Cuccinelli, whose antics validated why commonwealth conservatives rebuked him for governor. My column in the Stafford Sun and the Richmond Times Dispatch a few weeks prior to that gubernatorial election exposed Cuccinelli’s liability to Virginia, highlighting his racial insensitivity. Chronicling his actions and legislative attempt to restrict free speech by immigrants at the work place, and a refusal to show support of children of the undocumented legally born in the U.S., cost him dearly at the polls. Then there was the Marine Corps seeing fit not to retain 2nd Lt. Cuccinelli in their ranks in 1994 after only three months of active duty training. The formal term was he was “rifted” out of the military, which is the jargon used for a reduction in forces. Military service is a competitive retention process, with only those demonstrating genuine leadership and ability being retained. But when the infantry even refused to accept Cuccinelli, why didn’t former military retired members of the general assembly question his misguided political ambition? Air conditioners a must for summer heat You have to check the home cooling system to prepare for the rest of summer’s soaring temperatures and humidity, advises Northern Virginia Electric Cooperative. “Air-conditioner maintenance is crucial in summer,” said Bob Cornwell in NOVEC’s Energy Services department. “People need to change filters regularly and make sure water-drainage tubes are not clogged. If moisture cannot drain from the inside unit, it will back up and leak.” Cornwell also suggests listening for odd sounds coming from the system: “If the system is set on ‘auto,’ the fan will run with the compressor to circulate cool air when it’s needed. But if the fan and compressor run constantly, the system might be low on refrigerant and will result in much higher electric bills.”

Cornwell recommends having air-conditioner systems inspected annually by a professional heating and cooling contractor, according to a press release. Energy-saving cooling tips • Turn the thermostat up to 76-78 degrees. Each degree higher means lower electricity use and lower summer bills. • Replace air-conditioner filters regularly — Follow manufacturers’ instructions. Write the installation date on the filter. • When buying a window air conditioner, make sure it has an ENERGY STAR rating. • When purchasing a central air-conditioning unit, make sure it has a high Seasonal Energy Efficiency Rating (SEER).

• Use fans if you don’t have an air conditioner — Circulating air will make everyone feel cooler. If not running an air conditioner, run a whole-house or window fan upstairs with windows open on the main floor. Make sure a window fan pushes air out instead of in. • Block heat with window treatments — Close window treatments during the day on sunny sides of the house. Layering treatments, such as drapes closed over blinds, blocks even more heat. Window awnings do the best job since they repel solar rays before they reach windows. • Replace incandescent light bulbs with LED bulbs — Old-fashion incandescent light bulbs produce only 10 percent light, but a whopping 90 percent heat. (LED) bulbs produce almost no heat, use 80 percent less energy than incandescents, and last much longer. Stafford deputy receives recognition Several awards from Youth of Virginia Speak Out (YOVASO) were presented to law enforcement officers this summer, according to a news release. Stafford County Deputy Steve Epple was named the School Resource Officer of the Year from YOVASO for his outstanding contribution, support and guidance of the program at Shirley Heim Middle School. Epple works closely with students, teachers and administration on developing peer-to-peer education and programs focusing on teen driver safety. “Deputy Epple has a wonderful rapport with our students,” Shirley Heim Middle School principal Mary Grace McGraw said. “He truly takes the time to know them. In addition to organizing our YOVASO Arrive Alive campaigns, Deputy Epple has taught lessons in our science, civics, health and technology education classes.”

Facebook Live, other video options now available Facebook has made it easy to watch a church service, wedding, graduation, baptism or other family event with their Facebook Live feaMARK STOUT ture. If you can use Facebook, you can both create the video feed and watch it. Since many seniors rely on Facebook to stay in contact with family and friends, they should be able to find the video feed. Note: This column began in early July after a friend asked about live streaming her wedding later in the month. Just a week later, Facebook Live proved itself not only as a way to share family moments, but as a force of society when Diamond Reynolds streamed from the car moments after her boyfriend Philando Castile was shot. Starting a Facebook Live broadcast is easy. Just aim the camera of your phone at the scene and touch the new post area, the one that says “What’s on your mind?” Right below your name is the options
to send the video to your friends or to the public. For a church service or a wedding, send it to public. Below a series of options appears. One will be “Go Live.” Touch that and it starts sending video out. Your friends should see a notification of the video and may begin watching it if they want. Do a test at the actual venue before the date to make sure there is sufficient coverage. Amazon has inexpensive mounts that will let you attach your phone to a camera tripod. Tripods themselves are fairly inexpensive, if you do not have one. You do not want to hold the camera for the entire event. You may want to promote the upcoming live feed ahead of time, with posts on Facebook to your friends and maybe even a notice in the wedding invitation, church bulletin, etc. Announce the time and tell them how to find the feed on the given day. If you make the feed available to the public, tell people who are not Facebook friends to instead follow you on Facebook. That lets them see only your posts marked public.
When the event finishes and you touch the finish button, the video is saved. People can view it after the event is over. For a wedding, people may want to see more than the ceremony. Setup the camera/tripod rig at the reception so people can watch the first dance, the cake cutting etc. Assign someone to move the camera around. Viewers can leave comments on Facebook that the wedding party can later enjoy. You can even set the rig up somewhere the participants can go and make toasts to the wedding couple for viewers to enjoy then and the bride and groom can watch later. Ahead of time, make a sign and place it near the camera explaining what is going on, and inviting people to say a few words. At the recent VidCon convention, Facebook announced enhancements were coming. The most useful is a lobby feature. It lets you create the post before the video begins so viewers can be ready to watch when the event begins, and can even comment ahead of time. high-priced ones now that let the output from professional grade TV broadcasts live stream. And soon the Mevo, a small camera you set on a desk or on a tripod, will begin shipping, and it will stream video via Facebook. It shoots 150-degree video. What makes it interesting is that it’s an iPad app. It shows the complete video and records it. A user taps on a face in the video and the image will become a closeup of that person. The Mevo shoots 4K resolution video so a small portion of the image can be enlarged to make a close-up that is still sharp. This basically gives you multi-camera video switching relatively inexpensively. It might cost more than you’d want for a wedding, but would be a suitable investment for a church wanting to livestream services on a regular basis. Stafford team heads to World Series

In the span of 10 minutes, the idea of playing for a national championship changed. When first asked about the thought of playing the best teams in the country at the Babe Ruth Softball World Series, Amber Bearon said it was “scary and nerve wracking,” but that soon changed to confidence. “It’s exciting,” she said. “We’ve spent a lot of time coming together. Sometimes you play these teams and hear them fighting with one another as soon as something goes wrong. This team is pretty tight, thanks to all the practice and travel, that we can stay relaxed.” This weekend, an all-star team from the
Stafford Babe Ruth League will compete in the organization’s fast pitch softball World Series in Jensen Beach, Florida, for 16-and-under girls. To get there, the team nicknamed the ShockWave finished runner up in both the Virginia state tournament and the southeast region tournament. In the 25 years Babe Ruth has been offered in Stafford County, this is the first team – boys or girls – to make it to the World Series. The 16-team tournament features other state and regional champions and runners up from around the country. The Stafford team will play in pool games this Friday, Saturday and Sunday. The top teams from pool play will then be put in a single-elimination tournament
early next week to determine the champion. Amber’s father, David, coaches the team alongside assistants Mike Mayhew and Curtis Harris. The team was put together through an extended tryout that started in January. Any player in the league could attend the practices held in a league warehouse. A group of players was chosen this spring to represent the league in the corresponding tournaments. This is different from how some leagues put together these teams, with some picked just before the beginning of these tournaments based on coach or player votes. By having that amount of time together, the players had more time together, along with the coaches. David Bearon, who

DaeSean Hamilton has two more years of eligibility left on the football team at Penn State, but the Stafford resident is already one of the top pass catchers in school history. The Mountain View High graduate has 127 catches in his career, which ranks seventh in school history. He has 14 games of at least five catches and is one of 13 Penn State players to have 100 catches or more in his college career. Hamilton is getting ready for the upcoming season as the Nittany Lions are slated to begin practice in early August. Penn State opens the season at home Sept. 3 against Kent State. But Hamilton may be on his way to a possible career in the National Football League. “I just want to go through this season and do what I need to do,” Hamilton said in a phone interview from the Penn State campus, where he is working out and taking classes this summer. “That is the ultimate goal of mine. I just want to focus on this season. I want to make myself better. That is down the road.” Hamilton is slated to graduate in December with a degree in communications. If he would return for his final year of college in 2017 and bypass the NFL, he would need to take graduate classes at Penn State and/or work on a master’s degree. Hamilton had 82 catches in 2014 to rank second in school history for most catches in a season. He broke the Penn State freshman record for catches (14) in a game and yards in a game (165) that year. The most catches in a season by a Penn State player was 97 by Allen Robinson in 2013. Last year Hamilton had 45 catches for

580 yards and six touchdowns as Penn State was 7-6 overall, losing to Georgia in the TaxSlayer Bowl game in early January and falling in its last four games. “Last year I felt personally the season was a little bit of a drop off, especially after my freshman year,” Hamilton said. “My numbers dropped a little bit. It was a little bit disappointing. We did not improve that much record-wise. It left me with a sour feeling, especially after losing in the bowl game.” Penn State head coach James Franklin, a former assistant at James Madison in Harrisonburg and at the University of Maryland, knew last year that Hamilton needed the ball. “Hamilton is a guy, for sure, we want to make sure we’re getting him opportunities,” Franklin told reporters last year. Hamilton had 14 catches against No. 13 Ohio State in 2014 and he set the program freshman record for receiving yards in a season against Maryland, going past the mark that had been held by Deon Butler with 37. Hamilton is one of six Penn State freshmen to gain 100 yards on catches in a game, and he did it four times his first year. The wide receivers coach for Penn State is Josh Gattis, a graduate of Wake Forest. “He is very passionate about what he does,” Hamilton said. “He has really grown for us. His first year was my first year [at Penn State]. He has grown with us. We are all in the same place.” Hamilton also enjoys playing for Franklin, who was an assistant for one year at JMU in the 1990s. “He is very passionate as well. He loves his family. He is always concerned about his players,” Hamilton said. Stafford students graduate from police cadet program Cadet Logan M. Pettorini of Stafford received the Virginia State Trooper Counselor’s Award at the 27th generation of the Youth Cadet Law Enforcement Training Program, which is co-sponsored by the Virginia State Police and The American Legion. Stafford County residents Dylan J. Greenwell, Bradley R. Minger, Zoe C. Moran, Logan M. Pettorini and Meghan L. Watson attended the program and were presented graduation certificates at the Virginia State Police Academy on July 22, according to a news release. Cadet Zowie M. Ramsey-Hancock of Gretna received the Jessica J. Cheney Spirit Award, which is presented in memory of Trooper Jessica J. Cheney who died of injuries suffered Jan. 17, 1998, after being struck by a vehicle at a crash scene on
U.S. 1 in Stafford County. The Garrisonville Road bridge over Interstate 95 at exit 143 is named in her memory. She was the first cadet to graduate from the program and go on to become a trooper. The program is a weeklong training curriculum for high school students who have completed their junior year. Cadets experience a life similar to a trooperin-training, complete with daily room inspections and instruction by state police troopers on Department operations, crime scene investigations, officer survival, undercover operations, driver improvement, scuba training, defensive tactics and firearms safety. As part of their training, the cadets also undergo a variety of physical agility exercises used in the Virginia State Police applicant testing process.
Wall to honor local Olympians
The Jeff Rouse Swim and Sport Center will unveil a wall of honor in August, dedicated to Stafford County’s Olympians. The Stafford Wall of Excellence will debut Aug. 16 at 5 p.m. at the swim and sport center adjacent to Embrey Mill subdivision in North Stafford. The wall serves to honor the county’s Olympic athletes including Rouse, a swimmer whom the center is named for; diver Mark Lenzi, who died in 2012; and Arlene Limas, a taekwondo champion. The 76,000-square-foot swim and
sport center at 1600 Mine Road opened in early May. Among its amenities are an Olympic-sized competition pool, recreation and wellness pools, a fitness center, a basketball court and group exercise classrooms.
