By Pat Fitzgerald For the Culpeper Times A little magic in the form of four miniature horses and a Jack Russel terrier came to the Culpeper Health and Rehabilitation on Wednesday, May 13.

A Little Magic President and

Director Judy Rennyson, with her miniature horse Cheyenne, Holly Thelin with Biscuit, Cheryl Bryant with Lola, Valerie Amster with Lola and Bettyann Senf, with her dog Scotty, visited as many of the facility's 164 residents as they could, parading outside each window for a few minutes on a sunny May afternoon. (Helping out their Mom were Alyssa and

Jessica Amster as well.)

Biscuit came dressed as a groom, along with Cheyenne as the bride. Lola was dressed in bright yellow colors and Dolly was dolled up in a carousel outfit.

Tammy Powers, activities director at Culpeper Health and Rehabilitation, noted that A Little Magic routinely visits the center at 602 Madison Road in Culpeper,

usually to parade around and show off their tricks.

A Little Magic is a group of trained volunteer helpers and handlers, along with their trained and experienced miniature horses who provide animal assisted educational activities for children, teens and adults who could benefit from those activities, according to its website.

A Little Magic teams all pass the required test for handlers with Pet Partners, a national organization that screens, tests and registers handlers and their animals for animal assisted activities. The therapy teams have passed the required coursework and all horses have passed an evaluation by a Pet Partners team to assure that their training and

temperaments are suitable for therapy work.

Part of A Little Magic's mission is education about horses, miniature horses and the aspects of therapy that they can provide.

The group welcomes requests from area Girl Scout troops, 4-H programs and the like.

By Pat Fitzgerald For the Culpeper Times While the economic shutdown due to the COVID-19 pandemic has disrupted companies across the spectrum, some local business leaders said they’re overcoming the challenges.

That was the positive message of the Culpeper Chamber of Commerce’s State of the Community online webinar on May 13. The annual event is usually held on a Wednesday morning in March, but like every other large gathering, had to be held online.

Several local business leaders discussed how they’ve been able to overcome many of the roadblocks caused by the pandemic, adding that they’re optimistic things are beginning to open up. However, the speakers said that the COVID-19 crisis has created some other unforeseen hazards as well.

“A few months ago if I had come into your office and said, ‘Look, you need to get your business prepared for a major think like an pandemic, you would have looked at me like I was a little crazy and you probably would have sent me packing,” said David Groot, president and CEO of Culpeperbased Windstar Technology, a 25-year-old provider of IT services to small businesses.

“In just a few short months’ time, our community has drastically changed. Our vibrant economy has all but disappeared, and small businesses everywhere have been struggling to be productive and some even in existence.”

Groot said while the move to remote working has provided some semblance of normal for many businesses, it’s also opened up more opportunities for scammers as well.

“Overnight, COVID-19 caused businesses to deploy technology, policies and resources to help employees to work remotely. This rapid rollout, and the resulting confusion, has left many businesses and their employees vulnerable to the constant changing threat landscape,” Groot said. “Attackers have consistently leveraged current world events to their advantage by evolving their tactics, technics and procedures to bypass our perimeter defenses.

“In many ways, the current crisis resembles another threat to our community — cybercrime. Like the coronavirus, cybercrime also knows no boundaries,” he said. “The hackers and the nation states and organized crime syndicates behind malicious acts do not practice social distancing. They do not take a day off; instead, they wait for times such as these for when people are distressed or distracted while fighting something like a pandemic or any other disaster we face and they seize the moment.”

“We need to be prepared; be prepared to adjust our schedules or be prepared for another few weeks of stay at home. Where we go from here will depend on our ability to adjust to the new normal and our ability to maintain a safe distance or to avoid infection,” Goot said. “It will depend on us having a vaccine or another way to control the virus.”

With many of its workers working from home, companies are going to have to be vigilant when combating cyberthreats, he said.

“We need to be aware of the malicious emails and the attempts to get us to click on a link to open an attachment. We now need to protect our business data and intellectual property in different ways that we used to,” Groot said. “Now, there is no office perimeter; our workforce is dispersed. We are working from our homes and other remote locations.

We’ve had to adjust the way we access the network and the data accordingly.

“It is no longer a matter of a good firewall or anti-virus program. We now need to have a good incident response plan. We now need to provide security-awareness training to our staff to be better prepared for the attacks they will ultimately face,” he said. “We need to protect the endpoint, the computer, the mobile device and the person. We now have new words added to our vocabulary; things like multi-factor, zero trust, conditional access or VPN. The list goes on.”

Supply chain is slowly catching up Chris Smythers, president of Merchants Grocers which services 500 convenience stores, school, restaurants, nursing homes and prisons, explained how the COVID-19 crisis has disrupted the supply chain like no other.

While manufacturers, distributors and stores have always had to deal with disruptions due to natural disasters, seasonal weather or damage from events such as a fire, the coronavirus crisis has led to a double-whammy of unpredicted demand on the consumer end, while a lack of resources and other interruptions in the supply chain.

“Why is COVID-19 so different. The No. 1 reason is everyone is affected,” Smythers said. “It’s global instead of regional, it’s affected every single business that you can possibly imagine — some in a positive way [with] new businesses being formed.

“Every part of the supply chain is critical,” he said. “If one part gets disrupted, it changes the rest.”

For example, getting raw materials have become an issue — whether it be truck drivers not being able to work out of fear or other restrictions, to livestock becoming to aged to use as processing plants have had to shut down due to infected workers.

“If those raw materials aren’t suitable by the time that plant gets back up and running, those raw materials may have to be thrown down in the trash or dumped like you’ve been seeing here on the news lately,” Smythers said.

While people throughout the supply chain are prepared to handle normal spikes for small events, “no one saw this coming,” he said.

“Manufacturers and wholesalers normally just produce and carry levels of inventory that are for normal demand or forecast for a demand if there’s a big event coming that is predictable,” Smythers said, adding that it normally takes about three weeks to get products to a warehouse. While production is slowly getting back to normal, it’s going to take time to get caught on normal supply levels — that’s why it’s so hard to find toilet paper right now.

However, Smythers is optimistic about a recovery.

“Regardless, the food supply network is robust. We do believe that it’s very strong and there is not a shortage of food as a whole, and we will see things rebounding, I believe, in the short term,” he said. “Nobody has a crystal ball but our expectations moving forward is you’ll see temporary supply shortages in multiple categories.

“Cutbacks now may affect future supply, like cutting back acreages that they’ve cut back they will not be able to regrow until 2021,” Smythers said. “Definitely expect prices to change; it could fluctuate — prices could go up, prices could go down.”

Hospital exec cautiously optimistic Donna Staton, president of Novant Health UVA Health Systems in Culpeper, said social-distancing efforts are working, adding that the commonwealth will have sufficient medical resources for the next few months.

She said, however, that lifting socialdistancing restrictions too soon could lead to a second wave of COVID-19 infections.

“We’re going to see another kind of surgence of this disease in the AugustSeptember timeframe. … Even with the social distancing that we’ve put in place, even with the controls we don’t have a cure for this,” Staton said. “Everyone will eventually get this disease, be exposed to this disease, be a carrier of this disease or essentially not have the disease at all. We, as a community, have to continually be vigilant and be responsive to meeting the demands in the community.

“We are in a better position today and there we were when this began in mid-March, but there’s still a lot of runway in front of us. As we begin to look at reopening services, the key takeaway … is we need to learn how to exist in the COVID environment, because it will be with us for the foreseeable future,” she said.

In the meantime, Novant Health UVA Health Systems will continue with screenings and temperature checks, and masking of patients and visitors.

“This is a village that is working on this. … It’s not just your front-line healthcare workers, it is every aspect of our community that is pulling together to support our response,” Staton said. “We have been amazed by the outpouring of support by the community. Our team members are really stepping up. I really believe that healthcare is a passion and a calling, and it’s not a job.

Our team is very energized by being able to return to some semblance of normal, but we also know that this is going to be with us for a while and we are really focusing hard on making sure that we can take care of our community in a safe and very responsible manner.”

“Obviously, this year has already been a challenging one for local businesses,” said Culpeper Chamber of Commerce President Jeff Say. “We face an unprecedented pandemic that has changed the way we all go about our daily lives. Here at the Culpeper Chamber of Commerce, we’ve embraced the change and have done everything in our paper to continue to connect our businesses and our community.”

“We will get through this; we will come out stronger on the other side,” he said.

When I was training for mountain warfare as a young soldier in the 1980s, I often thought of a scene in the film Patton as I sought courage to conquer a snowy mountainside. I heard the soundtrack in my mind as my boots moved through the snow. I thought about the scenes of Gen. Patton’s Third Army relieving the 101st Airborne at Bastogne during the Battle of the Bulge. This made any peacetime ruck up a mountain pale by comparison.

As we face the pandemic, let us note the ones who stand strong amid the storm and face the fire.

I was taught in military history classes that the Western way of war can be boiled down to an example of the Spartans at Thermopylae, where a soldier is only as strong as the one who stands beside him — shield-toshield.

Are we standing shield-to-shield or are we easily divided by fear, politics, greed or aversion to tough solutions? Can we look our children in the eyes and say we helped our community in tough times, or did we take the easy way out?

We stand in perilous times my friends and now is the time for innovation, creativity and bravery.

Fishburne Military School brother Monty Warner offered this insightful societal warning recently on social media, “We are now basically entering — not only politically — the Road Warrior phase. No more movies, no more school as it was, no more entertainment as we know it.

Probably not the culture of church or religion as we know it either.

There are a small percentage already drawing up blueprints for what the future will look like.

Others will cling to nostalgia until they find themselves at a baseball game drinking a beer through a mask and straw.”

He added this as well, “One upside … all the celebrity social media addicts and gadflies posturing with their phony altruism and compassion as they try to indulge and perpetuate their hideous narcissism. No one will be paying attention which to them is starvation. Ultimately things will return to the common denominators of survival: work, family and for most faith.”

As we come out of Memorial Day weekend, let us reflect on who we are and the sacrifices that moved us through the challenges of history. Let us also ask who we will be when we emerge from this crisis.

High schools to hold limited 'Graduation 2.0' in mid-June

By Pat Fitzgerald For the Culpeper Times Culpeper County and Eastern View high schools will hold limited individual graduation ceremonies in mid-June, with access limited to graduates and their families at reserved times.

Rob Hauman, Culpeper County Schools Executive Director of Curriculum and Instruction, told the School Board last week that starting June 15, June 15-19 individual seniors will be invited to receive their diploma, walk across the stage, pose for photographs at a scheduled family-specific time while observing social-distancing rules.

“Obviously the impact of COVID-19 has been significant on the class of 2020, traditional spring sports, the prom, graduation — all these special events were canceled,” Hauman said. “In partnership with Culpeper Media, we presented the virtual graduations on the 15th and 16th; with the exception of the glitch at the beginning of the Eastern View ceremony, they were well-received and they continue to be available for parents to watch

around the clock.”

“The one big ‘however’ that we have with virtual ceremonies is that we don’t give students the opportunity to cross the stage and turn the page and move on to the next chapter of their life,” he said.

Although Culpeper County Schools had planned to conduct a traditional ceremony later in the summer, time doesn’t appear to be on its side. “As we now, Phase Three [reopening] at this point could be as many as nine to 12 weeks away, placing it in July or early August possibility,” Hauman said. “With June and July opportunities for large gatherings unlikely, and based on the success that other school divisions have had with scheduled individual graduations, we started planning for a similar experience.”

The ceremonies will take place June 15-19, as long as the Rappahannock-Rapidan Health District and Culpeper Director of Emergency Services Director Bill Ooten continue to give the OK. Each campus will remain closed that week. Hauman is calling it “graduation 2.0.”

Board member Marshall Keene was holding out hope for a full graduation ceremony in July or August. “There are so many different numbers out there as far as Phase One and Phase Two, Phase Three, what’s the hurry to do this in June when the possibility in July that we could have a much, much larger gathering?” he asked.

“What’s the hurry to do it in July versus July?”

But Hauman and Culpeper County Schools Superintendent Anthony Brads said many students are moving on with their lives, and schools need to get ready for the next academic year. “The concern was if we even lose the opportunity in July and it becomes August at the time, we are trying to start a new school year,” Hauman said.

“That’s [graduates’] opportunity for a vacation, they’ve started college or they’ve already gone to boot camp or whatever it might be … that, and in conjunction with what we’ve been hearing from family is, they’re ready to turn the page as well.

“The principals are getting a sense that it’s time to wrap things up so that we can move on to the

next phase,” he added. “What we have is ahead of us is a pretty significant endeavor if we don’t open up on time. I think we’re going to need all hands on deck in order to do that.”

Brads said that principals are getting word from graduates and their families to turn the page.

“Certainly, it’s important that they get their diplomas,” he said. “I wouldn’t use the word ‘urgency,’ but those kids do want paper diplomas.”

Since the district does not plan to mail diplomas, Culpeper high schools are planning to use that week for students to get their physical certificates, as well as turn in any uniforms and school-issued Chromebooks. “We would like to move forward, we would like to turn the page, we would like to give students this opportunity,” Brads said.

There’s still one caveat to the midJune ceremonies since as of May 26, Culpeper has had 638 total cases of COVID-19, 47 hospitalizations and six deaths. “That’s hoping that the hot spot that is Culpeper County hasn’t gotten worse, so that we can still do that,” Brads said.

COVID-19 drive-through clinic a true community partnership The drive-through COVID-19 testing clinic held on Saturday, May 16, in Culpeper was truly an example of community partnerships targeting an urgent need. There were many challenges to meet this need and the success of the clinic was the result of discussions and planning involving many community partners.

Each participating group brought specific and necessary skills, experience and resources to the task. The clinic would not have happened without the participation of the following: nUniversity of Virginia physicians nCommonwealth Medical nCulpeper County Emergency Management nCulpeper Free Clinic nCulpeper Hospital nCulpeper Social Services

nCulpeper Town Police nCulpeper Wellness Foundation nEmpowering Culpeper Food Distribution nPATH Foundation nRappahannock-Rapidan Medical Reserve Corps volunteers nYanet Garcia and her amazing team of interpreters Turnout for the drivethrough clinic exceeded our expectations, with the volunteer staff providing COVID-19 testing for 185 individuals. Because many of the individuals who came to the clinic were from the county’s Hispanic community, the bilingual volunteers who provided information and collected data from those who were tested were critical to the clinic’s success.

We expect that this increased testing capacity will significantly increase the number of cases of

COVID-19 identified in Culpeper County. Our health district staff are working to contact each of these people so that appropriate isolation and quarantine measures can be put into place to reduce the spread of disease.

On behalf of the RappahannockRapidan Health District, I want to thank all the agencies, organizations and individuals who so graciously gave of their time and resources to staff the clinic.

If I have forgotten anyone, please know that this was not my intent.

The teamwork that resulted in this successful event demonstrated the strength and dedication of the Culpeper community and its ability to work together to meet an urgent need.

Local volunteer fire, EMS continue to deliver services during this crisis To all residents of Culpeper County, your local volunteer Fire and Rescue departments are ready and continuing to answer calls during this pandemic. As the President of the Culpeper County Volunteer Fire and Rescue Association representing just over 500 hundred volunteers staffing Culpeper Fire, Brandy Station, Richardsville Fire and Rescue, Salem Fire and Rescue, Little Fork Fire and Rescue, Rapidan Fire, Culpeper Rescue and Reva Fire and Rescue, I am honored to represent such a dedicated and diverse group.

This pandemic has certainly brought many challenges for everyone. All Fire and EMS training has been cancelled or moved to an on-line format at the local and state levels. Our buildings are currently closed to outside visitors and we have suspended regular business meetings due to the requirements to keep gatherings to less than ten. All fund-raising events have been cancelled such as bingo, dinners, carnivals, fairs, hall rentals and public donations are down. Our units are staffed to

meet minimum requirements and more experienced technicians are on-board to reduce potential exposures and the rate of PPE usage. Some members have been forced to step back because of personal health concerns and for the safety of those in their homes. Some volunteers are unable to volunteer due to work commitments not allowing them to risk exposures due to their line of work.

The above highlights just some of the challenges we have not faced before, however, we are not in fear as we face many unknowns every time we go out the door. Typically, we are able to quickly identify the visible dangers before us and move forward with confidence based on training and experience to address the emergencies. Every day we learn more from the experts in the field about this COVID-19 virus, thus giving us more hope and tools to fight through this. We are proof that wearing protective equipment works and we encourage our community to fully embrace wearing masks to protect one another. Hospital providers and those of us in the field are

wearing our masks and keeping our exposure and infection rates to near zero while allowing us to tend to the needs of our citizens.

You will not find a more dedicated and determined group of volunteers anywhere. Our community is blessed to have well trained EMT’s, Paramedics, Firefighters and a well-maintained fleet of equipment to respond at a moment’s notice to answer any call that we are dispatched to handle. The leadership in all of these departments have and continue to be good stewards of monies and the responsibilities you have placed in us. We are thankful to the county for the reimbursement of operational expenses that we incur throughout the year for things like heating, fuel, electricity, maintenance of vehicles, buildings and PPE. I will also share that these difficult times have brought out many bright spots. While we are eight different departments, our sense of camaraderie and working together is stronger today than ever. ➤ See Letters, Page 19

DOGWOOD VILLAGE would like to recognize Jim Beavers for his contributions to the facility. Jim was born in Roanoke, Virginia and came to faith in Christ as a young man and subsequently served in lay leadership roles for over 30 years. Later he earned Jim Beavers his Master of Divinity and was ordained an Anglican priest in 2009. Previously Jim served in primary and secondary education, both as a teacher and head of school for two Christian schools. He has also worked for non-profit organizations including Open Doors with Brother Andrew and the C. S. Lewis Institute. In May 2011 he was called to Christ Anglican Fellowship in Orange, Virginia where he continues to serve. Jim met his wife, Anne, while at William and Mary where he received Bachelor of Science and Master of Arts degree, and they have been married for 42 years. They have three grown children and seven grandchildren. He enjoys photography, graphic design, nature study and lawn and garden care.

OMAS CREATIVE CORNER created a Mothers Day outreach program in which 7 children: Brydon 7, Marlee 9, Jordan 8, Maddox 6, Mady 9, Maura 7 and Maci 2 made 136 cards to be delivered to Women in local Nursing Homes on Mothers Day Sunday. 110 cards were delivered to Culpeper Health & Rehabilitation Center, 12 delivered to Fox Trail Senior Living in Orange, and delivered to English Meadows in Culpeper along with cupcakes were donated by MARTINS FOODS STORE 6454. This campaign was a huge success and filled these long term care facilities with smiles and love on a special day. TECHNOLOGY Four new normals following COVID-19 Humans have a surprising ability to adapt to change. The problem is in the fact that everyone fears the change and goes kicking and screaming. But once people go through the five stages (denial, anger, depression, bargaining and acceptance), they typically settle into a new routine.

I don't think we have experienced a societal change this dramatic in our lifetimes. I think we are in the early stages of a new normal that has yet to be clearly defined. It is tough to project a path forward when new data continually emerge in realtime that everyone is also trying

to react to in real-time.

I say this all the time, “it’s OK to sit on your hands and let the dust settle; don't take action for the sake of taking action, you might be moving in the wrong direction.”

COVID-19 has been a gamechanger across the world. As of May 26, Culpeper has had 638 total cases, 47 hospitalizations and six deaths. The illness and loss of life are tragic. But out of tragedy, some good can arise.

Here are a few things I predict will become the new normal once the dust settles.

1. High-Speed Broadband Access is a Nationwide Priority — I’ve lost track of how many times I have written in this paper about rural broadband access issues. Internet providers

Gary's, Cruisin for Heroes kick off holiday Combining Memorial Day weekend and the “unofficial” start of summer, Gary Walker of Gary’s Ace Hardware and Lou Realmuto of Cruisin For Heroes (www. cruisinforheroes.com) teamed up Saturday, May 23, for an event to honor those who gave the ultimate sacrifice, and to support the Fisher House Foundation.

The weather was perfect and while practicing social distancing during these unusual times, Realmuto and his team, along with some of his volunteers, gave out more than 200 American flags provided by Walker and lots of Fisher House flyers to customers

entering Gary’s Ace Hardware, as well as passers-by.

Cruisin For Heroes is part of many events throughout Northern Virginia and has collaborated with other businesses and organizations in Culpeper over the years. It is a community-minded patriotic group and a registered proud supporter of the Fisher House Foundation.

The Fisher House Foundation is known for its network of comfort homes where military and veterans’ families are able to stay at no cost while visiting and supporting a loved one who is receiving treatment. The program recognizes the special sacrifices

of the nation’s men and women in uniform. With comfort home locations on the grounds of major military and VA medical centers across the United States, Germany and England, these homes enable family members to be close to their loved ones during a medical crisis.

Although there is still a degree of uncertainty regarding what lies ahead with the impact of the COVID-19 pandemic, Walker and

his team, along with Realmuto and his team, provided an opportunity for many people to spend some time and enjoy the classic vehicles that were on display and help create optimism for the future.

The county Department of Emergency Services has also been there to listen to our needs and work diligently to get supplies into our county to help stock our units from the state. Local businesses have delivered food to the stations for the volunteers. We have given back to the community by supporting small drive-by parades where we toot our horns and wave to those celebrating birthday parties and graduations at home.

We recently paid tribute to our local hospital with a parade where law enforcement from the town, county, state, all county volunteer fire and EMS stations and the career EMS agency were in attendance.

We were joined by the Town Mayor and County Chair of the Board of Supervisors to salute our doctors and nurses for all they have done during this pandemic to care and treat the sick. While the hospital staff appreciated us doing this for them, we also are appreciative of all

4. Better Risk Planning — It would be impossible to plan for a pandemic. There is no way to predict when one will start and the affects. But for business owners, this should be a time for reflection and documenting lessons learned in times of catastrophe. If you run a brickand-mortar store and it catches fire, do you have a plan to continue generating revenue? Do you have one key employee whom, if something tragic happens to them, would cripple your business? It is impossible to plan for everything. But you need to self-evaluate your business and life and determine what risks are plausible and have a plan to address them should the moment

Your volunteers continue to stand ready to assist all of you in Culpeper 24 hours a day, seven days a week. Together, our local volunteers continue to give selflessly by donating thousands of hour’s countywide while putting their skills into action to perform life-saving duties as well as other fire related emergencies. We will continue to be here and serve the needs of this community when called to action. We thank you all for your continued support. Stay well and stay safe as we continue to address and deal with this pandemic.

Those are just four things I predict are here to stay, or worked on more aggressively, or take more seriously. This is the tip of the iceberg. I imagine many more changes in the next six to 18 months. Some of the changes probably won't be good. The flip side of work from home is what the effects will be for commercial real estate.

My final thought regarding change.

Be part of developing the solution when you know the circumstances require you to adjust. Don’t be resistant because you are fearful. Be a problemsolver in a time when many people are still trying to figure out to work in the new normal.
