Weather doesn't deter biking enthusiasts ➤ CCSO, Girl Scouts team up for inaugural bike rodeo

A wintry mix didn’t stop a group of Culpeper children from enjoying the bike trails at Eastern View High School on St. Patrick’s Day. The Culpeper County Sheriff’s Office and Girl Scout Troop 3126 hosted a bike rodeo for area bicyclist enthusiasts - helping youngsters learn the importance of traffic signs, yielding to pedestrians and how to ride in inclement weather.

Kendra Weist, Girl Scout Troop 3126 Leader, said about 30 Girl Scouts and their siblings turned out and then several members of the public participated in the bike rodeo course.

“We let them go first to test the stations because they are going to be helping with the stations,” Weist said of the scouts.

Way of the Cross scheduled for March 24 at 8:30 a.m.

As Easter approaches, area Christians are planning to gather for this year’s Second annual Communitywide Scriptural Way of the Cross event planned for Saturday March, 24 from 8:30 a.m. – 12:30 p.m.

During the event a procession will follow a wooden cross carried through the streets of Culpeper stopping at stations along the 1.5-mile route including various churches and community sites. Each station serves as a prayer stop which will include a song, a prayer and the reading of a Gospel passage. Instrumental in organizing this event, Michael Watts calls it a cooperative effort between all downtown Culpeper churches as well as churches from other areas of the county.

“We (different churches) are separate each Sunday and this is an opportunity for us to witness together and pray together in preparation of Holy Week,” said Watts, a deacon candidate in the Catholic Diocese of Arlington. An ecumenical effort Watts explains how “we all differ in race, language and worship style but we all celebrate the same redemption brought to us by our one Savior on the one cross”.

Watts recalls approximately 250 people attended last year and described how emotional the day was.

“Some people were in tears at the event. It was really well embraced.

Many were excited about being inside other Culpeper churches that they had never been in before,” he said.

The Way of the Cross tradition began in the Holy Land where pilgrims traced Christ’s footsteps to Mount Calvary. This ancient tradition, that continues today, has spread worldwide allowing people to participate in this powerful experience

I have learned to communicate effectively with unfamiliar people, organize ideas and events, and lead a group of people just as eager as I am to see positive change in our community. Culpeper Youth was the perfect experience for me in my final years of high school and was absolutely one of the most worthwhile decisions I have ever made.

Martz said they turned the inclement weather into a teaching moment for the bikers.

“The sleet has melted, so the road is not icy, the pavement is a little damp but it’s not puddles,” Martz explained. “We’re actually in safe conditions today.”

Emerald Hill Elementary School fourth-grader and troop member Grace Faulk smiled broadly when talking about her experience.

“Sometimes if you’re in a difficult situation then they taught us how to safely ride our bikes in this type of weather,” Faulk said. “It was a very educational day for me, I’m glad I came.”

White said the CCSO are always looking for opportunities to work with other civic organizations like the Girl Scouts.

“It’s awesome,” Deputy White said. ““We just think it’s great, we here at the sheriff’s office are all about community service. The weather is not very cooperative, but it’s fun.I see the smiles on the kids faces, they’re having a good time,” White said.

Omar Aizaz is still in awe of the Inn at Kelly’s Ford.

The new owner and general manager of the historic property in Remington hosted a ribbon cutting with the Culpeper Chamber of Commerce March 15 to showcase all that the inn has to offer to the region.

Aizaz and his father Javed purchased the Inn at Kelly’s Ford, located at 16589 Edwards Shop Road, for $2.53 million at auction in November 2017. The previous owners, Bill and Linda Willoughby, originally purchased the property in 1999 and opened the business in 2000. Following Bill’s death, the property went to auction and Aizaz and his father saw a perfect op-

portunity to start a new venture.

The pair have a background in commercial real estate in the Baltimore area, but owning an inn is entirely foreign to them.

“It’s completely different, I look at it as an adventure,” Aizaz said. “I think it’s an amazing opportunity here and we want to share it with everyone. We’re trying to create a more family-friendly atmosphere. “(My father) took a visit and fell in love with the place. It’s a beautiful property with a lot of history and a rich culture. It was immediately intriguing to us.”

The 138-acre property is teeming with possibility. The younger Aizaz said they are working on implementing more program, promoting themselves more on social meeting, partnering with the Culpeper Chamber of Commerce and Culpeper Economic Development and just trying to make the already iconic inn even better.

“I’ve been pretty much networking locally the past there months,” Aizaz said.

The property, on the site of the 1863 Battle at Kelly’s Ford, is famous as the battlefield where Major John Pelham was struck in the head by a fragment of Federal artillery shell during the Civil War. He died the following morning in Culpeper.

Aizaz said they hope to capitalize on that history, by offering tours and possible reenactments in the future.

The property is also an equine enthusiasts dream, with many horses on the property - 11 owned by the inn, another 13 leased and 42 boarded.

Kimberley Strayer, general manager at the inn and also a carriage driver, said that they are discussing many different activities from hunter/jumper shows, to more Western styled shows and possibly involvement with local 4-H groups. They have also discussed dog shows at the property.

“We’re just trying to boost everything, we want to offer more different types of horse shows,” Strayer said.

With the Rappahannock River meandering through the property, there are opportunities for water activities as well.

Aizaz said he hopes to implement more water sports for children and is planning a summer camp that will include that along with horseback riding, yoga and martial arts.

“When we saw it (the river), it was just so picturesque,” Aizaz said. “The sheer magnitude and magnificence of the property was actually overwhelming. The first time I saw it was on the auction day.”

The property includes several businesses, Aizaz said, including the restaurant two highly-acclaimed chefs, a pub, stables, boarding facilities, a wedding venue and 10 unique accommodations.

Visitors at the ribbon cutting had an opportunity to tour the Silo, a renovated grain silo that now serves as a custom suite. The bedroom offers an impressive view of the property, accessed via a magnificent wrought iron staircase.

“We’re trying to do it not just like a local place, but also resort status,” Aizaz said.

“We’re implementing a spa, we’re implementing new ideas and policies.”

His chefs - Brendan Slick and Fiero Beanum - specialize in American traditional cuisine with a touch of French cuisine as well.

The pub offerings are expanding, as Aizaz is working with local breweries, such as Old Bust Head Brewing Company and Old Trade Brewery.

“I’ve been working closely with the breweries and said ‘hey, I want to promote you guys,’” Aizaz said.

The wedding venue is already booked for many weekends through next year and they are utilizing the new website, www. innatkellysford.com, for reservations for weddings and rooms.

“In D.C., there’s so many different venues but we’re the little guys,” Aizaz said.

“We can offer something spectacular.”

They employ about 30 and all of the staff has been overwhelmed by the response so far.

“The response has been fantastic, I’ve never met such loving people before,” Aizaz said. “People come up and are like ‘we’re so happy you’re involved and we love what you’re doing with the place.’”

Kaine prepares for re-election effort

On one morning in the thick of the 2016 campaign, U.S. Sen. Tim Kaine, D-Va., remembers getting an unusual warning from his staff: there’s a recording online of you yelling at your mistress.

Kaine was more bemused by that news than anything, secure in the knowledge that he had no mistress to berate. But he took a listen anyway, only to discover that a peddler of “fake news” was trying to pass off a 2010 tirade by Mel Gibson as coming from the vice presidential nominee.

“I told this story to somebody and I said, ‘It wasn’t me; it was Mel Gibson,’” Kaine said. “And he said, ‘Why would Mel Gibson yell at your mistress?’”

Kaine can joke about such spurious stories now, with ticket mate Hillary Clinton’s stunning loss more than a year behind him, and he deployed the anecdote with a smile in a lengthy sit-down interview with InsideNoVa, a sister publication of the Rappahannock News.

But as he gears up for his Senate re-election campaign ahead of the November midterms, the junior senator from Virginia is well aware that he’ll soon become a target of such bruising attacks once more.

Some may come from foreign adversaries in the form of more fake news — Kaine remains disturbed that the Trump administration hasn’t done nearly enough to combat Russian efforts to meddle in future American elections. Other broadsides may not be quite so exotic but just as controversial.

Corey Stewart, chairman of Prince William Board of County Supervisors and a leading contender for the Republican nomination to take on Kaine, has already started lobbing bombs in the Democrat’s direction. On Twitter, the notoriously inflammatory Stewart has called Kaine “the bag man for Hillary’s criminal outfit” and suggested Kaine’s youngest son, Woody, should be “first in line” to be sent to the Guantanamo Bay detention camp after being charged with a misdemeanor for disrupting a Trump rally ➤ See Kaine, Page 9

Just as he can’t help but laugh about claims that he’s leaving voicemails for nonexistent mistresses, Kaine is taking that sort of talk in stride.

“It’s just very Corey,” Kaine said.

“You’re not going to hear me dignifying that out in the campaign. If he wants to make it about my kid, he can make it about my kid. I don’t think that’s what Virginians want to have from somebody in public office.”

Stewart may be the most deliberately outrageous of the Republicans vying for Kaine’s seat, but many of the other GOP hopefuls know how to court controversy too. Minister E.W. Jackson has previously said that gays and lesbians are “perverted” while Del. Nick Freitas, R-30th District, became the talk of conservative media this month for blaming “the abortion industry” for breaking apart families. Bert Mizusawa, a retired Army Reserve major general, and political newcomers Ivan Raiklin and Minerva Diaz are also running.

In short, Kaine may very well have to fend off such insults through Nov. 6, even if he doesn’t end up facing Stewart, and he’s preparing accordingly.

“You’ve got to be yourself,” Kaine said. “That kind of is Corey; but that ain’t me, and I’m not going to be somebody else for a campaign...I think Virginians like can-do, optimist personalities, and that’s who I am. That’s always the way I’ve run my races, and that’s how I’m going to run this one. I’m going to talk a little bit about what I’ve done, but I’m going to talk a lot more about what I’m going to do and why, about tomorrow and the reasons I do what I’ve done.”

Kaine says that on the campaign trail he will certainly talk about his plans to cut back on military spouse unemployment and his proposal to add a “public option” to let people buy into Medicare to get health insurance.

But he says it doesn’t hurt, either, that he “can pretty much go into any part of the state, almost any ZIP code and say, ‘I can show you my thumbprint on this,’” when it comes to legislation designed to help Virginians.

That process becomes a bit more difficult as business grinds to a halt in Congress ahead of the midterms, though Kaine is optimistic that the Senate can make some progress on meaningful issues before November arrives.

For instance, he thinks there’s room for a bipartisan deal on stabilizing the Affordable Care Act’s individual health insurance markets. He says the elements of such a deal could be included in the new budget deal set to pass by March 24 — Congress would agree to make three years of “cost-sharing reduction payments” to help insurers off-

set high costs incurred by people in the markets, set aside another $30 billion over three years to pay for “reinsurance” and help companies reduce some risk and then allow states more flexibility in administering their healthcare systems.

Kaine does fear that the cost sharing reduction portion of the deal could hold up the whole compromise — a federal ban on abortion funding may apply to those payments, if they’re included in the budget deal, a factor spooking some Democrats.

But with these changes expected to lower premiums anywhere from 20 percent to 40 percent, Kaine hopes that his Senate colleagues (not to mention the White House) will accept these terms.

He’s similarly enthusiastic about sending a banking regulation reform bill to President Trump’s desk — the Senate passed one version of the legislation earlier this month, and now the House needs to take action.

Kaine is framing the bill as a way to keep smaller banks in Virginia from closing, or selling to bigger banks, by reducing the regulatory burdens imposed by the 2010 Dodd-Frank Act. But Kaine and the bill’s other Democratic supporters have been criticized from the left for supporting the legislation; it would reduce oversight on banks with less than $250 billion in assets, which lets even regional players like BB&T and SunTrust Banks escape some Federal Reserve scrutiny.

Kaine says that $250-billion figure was merely a product of a tough negotiation — he’d rather have seen it substantially lower — and he felt that the legislation’s other provisions, like letting credit unions issue more business loans, made it worth voting for anyway. Yet the bill could not have passed without Democratic support, and some critics have questioned why Democrats didn’t hold out for other concessions, like improvements to the Consumer Financial Protection Bureau, a watchdog agency established in the wake of the 2008 financial crisis.

“When it gets to: ‘Could a better deal have been negotiated?’ everyone will always say, ‘Now if I had been there, I would’ve gotten a better deal,’” Kaine said. “Republicans wanted to get rid of the CFPB. I look at this bill as institutionalizing the CFPB...It was not World War III, it was adjusting 10 percent of DoddFrank and was it too hot, too cold or just right? There’s going to be disputes about that.”

Whether it’s fending off attacks from his left or his right, Kaine believes his record over his last two decades in Virginia politics will ultimately help him get another term in the Senate. As he points out, he carried the state with Clinton by 5 percentage points in 2016, and Democrats scored sweeping victories up and down the ballot in the state elections in 2017.

Give Local Piedmont helps promote nonprofits ➤ Annual day of giving campaign online set for Tuesday, May 1

(Editor’s note: This is a first in a series of articles highlighting Give Local Piedmont and nonprofit organizations that benefit from the fifth annual community giving project.)

It’s almost time to open up your wallets and checkbooks for Give Local Piedmont.

The fifth annual online giving effort, spearheaded by the Northern Piedmont Community Foundation, will be held Tuesday, May 1, 2018.

According to Jane Bowling-Wilson, Northern Piedmont Community Foundation executive director, 43 organizations that support Culpeper and multiple counties participated in 2017 and this year they have 148 nonprofits signed up for the project. They’ve raised $2.7 million for nonprofits in the first four years of Give Local Piedmont. The

online giving campaign - www.givelocalpiedmont.org - supports nonprofits in Culpeper, Rappahannock, Fauquier and Madison counties.

“The whole goal of Give Local Piedmont, it was set up increase awareness about our charitable sector,” Bowling-Wilson said. “We hope to gain a few new donors. That was the premise, to bind the community together.”

The incentive to participate is that there is a $100,000 prize pool and $30,000 in prizes. Every nonprofit that participates receives a portion of the $100,000 pool.

“What the $100,000 does, is it says to the groups and donors is, ‘if you participate in this, your donation is multiplied because of the bonus,’” Bowling-Wilson said.

Some of the prizes are random and others are determined via unique donations - with categories for the smallest group and the largest group.

Last year, Give Local Piedmont raised $770,061. In 2016, it raised $883,000 and the response was so massive the system crashed. That led to the implementation of backups to make sure that the systems could handle the load of the donations.

“We’re a pretty small region to make three-quarters of a million dollars in one day, I think it’s fabulous” Bowling-Wilson said.

The goal of Give Local Piedmont, which kicks off at midnight on May 1, is to garner exposure for nonprofits and to stress that anyone can be a philanthropist. The minimum donation is $10 and many nonprofits help promote each other.

“There’s a lot of camaraderie around ‘let’s make this the best we can,’” Bowling-Wilson said. “A lot of the nonprofits have gotten smart about using this as a fundraising initiative.”

The NPCF offers training for nonprofits to discover how to better utilize the program, hosting workshops at the PATH Resource Center and in Culpeper. BowlingWilson said that nonprofits have learned over the years that they just can’t sign up and expect the money to start rolling in, that they have to “stir the pot,” as it were to help drum up support.

“The more effort you put in the better the results are,” BowlingWilson said.

Part of the lessons learned in-

clude maximizing their visibility by posting on social media. Give Local Piedmont is branching out this year as well, as they’ve in the past mostly used Facebook to promote the day of giving campaign.

Now, thanks to help from the PATH Foundation, they will also have a presence on Instagram.

“I think it’s huge,” Bowling-Wilson said of the impact social media has had. “Five years ago when we started, everything we did included, ‘here’s how to use social media.’

It was still pretty new in terms of a tool. It is really the easiest and most efficient way of getting the word out.”

The NPCF encourages nonprofits to send in stories and images that they will then post.

What is a community foundation?

Community foundations are nothing new, they’ve been in the United States since 1916 and there are approximately 800 in America.

➤ Give Local, from Page 10 NPCF was founded in 2000 by a group of citizens from Rappahannock and Fauquier County who felt like they needed to put something in place to help foster growth among nonprofits and to help manage funds.

“What is common in a community foundation is that we represent a geographic footprint,” Bowling-Wilson said.

“The other commonality is we cultivate philanthropic capital. We build charitable giving by working estate planners, lawyers, financial planners. The second part of our mission is to support our nonprofits.”

A question Bowling-Wilson is often asked is why use NPCF to invest money?

“We charge a fee for managing our funds, it’s a 1 percent fee on funds under management,” Bowling-Wilson said. “One of the things we bring to the table is knowledge of the communities and where the gaps are and how we can help.”

They manage funds for corporations, families, scholarship funds and unrestricted endowments.

They take the returns from those funds and redistribute them in the community.

“A lot of our support comes from the community,” Bowling-Wilson said. “Battlefield (Culpeper) is just

fabulous. They joined us last year.

They were the first Culpeper business to join.”

She mentioned the Culpeper Foundation Fund as one they manage.

A fund that has been around for about 30 years, it generates between $10,000 to $15,000 per year that is then awarded back out to the community.

“Right now we are managing a community grant of $250,000 for the PATH Foundation that’s called the community assistance grant,” Bowling-Wilson said. “That’s just for emergency situations. That’s open to Culpeper.”

There are committees that review all funds and where they will be distributed. The board consists of 14 members from four counties.

There are four chairpersons - Andrew Gayheart (Culpeper), Jeffrey C. Early (Madison), Hiliary Scheer Gerhart (Fauquier) and Valerie Goossens (Madison) - that lead

the organization. They serve one to three year appointments that are renewable up to six years.

Where the money goes In the past two years, Culpeper County nonprofits have seen $228,499 raised through Give Local Piedmont, with $104,842 raised through donor grants and another $154,590 through community grants. The two year total of $498,931 includes $11,000 in scholarships.

Rappahannock’s two-year total of $712,148 includes $397,638 from Give Local Piedmont. Madison has a two-year total of $74,616 with $62,290 raised for nonprofits through the giving campaign. Fauquier nonprofits have received the most support with a two-year total of $2,057,045, with $965,155 raised through Give Local Piedmont.

Bowling-Wilson said there a multitude of success stories - in-

cluding Madison Literacy Council and the Education Foundation in Rappahannock - but locally in 2017 Legal Aid Works raised the most money in Culpeper County with $7,628.

Hospice of the Piedmont generated $7,432, Culpeper Air Fest received $7,428 in donations and Free Clinic of Culpeper was gifted $5,572 on Give Local Piedmont day.

“It really seems to come down to having your board work with you,” Bowling-Wilson said. “Some of the groups have dinners and invite their whole board.”

One of the features introduced last year allowed people to schedule their giving a week ahead of time, in case they were traveling.

Now, that has been increased to include a two-week window.

Where was I when prayer was voted out of our schools and administration?

What was I doing as they asked Him to leave?

How long do I sit back and offer criticism after the fact rather than standing up for

Truth?

Why have I decided to choose the politically correct position rather than standing up for the good fight?

These are all serious questions that I have asked myself over the past days.

As a nation we all seem to have our focus on the safety of our children in school. Some feel the school system has failed our children. Some feel that gun laws and legislation has failed our children. Some feel that the mental health system has failed our children.

I feel that we have all failed ourselves.

It is not just the children that are in danger, but the entire country, dare I say, all of mankind are in danger from themselves.

Sadly, because the victims of our choices made over the past sixty to seventy years, is no longer uneducated, lesser adults. The victims who suffer the consequences of our life choices are our children. Humanity’s selfrighteous tendencies, conscious or unconscious, buffered us for many years from the reality of what we as a whole have allowed society to become: morally blank, self-serving and depraved.

Lacking personal accountability; lacking a compass of right and wrong; lacking an awareness that the long term affects of our choices has led us all to this point. What point? We have to worry each day when we send our children to school whether or not they may survive the day. Gun violence, sexual predators and bullies are the very real result of sixty plus years lacking parenting, grandparenting, church fellowship, prayer and the Word of God within our daily lives.

We have chosen, to remove the hand of God from our households, workplaces and schools. Violence is

what fills the vacuum when God’s grace, love and mercy are absent. And yet we all cry out, “How can this be?

Whom can we blame?”

The honest truth is that we are all to blame. We have all failed. The Word reads, “that we all fall short of the glory of God.” (Romans 3:23) Too often this statement, by the apostle Paul, is twisted out of context to suit our own personal wants and desires.

We have evolved from a mindset of “I’m a sinner anyway, so I’ll just do what I want” to “God, you are not welcome here” and even worse, we have now stated, “God you are not needed here.”

Though the effects of His absence are profound, none dare to take responsibility for turning our backs on God. Well, I will. I AM has set me apart, called me out to serve mankind but I sat back and did nothing while yet again, prayer and God’s presence where invited to leave.

I have grieved myself knowing that I did not speak up when it mattered.

Instead, I joined in the ‘arm-chair quarter- backing’ after the fact rhetoric. Taking to social media with my input of what should have been done and what should have been said resolved nothing.

However, I will now stand unwavering for what I believe. My actions will line up with my beliefswhich line up with the Word. I pray that, “His will is done on earth as it is in heaven.” (Matthew 6:10) My votes will be prayerfully cast.

I will no longer sacrifice our children to protect myself from possible persecution of a morally inept society. At His leading, I will begin whatever process necessary to keep God in the midst of all that I am. I am not a martyr. But, I am boldly a parent, prophet, teacher, evangelist and Christian.

“For I know the plans that I have for you,’ declares the Lord, ‘plans for welfare and not for calamity to give you a future and a hope. Then you will call upon Me and come and pray to Me, and I will listen to you. You will seek Me and find Me when you search for Me with all your heart. I will be found by you,’ declares the Lord…” Jeremiah 29:11-14 NASB With better clarity, verse 13 in the Amplified bible reads, “Then [with a

deep longing] you will seek Me and require Me [as a vital necessity] and [you will] find Me when you search for Me with all your heart.” Jeremiah 29:13 AMP Do we require Him as a vital necessity? Do our actions reflect our answer to that question? Do our actions even align with our job titles?

Parents need to parent. Teachers should teach. Preachers need to share the Word and guide in Truth and by the leading of Holy Spirit. Elected officials should accurately represent those who have elected them rather than cowering to the (loud) complaints of a few.

I also ask this, “if our children are our inheritance and a vital necessity to society, why do we not treat them as such?” Cover our children in prayer: at home, at church and at school. It is a fundamental problem, God was removed and wrong moved in to take His place. Why mandate that prayer is not allowed as we spend countless dollars trying to figure out what is wrong with the systems in place?

Read Psalm 127. Study it until it becomes real and alive in your heart. Children are our inheritance, our reward. Nothing we can do of ourselves can protect our children better or more efficiently than when they are prayerfully covered by His hand.

Is 5G the true answer to rural broadband?

It will come as a shock to no one that a major concern for citizens in rural counties such as Culpeper and other rural areas of northern Virginia, is reliable broadband internet access.

When I was part of Culpeper County’s broadband steering committee, I would hear stories from real estate agents and home builders that the first question asked by buyers, “Is high-speed internet available in the home?” It was the first question my wife and I asked before moving to Culpeper three years ago.

We aren’t any closer to truly expanding broadband access. Internet service providers are not going to invest millions of dollars in low populated areas because the return on investment will take decades due to high installation costs. Local governments across the state have

been a mix of completely “hands off”, to several counties, such as near the Eastern Shore, setting up their own Broadband Authority.

Finally, you have truly innovative companies such as local start-up, TraxyL, that have revolutionized installation of fiber optic lines by “painting” it on top of roadways. This drastically reduces the cost by not having to trench lines.

But it’s hard for me to envision a way rural broadband gets solved without major industry or a tech giant with deep pockets continuing the fight.

The rollout of mobile 5G over the next several years could be the answer, depending how telecom providers handle it.

How is 5G better?

We typically think of upgrades to services as being smaller and faster, but that is not the complete case when it comes to 5G. 5G will have the following improvements: data speeds up to 20 Gbps, 1 millisecond latency, ability to handle up to 100x the number of connected devices per area, and the potential of a 90% reduction in

In practical terms, this mean if you are in a very congested area or at a large event, your cell phone service will be more reliable with little network congestion. Real time interactivity or augmented reality apps will function much more smoothly. 5G will be able to integrate low power remote monitoring sensors. Innovative technology such as driverless cars, will be able to communicate more reliably and respond faster to the environment than a human.

What’s the downside?

The major downside to 5G rollout is the amount and placement of the necessary towers throughout the community. It is estimated that the smaller equipment will need to be placed an average of 500 feet apart.

The Culpeper Town Council has already recommended approval for franchise agreements to install small cell equipment in the public right of way.

The Virginia State Assembly just approved bill 15.2-2316.3 that would allow wireless towers shorter than 50 feet to be installed without getting certain local approval, effectively removing local land-use authority oversight in these instances.

There is also a growing group of scientists (180 from 35 countries) concerned with long term exposure to radiofrequency electromagnetic fields (RF-EMF) affects because of

the significant amount of additional cell towers needed to make 5G work.

A lobbying group for firefighters in California have successfully exempted 5G towers from placement on firehouses.

The biggest concern I have with 5G as a true alternative for home broadband is potential data caps. A reason given for data caps is current equipment can only handle so many connections reliably. 5G eliminates that hurdle. Verizon has come out and said that were will be no data caps for the yet to be released 5G home service.

But will that last?

There is not expected to be any significant rollout of 5G technology until 2019. Each major cell carrier has different test cities around the country.

If companies such as TraxyL can greatly reduce the cost to install fiber to cell towers, 5G may be a worthy solution for rural broadband rollout.

5G has greater speed, reliability, and no data caps.

We live in a world that places tremendous need on reliable and fast internet. cream ratio, temperature of the mixture and then knowing the right temperature to whip it as a filling.

Next on the list is Gianduja or Gianduia, an Italian term and it is the blending of sweet chocolate with approximately 30% hazelnut paste. This sweet chocolate spread can be used on its own to make a piece of chocolate, such as the Neuhaus Cornet Dore, or, it can be used as a filling inside of a praline or as a spread for toast or crepes. Neuhaus has such a hazelnut spread and Nutella was once referred to as Pasta Gianduja. Note that Neuhaus recipe is kept secret!

Gianduja has an interesting history, it was invented in Turin, Italy, during the Napoleon’s regency (17961814). The Continental System which was imposed

by Napoleon in 1806 forbade British goods from entering European harbors under French control, so this reduced the supply of cocoa raw materials into the continent. A chocolatier in Turin by the name of Michele Prochet extended the supply of chocolate by mixing it with hazelnuts which came from a locality south of Turin. Later on, a Turin-based chocolate manufacturer Caffarel was the one that invented Gianduiotta in 1852. Gianduja is named after a Carnival and marionette character who represents the Piedmontese, the Italian region where hazelnut confectionery comes from.

Now onto a couple of those hard to pronounce pastry terms; Genoise and Dacquoise, which are often used in the pastries to be found at the Frenchman’s Corner.

A Genoese cake or Genovese cake, one rarely hears the term Genoise in English, is an Italian sponge cake named after the city of Genoa and is used frequently in baking in both Italy and France. No chemical leavening agent is used to bake this cake, air is suspended in the batter during mixing to provide volume. Whole eggs are used when making this cake, the whites and yolks are never beaten separately.

Good news ladies, this is a fairly-lean cake and gets most of its fat from the egg yolks, occasionally a bit of butter may be added just prior to baking. This form of cake is used frequently in French pastries.

Last but certainly not least is the Dacquoise cake, it’s a dessert cake made with layers of almond and hazelnut meringue with either whipped cream or butter cream. It gets its name from dacquois, a town in Southwestern France called “of Dax”.

The Frenchman’s Favorite Cake of the Month is a dacquoise cake. Stop in to take one home.

MATH 24. 96 students from third to sixth grade took part in the annual Math 24 competition held Thursday afternoon at Floyd T. Binns Middle School. The fast-paced competition challenged the students' fundamental math skills; addition, subtraction, multiplication, and division. RIBBON CUTTING. Spectrum Physical Therapy and the Culpeper Chamber of Commerce hosted a ribbon cutting March 19 at their new location at 16260 Bennett Road, Culpeper. The business opened in August 2016 and moved to its current location March 5.“This is where we always wanted to be,” Maria Gallery said. “We were waiting for it to be built out.”The business offers Physical therapy, occupational therapy - specializing in hand therapy, the only therapist in Culpeper who does - TMD, dry needling, sports medicine and workman’s compensation. Spectrum is open Monday and Wednesday 10:30 a.m. to 6:30 p.m., Tuesday, Thursday and Friday from 7 a.m. to 3 p.m. Call 540-727-0737.
