Culpeper County School Board approves budget The Culpeper County School Board approved its Fiscal Year 2020 budget Monday evening at its regular meeting.

The budget approval was preceded by a public hearing where four educators spoke for about 10 minutes total about various subjects they were concerned with in the school district.

Michelle Coloney, a fifth-year art teacher at Farmington Elementary, asked the school board for more classroom space or an art trailer for her students.

She explained that due to the amount of students at Farmington, there is no dedicated space for students to leave their art projects.

That opens up opportunities for other students to either accidentally damage or vandalize the projects throughout the day. She said she shares storage space with the library and says that cuts into both programs.

She suggested that they would be willing to help raise funds for additional space.

Maggie Gannon, a third-grade teacher at Emerald Hill Elementary and a member of the Culpeper County Education Association executive board, talked about school safety and the fact that many teachers do not feel safe in their classrooms.

While she cited a recent survey that said students feel safe, she said that teachers often are worried about the dangers of an active shooter situation.

She suggested more training and said she would like the staff more involved with school safety possibly including a school safety roundtable.

Michael McKenna, a teacher at Culpeper County High School and president of the CCEA, thanked the board for their work on the budget and the hard decisions they had to make.

During the regular school board meeting, Rachel Brugato, of the Salem District, brought up the school board’s recent decision to offer fifth grade band as an after school activity and the decision to move 16 positions from 11-month to 10-month contracts.

The President of Culpeper Youth, a high schooler, runs another nonprofit which is a facet of a national nonprofit, works within another, and works as an extension or liaison for a fourth. The Vice President of Culpeper Youth, a high schooler as well, runs a second countywide organization which is an extension of a national organization, works on a campaign, and works within the President’s second nonprofit. The Secretary of Culpeper Youth, another high schooler, is the Secretary for two other organizations. The Treasurer, a high schooler too, attends the Mount Vista Governor’s School. The Parliamentarian of Culpeper Youth, a high schooler, is running for a national office in a national organization and works within the President’s second nonprofit. The Head of the Outreach Committee, a high schooler as well, works within the Vice President’s countywide organization and the President’s second nonprofit. An Advisory Council Member leads a youth orchestra and will attend a statewide choir next month. They do this all while creating the Culpeper Youth Inc. Bylaws, planning Teen Talks, coordinating volunteers for various community events and building their networks. Each Youth Advisory Council Member and Presiding Officer over Culpeper Youth has built and continues to build their networks, networks that they bring to Culpeper Youth and enrich it with. In the first two years of the organization they have written the Incorporation’s Bylaws, gone through a complete Strategic Planning Course, had a change of Administrations, meaning a successful election and campaign season, given countless presentations on the organization, sat on community panels, have planned and carried out a Kick-Off Event, a Candidate’s Forum, and two Teen Talks Events as well as a recent Open Mic Night. They have done this while continually volunteering as an organization. They have done this while carrying out the responsibilities for their other organizations. They have done this while playing sports, taking many AP courses, sitting on school-sanctioned councils, heading school-sanctioned clubs and honor societies, while they all have jobs.

the $89,830,258 budget for Fiscal Year 2020.

The board then approved the FY 2020 Capital Improvement Plan, which was greatly reduced from what was proposed. Originally the plan included six projects for the fiscal year, but due to the school district not receiving as much money back from the state on sales tax, the plan was reduced to just two projects - purchasing Farmington modulars and replacing the CCHS gym floor.

While they received just $251,872 back from the state, Superintendent Tony Brads said that discussions with Culpeper County Administrator John Egertson led to the school board asking for $374,812 - with the remaining amount coming from the county.

Jefferson District representative Michele North expressed concern about not funding the entire CIP. “My biggest concern is that projects sit on the sidelines, we have been making good headway,” she said. “So many things need addressed. I’m saddened the Farmington roof can’t be addressed.

When these things get pushed back, other things get pushed back. I would encourage the county to use the funds they have to help us keep up with these needs.”

The CIP was approved by a 6-0 vote as well.

Culpeper County investigates cost of opiod epidemic Culpeper County has begun an investigation to evaluate the financial burden of the opioid epidemic upon the County, its budget, and its departments.

The purpose of the investigation is so that the Board of Supervisors may properly consider whether it will seek to prosecute any claims the County may have for opioid-related cost recovery involving violations of the Virginia Consumer Protection Act, public nuisance, fraud, unjust enrichment, negligence/gross negligence/ negligence per se, among other claims, against companies involved in the manufacture, marketing, sale and distribution of prescription opioid products and the harm created therefrom to Culpeper County.

The investigation is being done at no cost to the County with the assistance of Kaufman and Canoles, P.C. and Sanford Heisler Sharp, LLP.

LOCAL NEWS Premier Auto and Accessories hosts ribbon cutting Saturday ByAmy Wagner Contributing writer No stranger to the ins and outs of a car, Ace Khoury has been working on cars since the age of thirteen. Growing up in Maryland, Khoury comes from a long line of car mechanics and his Uncle used to own six Shell stations in Prince George’s County. Now, living locally in Culpeper, Khoury recently opened his own auto shop, Premier Auto and Accessories, on Montanus Drive in December.

For generations automobiles have always been in the Khoury blood. Khoury’s sister, Mary, originally opened Premier Auto and Accessories in 2013 on Business 229 but in 2018 when the lease ran out a decision was made to close.

Khoury, with the assist of family and friends, moved all the inventory and equipment to storage with

the notion that Khoury was going to reopen in a bigger and better location. That plan came to fruition last December when Khoury opened Premier in a warehouse facility in the Industrial Park behind Target.

Almost 3,000 feet larger than the previous location, Premier services all automobiles including Imports, domestics, diesels and classic cars. Khoury and his crew perform vehicle maintenance; after market performance parts; upgrades; detailing; tinting; custom audio and remote start; LED lighting and more. “We do the tedious little things that people want done to improve their automobile,” said Khoury. “We do a lot more than anyone else does under one roof.

said Khoury inside his shop recently adding that they can store up to twelve cars providing an overnight security without having to leave “high end cars outside.”

Eight security cameras around the perimeter also help provide additional security. On the horizon, Khoury plans to expand to add even more space and also provide state inspections.

His sister, and office manager, is proud of the family friendly atmosphere and affordable, competitive prices. Studio 115 and Legacy Barbershop a family affair when it comes to hair cuts

By Jeff Say Culpeper Times Staff Writer Whatever Leon Williams can’t do with hair, his fiance Kay Williams can.

The hair cutting couple work in seperate businesses but being just minutes away from each other helps boost both Kay’s Studio 115 and Leon’s Legacy Barbershop.

Studio 115, located at 115 S. East Street, services families offering cuts, perms, relaxers, color, lash extensions, hair weaves, braids and more. Legacy Barbershop, located on East Davis St., offers the traditional razor shave, designs and “anything the customer wants,” Leon said.

“As long as the customer is happy, we’re happy,” he said.

Kay opened Studio 115 about a year ago at its current location, but has been cutting hair for some time in Orange and Culpeper. She took over for longtime stylist Louise Roberts and has inherited some of her clientele while building her own base. Kay started cutting hair right out of high school, but left to go into the medical field. It was when she met Leon that he convinced her She said she enjoys meeting people, socializing and the ever changing cosmetology business.

“We give that different aspect in the beauty industry,” she said. “We do continuing education and we do hair shows so we’re always out there looking for new things. “It’s helping other

people and the fact of learning something new,.

The beauty industry now, from when I graduated high school, has changed so much and it’s so diverse. You think you know everything and you never know everything.”

She said one struggle they’ve faced is getting people to stop on a busy S. East Street. She’s working with fellow businesses in her building to help increase visibility and hopefully have folks slow down and stop in.

“That’s why I put the big banner and sandwich board out,” Williams said. “A lot of people park on East Street to go up on Davis Street, I think we need to be included in a lot of that stuff.”

Working alongside Shann Bowens, the two have a lot of fun in Studio 116.

“I just like seeing the smiles on peoples faces and giving them hope and encouragement,” Bowens said.

Kay said it’s a nice advantage to be able to share customers with Leon, and they often send folks back and forth to each other’s businesses.

Leon has been a barber in Culpeper since 1996, originally at the building that now houses La Bee da Loca and is now right beside it.

He operated the Main Street Barbershop for 15 years before moving back down to East Davis Street a few years ago.

“It’s just something I always wanted to do, I felt there was a need to bring something extravagant back to Davis Street because this is ➤ See Hair, Page 7

Having a fiance that’s also in the business is a unique and fun experience, he said.

“We can work together, I send people to her and she sends people to me,” Leon said. “It’s very helpful, we get a lot of business that way.”

While there’s a lot of stylists and barber shops in Culpeper, there’s enough business to go around. He says he enjoys being on Davis Street and meeting the various folks passing

through.

“I love it, it’s very people friendly and it’s growing - you can see Culpeper is thriving from it,” Williams said. “I think Davis Street is the future of Culpeper. You can interact with different people, you see them in the community, you get to know them, it’s just being part of the community.”

HISTORY A tribute to lollygagging ZANN’S PLACE Zann Nelson

Note: I posted this story in 2015 and thought it would be fun to remind myself and you of the importance of lollygagging.

Every now and again, it is a boon to my psyche to simply reflect on interesting tidbits of my daily routine rather than contemplating the next great adventure. That is if you can call what I do daily a routine! I am not complaining, by any means, but sometimes it is nice to engage in the folly of lollygagging. Don’t you love that word, despite its more common use as a less than flattering description? If there is time, we can revisit what it is to lollygag. For now, let me tell you about a recent

excursion to New York City (NYC).

Choosing the train as my preferred mode of travel, I knew there would lots of time for preparing for the mission in NYC as well as some welcomed lollygagging. I could read, nap, work, and eat; I had at least six hours with no appointments or responsibilities!

Desiring a bottle of water to accompany my packed lunch I headed for the snack car. Not wishing to dine in the somewhat cramped quarters of my seat, I asked a nice looking lady if I might share the other side of her table with the promise to not disturb her. She graciously said, “Of course.”

Mid way through my PB & J sandwich we began to talk and she informed me that she had been in Charlottesville, “I have been exploring my roots.”

Uh, oh!!!! Yes, I know I am incorrigible, but what can I do?

I had my laptop handy and

we spent the next several hours looking for her ancestors on the Internet. Just as we were nearing Penn Station in the city we found her grandfather’s death certificate.

Certificates of record: death, birth and marriage can supply what is considered to be documentable proof of such important data as birthdate, place of birth, parents names (if a marriage certificate often there are names of both parties’ parents), date, cause and place of death, survivors and place of burial. In addition, there can be other facts that if present can serve as clues such as the names of the doctor, funeral home or undertaker.

When the train rolled into the station, I was pretty sure I saw tears in her eyes; it was indeed an extraordinary moment! We traded email addresses and I wondered if our paths would cross again. It did not matter: what a train ride!

After a few days my NYC mission was finished and I hopped the south bound train heading home to Reva.

Last week I received this note: “My family is very appreciative for what you did for me on our journey to New York on the Amtrak train. {With that certificate} I searched to 1799 and found the tombstone in Burlington, New Jersey of my great, great, great, grandfather and grandmother.”

It just does not get any better than this!

By Jeff Say Culpeper Times Staff Writer There comes a time that every raven says ‘nevermore.’

For Jessica Hall, that time was last Monday.

It was announced on Facebook that the longtime Raven’s Nest Coffee House owner was selling her business to Brittany Mabry, co-owner of Grill 309.

Mabry will be leaving Grill 309 and will begin operating Raven’s Nest May 1.

Hall said it wasn’t a difficult decision to leave.

“Brittany asked and I said yes,” Hall said with a laugh.

The two have known each other

for years, when Mabrey first came to town and opened Grill 309 she was meeting with sales representatives at Raven’s Nest.

That familiarity helped Hall make the decision.

“I don’t want to say I’ve been wanting to sell it for a while, but at this point I want to spend more time with granddaughter and I want to get back to my artwork and travel,” Hall said. “(Having a business) is like having a dairy farm, you’re never off.

Because I have a kiddo I didn’t let it grow in ways I know it needed to.”

By passing the torch to Mabrey, Hall said she knows that the energy will be there to take Raven’s Nest in a new and exciting direction.

“The freedom that is on the horizon by letting it go and the person coming to me I knew would carry it on and let it thrive,” Hall said. ➤ See Raven's, Page 11

Sheriff defends office during hearing Culpeper County Sheriff Scott Jenkins defended his office and decisions he's made during a public hearing hosted by the Commission of Accreditation for Law Enforcement Agencies, Inc. The public hearing was part of the national accreditation process for the CCSO. Jenkins hadn't planned to speak, but said he felt compelled to do so after three community members spoke out expressing concerns with how he has run the office.

Culpeper resident Donna DeAngelus spoke out against the sheriff's agreement on the 287(g) program with ICE. She said the program instills fear in the Hispanic community in Culpeper and noted there are two lawsuits in court about the program.

One of them, by the ACLU, contends local sheriffs can't enforce federal im-

migration laws.

“I don’t know how a person responsible for the safety of the community can release people who are here illegally in our country and think we should not cooperate with ICE,” Jenkins countered.

Local resident Ed Dunphy also alleged the sheriff has had his employees "infiltrate" local meetings - such as one against gun violence.

Jenkins denied the claims and said he can't tell his deputies what to do on their off time.

Another resident questioned Jenkins hiring of John Guandolo, who gave presentations in 2014 and 2016 on “understanding the Jihadi Threat to America.”

Culpeper Town Police Chief Chris Jenkins and Virginia State Police Lt. Fred Rowe spoke in favor of the CCSO, praising their teamwork.

said. She pointed down the street to the Frenchman’s Corner, when longtime owner Marc Ast turned the business over to new owner Ed Hanlin.

“I think you’re seeing a changing of the guard on Davis Street and I don’t think that’s a bad thing,” she said.

She’s owned Raven’s Nest for 13 years, originally opening it where Moving Meadows is now on East Davis Street. She’s seen the lower half of East Davis Street stabilize.

“When I came in on lower East Davis Street, I was it,” Hall said. “Foti’s was there, the fly fishing place was there. If Cast Away came in now, they would rock. He floundered at the time because there was nothing to pull people down. What I hope for Culpeper is that we don’t become “anywhere” America. We are now nationally acclaimed for our Main Street, I’d like to see that continue.”

For Mabrey, she hopes to continue the legacy and add to the vibrant female-owned community on Davis Street.

Raven’s Nest for 13 years “To me, what’s great about this street is that there are so many strong independent women on this block,” Mabrey said.

She hopes to continue the community-minded feel that Hall has fostered - one that Culpeper has come to love, like Hall’s morning videos from the Raven’s Nest.

“The one thing wonderful about the coffee house is you’re here at 5 in the morning and that’s why I started doing those good morning posts,” Hall said. “That ability to see it all the time. You’re able to stay more in touch with the flow of being downtown.”

It’s a feeling that Mabrey is looking forward to embracing.

Mabrey has admired Raven’s Nest since her family moved to Culpeper while she was in college in Florida.

“The two places that stood out to me were Beer Hound Brewery and Raven’s Nest,” she said. “I started coming in a lot and got to know Jessica. I was looking to branch out and do something different. Being able to buy the building as well was a plus.”

Mabrey plans minor changes to start - the upstairs will no longer be available for small events - but says she hopes to keep the heart and soul of the business alive. On a recent weekday afternoon, she was receiving baking lessons from Hall for some of the coffee shop’s delicious pastries.

“The foundation here is so solid,” Mabrey said. “I see potential for some new growth and new avenues that it can go.”

She plans to apply for a Virginia ABC license - in hopes of offering beer, wine and a Sunday Bloody Mary bar.

“She already has amazing drinks in here, but just adding to that and making it a little more full circle,” Mabrey said.

The two have been working together for the past week, sharing recipes, learning the espresso machine and talking with regulars about the change.

“I feel like the world is lifted off my shoulders,” Hall said.

“The transition piece is super important,” Mabrey said. “I wouldn’t feel comfortable with her walking out the back door while I walk in the front. There’s going to be a transition time. It’s reassuring to get to meet the regulars through her and get to see how she does things.”

Heidenberg Properties Group announces new lease at Potomac Marketplace Heidenberg Properties Group and Strategic Real Estate Partners, owners of the Potomac Marketplace in Ranson, West Virginia, have executed a lease with the TJX Companies to bring Marshalls to the Potomac Marketplace. On Monday February 4, 2019, the Ranson Planning Commission approved the addition of the Marshalls, which will be 22,000 square feet once constructed.

In order to create the new junior anchor space, the shopping center will be expanded between Kohl’s and Petco, with the expansion created behind the existing strip of inline stores. Construction is anticipated to begin this spring and Marshalls is expected to open in the fall of 2019. Once constructed, the shopping center will expand from 370,000 to approximately 383,000 square feet.

According to Mayor Duke Pierson, “The City of Ranson is excited to welcome the new Marshalls store. We also appreciate Heidenberg Properties continued investment in Potomac Marketplace and its effort to recruit Marshalls. H E A LT H T-Scores and Your Health Members of the Culpeper community are just as susceptible to osteopenia and osteoporosis as anyone else, but until recently, had no local access to a dual-energy X-ray absorptiometry (DXA) machine for bone mineral density screenings.

DXA machines aren’t new technology, but they provide a lot of value to medical providers who want to evaluate their patients’ risk of bone fractures.

One of these providers is Pranav D. Patel, MD, chief of the department of medicine at Novant Health UVA Health System Culpeper Medical Center and a hematology-oncology provider at UVA Section of Community Oncology. As an oncologist, Dr. Patel works with patients whose cancer treatments may require medications which can weaken bones or cause loss of bone mineral density. Access to DXA screening technology at Culpeper Medical Center allows him to measure his patients’ bone density in-house.

“One of the most effective treatments for breast cancer, for example, involves aromatase inhibitors, but an unfortunate

side effect can be loss of bone mineral density,” says Dr. Patel. “When we start patients on a treatment plan, we take a baseline bone density measurement, then follow up after two years and adjust the plan as needed.”

But why is measuring bone mineral density so important?

What is bone mineral density?

Bone mineral density is a measurement of how thin a person’s bones are and their risk of fracturing.

Physicians’ recommendations depend on age, body composition, health history and certain lifestyle factors, but there isn’t necessarily a specific age range or demographic that should be screened.

However, post-menopausal women, tall and thin women, people with chronic kidney or parathyroid conditions, patients on long-term medication plans and smokers are the populations most prone to osteopenia (thin bones) or osteoporosis (brittle bones), putting them at higher risk of fracture or traumatic fracture.

Density is reported in T-scores, which show how a patient’s bone density compares to that of an average, healthy adult. As the mean, the bone density of an average, healthy adult has a T-score of zero. The risk of bone fracture increases with every standard deviation below zero. A T-score of -1.0 or higher is considered normal, -1.0 to -2.5 indicates low bone density or osteopenia, and below -2.5 serves as a diagnosis of osteoporosis.

DXA Screenings A DXA machine uses a low-dose X-ray to determine the thickness and density of a bone.

A traditional X-ray machine is able to look at bones but does not offer standardization like the DXA machine does. DXAs standardize a patients’ bone health to their demographics’ averages and determine a T-score to quantify the amount of bone density lost between screenings. For the populations listed above, it is a valuable resource for measuring changes to bone density over time.

However, DXA machines can also be valuable tools for determining the cause

of a traumatic fracture in otherwise healthy populations.

“If a patient has had a wrist fracture from a fall, physicians can use bone density assessments to determine whether osteoporosis or osteopenia could have contributed to the fracture, rather than just the trauma of the fall itself,” says Dr. Patel.

Treatment Options for Osteopenia and Osteoporosis If a DXA screening results in a T-score within osteopenia or osteoporosis range, the good news is that these conditions alone don’t cause pain or discomfort.

However, they do put patients at higher risk for fractures, which come with pain and long recoveries.

For either diagnosis, Dr. Patel recommends calcium and vitamin D supplements along with incorporating weight-bearing exercises to help strengthen the bones. Osteoporosis may also require a prescription medication.

VIEWS When fake was fun Remember when the most shocking headlines were found next to the gum in the Marshall Conner checkout lines of the local grocery store? Remember when fake news was fake in an entertaining way?

When I was a kid, I used to tag along with my mother on grocery shopping trips. The trips were largely uneventful up until the moment we began loading our groceries on the conveyor belt. It was there between the apples, milk, tuna and frozen pizzas that my mom and I would peruse the scandalous, supernatural and salacious headlines of the Weekly World News, National Enquirer and Star.

My mother would snag at least three tabloids while the cashier sideeyed us.

“My kids enjoy these trashy papers,” she would say with a voice meant for nosy people.

I served as the willing fall guy, but I knew she secretly liked reading them.

Here’s where it gets a bit weirder.

The other day while walking in the woods I heard a gruff whisper from behind a pine tree, “Hey…it’s me Bigfoot. I’m taking a break from my long-running success at hide-and-seek to say that I’m starting not to believe

in humanity. You all are so crazy that many of us out here…the missing links, monsters, ghosts and aliens are starting to worry. What’s up with all the Trump stories? People aren’t shocked by hairy man-apes anymore!

How can people find me if they don’t look up from their phones? This world bites more than chiggers!”

I told him I missed the days when I could read about his forest exploits.

“I appreciate it dude. Nice beard too. You see it’s all about corporate sellouts now,” groaned the Squatch before disappearing into the bushes.

“Maybe you can blog about seeing me or tell one of the six shows that search for me. I’m heading back to… wait I’m not telling.”

The Weekly World News (The World’s Only Reliable News) was my favorite. It had large headlines and it was always printed in black-and-white to save its readers money. Who can forget such notable stories as Batboy returns, the dolphin with human arms, or the alien who fell in love with a cat?

Where else could one read about booking a vacation to Mars, 12 ways to tell if your neighbor is an alien, or how your pet can be possessed?

Did you know the Weekly World News once reported that grandparents will be banned from Facebook and that aliens fully-endorsed three of the last four presidents?

The columnists of the Weekly World News were also top-notch. It had the

ultra-patriotic, politically incorrect rants of Ed Anger. Then there was Dear Dottie, a crankier, big-haired version of Dear Abby. Dottie’s photo looked like a sassy truck-stop seductress and she could really throw the shade.

As I looked down at a large footprint in the red Virginia clay, I pondered the hurt in Bigfoot’s voice and realized that his days of shock and wonder are fading. His fans are now enamored with social media conspiracies about Russians. Across the Atlantic the Loch Ness monster is probably singing an ancient lament and all sensible aliens are bypassing our planet like tourists dodging South of the Border.

The cable news channels have taken the glory from Ed Anger and Dottie— they offer opinions live in HD. Tune into MSNBC, Fox or CNN (or don’t) to hear exaggerated opinions loosely wrapped around a couple facts stolen from Twitter. It’s enough to make Elvis stay in his hideout in Brightwood (sorry Big E).

I remember a journalism professor told me that the tabloids paid very well if one was willing to run fast-andloose with sources and facts. We all laughed---who needs money, right? We were all too noble and ethical to write about mermaids, space-monkeys and chupacabras.

How many times have you read or watched news stories that failed to verify sources? It used to be that a proper journalist would verify facts

with at least two or more sources. The anonymous source has been quite busy.

Ancient alien theorists and ghost hunters now have endless opportunities for facetime thanks to cable. The yearly psychic issues in the tabloids, also failed to predict a future where print fades to digital.

Remember the story about Prince using ESP to drive Michael Jackson’s pet chimp Bubbles crazy? That story still makes me laugh.

A quick scroll across my Facebook feed provided many tabloid-worthy subjects.

Here are a few that could work: • Culpeper Town Councilman’s dog drinks coffee!

• Kid Central children capture a Leprechaun!

• A UFO Wine Fest expects encounters of the third vine!

• Are there Snakeheads in Mountain Run? • Did Culpeper County High School once consider building a domed stadium?

• Is there really a ghost at Old House Vineyards?

• Is there an alien aircraft at Culpeper Airport?

• Did you know that this newspaper is tabloid-shaped?

• Does Jeff Say know Batboy?

• Did the ghost of Jeanette Callahan ask for a public pool in Culpeper?

The promise of a diet and choosing what’s best for you HEALTH AND WELLNESS

March is National Nutrition Month and offers a great opportunity to think about our relationship with food and commit to making better choices for our health and life. With all the nutrition information and various diets promoted by social media, it’s hard to know which is fact or fad. So, I turned to an expert for guidance.

nutrition services at Powell Wellness Center. Jena offers nutritional guidance that takes into consideration all aspects of her patients’ lives. She noted that people are understandably attracted to diets that promise permanent weight loss, good health and relief from chronic conditions like diabetes, heart disease, anxiety and more. These diets are appealing because they offer simplicity and specific rules. They tell us what not to eat and often have a particular food enemy like sugar, red meat, gluten or carbohydrates.

Jena suggested the following strategies to help decide if a specific diet or way of eating is right for you.

1. Dig deep and look beyond the

‘glowy’ surface of a diet that has peaked your interest. Every diet is touted as miraculous and life changing with followers who often exaggerate their results. You will seldom hear about the people who did not do well such as the person who went vegan and worsened their thyroid condition or the strict keto follower who ended up with an emergency gallbladder removal.

Before starting a specific diet, do some research and/or check in with a trusted health practitioner to see if it is right for you.

2. Define success. Is it losing weight in the shortest amount of time possible? Is it to improve your health, have more energy, be able to get up from the floor without help,

run a marathon? Real success is about building diet, lifestyle and fitness habits that keep you healthy for a lifetime. It’s not something that is measured in 30 days or a few months; it’s measured in years.

3. Is it sustainable? Consider the following questions. Are you satisfied and enjoying the food?

Do you have energy? Are food cravings under control? Do you have flexibility within the diet structure?

Do you sleep well? Are you able to have a social life? Are you able to be productive and not think of food 24 hours a day? If you eat a food/drink not on the diet list, do you have guilt, fear or shame? ➤ See Diet, Page 20

The life of a bill VOTER'S GUIDE

For Virginians, voting in November wouldn’t be considered a life or death decision, but the life or death of a bill in the Virginia general assembly depends largely on who citizens of the Commonwealth elect to office. In this month’s edition of Know Your State and Your Vote’s Weight, readers can learn about the life of a bill.

The Birth of a Bill A bill is a proposal for a new law or a change to an existing law. Bills can be proposed by the governor, citizens, and other groups within the state. Only a state senator or delegate is allowed to write the bill and bring it to the general assembly.

The bill in this article will start its journey with a senator.

Heading to the Committee The senator must first introduce the bill. This is the first of three times the bill is read in this chamber. The clerk of the senate then chooses the best committee to discuss the bill and potentially make changes. This is the first of many opportunities for citizens to have input, which is given through

In Front of the Whole Senate When a bill reaches the floor of the senate, it is read again and the committee makes their recommendations. The senators can make comments and vote to accept the committee’s recommendations.

If the vote passes, the bill moves to the other chamber.

Going to the House of Delegates The bill goes through the same process in the house. It must first be read, after which the speaker of the house sends it to a committee.

If the bill makes it out of the committee, it will be introduced by the committee to the entire house of delegates for debate and comment.

If no changes were made to the bill, it can move forward.

If the house has also made changes, it must go back to the senate for another vote.

If both chambers do not agree, the bill cannot be passed. While in either chamber, citizens can write or call their legislators to urge them to vote for or against a bill. This can impact how far a bill moves through the chambers.

The Final Vote If a version of the bill is agreed upon by both the house and senate, it is read again in its new form before a vote is held. If the bill is passed in both chambers, it heads to the governor.

On the Governor’s Desk The governor can choose to either sign a bill, veto it, or offer amendments. A signed bill becomes a law. If a bill is vetoed, the general assembly can vote to override the veto. If they do not vote or fail to pass the vote, then the bill dies.

If the governor makes amendments, the bill goes back to the general assembly to have the changes approved or rejected.

If the changes are approved, the bill becomes a law. If the changes are rejected, the bill goes back to the governor.

How far a bill gets in this process highly depends on who the legislators are and what platforms they have.

A vote in November by Virginians can greatly influence who is working on bills and helping to assist or impede the creation and changing of laws.

Start by consistently adding foods known to increase health like fruits, vegetables, good quality protein (from legumes or animal foods), nuts, seeds, etc. And, at the same time, take steps to

increase movement, decrease stress, get more sleep, get outside and surround yourself with people who support you.

When you make these diet and lifestyle changes, you will see improvements in your energy, mood, body composition and more.

Jena ended by saying that the only one true rule in nutrition is that you must do what works for

you. No one blog, book, friend, doctor or nutritionist can tell you what’s best for you.

As well, be open to shifting your diet when it stops working. Our bodies and our needs, wants, activity levels and health concerns are always changing. It’s important to cultivate awareness and recognize when it is time to adjust your approach.

Library hosts regional job fair April 9 The Culpeper County Library will be hosting a Regional Job Fair on Tuesday, April 9 from 1-3 p.m. All interested job-seekers are encouraged to attend this free event, open to all.

Hiring managers from 15 companies from Culpeper, Orange, and Madison counties will be in attendance. Job openings include: healthcare professions, janitorial, food service, machine operation, quarry operations, skilled trades, childcare, screen-printing, and retail positions.

Nevertheless, Mr. Thackery’s masterpiece appears in characterizations remarkably faithful to his shrewd appraisals of the world. As the novel is narrated by an omniscient observer, so the festivities are overseen by the erudite stage manager (Dan Hiatt) who, with a flick of a feathered, grey curled wig and satin cape, becomes the fluty-voiced dowager Aunt Matilda whose money is her principle charm.

In another twinkling, he reappears as Becky’s cynical patron, Lord Steyne, who reminds her (with a foul leer) that nothing in this world is free.

Because the story swirls around Becky and Amelia, they are the only characters who remain themselves throughout. Rebekah Brockman fully embraces Becky’s ambition, avarice, and hard-nosed resolve to make it in a world that rewards only those women born into society’s graces. The lovely Maribel Martinez as Amelia, Becky’s opposite, a naïve and sentimental friend from the upper classes, is something of a “straight woman” in that comic situations bounce off her but rarely pull her into their trajectory.

Her brother, Jos (Vincent Randazzo), for example, is one of the funniest creatures on the stage, being rich and dim-witted, and therefore a perfect magnet for the enterprising Becky.

Amelia’s love interest, George Osborn, (played by Alyssa Keegan who is remarkably handsome in a uniform) is the unrepentant cad’s idea of a cad.

It is poetic irony that only a moment of unselfishness from the immutably selfish Becky can open Amelia’s eyes to the reality of both George and Dobbin.

Dear Dobbin! True heart, true man – why must women forever underrate your true worth? Anthony Lopez, in his main role as this valiant, though somewhat humorless soldier (well, there’s nothing funny about not being loved back) almost had me wanting to rush the stage in his defense. (I didn’t.

Naturally, Becky can’t help but notice his fine qualities.

All of this plays out on Alexander Dodge’s Victorian music hall scene design. Symmetrical balconies jut from both sides of the stage while detailed painted backdrops come and go as needed.

The occasional gilt-framed painting on an easel – Napolean in conquest, some over-decorated officer in tight pants, a lady’s portrait in the Empire style – is placed helpfully upstage to remind us where we are.

Jennifer Moeller’s costumes follow the comic/serious rhythms of the play; period accurate when necessary, hilariously over-the-top when possible.

Jane Shaw’s musical compositions underscore the many moods and accompany the ensemble when they decide to pause the shenanigans and warble us a tune.

It’s playful, it’s fun, and still it reveals with Thackeray’s frankness one of the ignominies of that 19th century world, i.e., the utter lack of resources for non-aristocratic women who, unlike Becky Sharp, had no resources of their own.

But we pilgrims are a frivolous lot, and Vanity Fair can charm us away from stern messages. Even Becky challenges the audience to look at themselves and then judge her. Chances are, our answer to this sparkling show would be the same as our answer upon arrival in the Celestial City and St. Peter’s inquiry regarding our experience of life itself: We didn’t learn much, but we had a good time.

What would you do?

By Fran Cecere For the Culpeper Times The very talented storyteller Sheila Arnold spent Friday sharing stories at Pearl Sample, Yowell Meadow, and Sycamore Park Schools. In the evening at the library she gave a free performance.

She told stories about Black History in an educational, funny, and interesting way. Through her words and her songs, she gathered the audience into the story always asking, “What would you do?

This year her stories were about crossing water. We all need water to survive. We are nourished by water and have to break through the water to be born. When Arnold was asked to tell a story about the Chesapeake Bay, she began her research and found that there were many bodies of water that needed to be crossed for slaves to gain their freedom. When the Ohio River froze over, slaves could try to walk across the ice to freedom even while they were being chased by slave catchers. Sometimes the lake was not completely frozen. Elisa, a slave, cradled her baby daughter as she used a plank to navigate from one ice floe to another. She fell into the freezing water three times and lost the plank, but was able to climb out and continue on to the other side.

She was frozen and frightened, but she protected her daughter. At the other side she was met by a slave catcher. No one knows why the man did not return her to the plantation.

Instead he showed her the way to freedom. She wearily climbed the stairs to a home of someone who would help her. What would you do to find freedom for yourself and your family?

Another female slave had tried to escape once with her two sons and two daughters, but was caught. To punish her, her two sons were sold to another farm. On her plantation, she worked in the kitchen of the main house. When she saw another opportunity to escape, she had access to her two daughters. She could take them, but that meant leaving without her sons. She and her daughters made it to freedom.

Could you leave two of your children behind to reach freedom for yourself and your daughters?

William Still was one of 17 children. He worked as a Secretary recording information from slaves who reached freedom. He wrote down their names, their religion, and the location of the slave owners. He learned that people of all religions owned slaves. After some of the information was gathered, he was told to burn the papers. Instead he decided to keep the records, but

She also spoke Friday night at the Culpeper County library. where could he hide them? “What would you do?” Arnold asked the audience. Where could you hide them where no one would think to look? It had to be in a place that you visit often so that no one would be suspicious. Suggestions included under the floorboards, in the attic, in a church, or maybe under the outhouse. Arnold explained how each of these suggestions wouldn’t work. William Still hid them in a cemetery. As he visited the grave of one of his friends, he would cry, kneel down, uncover a special chest he had buried there, and insert the papers. By 1872 he had information about 500 people. He put this information into a book that was able to help many freed slaves connect with their families. It is still available today.

The last story was about Anthony Slow, a 6 foot 3 inch male slave, who escaped and hid under porches and in a hollowed out tree for ten months. He was finally taken on a ship where he was hidden over the boiler. The trip was only supposed to take 4 to 5 hours. However fog set in and they were tossed around by a rainstorm for 8 days. The only thing he was given to drink was water. After all the cargo was taken off the ship in Philly, the slave was taken off the ship. He had made it to freedom but he died an hour later. What would you do?

When asked by an audience member how long she had to research this one hour speech, Arnold stated, “Not as long as I usually have to research. I think this only took me four months.” Sheila Arnold has such a strong voice while telling stories from history.

Our community is very thankful to the Culpeper County Library, and the Friends of the Library for the opportunity to hear Sheila Arnold speak every year with no charge to the public.

I think at this time of year, a Mediterranean escape sounds pretty appealing to most of us Blue Ridge Mountain folks. If your answer is yes, then get ready for a “bottle escape”!

I’m recommending a 750ml trip to the island of Sardinia (Sardegna in Italian).

Just 150 miles off Italy’s west coast, it’s a land of lush green hills, enough sheep roaming around, as in four million, to produce the majority of milk needed to make Italy’s Pecorino Romano cheese; all accented by sprawling cork forests, extensive coastline and yes, plenty of vineyards.

While not the largest wine producing region by any stretch, Sardinia comes in fourteenth, but their wines are worth getting to know.

You’ve probably enjoyed a few glasses of French Grenache or Spanish Garnacha, but did you know Sardinia has one too?

It’s called Cannonau. Generally, most believe Garnacha originated in the northern province of Aragon in Spain and from there it made its way across the Mediterranean and into France’s Languedoc and southern Rhone regions.

It just so happens that Sardinia was under Aragon rule from 1297 through 1713, and some may argue that Sardinia’s Cannonau grape is the original and went from the island over to Spain where it then became known as Garnacha. In either case, Cannonau accounts for more than 20% of all plantings and Sardinia has always viewed Cannonau as their own unique variety.

Since the mid-20th century, when they had their last real surge in grape production, the quality and wine making techniques have improved greatly, so much that the world is starting to take notice.

Sardinia also received quite a bit of press for their Mediterranean diet in the book “The Blue Zones Solution: Eating and Living Like the World’s Healthiest People.”

The author, Dan Buettner, touted that the best wine on the planet for longevity is Cannonau and the people of Sardinia who drank this wine were 10 times more likely to live to 100.

That alone, sounds like a good reason to pour a glass of Cannonau. Even better, the grape is quite enjoyable.

Cannonau de Sardegna is a DOC (designation of quality) awarded in 1972. This designation defines specific areas, soil types and climate that are best suited for the grape.

Centered on the eastern coast and in the highest hills around the province of Nuoro, the wines are typically dry, fresh and fruity, very easy to drink and definitely food friendly. The more robust styles are labeled as Riserva with impressive structure and tannins.

They benefit from a minimum of two years of aging with a 6 month oak aged requirement.
