TECHNOLOGY 5 Steps to Create a Culture of Security DATA DUMP

Every single day there are stories in the news of towns getting hit with ransomware attacks costing millions of dollars.

Employees are duped into providing passwords and other credentials to hackers. Major vulnerabilities are discovered in software platforms that don’t get patched in time.

Large organizations are just as susceptible to bad cyber practices as small organizations.

What must we do better after years of these types of stories to better protect ourselves and our data?

We must create a culture of security that makes things a proactive, defensive stance and stop being reactionary. These five steps will help get you on the right path.

1. The Basics Your organization should have the basics in play: including firewalls, VPNs, strong password policies, multi-factor authentication, limiting data access to only those with a need to know, backup continuity plan, and patch management procedures.

2. Executive Buy-In Your organization must have a top-down approach when creating cyberculture.

You CANNOT have the executives at your company disregarding these policies and procedures because it annoys them. Your employees will mimic what you hold as a priority.

It is on you to set the tone with your actions to ensure good cyberculture.

3. Ongoing Training The methods of cybercriminals are constantly evolving. The most effective methods involve social engineering or psychological manipulation to trick someone into giving up confidential data. It is imperative to maintain regular training for everyone.

A contract I managed several years ago required annual cybersecurity training as part of the contract.

cyber-awareness-challenge/ 4. Non-punitive reporting Even with all the preparation in the world, mistakes will happen.

A file will accidentally get sent to the wrong person. A checkbox will give someone permission they shouldn’t have. A software vendor will discover a vulnerability that is out of your control. You need a reporting and communication plan when these types of mistakes occur.

Unless the problem becomes repeated or extremely egregious, reporting problems should not be met with punishment. You need a culture of trust when problems are reported so they can be resolved and not repeated. Otherwise, employees will be reluctant to highlight problems.

5. Outside Auditing 3rd party validation is a fantastic way to ensure that your company is maintaining a good cybersecurity culture. An outside consultant can provide services such as penetration testing, social engineering testing, or adherence to industry protocols such as HIPPA, PCI, NIST 800-171.

Forced CyberCulture It’s reasonable to view that list of 5 things and think everyone is already doing this. But you’d be surprised. Certain industries have

had specific cyber regulations that have been followed for some time, medical and financial institutions.

But if you wanted to start a digital marketing firm for instance, there are no requirements outside of self-regulation. As a matter of fact, companies until now have been able to get cybersecurity insurance policies based on self-reported information. I know this because I’ve help companies fill out the forms.

That is now starting to change.

Later this year, all Department of Defense contractors will be required to go through CMMC (Cybersecurity Maturity Model Certification), via a Third-Party Assessment Organizations (3PAO).

Michael Ferritto, Business Development Director of Aquila Technology, has been working on this initiative in pursuit of becoming a CMMC Auditing Agency.

He reports that while the auditing standards have not been finalized, it will be broken down into five levels. Level 1 is basic hygiene, and there are very few internal processes corporate-wide.

Level 5 will be for a very small subset of contractors that maintain a security operations center that is running 24/7.

Mr. Ferritto expects that most

organizations will fall between Level 1 and Level 3. Basic guidance is for organizations to follow document NIST 800-171 and its 110 protocols, which you can easily find on the NIST website.

Until now, government contractors were also selfregulating. But now this will require a third party. Additionally, contractors will need to ensure that their vendors and subcontractors are audited as well.

I predict that once the federal government solidifies its auditing procedures that this will expand to the general consumer marketplace by insurance companies.

As more insurance companies have to pay out cybersecurity claims, they will want independent auditors to verify that those companies that suffered a breach have implemented best practices for the size and industry of their organization.

Culpeper Wellness Foundation supports Madison Learning Center with gift In December 2019, Culpeper Wellness Foundation donated to the Madison Learning Center (MLC) the building owned by the Foundation at 634 South Main Street in Madison where the center has been located for several years. “Madison Learning Center recently received its own incorporation, federal non-profit status, and new license from the state’s Department of Social Services,” noted Shari Landry, Foundation president.

“What better way to support this nonprofit and celebrate their new chapter than by giving them equity in the building they call home?”

MLC was created in August 2014 through the sponsorship of the nonprofit Madison Emergency Services Association (MLC is no longer under MESA). The only licensed child care center in Madison, MLC serves children from infancy to school age from 6:00 am to 6:00 pm, including before and after school care. “With the very generous donation of the building, Madison Learning Center will be able to continue our mission of providing quality services for children and families,” commented Frances Lacy, MLC board chair.

According to Landry, MLC will continue to be eligible for wellness grants from the Foundation. She added, “We recognize the critical service that MLC is providing to local families. Without it, families would lose a network of support. Children in the care of MLC staff during the day are enjoying fun activities and making friends while their parents are able to work and support their family’s needs, confident their child is receiving quality care.” In recent years, the Foundation has awarded grants to MLC for programming and equipment.

My hands were trembling, my breath was heavy, and my heart was racing.

I stood inches behind the curtain, ready to walk on stage in front of a crowd of more than 8,000 people. The sound of my heart beat was deafening. This was the moment I had dreamed of for years. The curtains were drawn back, lights were shining, and music was blaring. As I walked out on stage, I was greeted by a sea of applause. All I thought about was the hours spent traveling across the country, sending emails, and working on assignments. All of my hard work had led up to that moment.

Sitting in my homeroom class on the first day my freshman year, I was handed a sheet of paper with all of the organizations my school offered and quickly I was overwhelmed with possibilities. Being the overachiever I was, I had joined a total of four organizations by the end of the week, one of them being FCCLA. In the moment, I did not realize the monumental impact this decision would have on my life.

As I do with most aspects of my life, I jumped in enthusiastically by running for an FCCLA chapter officer position that year. When I went to the first chapter officer meeting, I was welcomed with positivity and encouragement. I knew I had found my home in FCCLA. Throughout the year, we participated in an array of community service projects, meetings, and chapter activities.

All of these experiences led to my decision to seek a national officer position. I spent hours studying material, memorizing my speech, and practicing interview questions. Then I packed my bags and headed to Anaheim, California, for the 2019 National Leadership Conference where I competed for a position on the FCCLA National Executive Council.

Throughout my week in Anaheim, I went through a series of interviews, presented my speech, took a 50-question knowledge test and networked with members from across the nation. On July 3rd, I picked up my notification letter with the election results enclosed inside. I knew regardless of the outcome, the opportunity to go through this process with 28 other incredible leaders was worth it.

LOCAL NEWS CUMC wood ministry helps warm neighbors in winter

By Amy Wagner Contributing writer Though they were few, they were mighty, and they descended on the Cornucopia Farm of Culpeper this past Saturday with one mission in mind: to provide a means of heat for local families in need. Eight volunteers used wood splitters, chain saws, wheelbarrows and lots of muscle to cut and stack a large supply of wood in preparation for delivery. The Culpeper wood ministry, in existence for over 25 years, utilizes volunteers to gather, prepare and deliver wood to numerous families in the community that depend on it as their only source of heat during cold months. Some families desperately need it simply to offset their heating expense.

Shelley Plaster has been spearheading the ministry for the past year. She serves as the intermediary between the Department of Social Services and families in need

of wood. When Social Services gets information from families struggling to stay warm, they contact Plaster and Plaster starts recruiting volunteers to make the process roll. When Plaster receives notification of someone willing to donate wood, she solicits for volunteers to send out, cut it and bring it to the Cornucopia Farm at 1251 Cherry Hill Road in Culpeper. “Unfortunately, there are three sites right now that have donated wood but there are no volunteers available to cut it and take it to the farm,” said Plaster.

Once wood is delivered to the farm, another call goes out for volunteers to split it, stack it, or load it into trucks to deliver to families in need.

“Currently, there are fifteen families in need of wood and for many, this ministry may be their only chance of staying warm during the cold weather,” Plaster said. Over the years there have been teams

from Mountain View Community Church, Mitchell’s Presbyterian Church, Culpeper United Methodist Church, and individuals from the community who volunteered their time.

After more than twenty-five years of efforts, the Culpeper wood ministry finds itself on the brink of extinction due to the huge shortage of volunteers. “To deliver wood to a family is a very rewarding experience, and it makes all of the hard

work worth it,” said Darryl Lam who has helped with the ministry for many years. After almost three hours of sweat equity Saturday, the volunteers packed up equipment and left the farm a bit dirtier, a bit more tired but happy and satisfied knowing that a few more families will be warmer when cold weather strikes again.

Becoming a movement ➤ NAACP celebration of MLK Day focuses on how to improve Culpeper

By Jeff Say Culpeper Times Staff Writer How can the Culpeper community go from a monument to a movement?

That was the question raised by keynote speaker Rev. M. Reese Washington, pastor of Shiloh Baptist Church in Brandy Station, at the annual NAACP Culpeper Martin Luther King celebration Jan. 20.

Washington quoted Rev. King’s mantra of “If you can't fly then run, if you can't run then walk, if you can't walk then crawl, but whatever you do you have to keep moving forward.”

“When Dr. King died, he left us a legacy,” Washington said. “It’s not about the color of your skin but the condition of your heart. Why can’t we get along? The reason we get often is that we fear each other.”

Washington evoked King’s words of being a movement, not a monument by “getting your heart right.”

Washington spoke about how Culpeper’s response to Shiloh’s church burning down in November exemplified the community’s approach to helping - regardless of race or religion.

He spoke about how for the last few months the congregation of Shiloh has worshipped at Christ Episcopal Church a church that was built by slaves.

“Ain’t that something – slaves will build a church and generations of slaves will worship at that church,” he said.

The packed congregation on Monday celebrated King’s legacy but also mentioned at times the ongoing protests in Richmond about the proposed legislation that many deemed detrimental to the Second Amendment.

Rev. Sanford Reaves Jr., pastor of Mt. Zion Baptist Church, quipped when he asked if anyone from the Sheriff ’s Office was there to be recognized, “they can’t all be in Richmond.”

Sandra Reaves-Yates, President of the NAACP, reiterated that there was still work to be done to help improve race relations in the country.

“We are a community that is building an NAACP that is worthy of your trust,” she said.

During the presentation, the youth of Shiloh Baptist Church stood and told why they were the dream, ranging from cheerleaders to honor roll students - the youth all presented a picture of themselves living the dream of Martin Luther King.

“Our children have to see their future in us,” Yates said. “We need to be successful individuals in our communities.”

Candice Kalenga's voice will be heard ➤ Culpeper woman's

battle with Cystic Fibrosis has led her to be featured on SINgSPIRE program

By Jeff Say Culpeper Times Staff Writer

Candice Kalenga is raising her voice about Cystic Fibrosis.

The Culpeper resident is featured on the international virtual choir performance as part of the sINgSPIRE program, available on the Breathe Bravely Facebook page.

Cystic Fibrosis (CF) is a lung disease that causes patients to have chronic lung infections, Kalenga explained. She said that singing - and the mindful breathing that goes along with the vocal performance, helps enhance their lung function.

Kalenga was diagnosed with CF when she was 8, after suffering from stomach pain and ear infections for years.

At the time, the prognosis was bleak.

“When I was diagnosed, I think they told my mom the life expectancy was in the 20s,” Kalenga said. “They also said in 10 years there was going to be new medicine and research is always happening. When we first found out about it, it didn’t look too good. This year the average life expectancy is about 47.”

Now married to His Village pastor Erick Kalenga and the mother of two, Candice discovered the sINgSPIRE program in 2018 at the second annual Breathcon hosted by the Cystic Fibrosis Foundation. The online conference - held because CF patients can’t be within six feet of each other, connected her with Breathe Bravely founder and vocal coach Ashley Ballou-Bonnema.

“This is why the SINgSPIRE choir performance is so particularly important to us and so touching to see when it comes to fruition,” said Ballou-Bonnema.

“We have CF students of all ages from all over the world, including Sweden, Canada and the United States. Bringing them together in the year-end performance is the culmination of all their hard work.”

Each year the SINgSPIRE students individually record their performance of an original song and each video is sound engineered at Breathe Bravely headquarters in Sioux Falls, South Dakota. The final video is presented in January and will be made available online.

This year’s video is available on Breathe Bravely’s Facebook page.

“Music has always been a huge part of my life from when I was very young,” Kalenga said. “The sound of music speaks to me in a way nothing else does. I grew up singing in a church choir, in a trio, and now I am one of the worship leaders at our church. Cystic Fibrosis affects every single minute when I am singing.

From breathing in between each word or phrase to the sound of my voice. I am so grateful to the Cystic Fibrosis Foundation who has made it their mission to not stop “Until It’s Done” and a cure is found!”

Kalenga said that being able to connect with other people who suffer from CF - while not putting each other in danger of new infections - has been incredible.

“Having CF is very isolating,” Kalenga said. “With CF because you can’t be together it is very lonely. Being able to come together with people who understand what you’re going through and are going through the same thing.”

Kalenga credits her faith for helping her through some difficult times. She recalled the Fall of 2018 when she may have been her sickest - sitting in a hospital thinking the worst.

“It was the darkest time for me healthwise,” Kalenga said. “We’ve been told there’s maybe one day our bodies could become resistant to antibiotics and you have all that in the back of your mind.

If your lungs get damaged you’ll need a transplant and all of that is in the back of my mind. Sitting in the hospital room and praying and when you’re at your lowest point you just reach out to God to help you through.”

She credited her husband and her support team for helping her find comfort in the Lord and now she’s hoping to help spread awareness of CF. “It’s definitely very important for me to raise awareness for CF,” Kalenga said.

“I haven’t always felt that way, because you don’t want people to see you differently. I want to let people know this disease does exist and be able to get more research out there.”

She said that the disease is becoming more visible, thanks in part to the mainstream movie “Movie Five Feet Apart.”

She’s hoping the awareness will help raise funds for research.

“The foundation raises an enormous amount of funds each year which is put towards research to discover new medications in hopes to make our daily lives a little easier,” Kalenga said. “Thank you to everyone who has ever donated to the CFF, it is because of you that we are able to have access to these new medications and help combat the effects that CF has on our lives.”

FILM • “The Roaring Twenties” (Warner Bros., 1939) Prohibition became the law of the land at the stroke of midnight on January 17, 1920, and lasted until December 1933. This period of failed social experimentation provided the inspiration for a great many Hollywood films both during and after its implementation, and to commemorate Prohibition’s centenary we’re showing three films this week starting with “The Roaring Twenties” from 1939 which serves to frame an overview of the tumultuous decade. James Cagney and Humphrey Bogart star as former WWI Army buddies who become prohibition racketeers in this hard-hitting gangster

FILM • “Little Caesar” (Warner Bros., 1931) No studio released more Prohibitionthemed films than Warner Bros., for whom “stories torn from today’s headlines” was both an advertising slogan and a production strategy. That was especially evident in a brilliant cycle of early 1930s gangster films, starting with “Little Caesar” in 1931.

Edward G. Robinson’s breakout role of Rico Bandello was loosely based on Al Capone and the film proved enormously influential in establishing the gangster drama that Warner Bros. and other studios would return to repeatedly throughout the decade.

Douglas Fairbanks, Jr., costars as Robinson’s sidekick and the film is directed with great verve by Mervyn LeRoy. “Little Caesar” was added to the National Film Registry in 2000.

VIEWS Finding Humor in a Serious World THE MARSHALL PLAN Marshall Conner

If ever there was a time for a little laughter it would be now.

Life grew a bit too serious the last few weeks —there was a chance of war with Iran, impeachment drama and the 2nd Amendment Lobby

Day in Richmond.

However, it was the day-changing power of an inch of snowy mix that really had us all stressing.

We had to ask the tough questions.

Can we endure another day with our loved ones and pets? We had to write stories about what will be cool this year…is it still cool to say cool?

Can we handle the 24-hour stress of comment-section arguments on social media?

How can we garner the last word in multi-layered discussions spanning sports, politics, ancient aliens, music, Baby Yoda, and history before a weird friend pops in and says something crazy?

Is your meme game strong? When do meme battles officially become tiresome and ruin a favorite group?

Do you know what a meme is? Do you care? If you are new to the game, there is this one with a cat and an angry woman—seriously Boomers.

My favorite comedic riffs often include a reference to a person—then a story—followed by the acting out of a scene associated with the story. Those that have worked with me know.

Every lifetime contains a handful of characters that make the ups and downs of life a bit more tolerable and entertaining. They are the central players, the storytellers, the jesters

Constitution Reigns With Sheriff Jenkins I could not be more proud of Sheriff Scott Jenkins’s recent leadership in the defense of the U. S. Constitution, specifically the Second Amendment. Beginning with Culpeper’s Board of Supervisors declaring “Culpeper a Constitutional County” with the Culpeper Town Council passing a similar measure last week, Sheriff Jenkins has stood firm in protecting the rights of all law abiding citizens.

and clever tricksters who create smiles and steal our breath with a sarcastic quip.

Humor sometimes takes years of reflection to be properly appreciated.

Other times it breaks down stereotypes, drops social walls and creates joy in seconds.

I think the best laughs come with an element of shock, risk and instant association—like a gurgling stomach in a staff meeting.

Humorous writing is the hardest form of writing to do well—just watch the last 15-minutes of any Saturday Night Live. The beauty of humor is also in its universal appeal—a person slipping on ice in Culpeper is just as funny as a person slipping on ice down a Himalayan mountain.

As a kid, I found Richard Pryor, Benny Hill, Redd Foxx, Dave Allen, Steve Martin and Gene Wilder hilarious. To my generation Pryor was the Mark Twain of stand-up comedy.

Benny had the funny songs and his lovely angels, while Foxx and Allen were masters of the well-crafted story.

Martin was pure crazy. Wilder had a manic, odd, yet artistic style.

Pryor could create funny characters from life’s most challenging and awkward moments-- much like the stand-up routines of one of my closest friends from military school named Damon Edwards.

I wrote a feature about Edwards and another friend Reno Collier, both popular professional stand-up comedians, for Fishburne Military School’s alumni magazine The Quadrangle a few years back.

Edwards likes to refer to himself as a “HeBro”—a wordplay on being the embodiment of three backgrounds Black, Italian and Jewish. He also likes to say he is an “other” in

reference to the forms we all fill out.

His life within multiple cultures and neighborhoods created a wealth of lifeexperience.

During his shows he routinely dials up a kaleidoscope of characters—with all the voices and mannerisms. When we used to walk disciplinary tours together (we marched many), Edwards learned to mimic the Spanish cadets.

He learned Spanish while entertaining us—later becoming fluent in the language.

Collier had this to say about his military school years, “It was a funny place, in fact, it can be a bizarre world—a world where a 15-year-old cadet can yell at a senior first-year cadet. It was a place where other teenagers were tougher on me than my parents were. I was put in the band not because I had any musical skill, but because I could knock two drumsticks together,” he added. “I was voted the funniest cadet my senior year—think about it… the funniest guy in a military school.”

In a politically correct world being funny can have its hurdles. Edwards accepts the challenge and offers this advice to anyone pondering a comedy career.

“I would suggest to any aspiring comic to stay true to your creativity.

Write what makes you laugh and not what you think an audience might like. Go off-script and don’t use a setlist as a crutch,” said Edwards.

Don’t let the world get you down— there is humor all around us each day if we allow ourselves the luxury of laughter. We all have the power to make our day better with a little humor. Don’t believe me? Watch how many people pick their noses as they drive down the road.

Stay funny Culpeper.

He did not hesitate to lead a delegation of over one hundred people from Culpeper to participate in Lobby Day in Richmond where over 20,000 people peacefully assembled to challenge the Democrats’ attempt to shred the Constitution.

It was only fitting that he and the Sheriff from Grayson County were interviewed on national news declaring their support of the Constitution.

The Liberals and the News Media were profoundly disappointed that the assembly was peaceful with

“zero” arrests.

After all, that does not fit their narrative.

That also speaks volumes about the integrity of law abiding citizens who are absolutely passionate about embracing their constitutionally protected rights.

Great job Scott! Your dedication is very much appreciated by all people who care about defending the Constitution. As all veterans know, “Freedom is not free.”

McCarthy pleads no contest to three counts of misdemeanor embezzlement ➤ Former Rappahannock County administrator will not face further charges

By Patty Hardee Special to the Rappahannock News In an interview outside the Rappahannock County Courthouse on Tuesday, Virginia State Police Special Agent W.W. Talbert and Special Prosecutor Paul Walther offered further details of a three-year investigation into alleged procurement improprieties by Rappahannock County government employees.

stemming from the purchase of books, travel, and other items that he paid for on his county-issued credit card.

Despite rumors and assumptions in the community “there are no other charges,” Talbert said. “My investigation was to criminal charges only. It did not pertain to policy or any other type of consideration, whether the job was done according to county rules and regs.”

The investigation surrounded criminal matters between the years 2011 and 2015.

Earlier in the morning, Judge J. Gregory Ashwell sentenced McCarthy in Rappahannock County General District Court. For each of the three charges, McCarthy was ordered to pay a fine of $400 ($200 suspended); Licensed & Insured serve 12 months in jail, all suspended; Residential and Commercial complete 50 hours of community serLicensed & Insured and vice; and be on probation Residential under Adult Commercial Court Services for 12 months.

McCarthy pleaded no contest to the three charges, which Walther explained is a form of guilty plea — the defendant concedes to the alleged charges without admitting guilt or offering a defense. Walther, the Culpeper Commonwealth’s Attorney, was appointed in March 2017 after Rappahannock County Commonwealth’s Attorney Art Goff recused himself from the case.

All together there were around 35 purchases, said Walther, each of which could have been charged as a felony. They added up to about $1,500. But as he acknowledged in a previous interview, “the whole idea is ‘Why does somebody do something? What’s the motivation?’ This was simply a misfeasance. [McCarthy] made a mistake. He wasn’t doing it to make money off the county. He wasn’t doing it to feed a drug habit. He wasn’t [buying] books to give to family members.”

The Virginia State Police investigation was touched off by a letter from Rappahannock County Treasurer Debbie Knick to the county’s Board of Supervisors in February 2017, concerned about mismanagement in the government, including failure to follow proper expense and payroll procedures, and lack of oversight of budgeting and spending.

In particular, she cited cases of “overpayment” of county funds and called out what might best

be described as sloppy oversight by the administrator’s office of county credit card purchases by employees.

According to the criminal complaint Talbert filed in January, McCarthy’s three counts of embezzlement totaled $202.90. An expense statement included with the criminal complaint showed that McCarthy had purchased books titled “The Book of Strange New Things,” “The Baffler — The Journal That Blunts the Cutting Edge,” “The Brotherhood of Book Hunters,” “Robert Moses: The Master Builder of New York City,” and “Serpents in the Cold (The Boston Saga (1).”

The latter title appeared to have been charged to the county Planning Commission.

Talbert said McCarthy paid back about $800 he had charged to take his wife to a conference, when the expense “was discovered in the investigation.”

McCarthy expressed regret in a statement to the court before his sentencing.

“I’ve had the great good fortune to have people reach out to me with love and support,” he said.

“The county [allowed me to purchase] books related to my work, because it was difficult for me to get out for training. I had a hard time separating my personal [purchases] from my professional [purchases]. I extend my apologies to my former employer and my supporters.”

Walther said he appreciated McCarthy’s attitude.

“That’s why I showed leniency and discretion in charging him,” said Walther.

When asked if he was glad the case is finally over, Walther said, “Yes, ma’am!”
