Mine Safety and Health Administration (MSHA) has increased mine inspections, citations and penalties and the March workshop will teach companies how to deal with MSHA inspections from the field to the courtroom.

The only way a mining company can operate in this regulatory climate is to become as familiar as it can be with the MSHA citation process.”

Key strategies can avoid costly citations and reduce your company’s legal and financial liability. “We have partnered with Catamount Consulting, LLC, a leader in MSHA, OSHA and work zone safety training, to provide industry experts who will teach you how to deal with MSHA from the moment the field inspectors arrive at your site, through the course of their inspection and after any citations are issued,” said Mr. Savit.

The U.S. Dept. of Labor’s Mine Safety and Health Administration

(MSHA) has enacted the second phase in major reforms to enforcement and increased inspections of coal, mineral and aggregate mining operations. Since April, 2010, when the enhanced inspections began, citations and penalties have risen steadily.

“MSHA has definitely ramped up the number and variety of citations it’s issuing,” said Mr. Savit. “It is clear that MSHA leadership favors more stringent enforcement as the primary way to ensure safety, and they are taking unprecedented action as of late.”

Mine operators are particularly vulnerable to MSHA enforcement actions, as many citations carry penalties that can cripple the operating budget of a mining company. “I’ve never seen anything like this before,” said Mr. Savit, remarking on a recent case in which a small stone quarry was assessed over $500,000 in MSHA penalties. Savit, who began his career at the U.S. Dept. of the Interior where he headed MSHA’s special investigation unit, said: “The only way a mining company can operate in this regulatory climate is to become as familiar as it can be with the MSHA citation process. The risk of being unprepared for a significant MSHA enforcement action can be devastating.”

Scott McKenna, a MSHA certified instructor and owner of Catamount Consulting LLC, agrees. “Mine operators need to know about and respond to any violations on their sites before MSHA does, and they need to know how to deal with citations,” said McKenna. “Ignorance of rights, responsibilities, the Code of Federal Regulations and the ACRI process is simply reckless.”

ACRI, the Alternative Case Resolution Initiative, is a MSHA program in which ACRI trained, non-attorney MSHA specialists resolve or adjudicate select enforcement disputes with mine operators arising from cita-

tions under the Mine Act. The use of the ACRI process has spread to every type of citation except where serious, disabling or fatal injuries are involved.

The ACRI Workshop is a two and a half day seminar covering the legal and procedural processes involved in field inspections, citations and ACRI resolution. The ACRI workshop provides mine operators and their representatives the skills necessary to participate in the ACRI process without outside legal representation. Attorneys from Patton Boggs LLP, a preeminent Washington D.C. based firm, provide insight into MSHA laws, research techniques and litigation procedures.

Participants learn how to organize and present legal arguments and receive a manual with form pleadings useful in preparing for settlement conferences and proceedings with Administrative Law Judges.

Xylem readies for continued dewatering growth, breaks ground on Godwin Pumps manufacturing facility expansion WHITE PLAINS, NY — Xylem, Inc. (NYSE: XYL), a leading global water technology company focused on addressing the world’s most challenging water issues, has broken ground on a 10,000-square-foot extension of its manufacturing facility in Bridgeport, NJ to support continuing growth in the dewatering segment. The Bridgeport facility is a manufacturing plant for Godwin pumps, a leading global brand of automatic self-priming portable pumps used in the growing markets for drainage pump rental, services and sales for the global industrial, construction, mining, municipal, oil and gas segments.

The additional capacity will be used to meet growing demand for Godwin pumps, including the new Godwin DriPrime® NC Series introduced in November 2011. The Godwin Dri-Prime

NC Series is the first portable, diesel driven dewatering pump to include Flygt N-technology, which delivers clog free hydraulics and enables sustained high efficiency pumping.

“We continued to see excellent growth in 2011, expanding both our pump rental and sales business considerably. To keep up with demand in 2012 and beyond, we are adding shop space at the main manufacturing facility in Bridgeport,” said Michel Bakhos, head of Xylem’s Dewatering Solutions business. “Growing our product offering and increasing manufacturing capabilities is essential in ensuring unequaled customer support and service.”

That tells me that despite being in the heart of the Midwest — where one wouldn’t necessarily think of mulch during the winter months — our landscaping related customers are already looking ahead to next spring’s anticipated demand.”

Among the most successful of Homer’s mulch products is a colored landscape offering branded as ColorScape. Created specifically for decorative landscaping use, ColorScape is made from virgin double processed hardwood or recycled wood and is available in a wide variety of rich colors. The company will also produce nearly any custom color with a special order request. The company uses colorants and coloring equipment manufactured by Colorbiotics, Inc., headquartered in Ames, Iowa. According to Hahn, the recognition by landscapers, retailers and homeowners of the safety and vibrancy of color enhanced mulch has fueled tremendous growth in recent years, especially in areas of the country where colored mulch was viewed with skepticism in the not so distant past.

“Landscapers and homeowners are embracing colored mulch now because it’s proven to be durable and the color holds true longer,” Hahn says. “The fact of the matter is that colored mulch actually retains its vibrancy much longer than uncolored fiber. Natural wood weathers faster, fades more quickly and actually decays at an accelerated rate compared to colored mulch. We started off producing a quality, dark all natural product for landscapers back in 2004. After a couple of years, we recognized the significant opportunity that producing a colored product had for our business.”

That’s when Hahn started shopping for coloring equipment. After an extensive search, he decided on the Sahara® X3 offered by Colorbiotics. He was extremely satisfied with the results.

“We’ve run a lot of material through that machine,” Hahn says. “I was sold on the professionalism and quality of Colorbiotics staff and the productivity and consistency of the Sahara System. As you can imagine, in this business, reliability is key — especially in the crazy spring months.”

Bright future ahead Hahn is optimistic about the future of Homer Industries, citing increasing demand for mulch products and biofuels for cogeneration energy facilities as factors that will affect growth. There is a flip side to the equation, however, as growing demand also results in challenges with sourcing raw materials.

Hahn has aggressively pursues options to keep supplies in tune with demand, even reaching out to competitors when and where appropriate.

“A big part of my job often involves other tree care contractors,” Hahn says. “Frequently, I talk to a lot of our competitors on the tree care side of the business. I welcome them to our yard because many of them are looking for a place to dispose of waste wood, trimmings and other waste materials. We’ll even haul for other contractors when they need us to. We also work with a lot of cities and municipalities and have contracts with them where we haul all their material and tree debris, whether we do the tree work or not. That’s given me more ability to control the demand we have for raw materials which gives us a variety of other sources for needed waste wood.”

Colorbiotics mulch coloring is transportable

Casey “Mulch coloring road show” Since purchasing their first Sahara X3 in 2004, Homer Industries has added another Sahara Coloring System to their inventory of equipment, a unit that is mounted atop a drop deck trailer. This configuration allows them to take the coloring machine to the customer in what Hahn calls it their mulch coloring “road show.” This innovative move has allowed the company to better serve their customers and enhanced profitability as well.

“The Colorbiotics crew came out and helped us design a mobile unit that we can take to our cus-

tomers to color their mulch. This expands the flexibility of our coloring operation,” Hahn says.

“Since we use two Vermeer® TG9000 tub grinders that we run full time in the yard here to do our grinding, we now have the ability to take one of those grinders along with the mobile Sahara X3 coloring machine to a customer’s site and do mobile grinding and coloring on a custom basis. I don’t know of many other mulch providers with the ability to provide that level of service. Plus, it’s a highly efficient operational approach for us.”

Hahn also likes the fact that he can easily move the newer mobile

Sahara X3 around the Homer Industries yard. That helps in managing large piles of material by helping to maintain safe temperatures in those piles of mulch.

“Instead of spending the money and taking time to restack the pile, we’ll color it. This alleviates having to add water to the pile to control hot spots. It expedites the coloring process and cools the product at the same time.”

Case CX210C excavator boosts power, fuel economy LAS VEGAS — Case Construction Equipment today launched its CX210C full sized excavator at the World of Concrete 2012 show.

The most recent addition to the company’s C Series product line, the CX210C model features increased fuel efficiency, productivity and improved serviceability and operator comfort.

The new Case CX210C excavator achieves 160 net hp using Tier 4 Interim certified cooled exhaust gas recirculation (CEGR) technology that burns cleaner while delivering superior horsepower. A new narrow undercarriage version, measuring 8-foot 6-inches wide, is available for easier transport.

“The new Case CX210C excavator delivers both the lower operating costs and higher productivity that contractors expect,” said Tim O’Brien, brand marketing manager, Case Construction Equipment. He cited 10 percent fuel economy gains, three percent cycle time reductions and seven percent lift capacity increases among crucial product improvements.

“An advanced version of the Case Intelligent Hydraulic System technology reduces total fuel consumption and improves performance,” O’Brien said.

Boom Economy Control lowers engine RPMs during the boom down and swing operation, while the Auto Economy Control lowers RPMs when the joysticks are inactive. Swing Relief Control technology manages the hydraulic power allotted at the start of the swing operation, and Spool Stroke Control creates an automatic pressure adjustment during digging operations.

“These fuel efficiency gains are especially significant,” O’Brien explained. “While typical CEGR systems lose fuel efficiency, we’ve actually increased fuel efficiency on our Case CX210C excavator by 10 percent over the previous B Se-

ries model. While delivering exceptional fuel efficiency, the Case C Series models continue to be in the top of their class for productivity.”

He continued, “Because excavators run with little change to engine speed, CEGR tech-

nology was the best choice for efficiency and convenience.”

trucks or trench further during every work shift. Along with faster cycle times, the new Case excavators offer operators smoother and easier control and maneuverability.

The CX210C provides seven percent more lift capacity and boasts a 440-pound increase in operating weight to tackle bigger jobs. The excavator has an operating weight of 47,800-pounds, a bucket digging force 34,171-pounds, arm digging force of 24,729pounds and a maximum dig depth of 21-foot 10inches. Standard bucket

sizes range from .65 to 1.53-cubic-yards.

The new excavator offers three power modes — SP (speed priority), H (heavy duty) and A (automatic) — to allow operators to choose the best mix of power and fuel efficiency. The throttle settings also adjust the hydraulic settings for further tailoring to specific tasks.

structures, create an extra quiet cab environment, with automotive like noise levels as low as 69.9 dBa. The cab on the new Case excavator provides seven percent more overall space and 25 percent more airflow. Air conditioning performance also has increased by eight percent.

New with the C Series is a rearview camera that feeds video to a 7inch LED monitor in the cab, enhancing operator confidence and jobsite safety during machine operation.

“The monitor in the Case C Series excavators is large and clear,” O’Brien said. The operator can easily switch between rear and optional side camera views. Plus, they have simultaneous visibility to key operating data, including a new function which provides fuel consumption per hour. Operators can use this information to refine fuel efficiency for their particular operation.

Case engineers designed the CX210C, like other C Series excavators, with a very low profile that enhances visibility from the cab while efficiently accommodating Tier 4 emission system components.

The CX210C excavator also includes a standard air suspension seat and an in-cab auxiliary hydraulic setting system with a new option for 10 memory recall settings to make tool changes quick and easy for operators. A Level 1 ROPS/FOPS (rollover/falling object protection systems) cab structure provides helps enhance operator safety.

Ease of maintenance

Extended service intervals for the Case C Series excavators help reduce operating costs, O’Brien said. They are designed with 500 hour engine oil change intervals, 5,000 hour hydraulic oil change intervals and 1,000 hour greasing intervals with Easy Maintenance System bushings. The cab includes new access points to easily reach the air filter and fuse box. The Case CX210C excavator scored a two percent improvement over previous models on the SAE maintainability index.

“The new Case C Series excavators efficiently package the redesigned engine, cooling and exhaust systems while maintaining excellent serviceability and operator visibility,” O’Brien said. “The machines feature wide open panels for easy access to service points and ground level access to grouped lubrication points.”

Full range of attachments Case offers a range of attachments for the CX210C and other C Series excavators, including Case Smart Digging Systems components such as pin-on buckets, coupler buckets, the Case Multi-Fit Coupler and the SmartFit™ bucket tooth system.

Case pin-on buckets are designed for heavy duty, high capacity applications such as digging in dense soil, clay, loose rock and gravel.

The Big Green Machine is equipped with a large 10-yard hopper and an extra wide 54-inch variable speed feeder. This feeder discharges onto the heavy duty 90-foot conveyor that can reach heights up to 47 feet. This unique machine has power radial and hydraulic raise and lower that can be adjusted by the loader operator by simply using the supplied remote control.

Another large application for the Big Green Machine is to stockpile ground wood as it comes off of a wood grinder.

Most radial conveyors are not large enough to carry the volume of mulch that a large grinder can process. This unique Feeder/Conveyor can transport up to 500-yards per hour. Great savings are achieved by not having to stock pile.

The Big Green Machine can also be found loading barges and ships. Due to the adjustable heights and the radial capabilities, this is the perfect machine for such an application. The conveyor will discharge a whopping distance of 42-feet from the center of the

by Diane Mettler Since 2003, Waste Management’s Los Angeles, CA location (formerly the Downtown Diversion), has been a leader in recycling construction and demolition debris. Their permitting allows them to process up to 1,500 tons per day.

Like many other California operations, they were under pressure to decrease airborne emissions and to move away from diesel fueled equipment at their operation. In the fall of 2011, Waste Management

(WM) made the switch, replacing their diesel powered 4800 CBI grinder with an all electric CBI 5800.

Manager Juan Luis Flores says, “We have been working with CBI for seven or eight years and we liked their product. This grinder, with the Lobo system didn’t just drop emissions; it also saved us in labor costs too. We no longer have to handle the material twice.”

grinder in the afternoon and grind the clean wood waste that had been delivered during the day. They also processed the contaminated C&D materials that had been sorted as well. “Every time you pick up the material, it costs money,” says Flores.

So, to make the entire system more effective, they installed a Lobo conveyor system, which extended the material flow to the 5800. That allowed Flores’ crew to do a negative pick of the contaminated C&D on its way to the grinder. The new layout eliminated the need for two pickers in the process. Meanwhile, the clean material is still directly fed into the 5800 with a frontend loader.

In order to have enough power to handle the clean wood going into the 5800, they outfitted with grinder with two 350 hp motors. With 700 hp of grinding power, the new unit can easily handle the load.

Additionally, because non-grindable items sometimes do find their way into the grinder, WM installed CBI’s metal detection system (MDS) to protect the new unit.

They knew that because the 5800 is an upswing mill and it is designed for high production, it turns at higher RPMs than a traditional downswing mill.

Consequently, the damage from a foreign object can take place almost instantly, with more catastrophic results than what would happen in a downswing mill.

To-date the MDS is protecting the mill reliably.

No more diesel Of course, one of the big savings with the 5800 is how a diesel fuel bill is replaced with an electric bill.

At the time this article was written, WM had yet to get its first electric invoice, but Flores was confident that the savings would be substantial.

More importantly, the electric motor will require less maintenance than its diesel counterpart would.

That means that there are additional costs savings awaiting them down the road. CBI estimates 20 percent of an engine horsepower is used on hydraulics alone. The combined savings of fuel, maintenance and repair costs, between running a diesel and two 350 hp electrics, could potentially save WM 50 percent in operational costs.

Final Product No matter how much money you save, it’s still the final product that matters. Currently WM is grinding the material to 3/8 minus and selling the product for mulch, compost and other applications. “We like this machine because of the consistent product that it produces,” says Flores.

Flores adds, “If you are considering a grinder, it’s the throughput that determines the size you need.

The 5800 works well for us.” It can cost effectively handle the lower amount of C&D coming into the facility while the construction industry is slow, however it is equally capable of handling the 1,500 tons a day they are permitted for when things pick up again.

Transition The transition from the portable to the stationary took a little planning, but it took place with no down time. Flores says Lobo and CBI all worked together to make the project come together. A big part of the smooth transition, however, was the WM team. “We have a great group,” says Flores. “We have 28 people at the facility. Our people are cross trained and can do it all,” he says proudly.

Good Neighbors In the end, the move to the electric powered CBI 5800 was a win win for the community and WM. With the new unit in place, WM can save labor, fuel and maintenance costs. At the same time, the company can also be proud that by lowering emissions they have improved the health and safety of their community.

CBI helps Waste Management find an electric solution with its 5000 series

by Diane Mettler When Waste Management approached CBI about replacing its portable CBI 4000 series grinder with a stationary electric model, CBI had the solution.

“The State of California has been pushing to get away from diesel motors because of the equipment emissions and Waste Management wanted to upgrade their Downtown Diversion facility by converting it to a full electric system,” says Shane Carpenter, systems engineer for CBI. “We were a component of that change.”

Preparing for the Conversion Before the conversion took place, there was six months of engineering work and testing to not only choose the right grinder but also to ensure there would be no disruption in the wood grinding process.

The answer turned out to be a CBI 5800, part of CBI’s 5000 series of stationary and portable grinder line.

“We outfitted it with two 350 hp motors because some of their applications were a direct load, and we also equipped it with the CBI metal detection system (MDS),” says Carpenter.

“The MDS isn’t standard now but I think we’re going to insist that it be on anything with an upswing rotor.”

option, gives CBI flexibility in dealing with customers. “We aren’t locked into one style of grinder,” says Tom Walter, CBI West representative. “We realize that there’s a need for a variety of mills to fit a variety of applications and feedstocks. We don’t believe in a “one mill fits all applications” philosophy.”

Tom adds, “With the CBI product line we can asses a customer’s needs and requirements and custom fit a grinder, not just between an upturn or downturn rotor, but in terms of application — what are they going to feed the grinder and what do they want to produce as a finished product. We can match their application with the broad base of grinders that CBI manufactures.”

For Waste Management it was also a matter of matching budget with application. “We tried to get as close as we could to the machine that they were very happy with in terms of production and finished product specification, which was the 4000 series” says Carpenter. “The 5000 series met those requirements. The way the grinder is set up, it can handle 50-60 tons an hour.”

Challenges Swapping out technologies comes with its own set of challenges. Because of the amount of engineering work required up front, good communication between CBI and Waste Management

was vital. “We were lucky,” says Carpenter. “Waste Management was a breeze to work with and they were very accommodating.”

Another challenge was coordinating with other contractors to ensure the transition was completed with little or no down time.

“We only supplied the feeder, the CBI 5800 grinder and the discharge conveyor. Other vendors and contractors supplied other pieces of equipment,” says Walter. “During the entire installation process, all of the contractors involved with the facility upgrade needed to operate as a well-coordinated and safe team.”

For others who may be considering converting from diesel to electric, Carpenter says to exercise caution.

“It’s not always the easiest thing to do.

There is a fair bit of work needs to be done up front in terms of the engineering, which is what CBI offers. There are a lot of controls that have to go into this. I’d get with the OEM before making any decisions to make sure that you haven’t missed anything.”

Going Electric It’s not just Waste Management that is going electric. Carpenter says, “We get calls from companies on a weekly basis, ‘How do we convert this? How do we make this happen?’ And, we’ve got a number of projects right now that

are doing just that.”

Walter adds, “Minimizing what goes into a landfill is such a looming issue in the State of California that we envision a significant increase in facilities dedicated to waste diversion and the majority of those facilities are going to be electric. We see that as a tremendous upside with the CBI product line.”

CBI West If you haven’t heard of CBI West, that’s because it came into existence in June 2011, to better serve a growing customer base on the west coast.

“One of the issues that we’ve had on the west coast is that it’s such a large community. You need someone there that lives and breathes it. Tom Walter and his son help provide support and the “boots on the ground” service for us,” says Carpenter.

“CBI West represents the CBI product line not only in terms of new sales, but has also in supporting CBI’s existing customer base through parts and service. We’re looking forward to assisting the existing CBI customers with their machines and to be involved in developing new business for CBI as well,” says Walter.

HUNTERTOWN, IN — Asphalt Drum Mixers, Inc., offers four models of portable and stationary recycle systems to enhance the cost efficiency of asphalt plants. Recycle systems allow plants to use milled material in hot

mix asphalt (HMA). Since recycled asphalt pavement (RAP) is much cheaper than virgin aggregate, the result is a less expensive finished product that maintains the high quality of a pure virgin aggregate mix.

ADM’s recycle bins feature a 15 ton capacity and are continuously welded at the seams. The bins contain angle irons and midsection stiffeners for reinforcement, and their steeply sloped sidewalls prevent material

Recycle systems allow plants to use milled material in hot mix asphalt (HMA). from plugging or bridging. A tapered discharge opening leads to the direct drive belt feeder with a 5 hp motor, multi-ply belt, self-cleaning tail pulley and adjustable skirt boards.

To transfer RAP from the bin, the recycle system includes a heavy duty weigh conveyor that features a channel frame and wind shroud protection for accurate weighing. The conveyor is twofeet wide and depending on the model, between 45 and 65-feet long. It introduces RAP to the dried aggregate mix after the heating process. Based on conditions and type of plant, up to 50 percent of the HMA can contain recycled pavement.

Portable units feature a heavy duty I-beam frame on a gooseneck trailer with a fifth wheel kingpin hitch, single axle and air brakes.

The trailer includes hinged support legs and a hydraulically controlled incline conveyor.

An optional lump breaker is available for ADM’s recycling systems to break down large pieces of RAP into a useable size. It features an adjustable steel breaker plate and replaceable tungsten tipped teeth, and is powered by a 30 hp, high efficiency motor with an open mesh covered V-belt drive. Single and double deck scalping screens are also available to ensure oversized material does not enter the aggregate mix. Other options include air cannons, grizzlies, bin extensions, adjustable legs with sand shoes and a skid with bolt-on support legs.
