The silence of the 300 attendees gathered for the Pennsylvania Aggregates and Concrete Association (PACA) annual meeting, demonstrated the interest that business leadership and management has for improved safety awareness. Roberts’ presentation was

part of PACA’s two day event in November. Roberts’ People Based Safety™ program, “Leadership Principles for Achieving a Total Safety Culture,” served as the basis for his presentation. Roberts, a senior partner at Safety Performance Solutions, Inc. a Blacksburg, VA safety consulting and training firm, assured listeners that there are valuable ways to improve safety aware-

ness within a business. He said it just takes time and devotion from company leadership, to implement these concepts. Once this kind of thinking is in place on the job, a total safety culture will benefit everyone. “Workers need to feel like they are personally in control of their own safety,” he said. “As leaders, it is your responsibility to help provide the appropriate resources to make this happen.” He said a total safety culture has several dimensions. They include leadership, systems, behavior, employee engagement, conditions and the people themselves. With each of these, Roberts asked a provoking question to stimulate participation. “Are senior leaders committed to improving the culture and do they demonstrate safety as a value?” he began. “Do organizational systems support the ‘right’ behaviors and are they consistant with organizational values? Do people perform the ‘right’ behaviors? Are employees actively involved in making valuable contributions? Does the physical environment (the interaction of equipment, facilities, procedures, and people) allow safe performance? Do People have positive perceptions of themselves, their coworkers and the organization? Are they willing to go ‘above the call of duty’?” He offered that in a successful safety culture, leaders focus on the process. He said that statistics alone are not

That is because the damage done by trench sidewall collapse is so swift and complete. In most cases, there is little time to save the worker once buried beneath tons of earth and stone. Alan Hausman, spokesperson for the PA Urban Search and Rescue Team, said that their team trains monthly to prepare for emergencies that may come their way. They are skilled in saving victims of building collapse, trench collapse and other kinds of emergencies that require the rescue and recovery of people in these dire circumstances. He said their team spends one eight hour day each month in training practice. Their training alternates each month between skills training and actual onsite recovery practice, like that presented this day. He said the year 2012 thus far, has been relatively peaceful. At the time, only one rescue event had taken place in the region. Spectators gathered around the open trench as the rescue team went through their prescribed proce-

dures. Hausman explained how various team members are cross trained to perform any of several tasks at the rescue site. Each member also has their own specialty responsibilities when the rescue begins. As the rescue unfolds, the site commander oversees the ongoing extraction process, while team members put supporting materials and safety equipment in place. A team member measures air quality for oxygen, carbon dioxide, hydrogen sulfide gas and explosive gasses. Then, fresh air is pumped into the trench to keep the air quality high and rescuers and workers safe. Sidewall supports and appropriate bracing like Paratech Rescue Support Struts, are installed before the extraction process can begin. At the earliest possible time, a responder trained in first aid, is one of the first to enter the trench. That person checks the vital signs of the victim or victims. Following that, it is a matter of minutes until the trapped person is lifted to safety before being taken to a nearby medical facility for further care. Hausman stressed the importance of construction workers to follow proper trenching procedures to avoid the need for a rescue such as this. He emphasized how little time the victim buried in a trench collapse has to live, once the cave-in takes place. Additionally, he stressed the importance of using proper trench shoring before going into the open trench as well. More importantly, he said that workers should refuse to go into an open trench if proper safety measures are not in place. He said the speed of the collapse and the weight of the earth that makes up the damaging forces that kill and injure workers in this kind of accident, are no match for the worker who thinks they can outrun a trench collapse if it should happen. The trench will win, every time! Hausman said that Homeland Security and local and regional municipalities fund teams like this one. Since they are so labor intensive, they require a large team of dedicated volunteers. The additional training needed to qualify as a team member, is extensive. That requires an extraordinary level of commitment and devotion. As an observer of this demonstration, I found the somber mood that came over the crowd as they gathered to watch, noteworthy. It was clear to me to see that the seriousness of what takes place during a

I suspect that in the past, there were several in the audience who had gone into trenches without the proper safety protection in place. Like those who hosted this rescue demonstration as part of a safety awareness program, I’m hoping that the workers might think twice before they consider going into that unshored trench again. I suspect that they will.

Safety from 3 Roberts noted that leaders need to demonstrate good safety practices. They need to teach the employees and then hold the employees accountable for the things within their control. “The test should be, ‘What did you do toward safety,’” he said. “What you are doing right is most important!” “Leaders understand the role of consequences,” he said. “Safe behaviors often lack natural rewarding consequences. Safety is a continuous fight with human nature.”

Roberts said at risk behaviors are often more comfortable, convenient and faster than safe behaviors. That is one challenge that workers face to work more safely. Other factors include risky behaviors seldom result in negative consequences powerful enough to discourage their performance. Risky behavior is often reinforced by the work culture on the job. He said that initial safety awareness and carefulness on the part of the workers is often short

lived because of a natural learning process called “drift,” i.e. minor changes over time do not have major consequences. According to Roberts, effective leaders listen and remove barriers to the success of worker safety programs. He noted that there are several effective ways to do this, with both active listening and non-verbal communication as well. Understanding the people is critical. Common barriers to a successful observation process, where leadership is looking to diag-

nose activities that lead to unsafe situations and injury, include lack of trust on the part of the workers. They often feel that disciplinary action will take place if true activities are demonstrated during these times. At other times, leaders might not recognize hazardous behaviors and conditions. “Easy” observations like noticing the lack of proper PPE on workers are common while more difficult situations go unnoticed. In other situations, Roberts said there is a low risk perception among the

workers. They don’t actually believe they are at risk. Accordingly, they are not motivated to do anything “extra” in the way of safety. At other times, workers and leaders do not believe that this observation process actually targets the true hazards. They do not believe that the company is willing to correct the hazards once they are identified. Oftentimes, there is inadequate follow-up on the part of leadership, which puts the employee in a place where they feel like leadership does not care. Roberts concluded by

Safety from 6 saying that effective safety leaders promote personal safety. They encourage ownership and choice when it comes to being involved. These leaders look beyond the numbers and set expectations more often by modeling the kind of safety awareness that they are expecting from the workforce. Once the system for quality safety awareness is in place, leadership provides feedback to reinforce the positive changes that are taking place. At the same time, everyone strives to im-

Trenching and Excavation are activities that are common in the construction and mining industries; they are also among the most dangerous. “OSHA defines an excavation as any man made cut, cavity, trench or depression in the earth’s surface formed by earth removal. A trench is defined as a narrow underground excavation that is deeper than it is wide, and is no wider than 15-feet.”

Never enter an unprotected trench! “Trenches 5-feet deep or greater require a protective system unless the excavation is made entirely in stable rock. Shielding devices also known as trench boxes aren’t designed to prevent cave-ins but instead they do just as their name suggests, they shield workers should there be a cave-in. OSHA schedules sakeholder meetings to discuss preventing injuries and fatalities from vehicle backovers WASHINGTON — The Occupational Safety and Health Administration has scheduled five informal stakeholder meetings to solicit comments on preventing injuries and fatalities from vehicle backovers. The purpose of the meetings is to gather information and evaluate backover risks across various industries, determine whether or how backovers may be prevented by new technology or other methods, and discuss the effectiveness of those measures. The meetings will be held Jan. 89, 2013, in Washington, D.C. and Feb. 5, 2013, in Arlington, Texas. OSHA published a Request for Information on backover hazards in the Federal Register on March 29, 2012. The agency received responses from individuals and organizations about how workers get injured and what solutions exist to prevent injury and death. These stakeholder meetings will provide employers, workers, safety professionals and equipment makers with an opportunity to inform OSHA about ways to address backover risks. OSHA will hold the first round of meetings at 9 a.m. on Jan. 8, 2013, and at 9 a.m. on Jan. 9, 2013, at the U.S. Department of Labor, Room C-5515,

Hey Fred Year end is always a hectic time in our office. I’m wondering what I should start thinking about and preparing for ahead of time to make year-end easier. Any suggestions? - Andrew Hey Andrew You’re right. Year end can certainly be a hectic time for any business — especially contractors! Luckily, there

are a few things that you can start thinking about ahead of time to prepare for year end. Payroll Procedures. Late November, right after Thanksgiving, is a great time to start looking at earnings reports to make sure that everything looks right for your employees with their year to date earning information. This saves you from scrambling at the last minute to make adjustments so that all your numbers are set and you’re ready to print W2s. Year end Forms: Tax forms and requirements change almost every year, so it’s a good idea to talk early with your accounting software company to find out which formats you should be using. For instance, you could ask if you need

to buy preprinted forms for W2s and 1099s, or if they can be printed on plain white paper. Many accounting software companies may also have suggestions and incentives for certain vendors. Meet with Your CPA. I highly advise meeting with your outside CPA to go over the numbers and to make sure everything is adding up for the year. This gives you plenty of time to make adjustments, and may even give you the opportunity to get a head start on thinking about budgets for the next year. Year end Guidance from Your Software Company. A good accounting software company will offer year end documentation, such as a workbook, to guide you through all of the necessary procedures, like 1099s, W2s and clos-

ing out the accounting period. They may also offer webinars, both live and recorded, so that you can see these procedures happening step by step. A little preparation goes a long way! The new building is located between three existing buildings and two main roads making the project a logistical challenge. Davis Hall creates a new focal point consolidating functions from seven different existing locations and creates a hybrid functional typology that encourages a collaborative environment among disciplines. The building is a new four story, 138,000-squarefoot, state of the art facility housing the departments of Computer Science, Electrical Engineering, Center of Excellence in Document Analysis and Recognition (CEDAR) and the Center for Unified Biometrics and Sensors (CUBS). This new facility will enable the University at Buffalo to take engineering education into the next century with highly versatile and top quality classrooms, laboratories to support instruction and research in nanotechnology, pattern recognition, robotic surgery and bio based security systems. The Build New York Award winners are selected based on outstanding managing skills, imagina-

tion, overcoming challenging and unusual circumstances, scheduling accomplishments and project innovation by the contractor/manager and the entire project team including the project owner, architect, subcontractors and suppliers. All project entries were reviewed and judged by a 11 member jury of industry peers. Flatiron Construction of LaFayette, co earns prestigious Associated General Contractors Building Award Kevin Buch, field engineer with Flatiron Construction (center), is seen accepting the 2012 Jeffrey J. Zogg Build NY Award for Flatiron’s work on the Lake Champlain Bridge that connects Essex County, NY and Addison County, Vt. The award was presented at the Associated General Contractors of New York State (AGC NYS), 26th annual statewide Construction Industry Conference held December 4-6 in Saratoga Springs, NY. The new bridge, with a signature network tied arch design, both preserves the historic integrity and aesthetic quality of the original bridge, while incorporating features that will con-

tribute to a 75 to 100 year design life. The bridge’s main span is comprised of a basket handle modified network steel tied arch 402-feet long and 80 feet tall supported on delta fixed frames. The arch provides a 75-foot navigational clearance and 300-foot wide channel below. It has a basket handle arch with a network cable arrangement and internally redundant box tie girders supporting a composite precast deck system. The new bridge has wider lanes to accommodate farm equipment, as well as sidewalks for pedestrians and wide shoulders for cyclists. The project also included construction of a 1,029-foot approach on the New York side and a

769-foot approach on the Vermont side and demolition of temporary causeways and ferry docks. The Associated General Contractors of New York State (AGC NYS) will host an OSHA 30 hour Construction Safety Outreach course at their office Jan. 22-25 in Albany. According to AGC NYS,

the program takes an extensive look at OSHA’s 1926 Construction Safety Standards. Effects of injuries on workers’ compensation and liability insurance are covered and time is spent addressing how to

manage OSHA related issues. Demonstrations, mock ups and hands-on exercises are utilized to apply material covered. Instructors include AGC NYS staff and the following guest speak-

Jim Church, vice president of BBL Construction Services accepted the 2012 Jeffrey J. Zogg Build NY Award for BBL’s work on the St. Peters Hospital Patient Care Pavilion and Diagnostic and Treatment Platform in Albany, NY. The award was presented at the Associated General Contractors of New York State (AGC NYS), 26th annual statewide Construction Industry Conference held December 4-6 in Saratoga Springs, NY. The Pavilion involved expansion of the cardiovascular and general surgery facilities, post partum and nursery, pharmacy and endoscopy, adding 24 Operating Rooms (OR) including 1 hybrid OR, 5 procedure rooms, 92 Pre-Op/PACU beds, 90 patient beds and an additional 10,000 square-feet of related renovation work and electrical infrastructure upgrades throughout the existing hospital. Construction of the project involved demolition of existing buildings adjacent to and structurally attached to the existing hospital, as

well as constructing a new building between existing buildings and interconnected to the existing facility, all on a highly congested site constrained by two city streets. The Build New York Award winners are selected based on outstanding managing skills, imagination, overcoming challenging and unusual circumstances, scheduling accomplishments and project innovation by the contractor/manager and the entire project team including the project owner, architect, subcontractors and suppliers. All project entries were reviewed and judged by a 12 member jury of industry peers. REAL PEOPLE ANSWER THE PHONE

For most of his career, Rieken has specialized on the Terex asphalt paving equipment line, which includes traditional and Remix Anti-Segregation System pavers, the MS series of material transfer devices and the RoadMix paver and material transfer vehicle. A mechanical engineer by trade, Rieken started his career in 1977 as a design engineer for the asphalt plant division of the Terex Cedarapids legacy brand. A year later, he took the position of product engineer for the original BSF paver series. He worked in Research and Development in the 1980s on the first Greyhound paver series, Remix pavers and MS mat smoothness and pick-up machines. In addition to his research and development and marketing work for the paving equipment line, he was involved with asphalt rollers, milling machines and for a brief time, worked as a Terex as-

phalt mobile equipment district manager. Long a proponent of the variable pitch delivery auger reblending concept of the Terex Remix and RoadMix pavers and material transfer vehicles, Rieken has also worked in paver marketing to promote these machines to state department of transportation officials. “With the current state of the economy, contractors must lay the highest quality mat possible,” says Rieken. “The aggressive reblending capabilities of Terex Remix and RoadMix paving equipment eliminate material and thermal segregation, which increases mat quality.” Rieken’s time with the company has always involved travel to customer jobsites. In the field, he gathers customer feedback on paver performance and operator needs and relays this to the Terex paver design team in Oklahoma City for product improvement projects. Additionally, Rieken assists customers with troubleshooting paving equipment and gives operators tips on improving mat quality. “I help educate customers on proper machine setup, so they get the most from the paver,” he says When not in the field with customers, he’s found in the classroom,

training equipment operators and service technicians. He teaches customers basic and advanced techniques for paver and screed setup, equipment service, and combatting segregation to improve mat quality. Over the years, Rieken has helped to streamline and simplify paver training sessions offered through Terex Roadbuilding University by focusing on paver components, so technicians can work on any series of Terex paver. In his off time, Rieken can be found at the GoKart racetrack his family owns in Delaware, Iowa, or at Rieken’s Racing, his family owned Go-Kart retail and service shop in Marion, Iowa. Karting since he was 14, Rieken is a three time Grand National Karting champion. A Vietnam War veteran, Rieken lives in Cedar Rapids, Iowa with his family. Rieken mentions that being a principal of the family owned Go-Kart shop makes him a better Terex employee and more responsive to paving equipment customers. “I can see both sides of the business and put myself in anyone’s shoes, from the screed operator to the company owner,” he says. It’s his love for the paving business that keeps Rieken enthusiastic about his service posi-

Yokohama Tire Corporation’s Takayuki Hamaya promoted to Chief Operating Officer FULLERTON, CA — Yasushi Tanaka, president and CEO of Yokohama Tire Corporation, announced the promotion of Takayuki Hamaya to YTC chief operating officer, effective immediately. According to Tanaka, Hamaya will also retain his position as company executive vice president (EVP) and chief financial officer (CFO). Tanaka said Hamaya will now assume executive responsibility for the following functions: Consumer, Commercial, OTR and OE sales, accounting and finance, corporate planning, supply chain and operations, as well as internal audit. “Mr. Hamaya’s promotion corresponds with our continued efforts to improve the service we provide to our dealers while delivering the best products to the market,” said Tanaka. “I expect Mr. Hamaya to continue his strong leadership and valued contributions to YTC.” Hamaya, who graduated from Senshu University in 1988 with a degree in Economics, and earned

an MBA from Alaska Pacific University in 1992, joined The Yokohama Rubber Co., Ltd. (YTC’s parent company) later the same year. In 2004, he was named president of Yokohama Europe, and in 2005 became president of several Yokohama sales companies (in Germany, Switzerland, Austria, Denmark, Belgium, Sweden and Russia). In 2007, Hamaya returned to Japan following an appointment as general manager, secretariat to work directly with then President of Yokohama Rubber Co., Ltd., Tadanobu Nagumo. In 2009, Hamaya was promoted to president of Yokohama Tire Philippines (Manufacturing) and president of Yokohama Tire Sales Philippines. In 2011, he moved to the United States and was named EVP and CFO of Fullerton, California based Yokohama Tire Corporation.
