T ight working conditions call for experienced contractors with compact equipment

Working in tight spaces has become standard operating procedure for Chip Kronau's site prep crews.

by Jon M. Casey On a day when other contractors might be taking time off because of rainy weather, Chip Kronau and his crew are busy as always. They are on a very tight schedule as they work to complete site prep work and installation of underground utilities at a new Stewart’S Shops® convenience store in the greater Albany, NY area. Meanwhile, contractors are busy

putting up the building scheduled for opening on November 2. While the schedule may seem tight, space considerations at the jobsite are even tighter because the new retail store is being built at the same location as the older store that it replaces. Once the new store is open and ready for operation, the old store will be demolished and the parking area and fuel pumping facilities will be upgraded to a like new

“We have done many of these upgrades for Stewart’s Shops over the years,” said Chip Kronau, president of Chip Kronau Construction & Equipment, Inc. of Poestenkill, NY. “We have been working for them since 1990 and they have come to rely upon us because we can deliver what we agree to and we have the equipment to get the job done. We find that the compact equipment you see here works well because of the closeness of the new facility to the old. We can get the job done quickly, efficiently and on time — every time.”

During our interview, Chip recalled that he originally ran the excavation division of his father’s home building business, K.W. Kronau Construction. He said that he purchased the excavating segment of the business in 1998 after building it up over time. While that was taking place, he said that he also began offering used equipment for sale as a way to help other contractors. At the same time, it made the necessary equipment available so that Chip could expand his construction and excavation capabilities, which made his own work easier and more available to clients.

“We serve customers within a 75 mile radius of our home office in Poestenkill, NY,” he said. “We do all sorts of site prep work including sewer and septic work, road construction, equipment transportation and commercial snow plowing and snow removal. We have the equipment and manpower to get the job done.”

Chip noted that his company is especially skilled at challenging jobs like the Stewart’s Shops jobs, since

Kronau from 4 they require numerous workers at a small worksite, all who are focused upon doing several aspects of the job at the same time.

“We have the experience and the compact equipment to work quickly in the smaller areas that these jobs sometimes require,” he said. “Stewart’s Shops are looking to modernize their retail facility while they still serve customers in the older, existing store. So, when we are called to do one of these jobs, we frequently find that we are scheduled to go from the installation of the footings to completion in about five weeks. That leaves no margin for error. He added that he enjoys the challenge and that working for Stewart’s has been a privilege and a pleasure.

On this job, Chip said that he especially finds the installation of the new “Storm Sewer Array System” interesting. He said that this is a new design that they were called upon to install for this project because of the local requirements for storm water control.

The system is comprised of five rows of buried 30inch HDPE pipe that collects rainwater from strategically placed sewer grates as the rain falls. The system helps to hold the water in a reservoir-like fashion, allowing the water to flow into the existing storm sewer system at a rate that is manageable for the 8inch pipe that serves this location.

“The new drainage system is only allowed to discharge at the existing system’s previous rate,” he said. “This configuration allows for that to happen in the event of a heavy downpour. Otherwise, the drainage system works as it did before. Five elevated cleanouts allow for regular maintenance of the system for removing debris and other unwanted materials from the storm sewer system. We have three of those in place at this time and we will install the other two to complete the system once other site work that is currently under way, is completed.”

The American Association of State Highway and Transportation Officials issued a statement commending Congress for approving the bill (HR 2887) to extend both the nation’s surface transportation and aviation programs.

“The six month extension of federal highway and transit programs approved

by Congress today ensures

the continuation of thousands of job creating infrastructure projects in every state,” said AASHTO Executive Director John Horsley. “We congratulate the House and Senate leadership on both sides of the aisle for their tireless hard work to bring about this positive result. We encourage the president to quickly sign the legislation.

AASHTO is prepared to

work with Congress and the administration over the next six months to pass a robust, multiyear surface transportation reauthorization bill.”

When signed into law by the president, this would be the eighth short term extension of the 2005 surface transportation authorization law known as “SAFETEA-LU,”

which originally expired Sept. 30, 2009. And it would be the 22nd extension of FAA’s authorization, which expired Sept.

30, 2007.

Congress has not acted on a new six year highway and transit package during the past two years because of differences on funding levels and how to pay for a comprehensive

investment program. Likewise, Congress has been unable to agree to a multiyear FAA reauthorization due to policy disputes.

As a supplement to maintaining existing current funding levels, Obama sent to Congress on Monday a bill, the American Jobs Act, to pump $50 billion into transportation projects next fiscal year and allocate $10 billion to establish a national infrastructure bank.

Two amendments to cut spending voted down Senators went on the record supporting maintaining existing transportation funding levels, voting overwhelmingly to reject two amendments that would have trimmed spending.

Both amendments were offered by Sen. Rand Paul, R-KY. The first amendment would have allowed the Highway Trust Fund to spend no more than it collected next fiscal year in gasoline, diesel fuel and other user fees. Paul said this would cut an estimated $9 billion from highway and transit programs in Fiscal Year 2012. The amendment failed 84-14.

amendment would have cut Federal Aviation Administration appropriations to Fiscal Year 2008 levels. Paul said the provision would have sliced $700 million out of FAA’s budget during the 4.5 month duration of the extension. The amendment failed 61-36.

Senate Environment and Public Works Committee Chairwoman Barbara Boxer, D-CA, issued a statement after Thursday’s votes.

“Today was a crucial moment for the 1.8 million workers and the thousands of businesses who depend on a strong transportation bill,” Boxer said. “There were needless delays, but in the end the Senate showed it was willing to do the right thing. By turning back an amendment that was intended to cut surface transportation by one third, it puts us in a good position as we move forward on our two year (reauthorization) bill.”

by Del Williams Winter rain, ice and extreme weather are notorious for multiplying potholes and asphalt damage in public and private roads and parking lots. Snarled traffic, vehicle damage, injury and even litigation can result if the asphalt damage is not repaired in a timely manner.

But many contractors using traditional “remove and replace” asphalt repair essentially cannot work in winter.

“Municipal engineers typically prohibit asphalt repair in cold weather, because if the asphalt goes down cold, it starts to ravel or fall apart,” says Don Jimenez, owner of Asphalt Technology, a Clovis, CA based asphalt repair company of public and commercial surfaces. “Water intrusion just accelerates the asphalt failure, particularly after the subgrade is compromised.”

Financial cutbacks in the tough economy have also made fixing potholes more difficult, as traditional “remove

and replace” asphalt repair can take three vehicles and six men several hours to saw cut, jackhammer and remove old asphalt, then replace with new asphalt in a typical 5-foot x 5-foot patch.

Fortunately, an upgraded infrared asphalt repair technology is making short work of winter potholes, as cash strapped contractors, homeowners, businesses and municipalities are achieving seamless cold weather asphalt repair in under 20 minutes at a fraction of traditional remove and replace cost.

Typical infrared technique shortens asphalt repair by heating, fusing and compacting recycled asphalt with minimal equipment, labor and new material.

“We’re busy through the winter because of this infrared method and our hot asphalt in the reclaimer box.”

“In 20 minutes we can complete an actual demo repair,” adds Jimenez. “A lot of people say, ‘I’ll just take 20 minutes of your time.’ But to literally fix an asphalt problem in 20 minutes and have it look better than saw cut and replace — it blows their mind. When I do a demo, I’ve won 99 percent of the jobs on everything from tract homes to parking lots to road repair.”

The more uniform heat coverage also eliminates potential hot or cold spots, making the raking or “scarifying” of existing asphalt to remove seams even easier. “When the asphalt is heated more evenly with deeper penetration, scarifying takes half the physical effort even in cold weather,”

says Jimenez. “There’s no bending over, scratching at a hard spot that never really got hot enough. By the day’s end, we’re only half as tired and can do more jobs.”

Hey Fred I keep hearing about this special tax break called Section 179 and all of the money it can save on equipment purchases.

I even heard that new software purchases qualify. What exactly is Section 179?

- Frank Hey Frank Section 179 is a tax code that allows construction businesses to deduct the full price of qualifying equipment and software purchased or financed during the tax year. Contractors can deduct that full purchase price from their gross income.

Here are the basic things you need to know: • 2011 Deduction Limit — $500,000 (up from $250k previously). Good on new and used equipment, including software;

• 2011 Limit on equipment purchases — $2 Million Dollars (up from $800k previously); • “Bonus” Depreciation — 100 percent (taken after the $500k deduction limit is reached); and • Who Qualifies for Section 179? All businesses that purchase, finance, and/or lease less than $2 million in new or used business equipment during tax year 2011 should qualify for the Section 179 Deduction. If a business is unprofitable in 2011 and has no taxable income to use the deduction, that business can elect to use 100 percent Bonus Depreciation and carry forward to a year when the business is profitable.

In other words, Section 179 is a great incentive for contractors to buy equipment and software

The EZ Rider is a compact, easy to use piece of equipment designed to apply salt and ice control products, to sidewalks and parking areas, before or after a snow event. Designed to apply material in three different ways, the EZ Rider gives maintenance and snow removal professionals an added weapon in their wintertime arsenal.

Bair, vice president of GVM Snow Equipment, the EZ Rider was designed for day or nighttime operation. A 13 hp Honda engine with electric start powers this four wheeled, lighted unit.

Its variable speed, hydrostatic drive train, gives the operator the speed control that they need for safe and reliable operation. More importantly, the hydraulic powered salt spinner and liquid anti-icing spray system, allows the operator to increase or decrease the application speeds to meet the needs of the job at hand. The 3 GPM pump provides plenty of capacity to apply the 30 gallons of

liquid that is stored in the system’s two, 15 gallon, polyethylene tanks.

Bair said that the undercarriage, frame and salt hopper, are all crafted from stainless steel. This will give the end user many years of service without the corrosiveness of salt rusting the hopper. Before the snow begins to fall, or once it has been cleared, the operator can spread 250-pounds of salt and 30 gallons of antiicing liquid in a matter of minutes. The 13-foot turning radius makes the EZ Rider a handy tool for those tight spots that often require the most attention.

“The EZ Rider is small enough to fit through a 36-inch gate,” said Bair.

“With its center pivot, this machine is easy to turn and to maneuver into tight spaces. Not only that, it’s fun to drive!”

Because the EZ Rider is outfitted with rugged, deep tread tires, when the unit is fully loaded, its 950 pound weight makes it a sure footed tool for the snow removal crew. Another nice feature is that once the snow season has passed, the EZ Rider can be cleaned up and outfitted to spread lime and fertilizer for landscaping applications. That makes the EZ Rider an excellent addi-

tion to the business model that focuses on snow removal in the winter months, and landscaping the remainder of the year. For

Infrared from 14 Unlike traditional “saw, cut and remove” or “crack filler” asphalt repair techniques, Kasi’s infrared asphalt repair has no seams for water and ice to penetrate. “It’s a more permanent patch that should last twice as long as remove and replace because water intrusion won’t be a factor,” says Jimenez. Instead, the infrared restorations fuse to the existing pavement, creating a continuous surface.

“Many municipalities I’ve worked for now have a ‘no cut’ law after I’ve proven they don’t have to saw cut new roads to place a utility line,” says Jimenez. “We get business on a municipality scale and entire residential subdivisions because they don’t want the mismatched

‘saw cut’ look.”

The infrared repair’s continuous surface also eliminates the need for tack coating the edges, enhances durability and allows roads to be opened to traffic immediately. It makes the repair process less expensive, since existing asphalt is recycled, crew size is typically limited to two; and only a single truck or trailer is used.

“With no saw cutting and jack hammering, no removing and replacing, no wait time for drying, our upgraded infrared asphalt repair equipment minimizes operating noise, downtime and disruption,” says Jimenez. “We’re using 90 percent existing or recycled asphalt,

and just one truck and two guys for less than 20 minutes on a typical 5-foot x 5foot patch, instead of all new asphalt and typically three trucks and six guys for about three hours with traditional remove and replace repair.”

Hoffman Equipment moves into a new Bronx location Additional service capabilities added in new 15,000-square-foot facility PISCATAWAY, NJ — Hoffman Equipment, the dealer in New York for Case construction equipment and the Manitowoc family of cranes, has completed its move to a new 15,000-square-foot location. Just a few doors down from its former Bronx address, the new facility is at 1144 Zerega Avenue, near the Bruckner Expressway interchange.

The move was completed on Sat., August 20, 2011. At the new location, Hoffman Equipment will continue to sell new and used equipment, to offer rental equipment, and to provide parts and service for any equipment brand and model. Service capabilities have been expanded significantly.
