LOUDOUN COUNTY SCHOOL BOARD The Loudoun County School Board (LCSB) is the official policymaking body of Loudoun County Public Schools (LCPS). It operates under laws adopted by the General Assembly of Virginia and consistent with Virginia Board of Education regulations.

THE SCHOOL BOARD

The School Board Each school division is governed by a school board that is accountable for the performance of schools in their district. As residents of the school division they serve, the school boardelected members represent the community’s diverse beliefs and values. The School Board is responsible for supervising the county’s public schools per the Code of Virginia and State Department of Education regulations. School Board members are elected public officials who serve four year terms. The School Board consists of one member for each of the eight electoral districts of Loudoun County and one member who is elected at-large. The process of electing School Board members ensures that the community’s diverse beliefs and values are represented. School Board members receive annual salaries, as per Virginia law and the approved annual budget, with the Board Chair receiving an additional salary as specified in the annually adopted budget. SCHOOL BOARD MEETINGS: Regular School Board meetings are official and formal business meetings at which the School Board meets to deliberate and take action on the business of the school division. Items presented for a vote are usually researched and considered during School Board Committee meetings. County residents who wish to comment at a regular School Board meeting are encouraged to do so. Meetings are held at the LCPS Administrative Offices, 21000 Education Court, Ashburn, Virginia 20148. Information on signing up for public comment is at www.lcps.org/citizenparticipation. The School Board meets on the second and fourth Tuesday of each month with adjustments for school holidays. ASSISTANCE: Those who need translation or interpretation assistance or reasonable accommodation for any disability to participate meaningfully in School Board meetings or public hearings should contact the Superintendent’s Office at least three days before the meeting. Speaker time will be doubled for speakers requiring translation or interpretation when requested. COMMUNICATION TO SCHOOL BOARD MEMBERS: The School Board welcomes comments outside of meetings as an alternate means of public participation. Equal Educational Opportunity for Equitable, Safe and Inclusive Environment Per Policy 1040, Equal Opportunity for Equitable, Safe and Inclusive Environment, the LCSB is committed to providing an equitable, safe and inclusive learning and working environment. The School Board Policy Manual lists procedures under which students and their parents may seek correction of any alleged discrimination, including Policy 8030, Student Discrimination, and Harassment and its accompanying regulations.

Student School Board Representatives Each LCPS high school, The North Star School, the Academies of Loudoun and Thomas Jefferson High School for Science and Technology have a student representative sit on the School Board for one meeting to provide student input on educational issues. Advisory committees are made up of individuals who volunteer their time, talents and expertise to help strengthen educational programs. Members are approved by the School Board to serve as representatives on these committees. Each advisory committee follows bylaws tailored to the specific needs of the program it supports.

Career and Technical Education Advisory Committee The Career and Technical Education Advisory Committee (CTEAC) supports developing, implementing and evaluating Career and Technical Education (CTE) programs within LCPS. The committee provides valuable recommendations to the School Board, ensuring that CTE programs align with current job market needs and prepare students for successful careers.

Gifted Education Advisory Committee The Gifted Education Advisory Committee (GEAC) is comprised of school personnel, community members and parents or family members. This committee reviews gifted education programs and makes recommendations to enhance their effectiveness. Additionally, the GEAC promotes awareness and understanding of gifted education within the broader community. 7

Minority Student Achievement Advisory Committee The Minority Student Achievement Advisory Committee (MSAAC) partners with LCPS, parents and the community to further the academic, social and cultural development of every student and ensure that the needs of all minority students are met. MSAAC supports the School Board, staff and parents’ initiatives to ensure the school community becomes culturally competent and provides fair and equitable instruction to all LCPS students. It also encourages the development of school cultures where every minority student can achieve their full potential, feel welcome and be recognized as an integral member of the student body. Special Education Advisory Committee The Special Education Advisory Committee (SEAC) works with the School Board, administrators, parents and teachers responsible for students receiving special education services. SEAC focuses on assisting with the formulation and development of long-range plans that will provide services needed for students with disabilities in the Loudoun County community. SEAC plays a significant role in the school division by reviewing the policies and procedures for providing special education and related services. This review is conducted prior to submission to the School Board to ensure that best practices are in place. The committee also participates in the review of the local school division’s annual plan (Regulations Governing Special Education Programs for Children with Disabilities in Virginia; 8VAC20-81-230-D). SEAC welcomes and encourages the participation of parents, students, teachers, administrators, LCPS staff and others interested in special education in LCPS in monthly public meetings. School Business Partnership Executive Council The Loudoun School Business Partnership Executive Council promotes the development of successful LCPS partnerships with business and industry. It focuses on supporting students’ preparation to contribute successfully to the business and community environments. The Council is a vibrant and inclusive community that brings together a diverse range of professionals, including corporate executives, business professionals, Loudoun County government agency representatives, education and nonprofit leaders, community partners and LCPS educators. The Loudoun Education Alliance of Families The Loudoun Education Alliance of Families (LEAF) is a proactive parent advisory group dedicated to addressing educational concerns and providing feedback on current or proposed policies or issues. The LCPS Equity Council Loudoun County Public Schools endeavors to provide a safe, welcoming, and affirming environment for all students and staff. The unique characteristics of our students and staff are valued as strengths that contribute to the overall school community. We believe that all students can succeed, and all students, staff, families and community members possess valuable perspectives and experiences that strengthen our community. The Equity Council is tasked with advancing educational equity across division systems, policies, and practices. Parent Teacher Association (PTA) or Parent Teacher Organization (PTO) A Parent Teacher Association (PTA) or Parent Teacher Organization (PTO) is hosted at every LCPS school. Some may also include students in their activities, using the school’s parent group to reflect that additional partnership. These associations are a community effort, with parents, teachers and students working together to provide programs and support beyond the resources provided by tax funding. Schools are always in need of volunteers to enrich opportunities for students. Contact the school principal or teacher for details about meetings, events and how to volunteer. Alcohol, Drug, Tobacco and Electronic Cigarettes The Loudoun County School Board is committed to supporting students to abstain from the possession, use, distribution, and/ or sale of alcohol, illicit and unauthorized drugs, tobacco and electronic cigarettes (e-cigarettes). LCPS policy and state law prohibit students from possessing, distributing, selling, using, or being under the influence of alcohol, drugs, tobacco, and/ or e-cigarettes while under school authority, on a school bus, at a school bus stop, on school property or at school-sponsored activity on or away from school property. Students who violate Policy 8240, Alcohol, Drug, Tobacco and Electronic Cigarettes, may receive a long-term suspension or expulsion from school. The principal or principal designee should report violations to local law enforcement as required by Virginia code. LCPS Student Assistance Specialists (SAS) provide substance use prevention education presentations at the secondary level. They also provide assessment, consultation, intervention and referral services for students who violate the policy or who wish to participate on a voluntary basis.

Amendment of Records A parent or eligible student may seek to amend information in the student’s record if it is believed to be inaccurate, misleading or violating the student’s privacy or other rights. Such requests should be made to the custodian of the records, who shall decide within 15 working days whether to amend the record as requested. If differences cannot be reconciled informally, an appeal and hearing may be requested for the assistant superintendent of student services to decide the matter.

Attendance and Dismissals Each parent, guardian or person having custody or charge of a child within the compulsory attendance age is responsible for their child’s regular and punctual attendance at school as required under provisions of the law. Student attendance is a cooperative 12

effort and LCPS involves parents, guardians and students accepting responsibility for excellent attendance. LCPS Policy 8140 addresses student attendance requirements and school attendance procedures. All students, including 18-year-old students, must comply with established release procedures.

Child Abuse and Neglect Virginia law requires school employees to report suspected cases of child abuse or neglect to Loudoun County Child Protective Services. This law provides immunity from civil or criminal liability concerning reports unless malicious intent is proven.

Complaint Procedure Allegations of failure of LCPS to comply with federal law (Title 20, U.S. Code, 1232g) concerning student records may be filed in writing to: Student Privacy Policy Office U.S. Department of Education 400 Maryland Avenue, S.W. Disclosure of Records Parents, guardians and eligible students may inspect their records by requesting access and identifying themselves to the custodian of the records. Students under 18 may inspect their records only with the written consent of a parent or legal guardian. This requirement does not preclude the school from giving students data from the records. School personnel with a legitimate educational interest in a student or responsibility for the record system have access to records. Certain non-school personnel, by law, have access to records or information from them. 13

Generally, schools must have written permission from the parent or eligible student to release any information from a student’s education record. However, FERPA allows schools to disclose those records, without consent, under certain conditions. This includes providing records, by request, to a school where a student seeks to enroll.

Dress Code Policy The student dress code respects student self-expression while also supporting safe, inclusive and orderly environments. It is grounded in the principle that all students deserve to be treated with dignity and respect. Students are expected to comply with the student dress code while attending school or participating in LCPS-sponsored activities. Parents and guardians play an important role in supporting safe and inclusive learning environments by reinforcing the dress code’s expectations and helping ensure their student’s compliance.

Medication in School Whenever possible, medications should be taken at home. The first dose of any new medication must be administered at home. If it is necessary for a student to take medication at school, the following guidelines apply: Required Authorization • An Authorization for Medication Administration form is required for each medication. • This form must be submitted along with the medication to the Health Office. • Specific forms are available for asthma, allergy, seizure and diabetes medications. • Medication will not be accepted without the appropriate completed form. • Medical provider orders and medical forms are available at www.lcps.org/medications. 14

Prescription Medications • Must be accompanied by written instructions from a licensed healthcare provider. • Must be in the original pharmacy-labeled container that includes: ° Student’s name ° Medication name ° Dosage ° Route of administration ° Time to be given ° Prescribing healthcare provider’s name ° Prescription date • The label must match the information provided on the Authorization form. 15

• LCPS staff will not cut or split pills; parents must ensure pills are pre-cut as needed. • Medication must be provided in its original form unless written instructions from the healthcare provider specify otherwise. Non-Prescription Medications • Must be in the original packaging with dosage instructions. • Will only be administered according to the directions on the packaging. • If a dosage higher than the package directions is required, a completed Authorization form signed by a healthcare provider is necessary. Self-Carry Medications • Students with the following conditions may carry specific medications during the school day with proper authorization from the healthcare provider, school nurse and parent/guardian: ° Diabetes ° Asthma ° Cystic fibrosis ° Central adrenal insufficiency ° Life-threatening allergies 16

• Permitted self-carry medications include: ° Insulin ° Glucagon ° Inhalers ° Epinephrine ° Solu-Cortef ° Pancreatic enzymes All other medications must be stored and administered in the Health Office. Medication Storage and Timing • Medications must be brought to the Health Office by a parent or guardian (per LCPS Policy 8420). • Medications will be administered no more than 30 minutes before or after the prescribed time. • Parents/Guardians should not provide more than a 60-day supply of prescription medication at a time. Herbal/Natural Medications • Require a completed Authorization form signed by the healthcare provider and parent/guardian. • Includes botanicals, oils, dietary/nutritional supplements, homeopathic medicine, phytomedicinals, vitamins and minerals. • Marijuana, unregulated CBD and THC-A oil are not permitted. End-of-Year Medication Pick-Up • All unused medication must be picked up by a parent or guardian by the last day of school. • Medications not picked up will be destroyed.

Minute of Silence The Commonwealth of Virginia requires that each school day begin with a minute of silence. Students shall not disrupt or distract the rights of others during this silence.

Pledge of Allegiance The Commonwealth of Virginia requires the daily recitation of the Pledge of Allegiance. It provides that no student shall be compelled to recite the Pledge if the student or the parent/guardian objects on religious, philosophical or other grounds to the student participating in this exercise. It further provides that students exempt from recitation of the Pledge shall remain quietly standing or sitting at their desks while others recite the Pledge and shall make no display that disrupts or distracts others.

Release of Directory Information The following information may be released without prior consent: names and addresses of students and parents, telephone numbers, email addresses, date and place of birth, dates of attendance and grade levels, division student identification number, participation in officially recognized activities and sports, height and weight of members of athletic teams, awards and honors received, most recent educational institution attended and other similar information specified by administrative regulation. However, no school shall disclose the address, telephone number, or email address of a student and parents/guardians, pursuant to the Virginia Freedom of Information Act (§ 2.2-3700 et seq.) unless the parent or eligible student has affirmatively consented in writing to such disclosure. Parents, guardians and eligible students can refuse to disclose such data to the school in writing and may also opt-out/opt-in to the release of other types of student information in ParentVUE.

Rights of 18-Year-Old Students Students 18 years or older have many adult legal rights and responsibilities. Therefore, these students may act in place of their parents in some instances where younger students require parental permission.

Student Records: Types, Location and Retention Timelines LCPS maintains an educational record for every student enrolled. At a minimum, student educational records contain directory information, grades, health and physical education records, discipline records (if any), and the results of standardized group testing. Any individual special evaluations, such as psychological, medical, psycho-educational, or social history, as well as official records relating to special education or Section 504 of the Rehabilitation Act of 1973 and records relating to the gifted 19

program, Title I, Head Start and other special programs would also be included in the educational record. The student’s scholastic record is maintained at the student’s current or last school attended. Records for students who graduated or left the system after June 30, 2024, are maintained for seven years at the last school attended and archived by the Student Records Division. Records for students who left the system before July 1, 2024, are maintained for five years. After that time, only state-required data will be retained, and the remaining records will be destroyed. A record of the student’s name, birth date, address, telephone number, grades, grade point average, college entrance scores, class rank, diploma earned, attendance record, schools attended, scholastic work completed and health immunization record is kept for 75 years after student graduation, transfer or withdrawal. The special education portions of student records are destroyed seven years after graduation, transfer or withdrawal for students who left the school system post- June 30, 2024. Prior to July 1, 2024, these records are maintained for five years. Upon request, a copy of the special education portions of a student’s file may be accessed before the file is destroyed. Inquiries concerning archived student records should be directed to the records supervisor at studentrecords@lcps.org. Student scholastic records are not permanently retained; parents or eligible students have a right to a copy of any information that will be destroyed.

Title IX The Title IX Office oversees compliance and ensures reports of sexual harassment and sex-based discrimination are addressed promptly, fairly and in alignment with federal law and School Board policies. LCPS uses external Title IX experts for determinations and appeals to uphold objectivity and best practices. For more information, visit www.lcps.org/titleix.

Division Overview LCPS is the third largest school division in Virginia, serving approximately 80,000 students with more than 100 schools and centers, including 62 elementary schools (grades K-5), 18 middle schools (grades 6-8) and 18 high schools (grades 9-12). Office of the Auditor General The Office of the Auditor General (OAG) serves to enhance and protect the division by providing risk-based, objective assurance, advice and strategic insight. In its oversight capacity, the OAG administers independent internal auditing services and audit controls across the division. The office systematically reviews obligations, expenditure receipts, and the use of public funds, conducting audits as necessary to ensure compliance with state and federal laws, regulations and established program performance standards. Additionally, the OAG maintains a confidential hotline for reporting fraud, waste and abuse, with all submissions routed directly to the Auditor General. Reportable matters include, but are not limited to, theft, falsification of records, abuse of authority, kickbacks and corruption. When submitting a report, individuals are requested to provide clear details, including the specific personnel involved, the nature of the incident, and the relevant dates, locations and underlying circumstances. Please be advised that, to maintain strict confidentiality, updates on ongoing investigations are not disclosed. Office of the Ombuds The Ombuds serves families, students, employees and community members as a designated neutral resource to help them advocate for fairness, equity and consistency if they have concerns or issues. The office also helps parents, students and other invested parties through issue mediation or resolution to foster positive educational relationships with the division. Teachers Loudoun is committed to attracting, recruiting, developing and retaining a high-performing, diverse and inclusive workforce that empowers all students to make meaningful contributions to the

DIVISION OVERVIEW world. LCPS teachers are licensed by the State Board of Education. For the 2025-26 school year, 93.33 percent of LCPS teachers were licensed and properly endorsed by the Virginia Department of Education, with 71.4 percent holding a master’s degree or higher. Teachers’ salaries range from $63,934 to $135,640 for the 2026-27 school year.

Retired Educators The Loudoun Retired Educators Association (LREA) is open to all former LCPS teachers, support staff and administrators. The association meets monthly from September through June at the LCPS Administrative Offices, 21000 Education Court, Ashburn. The association’s members share food and fellowship following a business meeting during which the concerns of retirees are discussed. LREA was established June 6, 1951, and awards scholarships to graduating seniors entering the field of education. Members are involved in community activities and volunteer in schools. EDUCATION LEVELS AND HOURS In alignment with the LCPS Instructional Framework and Strategic Plan, LCPS prioritizes cultivating a deep sense of belonging as a foundational academic strategy. By fostering inclusive and supportive environments, LCPS ensures that every student feels safe, valued and connected to their school community, which is essential for maximizing engagement and achievement.

Elementary School, Grades K-5 Elementary education provides students with a strong foundation in reading, language arts, mathematics, science, social science, health, art, music and physical education. Students engage in a rich, well-rounded curriculum that includes authentic and challenging learning experiences, with opportunities for personalized learning to meet individual needs and strengths. Every elementary school is supported by a school counselor, reading teacher, library media specialist and instructional technology facilitator. Social-emotional learning is integrated throughout the school day, helping students develop the knowledge, skills and dispositions needed to thrive as learners and as members of their school, community and beyond.

Middle School, Grades 6-8 Middle school education encompasses essential attributes for young adolescents: responsive, challenging, empowering, equitable and engaging educational opportunities. LCPS middle schools promote challenging, personalized yet relevant learning experiences resulting in a high level of academic achievement and developmental growth as measured by national, state and division standards. Each middle school is set up into sub-schools called “houses,” creating a school-within-a-school concept. Specialized staff are assigned to each grade and get to know the students and their families exceptionally well during this critical developmental stage. A framework of interdisciplinary teams leads to increased student achievement, parental interaction and a positive school climate. A Unified Mental Health Team (UMHT) is responsible for providing a continuum of prevention and intervention support and services to 27

High School, Grades 9-12 High school education provides a wide variety of academic, career readiness, STEM and fine arts courses, including Advanced Placement, Dual Enrollment and International Baccalaureate options. To determine specific graduation requirements, students and parents must consider both the desired diploma option and the year the student first entered ninth grade. School counselors assist students in developing and refining an Academic and Career Plan (ACP) to meet their individual educational and career goals, providing support for postsecondary options such as college, vocational training or employment.

Office of School Administration The Office of School Administration (OSA) works to uphold expectations for student behavior and protect student rights within the school environment, as outlined in the LCPS Student Rights and Responsibilities Handbook (SR&R). OSA supports safe schools and positive learning environments by determining student disciplinary outcomes on behalf of the superintendent, resolving petitions for the review of short-term suspensions and fostering the Student Support Advisor Program. The office collaborates with other LCPS offices and departments to provide resources and professional development for administrators and other invested parties. Athletics and Extracurricular Activities The Division of Athletics and Extracurricular Activities supports programs that provide students with opportunities to develop lifelong lessons in teamwork, empathy, work ethic, resilience and the pursuit of shared goals, all grounded in the values of respect and honor. These programs promote environments where students are challenged to grow physically, mentally, emotionally and socially while providing opportunities to strengthen individual skills and reach their full potential. ENROLLMENT AND ADMISSION

In accordance with the Code of Virginia and LCPS policy, for 2026-27 kindergarten enrollment, the student’s 5th birthday must be no later than Sept. 30, 2026. Students who have not reached age 20 on or before Aug. 1, 2026, are eligible for admission, except students with an IEP or requiring English Language (EL) services. Students with IEPs who have not yet received a standard diploma are eligible through age 21 or until their 22nd birthday.

Registration Requirements • An original birth certificate or a certified copy. • Proof of legal guardianship or legal custody if not the parent of the student. • Proof of residency. • Tuberculosis screening requirements: All new students entering LCPS are required to provide documentation that a tuberculosis screening has been performed no earlier than twelve months of entry into LCPS. If screening indicates risk of infection, verification that the student is free of active or communicable tuberculosis is required. • A properly completed immunization record signed by a licensed physician or local health department employee. • New elementary school students must have a completed physical performed no earlier than 12 months prior to the 33


ENROLLMENT AND ADMISSION date the student first enters kindergarten or elementary school. Copies of a completed physical from other U.S. schools are acceptable. Physicals must be submitted before school starts. • Signed prior expulsion statement indicating that the student has not been expelled or suspended from another school. The school will provide this document. • Records (including report cards) from previous school, if applicable. • Name and address of previous school, if applicable. • Copy of Individualized Education Program (IEP), if applicable. Minimum Immunization Requirements for School and Day Care Documentary proof shall be provided of adequate ageappropriate immunization with the prescribed number of doses of vaccine for attendance at a public elementary, middle or secondary school, child care center or nursery school. Vaccines must be administered according to the harmonized schedule of the American Academy of Pediatrics and American Academy of Family Physicians, and within spacing and age requirements. The Welcome Center The Welcome Center registers students in grades 8-12 who are transferring directly from an international school, or students in grades K-12 who speak and/or understand a language other than English. 34

Parent and Staff Messaging LCPS uses phone, email and text messaging to communicate with families about emergency situations, school events and important topics and issues affecting students. Messages are sent to the parent or guardian email address listed in ParentVue. On occasion, website pop-up alerts are also used.

LCPS Mobile App The updated LCPS app provides an integrated and personalized window into what is happening across the division and schools. Its purpose is to engage LCPS families and staff in one place. Simply follow your student’s school to see the calendar, lunch menu, payment information and more. Feedback/Contact Let’s Talk is an online tool that provides an easy way for the LCPS community and staff to ask questions, share concerns and provide feedback 24/7. EMERGENCY ACTIONS AND COMMUNICATION

LCPS communicates with families and staff using all available communication methods in an emergency. For staff, this may include emails, phone calls, overhead announcements and use of the Raptor Emergency Management System. For families, this may include emails, phone calls and text messages.

Emergency Action Procedures The LCPS Safety and Security Office utilizes Department of Homeland Security best practices regarding emergency management. LCPS staff are trained to respond to a wide array of emergency situations and will implement applicable emergency action plans in support of overarching mitigation strategies. Students will follow staff directions during emergencies. If a school is in an emergency, parents or guardians listed for contact will be notified via email, and/or text or phone. If necessary, a family assistance/reunification site will be identified and communicated to parents/guardians with instructions on how to proceed. Public safety personnel may establish a perimeter and restrict all access to the school; do not respond to the school. Please be patient and stand by for further instructions. The following emergency action terminology is used throughout LCPS and may be found at www.lcps.org/safetyandsecurity. 1.

Lockdown is used to describe enhanced security measures taken to protect against potentially violent intruders who may be inside the school or on the school campus. The response 38


EMERGENCY ACTIONS AND COMMUNICATION secures students and staff, usually in classrooms, to prevent access or harm to the school’s occupants. This may also involve quickly moving students and staff from unsecured locations to secure locations or outside and away from the threat. School staff will notify law enforcement through 911 and contact the LCPS Security Operations Center (SOC) when practical. 2. Secure the Building is used to prevent unauthorized entry if the potential threat is outside and near the school. An armed robbery, police foot pursuit or wild animals in the area of the school are just three examples. Outside activities are canceled and anyone outside at activation is instructed to move inside. All exterior doors are secured and staff and students are generally free to move about inside the school. All visitors and deliveries are initially turned away and dismissals would also be delayed if warranted. If appropriate, 911 will be utilized to notify public safety and the LCPS SOC will be contacted as soon as possible. 3. Shelter-in-Place procedures are used to temporarily shelter people from a hazardous outdoor atmosphere, such as weather or a chemical, biological or radiological incident. During this scenario, all exterior doors should be locked and measures should be taken to shut down outside air intake if warranted. No one can enter the school until public safety officials clear the area. If appropriate, 911 should be utilized to notify public safety and the LCPS SOC should be contacted as soon as possible. 4. Evacuate is used to describe situations where the building has become uninhabitable and must be evacuated. A fire or chemical spill are examples. During this scenario, all personnel will relocate to a predetermined location outside of the school. Once at that location, a decision will be made on a potential evacuation to a secondary location further from the source of the problem. 39


EMERGENCY ACTIONS AND COMMUNICATION 5. Hold temporarily holds students and staff in place, usually in classrooms. A medical emergency in a hallway is an example of an incident that may require this action. Visitor Management Protocols All exterior doors on LCPS buildings are locked. Visitors need to approach the school’s main entrance video intercom. Visitors are to press the buzzer, show a government-issued photo ID and state the purpose of the visit. Once school staff have confirmed the reason for the visit, the visitor will be granted access to the main office, where they will sign into a computer system. All visits require scanning a government-issued photo ID and a visitor’s badge will be provided to wear during the visit. See Something, Say Something, We Will Do Something Safety and security is everyone’s responsibility. Anyone seeing or hearing something concerning must report the issue. While something may seem insignificant, when reported and pieced together with existing information, it may save lives. Concerning information should be reported to the principal or law enforcement. Reports can also be made anonymously through the Safe2Talk app, available on Google Play or the App Store. Safe2Talk is also available on every student’s Chromebook. Tips and reports submitted through the app are monitored 24/7 by the Loudoun County Sheriff’s Office, Leesburg Police Department and school security. Information reported will be thoroughly investigated and mitigated. Security Operations Center The LCPS Security Operations Center (SOC) operates 24 hours a day, 7 days a week, 365 days per year to monitor security across LCPS. School Resource Officers and School Security Officers School Resource Officers (SROs) who serve LCPS schools are sworn law enforcement officers. School Security Officers (SSOs) are LCPS employees who help support school security requirements. Officers support administrative teams by 40

cultivating an inclusive and safe environment where students and staff feel comfortable reporting concerning behaviors. SROs and SSOs also serve as trusted adults and role models within schools. Threat Assessment Teams and Crisis Management Plans Every school has multidisciplinary threat assessment teams that evaluate all potential threats as well as school-specific crisis management plans. Weather Alerts LCPS uses the Mass Notification system, radio and television announcements in addition to its website, email and textmessaging capabilities (including the voluntary Alert Loudoun 2.0 system offered by Loudoun County Government, https://www.loudoun.gov/alert) to notify families of weatherrelated closings and delays. Information about closings or delays will be listed on LCPS official platforms. Weather-related closing and delay messages are division-wide messages sent early in the morning (around 6 a.m.) or at night (before 10 p.m.) notifying parents that schools will be closed or operating on a delay due to inclement weather. Addressing Concerns with Schools LCPS schools welcome communication from parents. There are different ways to reach out to school staff. These tips help engage families early and successfully navigate language and cultural differences based on a family’s specific needs. • When a concern arises, it should first be addressed at the level where it occurred. Most often, reaching out to the classroom teacher or coach is the first mode of communication. • A brief email or note is appropriate for a first-time concern or question. • If the same concern arises again, consider a 10-minute phone call with a teacher or school representative (coach, counselor, etc.). • If further discussion is needed, schedule a 20-minute conference with your child’s teacher, school counselor or administrator. • If the concern needs to be escalated, the following order should be utilized: ° Principal or principal’s designee ° Elementary, middle or high school director or executive principal ° Chief of Schools ° Superintendent 44

Adult Education The LCPS Adult Education Program provides low-cost educational opportunities and support services to adults 18 years of age and older. The programs address individuals’ and communities’ unique and evolving needs by providing adults with the knowledge and skills necessary to participate effectively as productive citizens, workers and family members. The programs emphasize basic skills like reading, writing, math and English language competency throughout the certificate programs and non-credit courses. Alternative Education Program The Alternative Education Program (TAEP) provides a personalized, supportive learning environment for middle and high 45

Assessment Programs LCPS participates in the Virginia Assessment Program by administering the Standards of Learning (SOL) tests, Virginia Alternate Assessment Program (VAAP), state-approved alternatives to the SOL tests, Assessing Comprehension and Communication in English State-to-State for English Language Learners (ACCESS for ELLs) and the Cognitive Abilities Test (CogAT). CAMPUS Program The College Achievement & Multicultural Program for Unique Students (CAMPUS) is an academic and college preparation initiative that serves over 1,000 students in grades 9-12. A high school college access program, CAMPUS is designed to remove barriers and/or meet the specific needs of first-generation collegebound LCPS students. While definitions vary among higher education institutions, LCPS utilizes the least restrictive definition of “first-generation”: neither household parent/guardian obtained a Bachelor’s degree from a U.S. college/university immediately upon completion of high school. 46

Computer Science The Computer Science Office demonstrates a comprehensive approach to integrating and expanding computer science education across all grade levels. Additionally, AI cannot be used as the sole basis for high-stakes decisions, such as grading, student placement or IEP generation, without direct review by a teacher or staff member. Gifted and Talented Education Gifted programs and services are available for students beginning in elementary school. Programs for students in 50

Instructional Assistance Students who are not successful in the regular curriculum or who perform below certain levels on standardized tests receive remedial help in mathematics, language arts and reading through classroom teachers and reading specialists. Special Programs LCPS develops programs that provide multiple opportunities to enhance learning throughout the county. Special programs or academies are aligned with the LCPS strategic framework. Special programs or academies are any programs not part of the standard approved program of studies or that deviate from School Board policy or regulation. They are extensions to curriculum and content that provide students with learning experiences that enrich and expand upon their interests, talents and strengths and prepare them for postsecondary college and careers. The type of credit students receive depends on the specific course offerings. Special programs are available for the 2026-27 school year, emphasizing technical skills, core academics and postsecondary and hands-on learning opportunities. The following programs meet the workforce’s challenges, economic growth and emerging new occupations. Special programs that start in high school include: • Academy of Engineering and Technology (AET): AET is a STEM-focused program that engages students in projectbased learning in engineering, entrepreneurship and computer science, combining rigorous academics with realworld applications. Offered at the Academies of Loudoun (ACL) learning facility, which houses three specialized programs across career and technical education, STEM exploration and advanced academic research opportunities. Students enrolled at ACL attend in person on A or B days and attend their home high school on the alternate days. • Academy of Science (AOS): AOS is a research-driven science program that challenges students with advanced coursework in math, science and research. Access Academy supports students in developing handson experience and industry- aligned skills in information technology (IT), earning college credit and gaining career experience while still in high school. Locations: Potomac Falls High School (grades 9 and 10) and the FUSE Center at Mason Square (grades 11 and 12) • Academy of Global and Linguistic Studies (AGLS): AGLS provides an opportunity for students to become globally minded problem solvers through meaningful engagement in the sphere of international relations and high-need languages. The program offers two pathways: Global Leadership Pathway (Arabic partial immersion) and Global Business Pathway (Chinese partial immersion). Location: Dominion High School • Dual Language Immersion (DLI) – Elementary: DLI is a bilingual education program open to rising kindergartners and first graders. It provides an enriching education that develops fluency in English and Spanish. Students receive instruction in both languages across content areas while building bilingualism, biliteracy and cultural competence. Locations: Briar Woods and Tuscarora high schools • International Baccalaureate (IB Programs): IB is an internationally recognized program that challenges students through rigorous coursework and a global perspective. IB emphasizes critical thinking, intercultural understanding and community service. All registered students in Loudoun County have an opportunity to participate in the IB Program at Heritage, Loudoun Valley, or Park View* high schools using the lottery system. All students at Heritage, Loudoun Valley and Park View* high schools have access to IB classes and the IB Diploma Programme (DP) and the Careerrelated Programme (CP)**. Course progressions have been purposefully designed to make sure students have a pathway to the full IB Diploma or the Career Pathway program. Locations: Heritage, Loudoun Valley and Park View* high schools* Park View High School is a Candidate School for the Diploma Programme. This school is pursuing authorization as an IB World School. These are schools that share a common philosophy of a commitment to high-quality, challenging, international education that Park View High School believes is important for our students.

Students enrolled at ACL attend in person on A or B days and attend their home high school on the alternate days. • Navy Junior Reserve Officer Training Corps (NJROTC): Loudoun County High School is home to the county’s only Naval Junior Reserve Officer Training Corps (NJROTC) unit, open to students from all LCPS high schools. The program develops leadership, character and citizenship through a four-year curriculum grounded in military structure, with no obligation to serve after graduation. Students gain valuable skills through academic study, physical training, community service and extracurricular competitions in areas such as drill, robotics and cybersecurity. Location: Loudoun County High School • Thomas Jefferson High School for Science and Technology (TJHSST): Thomas Jefferson High School for Science and Technology is a regional Governor’s School that offers a highly specialized STEM-focused curriculum for academically gifted students. Loudoun County Public Schools students may apply during eighth grade. If accepted, they become full-time students 56

Virtual Loudoun Virtual Loudoun offers three programs that provide online learning opportunities: Virtual Loudoun Online (VLO), Virtual Distance Learning (VDL) and Virtual Distance Elementary (VDE). • Virtual Loudoun Online (VLO): Virtual Loudoun Online (VLO): VLO offers asynchronous courses through Schoology using content aligned to the Standards of Learning (SOLs). ParentVUE Accounts The Phoenix Student Information System (SIS) is a secure, web-based, internally hosted application. It houses the parent portal, ParentVUE, and the student portal, StudentVUE. Both are available on mobile devices and standard browsers. ParentVUE can be used to report tardies, absences and requests for early dismissal. Parents and guardians can update phone numbers, email addresses and emergency contact information in ParentVUE, as well as view student assignments, assessment scores and grades. Access to ParentVUE is provided through an activation key code in a letter sent to your mailing address after your student has completed registration. Report Cards, Grading Scales and Parent/Teacher Conferences Report cards are posted in ParentVUE four times during the year for grades kindergarten through 12. During the 2026-27 school year, marking periods will end on Oct. 28, Jan. 22, April 9 and June 11. Schoology Supports Access to Learning Resources Schoology is a learning management system (LMS) that connects students, staff and families to content-related information. Similar to a website, Schoology serves as an extension of the classroom and can share announcements, pictures, newsletters, discussions, lessons and videos. Students log into LCPSGo to access Schoology. The difference between Phoenix SIS, ParentVUE and Schoology is that Phoenix SIS and ParentVUE are student information systems (SIS) that contain content like the student’s demographics, parent information, emergency contact information, grades and bus schedules. Schoology is a learning management system (LMS) that populates classes, teachers and students in Schoology from Phoenix. Teachers create the content 60

Child Care LCPS does not provide after-school child care; however, the county’s Department of Parks, Recreation and Community Services CASA program can discuss support options. For information about CASA, call 703-737-8042.

Health Care The health and well-being of students are top priorities. Each school has at least three staff members trained in CPR, application and use of an automated external defibrillator (AED) and first aid techniques. Some elementary schools employ fulltime, trained health clinic specialists under resource nurses and staff supervision. Full-time school nurses serve most elementary schools and all middle and high schools. Contact the school health office directly with any student health concerns.

Educational Stability through McKinney-Vento Act Students in families experiencing housing loss or unstable living arrangements may qualify for McKinney-Vento services. These services may include free school meals, immediate 62

Special Education LCPS provides free, appropriate and inclusive public education to all children with disabilities ages 2 through 21, inclusive, residing in Loudoun County. Special education and related services are designed to meet the unique educational needs of children with disabilities, provide educational opportunities in the general curriculum to the extent possible by each child’s individualized education program and prepare children with disabilities for opportunities in postsecondary education, employment and independent living. Programs offered serve students with developmental delays; intellectual disabilities; emotional disabilities; specific learning disabilities; visual, hearing, speechlanguage, orthopedic and other health impairments; autism; traumatic brain injuries and multiple disabilities. Parents or guardians who believe their child has a disability and may need special education should contact the principal or designee of the school the child attends. In addition, Family Resource Services (FRS) provides parents or guardians with information regarding special education services and coordinated training. Families may contact FRS at 571-252-6540. For students ages 2-5, Early Childhood Identification Services can assist with identifying potential special education needs and educate families about child development and the importance of early intervention. FRS encourages positive working relationships, provides workshops for families and educators to promote an understanding of the special education process and connects families and educators to resources that nurture the academic, social, emotional, health and behavioral skills of children.

Student Mental Health Services Unified Mental Health Teams (UMHT) in each school consist of school counselors, a school social worker, school psychologist, student assistance specialist and an administrator. Other members may include the school nurse or health clinic specialists, attendance officers and behavioral specialists. The UMHT is responsible for coordinating and providing a continuum of school-based prevention and intervention supports and services to address the social, emotional and behavioral needs of students who are experiencing challenges that affect their school functioning. R.I.S.E. Academy (Recovery, Inspiration, Strength, Empowerment) The R.I.S.E. Academy is a specialized program designed for high school students in early recovery from substance use disorders. Students enrolled in R.I.S.E. Academy work toward earning their high school diploma while receiving comprehensive academic, emotional and recovery-focused supports that promote long-term success. The program provides a flexible learning environment that allows students to participate in internships, employment and other meaningful commitments as appropriate. 64

Bus Transportation LCPS operates and maintains a fleet of 750 school buses that travel over 8.0 million miles annually, serving approximately 80,000 students. Home-to-school bus transportation is furnished for students according to School Board Policy 6210. Families eligible for bus transportation are encouraged to visit the Transportation selection in ParentVue and opt in. Each spring, LCPS will email families with instructions for how to make the selection. All students are afforded transportation services for various extracurricular and athletic trips throughout the school year. Schools will send information about extracurricular transportation directly to parents/guardians. Online Auction Beginning the first Monday of each month that there are surplus items for auction, LCPS holds an online auction. These auctions make surplus items available for purchase by the general public. Surplus and obsolete items from schools and administrative offices are processed through the online auction for sale. Details regarding any changes in schedule will be posted on the auction site. To register to bid, please visit publicsurplus.com. School Meals Meals served at school support academic achievement and promote lifelong healthy food choices. School Nutrition Services (SNS) professionals prepare and serve nutritious breakfast and lunch meals daily to students throughout LCPS and offer afterschool snacks and supper meals at select schools across the 67


SUPPORT SERVICES division. All meals served follow recommendations and regulations of the Dietary Guidelines for Americans and the United States Department of Agriculture. SNS serves traditional breakfast in school cafeterias or via school-determined alternative breakfast models, like Breakfast in the Classroom, Breakfast After the Bell, Grab and Go Breakfast and Wellness Breaks. A la carte items meeting Smart Snack Guidelines will be available for purchase during meal service.

School Meals: Food Allergy and Dietary Restrictions School Nutrition Services (SNS) menus are available online which includes nutrition, ingredient and allergen information for the food items. For students who have food allergies and need menu modifications, parents/guardians are encouraged to email mealmodifications@lcps.org with a completed dietary accommodation form signed by a licensed medical provider. From there, a SNS Registered Dietitian will connect with you to provide a modified menu to meet their medical needs. Please note SNS does not serve peanuts, tree nuts, or shellfish. School Meals: Free and Reduced Eligibility Students from households meeting federal income guidelines will qualify for free or reduced-price school benefits, services and additional financial assistance. Students who meet the guidelines for free or reduced-price meals eat in LCPS cafeterias at no cost to their families. Free and reduced-price meal applications must be completed online or on paper. Online applications are available at www.lcps.org/freeandreduced. Technology Support The Department of Digital Innovation (DDI) provides leadership for developing and implementing digital innovation initiatives that enable meaningful, effective and secure technology use throughout the division. Each school or site receives technology support from an assigned Digital Experience Specialist. Staff members or students needing technology support should contact their assigned Digital Experience Specialist through the school’s website. Parents should contact their school directly for assistance. Division staff needing immediate assistance during regular business hours can contact the DDI Technology Support Center at 571-252-2112 or submit an incident in the Technology Support Center portal at supportcenter.lcps.org. Finance LCPS operates on an annual budget adopted by the School Board. Local revenue appropriated by the Board of Supervisors provides the major source of funding. School operating budgets are planned with input from parents and the general public.

Cost Per Pupil The cost per pupil (CPP) to educate students in LCPS is estimated to be $25,490 for the 2026-2027 school year. This figure includes $19,900 for instruction; $2,189 for Operations and Maintenance; $1,202 for administration, attendance and health; $1,201 for pupil transportation; $903 for technology; and $95 for facilities*. The CPP for 2026-2027 may change based on the final appropriation from the County of Loudoun.

School Bond Vote on November 3, 2026 Voters in Loudoun County will consider a school bond referendum during the general election on November 3, 2026. The proposed bond would authorize the county to issue up to $40,255,000 in general obligation capital improvement bonds to support Loudoun County Public Schools. If approved, the funds would be used to finance, in whole or in part, the design, construction, equipping and other costs related to: • LCPS Capital Renewal and Alterations in the amount of $21,245,000 • Design and Construction of VIEW Transition Academy in the amount of $19,010,000 This Special Election is being held in accordance with § 24.2681 et seq. of the Code of Virginia.
