SHAPING THE FUTURE OF OUR INDUSTRY
In our line of work, we do not pour anything without a plan. You do not lay a foundation by guessing — and you sure do not lead an industry by chance. That is why this summer, while most folks were out on the beach soaking up the sun and sipping on something cold, your TCA board was inside — heads down, sleeves rolled, and dialed into a strategy session that is going to shape the future of this industry in Tennessee.
Led by our board facilitator, Anne Ellis, this planning session was not just a meeting. It was a reset. A recalibration. A reminder that if we want to grow, evolve, and lead — then we must be intentional about it. Your TCA board wasted no time establishing our priorities: leadership transition, market expansion, and the future of our workforce.
First, the transition. We are standing at a pivotal moment for our association and our industry. After decades of dedicated service, Alan Sparkman is preparing to retire from his position as Executive Director of the TCA. And while no one replaces a legacy like his overnight, the work of transition is already underway. This is not just about filling a seat — it is about honoring what has been built while steering toward what is next. Updating and formulating our strategic plan for the next three to five years is an important element of this leadership change and will help guide our selection. Your board is committed to getting this right.
Second, growth. There is no reason concrete should ever take a back seat. Our product is the most durable, sustainable, and versatile building
material on the planet — yet we are still fighting for space in specs and design decisions that should already be in our favor. That changes now. We are not going to let outdated perceptions or narrow specs hold us back. That means educating designers, challenging assumptions, and showing the value of concrete in every phase of construction. The board is united: it is time to ramp up our market development efforts.
Third, workforce development. This has been at the top of our list of priorities for a few years now. The next generation is not just going to walk into this industry — they must be actively recruited, properly trained, and incentivized to stay. The introductory workforce initiatives we have started are solid and will have a long-range impact in the years to come. We are keeping our foot on the gas with these initiatives while exploring new ways to introduce young people to career opportunities in the concrete industry. Concrete careers are real, valuable, and needed — and we are going to make sure that message is heard.
Lastly, we are re-examining how TCA operates as a whole. We are aligning our resources, sharpening our priorities, and making sure everything we do is laser-focused on creating collective strength, influence, and support for our members.
Your TCA board is locked in. We are not managing status quo — we are shaping what is next with purpose and grit. Strategy without followthrough is just talk, and we are not here to just talk about the future of this industry. We are here to build it. Let’s get to work.

WHAT ABOUT THE NUMBERS?
Welcome to the summer edition of Tennessee Concrete magazine! This is also our Directory issue. I am pleased to report that TCA continues to add new members at a regular pace. Our total membership is now about 200 organizations that are helping to move the concrete industry forward in our great state.
We are past the halfway point for 2025. Many people expected that by this point in the year, we would have more clarity about the business and construction outlook going forward. But, the key word most are using to describe their future outlook is “Uncertain.” Contractors still report mostly healthy backlogs through 2026. One large contractor recently reported that their backlog is at the highest level ever. On the design side, architects are seeing their backlog of work decrease, especially as you look past the middle of next year. This is worrisome, especially for construction and concrete volumes going into 2027.
We do have some data from the first half of 2025. Here is what the numbers are saying so far. For concrete production in Tennessee, we have cement shipment data through the end of April. At this point our concrete production is running about 10% behind our 2024 production. We continue to see the percentage of production utilizing Type 1L cement increasing, with 95% of cement consumed in Tennessee thus far this year being Type 1L. We know that much of Tennessee experienced unusually high rainfall in the first four months of 2025, so we may see some gradual improvement in the YOY numbers as we get deeper into the construction season.
For residential housing starts we have data through the end of June 2025. As with concrete production, we are seeing a slow down in permit activity year over year compared to 2024 with a 12.2% drop in the number of permits. Market Graphics reports these numbers for five different markets in Tennessee: Nashville (50%), Knoxville (18%), Chattanooga

CARBONATION RESEARCH PROJECT A ONE-YEAR UPDATE
ast year in my summer column I talked to you about the kickoff of our Concrete Carbonation Research Project that is being funded by the Concrete Advancement Foundation. TCA has just completed the 1-year readings for that study. Twentyeight surfaces of concrete core and cylinder specimens were tested for depth of carbonation. The study looks at how concrete carbonation is affected by surface orientation (vertical versus horizontal), exposure to rain, the application of surface treatments such as acrylic and penetrating sealers, and varying amounts of supplementary cementitious materials. In general, the carbonation testing was performed by applying a 1% phenolphthalein solution to a freshly fractured surface of each test specimen. The portion of the fractured surface that turned dark pink/purple was considered non-carbonated. The portion of the concrete that is considered carbonated undergoes no color change. The carbonation depths were determined by measuring from the finished or formed surface down to the pink/purple non-carbonated concrete. I will not go into detailed results in this article; however, the one-year readings have led to some interesting observations. The data is currently under review and once finalized we can provide you with more detail. Our results to date further support some anticipated outcomes such as the following:
The carbonation rate of a dry concrete was higher than the same concrete exposed to rain/water.
The carbonation rate of the low embodied carbon mix was higher than a similar mix using lower replacement rates of supplementary cementitious materials.
Sealers applied to concrete flatwork did have an impact on measured carbonation.
Other preliminary observations although understandable, were not necessarily expected:
Although theoretical carbonation rates commonly used to predict carbonation depths for concrete exposed to rain do not differentiate between vertical and horizontal surfaces, in our study the vertical surfaces exhibited a higher carbonation rate than comparable flatwork using the same mix. This may not be unreasonable since the degree of saturation and time that the surfaces are dry versus damp may vary because of the surface orientation and potential differences in direct sun and rain exposure.
Acrylic sealers and penetrating sealers seem to affect measured carbonation in different ways. One year carbonation depths for concrete sealed with acrylic sealer were almost negligible. Penetrating sealers on the other hand, resulted in higher carbonation depth results. These observed higher readings, however, may be due in part to the hydrophobic nature or chemical make-up of the sealer. If the sealer prevents the indicator solution from absorbing and reacting with the penetrating sealer affected zone the color change from the indicator solution may be prevented or reduced even on uncarbonated concrete thus providing skewed carbonation results. Future year testing should help to provide a clearer picture of how the sealers are affecting long term carbonation.

GROW THE
WORKFORCE OF THE TENNESSEE CONCRETE INDUSTRY
he Tennessee Concrete Association is continuing to have success with workforce initiatives designed to attract the next generation of professionals in the concrete industry. One of our most successful programs, “Skate4Concrete,” continues to see buy-in with over 50 schools incorporating it into their curriculums last year.
S4C uses skateboarding to introduce students to concrete careers, showing them that a college degree is not the only path to success. Students can earn a “Concrete Certificate” upon completion, and can choose to compete in the Mini Concrete Skatepark Competition. Teams apply their knowledge in a Concrete Quiz Bowl and build their own mini concrete skateparks to present to a panel of industry judges.
This year’s competition was held in April at our very own Concrete Industry Management facility at MTSU. Students had a blast competing and received a tour of the CIM program and facilities. Treadwell Middle School (AKA: Half-pipe Kids) took home first place overall. As we ramp up again for this year, we continually seek the support of our members to provide kits and be a resource for high schools competing in your area. Complementing Skate4Concrete is “Concrete Quest,” an interactive online game developed for high school students. This gamified learning experience allows students to explore the concrete industry with three engaging levels, each focusing on a specific section of the concrete industry. As students complete all of the levels, they earn a certificate, which can help them stand out to future employers.
Concrete Quest also offers incentives like gift cards and hats for completing levels, further encouraging participation and sparking interest in the career opportunities within the concrete industry. As of now, we have around 250 students signed up for CQ in Tennessee. Our goal is to keep them engaged and sharing it with friends.
These initiatives, alongside partnerships like “Be Pro Be Proud TN,” demonstrate TCA’s commitment to building a skilled and sustainable workforce for Tennessee’s concrete industry.

EMPOWERING THE FUTURE: A MILESTONE YEAR FOR THE CONCRETE INDUSTRY MANAGEMENT PROGRAM AT MTSU
It’s been an exciting Summer of progress, partnerships, and purpose for the Concrete Industry Management (CIM) Program at Middle Tennessee State University. Among the many highlights, one event stood out as a true milestone: the CIM Ladies in Concrete Experiential Workshop — a day dedicated to empowering the next
generation of women in the concrete industry. The CIM Program proudly welcomed over 325 students from 12 schools to campus for a full day of discovery, innovation, and inspiration. The Ladies in Concrete Experiential Workshop gave these young women the chance to get their hands dirty and their imaginations fired up through engaging, hands-on learning stations. From welding and precast concrete to cutting-edge 3D concrete printing, participants experienced the versatility and excitement of the industry up close.
The day also featured empowering conversations with CIM alumnae and industry leaders, who shared their personal journeys and insights about building successful careers in what has traditionally been a male-dominated field. Their stories resonated deeply, proving that not only is there space for women in concrete — there’s opportunity, innovation, and leadership waiting for them.
BUILDING MOMENTUM THROUGH PARTNERSHIPS
This summer CIM continued to deepen its commitment to community outreach and industry engagement. CIM hosted summer STEM camps for five school districts and welcomed cadets from the Civil Air Patrol, introducing hundreds of students to the science, technology, and leadership opportunities tied to concrete. These camps not only support STEM education but help inspire future CIM students to see the material in new and unexpected ways — from infrastructure and architecture to aerospace and sustainability.
LOOKING AHEAD: GROWTH, SCHOLARSHIPS, AND WORLD OF CONCRETE 2026
As we prepare to welcome students back for the fall semester, we’re already anticipating another record-setting year for scholarships thanks to the generosity of our industry supporters and alumni network. These scholarships are vital in helping CIM students access education, hands-on training, and internship experiences that lead directly to successful careers.
We’re also ramping up preparations for the CIM Auction at World of Concrete, set for January 21, 2026. This annual event is the cornerstone of our fundraising efforts, bringing together leaders across the construction, concrete, and business sectors to support the next generation of CIM professionals.
