LAWRENCE POLICE OFFICER DAVID HOGUE has responded to a dramatic increase in mental health crisis calls over the past several years. Suicide attempts alone accounted for 414 calls to police in 2012.

A year after it was proposed, a plan to have a fenced-in dog park built in Lawrence hasn’t gone anywhere, but another local park looks to be getting an upgrade. A fundraising campaign is underway to get lights built at the Mutt Run dog park near Clinton Lake, which would allow canines and their owners to safely use the space after nightfall. However, more than a year after a local dog owner proposed a fenced-in dog park at Peterson Road and North Iowa Street, Lawrence looks to be no closer to getting one. Maureen Bernhagen submitted the proposal to the Lawrence Parks and Recreation Board in July 2012. She also said she collected the signatures of 750 people who also wanted to see a dog park in town. Bernhagen hoped to have a fenced-in dog park constructed at Peterson Park because she said the one at Clinton Park is intimidating for small dogs like hers and is located inconveniently for many people. Lawrence also has an off-leash dog area at Riverfront Park north of the city limits.

David Hogue had just changed into his civilian clothes and prepared to go home after a day’s work at the Lawrence Police Department when he got the call from his sergeant. Hogue, at the time a crisis negotiator, heard that patrol officers hadn’t been able to draw out a man holed up in his apartment all day with a gun and plans to end his life. Hogue hurried to the apartment and began pulling together details. The man’s girlfriend said that financial problems and a recent arrest caused the man to believe he could no longer pursue his dream of becoming a law enforcement officer. So Hogue approached the apartment and assured the man it was still possible. Unable to make face-to-face contact and unsure of the man’s condition, Hogue continued to talk through the wall for half an hour. To no anBy Caitlin Doornbos swer.

The call, a little less than five years ago, was one of many in an ongoing swell of mental health crisis calls. Police say such calls have doubled in the last decade. In response, law enforcement and mental health care officials have increased training for first-line responders and are working on cultural changes within law enforcement to make it easier and more acceptable for the responders themselves to ask for help.
