Gov. redacts names of applicants for court

TOPEKA — Responding to a request under the Kansas Open Records Act, Gov. Sam Brownback on Wednesday refused to reveal the names of candidates for a position on the Kansas Court of Appeals. Last week, Brownback nominated his chief counsel, Caleb Stegall, to the second highest court in Kansas, saying that Stegall was the most qualified candidate. But breaking with decades of practice, Brownback has refused to reveal the names of other applicants for the job. Stegall The League of Women Voters of Kansas filed a request under the Open Records Act for the schedules of Brownback, Stegall, Chief of Staff Landon Fulmer and the governor’s appointments director, Kim Borchers, from July 15 to Aug. 16 to try to find out who else was interviewed. The Lawrence Public Library will help members of the community get on the same page by handing out free copies of “The Worst Hard Time,� by Timothy Egan, on Massachusetts Street during this week’s Final Friday festivities.

TOPEKA — The Kansas economy is improving but still lags behind pre-Great Recession levels, and it will take several years to determine if Gov. Sam Brownback’s cuts in income and business taxes will create jobs, Kansas Department of Labor officials said Wednesday. In 2012, employment increased from 2011 by 18,100 jobs or 1.4 percent, Labor Secretary Lana Gordon said. “This is the highest job growth the state has seen in the past five years and the Gordon first time since 2007 that job growth has been above 1 percent,� Gordon said during the annual State of Labor report. Kansas’ per capita personal income increased 2.3 percent to an average of $41,835,
