TRAFFIC BACKS UP AT 23RD AND IOWA STREETS in the massive construction zone Wednesday morning. A key turn lane critical to traffic flow at the intersection is expected to open by Sept. 6.

raffic flow at the maze of orange construction cones also known as 23rd and Iowa streets should soon be improving. City officials said construction crews are scheduled to open a key turning lane at the intersection before Kansas University’s first home football

Chuck Soules, the city’s director of public works, said work on other projects around town also is progressing: l Motorists in town for the Sept. 6 football game may want to avoid 12th Street as they travel between downtown and Memorial Stadium. Work is underway to repair the intersection of 12th and Ohio streets, which was badly damaged by a waterline break. Soules said it’s possible the work may be done by the Sept. 6 game, but he is not optimistic. As it stands, motorists have to detour off of 12th Street when they get to Ohio. l Work on the Sixth and Iowa streets intersection is expected to be completed by midOctober. But motorists may want to prepare for a new twist to that project in the coming days. Soules said the exit ramp off of McDonald Drive

that puts motorists eastbound on Sixth Street will be closed in the near future. It likely will remain closed until mid-October. Soules said motorists should watch for signs related to the closure and that they likely will detour onto nearby Rockledge Drive or perhaps could take Iowa to Ninth Street, depending on their destination. l West Lawrence motorists won’t have a roundabout with their Thanksgiving turkey. Plans had called for the roundabout at Wakarusa Drive and Inverness/Legends Drive to be completed by Thanksgiving. But Soules said the project will stretch into December. He said it took longer than expected for utility companies to relocate several lines. Traffic on Wakarusa Drive will continue to be limited to one lane in each direction through the duration of the project.

Topeka — The U.S. Department of Education announced Thursday that it has given Kansas a one-year extension on its waiver from requirements of the No Child Left Behind law and removed the state from the list of those at “high risk of having their waivers revoked and losing federal funds. “We are pleased that the USDE approved our waiver, but we’re even more pleased that we have been able to gain their support for the unique approach Kansas is taking to using student growth in SCHOOLS teacher and leader evaluations, said Brad Neuenswander, interim Kansas Education Commissioner. Under NCLB, all states were supposed to demonstrate by this year that 100 percent of their students were scoring proficient or better on state reading and math assessments by 2014 or risk losing their federal funds. That law was one of the first major domestic policy initiatives of former President George W. Bush, who signed it into law in 2001. It was scheduled for renewal in 2007, but to this date, Congress has not passed a reauthorization bill. As the deadline for achieving 100-percent proficiency neared, the Obama administration began offering states waivers from the law, on the condition that they adopt other education reforms that the new administration Please see NO CHILD, page 2A
