Precinct The Latrobe City sky line is transforming, with construction at the Latrobe Creative Precinct ascending into new heights.

Construction of the Latrobe Creative Precinct, a state-of-the-art performing arts centre, will incorporate a 750-seat venue, multi-purpose meeting rooms, outdoor event spaces and an underground car park.

The Latrobe City sky line is transforming, with construction at the Latrobe Creative Precinct ascending into new heights. The 25 metre fly tower structure has risen from the ground in past weeks. The precision placement of the steel structure, lifted by crane movement, has been a performance befitting of the venue which will play host to an array of productions.

The innovative hardwood products, known as ‘MassLam’ which is an engineered product, will be made from Gippsland harvested Victorian Ash and will see traditional boards of timber glued together under high pressure. The end product is an alternative to steel or concrete and will form an architectural feature within the venue.

The Creative Precinct has entered a new stage with the basement concrete lid completed and installation of the fly tower frame all but complete. Soon you will see the precast panels being erected around the fly tower, and the steel frame for the auditorium will also start to be put up. The auditorium will be the second highest section of the building after the fly tower. The steel frame for the back of house, located to the west and north side of the fly tower, will follow and the venue will really begin to take shape.

The venue will be home to 10 ‘tree components’, with two penetrating the balcony area that looks over the foyer. The prototypes will be reviewed by the design team before mass production and arrival on site later in the year. The production of each of the trees will happen under the watchful eye of TGA Engineering, which will then take the produced pieces from ASH and assemble them before they are transported to the site. Such is the size of these components that each will require a semitrailer truck.

A fly tower is used by theatre companies to quickly change scenes as it allows for stage crew to fly (hoist) curtains, lights, scenery, special effects and sometimes even performers off stage and into the tower, or fly loft, above it. It also allows for lighting to be suspended from beams, directly above the stage, improving the flexibility and use of the theatre.

The construction site continues to be a hive of activity with work advancing under Becon Constructions (Australia) Pty Ltd, with thanks to the efforts of local contractors, including brick-layers, plumbers, steel fabricators, electricians, riggers and mechanical contractors.

This piece of infrastructure will ensure that Latrobe City is home to one of the best regional arts centres in Australia.

After recently rolling off the production line at Australian Sustainable Hardwoods (ASH) in Heyfield, a prototype of the ‘tree’ components of the Latrobe Creative Precinct has been taking shape.

Excavation works for the first stage, and the most visible element of the project to date, commenced in late October. The underground car park and the sub-basement, which sit under the main stage at the eastern end of the excavated area, will house, among other things, the orchestra pit at the front of the stage.

The remainder of the excavated area will be dedicated to underground car parking with a total of 74 spaces including two accessible spaces. A decision relating to

the underground car park operations will be made by Council prior to the opening of the new facility.

The project has been made possible by collaborative investment, bringing together the Australian Government’s Community Development Grants Programme, the Victorian Government’s Regional Jobs and Infrastructure Fund, and Latrobe City Council.

Community-based performers and theatre groups will ply their craft in the custom-built performance space, which remains on target for a mid-2021 completion.

The vibrancy and evolution of Latrobe City requires cultural assets to match the growing and changing needs of Gippsland’s regional city.

The precinct will deliver on the community’s vision to enhance Latrobe City’s reputation as a creative arts and cultural destination. It is designed to attract a greater diversity of high quality productions from around Australia and internationally, ensuring that Gippsland’s regional city benefits from the $30 billion injection that creative industries contribute annually to the Australian economy.

Latrobe City ’s coordinator environment, Sean-Paul Smith, said the community benefits were invaluable.

“Not only will the crew be working on the many areas in Latrobe City that our substantive teams have neither the budget nor time to address, but they will also undertake additional Burgan control in our bushland reserves, and deliver this year’s plantings to offset Council’s fleet vehicle CO2 emissions. The financial and time saving benefits of the project are significant.

“It’s about improving the quality of waterways and lifting the aesthetic of Latrobe City so residents and visitors can feel a sense of pride in their regional city.”

“Of course, the work is not all about dollars and resources, it’s about limiting the environmental damage caused by weeds and rubbish and pollution,” he said.

What is Working for Victoria?

The Victorian Government has provided $500 million to the Working for Victoria initiative to help our community and contribute to Victoria’s ability to respond to the coronavirus (COVID-19) pandemic.

Working for Victoria is part of the Victorian Government’s $1.7 billion Economic Survival Package.

Latrobe City Council has received funding to employ up to 68 people to the end of December 2020 (32 of those are the Bush Crew).

Who are the Bush Crew?

The new recruits, mainly from Gippsland, are workers who have lost their jobs due to the pandemic.

There are four Bush Crews, each with different responsibilities.

Businesses near the Creative Precinct, under construction in Traralgon, anticipate the new facility will bring many benefits to the City and the region.

The precinct is taking shape and will include a state-of-the-art theatre with a 25 metre high fly tower, 750 seats across two levels, conference/meeting rooms, a café and outdoor event spaces, and an entrance foyer.

The precinct is due to be completed mid-2021.

The arts centre is a collaborative project, funded by the Federal Government’s Community Development Grants Programme, the Victorian Government’s Regional Jobs and Infrastructure Fund, and Latrobe City Council.

Gippsland Printers manager Jodie Trease welcomed the Latrobe Creative Precinct as a “fantastic opportunity for Gippsland”.

“Our previous business was located opposite the Wedge performing arts centre in Sale and as event sponsors, we know firsthand how people travelled from outside the area to attend shows, dine and stay in the town.

“The Creative Precinct will be a major drawcard to Traralgon.”

Budget balanced for a future The 2020/2021 Budget, adopted in early August, is prudent yet allows for continued service provision and a capital works program that reflects our regional city status.

Even with a zero per cent rate rise and fees and charges held at the same level as 2019/2020, the budget once again promotes efficient and effective service delivery to residents. It also provides assurance to local businesses for their future stability and success through a package that waives fees and permits and offers grants.

Who doesn’t love a biscuit, especially when they’re baked by The Biscuit Shop at Boolarra.

The family business, run by Jamie and Sarina Sciberras, creates a unique selection of delectable treats that are enjoyed by people across Latrobe City, Gippsland and beyond.

The premium wholesale bakery opened in January 2017 and specialises in Yo-Yo Biscuits, Neenish Tarts, Caramel Tarts and Gluten Free Florentines.

A baker and pastry cook with more than 20 years’ experience, Jamie developed the recipes for his hand-made biscuits and tarts over five years, guaranteeing people will delight in the first bite.

The Biscuit Shop’s famed collection of yo-yos includes such flavours as plain, chocolate, Nutella, 100s and 1000s, chocmint, jaffa and cappuccino.

“We supply to many local cafes, IGA supermarkets, delis, florists, gift box businesses, information centres, leisure centres and general stores, and also to private and corporate clients,” Jamie said.

According to Jamie, being located in Latrobe City has many benefits, not the least of which is an amazing community.

“We opened our doors just before the closure of Hazelwood Power Station and Carter Holt Harvey in Morwell. We had an overwhelming amount of support and encouragement from the community. That support has made our business what it is today,” he said.

Their fresh cuts of pork and small goods, including bacon, kabana, ham, chorizo and kranskies, herald from Landrace and Large Whites pigs.

“Our motto is from our farm to your table, a true paddock to plate experience, where the customer has contact with the farmer and knows where their food is coming from,” Geena said.

Local customers place orders through the Eaglehawk Creek Farm Produce website and pick-up by appointment or at farmers’ markets, including Traralgon’s.

During COVID lockdowns, The Biscuit Shop has expanded its product range by selling yo-yo making kits with everything people need – except butter - to enjoy the process of baking – as well as the outcome.

During the COVID pandemic, the couple has reached new customers by selling through the Victorian Country Farmers’ Market website.

“People can still support us by buying our products at one of our stockists in the Gippsland area. By doing so, those local businesses are also being supported. Private orders can also be made via our Facebook and Instagram online order form. We also love the many wonderful messages of great feedback we receive. They genuinely make our day!”

“One of the biggest things we have done is increase our online presence and create new pathways of people being able to access the produce,” Geena said.

The Biscuit Shop is a business with a social conscience, running a fundraiser to support communities affected by bushfires in East Gippsland last summer and also supplying biscuits for fundraisers for local community and sporting groups.

The Biscuit Shop took a step forward by becoming involved with Startup Gippsland after being advised of the program through Latrobe City Council.

The business mentoring program taught the Sciberrases more about business fundamentals and led to them buying a biscuit depositor that helped automate part of their operation, resulting in business increasing by 100 per cent in just four months.

The Pettigroves recently agreed to supply pork to the restaurant, Farmer’s Daughters, set to open in Melbourne’s CBD. That arrangement grew from connections the Pettigroves made through Latrobe City Council.

When talented local cake maker Lauren Heard was asked by her brother and sister-in-law to make their wedding cake, she decided the time had arrived to venture into her own business, creating cakes for more than the usual family and friends.

Behind a successful food business in Morwell is a family legacy entrenched in quality produce.

“I would always be searching for more opportunities to bake cakes and practise new skills and recipes. I just had to wait until I was on maternity leave to be able to dedicate enough time to starting the business,” said Lauren.

“I try to source all my produce locally. To name a few: Bon in the Garden, Maffra Cheese, Sticky Stuckey’s Honey, Postcode Hives, Tinamba Cheese, local artisans and delis, and Manny’s Market,” Islynde said.

“Now, with two children under two at home, she says “I am very lucky to have such a supportive family to give me the time to bake.”

Island Graze Gippsland is run by Islynde Anne and offers grazing tables, boxes and boards for all occasions, and catering for any event: weddings, parties, corporate events and more.

Island Graze was launched in 2019, inspired by Islynde growing up in a family where family and friends socialised over food.

While the pandemic has forced most of Islynde’s future grazing tables to be placed on hold, other parts of the business have picked up.

“I’ve had so much interest in grazing boxes for contactless delivery for people to enjoy while isolating, including gifts for birthdays, because no-one can visit their friends and family.

“The pandemic has taught me to just not take things for granted. I see so many people struggling and I just like to think how lucky we all really are.”

“We offer the best and juiciest fruits to our customers and they can have full confidence in knowing it is farm fresh and locally grown,” Sandy said.

His famed sourdough bread is made from a mother culture that is 40 years old and he has studied his craft with the world’s best in Europe.

Marcus operates Gippsland Wild Yeast Bakery at Morwell and as a wholesaler, sells direct to farmers’ markets and select businesses in Morwell, Traralgon South, Trafalgar and Warragul.

FIRKIN CELLARS @firkincellars More people have been brewing beer at home during the COVID lockdowns and the team from Firkin Cellars has been there to guide them.

“There have been new people wanting to learn how to brew, through to current home brewers upgrading equipment into all grain brewing, and brewers trying new ingredients and different processes,” Firkin’s Karl Bennett said.

“We’ve been creating custom set-ups of beer dispensing equipment to suit their budget and their space, from simple portable systems and in-house set-ups to man cave set-ups, including restaurants, cafes, sporting clubs, bars and pubs.”

Firkin Cellars, in Morwell, offers everything the home brewer needs - ingredients, equipment and beer dispensing gear – to craft their own beverages at home, whether it be beer, wine, soft drink, mead and more.

“We carry a great range of beer extract tins, beer enhancers, hops, yeasts, essences, grains, all grain brewing systems and kegging equipment, including a complete beer dispensing system set-up.

“We can set people up with a simple brew kit or if they have problems, we are here to help solve them,” Karl said.

Latrobe City Council’s Business Development Team helped the business to establish in 2013 when it was home-based, selling beer and spirits collectible memorabilia: tap tops, advertising, drinkware and licensed merchandise barware.

“I make sourdough from scratch that is free of baker’s yeast, dairy and soy, and is suitable for vegans. There are no added bread improvers or fats,” he said.

Each loaf takes between 24 and 30 hours to make as it’s naturally fermented and hand-crafted.

“It’s the old, old style that I use to make my sourdough.

My bread has lower hydration so you taste more of the bread,” Marcus said.

“It’s rewarding after playing around with the bread to see the final product and to know that nutritionally it’s very good for you as well. I’m conscious about what I feed people.”

His roast pumpkin and rosemary loaves are made with slow-roasted pumpkin that he makes into a soup before baking with it.

The mother culture is fed with flour and water every second day to produce the wild yeast that underpins the distinctive flavour of his loaves. As a result, the bread is not hard on one’s teeth when toasted.

@TSHoneyAU A bee-keeping business at Toongabbie grew from a father introducing his daughter to hobby bee-keeping during her teenage years.

That daughter, Simone Krejzlik, now runs T&S Honey, a small-scale beekeeping business providing Gippsland-based honey and beeswax products, including candles and lip balms.

“Combining a love of plants and animals to produce a great universal food product was ideal. Having the ability to produce honey how it should be was our goal.

It’s honey that is not imported and not adulterated in any way, and we produce a range of Gippsland honeys,” Simone said.

“Latrobe City is the centre-point of great native honey sources and has a fantastic community interested in local products and willing to support local businesses.”

Simone’s customers love their honey for many reasons; some want honey for their toast, while others substitute it for sugar when cooking or baking.

The first batch of honey from T&S Honey was available just as COVID-19 hit Australia, prompting Simone to change the entire business plan from market-based sales to retail stores, wholesale, online sales and delivery.

“COVID has taught us to always be ready to adapt to the changing environment and work on the positives without getting hung up on the negatives. We’ve also learnt not to be afraid to approach other businesses in the same situation to work together or bounce ideas off,” she said.

“We are still trading online via Facebook and via our retail outlets: Gippsland Meat Wholesaler at Traralgon, Toongabbie General Store at Toongabbie, Geddes Meats at Heyfield, Timberline General Store at Heyfield, Briagolong General Store at Briagolong, and Geddes Meats at Sale,” she said.

Narkoojee winery at Glengarry is raising a glass to a successful family operation.

“During COVID, people can still support us by buying directly through us, whether it is via our website or our social media sites. We have set up Click and Collect and we deliver,” Deanna said.

Big dreams behind Little House Abby McCullough wasn’t going to let the COVID-19 pandemic hinder her dream of expanding her business, This Little House in Traralgon.

Abby had already committed to buying Shops 5 and 6 in Seymour Arcade and despite the blows the pandemic was dealing to economies world-wide, she believes her decision to continue to grow her homewares and lifestyle shop was the right one.

The store remains open during the pandemic, albeit at reduced hours, and offers online sales via a website, plus a vibrant social media presence. Abby is willing to deliver within Traralgon for free and by arrangement throughout broader Latrobe City.

“It was a risk we wanted to take because the shop we were in was too small, and I love the arcade because it has a retro feel and there is nothing else like that in Traralgon. I do not think there is ever a bad time to buy in property.”

Pop-up stalls are proposed post-COVID. “Since I’ve opened I’ve had many people approach me to put their products in my store and I think there is a real need for it because there are lots of creative people in Gippsland.

The doors of the Latrobe Regional Gallery may be closed to the public during Stage 3 restrictions, but the thought-provoking artworks behind the gallery’s walls are still available for art enthusiasts to appreciate.

The Morwell gallery is using innovative ways to bring the joys of art into the public sphere, offering video walkthrough of exhibitions online, as well as interviews with artists and at-home art activities.

One current exhibition is “Do You Remember? – an Exhibition of Childhood Memories” by John Abery of Hazelwood South.

Abery remembers the perspective that a child has of the world: a place of large and wonderful things.

This highly playful exhibition includes a large tricycle, Meccano Truck, Teddy, Lego Man, spinning top and a trinket box containing many wonderful treasures.

The trinket box and its oddments allow for fun play beyond the imagining of adults.

A sculptor working primarily with timber and steel, Abery creates indoor works such as those on exhibition at Latrobe Regional Gallery, as well as large outdoor works that adorn his property. The art Abery creates is highly crafted and wellmade, reflecting his love for working with materials.

Abery’s exhibition began on 15 August and continues until 8 November.

While COVID-19 restrictions are in place, the gallery program will focus on collection and local exhibitions.

Future Morwell:

A Sustainable Town, A Tourist Town, A Liveable Town

‘Future Morwell’ is about taking steps to create a brighter future for our town and our region. This State and Federal Government funded suite of projects is led by the Future Morwell Committee and delivered in partnership with Latrobe City Council.

The project will deliver a series of projects to reshape Morwell.

In addition to the urban design and beautification projects, a range of other projects have received Victorian Government support through Future Morwell including a campaign to promote the town as a destination for tourism and investment, an events project to brand Morwell the ‘Town of Gardens’, and the Morwell City Entrance Project.

Town of gardens, art and industrious spirit The move to rebrand Morwell into the Town of Gardens signifies a shift from its industrial heritage towards a green, healthy city designed to boost community pride, attract tourism and promote investment and growth. The new town entry sign was installed on the Princes Freeway in June 2020.

Business-owners are loving the new look Morwell CBD The revitalisation of Commercial Road and Tarwin Street delivered new public open space by creating 12 parklets and a community gathering space in Tarwin Street, complete with a shade structure, café seating and casual seating.

These spaces will entice people to gather and encourage events to be held in the area, whereas in the past these areas have largely been used for transport.

The project also created more than 500m 2 of feature gardens, with additional areas of garden throughout.

To bring Morwell into the future, the project included a sensor that counts pedestrians on the street and LED street lighting that can be programmed to be dimmed or brightened. These lights also have the capacity to be fitted with motion sensors at a later date, enabling lights to brighten automatically when someone walks beneath them.

There is also decorative lighting within parklets, free public wifi and wireless mobile phone chargers integrated into street furniture. The chargers are yet to be activated and will be turned on over time. All parklets have access to 240 volt electricity for the staging of events. Three-phase electricity can be accessed at Legacy Place and Gathering Place in Tarwin Street.

All parklets have an in-built watering system to supply trees and flower beds. Furniture to be installed in The Gathering Place will be movable to make way for special events.

The project will encourage people to visit, walk and spend time in the heart of Morwell. The vision for a village atmosphere will appeal to residents and visitors alike, now and into the future.

“Initially, some locals were critical of the project and the inconvenience it was causing.

As we battled on through the construction, attitudes slowly changed and now nearing completion the potential of the project is shining through.

Morwell Town of Gardens is an idea for Morwell we can all be proud of and the Commercial Road rejuvenation has been a great place to start. “I think the works look pretty good and hopefully people will get on board with it and promote it. For us, to have the new seating area up the road will be beneficial because people can go up there and have their lunch and coffee. Once the plants are growing and the road is resurfaced, it will look even better.

Once the laser-cut panels go in between the bollards, it will be good too. It will be more private and colourful.”

HELLOWORLD TRAVEL Irene O’Donnell, owner of Helloworld Travel at Morwell, said the Commercial Road works were uplifting for the community and her team.

“They will benefit my team by providing a nicer environment for them to spend their lunch break in. The works may also encourage more Morwell locals to visit downtown and be proud of the new landscape.”

Irene said construction took longer than expected and that temporary fencing in place during the works deterred clients from accessing the business.

MANNY’S MARKET Manny’s Market Morwell is an iconic business of Commercial Road and owner George Labros said the streetscape works have “come up nice”.

“Once the bitumen goes down it will look nicer and in a few years’ time when the trees grow, it will look beautiful. It will make Morwell more inviting, a more pleasant town to drive through.”

George said the Manny’s liquor shop often lost trade on Friday and Saturday evenings due to temporary fencing in place during construction, but kindly acknowledged “you can’t have progress without a little bit of down-time in the process”.

Animals at the Latrobe City Council pound have more room for exercising and socialising following a $130,000 redevelopment that included: • An extra cat room that not only provides additional space for cats, but allows socialising for healthy animals and lets people who want to adopt a pet view the animals and interact with them in a pleasant and safe environment • Air conditioning to all cat rooms to improve comfort and health outcomes.

• Two dog runs for exercise and social enrichment, as well as a secure area for people hoping to adopt an animal to interact with the dogs.

The redevelopment means the facility is a more comfortable and welcoming place for the animals, who may find a stay here to be a traumatic experience – especially if they are separated from their owners. SAVE THE DATE The 2020 International Rose Garden Festival will be a hybrid style event encompassing a light installation in the rose garden and an online virtual event live broadcast on 14 and 15 November.

The AGL Mid-summer Night Light Show will run over two nights and showcase the top half of the rose garden. Locals will be invited to stroll through the garden (subject to COVID-19 restrictions) between 7.30pm-10.30pm over the weekend.

The virtual event will feature many of the previous festival elements such as talks, workshops, stalls and children’s entertainment however the new and exciting element of the virtual experience is that it is interactive for viewers, allowing them to engage with the presenters, post questions, and take part in polls and video chats, all from the comfort and safety of their homes, anywhere in the world.
