THE YRA WELCOMES YOU TO THE 2013 RACING SEASON Welcome to the YRA’s 2013 Racing Season! As always, we’ve got racing opportunities for everyone, whether you sail a multihull, a classic woody or a one design boat, sail on the ocean or under PHRF in the Bay. For 2013 the YRA Racing Season offers four different racing options: • Party Circuit: includes our three marquee weekend regattas as well as the Summer Sailstice Race. • YRA Series: a four-day Series with one race day each month starting in May and running through September. • OYRA: nine fully crewed ocean races this year, and a shorthanded division. • Wooden Boat Series: a full schedule of in-the-Bay racing for Bears, Birds, IODs, Folkboats and Knarrs. You can find information on the different racing series in this publication and on the YRA website, www.yra.org. Also this year we are going completely electronic. All entries will be handled through the YRA website using the Jibeset system. We encourage everyone to get a YRA membership and sign up to race. Your membership, support and participation in the YRA helps us do everything we do. And we do a lot: • Administer the local PHRF database; more than 700 certificates were issued in 2012. • Coordinate with the U.S. Coast Guard to process event permits – more than 850 permits in 2012. • Maintain racing buoys in the Bay. • Host the US Sailing Area G Appeals Committee. • Advocate for sailing and racing in the Bay Area. • Offer great racing. As always, we want to thank the YRA member Yacht Clubs and their Race Committees who are sponsoring this year’s YRA Races. We couldn’t do it without you and your support. Thank you for participating in the YRA! We offer a choice for racing both on the Bay and on the local ocean! SERIES INFORMATION The YRA Party Circuit •

Includes the 3 marquee YRA Weekend Regattas plus the 1 day Summer Sailstice Regatta. Weekend regattas are The Great nd Vallejo Race, the YRA 2 Half Opener, and the YRA Season Closer. The three weekend regattas features 2 days of racing and a party at the host club Saturday night. All 5 races ar e longer, destination style races. There are 6 Divisions available for each Regatta: PHRF, Sportboat, One-Design, Double/Singlehanded, Non-Spinnaker & Multihull. Divisions ma y b e split into multiple fleets to ensure competitive racing.
The YRA Series • • • • •
In the Bay racing for boats with a current NCPHRF rating certificate (HDA) or for One-Design classes (ODCA). The series consists of 4 race days- YRA 1, YRA 2, YRA 3, YRA 4. Multiple races may be held on each race day. HDA Divisions are determine d by grouping similarly rated boats. YRA Series Racers are invited to race in the Crewed Lightship ocean race for an additional $5.00. Additional OYRA equipme nt requirements must be met. See http://www.yra.org/OYRA/ocean_safety.html. One-Design starts are available for any fleet that signs up for the ODCA season, or, gets at least 5 boats to sign up for a single race day. If you are not sure if your One-Design fleet is a current ODCA fleet, or would like to sign your fleet up for ODCA, please contact the YRA office at (415) 771-9500 or info@yra.org.

In 2013, ther e are 9 ocean races ranging from 25 to 60+ nautical miles. OYRA racer s are invited to race in the Great Vallejo Race for only an additional $5.00! Racers will be divided i nto divisions determined by the OYRA board. Racers can also choose to race in the Short Handed division:

YRA Sailing Instructions are available on the YRA website at www.yra.org. Sailing instructions are normally posted approximate ly 2 weeks prior to each race. If you do not have access to the internet and need to have your race instructions mailed to you, ple ase contact the YRA office at (415) 771-9500 or info@yra.org Entries for a series, or individual regatta, must be received by 5 pm the Monday before the race or a $35 late fee will be applied. No entries wi ll be accepted after 5 pm the Wednesday before a race. A YRA sailing membership and a membership in a YRA member yacht club is required to register a boat for any YRA series. A YRA membership is required to race in any individual YRA Race, but one time racers do not need to belong to a member club. The YRA Offers a discount on all race fees to US Sailing Members. YRA Racers are eligible for a discount on US Sailing Memberships through the Golden Anchor Program. US Sailing Memberships can be purchased online at http://www1.ussailing.org/membership/MPP/Default.aspx?ycid=101132Z. Sailors enteri ng the OYRA Season, or any individual OYRA Race, must submit complete an online crew & boat registration form through j ibeset.net before each ocean Race. AMERICA’S CUP 34 Not only will the 34th America’s Cup competition be the most prestigious sailing event ever staged on San Francisco Bay, but it’s sure to be a whole lot of fun for all who turn out to watch its fast-paced action. As the event’s organizers often point out, never before has an America’s Cup venue provided better viewing opportunities than here in the Bay’s Oracle Team USA tests Bay waters. “spectacular natural amphitheater.” And never before have organizers gone to such extraordinary lengths to make the Cup and its associated activities more appealing to the general public. Below is a quick reference guide to upcoming Cuprelated events. America’s Cup Basics After the Golden Gate YC’s team BMW Oracle Racing won America’s Cup 33 in Valencia, Spain (2010), San Francisco was announced as the site for AC 34. The defender (ORACLE TEAM USA), working with the Challenger of Record (Artemis Racing) defined the design parameters for the upcoming competition, ultimately selecting the revolutionary AC72 catamaran design, which will be faster and more physically demanding than any previous AC boat type. Each AC 34 team must build its boat’s hulls in the team’s home country, and, if they choose to, each team may also build a second boat for training purposes. As always, challengers will compete in the Louis Vuitton Cup match-racing elimination series, which is slated to begin in July. The eventual winner will face ORACLE TEAM USA in the America’s Cup 34 Finals, beginning in Page 28 •

There are four official challengers: • Emirates Team New Zealand • Artemis Racing • Luna Rossa Challenge 2013 • Team Korea About the AC72s The use of these 72-ft catamarans will truly bring America’s Cup racing into the realm of ‘extreme sports’ for the first time. With hull lengths of 72 feet and beams of 46 feet, these purpose-built speed machines employ 131-ft wing masts that harness enough wind power to travel at twice the apparent wind speed. In San Francisco Bay’s normal summer winds, speeds could be in the mid-40-knot range, or higher. Added together, the wing and gennaker have a ‘sail’ area of more than 6,000 square feet. In an effort to bring race fans as close to the onboard action as possible, each boat will carry video cameras and microphones. The America’s Cup World Series Unless you’ve been hibernating under an overturned dory somewhere, you know that 2012’s America’s Cup World Series on San Francisco Bay (aboard AC45 cats) produced some of the most exciting racing ever seen here. As was widely reported, those events

The Red Bull Youth America’s Cup One thing that AC 34 organizers are very proud of is that this edition of Cup events has a greater commitment than ever before to developing young sailors into world-class athletes. The centerpiece of this effort will be the first-ever Red Bull Youth America’s Cup, which will culminate in a series of races aboard AC45 cats that is scheduled for early September, just prior to the America’s Cup Finals. During the lead-up to that event, many teams of top young sailors will vie to be included in the competition. Some will be sponsored by AC and/or ACWS (adult) teams, while others will be selected from hundreds of applicants at the RBYAC Trials in February. — latitude 38/andy

2013 FLEET SCHEDULES Sailing Instructions for all YRA regattas and races are posted on www.yra.org, the YRA website. Sailing Instructions are normally available two weeks prior to the start of each race. Racers entering an ocean race or an ocean series must comply with the specific OYRA Minimum Equipment Requirements, including the requirement for a 406 EPIRB or PLB. No later than the Thursday before EACH race, sailors must complete the online Crew & Boat registration form through www.jibeset.net. Please refer to www.yra.org/OYRA/ocean_safety.html for more information on ocean racing requirements. Single Race Entries are due by 5:00 p.m. the Monday prior to the race. Entries received after 5:00 p.m. Monday may incur a $35 late fee. Entries are not accepted after 5:00 p.m. the Wednesday prior to the race.

MINIMUM EQUIPMENT LIST The following equipment shall be required for all yachts racing in YRA events. 1. USCG-approved life jackets for each member of the crew. If the ‘Y’ flag is displayed, USCGapproved life jackets shall be worn while racing. 2. One horseshoe life ring or 18-inch diameter USCG-approved ring buoy. 3. USCG-approved (or equivalent) fire extinguisher as required by USCG rules, readily accessible. 4. One manually-operated bilge pump. 5. One suitable anchor and cable. 6. Fog horn. 7. Marine compass. 8. Suitable charts for piloting. Racers entering an ocean race or an ocean series must comply with the specific OYRA Minimum Equipment Requirements, including the requirement for a 406 EPIRB or PLB. No later than the Thursday before
EACH race sailors must complete the online Crew & Boat registration form through www.jibeset.net. Please refer to www.yra.org/OYRA/ocean_safety.html for more information on ocean racing requirements. Contestants are reminded that conditions on San Francisco Bay are quite unpredictable, and winds in excess of 30 knots are not uncommon. The US Sailing rules state: “It shall be the sole responsibility of each yacht to decide whether or not to start or continue the race.” We would further remind all sailors that, as provided in US Sailing rules: “Every yacht shall render all possible assistance to any vessel or person in peril, when in a position to do so.” We will trust that all contestants will do everything in their power to make our sport of yacht racing as safe as it has been in the past. Note that 406 EPIRBs or PLBs are required equip-
ment on OYRA races and many other ocean races!

Latitude 38’s Basic Racing Guidelines Since sailboat racing is a recreational sport, we think the number one rule should be to have fun. Beyond that, some basic guidelines help prevent collisions and ensure that racing is both fun and fair. Below is an outline of the ten basic rules which cover most racing situations. For completeness and total accuracy, refer to Racing Rules of Sailing 2013-2016, published by US Sailing. See www.ussailing.org/rules for details. 1. Port tack keep clear of starboard tack.

2. If boats are on the same tack, and overlapped, the windward boat must keep clear of the boat to leeward. 3. If boats are on the same tack, a boat clear astern must keep clear of a boat clear ahead. 4. When tacking or jibing, keep clear of boats on a tack. 5. Avoid collisions. If you have the right of way and hit the other boat, causing damage or injury, you both will be penalized. 6. Don’t obstruct. Don’t make it hard for the ‘keep clear’ boat to do so. (No hunting allowed.) 7. Sail the course prescribed. You have to round the marks in the directions specified in the sailing instructions and can’t touch a mark. 8. Proper Course (same tack, within two hull lengths). If the leeward boat came from astern, leeward boat shall not sail above its own proper course during the overlap. (Remember that windward boat still has to keep clear, even if windward is forced above what it believes is windward’s proper course. Leeward still has right of way.) 9. Give room at marks and obstructions to yachts overlapped on the inside, except: a. When the overlap did not exist before the lead boat reaches the three-boatlength zone. b. When approaching a windward mark on opposite tack. c. At a starting mark surrounded by navigable water. That is, you don’t have to let a barger in at the start except to avoid collision (then protest). 10. Acknowledge your fouls and protest those who don’t. 2013 YRA PARTY CIRCUIT Three great regattas plus a bonus race!

Welcome to the 7th year of the YRA PC Series! This great series gives you three weekend regattas plus an additional race day in June! The PC Series consists of the three marquee YRA events – the Great Vallejo Race, sponsored by the Vallejo Yacht Club, the 2nd Half Opener, sponsored by Encinal Yacht Club, and the Season Closer, sponsored by Corinthian Yacht Club. Each weekend regatta features a long distance race on Saturday, a party at the hosting club Saturday night and a shorter race on Sunday. The Summer Sailstice Regatta, hosted by South Beach Yacht Club, is a one-day race only and is part of the global holiday of Summer Sailstice. The after-party for the Summer Sailstice race is hosted by Encinal Yacht Club. The Summer Sailstice after-party is actually the Summer Sailstice San Francisco Festival, guided by a committee of sailing organizations and businesses. It’s Northern California’s largest on-the-water celebration for everyone who loves harnessing wind, water, sun and sails to power their fun! You can get more information on the Summer Sailstice holiday and the San Francisco Festival at Encinal Yacht Club online at the Summer Sailstice website, www.summersailstice.com. There will be six divisions for each regatta: PHRF, Sportboat, One-Design, Multihull, Short-Handed and Non-Spinnaker. We’ll then divide up each division into as many fleets as needed to create good racing. The three weekend regattas plus the Summer Sailstice race only cost $150 when you sign up for the entire series. We think the PC Series is the best racing value on the Bay! If you were to sign up for each race individually it would cost you almost $300. You can also sign up for the YRA Series (HDA & ODCA) and add the PC Series for a grand total of only $180 – that gives you 11 race days for about $16 a race. We’re pretty sure that’s hard to beat! RRS 4.2 is modified to state, penalty points will be added to the number of boats that came to the starting area plus one for OCS, DNF, DNS or RAF (prior to protest hearing), plus two for DNC, and plus three for DSQ. A DSQ for Safety Violation is considered as a (DNE) in addition to RRS 89.3(b). Ties will be broken in accordance with RRS A7 or A8 as appropriate. RRS A9 is deleted. 11.2. The Handicap fleets will be using the Time-on-Time (TOT) system of scoring. 12. COMMUNICATIONS 12.1. RRS 25 is changed to allow for on-the-water radio communication between the Race Committee and racing boats on the VHF channel specified in the Sailing Instructions for that day. The RC may hail OCS and may advise the fleet starting order by loud hailer and/or VHF radio. 12.2. Participating boats must notify the Race Committee if they are dropping out of the race or will be unable to finish the race within the stated time limit found in the Sailing Instructions. 13. MINIMUM EQUIPMENT LIST 13.1. Comply with the United States Coast Guard’s equipment requirements for recreational vessels. 13.2. USCG-approved life jackets for each member of the crew. 13.3. One horseshoe life ring or USCG-approved ring buoy. 13.4. A USCG-approved fire extinguisher, readily accessible. 13.5. A manually operated bilge pump. 13.6. Suitable anchor and cable. 13.7. Fog horn. 13.8. Marine compass. 13.9. Suitable charts for piloting. 14. DISCLAIMER OF LIABILITY 14.1. Sailing is an activity that has an inherent risk of damage and injury. RULES 1.1. These races will be governed by the Racing Rules of Sailing, 2013-2016 (RRS), the Prescriptions of US Sailing, this Notice of Race, and any Rules modified by the Sailing Instructions for OYRA races. 1.1.1. Between the hours of sunset and sunrise, as recorded in any standard tide and current book for San Francisco Bay, the Steering and Sailing Rules from IRPCAS (International Rules for Prevention of Collisions at Sea, effective 1977) and UIR (the Unified Inland Rules, effective 1981) shall replace Part 2 of the RRS. Preamble to RRS Part 2 still applies. Competitors are advised that non-competing boats are not governed by RRS and that IRPCAS or UIR govern meetings with non-competing boats. 1.1.2. The 2013-2014 ISAF Offshore Special Regulations Governing Offshore Racing for Monohulls and Multihulls, Prescriptions for Category 2 Racing, as modified by the “OYRA Minimum Equipment List,” shall apply. 1.1.3. 406 EPIRBs or PLBs are required to compete in all OYRA Races. 1.1.4. RRS 40 is deleted and replaced with, “All competitors shall wear life jackets or adequate personal buoyancy while on deck.” Note that Flag Y will not be displayed. 1.1.5. RRS 41(d) is modified to include the use of cell phones and other Internet devices to obtain NOAA weather and buoy information. 1.1.6. RRS 44.2 is not in effect. Penalties shall apply under RRS 44.3 using a penalty of 20% of the number of boats that came to the starting area, but not less than one, nor worse than DNF. This changes RRS 44.3(c). 1.1.7. RRS 52 is modified to allow boats the use of powered winches, powered hydraulics, or powered furling devices as long as those boats have declared this information on their PHRF application. Only those boats that have declared this equipment and have been rated accordingly can sail in this configuration. 1.1.8. RRS 77 is deleted and replaced with, “All mainsails and head sails larger than 125% must carry sail numbers identifying the vessel. The number on the mainsail and all headsails must be the same as on the entry form. Spinnakers need not carry sail numbers. 1.1.9. RRS 89.2 (a) is deleted and replaced with, “Sailing Instructions, Notice of Race, Minimum Equipment Requirements, Boat/Crew Information and Statement of Compliance Forms, Entry Forms and other related material may be downloaded from the YRA website.” 2. ELIGIBILITY 2.1. All monohulls with a valid NCPHRF Certificate and multihulls with a valid BAMA Certificate, which are equipped for offshore sailing, including having a 406 EPIRB (or PLB), are invited to compete in the OYRA Series of races to be held on the ocean waters surrounding San Francisco Bay. 2.1.1. Monohull boats must have an enclosed cabin, a minimum overall length of 20 feet, and a displacement of 2,000 lbs. empty. Multihull boats shall have weather-tight enclosed accommodations for the crew and shall have the ability to float in an inverted position indefinitely. 2.1.2. All boats must meet the Minimum Equipment Requirements and all standards set forth by the OYRA. Minimum Equipment Requirements can be found on the YRA website. 2.2. All OYRA competitors must: 2.2.1. Be members of YRA. 2.2.2. Be members of a Yacht Club (YC) belonging to the YRA. 3. REGISTRATION 3.1. This online form will include a statement that the vessel has complied with all requirements of the OYRA Minimum Equipment List. Failure to complete the online Boat/Crew Registration will result in a boat being scored DNS. 4. FEES 4.1. Entry fees and deadlines are outlined on the YRA entry form described in Paragraph 3.1. 5. 2013 RACING SEASON NOTICE OF RACE Organizing Authority: The YRA of San Francisco Bay 1.0
RULES 1.1 Races will be governed by the rules as defined in The Racing Rules of Sailing for 20132016. The Sailing Instructions replace the YRA Standing Sailing Instructions. 1.2 RRS 40 is changed as follows: All competitors are required to wear life jacket or other adequate personal flotation device while racing.
2.0
ELIGIBILITY AND ENTRY 2.1 Members in good standing of the following classes are invited to participate: BIRD, FOLKBOAT, IOD, KNARR and BEAR. 2.2 Eligible boats may request that entry forms be sent from the YRA office. They are also available on the YRA website, and in the Latitude 38 2013 Northern California Sailing Calendar and YRA Master Schedule. 2.3 In order to avoid a late fee, entry forms and fee must be received at the YRA office by 5:00 p.m., Monday, April 8, 2013, to enter the full season; and thereafter by 5:00 p.m. the Monday preceding any race, to enter the remainder of the season. 2.4 If an entry form and fee is received after 5:00 p.m. on the Monday preceding the full season, or after 5:00 p.m. on the Monday preceding any race for the purpose of entering the remainder of the season, such entry form and fee must be received by 5:00 p.m. the following Wednesday and include an additional late fee of $35. 2.5 The normal WBRA entry fee is $200, which includes a required YRA membership. WBRA Members are also eligible for a discounted US Sailing Membership through the Member Partner Program. Member Partner US Sailing Memberships must be purchased online. A link to the customized WBRA US Sailing Membership page can be found on the YRA website and in the confirmation email you will receive from the YRA after completing your entry into the WBRA. An entrant who has previously paid YRA membership dues for the current year is eligible for a $50 adjustment.

MANAGEMENT 3.1 Each race shall be under the management of a race committee of the sponsoring yacht club. 3.2 Sponsoring Yacht Clubs, Class Officers, and WBRA Officers are listed in Appendix A.

MINIMUM EQUIPMENT LIST 5.1 Boats must comply with the United States Coast Guard’s requirements for recreational vessels, and minimum additional equipment as follows: (1) USCG-approved life jackets for each member of the crew; (2) one horseshoe life ring or USCG-approved ring buoy; (3) a USCG-approved (or equivalent) fire extinguisher, readily accessible; (4) a manuallyoperated bilge pump; (5) suitable anchor and cable; (6) fog horn; (7) marine compass; and (8) suitable charts for piloting.

SCORING 6.1 The Low Point Scoring System RRS A4.1 will be used to score finishing boats. 6.2 RRS A9 will apply. RRS A4.2 is deleted. 6.3 For the purposes of qualifying the fleet for the season, a race that is abandoned shall be listed as a valid race for any boat that came to the starting area.
7.0
SAILING INSTRUCTIONS 7.1 Sailing Instructions, notices to competitors, and changes to the Sailing Instructions will be posted on the YRA website, www.yra.org, to be downloaded by the entrant. 7.2 Entrants may request that Sailing Instructions, notices to competitors, and changes to the Sailing Instructions be sent by U.S. Mail. This request may accompany their entry or thereafter, but must be in writing and include name, boat name, sail number, and address.
8.0
COMMUNICATIONS 8.1 RRS 25 is changed to allow for on-the-water radio communication between the Race Committee and racing boats on the VHF channel specified for that day in the WBRA Sailing Instructions. In addition to the normally displayed signal for boats OCS, the RC may hail OCS boats by loud hailer or VHF radio. Additionally, for the second race, the RC may advise the fleet starting order by loud hailer and/or VHF radio.

DISCLAIMER OF LIABILITY 9.1 Sailing is an activity that has an inherent risk of damage and injury. Competitors in a YRA event are participating entirely at their own risk. See RRS 4, Decision to Race. The race organizers (organizing authority, race committee, protest committee, host club, sponsors, or any other organization or official) will not be responsible for damage to any boat or other property or the injury to any competitor, including death, sustained as a result of participation in this event. By participating in this event, each competitor agrees to release the race organizers from any and all liability associated with such competitor’s participation in this event to the fullest extent permitted by law. Many offer scholarships, and with rare exception, you don’t need to have your own boat. Unless noted below, club membership is not necessary. High School sailing for students in grades 9-12 takes place around Northern California in the Pacific Coast Interscholastic Sailing Association. If your high school doesn’t have a team – or enough students to field a team – don’t fret. Most programs allow students from several schools to form a single team. SAN FRANCISCO BAY These current charts show direction and speed of the tidal current for each hour of current at the San Francisco Bay entrance. The charts depict the flow of tidal currents under normal weather conditions. Strong winds and freshets, however, bring about non-tidal currents which may modify considerably the speeds and directions shown in the charts. USE OF CHARTS The chart to be used for any specific time is determined by obtaining the difference between the desired time and the time of the nearest Maximum Flood or Maximum Ebb for the Golden Gate. The chart with the title that agrees most nearly with this difference is the one to be used.

Of all the safety equipment on your boat, your VHF radio is probably the most effective and essential. Because VHF uses common frequencies, it’s important to remember a few rules of marine radio etiquette: • Radio checks, which should be performed at least every time you leave your slip, should always be conducted on channel 9, never on channel 16. • Before hailing another station on channel 16, listen for at least one minute before keying your mic, so as not to “step” on radio traffic that’s already underway. • Speak slowly and pause for at least a minute between hailing attempts. • Always start on the “low” power setting. • Don’t use the radio if you have nonemergency traffic that can be accomplished with a mobile phone.
