In the not-so-distant past, the road to matrimony often involved an unexpected detour for many couples: the blood test. Before saying "I do," lovebirds were required to roll up their sleeves and undergo a medical examination that involved drawing blood. Should we still consider factors like health, genetic compatibility, and blood relations before exchanging vows? Let’s talk about it…

Lynda Lynn: “It was for having children. There are some blood incompatibilities but medicine has evolved and they can manage pregnancies better.”

Sandy Tapia: “Me with my first marriage.”

Feliz Flores: “ME!”

Robert Salcido: “It was done as a health measure to ensure the couple didn't have syphilis. I've also heard it was to ensure the couple wasn't related.”

Sally Keen: “Yes!! We had to and yes I wondered about that!!”

Mikey Barrera: “It was required to reduce inbreeding and medical costs associated with the long term effect of care for an inbred child; you kissing cousins!”

Anthony C. Tobias: “Well yes, but I would think couples would do that on their own before getting married. But many people

just don't use common sense. Not sure if the Catholic church still has required premarital classes. I remember attending these classes with about 25 to 30 other couples. I remember we used to fill out a questionnaire asking basic questions. Do you both plan on working after marriage? Do you plan on having any children? Where do you plan on living after you get married? What do you expect of your partner? Yvette Tello, I could not believe that almost half of the couples getting married hadn't even discussed issues like this. I understood why the divorce rate was increasing so much. Please understand that was almost 40 years ago. If anything that would be a good question to ask. If they believe that it is important to discuss these types of issues before they're even engaged?”

Ramon Chapa Jr.: “Mental Health tests make more common sense!”

Lori Lucas: “It should have been a lie detector test!”

Karona Reece:”They should start doing DNA testing now before marriage. Too many baby mamas and baby daddys running around. They need to make sure they’re not siblings. It’s getting to the point that our future will be an inbred society.”

April Gansmann: “They need to start doing that again.”

Sue Slowey: “Well nowadays a lot of people have children before they are married!!!!”

Jeanie Barnes: “That is how I knew my husband Gary loved me. He was terrified of needles. We were married in 1973.”

Izola Price: “I think that was done so you don’t marry a relative.”

Bonnie Witzel: “Yes. You had to allow a certain time for the “results” to come back, then apply for your license. We did all this in 1957.”

Adam Masterson: “Mental health tests are more appropriate these days!”

Jacqueline Greenwood: “Now they all just cohabitate and reproduce..and leave and go to the next…it’s showing that the cross pollination of some of you all is affecting the gene pool.”

Michael Richard Partridge: “No! When and where was this in force?”

Cathy Bingham: “I did. I came into the house waving my test results saying ‘Look Mom, no VD!,’ She didn’t think it was funny!”

James Meldrum: “Blood test ? What on earth was that for ? I’ve never heard of it before getting married.”

Born in Mexico City on September 6, 1941 to Elena Chellet Gilland (of Leon, Guanajuato, Mexico) and Franklin Worth Gilland (of Monteagle, Tennessee), Magda moved with her family to San Antonio in 1954. She enrolled at Ursuline Academy, and quickly acclimated to American culture – attending sock hops, seeing Elvis Presley at the Majestic Theatre and playing guitar and even singing an Everly Brothers duet on a local TV Show.

After graduating from Ursuline, Magda attended Our Lady of the Lake University in San Antonio, receiving her B.A. in Foreign Languages (French, Spanish and German) and Art. She graduated in only three years and, encouraged by her sister, Helen, Magda swiftly got her teaching certification and became a teacher at age 21.

In 1966, Magda and Michael McChesney were married and they welcomed the birth of their first child, Marcella Elena. Magda and Mike went on to have three more children together.

Magdalena’s career as an educator was vast – ranging from 1962 until she retired in 2017 – and included Northeast Independent School District, Providence and Central Catholic High Schools, Keystone, Edgewood Academy for Fine Arts and Communication, Esperanza Peace & Justice Center and English (ESL) teacher at Lackland Air Force Base.

As impressive as her teaching career was, she was even more widely known and celebrated as a prolific, powerhouse MultiMedia Artist – able to work in any medium of her choosing, including paintings, sketches, watercolors, pottery/ceramics, stained glass and jewelry. Her accolades include publications in The San Antonio Express News, The San Antonio Light, and various art magazines. Her

extensive collection of work is located all over the world, including The Smithsonian Art Collection. Magda’s commissioned work can be found at The King Ranch, Casa Rio Restaurant on the Riverwalk and the back dining room at La Fonda on Main Street.

Magdalena was a Renaissance Woman, a firecracker, a dynamic human being who could converse effortlessly on any subject. With a brilliant mind and a memory like a steel trap, Magda could give definitions and explanations as if she were reading from an encyclopedia. Like her father, she liked to quiz people and be quizzed. She liked to keep her brain active and always had a Sudoku puzzle nearby. Her favorite show was Jeopardy and could have been a champion. In fact, she was yelling out answers from her hospital bed up until her last day. With a natural proclivity for languages, Magda could speak in Spanish, English, French, Italian and German and studied Czech, Arabic, Portuguese and Latin.

She enjoyed world history, art history, science, theology, geography, metaphysics, quantum physics, philosophy, literature, foreign films, opera, writing stories, good food, traveling, classical music, cooking, sewing, singing, playing the guitar and piano, whistling, throwing parties and going on adventures to the Texas Hill Country.

Magda was a free-thinker, a feminist and a human rights activist before it was popular. She was fiercely independent and taught her daughters how to use power tools and do for themselves. A motto she got from her own mother was, “Where there’s a will, there’s a way. Anything can be done.”

Heirs’ Property Grant of $75K Awarded by Federal Home Loan Bank of Dallas

The Federal Home Loan Bank of Dallas (FHLB Dallas) awarded $75,000 in Heirs’ Property Program grants to the Mexican American Unity Council (MAUC) through its member Broadway Bank. The grant was celebrated with a ceremonial check presentation.

“These funds are a much-needed resource for our Latinohomeowners to ensure their family inherits the wealth they have worked so hard to build,” said Fernando Godinez, president and CEO of MAUC.

The MAUC Homestead Preservation Center will utilize the funds to assist homeowners who want to maintain ownership of their homes. By providing resources that help homeowners clear title to their homes, lower their property taxes and navigate the challenges of these forces, the center helps to ensure that long-time residents can continue to thrive in their neighborhoods.

The funds are part of $905,200 in Heirs’ Property Program grants that FHLB Dallas awarded through members in 2023. The grants assisted 21 or-

ganizations with preventing or remediating heirs’ property issues. In Texas, $515,200 was awarded to 12 organizations.

Heirs’ property refers to property inherited without a will or legal documentation of ownership. As property is passed down, each successive generation generally results in more heirs being added to the inheritance. The absence of a deed or will can make it more complicated to obtain a clear title to land or homes as time passes. The inability to provide clear title can make it very difficult for families to transfer, or

obtain loans on, the impacted property.

“Clearing a clouded real estate title can be a time-consuming and costly process,” said Jacob P. Cavazos, senior vice president and community reinvestment manager at Broadway Bank. “These funds are a great asset to help educate homeowners and help them resolve property issues.”

In its inaugural 2023 funding round from FHLB Dallas, organizations could receive up to $75,000. Awardees included affordable housing associations, community

development groups, legal aid organizations and a university.

“Property issues disproportionately affect minority communities and low-income populations. These funds can help families break the cycle of generational poverty and improve their financial position,” said Greg Hettrick, senior vice president and director of Community Investment at FHLB Dallas.

Johnny Hernandez: The Art of Creating and Preserving Mexican Cuisine And Culture

Johnny Hernandez is an award-winning chef known for his food entrepreneurship, art appreciation, and philanthropy. Two of his popular La Gloria restaurants are at the Pearl and the San Antonio Airport. Hernandez was one of the few Latinos to serve as a Guest Chef at the White House when he cooked Mexican dishes for President Barack Obama's Cinco de Mayo celebration.

Hernandez is a true believer that food and art make a great combination. His passion for bringing together excellent cuisine and Mexican art in the same setting is evident in his South Flores Street Frutera and Burgerteca next to Blue Star. Both are decorated with Mexican folk art and murals.

Hernandez’s commitment to maintaining Mexican culture and arts began early in his life and was influenced by his family. His dad, Johnny Hernandez Sr., founded Johnny’s Cafeteria in 1972 on Old Highway 90 deep in San Antonio’s Westside at a time when Mexican restaurants were few and far between in San Antonio’s Latino communities.

Young Johnny grew up with Tex-Mex food, the Texas version of Mexican cooking. As a young boy, Johnny demonstrated an understanding of entrepreneurship by taking candy

and breakfast tacos from his dad’s kitchen to sell at school. His father recognized Johnny's passion for the culinary arts and encouraged him to enroll in the prestigious Culinary Institute of America [CIA] in Hyde Park, NY. After completing his studies there, Hernandez headed West and worked at the Mirage Hotel & Casino in Las Vegas, Nevada and the Four Seasons Biltmore in Santa Barbara, California. Hernandez returned to San Antonio in 1994 fully committed to beginning his own business. After establishing True Flavors Catering, he launched La Gloria restaurant near the famed Emma Hotel at the Pearl. At La Gloria, Hernandez serves food from the interior of Mexico. His knowledge of these foods resulted from traveling to Mexico over ten years with his mother, Teresa Hernandez, for missionary work. These trips and his work in preparing

meals for youth at the Mexican summer camp gave him significant insights into the preparation of Mexican dishes.

The trips to Mexico unquestionably influenced Hernandez’s art education as well. However, his engagement with the Latino art community in San Antonio also stimulated his interest in art. Many Latino artists and writers frequent his restaurants, and he has friendships with many artists in Southtown and the Westside.

After visiting Southtown to view a mural Hernandez commissioned at Margarita Gardens next to his Burgerteca restaurant, I wondered where and how the San Antonio business community had found a way to contribute to the proliferation of murals.

In attempting to answer this question, I discovered that one hundred years ago Francisco Chapa, the proprietor of Chapa’s Drug Store in San Antonio, had

commissioned a mural with the image of a lion on the side of his building. This mural on Santa Rosa Street faced the popular Market Square. It is considered the first public art mural in San Antonio, and, over time, Chapa’s customers referred to his pharmacy as Farmacia del Leon or the Lion Pharmacy. Few small Mexican American businesses had invested in public art before World War II. Chapa was the exception.

We know little about the next fifty years of San Antonio’s Latino public art history. In the early 1970s, Jesse Treviño helped to ignite a public art movement in the city’s Westside with his painting at Our Lady of The Lake University [OLLU]. After finishing an Associate Degree at San Antonio College, where he studied with Mel Casas, Treviño enrolled at OLLU in 1972. His pre-Vietnam War paintings had been limited to drawings and oils completed on an ea-

sel. Mel Casas, who had studied in Mexico City, preferred larger works and influenced Treviño to think big.

While enrolled at OLLU, Treviño was encouraged to explore different mediums and formats. In his senior year, a student association raised funds for Treviño to buy 100 feet of canvas to paint a mural in the student union. Treviño completed La Historia Chicana [The Chicano History], a monumental mural in 1974, and it remains in the campus library. He later completed a ceramic tile painting at Market Square that honors Chapa Drugs and the famed Mexican theatre Teatro Nacional.

Claudio Aguillon. Harriett and I met up with Aguillon at the Bugerteca as he was completing artwork on the restaurant’s large windows facing the San Antonio River. Aguillon emigrated to the United States at the age of 13 from El Leoncito, a rural Mexican pueblo in the state of San Luis Potosi. He completed an Associate Degree at Palo Alto Community College and transferred to the University of Texas in Austin in 1995.

After earning a Bachelor of Fine Arts degree at UT Austin, Aguillon returned to San Antonio and worked for seven years as an art instructor at SaySi, an exciting youth art program. For the past thirty years, he has been paint-

ing murals in San Antonio. One can find his work at the Frost Bank Center, the San Antonio Airport, and numerous restaurants.

Working alongside Aguillon at Burgertec next to Blue Star this February was Ramon Ortiz, a resident of Irapuato, Guanajuato. Ortiz is a self-taught artist whose early art interests centered on graffiti. His bright colorful mural on three water tanks next to the Burgerteca focuses on the natural environment. The inclusion of stars, sunrises, and clouds represents patterns of creative layering.

Hernandez recognized Ortiz’s artistic talent on a trip to Mexico and has sponsored his visit to San

Antonio to paint murals at the Burgerteca restaurant. Aguillion continues to work with Hernandez to develop the magical and whimsical environments found in the Hernandez restaurants.

The Burgerteca highlights the creative cuisine Johnny Hernandez is famous for. The restaurant is decorated with colorful tables and chairs and Mexican-style folk art in the pleasant courtyard and inviting outside seating area facing the San Antonio River trail. The talented artists and Chef Hernandez have created an exciting artistic setting for an enjoyable cultural experience.

AVISO DE RECIBIMIENTO DE LA SOLICITUD E INTENCIÓN DE OBTENER RENOVACIÓN DEL PERMISO DE AIRE (NORI)

NÚMERO DE PERMISO 70661

SOLICITUD. Toyota Motor Manufacturing, Texas, Inc., ha solicitado a la Comisión de Calidad Ambiental de Texas (TCEQ, por su siglas en inglés) la renovación del permiso de calidad del aire número 70661, que autorizaría la continuación del funcionamiento de Toyota Motor Manufacturing Texas situado en 1 Lone Star Pass, San Antonio, Condado de Bexar, Texas 78261. Este enlace a un mapa electrónico de la ubicación general del sitio o de la instalación se ofrece como cortesía pública y no forma parte de la solicitud o del anuncio. Para conocer la ubicación exacta, consulte la solicitud. https://gisweb.tceq.texas.gov/ LocationMapper/?marker=-98.54,29.263055&level=13 La instalación existente está autorizada a emitir los siguientes contaminantes atmosféricos: monóxido de carbono, solventes exentos, contaminantes atmosféricos peligrosos, óxidos de nitrógeno, compuestos orgánicos, material particulado, incluido material particulado con diámetros de 10 micrones o menos y 2.5 micrones o menos y dióxido de azufre.

Esta solicitud se presentó a la TCEQ el 7 de Febrero de 2024. La solicitud estará disponible para ser revisada y copiada en la oficina central de la TCEQ, la oficina regional de TCEQ en San Antonio, y en el Palacio Municipal, 100 Military Plaza, San Antonio, Condado de Bexar, Texas a partir del primer día de la publicación de este aviso. El expediente de cumplimiento de la instalación, si existe, está a disposición del público en la oficina regional de la TCEQ en San Antonio. El director ejecutivo ha determinado que la solicitud está administrativamente completa y llevará a cabo una revisión técnica de la misma. La información contenida en la solicitud indica que esta renovación del permiso no supondrá un aumento de las emisiones permitidos ni dará lugar a la emisión de un contaminante atmosférico no emitido anteriormente. La TCEQ puede actuar sobre esta solicitud sin buscar más comentarios del público o dar la oportunidad de una audiencia de caso impugnado si se cumplen ciertos criterios. COMENTARIOS DEL PÚBLICO. Puede presentar comentarios públicos a la Oficina del Secretario Oficial en la dirección indicada a continuación. La TCEQ considerará todos los comentarios del público al elaborar una decisión final sobre la solicitud y el director ejecutivo preparará una respuesta a esos comentarios. Cuestiones como el valor de la propiedad, el ruido, la seguridad del tráfico y la zonificación están fuera de la jurisdicción de la TCEQ para ser tratadas en el proceso de permiso.

OPORTUNIDAD DE UNA AUDIENCIA DE CASO IMPUGNADO. Puede solicitar una audiencia de caso impugnado si usted es una persona que puede verse afectada por las emisiones de contaminantes atmosféricos de la instalación tiene derecho a solicitar una audiencia. Si solicita una audiencia de caso impugnado, deberá presentar lo siguiente (1) su nombre (o, en el caso de un grupo o asociación, un representante oficial), dirección postal y número de teléfono durante el día; (2) el nombre del solicitante y el número de permiso; (3) la declaración “[Yo/nosotros] solicito/solicitamos una audiencia de caso impugnado”; (4) una descripción específica de cómo se vería/n afectado/s por la solicitud y las emisiones atmosféricas de la instalación de una manera no común al público en general; (5) la ubicación y la distancia de su propiedad en relación con la instalación; (6) una descripción del uso que usted hace de la propiedad que puede verse afectada por la instalación; y (7) una lista de todas las cuestiones

de hecho controvertidas que presente durante el periodo de comentarios. Si la solicitud la realiza un grupo o asociación, deberá identificarse con nombre y dirección física a uno o varios miembros que estén legitimados para solicitar una audiencia. También deben identificarse los intereses que el grupo o asociación pretende proteger. También puede presentar sus propuestas de ajustes a la solicitud/permiso que satisfagan sus preocupaciones.

El plazo para presentar una solicitud de audiencia de caso impugnado es de 15 días a partir de la publicación del anuncio en el periódico. Si la solicitud se presenta a tiempo, el plazo para solicitar una audiencia de caso impugnado se ampliará a 30 días después del envío de la respuesta a los comentarios.

Si se presenta a tiempo cualquier solicitud de audiencia de caso impugnado, el Director Ejecutivo remitirá la solicitud y cualquier solicitud de audiencia de caso impugnado a los Comisionados para su consideración en una reunión programada de la Comisión. A menos que la solicitud se remita directamente a una audiencia de caso impugnado, el director ejecutivo enviará por correo la respuesta a los comentarios junto con la notificación de la reunión de la Comisión a todas las personas que hayan presentado comentarios o estén en la lista de correo de esta solicitud. La Comisión sólo podrá conceder una solicitud de audiencia de caso impugnado sobre cuestiones que el solicitante haya presentado en sus comentarios a tiempo y que no hayan sido retirados posteriormente. Si se concede una audiencia, el objeto de la misma se limitará a las cuestiones de hecho controvertidas o a las cuestiones mixtas de hecho y de derecho relativas a los problemas de calidad del aire pertinentes y materiales presentados durante el periodo de comentarios. Cuestiones como el valor de la propiedad, el ruido, la seguridad del tráfico y la zonificación quedan fuera de la jurisdicción de la Comisión para ser tratadas en este procedimiento.

El Parque Brackenridge Celebra 125 Años Brackenridge Park Conservancy Anuncia Una Celebración De Un Año Para El Querido Parque San Antonio

"Estamos honrando a las personas, las tradiciones y las experiencias naturales que Brackenridge Park ha ofrecido a San Antonio durante los últimos 125 años", dijo Lukin T. Gilliland Jr., presidente de la junta directiva de Brackenridge Park Conservancy. “Queremos pasar este año celebrando el parque y a todos los que han contribuido a la historia de esta tierra. Igual de importante es que queremos unir a San Antonio para visualizar los próximos 125 años de Brackenridge Park”.

El parque de 400 acres es un área natural importante en el corazón de la séptima ciudad más grande del país. A menudo conocido como el parque de mayor importancia cultural de los Estados Unidos, Brackenridge, con 2 millas del río San Antonio que lo atraviesa, tiene un legado de raíces indígenas, represas e irrigación coloniales españolas, industria de la Guerra Civil e infraestructura moldeada por la Administración de Avance de Obra.

El terreno que ahora es el Parque Brackenridge ha sido un lugar de reunión desde tiempos prehistóricos con evidencia de ocupación humana que se remonta a 12.000 años. Los artefactos nativos americanos datan del año 9200 a.C. haciendo del parque uno de los sitios arqueológicos más importantes de Texas. Esto ha contribuido a la inclusión del parque en el Registro Nacional de Lugares Históricos y a su designación como Monumento Nacional de Antigüedades.

El parque en sí fue fundado en 1899 cuando George W. Brackenridge (presidente de la antigua San

Antonio Water Works Company) donó 199 acres. Legados adicionales ampliaron el parque hasta justo debajo de la cabecera del río San Antonio y al norte del centro de la ciudad. Desde entonces, el legado de naturaleza, cultura, historia, educación y recreación de Brackenridge no ha hecho más que crecer.

"Una parte importante de cómo queremos avanzar durante los próximos 125 años de Brackenridge es capturar adecuadamente la historia de esta tierra y encontrar una manera de contarla para las generaciones venideras", dijo Gilliland.

Brackenridge Park Conservancy está lanzando nuevos eventos y programación para activar aún más el parque durante su 125º año y más allá. Estos incluyen Fitness in the Park con San Antonio Parks & Recreation; una serie de Alfabetización en el Parque para niños en edad preescolar en asociación con el programa “Born to Read” de la Fundación de la Biblioteca Pública de San Antonio; un juego de exhibición de polo en asociación con First Tee y San Antonio Polo Club (un guiño a la historia pasada del polo del parque); un evento Donde viven los monstruos (fiesta para niños en el parque); lanzamiento de Urban Wild, un grupo de jóvenes profesionales de entre 21 y 45 años; y una celebración de Pascua ampliada (el fin de semana más concurrido del parque) con fotografías gratuitas de un fotógrafo profesional.

El año cerrará con una celebración Brack Bash el 16 de noviembre para todo San Antonio para conmemorar la fundación del parque. Será un día lleno de diversión que traerá de vuelta las actividades favoritas del pasado y algunas tradiciones nuevas. ¡El día incluirá botes de remo, paseos en pony, recorridos para cruzar aguas bajas, una exhibición de autos

antiguos y más!

También regresarán los favoritos de los eventos anuales, como el Parktoberfest, el Día Familiar del Pescado, el Festival de la Mariposa Monarca y los Polinizadores, y la visita de las cabras favoritas de todos, que devoran especies invasoras.
