Caves, Coffee, and Culture: Houaphan Has It All Words and Images by Mick Shippen

am Neua’s Route 6 rolls gently toward Vieng Xay through a rugged mountainous terrain of limestone karst, their sharp and craggy peaks softened by thick blankets of forest cover. Rice paddies, pushed into any available flat and fertile ground, are sown with the province’s famous khao kai noi (little chick) sticky rice. In the cool season, when the harvest has been gathered, the roadside verges are bejeweled with the vibrant yellow blooms of sunflowers. It’s a bucolic landscape and a joy to travel through.

It’s hard to imagine that from 1964 until 1973, American bombs rained down on this rural idyll as part of a secret war against communism. Undeterred, leaders of the Pathet Lao established a command center in the numerous caves that pock the mountains here. It was a huge undertaking. From within this impenetrable area, they built a fuel depot, a hospital, schools, a printing press, and even a theater to keep soldiers and their families entertained. It is thought at one time 200 caves were occupied, providing shelter for up to 20,000 soldiers and local farmers.

A visit to the caves at Vieng Xay is truly insightful. Twice daily tours take visitors to the cave where Kaysone Phomvihane, the first leader of the Lao People's Revolutionary Party, convened the Politburo, and to many other sites of interest. When the American bombing ceased with the signing of the Paris Accord in 1973, the leadership, including Prince Souphanouvong, a key figure during the revolution and known in the West as the Red Prince, moved out of the caves and built houses nearby. Today, Vieng Xay, or Victory City, is known as the political heartland of Laos.

The caves at Vieng Xay are 30 km from Xam Neua, and the scenery makes it a wonderful journey by bicycle or scooter. Tours of the cave are available twice daily; 9 a.m. to 12 noon, and 1 p.m. to 4 p.m. Tickets include an excellent multi-language audio commentary. Tours can be arranged at other times for an extra charge. The caves are in several locations so there is some walking involved.

Back in Xam Neua, there is more interesting history and culture to uncover. Wat Phoxay Xanaram is an exquisite old temple, lovingly looked after by a Lao monk who spent several years in Japan. In addition to the beautiful murals, the temple still has its original roof of

wooden shingles. For a bird’s eye view of the town, head up to the hilltop temple of Wat Si Boun Heuang.

Cyclists can explore a network of roads and dirt trails, many with demanding steep climbs that begin just moments from the center of town. Visit hobomaps.com for information.

One such road winds its way to Ban Phoun, where skilled craftswomen dye and weave traditional textiles. Houaphan Province has a well-deserved reputation as the home of Laos’ best textiles, but silk connoisseurs will have to travel 140km south from Xam Neua to Xam Tai for the finest.

To discover local ingredients, head to the main fresh market in the late afternoon. Houaphan is well known for many varieties of edible bamboo used in Xam Neua cuisine, including a slender and tender stem called nor loy. You will find ready-cooked dishes for sale at the smaller Phoxay market. There’s also an abundance of mak khaen (Sichuan pepper) and mak maad (winged prickly ash). Specialties include jeo pa bam, a punchy and spicy dip of fish, roasted chilis, garlic, and mak maad.

Coffee has been grown in Laos since the 1920s when the French colonialists established the first plantations down south on the Bolaven Plateau. In recent years, however, it’s coffee from northern Laos that has been in the spotlight, with several small specialty coffee pro-

ducers gaining popularity and praise here and abroad. In Houaphan, it’s the aptly named Yuni Coffee Company www.yunicoffeeco.com (yu ni means ‘it’s here’ in Lao) that has put the mountainous province on the map. Taking advantage of the north’s agreeable climate and forests, Yuni works closely with local farmers in Xam Tai to produce shade-grown coffee berries. These are then processed using modern techniques.

The result is one of the best coffees you will find in Laos.

The company also exports to America and other countries. At its signature café in the center of Xam Neua, you can enjoy a flavorful brew that will have you returning for more throughout your stay. Yuni Café also sells bags of beans so you can enjoy their distinctive blends at home, and there is a small menu of Western food available throughout the day.

Xam Neua’s breakfast of champions, however, is to be found at Nha Hang Phin Thanh (02059222120), an authentic and extremely popular Vietnamese breakfast joint that offers a delightfully uncomplicated menu of just three Hanoi-style dishes: banh cuon, steamed noodle rolls filled with ground pork and wood ear mushrooms, with or without egg (and don’t miss the spicy dipping sauce); bun cha, charcoal-grilled pork patties with vermicelli noodles, fresh herbs, and lettuce in a lightly sweetened broth; and chao, rice porridge.

he Oma, a small ethnic subgroup related to the Akha people, reside in the remote mountains of northern Laos.

With a population of just 2,800 people across seven villages, no Oma are known to reside outside of Laos. With numbers such as these, you might expect their traditional designs and patterns to be a fading part of history.

However, the Oma people still take great pride in producing and wearing their distinctive clothing. Then, in 2019, Oma traditional designs were replicated by an Italian fashion clothing brand, copied without credit or consent.

The Traditional Arts and Ethnology Centre (TAEC) in Luang Prabang has worked with the Oma of Nanam Village since 2010, so they have a long and trusted relationship. When the TAEC team traveled to Nanam to explain what had happened, community members were full of shifting emotions — a blend of awe, confusion, and eventual indignation. The Oma painstakingly hand-embroider and applique their designs onto handspun and handwoven fabric — symbols of their strong identity and diligence to their cultural heritage.

TAEC collaborated with the Oma to develop a model to help protect their cultural designs and intellectual property. This work led TAEC to connect with others tackling the same issue, and the truly global reach of cultural misappropriation became clear, leading to the exhibition “Claiming Inspiration: Artisans, Culture, and Commercialisation”.

HERITAGE

Claiming Inspiration delves into the grey line between cultural appreciation and appropriation within the global fashion industry. It showcases incredible artisan-crafted pieces from Mexico, the Philippines, Kenya, and Romania, all of which have been used as “inspiration” by high-end fashion designers. The exhibition is a platform, drawing attention to communities worldwide in their fight against the exploitation of their cultural identity.

This exhibition is not a tale of wrongdoing and despondency, but one of resilience and global connection. The Oma and other communities are seeking opportunities to celebrate and share their traditions on an international stage using a system of true collaboration – where they can be respected, acknowledged, and fairly compensated.

aos was formerly called the Land of a Million Elephants. These gentle giants have been an integral part of Lao culture and history for centuries, and this extraordinary connection takes center stage at the Elephant Festival in Xayaboury.

More elephants live in Xayaboury than in any other province. These animals have been employed in warfare and logging for centuries.

Now, elephants are no longer used in battle, and the practice of using them to move timber has mostly disappeared. Xayaboury celebrates the historical bond between Lao people and elephants with an energetic Elephant Festival held in the middle of February each year as a way of giving thanks.

During the festival, dozens of elephants are paraded, feted, and then honored with a traditional Lao baci ceremony where holy strings are tied around their legs. It’s well worth a visit as this is the only time you can see so many elephants all at once!

are colored blue are spread out. Some of these species of mushrooms have yet to be identified and classified.

Lao food does not resemble the cuisine of its neighbors. What sets Lao cuisine apart is its reliance on fresh herbs to flavor food. Often used to impart an element of bitterness or sourness, they help to vary the palate. Many of the herbs on offer are only seen and used in Luang Prabang.

Vines with trailing tendrils and a type of ivy leaf, tiny pea-sized eggplants, and spicy wood are used in the local dish Aw Lam, a great all-in-one stew encompassing rare ingredients special to Luang Prabang. Dark green yanang leaves come from the moonseed family. They impart a perfumed element and rich deep green color to the traditional bamboo shoot soup served daily in many homes. Rice paddy herbs, three different types of basil, Acacia fronds, betel leaves, and sawtooth coriander make the more familiar dill and cilantro look positively mundane.

ehind the main street in Luang Prabang lies a small network of alleyways bustling with activity from sunrise each morning. Here villagers with their garden bounty and people from local ethnic groups flock to sell their produce at the Talat Sao morning market. Luang Prabang has one of the best markets in Asia for fresh produce.

In terms of variety, it has over 110 species of plants for sale during the year.

Many plants are also sources of both sustenance and health and contribute to Laos’ long history and knowledge of botanical remedies. The morning market is so diverse because people bring produce from their gardens or that they have foraged themselves from the jungle. Carts are pushed, buckets are carried, and baskets are gathered and filled to the brim with dark green leafy plants and vividly colored spiky, strange fruit to be set out and displayed on tables, mats, and blankets in eye-catching displays.

The purple buds of banana flowers are added to the national dish laap (a mincemeat salad) the flowers have an astringent quality and stimulate the production of mother’s milk. There are about five different varieties of eggplant from the tiny pea eggplant to the hairy eggplant used in jeo mak kheua (eggplant dip). Bundles of what resembles green hair are river weed used to make khai phaen, a savory and salty snack, it’s the Lao equivalent of nori and great with beer.

Locals use anything they can grow as food sources including flowers. The bitter flowers of the trumpet vine (dok khae) are tasty when stuffed with pork and cooked in banana leaves. Produce can also be preserved to help it keep. Pickles are popular and a sour cabbage and ginger relish often accompanies grilled fish.

Fruits and flowers are also sold dried for teas such as the hibiscus flower

which produces a currant-like intense maroon tea, and bael fruit resembling dried orange slices.

The best time to visit the market would be after the rainy season in September when produce is most prolific and baskets are overflowing. Many types of mushrooms and various species of fresh bamboo shoots are in season. At any time of the year a stroll through the market is an interesting experience for any foodie and also offers a glimpse into local lifestyles and daily routines.
