Meanwhile, the changes of the environment have further affected the design goal and results of park planning. Other than the function of beautifying urban landscapes, vast natural park green lands in urban areas are further demanded for flood retention and rainwater conservation in response to the arrival of climate change. Through the merging of the city and the county at the end of 2010, Kaohsiung city and county's resources have been integrated with magnified usage performance. Moreover, Kaohsiung City Government also adopted cross-departmental cooperation, where it repeatedly negotiated with the Armaments Bureau during the period of relocation of the 205 armory, so as to obtain the 2.1-hectare armory land for use as a park. Mutual agreement and trust from all collaborating divisions have been attained through this opportunity, with a further step in organizing urban rezoning along with the 75th urban land consolidation development, offering the approximately 2.9-hectare land used for park adjacent to the original 205 armory for the integration into approximately 5 hectares of park green land, creating “Wujia Park” dedicated for the residents in the Wujia district. The area features abundant old tree resources, and besides completely preserving old tree resources, such as ficus tree woods and China trees, there are also several precious tall arbors as well as ficus tree groups providing shades. “Low-energy consumption design construction” was applied as the design principle for the construction during the park constructional process. First, the lowest soil transportation carbon footprint is applied to create new appearances for the park with the management principle of the balance of cut and fill. Secondly, diversified visual and walking experience are stimulated through the undulating land art variations, creating leisurely recreational space for strolling. Lastly, the changes in terrain are used to sculpt natural water purifying system, as well as creating habitat for diversified organisms. Moreover, plant treatment and microorganism cultivation function are utilized to further purify the domestic wastewater discharged by residents in the surroundings, creating natural low-energy consumption purifying system, thereby forming public community space enriched in environmental education.
