前後慈湖祕境閒置空間整體規劃活化利用 ─── 築境景觀設計主持人 林啟瑞 專訪
Regeneration of Front and Rear Cihhu Lake 採訪整理：黃立瑩、黃柏瑋 地點：築境景觀設計有限公司 Abstract The base is located at the Rear of Cihhu Lake. It was selected as the command center for counterattack against China back in the 1960s and it then became the rear garden of the Cihhu Hotel after the counterattack plan was terminated. It is a significant historical trace for former president Chiang Kai-Shek’s time in Taiwan. With the experience of half a century of military control, the houses within the base are neglected and hidden amongst the trees, which has created a secret paradise enriched in ecology.
￭ Idea of Creation

1. The preservation of the historical and cultural landscapes is in holding onto this base when it was used as war command center and the mystic atmosphere of the mountain behind Cihhu Lake Hotel. 2. Set off from the idea of sustainable management to stipulate the historical culture and natural ecology as the development theme. 3. The key to maintain the Rear of Cihhu Lake’s ecology and cultural assets is in restricting the total number of visitors, planning tours as well as implementing an appointment system to enter the park.
￭ Planning Design Characteristics 1. Preserving the ancient: Since there are unused architectural aesthetics and facilities, the principle is to preserve the original primitive and low profile historical content for the renovation. 2. Simplicity: The facilities within the park are in simple forms and colors in order to blend with the environment. 3. Low-profile: Provide minimum number of facilities, with the arrangement and style accentuating the historical sight and natural beauty as the principle.
￭ Project Contents 1. Intensify structure of four war preparation offices, leak-proof engineering as well as internal space renovation. 2. Lakeside trail and landscapes along the route, as well as explanatory facilities. 3. Construction of indexing system.

前後慈湖規劃設計緣起 1960 國共內戰時代，慈湖作為桃園大溪的總統行館，並且也扮演戰時的
97 年初配合擴大內需計畫，在交通部觀光局的支持與補助下，於九月初
中央政府臨時指揮中心。除了行館之外，慈湖一直沒有發揮戰備功能，自落
分成三個計畫進行，時間可說是十分緊湊。「當時只有三個月的時間可以施
成至今約有 50 年一直保持著原先的狀態。開放早期遊客只能到訪遊客中心，
工，並且需與三個營造單位配合：一號辦公室與三號辦公室是第一標；四號、
謁陵結束就離開了，後來桃園縣政府向國防部申請並順利地撥用到後慈湖這
五號辦公室以及湖濱的步道 ( 延伸到南管制門 ) 是第二標；最後一標是水電、
塊秘境花園，軍方管理區域則限縮到中間陵寢。

林啟瑞 ( 以下簡稱林 ) 談到：「當時蔣公來慈湖行館的時候常常會到後慈 湖來散步，等於是慈湖行館一個非常幽靜的後花園。縣政府打算把這個地方 活化再利用，在維護原來的歷史風貌以及豐富生態資源的條件之下，有限度 地開放觀光。」民國 97 年 1 月桃園縣政府看到了慈湖的觀光發展性，便在 此脈絡下完成了一連串的先期計畫：慈湖遊客中心整修、秘境步道整理、二 號辦公室整修及導覽活動試辦，皆獲得良好的成果。當時的朱立倫縣長便決 定將四棟其他的辦公室，連同後慈湖地區一併規劃整建。
主題館設定 林：「當時平行的幾個主要計畫，除了這三個工程外，還有另外三個計畫 也有介面重疊。」因為後慈湖供應了慈湖、頭寮到三層地區的民生用水，縣 府也依照規劃時的建議進行汙水處理系統改善。所以在後慈湖最南邊原本是 簡易沙濾池的地方建造了汙水處理廠，並依照遊客乘載量設計每日 700 人的 汙水處理容量。
